Ince1 proposed that electrostatic attraction between oppositely charged particles was responsible for slime-coating. Del Giudice2 postulated the metathetic formation of a cementing compound. Wark3 suggested that prevention of slime-coating was related to peptization of the slime. In the experiments of Table I the technique employed was essentially that of del Giudice, with the difference that the particle was examined under a film of water rather than dry.4 In general, the polished particle was agitated for 2 min. in a pulp consisting of 12.5 grams of the slime (—200 mesh) and 50 C.C. of distilled water, washed in three baths of distilled water, and examined at 220 diameters with the Leitz Ultropak. Observations of Brownian movement were made at 850 diameters with dark-field illumination. Several of these experiments do not jibe with the metathesis theory. According to published solubilities,5,6 the lead salts of the anions in experiments c through g are more insoluble than lead carbonate, there- fore should prevent the formation of lead carbonate on the galena surface. In experiment i the calcium oxalate, which precumably was on the calcite surfaces, should have permitted the formation of a lead carbonate cement by virtue of its greater solubility. Experiments j through m show that the addition of lime accelerates the deposition of quartz onto a galena surface. The writer is unable to postulate a satisfactory cementing compound, according to the metathesis theory, to explain this effect. An analysts of mining investment from the point of view of financial optimization is presented. The method uses differential equations to describe financial performance rather than the more usual method of modeling mine accounts from year to year. The analysis shows there is a optimum mine life that can be easily determined if certain simplifications are made. Tables are given to facilitate computation of the optimum life.

Jones, Pittsburgh, Pa. : The question that naturally occlun to me is this: Has Dr. Dudley in his inveatigtrtions been aiming to prove a theory, or has he been guided by an earnest desire to discover what are the proper elements in the composition of a good-wearing steel rail ? Unfortunately, for correct chemical information, he has omitted in his analgw two very importnat elements,—sulpbur and copper. Now, before we will even begin to admit the correctnets of Dr. Dudley's conclusions and the formula he prescribes, we will at the start question the propriety of any chenlist or scientist prescribing a formula for making steel when he has iguared such important ele ments as sulphur aud copper. I, for one, will not accept any such formula. Are we sure, or is Dr. Daclley sure, that the chemical analyseq embodied in his paper are correct? This may seem a presumptuous queetion, yet, with my experience with chenlists, I naturally doubt the correctness of the analyse8, and, before I will accept them as correct, I will ask that comparative tests of phosphorous and man ganese be made by the Pennsylvania Railroad chemists and the chemists of the leading steel-works in the country. Let us first verify the correctness of the analyses before we consider the con clusions. I can enumerate a great number of instances in which chemists have differed very widely in their determinations of phos phorus and manganese. A prominent iron fitam made a contract with the Edgar Thomson Steel Company to deliver pig metal guar anteed to be between 0.07 and 0.08 phosphorus; an analysis by our chemist resulted in phosphorus 0.148 and 0.152,—a rather startling difference! Again, a sample bar of steel, in which our chemist reported phosphorus 0.11, was tested by a chemist of au other Bessemer works, ana his determinations were phosphorus between 0.07 and 0.08: A leading engineering establishmeut of Pittsbdrgh bought iron claimed by a chemical analysis to contain 0.08 phosphorus; our Mr. Ford found phosphorus 0.145. A chem ist connected with an open-hearth works reported manganese in a piece of steel, 1.14; in a second determination from the same piece of steel, by the same chemist, manganese was reported 0.43. This study of engineering education arose out of the action of a joint committee on engineering education, representing the principal engineering societies. The committee had gathered so much material that it decided the work could best be carried out by some one trained in applied' science, who would devote his entire attention to the study.. The Carnegie Foundation therefore asked Prof. Charles R. Mann, of the University of Chicago, to undertake the work. After making a thorough study Prof. Mann has made a most comprehensive report. In it he says: The engineering schools of the United States began their work upon a definite teaching plan and one that had at least pedagogic consistency. But during the past half century the course of study has been overlaid with many special studies intended to enable the student to deal with the constantly growing applications of science to the industries. As a result, the load upon the student has become so heavy that there is a feeling that the students fail to gain a satisfactory grounding in the fundamental sciences and do not fulfil the expectations of engineers in d manufacturers in dealing with the practical problems with which they are confronted on leaving school. At present 60 per cent. of those who enter the schools fail to graduate, still many of them persist in engineering and make a success of it. It is evident, therefore, that the present systems of admission are not satisfactory. If a group of schools will take up the careful study of their entrance systems and experiment with objective tests and records of the students' youthful interests and achievements, the percentage of elimination can be reduced to at least a fourth of its present size, with an enormous saving of time, energy, and money for both student and school. The number of required credit hours per week should be less than eighteen, preferably sixteen. The few experiments that have been made indicate that college students do their best work when not more than five subjects are studied at a given time.

THE gravity concentrator of the Hecla Mining Co. was originally constructed in 1888 by the Milwaukee Mining Co., which was operating the Gem of the Mountains mine. It was purchased by the Hecla Mining Co. in 1900, and placed in operation 2 years later. At that time [ ] the capacity was only about 200 tons a day, but many additions and changes in equipment have been made so that the present capacity is about 800 tons. Almost without exception, writers on the subject say that sulphur in cast-iron will cause it to be white, and is in every way injurious. All founders believe that a small amount of sulphur in the fuel will work great damage, and that if any castings crack, or if anything out of the general run occurs, it may be charged to sulphur in the fuel. Fuel rarely contains more than 1 per cent. of sulphur, and if this can produce so marked an effect, one would suppose it an easy matter to introduce sulphur into cast-iron, so as to produce castings containing different desired percentages of sulphur. Floris Osmond, Honorary Member of the American Institute of Mining Engineers, born in Paris, March 10, 1849, died at Saint-Leu near that city, June 18, 1912. Taken suddenly ill with congestion of the brain while on his way from Paris to his home, he reached it in time to write on the typewriter his last wishes, one of which was that no biographical notice of his life should be published. Holding Osmond's memory sacred, as those who have known him will, is it our duty to conform with his desire ? Shall no mention be made in our Transactions of the beautiful life and great achievements of one of our most honored members? Is it not, on the contrary, incumbent upon us to disregard Osmond's instruction in this matter and to place on record our admiration for the nobility of his life, for his talents and for the importance of his work, that younger men may be inspired by it with a desire to be guided by worthy motives in the path of unselfish pursuits ? I cannot feel that in following this course I am disloyal to Osmond's memory and I am strengthened in this belief by the opinion of men of high honor whom I have consulted before undertaking the writing of this obituary notice. One of them, Professor Henry M. Howe, justifies my decision better than I could do it myself when he writes : " Let us look frankly at the matter. Here we have a most extraordinary life, a life of rare beauty and power of inspiration to the rest of mankind. In my opinion we should not deprive mankind of the stimulating influence of the example of M. Osmond simply because he shrank from publicity. Our young men see every day how greed and vulgar push succeed, and with what material rewards they are crowned. They see too rarely the more valuable crown which comes to self devotion. A permanent and public recognition of the beautiful qualities of Osmond's life cannot fail to appeal to the imagination of young men and to help to deflect them toward leading a noble rather than a sordid life. Therefore I feel that the Revue de Métallurgie and other bodies owe it to the public to give prominence to his career by means of biographical notices."

The cross-measure borehole system is a common method of controlling gob gas throughout Europe. Drainage holes are drilled into the strata adjacent to the coalbed being mined. Removal of the coal on a longwall panel relaxes and fractures the adjacent strata, enabling these holes to draw out the methane. A test in the Upper Kittanning Coalbed demonstrated the capture of 50% of the total methane generated by the mining operation. A test in the Pittsburgh Coal bed was not as effective.

An address before the Meeting of the New York Section, Nov. 4, 1914. As life advances one is inclined to look backward instead of forward, and the vista over which my memory carries me has been filled with such a shifting panorama of changes in metallurgy that the whole practice of the art seems to have been re-created. The first cupola furnace that I saw in operation was at one of the group of mines at Capelton, Quebec, from which the Nichols company still draws some of its sulphur supply. At that time it was operated by a Hartford, Conn., company, under a General Adams. When its small brick furnaces made a campaign of a week and smelted 10 tons a day, the feat redounded to the credit of the operator. The introduction of the water-jacketed cupola dates forward to the next decade. I was using one in Pennsylvania, making copper matte, to the horror of a noted metallurgist, who could not conceive it possible that you. could bring fused sulphides in contact with steel without rapid corrosion. In our ignorance we were doing what seemed to be an impossibility, and it is just that recklessness and disregard for precedent which has characterized so much of the work of American metallurgists, and carried us forward at such headlong speed. Once the water jacket was accepted as the type of the. copper cupola, its almost unlimited expansion in length, but not in width, was a matter of convenience rather than of skill. In Butte the cupolas have been enlarged by adding furnace to furnace. The first reverberatories which I saw in operation were those in Professor Hill's Black Hawk establishment, where the concentrates from the Gilpin County gold mills were run down into matte for separation in England. Sixty dollars per ton was the usual deduction in those days before gold and silver was paid for. Smelting was done with wood as fuel, and the capacity of the furnace was about 10 tons per diem. Shortly after this Professor Hill formed an alliance with Richard Pearce, who was running what, if I recollect aright, was called the Swansea Works, at the bend of the river approaching Georgetown.

THE carbon content of iron-silicon and of iron-manganese alloys at fixed activities of carbon has been reported previously.' It seemed desirable to investigate a system which allows a more extended range of alloy composition within a single phase region. The iron-nickel system is ideal in this respect, in that all alloys from 100 pct Fe to 100 pct Ni are face centered cubic ("austenitic") at 1000 °C. The experimental procedure was similar to that previously described.1,2 The alloys, in the form of pieces about 2 by 2 by 0.2 cm thick, together with a similar specimen of pure iron, were equilibrated with each of a series carbon monoxide-carbon dioxide tnixtures of fixed composition, quenched in the carburizing gas in the top of the furnace and then analyzed for carbon. Ferrophosphorus, an alloy of phosphorus and iron or perhaps a physical mixture of definite compounds of iron and phosphorus, has become of increasing importance as the use of the basic open hearth has extended. Commercial ferrophosphorus is a porous, brittle metal of crystalline structure and often with a bluish metallic luster. A typical analysis is as follows: Per Cent. Phosphorus......................................... 18.0 to 22.0 Iron............................................... 80.0 76.0 Oxygen............................................ 0.2 Sulfur............................................. 0.3 Silicon............................................. 0.1 Carbon............................................ 0.1 Manganese......................................... 0.2 This alloy was first made in an electric furnace, as it was thought that the high heat of the electric arc together with the reductive effect of carbon was necessary. About 1898, J. J. Gray, Jr., was producing a high-phosphorus pig iron in his furnace at Rockdale, Tenn., by using high-phosphorus, local iron ores. As these high-phosphorus ores were difficult to obtain, he conceived the idea of increasing the phosphorus content of the pig iron by the addition of phosphate rock to the furnace burden. When the phosphorus content of the pig was kept low and only small amounts of phosphate rock were added to the burden, no particular troubles were encountered, but when he increased the amount of phosphate rock to produce an 18 per cent. alloy, his furnace troubles rapidly multiplied. After many failures and freeze-ups, he was partly successful in making short campaigns on 18 to 20 per cent. "ferro." At first, when the furnace got in bad shape on ferro, he would switch to a regular pig-iron burden until the furnace was brought around sufficiently to start on ferro again. About this time, Mr. Gray applied for and obtained his first patent. As he grew more skilled in the furnace operations, he was enabled to extend the furnace campaigns and produce ferrophosphorus continuously for the life of the furnace lining. These improvements were made the subject of another patent issued in 1916.

A concise review of what is known about effects of moisture on strata control with emphasis on the Illinois basin coal mines is presented in this paper. Some approaches to mitigate the effects of moisture-leaving coal in the roof, guniting, shotcreting, application of sealants-are then briefly discussed.

A 2-year moratorium on accreditation of curricula bearing new designations has been declared by Engineers' Council for Professional Development at its Executive Committee meeting on July 29, 1952. Reason: a more definitive description of what the contents of a curriculum should include to be appropriately designated as "engineering" is needed. This action was brought on by the Committee of Evaluation of the American Society of Engineering Education which had become perturbed over the extension of the name "engineering" to numerous fringe curricula. The 2-year period will permit time for the Committee on Evaluation to study the question and make a recommendation for further action by ECPD. ECPD action also provided that the following curricula should only be given provisional accreditation for one year upon either inspection or reinspection; such provisional accreditation to be extended annually for not more than two successive years pending the report: Engineering Physics, Engineering Mechanics, Geological Engineering, Geophysical Engineering, and Textile Engineering. There are 22 such curricula now accredited.

Venezuela has continued during 1929 to demonstrate that it is destined for many years to come to be one of our most important sources of crude petroleum. The producing fields of the Bolivar Coastal district along the east side of Lake Maracaibo have continued their phenomenal production, and two new fields have reached the near producing stage, while the results of deep test wells have strengthened the predictions and expectations that oil will be found and produced from many other pools and from several different geological formations. The finding of these new oil pools is not going to be easy, because the surface evidences of geological structure are scanty, and the subsurface problems are difficult, but intelligent effort backed by ample resources may be counted upon to overcome these obstacles and lead to a continued increase in the number of producing fields in Venezuela. During 1929 the total production of Venezuela was approximately 135,953,000 bbl., an increase of nearly 30,000,000 bbl., or 28 per cent., as compared with the preceding year. During 1929 oil in steel storage in Venezuela decreased from 13,000,000 to about 11,000,000 barrels. Tables 1, 2 and 3 briefly summarize Venezuelan production by fields and by years, and show the trend of production since its establishment on a commercial basis. The academic community and the larger and more sophisticated mining companies have largely rejected the older mineral valuation methods such as the Hoskold and Morkill concepts and replaced them with "discounted cash flow" (DCF) techniques. The relevancy and usefulness of the older methods have been questioned primarily on the basis of their underlying assumptions that mining companies do not have numerous alternative investments and must use sinking funds deposited at market or "safe" rates of return to recover the purchase price of mineral reserves. The ability to reinvest in numerous (often nonmining) alternative business ventures, the changing purchasing power of the dollar, corporate income and other taxes, depreciation and depletion allowances, and modern financial management practice all militate against the continued use of the older valuation methods, especially for the larger mining companies. Small mining companies and individuals still use these methods largely out of habit and familiarity. The Hoskold Mineral Reserve Valuation Method The Hoskold method was developed prior to the evolution of modern accounting practices and before the days of the corporate income tax. At the time of its development, annual earnings of the firm were represented by the difference between cash revenues and cash expenses and were not subject to taxation by the government. Thus, earnings at that time were equivalent to what is today known as cash flow.

THE problem of the utilization of the low-grade red iron-ores has peen before the iron-mining industry of the South for several decades. the experiments by W. H. Coghill1 of the U. S. Bureau of Mines to determine the degree of liberation of minerals in the Alabama low-grade red iron-ores after grinding interest the writer very much because 10 fears ago, while a member of the U. S. Bureau of, Mines, he experimented similarly on the same ores using a heavy solution .2 Extensive experiments were made in the nineties by W. B. Phillips3 in association with H. A. J. Wilkens and H. B. C. Nitze. The ores were rushed to pass 15 mesh and were separated by magnetic machines into concentrates, middlings and tails. The experiments were made with carload lots in an experimental mill. Most of the ores tested, however, were soft, whereas the main problem is the utilization of the low-grade hard ores. Phillips gives the results of only four tests of hard ores; two of these are of self-fluxing ores of the grade now utilized and two of ower grade and less amenable to concentration than the average low-grade ore that underlies the self-fluxing ore of the Big Seam. The average of these least favorable samples shows the production, from an ore analyzing 32.30 per cent. Fe, 10.34 per cent. CaO, 33.40 per cent. insoluble, of a concentrate with 43.82 per cent. Fe, 8.90 per cent. CaO, 18.48 per Sent. insoluble with a ratio of concentration of 2 and an iron recovery of 39.2 per. cent. The grade of this concentrate compares favorably with the average grade of washed brown ores of the district which is given by Burchard4 as 45 per cent. Fe, 14.6 per cent. Si02. THE matters I had intended to present to you ap-peared in the March 12 issue of Engineering and Mining Journal over the signature of George J. Young, so that although I should like to talk to you for about three hours on this subject, unfortunately it has all been done before. The subject originally sug-gested to me was the trend in mining methods. You will find that fully set forth much more clearly than I could hope to do, in Mr. Young's article, so that I shall confine my attention to a few points of interest in specific cases. You are undoubtedly familiar with the problem that was presented to the Miami Copper Co. when they had exhausted their so-called high-grade orebody. They had what appeared to be a large tonnage of material which their preliminary development work and such drilling as was done indicated contained one per cent copper or a-little over, and how to mine that profitably by underground methods was the question. It was somewhat complicated by the fact that the nature of the ground made them doubtful of their ability to cave it successfully. It was unquestionably harder ground than that of the more highly mineralized sections of the Miami and Inspiration- ore zone which had been mined. However, they had kept very accurate and complete records of past accomplishments and knew what they had to work with and what modifications with respect to costs would be necessary in order to solve this problem. Under the old method of working, they were extract-ing about 71/2 tons per man employed in the mining department; that is to say all labor, direct and indirect required to put the ore in the mill bins, and this, with the grade of ore which they had, resulted in a satis-factory financial outcome. Under their modified method now in use, they have raised that output per man to 29 tons per man shift. That is almost four times what they were doing with the old method.
