That an oil-land law is the most needed item in the proposed program of mineral-land legislation follows from the fact that Congress has never enacted a law really applicable to petroleum and natural gas. The action of Congress in 1897 in authorizing entry of oil lands under the placer law, enacted 27 years before for the mining of gold in surface gravels, was plainly only makeshift legislation. Naturally the provisions of this placer law with its requirement of discovery as a prerequisite to location are nothing less than absurd when applied to petroleum deposits hundreds or thousands of feet beneath the surface. Other reasons which render oil-land legislation an urgent necessity arise first from the large acreage of lands believed to be valuable for their deposits of oil and gas and therefore withdrawn by Executive order from all entry pending the enactment of . an appropriate law for their disposition—a withdrawal that has been specially ratified by Congress in the case of one State, Utah—and second from the exceptional importance of this resource to the nation, the large industrial worth of petroleum, and indeed its paramount value to the navy, not being suspected 17 years ago when Congress last legislated upon this subject. Mineral land of this type is also well adapted to serve for purposes of illustration in discussing the general principles that demand recognition in legislative reform. Most of the issues involved in the consideration of oil-land legislation are clean-cut, and essential differences of opinion will be seen to be based upon radical divergence in economic theory rather than upon conflicting views concerning unimportant details. For the last five years or more the geologists of the Federal Survey have discussed this subject and prepared memorandums and reports on the various bills introduced in Congress. Most of the provisions suggested in the present outline have been under consideration at one time or another during that period, and many of the statements which follow can be said to represent the consensus of opinion among those of us who, both in the field and in the office, have given special attention to the public oil lands.

IN a recent paper the authors1 discussed the reactions to tempering of hypereutectoid steels quenched from 1000° C., as revealed by studies on changes in hardness, electrical resistivity, coercive force and metallographic characteristics. The data, which related specifically to tempering temperatures of 550°, 650° and 710° C., for varying periods up to 125 hr., permitted the following important conclusions: 1. The rate of softening of the steels at the temperatures examined differed markedly although the steels were of "similar" general chemical composition. 2. The temperature of maximum softening spread over a range from about 650° C. to the eutectoid inversion. 3. The divergence in behavior was ascribed, at least in part, to a profound difference in tendency to graphitization on annealing at subeutectoid temperatures. 4. The node of spheroidization of the cementite, as revealed by metallographic studies, also varied considerably in the different steels. The purpose of the present investigation is to pursue further the study of the difference in behavior of the steels on tempering over a wider range of temperature. To this end the following features have received particular attention: 1. Comparison of temperatures of maximum softening of the various steels when the quenched samples were tempered for 5 hr. and for 75 hr. followed by furnace cooling and by quenching in water. 2. Determination of the effect of quenching temperature, prior to tempering, on the rate of softening. Quenching temperatures of 1000° and 850° C. were used in the investigations. 3. Examination of the microstructures obtained with the various heat-treatments employed.

These notes are based on the megascopic study of a suite of 2,400 specimens of minerals and ores from the Butte mines, combined with field observations at intervals over a period of several years. IT is the purpose of this paper to describe a method used to determine the corundum contents of samples of hard crystalline gneiss containing both corundum and red garnet. A chemical analysis of the rock for alumina would not fix the amount of corundum because at least three other constituent minerals of the rock, mica, feldspar, and garnet, contain alumina combined with silica. Electron-micrographic studies and hardness tests were made of an internally oxidized dispersion-strengthened Cu-12 vol pct SiO2 alloy follozuing longtime annealing at elevated temperatures. The rate of coarsening of SiO2 particles and the relationship between hardness and interpavticle spacing were Dispersion -strengthened alloys exhibit a remarkable stability of structure and properties at elevated temperatures compared with conventional alloys; nevertheless, when they are exposed to high measured. The rate of coarsening of SiO2 particles is controlled by the decomposition of SiO, rather than by the diffusion rates of silicon or oxygen through the copper matrix. The mechanism of coarsening was also studied by using a diffusion-couple technique. temperatures, weakening takes place as a result of coarsening of the dispersed phase. The theoretical treatment of the coarsening of dispersed phases has been treated by Greenwood,1 wagner,, and others3 by considering the interfacial energy of dispersions and the diffusion of solute atoms. IN SUBSTANCE, the international aspects of the petroleum industry, as these relate to the United States, are as follows: The domestic production is not keeping pace with the domestic demands; our best engineering talent warns us of the imminence of a decreased production by our oil wells, although more oil is needed; and the only practical source whence this increasing demand can be supplied for some time to come will be the foreign fields. Other nations have given thought to the future and, in recent years, have shown a tendency to adopt strong nationalistic policies regarding their petroleum resources, policies that hinder or prevent the exploitation of these resources by other nationals. In consequence, we find that, facing a probable shortage of the domestic supply, our nationals are excluded from foreign fields; and this in spite of the fact that foreign nationals have been permitted to enter into and exploit, our own oil resources on an equality with American citizens and without hindrance or restrictions. This country: has supplied the larger part of the petroleum consumed by the world and yet, with a failing supply imminent, it finds that those countries that have been drawing upon our resources to supply their needs are showing a tendency to exclude us from their resources. In this way we shall be transferred from a position of dominence to one of dependence; and only by sufferance of those countries that are now seeking financial or political control of petroleum supplies, shall we be able to obtain the oil we will need.

THE history of the development of the strip in- dustry, mentioned in this paper, was covered in considerable detail by Stephen Badlam in his paper presented. before the American Iron and Steel Institute at its meeting in New York last October. The description of progress in rolling strip there out-lined will be found good reading by anyone interested in the subject. Quoting from Mr. Badlam's paper, "For practically thirty years, we find no record of the use of the backing-roll principle, until in 1916 the Lukens Steel Co., Coatesville, Pa., put in a 206-in. plate mill of the four-high type. This was a reversing mill with two 32-in. working rolls and two 50-in. backing rolls and is today making the widest and heaviest plate made anywhere in the world." The functioning of this mill, though rolling hot plate, is, on account of the extreme width and thinness of plate rolled, quite comparable to the rolling of wide strip either hot or cold and was a considerable factor in demonstrating the marked advantages available with the four-high or backing-roll mill for thin accurate rolling. As the writer has brought out, a demand for a product, the rolling of which required the character-istics of the backing-roll mill, was broached by the In-ternational Nickel Co. This resulted in an inquiry of March, 1924, for the building of a mill capable of cold-rolling wide nickel and monel metal sheets or strip, as mentioned. It may be of some interest to note, that whereas the .six-roll cluster mill with plain bearings was built for this installation, the mill designed by the United En-gineering and Foundry Co. for this inquiry was of the four-high type with roller bearings on the backing-roll necks, being essentially the same design as the four-high roller-bearing mill built in 1925 for the Rome Brass & Copper Co. This Rome mill, to quote again from Mr. Badlam's paper, "fulfilled every requirement, and was the model on which succeeding mills of this type were built."

The New Cornelia Branch of the Phelps Dodge Corporation is at Ajo, Pima County, Ariz. It is at the southern terminus of the Tucson, Cornelia and Gila Bend Railroad, which connects with the Southern Pacific Railroad at Gila Bend, Ariz., approximately 43 miles to the north. History Early history of the Ajo district has been related by A. W. Allen1 and by T. A. Rickard.2 Briefly, steps looking to the large-scale development of the ore body were instituted as early as 1912. This work culminated in the equipment of the property for open-pit mining by steam shovels. Ores initially mined carried economic amounts of copper carbonates as the principal copper-bearing mineral. Treatment methods developed for the extraction of the copper content involved leaching and a 5000-ton leaching plant was constructed and placed in operation in early 1917. Description of methods and equipment employed in this plant has been given by A. A. Tobelmann and James A. Potter.3 As exhaustion of the carbonate ore body neared, and mining operations exposed an adequate tonnage of sulphide ores, a 5000-ton concentrator was constructed for their treatment. That plant has been described by H. Kenyon Burch.4 Construction was completed and the plant was placed in operation in early 1924. Changes made in the original plant to improve practices and increase production will be the subject of subsequent paragraphs of this paper. INTRODUCTION Laboratory studies on the deformability and strength of intact rocks generally involve the uniaxial compression test, the standard triaxial compression test and direct or indirect tension tests. If [al ,a2 ,a3] are principal stresses [(al>a2>a3)] with compression taken as positive and tension taken as negative, the applied stress field for each one of these tests can be represented as shown in Fig. 1. However, for most in-situ conditions, such as those that exist at any point around an underground excavation, the stress field is truly three-dimensional or multiaxial [(al+ a2+a3)] and none of the tests shown in Fig. 1 can be used to predict the mechanical behavior of the rock. There are special cases for which one of the three principal stresses vanishes. Biaxial loading of rocks in-situ takes place, for instance, when rocks deform and fail in plane stress conditions. This can occur in a free unloaded surface of a rock structure such as in the wall of an underground excavation or a rock slope. Parallel to the free surface, the stress field components can be both compressive [(al>a2>0)], both tensile [(O>a2>a3)], or mixed, one component being compressive and the other one tensile [(U~>O>U~)]. The purpose of this paper is to present the results of 25 true biaxial tests that have been conducted on cubical specimens of Indiana Limestone using the multiaxial cell available at the University of Colorado at Boulder. The tests include uniaxial compression and tension, biaxial compression and combined biaxil compression- tension. Flexible fluid cushions and brush bearing platens were used for compressive and tensile loading respectively in order to minimize loading end effects on the test specimens. His father Geology and his mother Physics separated shortly after his birth, which occurred during the World War amid a smoke screen of mathematics. He was kicked around a great deal. His parents could not agree on a name, and they finally christened him "Geophysics," for short. His relatives insisted that the name should be "Geophysical Prospecting," "Geophysical Exploration" or "Exploratory Geophysics"; though the youngster has grown up by now, this battle is still going on. His father did not think the child would amount to much until he began to show some unexpected talents, which were acquired, no doubt, from his mother Physics. His progress caused his father no little worry, and he began to wonder whether his offspring would help him in his business when he grew up or would set up shop in competition with the old man. His aunt Petroleum watched his growth with benevolent interest; his uncle Mining remained rather skeptical and cousin Civil Engineering not only assumed the attitude of the man from Missouri but was not much convinced even after he had been shown. Making a long story short, the kid decided that he had to stand on his own feet and get along as best he could. Having come from a good family he possessed some outstanding characteristics such as resourcefulness and a reasonable amount of business ability. He therefore decided that it would be to his advantage to follow in his father's and mother's footsteps as much as possible, and develop the good qualities of both. As a result, the youngster did fairly well for himself, and his relatives decided that it might be to their advantage to be on better terms with him. Father Geology had come to the conclusion that the boy could be very helpful to him and now wanted him to live in his house. His mother, who had brought him through the teething and measles stages, felt quite capable of bringing up the boy without the help of his father; and, as the fairer sex will do, would confide to a neighbor every now and then that his

The mechanical behavior of a niobium (columbium)TUNG alloy containing 20 wt pet Ta. 15 wt pet W, and 5 wt pct Mo has been studied in the temperature range 77° to 423°K. All specitrzens tested, apart from those into which oxygen was introduced deliberately, were fully recrystallized at 1500°C, had an average grain diameter of approximately 0.03 mm, and a combined carbon, ox-vgen. nitrogen, and hydrogen content of not not more than 250 ppm The meckatnical behavior of this alloy was found to be similar in seine respects to that of unalloyed bcc transilion metals. Both yield and flow stresses were sensililae to changes in deformation rate and both increased rapidly as the temperature was lowered below 150°C. A detailed examination revealed, however, that most of the temperature dependencc of the yield stress could be accounted for by the temperature dependence of the elaslic, modulus, whish is not true of the unualloyed metals. In lension at moderate strain rates, the trunsition fvom ducfile to hvittle behavior occurred just belour room teunperature bur incveasing the oxygen content from 190 to 200 pptn raised the transition temperature to about 4000K. TUNGSTEN and molybdenum have been found to be very effective high-temperature solid-solution strengtheners of niobium, but the amounts of these elements that can be added are limited if the alloy is to retain useful room-temperature ductility. It has been shown, however, that partial replacement of niobium with tantalum lowers the ductile-to-brittle transition temperature of such alloys and allows larger additions of molybdenum and tungsten to be made. Some of the high-temperature properties of niobium alloys containing these elements have been reported by Bartlett et al.,' and the work presented here describes the low-temperature behavior of one of these, a solid-solution alloy containing, by weight, 20 pct Ta, 15 pct W, and 5 pct Mo. The elastic modulus, the temperature and strain-rate dependence of the yield and ultimate tensile stresses, and strain-hardening effects are discussed and compared with those of unalloyed niobium. EXPERIMENTAL MATERIAL AND PROCEDURE The material used in this investigation was produced from a 6-in.-diameter, double arc-melted ingot. This was can-extruded at about 1150°C to a 3-in.-diameter billet, and after annealing for 1 hr at 1345°C the billet was heated to 1315OC and part rolled and part forged to 0.5-in.-thick plate. Experimentation with seismic velocity measurements at Kennecott Copper Corp.'s Bingham mine disclosed that some recognized slide areas are characterized by low velocity profiles. A new traverse technique employed during the investigation allows rapid and precise measurements of a quantity referred to as "apparent velocity." This value is a weighted average of the actual velocity in the overbreak zone near the surface and in the intact rock at depth. The low points on the velocity profile are apparently the result of lower actual velocities and deeper overbreak in less competent material within the slide zones. Experience verifies the usefulness and practicality of the technique in delineating adverse areas prior to detectable failure. The technique may be employed as a rapid and economic means of slope stability surveillance in large open pit mines.

The material presented in this paper is an abstract of a thesis submitted by the writer to the faculty of the Massachusetts Institute of Technology, as part requirement for the degree of Master of Science. The investigation was undertaken at the suggestion of Prof. H. 0. Hofman, and it was conducted, under his direction, in the laboratories of the Mining Department of the Institute. The purpose of the work was, first, to study some of the reactions that have been considered as a part of the mechanism of the chloridiz-ing roast, and second, to study the conditions under which nickel oxide and copper oxide may be chloridized. While the production of chlorine gas by various reactions during the chloridizing roast may not be primarily useful in the chloridation of metal oxides and compounds, it nevertheless serves a useful purpose in preventing the dissociation and decomposition of chlorides once they have been formed; for example, the dissociation of cupric chloride into cuprous chloride and chlorine. Therefore it was thought that a study of some chlorine-producing reactions would prove of interest, and the first series of experiments dealt with this phase of the subject. he object of the latter part of the work was to show the possibility of treating heavy sulphide ores, such as those of Sudbury, Ontario, containing much iron and small amounts of copper and nickel, by chloridizing and removing the copper, leaving an iron-nickel oxide product suitable for smelting in the blast furnace for nickel-bearing pig iron. The chloridizing of the copper would, of course, be preceded by a roast for the removal of sulphur, the sulphur oxides being available for the manufacture of sulphuric acid, if under the local conditions this product would be of commercial value. THE history of all the civilizations of the Eastern Hemisphere is underlaid and interwoven with the story of gold. Great nations rose, welded by the hand of the conqueror, flourished gloriously because of the wealth of gold inevitably attracted to them, only to fall, either through the sapping of their original virility by the softer living their material prosperity made possible, or by wars made upon them by enemies who craved possession of what was theirs. Imposing fleets sailed the seas, seeking gold or tangible wealth that might be converted into gold. Men suffered untold tortures in its quest. It sent Columbus out into unknown oceans, caused the migration of hordes of people from our Atlantic to our Pacific seaboard in '49 and accelerated the final subjection of our last frontier, probably by as much as a century. The mystic may see both something sinister and something beneficent in this metal that has played such a tremendous part in the shaping of the destinies of men. It has showered blessings and taken them away. It "hath deposed the mighty from their seats and hath exalted men of low degree" and, sardonically, reversed the order yet again. Its peculiar color, its incorruptibility, and its rarity all have contributed to excite the imagination of all races of men. In the Eastern Hemisphere and now in the entire modern world, the predominant emotion excited by gold is avarice. But in the social and economic organization of the civilizations native to the western half of the world, gold has a far different history. Two companies, the Utah Fuel Company and the Columbia Steel Corporation, operating adjoining mines at Sunnyside and Columbia, produce coke. Since their comparatively recent development, the alloys of cadmium with silver and copper or nickel, and of cadmium with nickel alone, have been used somewhat extensively as liners for connecting rod bearings and main bearings of internal-combustion engines. In applications where, owing to high bearing loads and elevated operating temperatures, the life of bearings made from tin-base or lead-base alloys has been undesirably short, cadmium alloys have demonstrated considerable advantage. In applications where, because of deflection of the crankshaft or bearing supports, copper-lead bearing metals have resulted in scored shafts, cadmium alloys have been operated successfully. The somewhat serious drawback to these alloys in bearing service has been that they, in common with copper-lead and certain lead alloys, are susceptible to corrosion in the presence of lubricants containing organic acids. These acids may be fatty acids (such as oleic acid) derived from animal or vegetable oils that sometimes have been compounded with engine lubricants, or they may be compounds of an acid nature developed by the oxidation of some petroleum oils under operating conditions. The result of such acid attack on bearings is illustrated by the photograph, Fig. 1. The petroleum oils that are most readily oxidized to a corrosive condition, and the operating conditions under which such oxidation most readily occurs, are now rather well known among the technical organizations of both the petroleum and automotive industries. While means have been developed for inhibiting petroleum oils against such acid formation, the knowledge that this condition may be encountered has been a factor in restricting the wider use of cadmium alloys as engine bearings.
