The commercial production of petroleum in Germany is confined to the North German plain, in the Hereynian foreland, and the intramontane Permian salt basin of Thuringia, south of the Hare Mountains. Petroleum is produced in the former only in connection with salt domes, upthrust through Tertiary and Mezozoic strata of great thickness. In the basin of Thuringia petroleum is found in a Permian dolomite underlying a salt formation. It is exclusively in the peripheric zone of a few of the salt plugs in the North German plains region that commercial oil has so far been developed, notably in the following fields, all in the general region northeast of the city of Hanover: (1) Hänigsen-Obershagen-Nienhagen, south of Celle; producing from horizons in the Upper Triassic, the Middle Jurassic and the Lower Cretaceous; (2) Oberg, south of Peine; producing from horizons in the Middle Jurassic and Lower Cretaceous; (3) Oelheim-Eddesse, north of Peine; producing from horizons in the Upper Triassic, Lower and Middle Jurassic; (4) Wietze, west of Celle, where the main producing horizon is in the Lower Cretaceous. In some of these oil fields production from surface seepages was mentioned as early as 1669 (Oberg). Commercial production of importance dates only from recent time.

To those who are unfamiliar with the nomenclature in common use among operators in the Mid-Continent, the Permian Basin is a term to cover several widely separated productive areas. It includes what is designated in trade journals as the Panhandle fields, the West Texas fields and Southeastern New Mexico fields. It is bounded roughly on the east by the 100th parallel, on the west by the 104th parallel, 011 thr south by the Rio Grande River and various mountain ranges and on the north by the north line of the Texas Panhandle. The name is derived from the location of these three widely scattered areas which are all in a broad geosyncline which is chiefly filled with sediments of Perrliian age. The oil fields as now known and the approximate limits of the Permian Basin are shown in Fig. 1. The major part of the production in these areas comes from liniestonc or dolomite of Permian age. Some granite wash and sandstone production has been developed but ordinarily does not yield as large initial production as the limestone or dolorliite. Introduction During 1926, Texas, exclusive of the Gulf Coast, produced 12G1SS-1,-952 bbl. of oil,' of which 40,727,877 bbl., or 32 per cent., was produccd in the West Texas Permian Basin. During 1927 the same area in Texas produced 167,176,000 bbl. %f oil, of which 89,779,000 bbL13 or 52 per cent., was produced in the West Texas Permian Basin. The increase in the total production of Texas is about equivalent to the increase in production in the Permian Basin. Since production in the Panliandle District declined during the entire year, the increase of production in the West Texas Permian Basin, and also the increase in Texas, is due to the enormous increase from the West Texas fields. The second-order, nonlinear, partial- dillerential equation representing the transient radial flow of gas - condensate fluids in reservoirs has been integmted by using finite -dillerence equations and electronic computers. Effect was given to pressure -dependent permeability, viscosity, and compressibility and to distance-dependent permeability. The influence of a second-degree velocity term in the Darcy equation was investigated. Implicit methods were used and practical, convergent solutions were obtained with material balance to less than 6 x 10-4 for recovery of one- hall the reserve at constant flow rate. Integration results provide the productive period of a reservoir for a given constant rate and the fraction of the fluid initially in place that can be recovered in that period. The properties of a lean and a rich fluid are represented in a set of integrations designed to demonstrate the effect of different constant-recovery rates and significant variables emphasized one at a time. INTRODUCTION A method is needed for computing the availability or reserve of a gas in a formation, making use of all technical and engineering information that is pertinent. As a step in this direction, a program for computing transient linear flow1 was developed that utilizes principles of earlier finite-difference computing for a similar purpose2-4 and gives effect to significant pressure- and distance-dependent properties of reservoirs and their contents. The present paper pertains to transient, radial flow of gas-condensate fluids. In the partial-differential equation of flow, effect is given to the variables viscosity and compressibility,5 and also to permeability. Included in the study is the quadratic form of the Darcy equation of flow that has been the subject of field tests6 and that has been applied to a gas with constant properties in transient flow computing. 7 Inclusion in the differential equation of variable coefficients to represent properties greatly complicates the higher derivatives of the equation. Because it was impractical to make a required improvement in certain of the finite-difference derivatives by Taylor-series expansion, five-term derivatives were used in the implicit computing. Related methods were developed that can improve general facility in manipulating finite-difference equations. In thermodynamic studies of gas mixtures and liquid solutions, the respective problems have been greatly simplified by the use of two general limiting laws; Dalton's law of partial pressures and Raoult's law. It is generally recognized that these two laws have a common physical and chemical basis which may be stated as follows: The law may be expected to be strictly valid only for systems in which the different molecular species are so nearly the same in their physical and chemical properties that a molecule is unable to recognize whether its neighbor is one of its own kind or not. Positive and negative deviations from both laws are frequently encountered. The occurrence of negative deviations in both gases and liquids is ascribed to attractive forces which, in the more extreme cases, may be so large in magnitude and so highly specific in character as to lead to the formation of definite chemical compounds. Positive deviations in gases develop only at higher pressures where the intermolecular distances are so decreased that factors such as molecular size and shape, which ultimately become concerned with the repulsive forces, come into play. In liquid mixtures, positive deviations are generally considered as due to differences in the symmetrical (nonpolar) fields of force which surround the various molecular species and which are supposed to give rise to a tendency for each species to associate with its own kind and thus to "squeeze out" the other variety. Fundamentally this also involves the existence of repulsive forces between unlike molecules. If the fields of force are unsymmetrical (polar) a tendency towards compound formation results. Stated in more exact terms, strict adherence to the law means that the "activity" (or any adequate measure of this quantity) of a component in a mixture is a linear function of the molecular (or atomic) fraction of that component between the mol fraction limits 0 and 1. A positive deviation means that the activity is greater than corresponds to the law; a negative deviation that the activity is less. MOST roof bolts are used in mines with bedded roofs, but it has not been determined to what degree thin-bedded roofs can be reinforced by bolting if there is no thick member in which to anchor the bolts, or what function the bolts must perform in such a case. Owing to widespread practice of sys- tematic bolting to support thin-bedded roofs, moreover, it is desirable to design roof-bolting systems on a quantitative basis. Specifically, a solution to the following problem is required: For a roof composed of beds of given thickness and physical properties, what is the optimum length, spacing, orientation, and tightness of bolts consistent with safety and economy? The investigation reviewed here has produced a functional equation to evaluate these variables and establish basic principles of roof bolting.

mountain region to M tht Coast points for domestic consumption and for export are shown in Table 11. There is considerable disparity in rates from both Rock Springs, Wyo., and Castle Gate, Utah, to the four coast cities where the slack coal is to be used for purposes other than export. The rate on coal to be exported is the same from either starting point to any of the four coast cities even though there is a difference of as much as 341 miles in the shipping distance. It is interesting to note that the freight rate between Sunnyside, Utah, and Fontana, Calif., on coking coal is $5.05 per ton and that coal up to 8 in. can be moved on this rate if it is suitable for coking. This rate was published late in 1942 on a contemplated annual movement of more than 500,000 tons. There have been decreases in freight rates since 1923 on movements of slack coal from Utah into Seattle and Portland due to pressure on the railroads and to greater. quantity of coal shipped. It is the author,', opinion that a movement of slack coal in excess of 3 million tons of coal per year from Utah to any point in central California would justify a freight rate equal to that puhlished for Fontana, Calif.. or $5.05 per ton. The movement of 3 1/2 million tons of coal per year on the basis of 240 mine working days per year would require that 14,600 tons be handled each mine working day. If it is assumed that shipments could be arranged for a 6-day week, the average railway movement would he 11,200 tons, or approximately 3 trains containing fifty-five 70-ton coal cars per day. Such movements of coal would require railroad equipment represented by the investment amounts stated in Table 12 and entail the services of 250 men. Table 12 ... It also appears that the lowest freight rate that could be expecled between intermountain points and the central California area would be $5.05 per ton, making a total cost of coal delivered at a plant site of $9.65 per ton. Conelusions The following are the author's conclusions: 1. Coal mines in Utah and in the Kemmerer and Rock Springs districts of Wyoming could increase annual production by 6 1/2 million tons per year. 2. Under present conditions coal could probably be delivered to any steam electric plant in central California at a price not to exceed $9.65 per ton. 3. The use of coal at such a price, while higher than the equivalent present price of fuel oil, is entirely feasible. 4. There are adequate railroad facilities for movements of large quantities of coal from the intermountain region to the Rest Coast. 5. In a national emergency it probably would be extremely difficult, if not impossible, to obtain sufficient oil to meet requirements of the greatly expanded West Coast steam electric generatsing capacity. 6. The intermountain region contains ample coal reserves to supply all conceivable demands for West Coast power generation for a number of generations. 7. Increasing demands of labor threaten to lessen, if not eliminate, savings in cost of coal production through the use of new mining machinery. 8. Continuation of experiments in socialism by the Federal Government through construction of hydroelectric generating plants, particularly those unrelated to land-use reclamation, defies justification. Rates under this concept of a governmental function are subsidized through greater taxation of its people. Private capital is available to construct steam plants, or hydro plants where feasible, and should be permitted to continue in order to preserve the principles of our free enterprise system. DISCUSSION (L. C. McCabe and Robert P. Koenig, presiding) C. C;. BALl*—I was asked to lead off the discussion, but it is not with the thought that I might be able to add anything to the paper. The thoroughness with which it was prepared rather forestalls the asking of many questions. Your treatment, Mr. Heiner, is a very valuable contribution. I do want to suggest—that although you have limited your study to this specific question, with certain geographic limitations, many of the things in your paper apply just as well to the eastern coals. I want to agree 100 pct with your final conclusion concerning government-subsidized construction. Id. C. McCabe*—It is certainly worthwhile to take stock occasionally to see where we are going in problems of this nature. I agree with Mr. Heiner that ultimately the only reliable source of fuel that the West Coast has is coal hut the time factor is the difficult element to evaluate. Just before I came here I discussed this subject with N. B. Hinson, Vice President and Executixe Engineer of the Southern California Edison Company, and Chairman of the West Coast Inter-Power Exchange Committee. He has given much thought to utilities' fuel supply and it was very helpful to me in preparing a discussion of the paper to talk with him beforehand. Stock taking and forecasting of future development are essential to the continuing success of any enterprise. Mr. Heiner has called attention to the unprecedented growth of central and southern California and to the increased demands for fuel and power which have accompanied it. He discusses the increased fuel oil and natural gas requirements and the probable limits on the future use of these fuels and of hydroelectric power. In contrast to the calculable limits of these sources of electric energy, the author points to the availability of enormous reserves of coal in the Rocky Mountain States adjacent to the Pacific Coast which can be utilized for power generation. That there will be increased use of coal for power generation in the area under discussion is generally accepted hut it is in the timetable of such development that there is not complete agreement. In a recent report, Mr. Hinson reviewed the future power outlook for the Pacific southwest area. He pointed out that the use of steam plants in connection with water power plants in this region has made the maximum use of hydroelectric energy possible, and that the correct balance between hydro and steam generating plants produces the most economical overall system. THE waters of many oil fields have been regarded as buried sea water which has been retained in the sediments since the time of their deposition. The preservation of connate water through geological time has seemed improbable to only a few geologists, but there is room for doubt that buried sea water could remain in the strata during their periods of deformation and during the many subsequent epochs of. the circulation of meteoric ground-water. Some have even suggested that the calcium chloride water in the deep mines of the Lake Superior region is ancient sea water buried in the Algonkian lavas, but it is hard to understand how such water could be derived from the highly sodic and sulphatic water of the sea. It would seem more plausible to connect the calcium chloride with the highly calcic magmas of the greenstones in which it is found. Chemical analyses of waters associated with oil differ widely from the composition of sea water, requiring extensive alteration of the latter, if the former is truly its derivative. The first notable difference is the general absence of sulphates from oil-field waters, but this has been explained satisfactorily through reduction by hydrocarbons and organic matter. Oil reduces sulphates with the production of hydrogen sulphide (or sulphur), water, and carbonates (or carbon dioxide). The second striking difference is in the high ratio of chlorine to sodium. An examination of the analyses of chloride waters from oil fields shows that they contain a large relative excess of chlorine over that in sea water. Moreover, there is difficulty in finding chemical reactions that are probable in nature, by which sea water could be converted into anything like the chloride waters of oil fields. In the latter a large part of the chlorine occurs as calcium acid magnesium chloride. This condition might be produced by the removal of sodium carbonate, which; however, cannot be precipitated in the presence of much calcium or, magnesium.

The remarkable phenomena exhibited by the aluminum alloy known as duralumin were discovered during the years 1903-1911 by A. Wilm1,2 and have been described by him and by others. 3 4 5 6 The unusual feature of this alloy is the fact, as was shown by Wilm, that it can be hardened quite appreciably by quenching from temperatures below its melting point followed by aging at ordinary temperatures, which consists merely f allowing the material to stand at these temperatures. The hardness is not produced by the quenching alone but increases during the period of aging, which may be from one to three days. Cohn3, 5 gives data showing the increase of hardness of duralumin during aging, after quenching in water from about 450° C. Upon annealing, the alloy so hardened by aging is softened exactly as is hardened steel. The composition of this alloy usually varies within the following limits: Copper, 3 to 4.5 per cent.; magnesium, 0.4 to 1.0 per cent.; manganese, 0 to 0.7 per cent.; aluminum, balance; iron (as impurities), 0.4 to 1 per cent.; silicon, 0.3 to 0.6 per cent. Its density is about 2.85. It is used only in the forged or rolled condition. This alloy has been produced for some years commercially and is in demand for the fabrication of parts for which both lightness and strength are required, such as for aircraft. Its tensile strength will average 50,000 to 60,000 lb. per. sq. in. (3515 to 4218, kg. per sq. cm.) after appropriate heat treatment, such as that described by Wilm.

APPLIED geophysics is the youngest child of that old branch of learning, that has been known from Aristotle's time as physics-the constitution and laws of nature. The mother science, with the help of mathematics, has given birth to many children, who, on becoming of age in the scientific sense, wedded more practical applications which later became known as electrical engineering, physical chemistry and acoustical engineering. Some vigorous sons still retain the family name, among which the most recent to take its place as a division of science is geophysics, which deals with the physics of the earth. Geophysics in its broad sense has many departments-meteorology, oceanography and seismology, to mention only three. Within the past 20 years, however, a special interest has arisen in the application of physical principles to, problems in geology, mining and civil engineering, with the consequent rapid growth of what has now been called "applied geophysics." Applied geophysics in this narrower sense is the application of experi-mental and theoretical physics to determine variations: and discontinuities in underground structures that cannot be ascertained from surface inspec-tion. It seems evident, then, that the physics department is the natural place in a university where the principles and methods involved should be taught and developed, for the physicist will also have had the requisite training in mathematics that the proper understanding of many methods now used will require. A knowledge of the procedure and principles, however, is not sufficient for the successful application of geophysical, methods. One may know the dynamics of flight of golf balls and of impact and yet not play a par game of golf ! The proper selection and use of the right club to suit the circumstances of the lay of the ball and an acquaintance with the possibilities and limitations of the strokes as well as the practical execution of the play is essential to a successful game. So, also, in the application of geophysical methods, it is important for the geophysicist to use the best device under the conditions presented, to know the limitations of the conclusions deduced from his physical measurements and to make the proper interpretation of the results. For the first time in four years the number of mineral engineering students in the 228 engineering colleges of the U. S. and Canada exceeds 10,000. According to figures just released by the American Society for Engineering Education, the current enrollment of all engineering students is 222,178. The total of 10,274 mineral engineering students, undergraduate and graduate, is a 4% pct increase over a year ago. Total engineering is 11 pct larger than last year, about the same as in 1949-50, and 24 pct above 1950-51.

The seismic refraction technique is probably the most popular geophysical method of bedrock profiling in geotechnical site investigations but is somewhat restricted by the inherent assumptions in the method. This paper describes how Hales' method of profile interpretation is modified to overcome the assumptions of increasing velocity and layer thickness with depth when only first arrival data is available. A further expansion of Hales' method enables presentation of refraction data in a form whereby bedrock features, such as changes in velocity, relief and dip in particular, are more readily recognized. Characteristic curves of the more common bedrock features are presented as an aid to bedrock feature recognition.

In order to facilitate interpretation of the data in this chapter, we print the following excerpts from circulars to authors, compiled by Mr. Frank A. Herald when he was Vice-chairman for Production of the Petroleum Division, and revised in 1939. Generally in Table 1 the unit for prescntation of data is a field. For our purposes a field is defined as the whole of a surface area wherein productive locations are continuous. Such unit commonly includes and surrounds nonproductive areas. Such unit commonly includes a great variety of geologic conditions—several units of continuous productive reservoirs of distinctly different structure and of distinctly different stratigraphy. Therefore it is hoped that our authors will subdivide "field" so as to enable students to make analyses that may have scientific and /or commercial value. As to each spacc in the tabulation, it is citller (1) not applicable, (2) the proper entry is not determinable, (3) the proper entry is determinable, but not determinable from data available to the author, (4) the proper entry is determinable by the author. In spaces not applicable, the author will please draw horizontal lines; in spaces where the proper entries are not determinable, the author will please insert x; in spaces where the proper entries are detcrminable but not detcrminable from data available to the author, the author will please insert y; in spaces where the proper entries are determinable by the author he will, of course, make such entries. Generally, y implies a hope that in some future year a definite figure will be available. Inability to determine precisely the correct entry for a particular space should not lead the author to insert merely y. Contributions of great value may be made by the author in many cases where entries arc not subject to precise determination. In such rases the author should use his good judgment and make the best entry possible under the circumstances. For many spaces, the correct entries represent the opinion of the author (for example, "Area Proved") and in such cases the entries need not be hedged to such extent as in cases where the quantities are definite yet can be ascertained only approximately by the author. In cases under definite headings but where figures are only approximate, the author may use x. For example, if the total production of a field is known to be between 1,800,000 and 1,850,000, the author may report 1,8xx,xxx; or if the production is between 1,850,000 and 1,900,000, the author may report 1,9xx,xxx. Where a numeral is immediately to the left of x or y, such numeral represents the nearest known number in that position. As to quantity of gas produced from many fields the question will arise as to whether the figures should include merely the gas marketed or should include also estimates of gas used in operations and gas wasted. The Sullivan mine of Consolidated Mining and Smelting Co. of Canada Ltd. is located one mile west of Kimberley. With its daily production of 10,000 tons, the mine is the largest in British Columbia and one of the outstanding mines of the world. The Sullivan orebody dips from nearly horizontal to 45". The ore zone is a bedded replacement de- posit in argillite with a width varying from a few inches up to 300 ft. The main sulfide minerals are pyrrhotite, pyrite, galena, and sphalerite. The chief metals produced are lead and zinc, with less important qualities of iron, silver, tin, antimony, bismuth, cadmium, indium and sulfur.

THE classical work on the electrical conductivity of alloys was carried out by Matthiessen and his coworkers1 in the early 1860's. He attempted to correlate the electrical conductivity of alloys with their constitution diagrams, but the information regarding the latter was too meager for success. Guertler2 reworked Matthiessen's and other conductivity data in 1906 on the basis of volume composition (an application of Le Chatelier's principle with implications as to temperature and pressure effects), and obtained the following relationships between specific conductivity and phase diagrams (plotted as volume compositions) : 1—For two-phase regions, electrical conductivity can be considered as a linear function of volume composition, following the law of mixtures. 2—For solid solutions, except intermetallic compounds, the electrical conductivity is lowered by solute additions first very extensively and later more gradually, such that a minimum occurs in systems with complete solid solubility. This minimum forms from a catenary type of curve. Intermetallic compound formation with variable compound composition results in a maximum conductivity at the stoi-chiometric composition. Landauer" has recently considered the resistivity of binary metallic two-phase mixtures on the basis of randomly distributed spherical-shaped regions of two phases having different conductivities. His derivation predicts deviations from the law of mixtures which fit measurements on alloys of 6 systems out of 13 considered. Volency (Ionic Charge) Perhaps the first comprehensive discussion of the electrical resistivity of dilute solid-solution alloys was presented by Norbury' in 1921. He collected sufficient data to show that the change in resistance caused by 1 atomic pct binary solute additions is periodic* in character. The difference between the period and/or the group of the solvent and solute elements could be correlated with the increase in resistance. Linde5-7 determined the electrical resistivity (p) of solid solutions containing up to about 4 atomic pct of various solutes in copper, silver, and gold at several temperatures. He reported that the extrapolated"" increase in resistance per atomic percent addition is a function of the square of the difference in group number of the solute and solvent as follows: ?p= a + K(N-Ng)2 where a and K are empirical constants and N and Ng are group numbers of the constituents. This empirical relation was subsequently rationalized theoretically by Mott,8 who showed that the scattering of conduction electrons is proportional to the square of the scattering charge at lattice sites. Thus, the change in resistance of dilute alloys is propor-t,ional to the square of the difference between the ionic charge (or valence) of the solvent and solute when other factors are neglected. Mott's difficulty in evaluating the volume of the lattice near each atom site where the valency electrons tend to segre-gate: limited his calculations to proportionality relations. Recently, Robinson and Dorn" reconfirmed this relationship for dilute aluminum solid-solution alloys at 20°C, using an effective charge of 2.5 for aluminum. In terms of valence, Linde's equation becomes ?P= {K2 + K1 (Z8 -Za)2} A where K1 and K2 are coefficients, A is atomic percent solute, Z, is valence of solvent, and Zß, is valence of solute. Plots of these data for copper, silver, gold, and aluminum alloys are shown in Fig. 1. The values of K1 and K2 are constant for a given chemical period (P), but vary from period to period. The value of K, increases irregularly with increasing difference between the period of the solvent and solute element (AP), being zero when AP is zero. The value of K, appears to have no obvious periodic relationship. All factors other than valence that affect resistivity are gathered in these coefficients. Because of the nature of the coefficients, Eq. 1 is of limited use in estimating the effects of solute additions on resistivity unless a large amount of experimental data are already available on the systems involved. It is the purpose of the first part of this report to investigate the factors that may be included in the coefficients of Linde's equation. On this basis, it is hoped that the relative effects of solute additions on resistivity can be better estimated from basic data, leading to a more convenient alloy design procedure. PERSONAL INJURY ACCIDENTS According to statistics compiled by the National Safety Council, US Bureau of Mines, American Medical Association, and other agencies, accidental injuries cause more deaths than all the leading diseases. NO one is immune to an accident. Probably the best way to describe an accident is to say that it is an unexpected happening. The automobile driver is not expecting a terrifying crash, the electrician does not expect to be electrocuted, nor is the coal miner expecting the roof to fall on him. All personal injuries will not result in death. There is a multitude of victims who are living proof of what accidents can mean to an individual-victims who are blind, paralytic, missing arms, legs, etc. In most instances the earning power of these individuals is gone, and they are utterly dependent upon family or welfare. For many years there seemed to be an attitude that prevailed in industrial America that accidents were inevitable, and that so many fatalities and injuries should be expected. This, of course, was utter nonsense. Since the birth of such organizations as The National Safety Council, American Society of Safety Engineers, and the US Bureau of Mines, much progress has been made in reducing accidents. The enactment of compensation laws greatly contributed to the progress that has been made. Does this mean that all accidents can be prevented? Unfortunately, it does not. Human psychology indicates that men will work unsafely or perform unsafe acts for the following reasons : 1) Lack of knowledge or skill. 2) Conflicting motivations, such as: (a) to be more comfortable, (b) to save time or effort, (c) to be accepted by a group. 3) Physical or mental condition. Nearly everyone desires his own safety, but not all individuals are willing to do what they know to do to insure their own safety.

Most roof bolts are used in mines with bedded roofs, but it has not been determined to what degree thin-bedded roofs can be reinforced by bolting if there is no thick member in which to anchor the bolts, or what function the bolts must perform in such a case. Owing to widespread practice of systematic bolting to support thin-bedded roofs, moreover, it is desirable to design roof-bolting systems on a quantitative basis. Specifically, a solution to the following problem is required: For a roof composed of beds of given thickness and physical properties, what is the optimum length, spacing, orientation, and tightness of bolts consistent with safety and economy? The investigation reviewed here has produced a functional equation to evaluate these variables and establish basic principles of roof bolting.

The writers have no new system and no new principle of taxation to propose. The general subject of taxation is as old as governments are and as familiar to taxpaying Americans as the general thesis on the inalienable rights of man. We believe, therefore, following the committee of the National Tax Association, that improvement in the general conditions of taxation, including mine taxation, maybe brought about mainly through a better adjustment of known and tried principles and methods of taxing to modern complex forms of property and income, and that not much is to be expected from abandonment of experience for new ways and means, methods and principles, should anything new be discovered, which in our opinion is very doubtful. The committee referred to has constructed the general framework of its Model System of State and Local Taxation1 on familiar forms of taxing, by eliminating some that ' have proved bad, suggesting improvements in others, and adopting the best, leaving plenty of room for the accommodation of the general plan to the varying conditions of taxation in the several states. Unfortunately, the taxation of mines is dismissed by the committee with the statement that the subject has been reassigned for further investigation and report by a special sub-committee, frankly recognizing that the peculiar difficulties of this phase of the subject require special study and investigation. Much may be hoped for from the labor of this sub-committee if the problem is approached from the viewpoint of recommendations already published. In this paper, the writers state their opinion on some of the broader aspects of mine taxation with too little attention to the grounds on which they rest. Contrary to inclination space requirements compel them to resort to summary statements without adequate discussion for a satisfactory presentation of the whole subject. All they can do is to qualify the witnesses and record the testimony. FULLERS earth is a general name applied to claylike minerals that have high natural adsorptive powers. They are usually distinguished from ordinary clays by a higher content of combined moisture and a lower apparent density. The definition is based on the ancient use of the material for fulling, or cleansing woolen cloth of oil and grease; a more modern definition should mention the ability to decolorize oil and should differentiate between fullers earth, which is naturally active, and certain bentonites which only develop decolorizing power after being leached with strong mineral acids. The distinction between fullers earth and activable bentonite is not a sharp one, since all types of intermediate clays can be found that are more or less naturally active, yet more or less responsive to acid treatment. The differences seem to depend somewhat on the amount of leaching that has been effected by natural ground waters.
