WHEN a new mine is opened, and often when an operating mine must adapt itself to physical or economic changes, a mining system must be selected in complete detail. In the past the plan chosen was usually the product of the local staff alone, however limited the training and experi-ence of that staff might be, which often resulted in the introduction of methods that were familiar to the staff, but not so well suited to the con-ditions as others unknown to the local men. A new management, noting the difficulties with the existing layout, might make modifications or complete changes, so that many mines in their history have seen a whole series of mining systems, each somewhat laboriously grafted on to its predecessor. This should not be interpreted as a condemnation of the older staffs for sticking to the tried systems, such as open square-sets in the early days at the Homestake, because they knew it would work after a fashion, nor does the statement apply to the technically trained, and usually broadly experienced staffs of most present-day properties. The older miners did not have the variety of tools and methods, nor the present freedom of transfer of information as to what the other man is doing, and so did the best they could under the circumstances. Finally, the higher grade of the ores made the choice less vital. The ever-increasing need to mine low-grade orebodies, with a fixed or even lower price for the metal produced, has caused an increasing need for low-cost mining. In most new mines this has simplified the problem of selection by eliminating from consideration all of the high-cost systems, but it has also complicated the choice by the necessity for refinement in detail and a close adjustment of the plan selected to all the conditions at the property. In these low-cost problems any textbook division of mining systems as applied to "beds, veins or masses" avails little as a guide. It should be realized at the outset that to' be successful under modern competitive conditions a system of mining must be worked out with elaborate detail, with careful time scheduling and control of the various elemental operations, and that after it is introduced it must be run with a large amount of technical direction.

Three types of commercially-available dust suppressants, commonly used in the surface mining industry to control fugitive particulate emissions from unpaved roads, were tested in the laboratory for cohesive strength and resistance to reduced effectiveness by large water addi¬tions. Results indicate that each product tested varies in cohesive strength with a range of 34-300 kPa (5-44 psi). Total cohesive strength depends on the aggregate moisture content and the means by which the sample is dried. Results show that laboratory testing can be used as a decision¬making tool concerning the type of dust suppressant for a particular mining operation. Also, the road surface aggre¬gate moisture content u critical to successful dust suppres¬sant performance. Large water additions to the aggregate road surface after initial suppressant application can pro¬duce nondesirable results. A modified wet sieving analysis is presented to test the effect of water addition.

THE changes that have occurred in metal mining in the past 75 years include almost everything that we know about modern mining. It is true that in odd corners of the world mining is still carried on as it was before that period, but in the United States such instances are rare. Everything has changed to some extent. Even picks and shovels have changed in design and materials. At the beginning of this period steam power had been used for pumping and hoisting for nearly 75 years, but almost every other operation underground was performed by manpower. Although mining was carried on in a small way east of the Appalachian Mountains before the Revolution, and continued thereafter on an increasing scale for more than 100 years, it was not until the discovery of the iron and copper deposits in Michigan and Minnesota and the opening of the mineral areas of the West after the building of the transcontinental railroads that the real development of modern metal mining began. In the same period many problems of deep mining in South Africa were solved by new techniques in shaft sinking and hoisting. Before this time knowledge of mining and skill in its performance were handed down from father to son by the apprentice system, and the son learned to do things in the way his father and grandfather had done them. Recent experimental work has demonstrated (1)2 that ammonia and oxides of nitrogen are formed during the aging of smokeless powder. This is significant in connection with the problem of "season cracking," or stress corrosion of brass cartridge cases in view of other work(1) indicating that stressed and "stress- relieved" cases stored with small quantities of added ammonium nitrate crack on firing. The deterioration of stressed brass by ammonia has been known for some time(z) and it appears therefore that stress- corrosion cracking of brass cartridge cases is intimately associated with the so-called "powder volatiles," ammonia and oxides of nitrogen, both of which are decomposition products of smokeless powder. Working on the hypothesis that any barrier which prevents the powder volatiles from reaching the brass surface will reduce the incidence of stress-corrosion cracking, it was considered desirable to investigate the use of organic resin films to accomplish this purpose. The possibility of formation of ammonia within the nitrocellulose powder charge and by reduction of nitrogen oxides on the surface of the brass case requires that the barrier film be resistant both to ammonia and oxides of nitrogen. Although enormous tonnages of sulfide lead and lead-silver ores are treated by flotation, the products of flotation mills treating oxidized ores of lead and silver are almost negligible. However, each year there is a slight tonnage increase, and it is possible, should a sizeable oxidized lead ore tonnage be developed, the field will become an important one. In 1918, the Shattuck-Arizona Copper Co. erected a plant at Warren, Ariz., for the treatment of oxidized gold-silver-lead ores. Glenn L. Allen worked out the metallurgy for this plant, employing tabling, followed by flotation concentration. The Shattuck-Denn Mining Co., successors to the Shattuck-Arizona Co., now employs straight flotation in the same mill, treating about 200 tons daily. In 1922, the San Diego mill of the American Smelting & Refining Co., in the Parral district, Chihuahua, Mexico, started operating a 600-ton mill on a mixed sulfide-oxide gold-silver-lead ore. Tables and flotation are used here, and about 200 tons of oxidized slime treated by flotation. In 1923, the Eureka Holly Mining Co. started operating a 90-ton mill at Eureka, Nev., using tables and flotation, on an oxidized lead-silver ore. In 1924, the American Smelting & Refining Co, started a 250-ton mill in northern Peru, to treat a high-grade oxidized gold-silver ore with very low lead values. In 1924, the Grand Central Mining Co. started a 200-ton flotation mill on old oxidized gold-silver-lead tailings at Fairbank, Ariz. In 1926, the Compania Internacional Minera, a subsidiary of the Union Corporation of London, started a 250-ton flotation mill on oxidized lead-silver ores, and during April of this year, the Phelps-Dodge Corpn. will probably start a 250-ton mill at Warren, Ariz., on oxidized lead-silver ores, similar to those being treated in the Shattuck-Denn mill. Methods All of these mills use sodium sulfide for filming the oxide minerals, with the possible exception of the North Peru mill, and all use oily reagents. The total tonnage of strictly oxidized lead-silver ores concentrated by flotation is probably less than 2500 tons daily. The following figures give the various types of ores being treated:

The experience of the past five years has furnished opportunities to study and to partially explain the operation and some of the causes of the short blast of Warwick Furnace at Pottstown, Pennsylvania, as described in the paper read at the Lake Superior Meeting, in August, 1880.* The many inquiries concerning the details of furnace operation which followed the publication of the paper, and the expressed desire of furnace managers to be informed as to future operations of this plant, have encouraged the preparation of the following data. To make the record continuous, and add to the value of both contributions, the present paper commences where the review of a short blast of Warwick Furnace ended, and includes the data of another short blast of two months, and a subsequent continuous campaign of nearly five years, which, by comparison, we shall designate as "the long blast." Frequent visits to the plant in the five years, during which its operation could be studied, and correspondence with the manager, Mr. Edgar S. Cook, have given a knowledge as to general features and details, and the courtesy of the officers of the Company which has given free access to the books of record permits the presentation of data which it is believed will be welcomed by furnace managers. Interest will undoubtedly be increased by the remarkable results which Mr. Cook has achieved chiefly with anthracite coal in a furnace whose details of construction will scarcely be generally admitted as embodying advanced ideas, its height being but 55 feet, with a bosh diameter of 15 feet 6 inches, its bosh-slope comparatively flat, its crucible smaller than the average, and the heat of the blast never reaching 1000' Fahrenheit. At present writing the credit of the best anthracite blast-furnace practice recorded in our Transactions is conceded to be that pursued by Mr. Fackenthal, at the Durham furnace, and Mr. Cook, at War-

Chromite, the only ore of chromium, occurs almost exclusively in mafic-ultramafic rocks and their weathering products. However, not all kinds of mafic-ultramafic rocks are favorable hosts for possible low-grade chromite deposits. For instance, chromium-bearing basalts are not favorable because they commonly contain <0.3% Cr203, and chromite is almost always less than 50 mp in diameter, if it is present at all. Chromite-bearing ultramafic rocks in stratiform and alpine complexes tend to be either ore grade (>25% chromite) or very low grade (<2% chromite); intermediate rocks are scarce. In most complexes, large tonnages exist only in the <2% chromite rocks and the composition of the chromite in those rocks may be unsuitable for metallurgical use. Some nickel laterite districts contain more than lo8 tons of material with 2.0 to 5.5% Cr203, and hence, chromium could be a byproduct of nickel in some laterite districts. Recently, Messrs, Mills and Wells1 published a thorough chemical study of the waters associated with oil in parts of the Pennsylvania, Ohio, and West Virginia region. Many of their conclusions are of general application and the writer wishes to discuss some of these. Messrs. Mills and Wells show that the composition of the deep brines oi the Appalachian fields is such as would be produced by the evaporation of sea water and the precipitation of sodium chloride, combined with reactions with hydrocarbons and other substances. The brines are altered, also, by considerable mixing with meteoric water. They give good reasons for believing that the concentration of the brines was produced by evaporation in the rock pores induced by migrating gas, much of which probably escaped to the surface of the ground. This hypothesis was considered by the writer in a former paperJ2 in which main stress was laid on a second hypothesis, that the excess of chlorine in the deep brines may have been due to the entrance of solutions rich in magnesium and calcium chloride which ascended from a deep, possibly intratellurie, source. Messrs. Mills and Wells present good arguments for the first hypothesis. Underground evaporation by ascending gases probably will be accepted as the best available explanation of the concentration and composition of deep well waters. They have not considered the possibility that salt waters in deep sands may be concentrated by the diffusion of water vapor through gas into shale. The writer has given reasons3 for believing that capillary forces concentrate gas and oil in the larger openings of rock, such as the pores of sandstones embedded in shale. The gas underground must be nearly saturated with water vapor at all times, because it always is in contact with the interstitial water of enclosing shales and of the sandstone. In 1827, chromite was discovered near Baltimore by Isaac Tyson, Jr., who initiated the mining of chrome ore an:! later (1845) .the manufacture of chromium compounds in this country. From 1828 to about 1860 the United States, supplanting Russia, supplied chromite for most of the world. Chrome deposits were found also in California, and the Tyson Company shipped ore to Philadelphia by way of Cape Horn. In 1848, J. Lawrence Smith, an American in the employ of the Porte, discovered large bodies of chromite in Asia Minor. They were developed in 1865 and became the chief source of the world&apos;s supply for a number of years. The discovery of the large high-grade bodies in New Caledonia, and later in Rhodesia, with other foreign sources, gives at present an abundant supply for all demands. For a number of years before the great war, the United States produced only a few hundred tons of chromite annually, for local use, but during the war the demand for domestic ore resulted in a production of more than 82,000 long tons of crude ore in 1918, and it was demonstrated that the United States has reserve deposits equal to a war demand of several years&apos; duration. Now that the war is over, the country is conserving its domestic supplies by employing higher-grade but cheaper ore from foreign countries. The gold, silver, copper alloys have been the subject of several fairly complete investigations by Janecke, Sterner-Rainer&apos; and others, and indeed it would seem as if almost too much labor had been expended on them when one thinks of the numerous other ternary alloys calling for more light; however, the combinations of the three metals are actually so widely used in jewelry that they merit perhaps the work done on them. There are a few properties of importance and interest not treated by the authors mentioned which the writer investigated some little time ago, and therefore he has ventured to put on record the results of some of his tests made at that time. He has chosen, as being the two series of most importance to the jeweler, only the 14 and 18-kt. golds, so the subjcct is by no means so inclusive as that previously treated. As statecl, this paper is merely a record of tests made in a practical manner on two itucbful series of alloys, and is not at all a critical study of their properties. 14-Karat Alloys These alloys are important because they arc the most generally II,<(S(I in 14-kt, jewelry; by changing thc proportions of silvcbr and copper Iliero are obtained all shades of color from the green of the alloy contiainng gold and silver but no copper, to the red of the alloy containing gold ;,, copper but no silver. W ho holds title to the continental shelf? As submarine mineral ventures move out into deeper and deeper waters, the dispute over this question is bubbling up with greater and greater urgency. Basically, the forces of disagreement are lined up on two fronts--one nationalist and the other internationalist. The nationalists, or "broad shelf" proponents, view the shelf as a geologic extension of the coastal nations and therefore subject to the sovereignty of these nations. The internationalists or "narrow shelf" proponents, seek to circumscribe the jurisdiction of the coastal nations by a topographic line beyond which all rights would be reserved to an international regime. In the U.S. public sector, three groups----the American Bar Association and International Law Association committees and the National Petroleum Council (NPC) - have taken a stand on the broad shelf. These are joined by AIME, which has consolidated its position in a "Policy Statement on the Outer Limit of National Sovereignty Over Seabed Resources." This statement was adopted by the AIME Board of Directors last October 15 after its submission by Earl Cook, Chairman of the AIME National Affairs Committee, at the behest of the Society of Petroleum Engineers. The main organization holding to the narrow shelf is the Commission on Marine Science, Engineering and Resources.

The tensile properties of steels at elevated temperatures have been studied by numerous investigatorsll primarily for the purpose of determining their suitability for structural uses. Tests with this objective have been confined largely to the temperature range of approximately 20" to 500&apos; C., because of the rapidly decreasing tensile strength at the latter temperature. Tests have also been extended to higher temperatures2 for the purpose of determining the most suitable forging range. This temperature range is also of theoretical interest. The phenomenon if increased tensile strength and decreased ductility .in the so-called "blue-heat" range, approximately 200" to 300" C., is well known. It was suggested to the Bureau early in 1926 that a study of the properties of rail steels in this temperature range might prove of interest in relation to the studies of transverse-fissure failures in rails. There were available from another investigation3 several new rails from several different heats made to approximately the same specification requirements, the complete manufacturing histories of which were known. It was decided to determine, at least in the preliminary series of tests, only the ultimate tensile strength, elongation and reduction of area, because of the difficulty, time and cost involved in determining the proportional limit and yield point at elevated temperatures.

One of the most difficult problems associated with modern mechanised longwall mining is the lack of system flexibility to deal with local changes in geology, seam thickness and the face design parameters. As a consequence of system rigidity and the quest for increasing the coal face performance, the percentage extraction in the U.K. is currently below 52%. The paper outlines the current guidelines used in face design which permit coal to be left in situ for various purposes and discusses the strata control implications in extracting subsequent panels in the same and adjacent coal seams. The paper examines the application of strata mechanics to the design of longwall layouts for maximizing .the percentage of coal extraction. Remedial measures include optimizing pillar dimensions, reduction in roof coal left for support purposes by improving the use of available powered support technology and application of thick seam mining methods including sub-level caving and techniques of extracting coal from odd shaped pillars. Case studies are described where coal extraction has been maximized by adopting a new single heading retreat mining system; a shallow seam partial extraction system utilizing, existing heading machines and minimisin8 coal sterilization in pillars by replacing longwall access roadways by goaf scour.

Early in life he came to the United States, however, and graduated from the University of Colorado in 1915 .as a geologist. The San Manuel district of Arizona was first prospected prior to the Civil War, but there was little or no production until 1881. Small operators tried to develop ore bodies from time to time after that without success. Then, in 1917, a drilling program was carried out; but it did not indicate a copper content of interest. Finally, in the 1940s, the U. S. Geological Survey drilled the property and obtained indications of a mineralized area. At that time, Magma Copper and its principal owner, Newrnont Mining Corporation, drilled many deep holes through the gravels and conglomerates and in 1948 proved an ore reserve of 367 million tons of 0.785% copper sulfide ore. Underground exploration and development were started in early 1948, and in 1953 design and construction of the surface facilities commenced. By the end of 1955 plant construction was completed. The ore deposit of disseminated pyrite, chalcopyrite, chalcocite, molybdenite, silver, and gold is in quartz monzonite porphyry gangue. Mine production, which is entirely underground, is by full-gravity block-caving. Initially, ore mined at a rate of 36,000 tpd was hoisted through two identical shafts. From the 5,000 ton coarse ore bins located at the collar of each shaft, the ore was hauled by a shuttle service rail- road in 100-ton bottom-dump rail cars a distance of seven miles to the rail bin. Fragmentation from block-caving supplemented by underground grizzlies at the loading stations controlled the oversize material to give a feed size acceptable to the two 7 ft standard Syrnons crushers. During operation, however, it became evident that a large amount of secondary breaking in the grizzlies was necessary to produce a suitable feed for the standard crushers. The decision was then made to install primary gyratory crushers on the surface adjacent to the shaft site ore bins. Under each 5,000-ton coarse ore bin, an 8ft by 20 ft (2.44 m by 6. 1 m) apron feeder transfers the ore to a 13 ft 6 in. by 10 ft (4. 1 m by 3. 05 m) grizzly set at 6 in. (152 mm) and sloped at 45 degrees. About 65% of the ore passes the grizzly and thus bypasses the 42 in. by 65 in. (1.07 m by 1. 65 m) Allis -Chalmers gyratory equipped with a Hydroset mechanism and having an open side setting of 5 ½ in. (140 mm). Grizzly undersize and crushed ore drop onto a 6 ft by 30 ft (1. 83 m by 9. 14 m) variable- speed apron feeder for transfer to a 54 in. by 90 ft 5 in. (1.37 m by 27.6 m) inclined conveyor equipped with a tramp iron detector. Indication of tramp iron automatically stops the conveyor and both apron feeders. My attention was called by Prof. Henry M. Howe to the article by N. M. Wittorff, entitled Preliminary Investigation of Primary Crystallization and Subsequent Physico-Chemical Permutations in Iron-Carbon Alloys Containing More Than 4 Per Cent. of Carbon. I thereupon wrote to Mr. Wittorff and received a copy of the paper in the Russian language, with permission from him to publish a translated abstract in our Transactions, the original having appeared in the .Journal of the Russian Chemical Society, vol. xliii. (1911), in which it occupies some 78 pages, with 10 illustrations and 47 micrographs. The novelty of the data presented, and especially the scientific importance of Mr. Wittorff&apos;s deductions, as well as their value in helping to clarify our meager understanding of that useful but puzzling commodity, cast-iron, seemed to more than justify a publication of the essential facts in concise form in the English language, which has not been done previously so far as I know, although a very brief abstract has been published in German, and a somewhat more extended one in French.&apos; When the work of translation was begun, I did not know that it bore in part upon the investigations of Ruff, which Howe is reviewing at some length at this meeting. This coincidence renders the following condensed translation of Wittorff&apos;s work, which I have prepared with the aid of Sidney Marcus as interpreter, the more appropriate here. The result of Wittorff&apos;s study is greatly to extend our knowledge of the hyper-eutectic alloys of iron and carbon, and to add several significant lines at the right-hand side of the diagram originally drawn by Bakhuis-Roozeboom, and developed by Roberts-Austen, Benedicks, Carpenter and Keeling, Upton, Goerens, and others. During the summer of 1930 the average daily oil production of Rumania registered a new peak at 128,000 bbl. per day. The estimated potential production as of September, 1930, was as high as 235,000 bbl. per day. During the latter part of the year, by mutual agreement, the operators decided to curtail their output to about 100,000 bbl., which brought the average for the year to 116,600 bbl. The total production for 1930 was 41,572,000 bbl. (last month estimated) as compared with 35,757,000 bbl. for 1929, or an increase of 16.3 per cent. over last year&apos;s production. The production for the last 10 years is given in Table 1. The curtailment of production was prorated per company, based on its total estimated potential production as of September, 1930, and not per field. As a consequence, at present there is little development of protected or slightly productive areas; viz., Arbanasi, with an average production of 1750 bbl. per day, dropped to less than one-third after curtailment came into effect. Moreni, with an average production of 92,000 bbl. per day, while producing 58 per cent. of the country&apos;s total output in 1929, went to 67 per cent. at the beginning of 1930 and to 75.2 per cent, towards the end of the year. The modified Mining Law of 1929 is still in effect. This law withdraws the restrictions set on foreign capital by the law of 1924. THE work of D. J. McAdam1,2 at the U. S. Naval Engineering Experiment Station, Annapolis, Md., on what has been called by him "corrosion fatigue" has focussed the attention of the engineering profession in general, and of those interested especially in the study of corrosion in particular, on the importance of making tests which will indicate as nearly as possible what can be expected from a given material in service. Pitting is unquestionably the chief agent operating so tremendously to reduce fatigue limits, but in the light of previous work3, 4, 5, 6, 7, 8 it is fair to assume that absorbed hydrogen resulting from the action of the corroding medium upon steel may, under certain conditions, have a perceptible influence. The experiments described in this paper deal more precisely with stressless corrosion, or "prior-corrosion fatigue, "9 and have been carried out to test such an assumption, to segregate, if possible, the effect of pitting from that of absorbed hydrogen, and although very preliminary in nature they indicate results which are striking.

JESSE SCOBEY The Foreign War Relief Committee closed its dispensary fund during the past month with a contribution to the American Fund for French Wounded of $1720.51, balance on hand, principal and interest, as a gift from the New York Section of the Woman&apos;s Auxiliary for pressing emergency dispensary work in France. The American Fund for French Wounded was authorized to cable this sun at once, in consideration of the fact that their existing dispensaries, including the one established by the New York Section at Briey, were in excellent condition, while their mobile dispensary fund was confronted by the most urgent need for work among the refugees now returning in pitiable condition and in great numbers to certain distressing centers. The committee sewing at Fund headquarters every week has had seven working days, with an enrollment of twenty: The average attendance was ten; largest attendance for any one day, thirteen; smallest attendance, eight. Interest in this activity is growing steadily and it is the intention of the committee to push the work vigorously for the next few weeks.
