TRONA, Calif., is a miniature urban community of some 3500 people, located on the northwest shore of dry Searles Lake in the extreme northwest corner of San Bernardino County, approximately 186 miles north and east of Los Angeles. Since it is situated on the Mojave Desert, a typically desert climate prevails with wide variations in temperature between day and night, extreme daytime summer heat, and cool to cold winters. Rainfall averages somewhat less than 4 in. per year, and dust storms are common. The rate of evaporation, however, is great, amounting to 6 to 9 ft of water per year. The extremely low humidity makes the summer heat of 110°F tolerable with only a mild, temporary discomfort.

CORUNDUM, little publicized as an industrial abrasive, has, in its small way, contributed greatly to the production of many specialized items vital to our war program and to our allies. Optical elements of the highest quality for range finders, bombsights, and scientific instruments; precision metal parts for torpedoes and airplane engines; quartz crystal plates for military radios; armorplate and malleable castings for tanks and guns; and eyeglasses for everyone; these are some of the products that corundum has helped to produce in the quantities needed and on time. Unlike metals and many other raw materials, corundum is not incorporated into any of these finished products. It is simply a grinding medium used to produce the desired finish or precision; an operating supply or tool, so to speak. With a Mohs' scale index of o, corundum ranks next to the diamond in hardness among the natural minerals and is superior to emery and garnet. The gem varieties of corundum, including the Oriental ruby and sapphire, are frequently more highly prized as jewels than the diamond. It is the intent of this paper to deal only with a description of the corundum industry, the administration of wartime control, and certain economic aspects as seen by the author. Several references are listed to assist anyone who wishes further information on the geological occurrence of the mineral. ORE PRODUCTION AND CONSUMPTION For the past two decades, South Africa has been the world's sole producer of corundum ore. A possible exception is Russia, where, it is understood, there was considerable production during the thirties for domestic consumption but for which statistics are lacking. The United States is the world's principal consumer of corundum ore; imports for the period 1934 through 1940 averaging 3000 short tons per year. The years 1935 and 1936 were close to the 5000-ton mark, and imports during 1941, the last prewar year for which statistics have been released, were approximately 6000 short tons. Again lacking statistics on Russia, the United Kingdom ranks second, but far below the United States in consumption of ore. Historically, corundum has been found in some 35 countries throughout the world, but the principal deposits are in South Africa, Canada, Madagascar, Russia and the United States. Deposits are generally small and subject to rapid exhaustion. Thus, the United States was the principal world producer for the period 1870 to 1900, when operations ceased except for two years during World War I. India was a producer of ore from 1898 through 1921, with peak output in 1916 through 1918. Canada came into production in 1901 with substantial output of ore and finished grain until 1914; the production thereafter was smaller until 1921. Madagascar has produced ore since 1910 but has had important output in only a few scattered years. South African production started in 1912,

SOMEONE has called this war a war of gadgets. Someone else says it is an engineers' war. It is a war of production, transportation; a war in the sky; a war on wheels; a civilians' war. Let us not quarrel about nomenclature. Call it what you want. If four motored bombers and thirty-ton tanks are gadgets, then it is a gadget war. Engineers, scientists, shop laborers, air-raid wardens all have their highly important jobs to do. The fact remains that this war, like all others, is a soldiers' war. The basic strategy employed today is the same strategy that Philip of Macedon used on the Plains of Thessaly twenty centuries ago. His phalanx was a striking force armed with every known weapon. It was armored with breastplate and casque. It depended for success on superior man power and mobility, upon superior weapons and supply, and upon superior discipline. It executed commands faster than its enemies; it had more catapults and spears, more men in the back areas bringing up supplies. It was a new idea. It used what today we call the scissors movement to cut up its foes. It took sharp advantage of surprise. It introduced terror as a weapon-terror inspired by a vast, moving, shouting army with banners. It laid waste the cities by fire. The Greeks had a word for it but that word wasn't "blitzkrieg."

In a previous paper (ante, p. 411) some description was given of the occurrence of the auriferous alluvium, extensive deposits of which lie among the highlands of the province of Otago, New Zealand. The present paper will describe some of the methods by which that alluvium is exploited. The alluvial mining of New Zealand is not yet hindered by " debris legislation." The mines are for the most part situated in a country of little agricultural value, and large rivers with rapid currents act as tailings conveyors. In time, however, steps will have to be taken to restrict the discharge into the Clutha of the tailings which are slowly raising the river-bottom. The methods of California have been followed in Otago with such alterations as peculiar local conditions require. The distinctive feature of the alluvial mining of Otago is the prominence given to the hydraulic elevator. The all-important factor in this form of mining is the control of an abundant water-supply at a suitable height above the level where it is to be utilized; and in this respect the gold-fields of the south island of New Zealand are most favora-

A few months ago I had the honor of addressing the Society of Mining Engineers annual banquet in Sun Francisco. I have since been asked to amplify some of the remarks I made at that time concerning the management policies of the Kaiser organization and various aspects of our corporate thinking. This is a difficult task for an insider like myself. I look at the different companies, and the men who run them, and it is hard to think of these men in terms of policy or procedure. Actually I prefer the term management philosophy to either policy or procedure. My father, Henry J. Kaiser, is not only the founder but the guiding spirit of our organization. His philosophy, and in turn that of the organization, centers around two concepts, service and accomplishment.

Because of high production demands at San Manuel mine (approximately 40,000 tpd) and the relatively narrow grade range of the orebody, no attempt is made by the company to mine selectively. The caving sequence is laid out to meet the production demands, and proceeds in a manner to induce the least amount of weight on extraction openings. Once an area is undercut, draw control procedures are applied uniformly until the area has been mined to depletion. The orebody, located 50 miles northeast of Tucsoil, Ariz., is a low-grade deposit of chalcopyrite disseminated throughout a structurally weak, highly fractured, strongly altered granitic host rock over- lain by several hundred feet of relatively competent andesitic conglomerate. When undercut, the granite ore caves readily into fragments which usually pass through the grizzly without either excessive breaking or an undue amount of secondary blasting.

ACTIVE drilling operations for oil were carried on during the summer of 1923 in various parts of, western Canada, particularly in Alberta. During the early part of the summer, interest centered in southern Alberta, in the Coutts area, just north of the producing Kevin-Sunburst field of Montana; but on Nov. 14 a strike of oil by British Petroleums Ltd. at its well near Wainwright, 120 mi. east of Edmonton, diverted public attention to a new field. According to present estimates, this well has a possible production of from 60 to 100 bbl. a day; the oil is 15° Be. with an asphaltic base and is obtained from a sand at the depth of 2019-2036 ft. The oil stands at 1700 ft. in the casing and there is sufficient gas pressure to cause it to flow when the well is opened. The oil horizon is in a sandstone in rocks of Colorado age. It is known that there is a terrace structure of which the western edge extends in a northwesterly direction from the vicinity of Hardisty to Viking, where it probably swings more to the north. At Viking a small dome-like structure on this terrace gives rise to an important gas field. Wainwright lies directly northeast of Hardisty. The exact structure in the Wainwright field is unknown. At Fabyan, 6 mi. northwest of Wainwright, the Imperial Oil Co.1 last year brought 1n a large gas well estimated at 14,000,000 cu. ft.; the escaping gas sprayed a small amount of heavy black oil over the derrick. The gas was obtained at a depth of 2727 ft., deeper drilling encountering a water sand. The results of drilling in the Wainwright field are encouraging for future development.

THE only oil produced in Alaska in 1923 was obtained from a dozen small wells, one of which was drilled during the year on the single patented tract of petroleum land in Alaska, in the Katalla field. These wells are owned by the Chilkat Oil Co., which finds a ready local market for its product in the form of gasoline produced in its own refinery. The search for oil has been continued, but except in the Cold Bay field there has been no drilling in new fields during the year. Drilling was in progress during 1923 at Pearl Dome, 18 miles from the coast. Here the Associated Oil Co. sank two wells, about 500 and 950 ft. deep, but suspended drilling in June. The Standard Oil Co., drilling on the same structure, reached a depth of 300 ft. by August and is reported to have reached about 700 ft. by November. The company began the, installation of a second drill in August. George C. Martin, who hastily examined the Chignik region, south of the Cold Bay field, reports that what is known of the geology near Chignik is not favorable to the presence of petroleum. Kirtley Mather, who made a geologic survey of the northern part of the Alaska Peninsula, reports that some of the structures and the formations are favorable to the presence of oil. A small seepage has long been known in the region near the mouth of Douglas River, which flows into Cook Inlet. Sidney Paige last summer made an examination .of the oil seepages which have long been known near Cape Simpson, 50 miles southeast of Point Barrow, the northernmost point of Alaska. He reports that there are two very large seepages emanating from small ridges about a mile apart and several miles from the coast. These are marked by flowing petroleum, and cover many acres. There is a very large accumulation of petroleum residue at these seepages. The surface exposures consist of clay shales with hard thin partings of calcareous shale which lie nearly horizontal, and are probably, of Jurassic age. Mr. Paige and his two sub-parties explored a large area inland from the Arctic coast between Cape Beaufort on the south and Point Barrow and Cape Simpson on the north. He himself ascended the Meade River for 150 miles. These surveys indicate a wide distribution of what is believed to be the formation from which the Cape Simpson seepages emerge, which is probably of Jurassic age. These rocks near the north Arctic coast are little disturbed, but are increasingly folded to the south, toward the mountains. No other seepages have been found, but what is known of the geology is not unfavorable to an oil field. This entire region lies in Naval Petroleum Reserve No. 4, and it was examined by the Geological Survey at the request and expense of the Department of the Navy.

YEARS ago, when metal mining was more an adventure than a well-organized business, it was often said (with some color of truth) that unless a mine could stand bad management or mismanagement, it was not much good. Today, the natural excellencies of an ore deposit are merely a challenge to the engineers to exploit it as skillfully, as efficiently, and as profit- ably as possible. A vast amount of competent and imaginative engineering management (which includes economic analysis no less than the technologic arts of mining ore and treating it) has been required to make New Cornelia the smooth-running and successful operation that can be seen at Ajo today. New Cornelia was acquired by the Phelps Dodge Corporation when it absorbed the Calumet and Arizona Mining Company in 1931. Next to Morenci, it doubtless is the corporation's biggest asset. It in no way detracts from the achievement of Phelps Dodge engineers to say that they had an admirable ore deposit to work on. New Cornelia ore, as mined, is relatively low in grade and the deposit is by no means the largest of the Porphyries; but it has these attractive features : (1) It is peculiarly suitable for opencut mining because: (a) The overburden of waste rock lying above the ore deposit was (it has long since disappeared) almost negligible. (b) The deposit is roughly circular in horizontal section, with the horizontal dimensions four to five times as great as the maximum thickness. (Nevertheless, eventually some underground mining may be desirable.)

[Two of the most useful and important equations available to the metallurgist for the study of plastic deformation of metals are the Huber-von Mises-Hencky1-3 and the St. Venant7-10 equations. HUBER-VON MISES-HENCKY EQUATION The Huber-von Mises-Hencky equation answers the question: When does plastic flow occur in metal that is subjected to a multi-axial stress? It occurs, according to this equation, when the three principal stresses,? al, a2, and a3 satisfy the equation: (s1 - s2)2 + (s 2 - s 3)2 + (s 1 ? s3)2 = 2K2 [I] Here K is the yield strength of the material as determined in an ordinary tensile test. If the quantities a1, a2, and a3 are assigned to the coordinates of a Cartesian three-dimensional system, this expression describes a cylinder whose axis of symmetry is inclined at equal angles to the three coordinate axes4,5 (Fig. I). The radius of this cylinder is v2/3K. For the purpose of simplicity, it is sometimes advantageous to ascribe the values s 1/K = si, s 2/K = s2, s 2/K = s3 to the three coordinate axes instead of the principal stress alone. In this case, Eq. I becomes (s1 - S2)2 + (S2 - S3)2 + (Sl - S3)2 = 2 [2] and the radius of the cylinder becomes 2/3v. In the latter method of representation, a point lying inside the cylinder indicates that the metal will react elastically, whereas a point lying on the cylindrical surface indicates that the metal will behave plastically. Some of the geometric features of this cylinder are worthy of study. Let us inquire first as to what interpretation may be placed upon what we will choose to call the "circles of latitude" of the cylinder (L in Fig. I) and the "meridians" of the cylinder (M in Fig. I). Circles of Latitude Circles of latitude are formed by allowing a plane, passing perpendicular to the cylinder axis, to intersect with the cylinder. Any point, P, on this circle is presumed to have the coordinates s1, s2, and s3. The coordinates of the point resulting from the intersection of the plane and the cylinder axis will be a, a, and a (since the cylinder axis is equally inclined to the three coordi¬nate axes). Let us now pass a line through the point on the circle and the point on the axis.]

A calculation method has been developed for carbonated water flooding. This method takes into account the effects of oil viscosity reduction and oil swelling, due to carbon dioxide transferred to the reservoir oil from the carbonated flood water. It shows the effect of changes in carbonation pressure and carbonated water slug size. The method is based on a Buckley-Leverett-type linear flow model. The mathematical approach is similar to that developed by Welge, et al, for enriched gas drives. However, it contains a very important advance over the previous papers in its solution to the problem of injection of a "slug" of carbonated water rather than continuous injection of fluid of constant composition. The method also shows the chromatographic nature of the transport of Co 2 in a carbonated water flood. Sample calculations indicate that viscosity reduction is the most important source of incremental oil recovery. Swelling contributes to a lesser extent. Raising the carbonation pressure increases recovery, but this effect diminishes as pressure is increased. increasing the slug size also increases recovery, but again this effect diminishes as slug size is increased. INTRODUCTION In recent years there has been considerable interest in carbonated water flooding as a secondary recovery method. Several carbonated waterflood field tests are now in progress.1'3 Yet there is no published method for predicting the results of a carbonated water flood. This paper presents a method for predicting the oil recovery for ; carbonated water flood. In a carbonated water flood. a carbonated water slug is injected into the reservoir. Then this slug is driven forward by injecting plain water behind it. The field operator must choose the carbonated water slug size and the CO2:water ratio in the slug. The calculation method presented here shows the effects of both slug size and CO2:water ratio on oil recovery. The calculation assumes that the addition of carbon dioxide to flood water increases the oil recovery by two mechanisms: 1. Carbon dioxide transfers from the flood water to the oil, thereby reducing the viscosity of the oil. At the lower viscosity, the oil flows more readily and is more easily swept out by flood water. 2. The carbon dioxide which transfers to the oil phase causes the oil phase to swell. Assume that the residual oil saturation (volume per cent of pore space) is the same whether the oil is carbonated or not. Then the same volume will contain less stock tank oil if it is carbonated, due to oil swelling. The plain water driving the carbonated water slug forward will strip the CO2 out of this residual oil., causing this oil to shrink. This swelling-followed-by-shrinking leaves behind a lower residual oil saturation than would have been left behind by a plain water flood. Since some oils swell to almost twice their original volume at reasonable CO2 pressures, this effect may be large. Two additional benefits sometimes claimed for carbonated water flooding are: 1. Adding CO2 to flood water greatly increases the water injectivity in some cases.1 (Injectivity = BPD of water injected/ft of sand x differential bottom-hole pressure, psi.) CO2 forms a weak acid in water; injecting carbonated water is, therefore, somewhat like acid treating. If a formation responds to acid treating, it will probably have a higher injectivity for carbonated water than for plain water. Although the increased injectivity increases the profitability of a carbonated water flood over a plain water flood, it does not change the production curve based on total fluid injected. Therefore, the method presented here does not show any effect of increased injectivity. 2. It is claimed in one patent4 that carbon dioxide will react with some constituents of the oil to form detergents. These detergents are expected to increase the oil recovery. There is little data available to support this idea. The calculation method presented here takes no credit for extra oil recovery due to the formation of any such detergents.

Self-diffilsion coefficients for cr51 and Fe55 in 12 pct Cr-Fe and 17 pct Cr-Fe for Fe55 in chromium, and for Cr51 in vanadium have been measured. The results are compared with other values for the Fe-Cr system, and with the various theories of diffusion in hcc metals. Some empirical correlations are discussed between Do and Q in hcc systems, or, expressed differently, the constancy of ?G*/T solidus for seveval bcc metals and alloys is noted. It appears very probable that a vacancy mechanism is operative in bcc metals, hut this cannot he stated with certainty. THE great bulk of work on diffusion in metals, both experimental and theoretical, was for many years concentrated on those with close-packed and, in particular, fcc lattices.1,2 There appears to be little doubt that the mechanism of diffusion in these solids is vacancy migration, leading to mass transfer and in substitutional solid solutions to a Kirken-dall effect.3,4 For bcc metals, the picture is much less clear. The Kirkendall effect certainly occurs in several alloys.5-10 However, attempts to understand the factors contributing to the pre-exponential in the usual expression for the diffusion coefficient D =D, exp {-Q/RT) by extension of ideas useful in close-packed lattices have not always been successful. Zener,11 Leclaire,12 and Pound, Paxton, and Bitlerl3 have suggested that various forms of ring diffusion may be important in some bcc metals. For close-packed metals, Do is usually about 1 sq cm per sec and Q - 35Tm kcal per mole (Tm = melting temperature in OK). The theory of Pound et al. suggests for ring diffusion that Do may be about 10-4 and Q, although difficult to calculate with any precision, would be significantly less than 35 T,. The experimental results on self and solute diffusion in ? uranium14,15 and ß zirconium,10 and for solutes in 0 titanium,17 and possibly for self-diffu- sion in chromium below about 0.75 T,," gave some credence to this theory. However, not all bcc materials display low values of DO and Q, and the exceptions were not predicted by any theory. Furthermore, it has recently become apparent that, in bcc materials, log D is not always linear with T-l if a sufficiently wide range of temperature is studied.16,18 This variation may be such that Q may increase18,19 or decrease20 with increasing temperature. The present work was undertaken in an attempt to provide further diffusion data on bcc metals, and to try to understand the factors which contribute to differences in behavior between the various elements. For part of this work, the Fe-Cr system was chosen since it is of considerable technological importance, and data on 12 pct Cr and 17 pct Cr alloys appeared well worthwhile to supplement that existing for the remainder of the stern.18,22 The diffusion of Fe55 in chromium was studied as an example of a more or less "normal" tracer element in a possibly abnormal host lattice. Finally, no data were available for vanadium, the neighbor of chromium in the periodic table, because of lack of a suitable isotope so cr55 was used as a tracer in a few preliminary experiments. For convenience, we shall refer to elements whose Do and Q are low compared to those predicted by Zener's theory as "anomalous". PROCEDURE This investigation determined self-diffusion rates by means of radioactive tracers and the integral-activity method first utilized by Gruzin.23 In this method a thin layer of radioisotope of the diffusing element is plated or coated onto a planar surface of the diffusion sample, which is then given an isothermal-diffusion annealing treatment. The determination of an activity-penetration curve involves measuring the residual activity of the specimen after each successive layer or section has been removed parallel to the original planar surface. The method used here is essentially the same as that used by Gondolf18 and Kunitake.21 Two radioactive tracers, cr51 and Fe55, were used in this investigation. Diffusion coefficients were determined for the diffusion of one or both of these tracers in four different materials, viz., Fe-12 wt pct Cr alloy, Fe-17 wt pct Cr alloy, chromium, and vanadium. The diffusion samples had nominal dimensions of 1.5 cm diameter and 0.5 cm thickness. From time to time since the initial installation of an experimental flotation section in 1940, Permanente Cement Co. has made efforts to beneficiate the low-grade limestone fraction which occurs in its deposits at Permanente, Calif. The encouraging results outlined in this article are the result of Permanente's latest effort. THE PERMANENTE LIMESTONE AND THE REASON FOR ITS BENEFICIATION The Permanente deposit is a sheet of Calera limestone over 700 ft thick lying within the Franciscan sediments of the San Francisco peninsula. Limestone suitable for cement manufacture underlies, overlies, and is interbedded with low-grade limestone and chert. Andesite intrusions are found as a secondary gangue. PHOSPHATE occurs in many places in Egypt,. in two main zones: one in Upper Egypt, along the Nile Valley, principally on the right side, and one near the Red Sea coast. In the Nile zone, the principal layers of phosphate rock are to be found: in the mountains east of Mahamid (right side of the valley); in the hills near Sibaiya, also called Sebaieh (both sides); in the hills of Agula, Hagaza and Gurn (right side); and further on, along the cancel road leading from Kena to Kosseir, a few miles east of Legheita's Oasis. Following, that track, after, having crossed the watershed, underlain by rocks like granite, serpentine, porphyry and diabase, one comes again to the Cretaceous formation containing considerable quantities of phosphate, at Gebel Duwi, Gebel Nakheil and Gebel Kosseir El Kadim, not far from the coast. More to the north, in the hills near Safaga Bay (Um El Uettat El Wasif) is another rich bed of the same formation. There are reports of phosphate existing near Suez and in the Sinai peninsula, and possibly some other zones can be traced or discovered in the future. The mines are well developed on the right bank of the Nile at Sharawna (near Sebaieh Station) and along the Red Sea coast, at' Safaga and near Kosseir. Prospecting work has been done at Gebel Duwi, Gebel Gurn, Agula, Hagaza, and near Mahamid. The phosphatic formation in Egypt is quite variable, not only from place to place, but even within small areas. The phosphate is all of Cretaceous age, as is proved by the fossils found in it. It is considered to belong to the Campanian or, more appropriately, to the Maestrichtian series. The principal fossils are: Alectryonia Villei Coq. sp.; Roudereia Auressensis Coq. sp.- R. Drui Mun. Chalm.; Trigonoarca multidentata, Newton.; Cardita libyca, Zittel; Libycoceras Ismäely, Zittel; Nautilus sp.; Ancystrodon libycum Dam.; Corax pristodontus Ag.; Lamma biauriculata Zittel sp. Above the Maestrichtian beds, we have the Danian series, unconformably covered by Lower Eocene beds. Under the phosphate is a grayish marly clay, and beneath this, bluish-gray scaly shales resting on the Nubian sandstone (Santonian).

Mine hoisting ropes can be loaded to capacity only when the strength of each component is exactly known. Characteristic curves provide this information. When load and rate of acceleration are specified for an individual rope, the characteristic curve assumes a predetermined shape. The factor of safety is the value derived by dividing the breaking strength of the rope by the total stress on the rope where it goes over the sheave wheel. Total stress is made up of the weight of skip and cage, weight of ore, weight of rope between sheave and rope clevise or attachment, friction load, and acceleration force. Bending stresses are neglected in this discussion, as sheaves and drum diameters are assumed to be large enough to reduce these stresses to a negligible value.

T. M. Drown, South Bethlehem, Pa.: Mr. Thackray's paper shows in a striking way the high degree of rapidity and ac curacy exhibited by the chemists of our steel-works in ordinary everyday practice. That determinations made in an hour should present only slight differences in the third place of deci male is certainly matter for surprise and congratulation. This remarkable result has been due, perhaps, in part, to a remark able cause. The managers of works, ignorant of all the diffi culties of the laboratory, have demanded "the impossible " of their chemists—and the chemists have done it! Andrew A. Blair, Philadelphia, Pa.: Mr. Thackray's paper is extremely interesting, especially in its bearing on the question of a standard method for the rapid determination of phosphorus in the laboratories of steel-works. Before discussing the re sults in general, I desire to explain the results obtained by me under method A'. This is the method which I have used in the work of the sub-committee on Methods of the Interna tional Steel Standards Committee. It may be described briefly as follows: Solution in nitric acid; oxidation of carbonaceous matter by permanganate; precipitation of phosphoric acid by molybdate solution; reduction of molybdic acid in the reductor, and titra tion by permanganate. This method was used apparently by only three chemists, Dr. Dudley, Mr. Crowell, and myself. In determining phosphorus by this method, among the most essential points to be considered are the ratio of iron to molyb dic acid, or the reducing action of zinc on molybdic acid as compared to its reducing action on iron, and the ratio of molyb dic acid to phosphorus in the ammonium phospho-molybdate obtained by precipitation from the solution of the steel. In regard to the first point, the usually accepted ratio is 1 to 0.90756, or, as it is roughly stated, 0.9076, which is based on the assumed reduction of the molybdic acid to Mo12019,. This

The Pilares de Nacozari mine is located ill Sonora, 75 miles south of Douglas, Ariz. The town of Douglas is on the International Boundary and is the place at which the ores from the Bisbee mines are smelted. The Moctezuma Copper Co. owns the mines at Nacozari, and the copper-concentrates shipped to the Copper Queen smelter, at Douglas, make a good smelting-mixture with the Bisbee ores. The Moctezuma Copper Co. and the Copper Queen smelter at Douglas, as well as the railroad from Douglas to Nacozari, are owned by the Phelps, Dodge & Co. As pointed out in previous studies, estimates of petroleum reserves if they are to be of value must not only presuppose a clear understanding of what is actually meant by reserves but must be subject to constant revision to conform with changes in their component factors. When such estimates are analyzed it must be clear that it is virtually impossible to obtain comparable figures reflecting the same degree of accuracy, to represent the reserves not only in various countries, but at times even of different fields in the same country. Estimates of reserves in the United States, subject to frequent independent checks, are obviously more reliable than those furnished, for instance, by the Soviet Government, as the latter must be accepted at their face value and are open to the suspicion of being made to conform with predetermined programs of propaganda. Any tabulation of the reserves of all producing countries, therefore, gives a total that is misleading, as the component items arc not arrived at on the same basis and therefore are not homogeneous in a true sense. Only a fraction of the petroleum stored underground, usually associated with natural gas, is or can be brought to the surface, and although practically all the natural gas underground can be rccovered, in actual practice in some fields a large part of the gas that reaches the mouth of the well is wasted. It is thus estimated that in the United States only some 25 to 35 per cent of the petroleum underground in proven fields is actually economically recovered. Estimates of reserves, therefore, should make clear the distinction between the known amount of oil underground in producing fields and the portion that actually can be brought to the surface. It cannot be overemphasized that as a result of the operation of the "Law of Capture," which controls subsoil ownership in the United States on comparatively small landholdings that seldom if ever cover the entire producing area, the oil fields are not as economically exploited as some forrign fields, and that as a result (were it not for the easy accessibility of the domestic market, the largest in the world) some American production would now be unprofitable in open competition with foreign oils.
