"Power is transmitted to Butte, a distance of 130 miles, over two separate lines running parallel on the same right of way.The transmission line embodies the most approved ideas in construction. The conductors are No. O. B. & S. gauge, hard drawn copper strand. The insulators are of the suspension type, each insulator consisting of six units, 10 inches in diameter. The insulators will stand a wet test of over 300,000 volts, and were selected after long and careful tests by the company's engineers. The wires are carried on steel towers of four-legged, single crossarm type, manufactured by Milliken Bros. The three conductors are suspended in a horizontal row from the crossarm, and there are no transpositions in either line. Above the power wires and symmetrically located are two galvanized steel strands, Vs-inch in diameter, grounded at each tower, which serve as a protection against lightning.The distance between towers in level country is 600 feet. In mountainous country, however, the spans are irregular in length and spans of 1,500 or 2,000 feet are common. The longest one in the line is that crossing- the Missouri River and is equal to 3,034 feet. The length of this span is such that a person standing at one end of it can sec the wires go off and vanish into space, while the tower at the other end is barely visible to the naked eye on a clear day. What do you think are the major problems that the mining industry is facing? While I don't have any intensive knowledge of the various problems that plague our industry, I know that they are all part and parcel of a more complex and fundamental question: What must we do to make mineral extraction successful, safe, and profitable? Obviously, as mining people, we must continue to expand our technical know-how and to make better use of it. In today's context, however, that is not enough. We must also improve the "public image" of the mining industry. Why? Because the key word in the term "public image" is: the public. Many people in our country and in Congress, for instance, are against strip mining-and some are even against underground mining. Pressures from the public, from voters, have affected past, present, and new legislation. And government controls can be a major problem in any industry, let alone mining. At first, people ask government to intervene, act, or resolve problems, even in management and labor contract negotiations. But later, after Washington gets involved, there are clashes between departments and personalities, and eventually there is resentment against the interference with mining operations or our daily lives.

In considering the effects of reducing gases on hot solid copper the following conclusions have been reached. (I) Depth of deoxidation of copper heated in reducing gas is grealer the smaller the amount of cuprous oxide originally present in the copper, the range studied being from 0.015 to 0.136 per cent. oxygen. It is suggested that the reason for this diflerence in depth of deoxidation is thai, when the copper is low in cuprous oxide, the reducing gas is diluted less by the gas that is formed in the reaction than when the copper is high in cuprous oxide; and the greater the concentration of the reducing gas the deeper the deoxidation. (2) The rate of deoxidation is much more rapid at the beginning of exposure than at the end, a condition especially noticeable at temperatures around 900" C.; that is, deoxidaion is retarded as the depth penetrated by the reducing gas increases. (3) Within the accuracy of the experiments arsenic in copper up to 0.5 per cent. has no tendency to increase or decrease the action of a reducing gas on the cuprous oxide presenx in the copper. In 1912 pieces of 0.365-in. hard copper rod 1/2 in. long were heated in a porcelain tube in an electric furnace, while illuminating gas was passed through. An approximate analysis of this gas is: Hydrogen 38 per cent., carbon monoxide 30 per cent., illuminants 13 per cent., methane 10 per cent., ethane 3 per cent., carbon dioxide 3 per cent., nitrogen 2 per cent., oxygen 0.4 per cent. Three basic questions must be answered by an engineer performing an economic analysis of a mineral property: (1) How much can the company afford to pay for the property; (2) At what rate should the property be mined; (3) What will be the return on the investment. These questions often defy reasonable analysis, because at the point in time at which they must be answered little may be known about the grade of ore and the reserve tonnage. The purpose of this report is twofold. First, to derive a method of determining purchase price, rate of production and return on investment which is valid under varying conditions of ore grade and tonnage reserve; and, second, to apply this method to the Margay deposit in an attempt to evaluate it as a business enterprise. This is an actual economic analysis of an existing nickel-copper deposit fictitiously named the Margay. It was carried out for a mining corporation and proved to be the determining factor in the subsequent purchase and development of the property. All data referring to costs, quality and quantity of ore, etc., are accurate and truly represented. Prices used are obsolete but the method is not dependent on those variables. Basic assumptions for the analysis are given in Table I, page 71.

Land is a precious resource and should be treated as such by all members of our society. The soil covering this earth is only a very thin outer layer, varying in thickness from a few inches to a few feet and covering the rocks and minerals lying beneath the surface. The wise use of this valuable commodity is the responsibility of everyone. Many everyday activities disturb the earth's surface. Examples are highway construction, housing and commercial developments, agriculture, and surface mining. This chapter discusses the relationships of the environment to land as it applies to surface operations ill the coal industry. Mining by surface methods disturbs, for a brief period of time, thousands of acres of land annually. In addition, refuse piles, slurry ponds. abandoned mine structures, unprotected mine openings, and unsightly cleaning plants can also adversely affect land unless properly handled. ACTIVE SURFACE MINING OPERATIONS Mining by surface methods includes rock quarries; sand and gravel pits; huge open pits to extract iron, copper, phosphate, and other ores: and coal mining. Production of coal by surface methods is now approaching 300 million tons annually, amounting to almost 50% of the total coal output. Surface coal mining can be classified into the following four broad categories: Open pit mining is practised where the coal beds are extremely thick, as in some western states, or where the coal beds are sharply pitching, as in the anthracite region of the eastern United States. IN many iron, coal and copper mines where large tonnages are known before starting operation and proper provisions can be made, the problems of electric traction by trolley locomotives are not very different from those of surface plants. In such installations the gauge of the track, the radius of curves, and the clearances, both vertical and horizontal, can be made to suit the conditions of the traffic. It is more difficult to install electric traction in mines which were started with hand tramming and where no consideration was given to the possibility of mechanical traction being used. The writer having had some experience in the installation of electric traction in copper mines, the following remarks apply more particularly to these mines. With the gauge of track usually 18 or 20 in., the weight limit of locomotives obtainable from manufacturers in this country varies from 3 . to 6 tons. The full-load speed varies from 42 to 6 miles per hour. These locomotives, being made to run on very small radius curves, have a short wheel base and a long overhang from axle to coupling, which necessitates a coupling with a good deal of lateral motion to avoid derailing the cars on sharp curves, especially if couplings are of the standard railroad automatic type. Although, 3-ton locomotives will run on 12- or 16-.1b. rails, it has been found more satisfactory to use 25-lb. rails, as the track keeps in much better shape, it is easier to maintain the bonding in good order, and fewer derailments from dirt on the track occur with the larger rails. Where 6-ton locomotives are used the 25-1b. rails are satisfactory, but 40-lb: rails have proved cheaper where the traffic is heavy and the ground is soft, as the track maintenance is considerably lower with the heavy rails. The locomotives will run on 15-ft. radius curves, but on through runs it is advisable not to go below 40-ft. radius.

I. INTRODUCTION There is no question that the choice of an appropriate discount rate is a critical element in virtually all business decisions in extractive industries. The standard textbook approach relies on a single overall cost of capital for an entire firm, itself a weighted average of the firm's cost of debt and equity. But a single rate is appropriate only if the commercial risks and financing structures are similar for all projects under consideration. In extractive industries, appropriate discount rates are likely to vary greatly from project to project. Risks of projects differ markedly by mineral, by country in which the project is located, by stage in production, and by position in the project's life. Further, for a variety of institutional reasons, financing structures vary greatly in relation to these same variables and thus the discount rate appropriate to the entire investment and, in particular, to the sponsor's equity investment will vary even more markedly. Failure to select discount rates which reflect these differences can result in extremely distorted decisions. Our interest in this subject results from our ongoing research on alternative ownership and financing structures for large scale extractive ventures in less developed countries where risks to the various participants--the sponsors, the financiers, and the host government--vary dramatically with the different options. Given the magnitude of these differences, a single discount rate for all options is clearly inappropriate. However, there appear to be few guidelines for practicing managers to follow in setting appropriate rates. In this paper, we take a first step in this direction.

In past attempts to characterize green and dry iron ore pellets, the authors have found large variations in the results of strength tests performed on closely sized pellets from the same batch. Where bentonite was the binder, such variations in the pellet quality were attributed to the presence of internal flaws and the nonuniform distribution of the binder. Studies have shown that pellet strength is strongly dependent on the degree of "mixedness" of the iron ore concentrate and the bentonite binder. However, before such a relationship can serve as a guide for the development of better mixing techniques and the associated economy of bentonite consumption, more precise knowledge of the bentonite-concentrate mixtures is needed. The intent of this paper is to present the general strategy and method of implementation to achieve a "fast-track" mine development. The major objectives of a "fast-track or rapid development schedule are to minimize front-end development expenditures and to realize an early cash flow from operations. The Borealis project of Houston International Minerals Corp. (HIMCO) is used as the working example to illustrate the development schedule. Borealis is a 2.9 kt/d (2,500 stpd) gold-silver heap leach operation near Hawthorne, NV.

Of the seventeen western states, five-Arizona, Utah, New Mexico, Montana, and Nevada-produce about 90 pct of this country's primary copper. All seventeen of these states occupy 60 pct of the nation's land area but receive only 25 pct of the country's total precipitation. Seventy percent of this precipitation returns directly to the atmosphere through evaporation and transpiration, leaving very little for ground reservoir recharge or immediate domestic, agricultural, or industrial use. With so limited a supply available for all, competition for water rights among users is severe. The result does not always permit using the limited supply to produce the most valuable end product. Most of industry and much of agriculture can shop around for suitable operating locations. Where water is critical to their purposes, they can and do locate in areas where the needed amounts are available. Such is not the ordinary lot of the mining industry, which must locate in the area of the deposit it is planning to mine and concentrate. In the case of copper this happens to be, for the most part, right in the heart of the semi-arid regions of the West.

In the exploration of a copper deposit by drilling, obvious advantages are to be gained from a distinction between primary and secondary ore.' Perhaps the chief of these is the aid which such a distinction renders in determining where a given hole should stop. The copper assay, often a sufficient guide, cannot always be exclusively relied upon. Primary ores may extend downward indefinitely and may fluctuate in value independently of depth: if primary ores are consistently lean for a considerable vertical distance, there is little reason to expect that, still deeper, they will increase to the commercial grade; on the other hand, rich primary ores may persist uninterruptedly downward or may come in again below a lean interval. Secondary ores, however, have a comparatively limited vertical extent; in a large way enrichment decreases with depth and finally gives out. It follows then, that when a hole descends from profitable ore into ore of less than the commercial minimum, the practical significance of the situation depends upon whether this decrease results from a decrease in secondary enrichment or is a variation in primary content: if the copper of the ore passed through has been chiefly secondary, little is gained in the average case by extending the hole much below the point at which the commercial limit is reached; but, when copper is chiefly primary, due weight must be given to the possibility that, still deeper, the ore may again improve. The distinction between primary and secondary ore may of course be effected through an examination of the drillings. Birmingham - A City With a Future COURTING new industries is the time honored duty of the chambers of commerce; but Birmingham, until recently, has done its courting without the benefit of troubadors. This is all changed now for the iron and steel industry is singing an enticing song about steel priorities for new industries from Birmingham's own mills. Along with the increasing industrialization of Birmingham there has been a marked influx of industry into the Southeast and neighboring areas in the south central states which augurs well for business in Birmingham. This important stronghold of the foundry industry (consuming 95 pct of Birmingham's merchant pig iron in 1950) has been the source of important announcements about additions to steel ingot capacity. The virtual abolition of basing point pricing gives the Birmingham iron and steel industry an advantage in the South's new markets. This means more business for Birmingham, but the problem of raw materials supplies is posed.

Smoky Valley Mining Company, Round Mountain, Nevada, was the pioneer operation designed for large scale heap leaching of crushed gold ores. It is located in the Big Smoky Valley which stretches 160 km (100 miles) through central Nevada west of the Toiyabe Mountain Range. Gold was first-discovered at Round Mountain, 88 km (55 miles) north of Tonopah, in 1905; and mining in the area included placer operations, which ran from 1946 to about 1960. Smoky Valley Mining Company is a partnership of Felmont Oil Co., Case-Pomeroy & Co., and Copper Range Co., with the latter being wholly owned by Louisiana Land and Exploration Co. In 1969, an option on the Round Mountain property was acquired by Copper Range, and during 1974 a decision was reached to proceed with mine development and plant construction. Ore reserves were reported at 10,537,000 mt (1 1,617,000 st) of 2.09 g per mt (0. 061 oz per ton) gold using a cut- off grade of 0.69 g (0.02 oz). Silver content was approximately 2.4 g per mt (0.07 oz per ton) and the waste to ore ratio was about 1: 1. By the end of 1976 heap leaching was in operation. The ore is a rhyolite tuff, sometimes described as a gold porphyry with highly abrasive qualities but which does not break down into slimes upon contact .with cyanide solutions. Gold is unevenly distributed through the ore but as a whole it is in a very finely divided state. Climatic conditions are extreme in central Nevada. Summers are hot and dry while winters are windy and cold with subfreezing temperatures. Elevation of the property is about 1,920 m (6,300 ft). Precipitation averages 203 mm (8 in.) per year. Until February of 1980, leaching was continued until the temperature reached minus 2ºC (28º F), and about 10 months leaching was the average. Water for the operation is drawn from the Toiyabe Mountains through a 13. 7 km (8. 5 mile) pipeline, originally installed in 1915, or from wells in the valley bottom. The plant requires make-up water at the rate of about 1,500 liters per min (400 gpm). On a schedule of three shifts, seven days per week, the daily output at Round Mountain amounts ,to 12, 700 mt (14, 000 st) consisting of 6,350 mt (7,000 st) each of ore and waste. Ore is hauled with a fleet of 45 mt (50 st) trucks and dumped into the 1,0.70 by 1,650 mm (42 by 65 in. ) gyratory primary crusher located near the pit. The primary

THE proper classification of mining methods has received the earnest study of many mining engineers and has resulted in much technical con-troversy, depending no doubt upon the point from which classification is viewed or the use to which it is put. So far as the writer is aware, the discussion has invariably centered around the classification of under-ground mining methods, and only superficial attention has been directed to surface methods. Volume 72, page 10, of the Institute TRANSACTIONS, presents such a classification, sponsored by the Mining Methods Committee of the Institute. A similar classification by Prof. Hugh P. Nicholson appeared in MINING AND METALLURGY in October, 1934. The two classifications are quite different in their treatment of underground methods but are identical in classifying surface methods, although Professor Nicholson does suggest possible further divisions for surface mining and admits that such subdivision is more difficult than appears at first. Southwestern Utah is well known for its scenic attractions. The beauties of Bryce Canyon, Zion Canyon and the Grand Canyon are of world renown. Thusly, Cedar City is known, at least by the local Chamber of Commerce, as the Gateway to the Utah Parks. However, of the thousands of tourists flocking to Utah's many points of interest by way of Cedar City, few realize that any mining takes place in the vicinity, in spite of the fact that iron mines have been in continuous operation for 40 years. The Pinto-Iron Springs Mining District is only 15 miles west of Cedar City, and is the largest iron ore producing district in the West. In recent years, the shipments have ranged from 2% to 4 million tons per year making Utah the fifth-ranking state in iron ore production.

INTRODUCTION Uranium mining in the Grants Mineral Belt has undergone changes from methods pioneered during the 1950's and has now become fairly standardized throughout the district. The orebodies vary in size and shape and have been most successfully mined by using modified room and pillar methods with pillar recovery. This paper will expand on methods and equipment that are being used and modifications of these that will increase productivity and efficiency. GEOLOGICAL BACKGROUND The petrology of the Grants Mineral Belt consists of alternating layers of sandstone and shales (mudstone), with occasional thin layers of coal. The sandstones are aquifers which are generally artesian to some extent. The shales are bentonitic and decompose into extremely sloppy mud when exposed to water. Figure 1 shows a typical geologic section. Most of the uranium produced in the Grants Mineral Belt comes from the Westwater Canyon member of the Morrison Formation and occurs as scattered ore bodies throughout the formation. This formation consists of layers of bentonitic shale and sandstone of varying degrees' of cementing and grain size. It is also a very significant artesian aquifer. The unconfined compressive strength of the various formations is not high, as shown in Table I. It is important to note that these represent average values and a great range may exist within a single formation, especially In the Westwater which is the ore formation. [ ]

The paper of Reno H. Sales on Ore Deposits at Butte, Mont.,' is a careful and painstaking work, an important contribution to the literature of the subject. As is almost inevitable in a work of such magnitude, a few misstatements occur; and some of these I shall endeavor to point out. Mr. Sales has also fallen into error, as I think, in the application of his theory of ore deposition; and while the modification which I venture to suggest is a minor one geologically, it is of great economic importance. I refer to Mr. Sales's idea of an outward migration of mineralizing solutions from a supposed central copper zone. In order that I may make myself plain, I must first epitomize the theory as a whole, which I understand to be this: All of the Butte ore deposits (save those along the Continental fault, not herein considered) are derived from solutions of magmatic origin, which, at the beginning of their ascent from a great depth, were acid in reaction, hot, and were carriers of copper, zinc, manganese and other metals. As they departed from their point of origin they lost heat, and, because of reactions with the wall rock, became more and more alkaline. The metal deposited from these solutions in their hot condition was principally copper; and, as they cooled, they deposited less and less copper and more and more manganese and zinc, until the copper practically disappeared. With this theory in general I have no fault to find, nor have I, it must be stated, the qualifications necessary to enable me to pass upon it critically; but it seems to me to be reasonable and probable, and is one which I am quite willing to accept. But Mr. Sales, for what seem to me to be insufficient reasons, has assumed that there is one deep central source of copper, relatively rich and small, from which all the solutions emanated. From this central source the solutions rose, through one channel or through a group of channels, to the surface, at and within a small area called the central copper zone,

INTRODUCTION Ideally, this paper should start by citing examples of slope failures in open pit mines during earthquakes. I do not know of any such examples, although - since my search of the literature has not been exhaustive - such examples may well exist. However, there certainly are many examples of devastating earthquake-induced landslides, and there is no reason why such landslides cannot occur at large open pits. Moreover, many of the actual earthquake-induced landslides have seriously affected mining operations in one way or another. Hence, this paper will treat earthquake-induced landslide phenomena in general, in the hope and expectation that the reader can apply this general knowledge to the specific problems associated with open pit mining. Ultimately, of course, the aim is to predict the likelihood of the occurrence of earthquake-induced landslides, and to delineate steps which can be taken to minimize the possibility of their occurrence. These aims can be achieved only imperfectly at the present time, for our knowledge concerning earthquake-induced landslides is still in an embryonic stage. Nonetheless, much useful knowledge does exist. In order to understand and apply this knowledge, it is necessary to: 1. Review the nature and extent of actual earthquake-induced landslides; 2. Have a grasp of the basic terminology and concepts of seismology; 3. Study the fundamentals of probability-based seismic risk analysis; 4. Appreciate the way in which earth materials behave during earthquake loadings; and 5. Have a general knowledge of the methods currently available for analyzing the dynamic response of slopes. Much of this paper is devoted to this necessary background. Information of practical use in connection with various classes of slope stability problems is assembled in the final sections. LANDSLIDES DURING PAST EARTHQUAKES Almost every earthquake in mountainous country, strong enough to be reported in the literature, has caused at least some landslides and rockfalls. JAMES P.. MUNROE.-The present situation is vastly different from the situation at the, time the paper was written. We now know pretty well what our problem with the disabled soldier is: 50,000 disabled men have come back and the Surgeon General tells us that probably 35,000 more are coming over in the months of March and April. So the total number of disabled men will be 85,000, which of course includes a great number of slightly disabled. If we followed the proportion that obtains in other countries, we would have about 10 per cent. of those people to be retrained under the Vocational Law. As a matter of fact, the general intelligence of our men is so much higher and the provision the government has made for the training off these disabled men is so much more liberal than with the other governments that we feel very certain indeed that instead of having 8500, men to be retrained there will probably be twelve and possibly fifteen thousand.
