At a time when Congressional stiffening of health and safety regulations in the nation's coal mines seems all but an afterthought, when the problems confronting both mine operator and worker are being tossed about like a pigskin in an Australian- rules football match, what could be more appropriate to the times than to incorporate a discussion on these matters into the proceedings of an annual coal meeting. Integration of both technical and topical discussion provided the strength for this 28th Annual Meeting of the Central Appalachian Section of the AIME, convened at the The Greenbrier, White. Sulphur Springs. W. Va., Oct. 31-Nov. 1. Three technical sessions prepared for the occasion were served to those in attendance. First of these was held on Friday morning. Rendered excellent coverage, topics included Roof Structure Analysis at Blacksville No. I, presented by David Eyer, Christopher Coal Co.; Methane Monitors (evolution and evaluation of present day detection equipment); and Instantaneous Control Reaction to Mine Fires and Explosions, in which Elmer A. Fike illustrated the point quite vividly by showing a film on the potential of such control equipment. Indeed, the ability to snuff out a mine fire before it is allowed to spread even beyond its own igniting sparks speaks very well for itself. However, Fike hastened to point out that certain difficulties had to be overcome before these "fire watchers" could be implemented successfully in mines. These "bugs," inherent in virtually all coal mining environments, include ignition of sulfur pockets on mine facings and delivery of sparks on trolley rails, both of which may impede the accuracy of such control monitors.

It is the purpose of this paper to describe a method used to determine the corundum contents of samples of hard crystalline gneiss containing both corundum and red garnet. A chemical analysis of the rock for alumina would not fix the amount of corundum became at least three other constituent minerals of the rock, mica, feldspar, and garnet, contain alumina combined with silica. Following are the principal minerals found in the samples, together with their specific gravity and hardness as given by Dana: The corundum occurred in crystals of a gray or bluish gray color, in minute grains and coarser up to 0.5 in., and no massive or block corundum was observed. The larger crystals were commonly quite slender, well defined, and the normal hexagonal form clearly developed. They lay with the structural planes of the gneiss, and sometimes appeared prominently in relief on weathered surfaces. In some cases these crystals had suffered partial or total alteration to mica, margarite, or other soft minerals, a condition illustrated by sample D, which appeared to be studded abundantly with corundum on the flat faces. Garnet, a striking feature of nearly all the samples, was present in small rounded crystals of a pink to red color. The samples were first broken to pass a No. 4 mesh screen. This was done with a hammer on an iron plate, particular care being taken to avoid the breaking of the crystals finer than need be to pass the screen. A portion of the sample weighing 500 g. was then taken and, with a little water added, was scoured round and round in an iron bucket with a wooden block, until the coarse crystals of corundum were cleaned of adhering pieces of mica. In recent years bismuth telluride has received considerable attention, primarily due to its value as a thermoelectric material. Since there seems to be little dependence of thermoelectric effect upon crystal orientation1 many of those who have previously worked with this material have been unconcerned with knowing its crystallographic angles to any degree of accuracy. However, when one studies deformation modes, lattice stresses, or the aniso-tropy of mechanical properties of a material, knowledge of the interplanar angles and their relationships as depicted in a stereographic projection becomes essential. Lange2 originally published crystallographic data which described the structure of bismuth telluride as rhombohedral with the space group A more recent work by Francombe3 presented data which corroborated and refined the original findings of Lange. In addition, Francombe established that there is no coexistence of rhombohedral and hexagonal lattices in bismuth telluride as was suggested by Vasenin and Konovalov,4 and that the structure can be treated as a pseu do hexagonal structure with an axial ratio, c/a, of 6.95 for convenience of presentation and study. The interplanar angles and standard projections for several unalloyed hexagonal metals have been previously published,5-9 but the present work appears to be unique in that it presents data for a rhombohedral compound in pseudohexagonal form. As a pseudohexagonal structure, this material has an extremely large axial ratio as compared to the usual range of approximately 1.5 to 1.9 for the hexagonal metals. Four magnetic fleld balances and several spare magnetic systems were purchased by the Brazilian National Department of Mineral Production from the Askania Werke A. G., of Berlin, in 1932. Preliminary field tests on this new equipment showed one of the vertical component magnetic systems to be defective. A series of measurements designed to investigate the functioning of these instruments, and particularly the defective system, showed it to have an abnormally low magnetic moment, as compared to the satisfactory systems, and a high-temperature correction that was opposite in sign to that which would be expected for a noncompensated magnetic system. Since these systems were of the "temperature compensated" type, this condition indicated an accidental overcompensation. Attempts to correct for this overcompensation by readjustment of the compensating masses on the aluminum and Invar spindles failed because the distance by which the position of the masses could be shifted was insufficient. The temperature effect was reduced by this readjustment but was not entirely eliminated, as was to be desired. Theoretical deductions indicated that the defective condition of the system could be explained as due to three possible causes: (1) considerable loss of magnetic moment of the system; (2) increase in the magnetic temperature coefficient of the laminas; (3) dislocation of the component parts of the system caused by a shock experienced after it left the factory and before it was tested in Brazil. Later information received from the factory after examination of the returned system indicated that the third cause probably played the most important role. Temperature calibrations of the defective system for various positions of the counterweights brought out an important point, which it is believed

TWENTY-FOUR of the 28 local sections and the two divisions of the Institute were represented at the meeting. Three sections failed to appoint delegates and two of those appointed failed to attend the delegates' meeting proper. Four sessions were held, two on Monday and two shorter adjourned ses-sions on Tuesday and Wednesday. Even at the end many things remained to be said and, in view of the amount of time the delegates lost from technical ses-sions the feeling was general that next year it would be advisable to hold their meeting the day before or day after the general meeting. Every part of the country was represented from Boston to Los Angeles and Seattle to Washington. All phases of Institute work and policy were taken up in the most informal way and the delegates will carry back to the sections, as they brought to headquarters, many ideas that will prove useful and stimulating. The time was divided between reports by the delegates on section activities and reports by officers of the In-stitute and of the various joint activities on the work at headquarters : A. D. Flinn told of the work of Engi-neering Foundation; W. V. Brown discussed the Em-ployment Service; J. A. Sohon explained what the Library is doing; T. T. Read told how the sections could help MINING AND METALLURGY ; H. Foster Bain discussed Institute affairs in general and asked and answered questions. An interesting new feature of the meeting was the appearance by request of Directors Turner and Smith of the U. S. Bureau of Mines and U. S. Geological Survey to answer inquiries as to the needs and work of their Bureaus. So much attention had been paid this year by the western sections to the diminished funds made available at Washington for research on mining problems that many questions came up. The accom-panying figures epitomize the answers.

Mining camps from Mexico to Alaska and from the Pacific coast to the Atlantic were represented by delegates at the 5th Annual Northwest Mining Convention which was held in Spokane, Wash., Feb. 19-24, 1917. About 300 delegates from outlying regions were present, this being fully 100 more than have been counted at any previous mining convention in Spokane. Graham B. Dennis, president of the Northwest Mining Association, made the address of welcome. In part, he said: "Heaven has made us the possessors of an area great enough for an empire, varied enough in climate and possibilities to compass the whole complex field of modern industry. In the development of this broad heritage, we are not only actors for today, but trustees for future ages. "It is to foster this spirit of unity; to create and maintain strong bonds of mutual good will and confidence, that we founded the Northwest Mining Association. Wee support it because we believe it will give us strength; because we believe we shall learn from each other; because, in industry as in every other walk of life, personal contact and establishment of ties of friendship enrich and round out the characters of men." One of the interesting lectures of the week was that on "Alaskan and Russian Gravel Mining," by Dr.' Henry Mace Payne, consulting engineer for the Russian government and Consolidated Goldfields of South Africa. Dr. Payne's illustrations showed the different appliances in use in the countries mentioned. The Resolutions Committee reported back to the Convention six of the seven resolutions that had been presented to it. These were adopted as submitted, with some minor changes.

THIS discussion relates to the distribution of coal under the direction of the U. S. Fuel Administration beginning Apr. 1, 1918. At that time a definite method of ' controlling and directing distribution was put into effect. Prior thereto, although some of the machinery utilized was in operation, especially in the few weeks immediately preceding Apr. 1, distribution had not been effectively and comprehensively organized. The writer was called to the Fuel. Administration by Dr. Garfield about the. first of February, 1918, to assume general direction of the distribution of coal for the Fuel Administration, to develop the general plans, and to obtain practical men to assist in this work and in carrying through the program finally devised. A study of the situation and conferences with the Fuel Administrator and leading men in the business made it plain that it would- he necessary to begin at the bottom, measure the undertaking, develop plans to meet the need thus shown, and build an organization to effect the distribution required. This work had to be done under war pressure in the midst of a bad coal shortage. The successful performance of such a task is always primarily a matter of putting competent men in the right places and giving, them the power and opportunity to function properly together. In the Distribution Division of the U. S. Fuel Administration, the men who were chiefly responsible for whipping plans into practical form and then for carrying out these plans were A. W. Calloway, of Baltimore, President of the Davis Coal & Coke Co., who served as the Director of Bituminous Coal Distribution; S. Lovell Yerkes, of Birmingham, Alabama, Secretary of the Grider Coal Sales Agency, who assumed general charge of distribution while the new plans and organization were being perfected and then became the Assistant Director of Bituminous Coal Distribution; Warren S. Rapid ion exchange occurs at first followed by slow reaction controlled perhaps by solid state diffusion. One experiment with radiocopper instead of radiosilver is reported briefly.

The efforts of petroleum production engineers during the past year have largely concentrated upon ways and means of reducing operating investments and expenses in order that the industry may survive a period of low crude oil prices. Major progress was made in outlining and solving the technical problems pertinent to unit operation in order that executives and legal staffs may actually arrange operating contracts to effect unit operation. Consequent savings in development and operating costs, accompanied by increased recovery, will thus be obtained. Well spacing has received considerable constructive thought and study, from which practical results are assured in the near future. The control of edge and bottom waters has advanced in technique through the engineering work done in Yates, Hobbs and East Texas, and there is evidence of greater cooperative efforts between engineers to increase recovery from pools by mutual gas conservation. The use of pressure control by surface and bottom-hole chokes has become general practice to reduce gas-oil ratios. The study of bottom-hole pressures has led to new conceptions of proper utilization of reservoir energy and maintenance of pressure by natural means. Pressure gradients of flowing wells have been measured in practice and strides made to develop workable formulas for the flow of oil and gas mixtures through vertical pipes. The information thus obtained will permit the intelligent design of flow tubing combinations. Gas-lit and repressuring advancements have been few, due to overproduction from naturally flowing wells. Satisfactory unloading valves for gas-lift wells have been developed and consistent progress made in gas-lift displacement pumps. The necessity for producing wells at high rates of flow while producing large quantities of sand has resulted in radical changes in Christmas tree and separator designs for the Oklahoma City pool. The opening of wells to obtain potential production for proration purposes has been eliminated in the Yates and Hobbs pools by the application of engineering principles.

Factorial design is a mathematical method of drawing valid conclusions from a series of tests made in a predetermined pattern. It is applied to flotation ore testing using, in this case, five variables, each varied twice, requiring a total of 32 tests. Representative conclusions are checked by repeat testing.

A few weeks ago the Institute lost, by death, from its list of members one who in recent years, by frequent attendance at meetings, by the preparation of papers, and in many other ways, had shown a warm interest in Institute affairs; who had an extensive acquaintance among his fellow-members, and whose memory it is fitting to perpetuate by a permanent record in the volumes of our Transactions. Dr. Byron William Cheever, acting Professor of Metallurgy in the University of Michigan, died at his home in Ann Arbor, on the 6th of March, 1888. He was born September 17th, 1841, in Ellisburg, Jefferson County, New York. In 1844, the family moved to Geneva, Illinois, and thence, in 1857, to Dundee, Michigan. Two years later, a third removal was made to Ann Arbor to take advantage of the educational facilities there offered; and in 1859 the subject of this sketch, with his two brothers, entered the University of Michigan. In 1863, he took the degree of Bachelor of Arts. After a year or two of business life, he entered the medical department of the University, and graduated as Doctor of Medicine in 1867. A taste for scientific work had been developed in him in early life; and, even while carrying on undergraduate and medical studies, his proficiency in chemistry found recognition in his occasional employment as assistant in the University laboratory. The interval between the close of his course in Arts and the commencement of his course in Medicine was also devoted to chemical work, partly in the city of Philadelphia, and partly in the West Indies, where he was employed in the service of a commercial company engaged in the guano trade. Dr. Cheever never took up regular practice as a physician. After receiving his medical diploma he went again to Philadelphia, and for about two years was employed as an analytical and consulting chemist in that city. The group of four papers on ore dreseing read at the Butte meeting, all of them dealing with the recent developments at the Great Falls and Washoe plants of the Anaconda Company, form an extremely important contribution to the subject of ore dressing. It proves the efficacy of the new hindered-settling principles first brought out in a paper entitled Close Sizing Before digging' and later elaborated in a paper entitled Development of Hindered-Settling Apparatus: and it is the first large demonstration on this class of mill that has been made. It must be very gratifying to all mill men to have these papers at hand, charged with careful investigations and results pointing to the conclusions reached; the papers cannot fail to be a great help to every designer of mills and to mill men who are working on this class of concentration. The papers have dealt with their subjects so completely and have demonstrated every point from beginning to end in each case so thoroughly it leaves little for the commentator to say in the way of criticism. Therefore it seems best to him to confine himself to adding a few points of history which he believes will be interesting to the readers. Referring to the paper by Mr. Wiggin, and to the fact that the Richards hindered-settling pulsator classifier was turned down, the writer wishes to say that this classifier was the first of its kind that had ever been introduced, and since that time it has undergone great developments which he believes would overcome the difficulties encountered in the test,. In fact, there was one test made at Great Falls which with the Wilfley tables and vanners brought all the tailings down to 0.36 per cent. copper except the fine slime. Every 12 minutes, a cable operated skip car appears from beneath the desert surface of Arizona's Papago Indian Reservation. The Papagos have become quite used to the car, particularly those whose paychecks depend upon its regular appearance. The 24-ton capacity skip or tramcar hauls copper ore out of the North Decline of Hecla Mining Company's new mine about 30 mi south of Casa Grande. While there's nothing particularly glamorous about the skip itself, the railroad system upon which it travels is interesting because of the unconventional way it was built.

THE highly publicized shortage of students enrolled in engineering curricula has brought about a rapid increase in the enrollment in engineering schools in many parts of the country. Though most of the various curricula in the mineral industries field have participated in this increase, the experience at Pennsylvania State University has been that the nonmineral types of engineering have been increasing at a much more rapid rate than those in the College of Mineral Industries. [ ] It has been a matter of some concern to the staff of the College of Mineral Industries that enrollment in the curricula of the school has not been increasing at a rate commensurate with that experienced in the College of Engineering. If the lack of trained young graduates for our vital mineral industries is to be overcome, this situation must be remedied.

Tars Committee is the result of a desire of the authorities in charge of the publications of the four national engineering societies to co-operate in this matter. The members of the Committee are the following: Charles WarreN Hunt, Secretary of the American Society of Civil Engineers. D. S. This Committee has held several meetings; it seemed advisable, at the outset, to limit its discussions closely to the general subject of abbreviations. Further, it seemed best to formulate a few general rules to be followed in making abbreviations, rather than to compile a list of forms to be recommended. The Committee decided to limit the subject more narrowly by considering only abbreviations to be used in the text, or general reading-matter, arid not those to be used in special matter,
