The literature dealing with the physical constants of nickel is so fragmentary and unrelated that a synopsis presents unusual difficulties. It is only within the last few years that investigators have understood the importance of placing on record not only the determinations they have made but also the composition, physical treatment, and past history of the material investigated. For this reason much of the earlier literature is valueless. Determinations have been made of the same physical constants on samples differing widely in origin, composition, and treatment, and the results differ widely among themselves. In the first place nickel is almost as flexible a term as steel. Its physical properties are widely influenced by its composition and treatment. It absorbs large quantities of gases and is exceedingly difficult to prepare in a state of chemical purity comparable to gold, silver, or copper. It is vitally affected by thermal and mechanical treatment. Hence in the following pages the recorded literature, where quoted, must be accepted with a certain reserve and used, as far as possible, as a check on later observations, in which these important factors are noted. In every case where new determinations are given, an attempt has been made to record all available information concerning the composition and treatment of the material used so that the data may serve as stepping-stones toward a wider knowledge of the properties of the metal. As this synopsis is an attempt by men of metallurgical training to do what should long before have been done by physicists, it is to be expected that certain errors may have crept in. DURING an investigation into the effect of heat-treatment on the creep properties of the magnesium alloy ZW1, (1 pct Zn, 0.6 pct Zr), the previously published methods of final polishing were found to be unsatisfactory. A new diamond-polishing technique has been developed to facilitate the study of fine precipitates in this and other magnesium alloys, and is described in this note. The sectioning and coarse grinding techniques are those of Fox and Hall,' and Hess and Cieorge.' Pre- liminary mechanical polishing is done with 6-µ, and 1-µ( grades of diamond compound on 'Microcloth' using a lubricant of 'Hyprez' oil. When the conventional technique is used with a 1/4- µ diamond wheel for the final polishing of magnesium alloys, scratching is likely to result from the abrasive action of the 'Microcloth' nap on the soft metal surface. This problem has been overcome by the use of a cream on the wheel in order to separate the specimen surface from the polishing cloth. To prepare this cream, a solution of 6-ml tri-ethanolamine in 75-ml water is stirred into 12.5 g stearic acid at a constant temperature of 80o to 90°C. The cream is allowed to cool, and is then 'whipped' to a smooth consistency with 100-ml 'Hyprez' oil. Before polishing, the diamond loaded 'Microcloth' is moistened with a few drops of 'Hyprez' oil, then a small amount of cream is worked into the nap. For the best results a wheel speed of 500 rpm should be used for polishing, and the specimen should be held by hand with a light pressure while being rotated in the opposite direction to the wheel. After polishing it is necessary to swab the specimen thoroughly in methylated spirits to remove residual cream and oil from the surface in order to avoid uneven etching and drying stains. Fig. 1 shows the surface finish obtained on a specimen by polishing on a 1/4- µ diamond wheel using the cream, and Figs. 2 and 3 the precipitate observed in ZW1 after polishing, and etching for two seconds in nitric acid 15 pct in ethylene glycol. This new diamond-polishing technique has made a valuable contribution to the programme of metal-lographic research on ZW1 and has become a routine laboratory practice for other low alloy content magnesium alloys.

As described in the section on the Palabora twin crushers, the Palabora ore consists of two types: a carbonatite containing a low titanium magnetite, and a foskorite containing high titanium magnetite. As the Palabora pit was widened and deepened, more and more of the foskorite had to be mined. The 25,000 mt expansion of the Palabora plant which went into operation in early 1977 therefore takes its feed from the foskorite section of the orebody. For the expansion, a third 54 in. by 74 in. gyratory crusher was installed to crush feed for two 32 ft by 15 ft (9.75 by 4.6 m), 9000 hp (6710 kw) autogenous single -stage grinding mills. These units are located near the two existing primary crushers, and the ground ore is pumped 5277 ft (1640 m) to the expanded flotation plant by five stages of centrifugal pumps. The new gyratory is installed in a unique Figure-8 shaped enclosure with the crusher in the smaller 27 ft 11 in. (8. 5 m) diameter cylinder and the maintenance area in the 36 ft 1 in. (11 m) diameter cylinder. Cylinder walls are only 23.6 in. (600 mm) thick because their circular design permits all the concrete to be in compression. A rectangular dump pocket which sits on the smaller cylinder contains two manganese steel faced splitters to protect the crusher spider and countersunk water spray headers under the dumping positions for dust suppression. The dump pocket holds 330 st or 300 mt and is also lined with manganese steel. The crusher is mounted on a reinforced concrete diaphragm over the 363 st (400 mt) crushed ore pocket. In the back of the pocket is plastic pipe. Radioactive level control sources are lowered into this pipe from the crusher support floor. The pipe is protected by concrete covered with steel castings. Level control detectors are mounted on the front wall of the pocket. Liner plates on the crushed ore pocket walls are removed and in- stalled by the use of a circular monorail and trolley mounted on the pocket ceiling. The door in the front of the crushed ore pocket is hinged at the top rather than at the sides and is raised by an electric winch. For removal of the eccentric, rails are installed in the pocket and a unique hydraulically operated cart is moved under the eccentric. A platform is raised to receive the eccentric and lowered so that it may be removed. Crushed ore is removed from the pocket by a hydraulically powered, 8 ft

The strengthening mechanism of fiber-reinforced silver has been investigated as a function of fiber density and fiber material. Stress-strain curves were determined in the range 2 x 10-6 to 2 x 10-3 plastic styain and slip lines were examined. The yield strength at 0.2 pct permanent strain is markedly dependent upon fiber density but the stress necessary to initiate plastic deformation is independent of fiber density. The strengthening mechanism of the fibers is shown to be malogous to grain boundary strengthening in poly crystalline metals. The variation in strengthening with different types of fibers is also noted and discussed. In recent years, considerable progress has been made in the understanding of the mechanical properties of two-phase systems, particularly in the classical dispersed-phase alloys where the separation between the dispersed phases is 0.01-0.1µ. However, little work has been done on fiber-reinforced metals where the dispersed-phase separation is considerably larger than this. Parikh1 investigated the mechanical properties of many fiber-reinforced metals and found that two general relationships are always observed, as follows: 1) A fibrous network incorporated into a second weaker metal strengthens the latter, and the amount of strengthening increases with fiber concentration. 2) At a corrstant fiber concentration, the amount of strengthening in a given matrix can vary considerably, depending upon the type of fiber employed. The object of the present investigation was to examine the fuiidamental factors controlling these two observations. procedure: Fig. 1 shows the initial step in the fabrication of the specimens. The sieve is shaken so that the fibers fall into a mold with the longitudinal axes of most fibers in the X-Z plane. The fibers are then compressed to a predetermined density, thus forming a "felt", and the necessary amount of matrix metal is added to the top of the felt. The mold is heated, in vacuum or hydrogen, to above the melting point of the matrix metal; the molten metal flows into the felt, and the entire assembly is cooled. This produces a "composite" that is essentially free of voids. A number of composites were prepared in this manner using 1/4-in. kinked lengths of mild steel

THE Mufulira mine in Northern Rhodesia is 13° south of the Equator and at an altitude of 4100 ft above sea level. The concentrator was planned in 1930 to treat about 10,000 tons of ore per day, but before construction work had gone very far the size of the plant was reduced to 1500 tons daily capacity. Then just as the construction was finished in December 1931, the price of copper did not warrant the commencement of operations and it was not until October 1933 that the mine re-opened. Extensions have been made to the plant in 1034, 1935, 1936 1937, 1940 and finally in 1945. The capacity of the plant when the 1945 extension is completed will be 9500 short tons per day. The various extensions have been carried out with the minimum confusion and with great skill on the part of the designers and the erection engineers. In dealing with the plant in this paper it is proposed to give an outline of the present practice and only to refer to past practice when it is considered of particular interest. ORE TREATED The ore consists of fine grained highly siliceous, felspathic and argillaceous quartzites, the latter containing graphitic carbon and locally termed graywacke. These rocks are considerably altered near the surface and on the fringes of the ore body. Despite extensive efforts at mixing, both underground and in the crushing plant, many sudden changes of ore take place in the mill feed. The minerals are chalcocite, bornite and chalcopyrite with relatively unimportant amounts of malachite, native copper, azurite, covellite and chrysocolla. Gold is present at about 1 oz to a thousand tons, and silver at about 2 dwt. per ton. With increasing depth the nonsulphide content or, as commonly termed locally, the oxide content of the ore is decreasing and is now less than 0.25 pct against a high of 0.77 pct. CRUSHING OPERATIONS The first stage of crushing is done underground where the oversize from 12-in. grizzleys is fed to a 56 X 72-in. jaw crusher. At the Selkirk shaft two 10-ton skips deliver the run of mine ore at a rate of 450 tons per hour to the 400-ton capacity shaft bins. One 6 ft wide Ross chain feeder and one locally made air-operated finger feeder feed the two 30-in. McCully crushers. Ahead of each crusher is a 6 X 9-ft spring grizzley spaced at 5 in. on a 35° slope. Neither the Ross chain feeder nor the finger feeder is entirely satisfactory and for the wet, muddy and sticky ore that has to be handled it is planned to replace these with two 6-ft wide apron pan feeders. IT is a fair assumption that the main purpose of any diagram is to present facts to the eye in more convenient form than they could be tabulated in figures, and this implies that a screen diagram should set forth in a convenient and familiar form certain facts as to the character of the material screened regardless. of the screen standards used, and it seems particularly desirable on account of the well-known differences in the size of openings of different laboratory screens having the same nominal mesh. In making screen-sizing tests it has been customary to first consider the largest size, going progressively to the smallest, and this seems to have led to the practice of placing the smallest size at the right-hand side of the diagram and .measuring toward the left. This is not altogether convenient and might he changed to advantage, but for illustration I have preserved that feature and present the method just as I have used it for over 2 years. Direct plotting in which the intervals on the diagram are proportional to the sizes of the openings, or to the arithmetical difference between them, seems at first sight more natural and is extremely useful for certain purposes, but it makes the diagram very crowded in the smaller screen sizes while the larger ones occupy unnecessary space, snaking it less convenient for most purposes, and for that reason the method here discussed is the well-known one based oil the ratio between openings, and is plotted in logarithms instead of the direct values of the screen opening. Metric coordinate paper is convenient, although .not necessary; it is recommended, as the use of the metric scale gives a diagram of convenient size, but any scale of equal. parts may be used. In order to make any screen diagram translatable in terms of any standard screen size, it is necessary to have rioted on the size scale of the diagram all points corresponding to the openings of the various screens in question, instead of a single series 'of points as with a single screen. In drawing the diagram assume 0.001 in. (corresponding approximately to 0.025 mm.) to be the smallest size to be considered and fix this as the zero point at the lower right-hand corner of the diagram. This value is selected because the values are to be plotted in logarithms, and the logarithm of 1 is zero. Then lay off to the left for the position of each screen

Being much interested in efficiency-work in general, and an ardent reader of writings on this subject by Frederick W. Taylor and others, as applied to manufacturing-plants, and having served my apprenticeship from mucking to the engineering design of ore-dressing and underground plants, I hope that this paper will lead others to investigate the field more fully, to the improvement of general mine- and mill-operations, as well as the advancement, intellectually, physically, and financially, of the employee and his relations with the employer. If a man who is prepared to look closely and observe broadly starts in Canada and zig-zags from camp to camp to southern Mexico, taking time casually to inspect mines, mills, and smelters, he will be pitifully impressed by the great difference in customs, and the general waste of labor, time, and money throughout the country. He will so seldom observe a dollar's worth of results given in exchange for a dollar spent that he will form a poor opinion of operating-efficiency and management. This highly-scientific department, requiring an amount of skill and executive ability equaled in few, if any, of the professions, certainly falls short of the standard established in our greater manufacturing industries. It is easily said that this is due to the diversity of conditions in mining, milling, and smelting. But on second view it must be admitted that there is room for tremendous improvements in nearly every mining-organization. The proposal of such improvements is often met by the argument that any mine is but a temporary affair, yielding such profits as to make efficiency-work of no consequence; but any business which is profitable and worth doing at all is worth doing on a basis which gives the greatest return on the investment.

There is nothing more important in petroleum engineering than a definite knowledge of the pressure at the bottom of an oil well at any existing operating condition, and the relation of this pressure to the pressure within the producing formation. A knowledge of bottom-hole pressures is fundamental in determining the most efficient methods of recovery and the most efficient lifting procedure, yet there is less information about these pressures than about any other part of the general problem of producing oil. Determination of Bottom-hole Pressures Bottom-hole pressure may be calculated or determined by several methods. On an inactive well it may be calculated from the fluid head or, if the well is shut in, by adding the casinghead pressure, the static head of the gas and the fluid head. In wells flowing naturally through tubing the pressure at the bottom of the tubing may be calculated by adding the pressure at the casinghead between the tubing and the casing and the pressure due to the weight of the column of gas, but there is always possibility of error caused by fluid being in the annular space above the bottom of the tubing. If a well with tubing is flowing through either the annular space or the tubing, sufficient gas may be injected through the static space to insure that it is free of fluid but not sufficient to establish an appreciable friction loss. The pressure at the bottom of the tubing can then be calculated by adding to the pressure at the tubing head the pressure due to the weight of the column of gas. This is probably the most accurate method of calculating bottom-hole pressures. In wells flowing by gas-lift, the pressure at the point the gas enters the flow may be calculated by a gas-flow formula. Several types of pressure bombs have been used to measure the pressure at the bottom of wells. One is a piece of steel tubing with a check valve in the bottom and a connection for a pressure gage at the top. It is lowered into the well to the point at which the pressure is

The Republic of Colombia is the northernmost country of South America. Its northern coast line exteilds from the frontier of Costa Rica to that of Venezuela, on the Caribbean Sea. On the west it fronts on the Pacific Ocean, along the Panama Isthmus, and down to Ecuador. It is bounded on the south by Ecuador, Peru and Brazil, which latter country with Venezuela form its boundaries on the east. Its area exceeds 500,000 square miles. It is deemed unnecessary to give here a map of the country. Fig. 1, a map of the department of Antioquia, studied in connection with a good modern general map of Colombia, will explain itself. Fig. 1 contains also some of the region of the Cauca valley, described in this paper. Access.—The interior of Colombia is reached through the ports of Sabanilla and Cartagena on the Caribbean Sea, each of which places is connected with the Magdalena river by a short narrow-gauge railroad, running respectively to Barranquilla and Calamar. From these points lines of river-steamers serve the ports of the upper Magdalena, which they reach in journeys of a week to ten days. After leaving the steamer, a short railroad journey, followed by a long and tedious mule-ride, reaches the cities of Bogota and Medellin. Quibdo, at the head of the navigation of the Atrato, and its most important town, is connected by steamer-service with Cartagena, by canoe-routes with the various districts of the Choco, and by mule-road, at present well-nigh impassable, with the heart of Antioquia. On the western coast the port of Tumaco is a starting-point for canoe- and mule-travel to the southern part of the department of Cauca, while Buenaventura is the port of the central section of the valley of the Cauca,

G. Ansell and J. Weertman (Rensselaer Polytechnic Institute and Northwestern University, respectively) —The great increase in creep strength that you found in your indium-glass composites is quite striking. You ruled out a decrease in the dislocation source density as an explanation of the reduced creep rates. Could you tell in greater detail why you feel this is an inadequate explanation of the phenomenon. It appears to us that it is a reasonable one. Consider the spacing between the glass spheres in your composites. It is of the order of 10-3 cm. The spacing between dislocations in a (single-phase) annealed metal with a dislocation density of the order of 106 to 107 cm per cm3 also is of the order of 10-3 cm. Therefore it is not reasonable to expect that the arrangement of the dislocation lines is the same in the composite material as it is in pure indium. If the dislocation arrangements are different the density of the dislocation sources likewise will be different. Another way of saying the same thing is the following. The presence of the glass spheres reduces one of the dimensions of the metal phase to 10-3 cm. Thus the metal phase, in effect, is equivalent to a metal whisker or a thin metal film. These are strong because they have so few dislocation sources within them. T. D. Gulden and J. C. Shyne (authors' reply)—It is to be expected that the arrangement of dislocations in the indium-glass composites would be quite different than that observed in annealed pure metals. The dislocations probably exist primarily as segments connecting the dispersed particles. These segments and discontinuities at the very large area of particle-metal interface could act as dislocation sources. For this reason it was considered unlikely that the very high observed creep strengths were due to a low density of dislocation sources. A more likely explanation is that the distance a dislocation can glide is limited by the interparticle spacing. The particles averaged about twenty in diam and were less than 10 µ apart in the 40 pet composite. It seems reasonable to assume that a dislocation loop in a volume of metal surrounded by these relatively large particles would not bow out around them but would be restricted to the region between particles. A general expression for creep rate is given by the product of the dislocation source density, the average rate at which loops are generated from a source, and the average area swept out by a loop times the Burgers vector magnitude. Assuming that the area swept out is limited by the interparticle spacing and the rate of generation of loops is controlled by the rate of climb of loops over second-phase particles, as suggested by Ansel and Weert-men,9 a calculation of the dislocation source density may be made from the experimentally observed creep rates. The result comes out 10" to 10" per cm3 which seems reasonable in view of the assumptions involved. Thus it is concluded that the anomalously low creep rates that were observed were due not to a low dislocation source density but rather to a limitation on the area swept out by each dislocation loop.

The German Kaiser is employing the keenest engineering talent of his own and allied empires in his attempt to defeat the world. American employers are paying engineers such attractive salaries that voluntary enlistments of high class technical men in the United-States Army, are below requirements. This deficiency is also probably due in part to the lack of proper information concerning the engineering branch of the service. Few civilians know that it is possible for them to perform in the Engineering Corps almost exactly the same kind of work as that in which they are now engaged. The best results in any organization are obtained only when the energy of every man in it is concentrated along the line for which he is best suited by natural ability, education, and training. It. is more important to have the right man in the right place in our Army, where lives of men are at stake, than it is in any business enterprise. The First Replace meat Regiment of Engineers was organized at Washington Barracks, D. C., on Dec. 14, 1917, with the express idea of accomplishing this. end. Its specific, purpose is to keep all engineering units of the Army at full enlistment strength during the period of this war. This regiment has not only the responsibility of finding men to fill depleted ranks, but it must also fit them to step into the work of trained, efficient and disciplined soldiers. The preliminary work of the recruit is first a thorough training in military drill, for the engineer soldier must be prepared to lay down his shovel and take up his rifle at any time. Infantry drills gradually give way to engineer work and more specific technical training. The. engineer soldiers must know how to tie knots and lashings, to build spar and truss bridges, to construct revetments, dig trenches, place wire entanglements, construct machine-gun emplacements, build pontoon bridges, and to construct roads: They must, also know the methods of demolition, sapping, and mining. Specialized training in lithography, zincography, surveying, mapping, photography, carpentry, blacksmithing, electricity, and machinery, are also given to those qualified for further training in any of these branches. Engineers are called upon to perform such a wide range of work that practically every man with any technical training or mechanical ability can find a place in this organization. Every male citizen in the United States who is physically fit, and between the ages of 18 and 21, and 31 and 40, is eligible to join the regiment by voluntary enlistment.

The mines are near the town of Gilmore, in the Texas mining district. This district was organized in 1880. The present producing mines are near the terminus of the Gilmore & Pittsburg railroad. This railroad connects with the main line of the Oregon Short Line at Armstead, Mont. The distance from Gilmore to Armstead is 70 miles. The town of Gilmore is near the head of the Lemhi river at an elevation of 7,000 ft., while the mines are from 400 to 1,300 ft. higher. The range of mountains upon which the mines are situated forms the water shed for the Little Lost river on the west and the Lemhi river on the east. The winters are severe and the snow fall is heavy, but the mines ship right through the year. There is an abundance of timber suitable for all mining purposes in the immediate vicinity. Water is piped into the camp from a lake about 2.5 miles distant. This lake is about 1,400 ft. above the town of Gilmore. The water is exceptionally good for boiler and domestic purposes. The mining companies now producing are the Pittsburg Idaho Co., Ltd.; the Latest Out Mining & Smelting Co., Ltd.; and the Oilmore Mining Co., Ltd. Besides the above propertiea, there are a number of prospects in different stages of development. The producing mines of the district are fissures in limestone, with a general northeast-southwest course and a dip to the west of from 40' to 70°. These fissures are at about right angles to the bedding of the limestones. The veins are regular and the ore shoots strong, both laterally and in depth, so far as developed. The ore shoots have a rake or pitch to the south. The character of the formation is shown in Fig. 1, a section of the Latest Out mine. Character of Ore. The ores of the district are oxidized, carrying an excess of iron over the silica (insoluble matter). The vein filling is a mixture of limonite and hematite, which is replaced by shoots of lead-silver ores. The lead minerals consist of carbonate of lead principally, but with small quantities of sulphide, sulphate, and other lead minerals.

IT IS well known that one of the cornerstones of economic theory is the so-called law of supply and demand, which, really, is a group of economic laws, one of which may be succinctly stated : A rise in price tends, sooner or later, to increase supply. It is the fear that, in the case of petroleum, a limited natural resource, a point will soon be reached when supply will not respond adequately to price advances, which in recent years has prompted a movement for oil conservation. This movement has lately taken concrete shape in the appointment of a Federal Oil Conservation Board by the President. An important aspect of the law of supply and demand is that the supply of any commodity is not an entity per se, but is a factor of price. Supply, without the specification of price, has no exact meaning; and in practice supply cannot be divorced from considerations of price. Mathematically, supply may be expressed by the formula SP, which means that supply varies with price, just as the value of 10 raised to the x power varies with x. In its technical usage, supply is the quantity of a commodity that is bought currently on the market at a given price. In the case of a natural resource, however, this quantity will eventually depend not alone on price but on the physical volume of the reserve that exists and. that, in consequence, can respond to the stimulus of price. If this reserve is fixed in size, we must sooner or later reach a point where supply can no longer respond to price in the usual degree and a permanent shortage. will develop which no advance in price can correct, except in so far as higher prices may curtail demand or improve the efficiency of utilization.

A brief description of this installation was included in a recent paper by H. Kenyon Burch.l The purpose of the present paper is to amplify Mr. Burch's description, as it is felt by the writer that the subject merits more than passing attention. In making a comparison between the common method of hoisting men in mine shafts, and elevator practice in high buildings, the former shows to great disadvantage both as regards safety measures and smoothness of operation. It is surprising that in view of the inducements offered, the step of applying the building equipment direct to the mine shaft has not been taken before, as in many respects the conditions of service are similar, and the objects to be attained are identical. Even without doing this, it is certain that safety to life and limb in the usual method of hoisting men underground can be greatly enhanced by the application to the mine hoist of some of the features of the building elevator. In the case under consideration, the elevator cage runs in a vertical, concrete-lined shaft compartment 5 ft. 11 in. by 5 ft. 6 in. (1.8 by 1.68 m.) in section and 585 ft. (178 m.) deep, while the counterweight runs in the pipe and ladder compartment of a twin shaft 102 ft. (31 m.) distant. The section of the division of this compartment occupied by the counterweight measures 2 ft. 4 1/4 in. by 3 ft. 101/2 in. (0.72 by 1.18 m.), and the counterweight is made in the form of a small cage which suffices to carry two men for the purpose of making inspections or repairs in the pipe and ladder way. The hoist is designed to carry a load of 7500 lb. (3401.94 kg.), ex-clusive of the cage, which weighs 7500 lb., at a maximum speed of 800 ft. (243 m.) per minute. It is installed in the main hoist and compressor building about 220 ft. away from the elevator shaft and is driven by a 160-hp. direct-current motor which is served by a 190-hp. motor generator set. A small direct-current generator mounted at the end of the motor generator set furnishes the current for the controller magnets, brake and fields of the hoist motor and generator. The knowledge-feigning, theory- straining mining engineer." -Anonymous INTRODUCTION Taxes levied against mining properties and operations are a critical cost in the economic evaluation of mining investments. Indeed, taxes represent a substantial cost of doing business in the minerals industry and often have a significant impact on corporate investment decisions. A good example was the postponement of mineral development in the state of Wisconsin, primarily because of what was perceived to be excessive taxes imposed by that state. In many respects mining investments are no different from other industrial investments. Astute taxing authorities should recognize that geologic endowment is a necessary but clearly not a sufficient condition for mineral investments. The fact that a mineral deposit exists does not necessarily mean that it will ultimately be developed-a point that many taxing authorities fail to recognize. While it is true that ore deposits are not mobile in the sense that they cannot be physically moved to a district having more favorable taxes, corporate investment capital certainly is mobile and flows to ventures which maximize wealth to the firm. In short, higher taxes reduce project yields and tend to drive investment capital elsewhere. The appropriate type and level of taxation imposed upon the mining industry continues to be a very controversial and emotion-charged topic. Mining activities have been taxed at various levels over the years due to widely differing taxation philosophies. Location has also influenced taxation policies, as evidenced by the diversity of tax laws and assessment procedures applied to mineral deposits by the various states. Indeed, mineral taxation varies from state to state, from county to county, and from one mineral commodity to another. Whether or not a given tax is appropriate for a specific mineral deposit, or even an industry, is a difficult problem to assess. First, the type or kind of tax which should be imposed must be considered. Second, it is most important to define a fair and unambiguous base against which to levy the tax. Finally, one must consider the tax rate to be applied to this base. It is the combination of these two components

One of a recent batch of samplcs from the Serra da Baliza, in the state of Paraná, Brazil, contained asphalt and a dark heavy oil; and workmen on the railway from Porto Uniáo to Uruguay discovered asphalt coming from eruptives that outcrop along the Rio de Peixe. The occurrence of asphalt in the triassic eruptives of southern Brazil, however, has been known a long time, according to Dr. Gonzaga de Campos. It is generally believed that the Botucatd sandstone is always a hard vitrified rock, from the metamorphic action of the overflowing eruptive contacts. In this region, howeyer, the contact metamorphism is almost nil; the sandstone is slightly hardened in a narrow zone about 20 to 30 cm. wide. In many places, the sandstone is so friable as to be easily reduced to sand, which is used in mortar for building in Guara-puava and Palmas. South and west from Porto Uniáo, this bench of sandstone is about 50 m. thick, and is capped by a heavy bed of basic eruptives, many of which are amygdaloids. Nature of Rocks Dr. Geo. P. Merrill, after studying the triassic eruptives collected by the Coal Commission, reached the conclusion that "All these rocks are of typical basalt-diabases, not in any essential different other than in structure. An interesting mineralogical phase is its paucity in olivine, which in many cases is completely lacking." Professor Hussak, who carefully studied these rocks and their accessory minerals, decided that in the dikes they are granular (diabase) and that in the lava sheets, porphyritic (augite-porphyrite or melaphyre), and that the latter pass evidently to normal diabases and are always typical of effusive rocks. The examination of many slides from dikes and sheets leads us to adopt the opinion of Professor Hussak; the rocks of the dikes are of ophitic structure, while that of the sheets show a great variety of structure and may vary from almost granular to basaltic. The great paucity in olivine had been noted by Hussak, who classes as melaphyres, the porphyritic triassic rocks in Brazil which contain olivine.

Although the iron-carbon diagram has undergone many changes in the last 20 years, the region below the eutectoid line and up to approximately 1.7 per cent carbon has been little affected. This region is generally considered to consist of cenlentite and ferrite. Graphite has been noted occasionally in the hypereutectoid steel region, and the ready formation of graphite nodules in malleable cast iron is a phenomenon difficult to interpret in the light of cementite, supposedly stable at sub-eutectoid temperatures. In this case the graphite formation has been partly explained by the presence of silicon, and many have believed that silicon acts to change the stable state rather than to accelerate reactions so as to arrive at the stable state in a briefer period of time. Consideration of this phenomenon indicates that cementite is not the stable phase in the temperature composition zone referred to. In the course of examining a low-carbon steel tube taken from a petroleum cracking still, which had been in service for approximately three years at temperatures somewhat below the eutectoid temperature, observations were made that shed light on this entire subject. The tube in question analyzed:' C, 0.15 per cent; Mn, 0.49; Si, 0.02; S, 0.023; P, 0.015. The microstructure of the tube after service is shown In Figs. 1 and 2. From these it is evident that cementite as such is absent, and that in its place nodular graphite has been formed. In order to check this observation further, samples taken from the tube were heated at 850" C. for varying periods of time. The small samples were put into a large hot furnace, and the total time is recorded. The structure of the sample after 5 min. at 850" C. is shown in Figs. 3 and 4, and the nest of pearlite surrounding the graphite nodules is most satisfactory evidence of the character of the nodules. Probably the largest single tungsten deposit in the U. S. is one that has yet to produce any tungsten; it is not even listed in tables showing U. S. reserves. This deposit is at Searles Lake, Calif., where the brine contains about 70 ppm WO,. Small though the concentration is, the amount of brine in the lake is so great that it is estimated at 170 million lb of WO3 (8.5 million units), equaling the total of all other known reserves in the U. S. This dry lake is located in the basin formed by the Argus and Slate ranges in the northeastern corner of the Mojave Desert (Fig. 1). It consists of a massive salt body some 35 sq miles in extent, varying in thickness from 0 to 120 ft and containing more than 3 billion tons of salt. A central section of about 8 sq miles is exposed salt; the remaining area is overlain by mud. Except for the exposed sodium chloride (10 to 15 ft thick) the body consists of a very complex and heterogenous mixture of soluble crystals, containing at least eight major phases. It is only about 53 pct solid, the voids being occupied by a dense brine which is the raw material for two chemical companies operating in the valley. The deposit is believed to be made up of salts present in the runoff waters from the last two ice stages. Searles Lakes was the third in a chain of five lakes that received waters from the Owens Valley drainage of the Sierra Nevada Mts. After leaving Owens Lake the waters could flood in succession into the Indian Wells, Searles, Panamint, and Death valleys (Fig. 2). During the first two ice stages of the Pleistocene Epoch most of the waters eventually arrived at Death Valley; consequently the lower 3300 ft of Searles Valley contain only mud
