The opening session of the Institute was held at Hazle Hall, Tuesday evening, October 27th, with a large attendance of members. President Raymond called the Institute to order, and after a few introductory remarks, introduced Mr. I. Lowthian Bell, President of the Iron and Steel Institute of Great Britain, and Honorary Member of the American Institute of Mining Engineers. Mr. Bell was received with great applause, and made his acknowledgments in a brief speech, of which the following is the substance: He desired to thank the Institute personally for the honor conferred upon him in his election to membership, and also for the invitation extended last year to the body of which he was President. The difficulty felt by many members of the Iron and Steel Institute, of leaving for a long journey the works of which they had charge, aggravated by special industrial troubles at the time of the invitation, had obliged them to conclude that it could not then be accepted in a fitting manner. The iron .manufacture of this country is a subject of great interest to Englishmen, who look with pride upon the achievements on this side the water of the descendants of a common ancestry. His own reception in this country had far surpassed in cordiality even the well-grounded anticipations he had formed from the assurances of the President and other friends. Notwithstanding the flattering manner in which his friend, in introducing him to the Institute, had spoken of his contributions to the science of iron metallurgy, he could not take to himself alone the significance of this welcome. He knew it was a recognition of the services rendered by the body which he had the honor to represent; and he was glad to see present a member of that body, Mr. Thomas Whitwell, who had fortunately been able to make the journey at this time, arid whom he had had the pleasure of meeting on the shores of Lake Champlain. AN X-ray diffraction pattern for "calcined cold precipitated ferric oxide" is reproduced diagrammatically along with data for other iron oxides by R. C. Mackenzie.1 This pattern, which shows spacings higher than those for any other form of iron oxide, was obtained from material prepared and photographed at several different times over a period of weeks, but later attempts to reproduce the results were unsuccessful the pattern of hematite being obtained every time.2

ALL critical and strategic materials procurement functions have been transferred from the Defense Minerals Administration, General Service Administration, and the Economic Cooperation Administration and are now centered in a newly formed agency, the Defense Materials Procurement Agency. DWA will report directly to the Director of Defense Mobilization. Mr. Truman stated that he intended to appoint Jess Larson, administrator or General Services to head the new agency (see Trends P. 756). W. C. Schroeder has been named acting director of the Defense Minerals Administration replacing James Boyd. He has been named also to a newly created assistant director position of the Bureau of Mines serving under Mr. Boyd who is director. Schroeder was formerly head of' the Synthetic Liquid Fuels Division of the Bureau of Mines.

rr has long been suspected that sulphur has a small but finite solid solubility in iron, but up to the present more accurate data have been lacking. The survey given by Hansen' illustrates the divergence of data and opinions. Solubilities between 0.01 and 1.5 pct have been suggested, and opinions vary regarding the effects of temperature and phase transformations in iron on the sulphur solubility. The extent of solid solution and its variation with temperature might be expected to be an important factor in the occurrence of hot shortness in steel. Therefore, the object of the present investigation was to study this problem more systematically. It was furthermore hoped that solubility data for sulphur might contribute to an understanding of the factors which determine solid solubilities in general. Experimental Procedure The present work was based on the measurement of the chemical activity of sulphur in the solid solution by means of equilibrium with a mixture of hydrogen and hydrogen sulphide. When the solid solubility limit is reached, the sulphur activity in the iron becomes equal to that in the coexisting sulphide phase. A gas mixture of a controlled H,S/H, ratio was passed over pure metallic iron heated to a temperature in the range 900" to 1500". The amount of sulphur absorbed by the iron was determined by analysis, and from a plot of percentage of sulphur vs. gas composition the sulphur activity and the solubility limit were determined. As the rate of diffusion of sulphur in solid iron is very small, often several days were needed to be sure that equilibrium conditions had been established. To produce a gas flow with less than 1 pct H,S of constant composition for several days, was in itself a problem. The most satisfactory arrangement was obtained by a continuous synthesis of hydrogen sulphide from the elements. This was done in the part of the apparatus shown to the left in Fig. 1. GEOLOGISTS who are acquainted with the mines of northeastern Mexico realize that the most important lead-silver replacement deposits of the province are confined to a single formation. But since the formation is several hundred meters thick, the author has determined the relative position of the lead mantos in the belief that this information will prove useful in the search for new mines. This article describes the stratigraphic location of lead-silver replacement deposits known in several mines situated in a region comprising part of the states of Coahuila and Nuevo Leon. The area studied extends for 200 km* (125 miles) from east to west and 70 km (45 miles) north to south.

Among the bills now pending in Congress is one to authorize exploration for and disposition of coal, phosphate, sodium, oil, oil shale, and gas on, public domain. One, to provide protection and government revenue for potash and for zinc ores and products. One to prevent withdrawal of mineral lands from entry and occupancy by law, also to promote, production of quicksilver, tungsten, sulfate, pyrites, and sulfur, and of manganese and manganiferous ores. Three resolutions have been introduced to suspend requirements of annual assessment work on mining claims during year 1919 and one to relieve owners of mining claims mustered into military service.

For several years work has been carried on by the U.S. Bureau of Mines at Rolla, Mo., to develop improved methods of concentrating the oxidized ores of lead and zinc. Various samples have been investigated, and results on some have been published. There's a right way and a wrong way to store diesel electric systems and similar equipment for generating on-site power, according to James Frankow, service manager for Allis-Chalmers Corp's Engine Division. In any event, the less storage the better. Many generating sets are stored before installation, especially when new construction is underway. Improper storage, or mothballing, can create initial reliability problems. Therefore; arrange for inside storage with no drastic extremes in temperature or humidity. If engines and alternators are stored in areas other than inside a dirt-free and temperature-controlled building, the unit or engine should be completely covered and protected against the environment. Before covering it with a canvas or with plastic, the unit should first be sealed at the following critical engine openings:

The effect of a surfactant, designated Syntex, on the wetting and spreading of hydrocarbon oil on molybdenite surfaces (faces) has been investigated experimentally through measurements of zeta potentials and factorially designed flotation tests. These studies indicate that Syntex has a positive effect in increasing molybdenite recovery in the rougher flotation circuit at the Climax mill. The analysis of experimental data using DLVO theory shows that the controlling factor in determining the magnitude of the repulsive energy barrier preventing oil from wetting and spreading on the molybdenite faces is the MoS2 zeta potential and the vapor oil droplet size. The role of Syntex in this case seems to be related to the decrease and stabilization of MoS2 zeta potential by Syntex adsorption and also to the emulsifying action of Syntex on vapor oil to provide a more favorable oil particle size.

The Committee on Valuation of the American Electric Railway Association, has had compiled a "Bibliography on Valuation of Public Utilities." The work was done by the library force of the American Society of Civil Engineers, and brings up to Dec. 23, 1915; a bibliography issued by the American Society of Civil Engineers on May 15, 1912. The Bibliography has been printed -and issued by the American Electric Railway Association, 8 West 40th Street, New York, N. Y., and may be obtained from its Secretary on the payment of 50 c. References are arranged under the following headings: General, Electric Light and Power, Gas Works, Mining, Railroads, Steam Power, Street and Inter-urban Railways, Telegraph and Telephone., Water Power, Water Works. References are given to the principal technical publications, to various works on the question, of valuation, to rules and regulations of Commissions and other official bodies, and to the proceedings of various societies. Undoubtedly the compilation is the most comprehensive that has yet been published.
