THIRTY per cent of the mineral wealth of the United States is obtained from seven states: Arkansas, Kansas, Louisiana, Missouri, New Mexico, Oklahoma, and Texas. This area, which produced 84,727,156,000 worth of minerals in 1948, constitutes an almost complete economic unit in relation to mineral resources essential to industry. All of these states are producers of fuels and some of metallics, but in the field of important nonmetallic industrial minerals the picture is near perfection-a mineral any one of the seven states lacks, one of the others has in quantity.

IN discussing the problem of abnormal magnetic polarization, C. A. Heiland1? emphasized the unfortunate fact that our knowledge of the geological and physical conditions relating to such occurrences is very limited and that a more detailed insight into their physical causes would be extremely valuable for interpreting measured anomalies. He also pointed out that to arrive at quantitative physical formulas that would express the conditions that cause abnormal polarization many more occurrences of the kind would have to be recorded. The first part of this paper is a contribution to such descriptions.

I suppose you .have heard a great deal: about the so-called "rustling card? at the works of the Anaconda company. That is a very innocent sort of card, although the I. W. W. organization has made a great deal of noise about it. An applicant for a job is handed a blank on which he tells his nationality, his age, whether married or single, and the place of his last employment. The company then writes to the place where he says he was last employed to find out whether he is telling the truth; we do not ask the previous employer whether the man is blacklisted or has anything; against his record; but simply, "Was this man formerly in your employ?" A great hullabaloo has been made, about this practice by some of the men in Montana who are afraid, of their own records; but out of 53,000 applications for employment received by the Anaconda company since the employment bureau was formed, only 647 were rejected, which does

THE Maintenance Committee of the Coal Division of the American Institute of Mining and Metallurgical Engineers is presenting with this report the first of a series of cost comparisons which it plans to present to the Institute. The plan is to assemble maintenance cost on all equipment connected with mechanical operations at the face of coal mines, to arrange these costs by districts, to make comparisons between districts, and within districts. This particular report covers data with respect to mobile loading machines, including both "on-track" and "off-track" equipment. It is anticipated- in-fact, considerable data have already been accumulated-that next year complete maintenance costs by districts can be presented for complete loading units, including the various classes and combinations of on-track and off-track equipment. Data have also been collected with respect to some phases of maintenance methods and certain recommendations of the committee are included dealing with maintenance problems. In the assembly of these data more than 120 questionnaires were sent to operating companies through- out the United States. At the time the report was written 33 questionnaires had been returned with completed information and an additional group of companies had written that the information requested was not at present available but that they hoped to have such information available in the not far distant future. (written discussion?).-Since the Lehigh Valley accident, transverse fissures have become a source of constant anxiety to railroad officials, because such defects, only infrequently detected by the trackmen, may appear under a moving train entirely without warning. The number of actual accidents resulting from rails containing fissures is no doubt a small proportion of the total, but the serious losses that have been directly attributable to fissures, coupled with the continual possibility of repetition, creates an alarming situation which demands a full investigation of the cause of fissures; apart from other types of rail failures. Mr. Howard's position gives him a field for action and an opportunity for laboratory examination and research that are unsurpassed, and the results. of his investigations must be received with the utmost attention and respect. His admirable paper, summarizing his previously published studies and analyses of the transverse fissure problem, constitutes a convincing treatment of the subject chiefly from the standpoint of stress and strain to which rails are subjected. The intricacies of the problem are so great that seemingly any theory advanced for the cause of fissures may be attacked from some angle; and although Mr. Howard's deductions are logical in the direction followed, it is apparently necessary for considerable work to be done along other lines before his theories can be fully accepted. It is generally conceded that fissures, whether fundamentally clue to fatigue or something else, are of a progressive character, their ultimate size' being the result of growth from an originating nucleus or point of rupture. Abundant proof of this lies in the variable sizes of the fissures found, and there can be no doubt that their development or growth is the result of the strains to which rails are subjected in the track. UNTIL recently little attention has been paid to the effect of particle size on flotation. This has been especially true of material finer than 200 mesh.1 Particles of different sizes must behave differently in a flotation circuit; increased information along this line would be of practical use as well as of theoretical interest. The object of this study has been to determine what effect particle size has on floatability. The problem has been approached in two ways. One method consisted in a study of samples of the final products of several mills. These samples were sized and each size-product was analyzed for its important constituents. Bakelite briquettes2 of some of the products were made and studied under the microscope. This investigation is being continued, with particular reference to quantitative microscopic analysis of intermediate products of flotation plants. M In the other method of study, mixtures of pure minerals were ground to different degrees of fineness and floated. The products were then sized and analyzed. A study of the behavior of mixtures of pure sized minerals would have been illuminating, but after trial it was considered impractical on account of the tediousness of the large amount of elutriation required and the fact that the mineral particles would oxidize while being sized, preparatory to flotation. Broadly speaking, the following conclusions have been reached: 1. Results obtained by the two methods of study are in agreement. 2. The usual notion about the relative ease of flotation of very fine particles does not agree with the facts: 3. There is a time sequence of flotation with regard to particle size, the medium coarse particles floating first. 4. No successful method of floating extremely fine pulps has been found. 5. Recovery is optimum in a certain well-defined size range. 6. Selection is optimum in another well-defined size range.

Iron and steel slag represent man's most successful attempt to date to profitably utilize a solid waste. Its consumption represents a solution to a solid waste problem and also represents tonnage of natural aggregates that will not have to be mined with concomitant disturbance of the land. Slag has been produced as long as iron has been made; but until a little more than 50 years ago, it was mostly a waste product to be disposed of with as little effort and cost as possible. Huge piles of waste slag were generated over the years of iron and steelmaking. Sporadic use was found for small amounts starting with slag (from Catalan forges) used for road bases by the Roman Empire. The first recorded sustained commercial use was, as is often the case in man's history, for making war. Some profit- conscious munitions maker in the 16th century realized that he could make cannon balls of slag instead of the more precious iron. Other small-volume uses gradually developed: cast building blocks, slag-lime mortars and cements, slag wool, ballast, road base, and, finally, in concrete. But it was not until after World War II that the true potential of blast-furnace slag as a construction aggregate was really recognized. Now nearly all blast-furnace slag produced is used, and much of the earlier stock- piles in the U. S. have been reduced or entirely consumed. Steel slag for aggregate use has been in commerce for only the past 10 years, and use has increased rapidly (10-50% per year) during the past 5 years as blast-furnace slag supplies became depleted. However, much remains to be accomplished in determining character and optimum conditions of use for various types of steel slags before such slags will realize their full use potential. Although slag represents only 2% of construction aggregate materials used in the U.S., its production involves certain features that make its production record far more important than national tonnage figures would indicate. Its source is in iron and steel production and concomitantly slag availability is restricted to those areas where iron or steel is produced. In such areas, it often represents one of the principal aggregates marketed and, because of special properties that make slag a selected aggregate for certain uses, the tonnage imbalance may be overcome by the importance of its contribution to quality or special characteristics of end products. The location and number (Fig. 1) of slag plants handling this annual production is governed by the geographic makeup of the iron producing industry. Prior to the period marked by World War 11, most blast furnaces were in the Great Lakes area-Pittsburgh, Cleveland, Chicago, Gary, Buffalo, Detroit, Youngstown, and Toledo, with exceptions at Baltimore, Bethlehem, and Birmingham. Since that time, iron and steel facilities have been established in Texas, Utah, and California. Today 85 slag plants in 15 states provide employment for almost 2000 persons. The slag plants also recover almost 4 million tons of slag-encrusted iron each year for return to the blast furnaces. Much of the success in developing uses for slag can be attributed to the efforts of the National Slag Association founded in 1918. Since then, it has conducted numerous field and laboratory investigations to demonstrate the properties and uses for slag and slag products. These investigations have resulted in total recognition of blast-furnace slag as a construction material of consequence. In order for fiber composite materials to find extensive use in structures, it is necessary to develop techniques for joining these materials. Riveting and adhesive bonding are two possible techniques which have been investigated although the former is less desirable because the low shear strength of most matrices makes this type of joint subject to bearing failure. Welding is an effective means of joining, especially for high-temperature applications where ad-hesives are weak; however, there are significant limitations placed on welding composite materials. The commonly used fusion welding techniques will find less use for joining composites because the two phases are often unable to stand exposure to such a stringent environment. In the case of eutectic composites, fusion welding will completely destroy the controlled microstructure. Solid-state techniques such as diffusion bonding offer potential success with certain design requirements placed on such joints. Since the primary mechanism of load transfer from matrix to fiber is shear parallel to the fibers, little load can be transferred across a butt-welded interface perpendicular to the aligned fibers. Successful joint designs must have a component parallel to the fibers to allow a shear area for load transfer. Configurations such as lap and scarf welds are likely to be successful. This note describes some results of experiments with diffusion-bonded joints in A13Ni whisker-reinforced aluminum. The composite material, prepared by unidirectional solidification of the A1-A13Ni eutectic, is described elsewhere.'-' It consists of aligned micron size whiskers in a matrix of aluminum. Precipitation of cementite plates from carbon-rich austenite gives rise to localized formation of martensite in the matrix next to the precipitate upon quenching. The growth of this martensite is urmsually restricted. A distinct lattice relationship is found between this martensite and the cementite phase. It is concluded that the martensite is nacleated in the region of lowest carbon concentration at the austenite-cementite integace, with low-energy matching to the cementite lattice. The restriction of the growth of the martensite phase to the vicinity of the cementite plates can be explained by misfit in the austenite -martensite glissile interface and the uphill carbon gradient in the austenite. The investigation was carried out by light- and electron-microscopy and by electron-diffraction of thin foils. THE precipitation of cementite from carbon-rich austenite gives rise to a localized formation of martensite in the matrix next to the precipitate upon quenching. This behavior has been described previously by A. B. Greninger and A. R. Troiano1 for a 1.78 pct C steel ("pseudomorphic martensite"), and by A. Hultgren2 for a Fe-0.99 pct C—5.20 pct Mn steel. By measuring the axial ratio of the martensite phase,' it was found that the carbon content of this martensite was lower than that of the martensite which formed without prior partial transformation to cementite. Therefore, it was concluded that lowering of the carbon concentration in the matrix next to the precipitate raised the M, temperature locally and thus led to nucleation of martensite at the ce-mentite-austenite interface. However, the restriction of the growth of the martensite phase to the vicinity of the cementite plates cannot be explained by localized carbon impoverishment alone. Under ordinary conditions a martensite plate which has been nucleated in a favorable site can continue to grow until it encounters a physical barrier, or until it encounters a compositional barrier in the matrix, where the total free-energy change for the reaction is not negative, since it has been shown by numerous experiments that the activation energy for growth of ordinary martensite is virtually zero.' An investigation was conducted by transmission electron microscopy and electron diffraction to study this extraordinary martensite. It was expected that crystallographic in addition to compo- sitional conditions caused this abnormal mode of martensite formation. MATERIAL AND PROCEDURE An Fe-C-Mn alloy containing 1.15 pct C and 5.1 pct Mn was used for most of the experiments. For metallographic work, specimens 15 by 15 by 3 mm were used. For preparation of thin films, the initial specimen size was 15 by 15 by 0.7 mm. The heat treatment of each specimen consisted of austenitizing for 1/2hr at 1100'~ in an argon atmosphere, subsequent isothermal holding in a lead bath at one of a series of different temperatures, and, finally, quenching into brine at room temperature. For metallographic examination, the specimens were mounted in bakelite (slight tempering effects resulted from the heat in the mounting press) ground, polished, and etched in nital. Thin films for transmission electron microscopy and electron diffraction were obtained by grinding the specimens to approximately 0.2 mm thickness and subsequent electrolytical thinning. The orientation relationships were evaluated from sets of electron micrographs and selected-area electron diffraction patterns of single units of the transformation products and the adjacent matrix. In his highly interesting paper, Piping and Segregation in Steel Ingots,' Prof. Howe emphasizes the effect of successive phases of internal pressure in the ingot in the evolution of gas, and the consequent formation of blow-holes. From his statements in other places, it may be inferred that he does not here intend to ignore the other variable factor, temperature, but rather to discuss this one more particularly. At all events, it is my purpose not to engage in controversy with Prof. Howe, but, rather to contribute, towards the complete elucidation of this important subject which we all desire, my own views and experience. If, in doing so, I specially emphasize other factors than pressure, I need not be understood as denying what I do not think it necessary to discuss fully. Nor, in presenting my own original conclusions, need I be understood as claiming to be the first who ever reached or announced them. Many things are asserted or suggested upon inconclusive evidence; and to confirm such tentative propositions may be as valuable a service as to overthrow them. In the following passage, Prof. Howe adduces analogies, based upon the behavior of charcoal and of water, respectively, which seem to me questionable : "In general, the solvent power falls as the pressure falls ; and in general it rises as the temperature falls. Thus, to heat a solid, for instance charcoal, may expel part of its dissolved gas ; and a tumbler of water drawn cold from the faucet gradually evolves gas, as it stands and warms up on the sideboard." (p. 72.) Charcoal is a solid body, which has the property not only of absorbing gases in large quantities, but also of expelling the thus absorbed gases upon heating. OUTSTANDING symbol of the machine age, the steam shovel needs no introduction. Few individuals there are, in the United States at least, that have not watched with fascination the almost human motion, the more than human strength, the rhythm of the whole steam-shovel cycle of crowding, digging, swinging, dumping, swinging, and crowding again. A mass of steel with some copper and other metals, fed with water and coal, guided by a single alert and dexterous operator, or perhaps two, does the work that would require 50 to 500 men or even more. The largest shovels working in the copper mines have loaded into waiting railway cars as much as 10,000 tons of ore in a single 8-hour shift. With no equipment but hand shovels, it would, in fact, be impossible to duplicate the work with any number of men; first, because they would be in each other's way, and second, because the steam shovel can lift single pieces of rock weighing 5 or 10 tons with effortless ease. Of recent years, internal-combustion engines and electric motors have displaced steam as a motive power in many instances; and of course the detailed design of the shovels has been improved immensely. Whereas the largest dippers used 30 years ago had a capacity of 3 ½ to 4 cu. yd., today the 350-ton shovel used at Chino has an 8-yd. dipper, as has the 320-ton shovel at Chuquicamata. Incidentally, for stripping at coal mines a shovel having an 18-yd. dipper is in use. However, the principle of operation of the modern shovel, regardless of the size and type of motive power, is essentially the same as that of the earlier shovels. It is fair to say that the indispensable of open-cut mining is the steam shovel, or, to be more precise, if perhaps less picturesque, the power shovel. This paper deals with the application of froth flotation techniques to the beneficiation of kaolin clay and phosphate slimes, two very fine particle sized materials. The kaolin problem involves the removal of a small amount of a contaminating mineral (anatase), while the phosphate problem involves the concentration and recovery of a much larger percentage of apatite. Due to these differences, and also different response to flotation, the two problems are discussed in separate parts of the article. An idea of what is meant by "Ultrafine Minerals Or Slimes" as used in the title can be had by an examination of Fig. 1. Particle size distributions are presented for a crude kaolin clay, a coarse fraction and a fine fraction. The crude kaolin as mined was blunged with water, degritted through a 325-mesh Tyler screen, and dispersed with sodium silicate. The dispersed crude was then centrifuged in the laboratory into the coarse and fine fractions shown in the figure. The distribution curves were obtained by the well known sedimentation technique of Casa-grande1 using a long arm centrifuge to obtain equiva- lent spherical diameters down to 0.2 p on the finer fraction. Fig. 1 shows the coarse fraction kaolin to be 50% finer than 3 p, while the crude kaolin is 509 f'lner than 1.4 p, and the fine fraction 50% finer than 0.46~. For comparison 53 p on the horizontal scale would represent Stokesian diameters which would just pass a 325-mesh Tyler screen, taking into consideration the Andreasen sieve correction factor of 1.22 times the screen opening. 2 Another helpful comparison is the surface areas, which in square meters per gram, are 0.044 for 53 p particles, 0.77 for 3p, 1.65 for 1.4 p and 5.0 for 0.46 p particles. Fig. 2 is an electron micrograph of a similar fine fraction kaolin showing the hexagonal plate-like particle shapes.

IN the United States, fully 98 per cent. of the anthracite and bituminous coal tonnage obtained from underground operations is mined by the room-and-pillar system. Under this system, the total cost of the coal f. o. b. railroad cars contains as its greatest single item the money paid for "labor." Each labor dollar in an. average bituminous mine may be subdivided into 85 c. paid for work done inbye the gathering turnouts (including all work at the face), and 15 c. outbye that point (including all work in and under the tipple). In an average anthracite mine, the corresponding figures are 70 c. and 30 c., the larger breaker force accounting mainly for the difference between these and the bituminous figures. The next largest single item after "labor" is usually "supplies and power;" and a division of this item inbye and outbye the gathering turnouts shows somewhat the same relative proportions as has been noted under the case of "labor". During the past 10 years, the chief advances made in the coal industry have been to obtain economies through complete mechanization covering that portion of the work which lies outbye the gathering turnouts. These results have been accomplished by applying scientific principles to railroad yard layout, to cleaning and sizing machinery, to dumping facilities, to roller-bearing haulage equipment, and to heavy-rail, well-ballasted trackage. But these improvements, while gratifying in their resulting economies, apply only to 15 to 30 per cent. of the important cost items. Obviously, then, the big problem before the engineers of the coal industry today has to do with the methods of mining and the layout inbye the gathering turnouts. Four years ago, Weston Dodson & Co., Inc., determined to have an exhaustive study made of the conditions which must be met in order to gain complete face mechanization, and in order that such a mining layout would be based on, correct underlying principles. The result of that study, which was made by the writer, led to the adoption of a method of longwall mining wherein the. roof is worked on the caving system and is supported as an overhang along the face by steel jacks.

DATA concerning the actual net energy required for pulverizing coal are lacking from the literature on coal pulverization. Power data given in the literature concern gross power and frequently include the power expended on the air blast or product-conveyor system, as well as power lost through friction in the pulverizer itself. Consequently, such data supply no information regarding the net energy consumed in pulverizing or the relative grinding resistance of various coals. In the study of coal pulverizing much work has been done on what is known as "grindability-index numbers," but grindability tests have seldom considered the energy input (that is, the "cause" part of the system "cause and effect"). There are many records of the effect, but even these have questionable value because the "grindability" tests did not make a pulverized product by a method comparable with commercial pulverizers. In many of the tests, only a selected part of the coal was ground, and the remainder continued to be an unknown factor. Furthermore, none of the grindability tests provide the balanced circulating load common to all modern commercial pulverizing. In order to obtain better understanding of the fundamental principles of coal pulverizing, the Bureau of Mines is investigating the "cause" phase; that is, the net energy input or net power excluding friction between the moving parts of the machine. As a first step in the investigation, it was necessary to design and construct a laboratory machine in which no friction-loss corrections are involved, which could grind and finish a minus-3/4 -inch feed, which could be emptied rapidly and completely, which could operate with a continuous feed and finish in an air separator; and, most essential of all, which would be equipped with a measuring device for recording only that portion of the total power consumed in actual pulverizing, hereafter referred to as "net energy input" or "net horse-powerhours." The channel-roller pulverizer here-inafter described is believed to meet these requirements. HISTORY OF THE MACHINE The work started when Ralph W. Smith, engineer, St. Genevieve Lime Co., St. Genevieve, Mo., was appointed one of the consultants of the Bureau of Mines, United States Department of the Interior, in cooperation with the University of Alabama, to develop a machine for testing the abrasiveness of coal. Smith had already developed a machine for testing the abrasiveness of dentifrices,1 and it was thought the same principles might be applied to coal. Furthermore, none of the grindability tests provide the balanced circulating load common to all modern commercial pulverizing. In order to obtain better understanding of the fundamental principles of coal pulvcrizing, the Bureau of Mines is investigating the "cause" phase; that is, the net energy input or net power excluding friction between the moving parts of the machine. As a first step in the investigation,it was necessary to design and construct a laboratory machine in which no friction-loss corrections are involved, which could grind and finish a minus-¾-inch feed, which could be emptied rapidly and completely, which could operate with a continuous feed and finish in an air separator; and, most essential of all, which would be equipped with a measuring device for recording only that portion of the total power consumed in actual pulverizing, hereafter referred to as "net energy input" or "net horsepower-hours." The channel-roller pulverizer hereinafter described is believed to meet these requirements. History oF the Machine The, work started when Ralph W. smith, engineer, St. Genevieve Lime Co., St. Cenevieve, Mo., was appointed one of the consultants of the Bureau of Mines, United States Department of the Interior, in cooperation with the University of Alabama, to develop a machine for testing the abrasiveness of coal. Smith had already developed a machine for testing the abrasive-ness of dentifrices,1 and it was thought the same principles might be applied to coal, Smith's machine had a revolving disk with an annular channel in which the sample was placed. LATEST estimates of Russian steel production for 1951 give rise to the belief that on at least one vital front, the Western bloc of nations has maintained a definite advantage. On the surface, we are outproducing the Eastern bloc by more than twice. The United Nations Economic Commission for Europe estimates Russian output at 31.30 million tons, a 15 pct increase over the previous year. Production for the entire Iron Curtain is figured at 40.93 million tons. Western Europe alone produced 17 pct. more steel during the same period. The figures are misleading in one sense. We have no precise idea of how much steel is being used for arms. The Western nations are still expending much of their production for consumer goods, and you cant throw washing machines in a shooting war. It is significant to note that Russian production is well, beyond estimates made by world authorities prior to the current international situation. INTERIOR Secretary Oscar L. Chapman warns that the United States must make use of the resources of other nations or face mineral impoverishment once the time of struggle is over. He pointed out that the present struggle between two ideologies can leave the United States in such a state as to preclude anything but political' victory-with an accomp anying economic loss that will be irreparable. Chapman scored the attitude whereby conservation programs are looked upon as a luxury, pointing out that the nation faces an ever increasing need for action on that front. He also announced that the Bureau of Mines doubled its facilities for producing pure zirconium during 1950-51 at the request of the Atomic Energy Commission. Zirconium may be an important structural metal for atomic power devices. The Interior Secretary also said that the AEC has provided the Bureau with funds for the study of radioactive minerals and to help test and evaluate about 9000 ore samples believed to contain uranium.

THE boiler from which these stay-bolts have just been obtained was that of the locomotive Catasauqua, Lehigh Valley Railroad, built at the company's shops, South Easton, Pa., in 1864. The iron is Lowmoor, and has been in use nearly ten years. The stay-bolts have become highly crystallized from some cause, and are very brittle, only requiring three blows of an ordinary machinist's hammer to break them. On the other hand, when annealed they are remarkably tough, as shown by the doubled sample. The majority of the broken bolts were found to be along the curve of the shell from a to c, Fig. 6. All of them were broken just inside the shell, and in no case next the fire-box. The fractures seen to have been of slow procedure, beginning at the top of the bolt, gradually working deeper and deeper until the pressure of steam overcame the tenacity of the remaining parts. Unequal contraction and expansion of the parts of the boiler seems in this case to be the only existing cause for a fracture. We cannot, from the data obtained, prove to an absolute certainty the manner in which the combined forces generated by the unequal contraction and expansion of the parts have arrived at their resultant work ; but we can, from these data and from existing circumstances, arrive at what seems to be a fair supposition, and thus at least anticipate the truth. The contraction and expansion in locomotive boilers has a large range between its extremes, and is very variable, both with reference to time and to their component parts. The shell and fire-box do not, perhaps, at any time, contract and expand at the same rate, nor proportionally ; but, on the contrary, owing to the great changes in temperature that take place both in the atmosphere around the shell, and in the fire in the fire-box, their condition is often changed suddenly, and widely from that which they just previously had. This racking tendency produces strains in the different parts, and it is fair to suppose that the continual motion of the two
