The news pages of MINING ENGINEERING and other trade publications have for the past two years carried a great many items about new developments in phosphate and potash, reflecting the surge in world consumption of these products as fertilizer. Today the question often arises concerning how much growth can be further anticipated by the phosphate and potash industries. To answer this question, a 15-year projection of world fertilizer consumption in terms of the three basic plant food nutrients-nitrogen, phosphate and potash-has been prepared. Two of these, phosphate and potash, are basic products of the mining industry. Nitrogen, once an important product of mining, is now mainly a chemical product. Another mineral, sulfur, although not a primary nutrient, depends on the fertilizer manufacturing industry for the bulk of its market. In crop year 1962-63, there began a startling in- crease in world fertilizer consumption. In that year, consumption increased by about 10% and in the following year by 10-12%.

The following have been compiled from information furnished through the courtesy of Dr. W. P. Haynes, of London, and Mr. T. V. Grigorescu of Ploesti, Rumania. Gura Ocnitzei was the most active field during the year, furnishing 40 per cent of the production and 50 per cent of the drilling activity. Extensions to the west in this field were made both by Concordia and Romana Americana. In these new extensions the bulk of the production comes from the Drader member of the Dacian, with an average depth of 1300 m.; the underlying third Meotic at 1700 m. has not been developed yet. In Gura Ocnitzei east no new drilling has been done in 1933, but here declining pressures have led to the extensive use of gas-lift and pumps. Ochiuri saw some small drilling activity, but production declined. Two good wells were brought in by Unirea and Astra at the close of the year. Boldesti continued to be developed on a general plan by the four major companies interested. Production was from the Meotic, which in this dome has been penetrated for 356 m. Reserves have been estimated at about 63,000,000 bbl. An important discovery in this area was the bringing in of Credit Minier No. 1 Harsa to the east of the main field and producing from the Meotic. This well came in during October, 1932, and is now making 1400 barrels. In the Moreni Piscuri field only routine operations have been carried on. The prolific sands are now declining rapidly. Ceptura also saw only routine operations. In the Arcesti field development of the Meotic continues. Seven new wells were brought in during the year and ten were drilling at the close of 1930. The field produced over a million barrels for the first time during 1933. In the other fields only routine operations were carried on. A considerable increase in efficiency of operations was noted during the year. The average drilling time has been reduced, coring programs have been amplified, and much care has been taken in straight hole drilling. The Schlumberger electrical coring apparatus is extensively used. Electric-driven rotaries have been introduced at Gura Ocnitzei. The Moniteur du Pétrole Rouman reports that the index cost of drilling one meter, taking 1929 as a base of 100, has been reduced to 32 in 1933.

While all of the Southwest Texas fields lie within the Gulf Coastal Plain this area may be divided into three subdivisions—the Coastal Plain zone proper, the Reynosa Escarpment zone, and the interior zone. The Coastal zone includes that strip adjacent to the Gulf of Mexico and . extending inland for a distance of about 60 miles and includes the Palo Blanco, Palangana, Piedras Pintas, Kingsville, Agua Dulce, Saxet, White Point and Refugio fields. The Reynosa Escarpment zone includes a Pliocene overlap over older Tertiary sediments lying west of the Coastal zone. The western margin of the Reynosa formation forms a more or less well-defined westward facing escarpment with which the so-called Reynosa Escarpment fields are indirectly related. These fields include those in eastern Zapata, eastern Webb, western Jim Hogg, western Duval, McMullen, Live Oak, Bee, Goliad and Victoria counties. The interior zone includes these fields west of the Reynosa Escarpment which are not in any way related to it and are on separate types of structure. Production data by fields and wells are shown in Table 1. Roma.—During 1928 the Texas Co. completed two small gas wells at 198 ft. on the Roma Structure near the town of Roma on the Rio Grande in Starr County. This gas is of no commercial importance but was used for fuel in drilling other deep tests on this structure. Three dry holes ranging from 3600 to 4200 ft. were drilled; then their No. 4 Guerra, the fourth deep test, was completed during December as a small producer of 37" Bé. oil from a sand at 3560 to 3590 ft. No production was marketed during December but arrangements were being made to handle the output from this well during 1930. This is the first commercial producer in Starr County. Driscoll.—In 1929, Robert Driscoll discovered gas on his Santa Rosalia Ranch in Duval County while drilling water wells. Two sands were developed, one at 2400 ft. and another at 2936 ft. and several gas wells were completed in each, ranging in volume from 15,000,000 to 40,000,000 cu. ft. and in reservoir pressure from 500 to 1,000 Ib. Early in January of 1929, Mr. Driscoll's No. 14 Fee was completed as a 50-bbl. oil producer at 2894 ft. Two other oil producers were completed early in 1929. In 1817, McClure prepared a geological map to represent the boundaries, and they are not controverted at the present date. In 1834, Richard C. Taylor made a survey and report on portions of the basin. In 1835, Prof. W. B. Rogers was appointed by the State of Virginia to make a geological survey, and made six annual reports in which this area was included; but the reports and maps were not published. R. C. Taylor's Statistics of Coal, published in 1855, gave to the public the details of exploration and production, to date, very perfectly and completely. Daddorw and Bannan's work, Coal, Iron, and Oil, published in 1866, repeated the details before given, and advanced some vague theories respecting the coal-field, but gave no new facts. Rhyolitic welded-tuff wallrocks of the epithermal base and precious metal veins of the Creede district were pervasively altered by the addition of more than two billion metric tons of potassium some 1.5-2 million years before mineralization. Sodium, calcium and magnesium were strongly depleted, yielding a nearly binary quartz + potassium feldspar assemblage containing as much as 13 weight percent K 0. This large-scale metasomatism, originally noted by Steven and Rattle (1965), took place progressively by initial alteration of plagioclase phenocrysts to orthoclase or microcline followed by alteration of the groundmass feldspar to orthoclase and gradual change of the sanidine phenocrysts to more Or-rich compositions. Oxygen isotope and chemical studies show that the metasomatism resulted from the interaction of the tuffs with deeply circulating heated ground water and suggest that the potassium metasomatism of rhyolitic rocks is the facies equivalent of propylitization of volcanic rocks of more basic composition.

Gouverneur Talc Co. had sought an effective means of depicting its mine at Balmat, N. Y. since it commenced operations in 1947. After considerable research the engineering department settled on the idea of a model made of plexiglas at a scale of 1 in. to 50 ft. The solid portion of this model represents the actual underground excavations. Talc is mined from two metamorphic tremolite-talc orebodies which are part of a complex fold system in this region. In the mine, stopes are laid out in panels and developed into openings 50 ft wide, 10 to 80 ft high, and perhaps 200 ft in length. Pillars usually approximate 30 ft in width. All present mining operations are contained within a block 2000 ft long, 1700 ft wide, and 1500 ft thick.

This year the metal mining industry is in for some difficult decisions as the nation struggles to control inflationary pressures resulting from higher production costs and a money-squeeze policy. Re- clouding these problems will be campaign oratory as Congress seeks reelection. Charges will be hurled back and forth between a Republican White House and a Democratic Congress. Inflation and Vietnam will be the big one. Hut pollution i. coming on strong. President Nixon has formed a new Council on Environmental Quality although he already had named a similar unit within his Cabinet six months ago. Both are charged with bringing 1.0 bear all of the Federal Government's talents on the focal points of antipollution measures The biggest task will be to find out how many different "units" are currently mixed up in these efforts.

1. Healthy and active Local Section organizations are vital factors in promoting the vigor and growth of the Institute. 2. Activity on the part of Local Sections should be recognized and stim¬ulated by appropriation of funds from the Institute's treasury; and these appropriations should be as large as is consistent with the relative needs for other activities. 3. As between different Sections, the amount of such appropriations should be based primarily on the extent of activities as reflected in the number and character of meetings .held and the attendance of the members at such meetings. 4. In making a request for funds for any year, the officers of a Local. Section should submit: (a) a report showing in reasonable detail its income, and expenditures for the preceding calendar year; (b) a statement of the number of. members to whom announcements of each meeting had .been mailed; (c) a record of meetings held, the character of the program, and _ attendance of members at each; and (d) any further facts having a bear¬ing on its financial requirements for the coming year.

If world oil prices stabilize at $ll/bbl, if the US decides on the "accelerated supply" case for domestic fuel resources, if investment capital is available, if environmentalists' demand become reasonable, if land withdrawals are halted, if government grants generous depletion allowances and fast depreciation write-offs, and if many other "iffy" conditions are met-then shale oil production may reach the 1-million-bpd level by 1985, according to the Project Independence Report. In the "base case" scenario, oil shale production would be, at best, about 250,000 bpd at $11 prices, and "much lower if expectations for $7 oil prices prevail." In this regard, the FEA study reflects the conclusion reached by companies engaged in oil shale development work. Thus, except for some new technological breakthrough in mining, the birth and growth of the US oil shale industry will occur only if oil prices stabilize at about $ll/bbl.

SIDERFIN The semi-annual meeting of the Montana Section was held at the Silver Bow Block, Butte, Mont., on Friday evening, Oct. 8, 1915. An informal, subscription dinner, at $1.50 a plate, was enjoyed inn' the early evening, by 62 members and guests. After dinner a technical session was held, and a paper entitled Preliminary Outline of Paper on Mines in the Boulder Batholith was presented by J. A. Grimes, who is joint author of the paper, with Paul Billingsley. The paper elicited a lively and interesting discussion, in which a score of members took part. The mining fraternity of North America was grieved and shocked to learn of the death of Dr. Willet G. Miller on Feb. 10, 1925. Doctor Miller was for many years the Provincial Geologist of Ontario and the one who more than any other had contributed by his personal work and the reports of his subordinates to the recent extraordinary mineral development of the Province. Doctor Miller was fifty-eight at the time of his decease. A man of unusually stalwart physique, he seemed destined to many years of useful service. His friends in both the American and Canadian Mining Institutes can with difficulty reconcile themselves to his loss. Doctor Miller was born in 1867 in Port Rowan, Ont., on the shores of Lake Erie. After preparation in the high school of his native town, he entered the University of Toronto and took his bachelor's degree in 1890. He pursued graduate studies in geology at Chicago, Harvard, and Heidelberg Universities. In 1893, he was first appointed lecturer and soon thereafter Professor of Geology in Queens University, Kingston, Ont., a chair which he held until 1902. He was then appointed Provincial Geologist of Ontario and was placed at the head of the Survey which was attached to the Department of Mines. Within the next year, 1903, he performed the service that made him famous. In the summer of 1903, in connection with the building of the Ontario Government Railway toward an objective on James Bay, veins had been noticed by construction parties just north of what is Cobalt Lake today, and in the rocky pass that is now traversed by the main line of the Canadian National Railway en route to Vancouver. The pink stain of cobalt bloom on the vein, known later as La Rose, caught the eye of a workman; in November, Doctor Miller recognized the silver in it, and brought the possibilities of the district to general attention. In December, he published an article in the Engineering and Mining Journal, stating that the veins could be worked at a handsome profit. During the winter and spring, the mining interest awoke, which resulted in the astonishingly productive silver district of Cobalt; but in which, Doctor Miller, because a government official, scrupulously refrained from having any financial interest whatever. Seldom has so high a sense of honor been manifested; and as the result, Doctor Miller commanded confidence and respect to an extraordinary degree. (communication to the Secretary*) :-In connection with the comparison of mechanical crushing efficiencies in Tables I and II of Mr. Franke's paper, I wish to suggest a somewhat simpler way of making this' comparison, based upon what the writer has called the "crushing-surface diagram," as published by him in the Engineering and Mining Journal for May 24, 1913. Such a diagram, based on the data given in Table II, is submitted herewith, Fig. 1, cumulative percentages being plotted as abscissas and reciprocals of diameters (theoretical mesh per inch). plotted as ordinates.. Such a diagram averages the diameters without calculation, and areas upon it are proportional to surface produced, and, in accordance with Rittinger's law, to energy spent on crushing alone.

In explanation of the delay, which may have been noted by members of the Institute, which has affected both the Bulletin and Volume .59 of the Transactions, we may mention that our printers, in common with nearly all publishing concerns in the country, have recently been overwhelmed with work on text books and similar technical matter required in connection with the education of the student-army recently inaugurated by the Federal Government. Although we regret the delay in the issuing of our periodical, we cannot help feeling- that our publications are perhaps second in importance to the needs of the army. It is to be hoped that the present excessive demand for printing of- this sort will soon be passed, after which we shall resume publication with more punctuality.
