A PRACTICAL program of education for workers of the mining industries is being formulated by the Federal Board for Vocational. Education in cooperation with the States in which this industry is a dominant one. The Federal Government last year passed a law, known as the Federal Vocational Education Act, that provides for the promotion of vocational' education and for cooperation with the States in the promotion of such education in agriculture and trades and industries and in the preparation of teachers of vocational subjects. More than 1,000,000 men in the continental United States are employed in mines and quarries. The following table, from the-1910 Census Report, shows the relative importance of mining and manufacturing pursuits: Manufactures Mines and Quarries Employees 7,405,313 1,109,410. Capital $18,428,269,706 $3,380,525,841 Value of product $20,672,051,870 $1,238,410,322 Of the more than 1,000,000 men employed in mining, almost three-fourths are engaged in the, production of bituminous and anthracite coal; one-fifth, in the production of copper, iron, lead, zinc, and other metals; and the remainder in getting out structural and miscellaneous materials from quarries. The meeting of the needs of the coal-mining industry, therefore, is the problem of greatest importance in the point of numbers to be served. Moreover, the dangers in coal mining are greater than in metal mining. Practically all States have set up educational and technical standards , for the position of foreman, boss, superintendent, etc., and every applicant for these positions must have a certificate of competency. The qualifications, too, are becoming increasingly difficult in the field of technical information. In some States, every miner must have a certificate, which is issued by the mine examining board. only after an oral examination.

The crystallo graphy of several grains of the lamellar Ni-Ni3 B eutectic solidified under conditions appvoachirt equilibriun has been examined.. A preferred interlace relationship has been observed in this system which may be described as: A detailed study of this interface by means of an atomistic model reveals the interface Plane to be puckered and more accurately describable as: Analysis of the atomic configuration on these planes reveals that this interface conforms to the orientation criteria proposed for directionally solidified lanzellar eutectics. In addition, a model is proposed to help explain the growth of a "puckered" interface. DURING the past several years an increasing number of unidirectional solidification experiments on eutectic alloys have been reported in the literature. The primary emphasis, in most cases, has been the effect of growth variables on microstructure. Some authors have, however, studied the crystallographic orientations and interfacial relationships resulting from these experiments. Four crystallographic studies have been published;'-4 in each of these there is a factor which tends to prohibit the extension of the observations beyond the particular system. In the Al-CuA12 system, the approximately equal volume fractions of the phases have resulted in sorrie controversy as to which phase constitutes the matrix. In the Mg-Mg,Sn eutectic the presence of several interconnecting lamellar systems2 complicates the analysis. The two remaining eutectics. 1nSb-b and Al-Ali, are both rodlike (the latter exhibits a plate morphology at low solidification rates): the matrix in each of these alloys is the simpler (fcc) phase. Studies of nucleation in eutectic alloys indicate that the more complex constituent is the nucleating -.phase.' For the purpose of an analysis of interface crystallography it was deemed desirable to study a lamellar system in which the matrix was the more complex and, presumably. the nucleating phase. Recently it has been shown that there is a eutectic in the Ni-B system between Ni3B and i; preliminary investigation by the authors indicated that the matrix in this eutectic is the boride phase. The structure of Ni,B is reported to be orthorhombic, the compound being isostructural with cementite. This eutectic is therefore analogous to that between austenite and cementite. Furthermore, the Ni-B system is not susceptible to a competing eutectic reaction as occurs in the Fe-C alloys; nor does it exhibit a eutectoid decomposition. For these reasons the study of the interfacial relationship in the Ni-Ni3B eutectic was undertaken. PROCEDURE Ingots of nominal composition 3.5 and 3.6 wt pct B were induction-melted in boron nitride crucibles within a graphite susceptor under a boric oxide slag; a dynamic argon atmosphere was maintained over the melt to prevent rapid oxidation of the susceptor. The raw materials used were 99.97 pct Ni from Huntington Metals Division of International Nickel Co. and 99.8+ pct B chips supplied by the United Mineral and Chemical Co. The analyses of the starting materials are listed in Table I. The melt was held at 1500cC for 2 hr to insure complete reaction and allowed to cool to room temperature. The castings were chemically analyzed for boron and were metallographically examined for uniformity. The metallographic samples were mechanically polished through 0.1 p A1,0, and etched with Carapella's reagent. Each master casting was cut up to make several specimen blanks which were remelted, in boron nitride crucibles, to form ingots of 1/2 to 3/4 in. in diarn by 7 in. long. These ingots were unidirectionally solidified using a modified vertical Bridgman technique. The rate of solidification was assumed to be equal to the uniform rate at which the crucible-susceptor assembly was withdrawn from the induction coil. This rate was varied from 1.18 to 2.21 cm per hr. In order to perform these experiments it was found necessary to redetermine the eutectic composition. This was accomplished by the zone-melting technique described by Yue and lark.' An ingot of 4.5 wt pct B was zone-melted in a horizontal boron nitride boat 7-1/2 in. long with a 112-in.-square cross section. A

My predecessor in the office of President of the Institute started a custom of visiting the various local sections, thus obtaining their points . of view and their ideas as to how the Institute can best serve the interests of its members. Exceedingly valuable- exchange of ideas was thus brought about. I am following this custom as far as the limited amount of free time at my disposal will allow me, and I trust that my successor in office will appreciate the benefit to be derived from following the custom thus initiated and will continue the swing around the circle of the local sections. The activities of the Institute are increased by the prestige gained from large numbers and I trust that every member of this local section will consider himself a member of the committee on increase of membership and will see if he is not able during the coming year to gain at least one new member for the Institute. This is a perfectly possible proposition for, although the membership of the Institute is at present approximately seven thousand, I feel sure there are at least seven thousand more men in the United States who are interested in mining, metallurgy or geology from the metal-mining point of view who would make admirable members or associate members of the Institute. The first consideration of the Institute as a body, and of each member as an individual, is to win the war and defeat the Huns. In order to accomplish this, the Institute, as a body, has cooperated with the other national engineering societies and the great bureaus of the Department of the Interior, the United States Geological Survey and the Bureau of Mines in forming committees to study and advise the Government on pressing problems of vital importance.

In the long range production planning at the Matsumine mine, a management target is to maintain a desired production rate and to keep fluctuations in copper and zinc grades within given allowable limits. A simulation model was developed to find, on a trial and error basis, how feasible and practical the target may be under certain constraints on the underground mining sequence. A number of simulation runs have been made to obtain the most suitable production rate for the long term. In this paper, an outline of the simulation model is described.

The purpose of this paper is to direct attention to the importance and the usefulness of phase measurements in electrical prospecting for ore, a subject about which virtually nothing has been published. The paper describes a new field method for ore prospecting, the "Turam" method, which makes use of phase measurements, and which has been used with great success for five years. Of the principal geophysical prospecting methods, the gravimetric and magnetic methods determine the direction and strength of the static fields of force of the earth. By seismic and electrical methods, fields of force are applied to the block of ground under investigation. By these methods a third parameter can be measured, besides the direction and strength of the field; namely, the time of arrival of the applied field at the different observation points. This time of arrival has been practically the only parameter measured in seismic work, while in electrical prospecting it has generally not been considered, the measurements having been limited to determination of direction and strength of the applied field. Phase Measurements In the most widely used of the electrical prospecting methods, those using alternating current, the time of arrival of the "electrical vibration" at the different observation points can be carried out as phase measurements. The phase angle measured then expresses, in part of one "vibration," or one cycle, how much the electrical vibrations at the observation point are out of step with those close to the source of the field. A phase lag of 45", for instance, means that the alternating field in the observation point is one-eighth of one complete " vibration," or cycle, out of step behind the field at the source. If the frequency is, say, 500 cycles per second, a frequency often used in electrical prospecting, a phase lag of 45' then means that the time required for the field of force to travel from the source to the observation point is 1/8 ' /500 = 1/4000 sec. Since the phase angle can be measured with an accuracy of a fraction, say one-tenth, of a degree, and the frequency can be considerably higher than 500, it is readily seen that the time of arrival can in this way be measured

Studies on hand-picked samples of chrysocolla from Arizona showed that heating in an inert atmosphere enhances greatly copper extraction by ammoniacal-ammonium carbonate solutions. Heating in hydrogen improves the extraction of copper even further and maximum extraction by ammoniacal-ammonium carbonate and by sodium cyanide solutions is achieved for samples heated at 350°C. Heating in SO2 atmosphere results in the simultaneous formation of CuSO4 and Cu2O; maximum reaction rate is also achieved at 350°C. At temperatures higher than 350°C, CuCO4 starts to decompose. Chrysocolla heated above 600°C either in argon, H2, or SO2, is rendered less amenable to leaching, supposedly due to the formation of insoluble copper silicates.

The Similkameen mine is located about 100 miles east of Vancouver, British Columbia, and ten miles west of Princeton, where the mine personnel live. Princeton was the first town in the British Columbia interior, originally the home of Cree and Blackfoot Indians and later settled by men of the Hudson's Bay Company, miners, cattlemen, and others looking for gold. After gold, there were coal mines and then copper mines . The Granby Consolidated Mining Company, Limited, operated the Copper Mountain ore bodies from 1926 to 1930 and from 1937 to 1957, mining 34 million tons of about 170 copper ore, mainly from underground. In 1966, Newmont Mining Corporation acquired the Ingerbelle property on the west side of the Similkameen River. Newmont then purchased the assets of Granby and formed Similkameen Mining Company to develop and operate the Ingerbelle and Copper Mountain ore bodies on both sides of the Similkameen River canyon. The Ingerbelle and Copper Mountain ore bodies lie within rocks composed of andesite tuffs, agglomerates, and argillites. Chalcopyrite mineralization occurs as a dissemination. Original ore reserves were estimated at approximately 75 million tons grading 0.52% copper. Mining is carried out on a three-shift, seven-day-week schedule at a rate of about 60,000 tons of ore and waste per day with four 10 cu yd P & H 1900 shovels which mine and load a fleet of 100-ton Lectra Haul trucks. Among the unique features of the design and construction of the Similkameen project was the construction of 4. 5 miles (7. 24 km) of new Trans-Provincial No. 3 highway by the company to the specifications of the British Columbia Department of Highways. The old highway traversed the Ingerbelle pit area. Along the relocated highway is a 4, 000 ft (1219 m) long berm which conceals the mine pit. This area has been replanted and now looks like the original forest scenery. Another interesting feature is that the tailings from the concentrator flow by gravity over a 1000 ft (34% m) suspension bridge, which crosses the Similkameen River canyon then passes through a tunnel to the dam site, a distance of 59,000 ft (17,980 m) to the cyclone station. When the Copper Mountain ore bodies are mined, the ore will be transported by belt conveyor on a second suspension bridge across the canyon to the Ingerbelle concentrator. In a recent publication,31 Darken has derived an equation to describe thermodynamic behavior in ternary metallic solutions with compositions near pure component 1: Eq. [I] is understood to be a general equation, consistent with the ternary Gibbs-Duhem equation, which is proposed as a logical formalism in view of observed behavior in some binary metallic solutions31'32 rich In Eq. and am are constants obtainable from the 1-2 and 1-3 binaries. The parameter 023 may be determined from measurements on the ternary The purpose of this discussion is to compare Eq. [I) or [3] with other ternary formulations involving binary terms, within the regions of validity of Eqs. [I], [2], and [3]. First, the ternary point is considered to be at the intersection of two composition paths, one with constant N1 and another with constant N2/N3 as shown in Fig. 10. The terms in Eq. [3] may be related to the binary points shown by multiplying the first term on the right-hand side of Eq. [3] by N2 (1) /l -N1, the second term by the third term by and the fourth term by each multiplier being unity: It should be noted here that no suggestion has been made that either the binary or the ternary systems form regular solutions. IN April 1949, Newfoundland became the tenth province of Canada. It had been a Dominion of the British Commonwealth, though actual Dominion status had been suspended for some fifteen years. During that fifteen-year period the Government had been by commission. Throughout the regime of the Commission Government, a limited program of investigation of the mineral resources of the country was in progress. It was during this period that the investigation of the iron resources of Labrador by the predecessors of the Iron Ore Company of Canada began. Since Confederation there has been a marked change in the attitude of mining capital to the new province and a notable acceleration in the tempo of prospecting and exploration. There is no private Newfoundland capital available for mineral exploration. In the past, as now, capital must be attracted to the province. Prior to Confederation, Canadian capital had to cross the barriers of customs and immigration. American capital hazily regarded Newfoundland as part of Canada, with one notable exception, the American Smelting and Refining Company at Buchans. Buchans The most significant mining development in Newfoundland today is the property of the Buchans Mining Co. Ltd., a subsidiary of the American Smelting and Refining Co., located at the town of Buchans. Their milling operation produces lead, zinc, and copper concentrates by selective flotation, and also produces a small amount of gravity concentrate. Presently the mill treats, about 320,000 tons of ore per year. Production started in 1928 at 500 tons per day and has been raised over the years to the present figure of 1200 tons per day. Conventional prospecting methods uncovered the original deposit. It was first examined as a possible source of sulphur from pyrite. Geophysical prospecting and diamond drilling resulted in discovery of enough additional ore to warrant a large scale operation. Mining is by open cut methods. In addition conventional underground cut and fill stoping and square set stoping methods are employed. Between 850 and 900 men are employed at Buchans. Concentrates are shipped by rail to Botwood and leave the country through the port. Buchans Mining is currently investigating a Crown concession covering an area of approximately 6250 square miles, adjacent to the area of present operations. Aerial photographs have been made of the area, and geologic parties, supplied by plane, are in the field during the summer months. The concession lies south of the Falconbridge concession. The geology of the Buchans area can be divided into three groups. The first category is the oldest and called the Buchans Series. It consists of volcanic lavas, breecias and tuffs and underlies most of the Red Indian Lake Basin. The second is a group of igneous rocks such as granite and quartz porphyry intrusive in the volcanics. It makes for rough country north and west of Buchans. FiRE-damp is a mixture of methane with other inert gases or combustible gases. The inert gases in question are carbonic acid, water vapor, nitrogen, etc. The combustible gases are hydrogen, ethane, etc. The study of the properties of fire-damp, therefore, becomes a study of the properties of methane and the influence on its properties of the different gases we have mentioned. Characteristic Properties of Methane 1. Respirability.—Methane being a paraffin is characterized by its weak chemical affinities. Prom the physiological point of view one could substitute it for nitrogen of the air at least momentarily, without experiencing any difficulty in breathing the mixture consisting of 21 per cent. 02 + 79 per cent. CHI. I have tried this on myself, making the gas exhaled from the lungs burn subsequently in a Bunsen burner.' From the chemical point of view, this weak affinity permits the gas to be burned in certain circumstances with hydrogen and oxide of carbon in an oxygenated mixture, with the result that the last two gases achieve only a fractional combustion. This practice has been utilized with success in the methods of analysis which I have perfected and which I describe later in this paper. 2. THIS paper constitutes a preliminary report on experimental work done to date on the anode-furnace treatment of blister copper containing relatively high percentages of nickel. The investigation has not been completed but results obtained to date are considered of sufficient interest to warrant publication. Blister copper treated by the Ontario Refining Co. originates from the Copper Cliff smelter of The International Nickel Company of Canada, of which the former is a wholly-owned subsidiary. The blister as received contains from 0.50 to 1.50 per cent Ni, and in this respect differs from that treated by other refineries on this continent. During the anode-furnace treatment, only a portion of the nickel content is removed, and of the amount remaining in the anodes a varying percentage is found in the anode slimes. This necessitates a more extensive treatment than ordinary nickel-free material. Sometimes it is necessary to repeat roasting and leaching operations several times before the nickel content is low enough to permit the slimes to proceed to the doré furnace. This, besides increasing treatment charges, causes greater selenium stack losses and involves a longer tie-up of precious-metal values. Therefore this investigation was undertaken with the aim of determining the factors influencing the diversion of nickel into the anode sludge. From experience it was known that by keeping the nickel content of anodes at 0.55 to 0.60 per cent maximum a relatively satisfactory slime resulted. One avenue of attack therefore was developing improved elimination in the anode-furnace treatment so that the anode content mentioned above was not exceeded. Another angle was to improve the solubility, during electrolysis, of the nickel constituent in the anodes, thus decreasing the percentage diverted to slimes. It may be mentioned here that nickel dissolving electrochemically and entering the electolyte presents no difficulty from a treatment standpoint. Both of these approaches were studied and are discussed separately below.

Consolidation Coal Co. is solving the abrasion problem and cutting maintenance costs at its Georgetown preparation plant by using ceramic alumina tiles from The Carborundum Co. The Georgetown complex handles the output of four deep mines and three strip mines in the Cadiz, Ohio, area-washing about 73 000 tons (80,000 st) weekly. Plant superintendent Duke Zinko is using wear-resistant Dura-frax® tiles in several applications, replacing wear plates, profile rubber, and other materials he has tried over the years.

Reclaiming mined land in northern regions is less difficult than reclaiming semiarid lands. In 1972, the Usibelli coal mine near Healy, Alaska, initiated experimental plots to determine the proper grasses and amounts of fertilizer. The following spring, approximately 1600 acres of land disturbed by mining were seeded by low-flying aircraft. The reclamation project was evaluated by the State of Alaska and has been adjudged successful. The information gained is being used in reviewing prospecting permits and granting coal leases on state lands.

Thirty-six elements have been alloyed singly with cartridge brass. Ammonia and mercury stress-cracking tests have been conducted on the as-rolled and recrystallized strip. Ultra high purity cartridge brass has also been tested. Silicon improves stress- cracking behavior. High silicon (I per cent) cartridge brass quenched from high temperature (for example, 800 C.) annealing is exceptionally resistant to ammonia stress cracking. This improvement is not lost by subsequent cold working, but is greatly reduced by subsequent low temperature annealing. Phosphorus, arsenic, barium, cerium, magnesium, tellurium, tin, beryllium, and manganese benefit stress-corrosion resistance under some circumstances, but not others. The other alloying additions tried had no large effect on stress-cracking resistance. None of the elements added accelerated stress cracking. The impurities in commercial brass are not responsible for season cracking.

C. G. Dunn (Generai! Electric Research Laboratory)— The author is to be commended on his attempt to calculate the residual strain energy from information on the dislocation density within the subgrains and a surface energy associated with the subgrains. However, much closer agreement between a calculated critical size of a nucleus and the observed size of grains that did not continue growing can be obtained if a reasonable correction is made in obtaining the energy of the surfaces of the subgrains. For example, since the sample is a single crystal with a cold-rolling reduction of 70 pct in thickness, one needs either an average disorientation for this or an average subgrain boundary energy rather than the 2.5 deg disorientation of a bent crystal, which was used by the author. We have found that our graphic representations were, in some cases, not perfectly understood. In the tables by which we illustrate all our tests, the records appearing in the vertical columns between the rulings are the results of the tests of iron having the percentages and characteristics noted at the top of the column. The record is made by a short horizontal line in such vertical columns. It is located in horizontal spaces, which divide the table into units of measure, to indicate the value of the record. For example, in the upper part of Table VII. is recorded the transverse strength of the series of tests with white iron and aluminum, which were reported in our former paper. The numbers at the extreme top are the test-numbers. The fractional numbers below are the percentages

Comminution devices such as rod or ball mills are characteristically nonselective in their operation in that all material fed to a mill is ground to some extent. This is unfortunate when the object of comminution is liberation, for not only is energy expended in breaking pure gangue particles wasted, but, since gangue is frequently the predominant phase, the opportunity for such loss is great. Ideally, in this application a comminuting device should develop fracture only in locked particles. In the present investigation an attempt was made to use the large density difference which may exist between minerals to prevent comminution of one while grinding the other. EXPERIMENTAL MATERIALS AND EQUIPMENT The two minerals used in this work were -8-mesh galena and -8+ 20-mesh quartz. All tests were made on 2000-g charges containing 50 pct by weight of each mineral. Heavy media suspensions consisted of -100-mesh ferrosilicon in water. For grinding, a laboratory mill 10 in. diam by 12 in. long was filled to about 30 pct of its volume with either a ball or a rod charge. The balls ranged in size from 3/8 to 1 1/8 in. in diam; the rods ranged from 5/8 to 1 1/4 in. diam by 11 in. long. EXPERIMENTAL PROCEDURE In all tests employing heavy media, the ground pulps were treated as follows: 1) After recovering the ground charge from the mill but before drying, the pulp was wet screened on 200 mesh. 2) After drying the + 200-mesh product from step 1, the ferrosilicon was removed magnetically. 3) The nonmagnetic quartz and galena product from step 2 was sized on 10-mesh through 200-mesh screens. 4) The mineralogical composition of each screen fraction was determined by measuring its specific gravity. The suggestions of the members of the Institute are very much desired by the Committee on Nominations prior to deciding upon its nominations to fill the places of those officers who retire early in 1917. The Committee must make its final report to the Board of Directors early in October. The members are, therefore, asked to send in promptly their suggestions for Directors as well as for Vice-Presidents and President. The Committee hopes to hear from a large number of the members. The officers to be elected at the annual meeting in February, 1917, are: One officer, known as Director and President. Two officers, known as Director and Vice-President. Five officers, known as Director. The attention of members is called to Articles V and VII of the Constitution, and to By-Law XIII, which reads as follows: "The geographical districts to be considered by the Committee on Nominations shall be as follows, until otherwise ordered by the Board. District No. 1. New England, New York, and New Jersey, excepting New York City and district, which is provided for in the Constitution. (N. B.-New York City and district is designated District 0.) District No. 2: Pennsylvania.
