Although Venezuelan production attained a new peak in 1938, passing the 190 million barrel mark for the first time, there was a distinct flattening of the steep upward trend that marked 1937 and preceding years. The annual total of 190,231,780 bbl. was only 31/3 million barrels above the 1937 figure, an increase of slightly less than 2 per cent, which contrasts sharply with the 20 per cent increase of 1937 over 1936. As in the previous year, the Lake Maracaibo fields supplied approximately 73 per cent of the oil produced, Lagunillas remaining the largest single contributor in spite of a 17 million barrel decrease in its annual output. Tia Juana increased its percentage of the Venezuelan total from 14.1 per cent in 1937 to 23.4 per cent in 1938; La Rosa showed little change with 13.7 per cent; Quiriquire in eastern Venezuela was also little changed with 13.2 per cent; Mene Grande, the only other field of real importance, declined from 7.7 per cent of the total in 1937 to 6.6 per cent for 1938. Two new fields, Temblador and Bachaquero, began actively to ship oil during the year, and by November were averaging 7600 and 10,000 bbl. per day, respectively. The former is in eastern Venezuela, and the latter is the most southern of the proven Lake Maracaibo fields. (A map of Venezuela was published in Volume 127 of the Transactions.) Table 1 gives a complete résumé of Venezuelan production by fields for 1937 and 1938, and shows that 1,685,575,663 bbl. had been produced to Dec. 31, 1938. The percentage contributed by each of the principal fields to this total is shown in Table 3, as well as their trends over the past several years. From these data it is apparent that the Maracaibo Basin is the principal source of Venezuelan production, and will probably continue to hold this position for some years. At the year's end 2657 oil wells were producing, of which 2425 were in western and 232 in eastern Venezuela; 36 per cent were on natural flow, 57 ppr cent were pumping, and 7 per cent were on air or gas lift. Out of 523 wells drilled, 507 producers were completed in 1938, five less than in the previous year and nearly 100 less than in 1929. These

THE purpose of mine-hoist safety controllers is to prevent hoists from being operated at speeds above those considered safe and expedient, to ensure proper acceleration and retardation near the ends of travel, and to prevent overwinding. In other words, they are to safeguard the normal speeds and movements of the hoisting drums and cages. The object of this paper is to explain the fundamental principles of hoist controllers, and to aid in their selection, installation, and maintenance. There have been many designs of mechanical hoist controllers, the basic elements of which as ultimately developed consisted of a flyball governor and another movable member supported by a frame and arranged to move in a vertical, horizontal, or rotary direction, depending upon the particular design, the whole mechanism arranged to be driven in synchronism with the hoist drum. In case of overspeeding, inadequate retardation, or overwinding, a pawl or catch controlled by the governor would engage teeth or dogs on the moving member, which through mechanical connections would cut off the power and set the brakes. Since in strictly mechanical hoist controllers valuable time was lost while the various mechanical movements took place, an important development was the invention of controllers partly mechanical and partly electrical. This type of controller has a governor and movable cams to be driven in synchronism with the hoist drum, the governor representing the hoist speeds and the cams profiled to form a pattern for retardation, representing the travel of the cages in the shaft. This type is also provided with an overspeed switch and usually with a pair of selective-limit switches, one for the top limit and the other for the bottom. In overspeeding or failure to retard in accordance with the profile of the cam, the overspeed switch will be opened, or if the top or bottom limit is overrun one of the limit switches will be opened, breaking the retaining circuit of a contactor or magnetic latch, causing the power to be cut off and the brakes applied. When the speed falls to the predetermined safe speed, the overspeed switch closes, and a hoist equipped with power-operated brakes controlled in emergency by a solenoid-operated valve can be restarted immediately by simply moving the master control lever to the "off" position and then applying power-unless brake interlocks are used, in which case the brake lever or levers must also be brought to the "applied" position, after which the hoist can be restarted in the usual way. When hand-reset weights instead of solenoid-operated mechanism are arranged to set the brakes for emergency, it is necessary to reset the weights manually, besides bringing the master control lever to the "off" position before the hoist can be restarted. Should a final limit be slightly overrun, and a stop made with a limit switch held open by a cam, it is necessary for the hoistman to use a "backing-out" switch which short-circuits the overrun limit switch, reestablishing the hoist-control circuit, and simultaneously opening the

During 1932 no important changes occurred in the position of Africa as a producer of petroleum. The progress of development and production in each of the areas of interest is described below. Egypt The producing fields of Egypt are Hurghada and Gemsa, located on the west short of the Red Sea, and Abu Durba in the Sinai Peninsula. Most of the production is obtained from the Hurghada field, chiefly from beds of Cretaceous age. To the end of 1930 the Hurghada field had produced 2,831,751 tons of petroleum. The Gemsa field, discovered in 1909, reached its peak of production in 1914, when 88,000 tons were produced. Of late years the production has greatly declined. Total production of the field to the end of 1930 is 182,870 tons. The total production of Abu Durba to the end of 1930 is 7069 tons. The production of Egypt for recent years is as follows: 1928, 269,324 tons; 1929, 271,520; 1930, 281,997 (1,996,000 bbl.); 1931, 288,260 (2,038,000 bbl.); 1932, 253,182 (approximately 1,790,000 bbl.). Mozambique The operations of Inyaminga Petroleum Ltd., which was engaged in drilling in the colony, have been suspended. Angola Drilling operations in this colony, conducted by Companhia de Petroleo de Angola under a concession from the Portuguese Government, were continued. A test well drilled at Cacoba, about 60 miles southeast of Luanda, to a depth of 5651 ft. was not a commercial producer. A second well was being drilled in the vicinity at the end of 1932. The data for diffusion in dilute binary alloys with the Solvents Ag, Cu, Ni, Fe. Al. and Pb hare been correlated as a function of atomic volume. Linear equations of the form: Q = b - a log V are obtained with constants "a" and "b" ciuirac-teristic of each solvent metal. In most cases. 3-d In recent years measurements of diffusion coefficients in solid binary alloys. using small concentrations of radioactive isotopes. have resulted in accumulation of highly reproducible data. Such and 4-d transition elements correlate on separate straight lines from those which serve to correlate the non/ransition elements. The data for the uon-transilion elements diffusing in silver and copper liave been fitted by least-squares analysis. It is concluded that the size and charge effects which determine the magnitude of the activation energy for diffusion are a function of atomic volume. systems represent the simplest possible examples of chemical diffusion since solute interaction effects can be neglected and Kirkendall-like phenomena do not occur. Generally it is found that thc diffusion rate of the solute is within an order of magnitude of the diffusion rate of the solvent. The differences have been attributed to the effect of size and to electrostatic interactions between the solute and solvent atoms.

WHEN reviewing the progress made in mining geology for the year 1953, one might say that not much has been accomplished and, indeed, in a subject such as economic geology not much progress should be expected in the 10 months of the year which elapsed before this article was prepared. This seeming lack of progress, however, disappears when the facts are investigated a bit. There undoubtedly are more economic geologists at work than ever before. It is probably not an exaggeration to say that more geologists are now employed by a single company in the Lake Superior district than were employed in the whole district 20 years ago. In most mining districts geologists are busy with numerous problems of production, development, and exploration and some give an occasional thought to the scientific problems of the science, or rather the art, of mining geology. In fact, this very intense activity of mining geologists is one reason why progress seems slow; they do not have time to write up results of investigations. There is also a great amount of work being done which is not released because of company policy. Conditions have improved very much in recent years but mining corporations, in general, have some distance to go before attaining par with the petroleum industry in this respect.

The conservation movement, initiated during the time of Gifford Pinchot and Theodore Roosevelt, has gradually taken hold of the popular imagination of the American people; and today, although it is little understood, it is an accepted doctrine. But the subject should not degenerate into cheap and misleading publicity. In the wise development and use of human and material resources lies the answer (Fig. 4). Conservation does not mean the parsimonious and misguided avarice of the miser, but the prudent and intelligent use of all types of resources, and the opening of a way for the use of those potentialities that lie just beyond the horizon and wait for man's constructive efforts to make them available. Conservation consists essentially in not emptying the pools of primary wealth before the minds of men, guided by ingenious research, have found ways to replenish them from sources as yet untapped. To advance successfully along this path, man should be guided by science and by a decent understanding of his obligations to his fellow man and particularly to his children and his children's children. Two pathways branch from this general road. One is the restraining of those spendthrifts who would throw away our national heritage for the sake of a cheap and irresponsible enjoyment of the present. THE idea of economical production is usually associated with large operations, tonnages, and mines, with even larger capital behind them. Nevertheless many small mines operate in the shadow of large competitors and make a good showing on the capital invested despite larger overhead expenses. For the purpose of this discussion I will divide the cost of production into classes, and specify opposite each the approximate percentage expended thereon: 1. Labor, including miners and company men; 60 to 75 per cent. 2: Development, including all necessary yardage, room turning, crosscuts, etc.; 7 to 12 per cent. 3. Deadwork, covering payment to miners for handling falls, drawslate, or faults, rock work, water, and in general, all nonproductive labor; 3 to 7 per cent. 4. Supplies: mine timbers, oil, brattice material, lumber, cement, and repairs to equipment; 2 to 6 per cent. 5. Expense: management, selling, office, taxes, etc.; 1 to 5 per cent. 6. Depreciation of coal reserves and royalties; 6 to 10 per cent. 7. Depreciation of equipment and interest on capital invested; 1 to 3 per cent. 8. Fuel; ½ to 1 ½ per cent. The labor cost for a small mine is relatively much lower than for a large mine, particularly the sum paid to company men. Idle-pay expense is cut to a minimum; the labor item being larger than all the others together, a saving in labor makes a decided showing on the total cost. The development charges in small and large mines are about the same. There should be a small showing on the Beadwork item in favor of the small mine. The unit cost for supplies is usually small in the small mine. The operator of the small mine finds, owing to a limited tonnage, that the expenses of management, selling, etc., are abnormally high.

Before the rather sudden economic downturn in recent months, shortages of materials were painfully felt throughout the US. The current recession has provided a temporary relief here and there-but energy fuels and a number of staples such as sugar are still in short supply. This is an unsolved and fundamental problem that will haunt us again as the economy turns up. There is an awareness that the nation faces a widening supply gap in many of its most basic materials-from asbestos to tungsten-as evidenced by recent studies and government reports, and by the Secretary of the Interior's annual warnings about the mounting seriousness of the problem.

From the cold Pacific waters in June rolls a blanket of white clouds that tucks up around the mountains at around 8000 or 9000 ft. This is the way it happens in southern Peru and so the mining operations and daily living at Toquepala have an ethereal quality not often encountered. Besides looking down on the clouds from the brightly sunlit mountain tops, one can discern the trace of a different era in the brown barren mountain slopes. This trace is like a delicate net laid over the surface of the earth-a criss-crossing of innumerable trails that are so omnipresent, yet faint, that the local people have long since ceased to notice them. It is difficult at first to ask about them because no one understands what you are talking about. It finally comes out though, that the markings are indeed trails, but fossil trails made by animals in times when they were in abundance in a countryside that was green in some bygone century. In a way Toquepala is still pristine, it is the way the engineers planned it-from the ground up. There are no additions or expansions- those tackings-on that spoil the symmetry of design while increasing the profit. This does not deny that annual production has gone up over the years. Daily mill throughput has been increased from 30,000 to 42,000 tpd. Initial design of the concentrator was for 30,000 tpd but in 1964-65 milling capacity was increased to 36,000 tpd at a cost of $3 million.

THIS subject is one that has attracted my attention for a good many years. All of us have had occa-sion to think of the waste that comes from the poor organization of our methods of finding mines and of looking after prospects. Probably all of us, in, examination work, have made a long and difficult journey to see some prospect, in a far country, or often in the mountains, have found the prospect one that never could be developed, and have learned for the first time that it had been previously examined by from two to six of our professional associates, who, each in turn, condemned the property as worthless. I know properties, as all of you do, that have been repeatedly examined by first-class engineers. Perhaps it would not be safe or wise to have an invariable rule that, each prospect should be entitled to only one examination by one engineer; and yet, it seems to me that somewhere there is a middle ground to take; it is hardly necessary that each little prospect should be examined so many times that the walls get greasy from the climbing of mining engineers, or the stopes get filled up with cigarette stumps. 'This mining engineering profession ought to have brains enough to find some way of making this unnecessary, and of making the benefit of an examination, in some cases at least, and in a much larger number of cases than at present, avail-able to the industry as a whole. If we would save the amount of money that is spent unnecessarily on reexamination of properties, and let that money flow into the actual development of )properties, I believe that, in the long run, we would be better off. Just how to do that is another problem. In 1916, while in London, Edgar Rickard and I attempted to do something of that kind. We started to organize a plan whereby mining engineers might, with the consent of their class, turn over to a central organization their reports on properties they had examined, whereby men who had occasion to look up these same properties might, on payment of a fee (which should go back to the original client, if you desire, or might be devoted to some other purpose for the benefit of the industry), have access to these earlier reports. We found, in the short time we considered this matter, that a good many British engineers, and a good many of the companies, were willing to consider this. In other words, they were willing to pool their information, as a matter of practical experience. We all know the enormous value of pooling information. I think it is a problem that may well be considered from the point of view of the industry as a whole, which the Society might attempt' to work out on a businesslike basis. Assuming, however, that it is possible to work out a plan whereby we get the minimum number of examina-tions that are necessary and we make some saving in money, we reach another stage-the problem of the examination itself.

Before attempting to describe the application of recently acquired knowledge to the classification of coal it will be as well to consider the objects at which a scientific classification should aim. Here one can not do better than to follow the example of Clarence Seyler,l by quoting from Huxley's "Classification of Animals:" "By the classification of any series of objects is meant the actual or ideal arrangement together of those which are like and the separation of those which are unlike, the purpose of the arrangement being to facilitate the operation of the mind in clearly conceiving and retaining in the memory the characters of the object in question. Thus there are as many classifications of any series of natural or other bodies as they have properties or relations to one another or to other things. But the statement of the characters of the class ... is something more than an arbitrary definition ... it expresses firstly, a generalization based on and constantly verified by very with experience; and, secondly, a belief arising out of that generalization—in other worda. the definition of the class is a statement of a law of correlation or coexistence . . . from which the most important conclusions are deducible." In that same sense writes John Stuart Mill, in the chapter on classification in his "Logic:" "The ends of scientific classification are best answered when the objects are formed into groups concerning which a greater number of general propositions can be made, and these properties more important, than could be made respectiug any other groups into which the same things could be distributed. The properties, therefore, according to which objects arc classified should, if possible, be those which are causes of many other properties, or, at any rate, which are sure marks of them." Now in the case of coal, the properties which have been used from time to time for classification purposes are the ultimate analysis, volatile matter, caking power, calorific power, burning properties, etc. Seyler has shown that there is a general law of correlation or coexistence between the ultimate composition and the other properties. THE Mining Section of The National Safety Council recently sent out a questionnaire to operators, regarding the class of rope used, specifications required or obtained, factors of safety observed, methods of fastening ropes, lubrication, inspection, and points observed when rope is to be discarded. The answers received from this questionnaire, largely from metal mines, give interesting information, from which recommendations for safety practice on hoisting ropes are drawn. DEPTH OF MINE The depth in the majority of cases noted is from 1000 ft. to 1500 ft. (304 to 457 m.) and records come from a number hoisting from depths of 2000 to 3000 ft. Hoisting is generally done in balance, with a few companies using counterweights. Seldom, more than two shifts are occupied in hoisting. A number of large operators limit the shift for engineers to 6 hr. A few of the larger operators have separate hoists for men and supplies, with a higher class rope for men. The range of loads varies from 7 to 17 tons and greater in a few cases, with a balanced weight of 4 to 7 tons.

SECONDARY fertilizer minerals include borax, gypsum and sulphur and such compounds as the sulphates of copper, magnesium, manganese and zinc; also the carbonate and oxide of magnesium. Potash, phosphates and nitrogen are generally considered to be primary fertilizer materials. The growing plant, under the average conditions of growth, is able to get from the soil the mineral elements required for the completion of its life cycle. The elements taken up are numerous and the vital functions of some of them yet remain to be determined. However, in the commercial growing of the plant (farming) something much more than the mere completion of a life cycle is required. There the maxi- mum possible growth of plant or yield of seed or fruit are the objective and for that objective the average soil is deficient in some elements, and additions from artificial sources are desirable. Commercial fertilizers (15,000,000 tons in 1946) are designed to supply those deficiencies. Long experience has taught that nitrogen, phosphorus, and potassium are the elements most apt to be required and in a greater degree, and to supply them is the-basic function of the fertilizer industry. Thus nitrogen, phosphate, and potash are designated as the major plant-food materials. But other mineral crop nutrients may likewise be deficient in varying degrees as determined by diagnostic techniques, soil tests, plant analysis and foliar symptoms,3 calling for their addition from artificial sources if maximum crop yields are to be obtained. Because used in lesser amounts and frequently in relatively minute amounts as compared with the major three, they are designated either as "minor elements," or, if used in larger amounts, as "secondary elements." Thus, included under the two designations, in alphabetical order, are: borax; copper sulphate; magnesium carbonate, oxide and sulphate; manganese sulphate, and zinc sulphate. Obviously, the sulphates of the metals copper, manganese, and zinc cannot be considered as "industrial rocks," but they are given brief mention for whatever interest may pertain there to.

THE Wisconsin zinc district, also known as the Upper Mississippi lead and zinc district, is an area of about 2500 sq. mi. in the southwestern portion of Wisconsin and adjacent parts of Illinois and Iowa. It includes Iowa, Grant and Lafayette counties in Wisconsin, Jo Davies County in Illinois, and an irregular strip of Clayton and Dubuque counties in Iowa, parallel to the Mississippi River. During periods of high metal prices mining has been quite active in this district, but recently the lower metal prices have caused many companies to suspend, so that at the present time there are only a small number of mines operating. The short life of these mines and the low mineral content of the zinc deposits limit the investment in development and equipment, and necessitates the operation of this equipment at maximum running time and maximum capacity. The tonnage of rock handled (locally termed dirt) is large in comparison with the tonnage of concentrate produced. Moreover, the zinc content of the concentrate is low, varying from 25 to 40 per cent zinc, and the value per ton is correspondingly low. The life of the mines varies greatly. An exception-ally good deposit may produce 2,000,000 tons of rock during a period of ten years, market value permitting, from which will be obtained 100,000 to 150,000 tons of concentrate. One property which might be con-sidered as fulfilling the requirements of a profitable operation was developed and equipped in 1925, oper-ated continuously for a period of two and a half years, produced 484,292 tons of rock, from which was obtained 37,659 tons of zinc concentrate, 34.4 per cent Zn, and 1155 tons of lead concentrate, 67 per cent Pb. During the war period prices of ore permitted the mining of lower grade ores than has been possible in the past few years. The maintaining of a higher grade mill-feed has resulted in reducing the size of stopes formerly carried in the old mines and confining the workings within narrower limits.

The different types of blowing-engines in use are so numerous that it would not he practicable to consider them all in this paper. I shall therefore only take up briefly a few well known types. The style of blowing-engine most largely used in this country is the vertical engine with air-cylinder above, cross-head between steam and air-cylinders, and two fly-wheels, each having a wrist-pin in its hub, or in one arm. This kind of engine can be built cheaply, takes up little room and is very accessible. Its disadvantages are that the cross-head is liable to break, and that putting the wrist-pins in the wheels tends to set up vibrations in them. It is likely that on the whole this type of engine will continue to be built quite ex tensively. The same general arrangement has also been used to some extent, but not widely, in horizontal engines. The Bethlehem Iron Company has some very fine blowing-engines of this type, except that they are compound, having the one steam-cylinder replaced by two, side by side. These engines are noticeable not only for the very excellent workmanship on them, but also on account of the weight of the pistons being carried by steam-pressnre applied in chambers in the lower side, the steam being supplied to these chambers through the hollow piston-rods. This arrangement, I believe, has always worked well. Another type of engine which has given good satisfaction is the vertical double-engine, having air-cylinders above, steam-cylinders below them, and cranks at bottom, the engines being coupled to cranks on the ends of the shaft, placed at right angles to each other, the shaft carrying the fly-wheel at its center. Engines of this type, except that they are arranged horizontally, are also used to a con siderable extent. These engines avoid the disadvantage of having wrist-pins in the fly-wheels, and also dispense with the long cross head with its attendant disadvantages. They give a very uniform pressure of blast, and are very convenient for starting. The vertical engines of this type, as compared with the horizontal, take up less

The environmental status of underground mining operations is critical to the health and safety of the miners; particularly in a large mine, the multitude of interacting parameters that can favorably or adversely affect the environmental status makes the manpower requirement of the routine checking of specific areas and conditions a formidable one. While the concept of environmental monitoring for miners has been considered for some time, until recently the availability of sensors to reliably measure the parameters of interest severely limited the utility of such systems. The status of sensors for mine use and the evaluation of environmental monitoring systems is reviewed.

Specifications for coal at the Grand Lake thermal electric station read in part: "Coal will be Rom Minto Bituminous (strip operation). Maximum lump 3x3x4 ft. Very corrosive, abrasive and when damp, sticky. Coal may consist of frozen lumps of coal, snow and ice." To maintain quality control it was necessary to develop an automatic sampling system capable of: 1) sampling from one 10-ton truckload every 1½ min; 2) permitting an operator to automatically take a sample from each truckload; 3) depositing the sample in a pre-selected container, one of a possible 10; and 4) performing the sampling operations in accordance with latest ASTM specifications for sampling coal with an ash content of 35%. This paper tells how these and other problems were resolved and describes the equipment used. The New Brunswick Electric Power Commission issued detailed specification No. 5351-5009 outlining the scope of work and general requirements for a mechanical coal handling system to be installed at the Commissions Grand Lake Generating Station. The thermal station is located at Newcastle Creek, some 40 miles east of Fredericton, N.B. Canada, on the shore of Grand Lake. This particular location is immediately adjacent to the Minto strip mining coal area of New Brunswick. Contained in the specifications, but not detailed specifically was an automatic coal sampling system. The system outlined, was to be designed and specified by the individual equipment tenderers. In conjunction with the Hardinge Co., the Barber-Greene Co. designed a sampling system which was contained in the general contract proposal. The system as designed originally, however, presented certain limitations to a continuous coal handling system and was ultimately changed. However, it was only through preliminary study and design that problems created by the specifications were determined, and these problems discussed and finally negotiated with the NBEPC engineering staff created the subsequent sampling system now being installed by Barber-Greene. It must be considered that where the original specifications did not detail the mechanical equipment, it was necessary to present a system which would correspond to the intent of specification and for which Barber-Greene would be responsible as to function, but remain in a competitive position with regard to the tender considered primarily on a price basis. The system now being installed, contains basically all the components which were detailed originally, with the exception of the holding bin arrangement, which was changed to allow a continuous operation of the entire coal handling system. SPECIFICATIONS The specifications covering the sampling system follow. 4.5 Sampler: An automatic sampling system shall be installed capable of sampling one-truck load of coal every 1½ min. When the coal is dumped into the receiving hopper, the operator shall push a button and the sampler shall automatically take a sample of that particular coal when it reaches the sampler. Then the sample taken shall be crushed and reduced in quantity to a workable sample and deposited in a pre-selected container, one of a possible ten. All samples and sampling operations shall be in accordance with the latest edition of ASTM designation 492 for sampling coal with an ash content of 35%. The coal for the initial sample shall have maximum sized lumps of about 3/4 in. and the final sample shall be adjustable from 2 to 5 lb per sample and capable of passing through a sieve with 1/8-in. diam openings. It should be noted that, because of the time delay between the time the sample is requested and when it is actually taken, the operator may call for one or two additional samples from different coal before the first sample is completely refined and in the final sample can. Coal is received from a number of different suppliers on the same day, therefore, the system shall be designed so that there is no possibility of mixing or contaminating the coal from the different suppliers. All coal rejected from the sample shall be returned to the main conveyor. A practical program of education for workers of the mining industries is being formulated by the Federal Board for Vocational Education in cooperation with the states in which this industry is a dominant one. The Federal Government last year passed a law, known as the Federal Vocational Education Act, that provides for the promotion of vocational education and for cooperation with the states in the promotion of such education in agriculture and trades and industries and in the preparation of teachers of vocational subjects. More than 1,000,000 men in the continental United States are employed in mines and quarries. The following table, from the 1910 Census Report, shows the relative importance of mining and manufacturing pursuits: Manfactures Mines and quaRRies Employees.......... 7,405,313 1,109,410 Capital............. $18,428,269,706 53,380,525,841 Value of product..... $20,672,051,870 $1,238,410,322 Of the more than 1,000,000 men employed in mining, almost three-fourths are engaged in the production of bituminous and anthracite coal; one-fifth, in the production of copper, iron, lead, zinc, and other metals; and the remainder in getting out structural and miscellaneous materials from quarries. The meeting of the needs of the coal-mining industry, therefore, is the problem of greatest importance in the point of numbers to be served. Moreover, the dangers in coal mining are greater than in metal mining. Practically all states have set up educational and technical standards for the position of foreman, boss, superintendent, etc., and every applicant for these positions must have a certificate of competency. The qualifications, too, are becoming increasingly difficult in the field of technical information. In some states, every miner must have a certificate, which is issued by the mine examining board only after an oral examination. In 1846 a bill was pending in Congress to reduce, or eliminate, the tariff on coal; the debate caused the same writer to visit the mines on the north side of the James River and to write a letter about them to the same paper.' Omitting the political arguments, his account follows: "July 13, 1846. "Early in the morning we rose, washed, combed, and ate a first-rate breakfast, and then went to the Tuckahoe, mined by Messrs. Sneed and Dietrock. Coal was first discovered here sixty years ago, and mined by Colonel Thomas Randolph, the proprietor of the land. They were worked by him for his smith-shops. Since which time they have been worked periodically, up to the war of 1812, when they were abandoned; and recommenced in 1837 under the management of Dr. W. T.- Scott. Subsequently a Company was formed called Tuckahoe Coal Mining Company, which purchased the whole track at a cost of $30,000. They commenced the sinking of a shaft and went as far as 412 feet, and then pitched the fat all into the fire by hauling off altogether in despair. In 1843 Major Sneed went to work at it, and succeeded. I may here remark that Major Sneed has been the pioneer in this business on the North side of the River, and has sunk more shafts than any other man who has pursued this vocation in Eastern Virginia. The difficulties and expense in sinking these shafts are sometimes immense. The coal on the outcrop or surface is not always a guide to where it may be found imbedded many hundred feet under earth and rock. "The Tuckahoe Pits are on the Eastern end of the coal field, within twelve hundred yards of the Canal, and about twelve miles from Richmond. They employ fifty hands and raise some three hundred thousand bushels of coal per year. It is highly bituminous and excellent for the manufacture of iron. The Tredegar and Belle Isle Rolling Mills are supplied with it. It must be good and of the right kind', or they would not use it. These pits are the only. ones on this side troubled-with gas-of course ventillation is necessary. There is not as much water in this Pit as I have found generally in many others, although they have extended their operations to a considerable distance under ground. I have observed in examining the coal mines, that, where they are sunk over four or five hundred feet, they are annoyed by gas, and where there is a less depth they are troubled with water. It is evident, therefore, that water, in the region of these coal fields, does not run through the earth to any extent, even five hundred feet deep, and the farther you go below that the greater the increase of gas. "We next visited William Cottrell's Pits, situated one mile and a half north of this. He employs some thirty hands, and raises from 4 to 500 bushels per day. "T. & R. Crouch's Pits are one hundred yards north of Cottrell's. This firm employ from 80 to 90 hands, and raise from 8 to 900 bushels per day. They are now
