The authors have recently published1 evidence that brittle transgranular fracture of polycrystalline metals does not originate at a point and propagate continuously across the material, but rather develops at numerous related points, leading to a series of micro-cracks which subsequently link up. Series of related microcracks were observed in steel specimens broken in fatigue—specifically, at the central portions which broke during the final sudden fracture. Microcracks of the type mentioned have also been reported by Baeyertz, Craig and Bumps'2 in steel broken under impact. % Some micrographs published by Irwin3 may possibly be interpreted as showing discontinuous brittle cracks. This paper presents additional observations of the authors on discontinuous crack propagation under various conditions. Impact Test Specimens The impact test specimens were cut longitudinally from a steel forging containing: The heat treatment consisted of oil quenching in a heavy section from 1600°F and tempering at 1260°F. The resulting yield strength was 78,000 psi, tensile strength 100,000 psi, elongation 20.0 pet in 2 in., and reduction of area 55.0 pet. Standard V-notch Charpy specimens were broken in a 217 ft-lb machine at a striking velocity of 16.8 fps. Energy absorption and fracture appearance of this material in the V-notch Charpy test are plotted as functions of temperature in Fig 1. After test, fractured halves of specimens appearing 0, 40, 80, and 100 pet fibrous (to the unaided eye) were electroplated with nickel, sectioned longitudinally (perpendicular to the notch at its midpoint), polished and etched with Cohen-Hurlich-Jacobson (C-H-J) reagent (picric acid plus Zephiran chloride in ethyl ether)4 or with Vilella reagent (1 pet picric plus 5 pct hydrochloric acid in ethyl alcohol).5 Fig 2 and 3 show cracks near the path of final fracture in the specimen rated 0 pct fibrous. Many of the cracks terminate at the boundaries of ferrite grains, some at boundaries of pre- existing austenite gzains. * A crack often starts near the end of another. Cracks within the same ferrite grains are parallel or approximately parallel in several cases. A large percentage of the cracks are branched. Fig 4 illustrated a group of cracks in the 40 pct fibrous specimen. Branching and parallelism are well marked. No more than three directions of crack have been observed on the polished surface in one ferrite grain. This is consistent with the evidence6 that brittle fracture of ferrite takes place on the cube face crystallographic planes: the {100} planes. The appearance of some cracks suggests that they have passed around a projecting corner of a second ferrite grain by going outside the plane of polish. INTRODUCTION From a tax viewpoint, United States mining companies are at a substantial disadvantage in the international mining area compared with companies in other major capital-exporting countries, according to a 1975 study by Coopers & Lybrand for the American Mining Congress. The study compared the relative tax position of a United States investor with investors from Belgium, Canada, France, Germany, Japan, the Netherlands, Switzerland, and the United Kingdom. The comparison was based on average rates of return realizable by investor companies on four mine-model investments in twelve capital-importing countries. The countries in which these investments were assumed to be made are varied in their tax systems so that a wide range of possibilities was included in the analyses. Each mine model was standard so that the rates of return for each investment by each investor were affected solely by the respective tax systems of the capital-exporting and capital-importing countries. UNITED STATES POSITION The study found that the United States competitive position, in terms of the average rate of return on an overall basis, ranked next to last among the nine capital-exporting countries in the study. Further, the United States overall rate of return is more than 20% below that of the country (Japan) with the highest overall rate of return. On an average return-on-equity basis, the United States' position among the nine investor countries, for each of the mine investments studied, was: copper, eighth; iron ore, sixth; nickel, fifth; manganese, a tie for last place. Figure 1 shows the overall results realized by each capital-exporting country on the basis of average return on equity. [ ] The frequency with which a given capital-exporting country attains the highest or next highest rate of return in a capital-importing country provides further insight and another basis for comparing the tax laws of the capital-exporting countries. Of the situations compared in the study, the United States never attained the highest rate of return, and reached the second and third highest rate of return in only two instances. The tables showing the frequencies of rankings are given in Table 1 for each of the four mine models. In summary, the United States mining company does not have a competitive advantage under the tax rules when competing for mineral concessions in other countries. The United States company, in fact, appears to be at a clear disadvantage. The study also considered the effect of the following recent tax proposals on United States investors in international mining ventures:

DEFORMATION of cold-rolled fcc metals and alloys produces one or the other of two types of rolling textures, usually referred to as the copper type or the brass type. The pure fcc metals, with the exception of silver, develop the copper-type texture when rolled at room temperature. Silver, brass, and many other alloys develop the brass-type texture. Transition from one texture type to another can also occur. Solute additions to pure copper cause a transition from the copper-type to the brass-type texture.' Varying the deformation temperature also produces texture transitions. Copper rolled at -196°C developed the brass-type texture2 and silver rolled at elevated temperatures, 200°C, developed the copper-type texture.374 The work of Haessner,' Smallman and Green,6 and Hu and coworkers3'4 seems to have established an apparent correlation between the type of rolling texture (and the texture transition) and the stacking-fault probability. Thus materials with low stacking-fault energies are thought to develop the brass-type texture while high stacking-fault energy materials develop the copper-type texture. Mikkola and cohen7 measured by X-ray diffraction techniques the stacking-fault probability, a, in the ordered and disordered fcc alloy Cu3Au. Unexpectedly, ordered specimens showed about twice the stacking-fault probability as the disordered ones. Marcinkowski and Zwe118 also found stacking faults in ordered Cu,Au, but not in the disordered CusAu. More recently, Camanzi and coworkers9 have shown that the intrinsic stacking-fault energy of Cu3Au undergoes a considerable decrease (approximately 100 ergs per sq cm) when passing from the disordered to the ordered phase. In general, deformation reduces order'' but some of our measurements showed that some long-range order still remains in Cu3Au after cold reduction by rolling 80 pct. From the above considerations Cu3Au offers the possibility of studying the texture transition in fcc alloys without varying either the temperature or the composition. If the stacking-fault energy correlation is correct, an initially ordered alloy should develop the brass-type texture during rolling while a disordered alloy should develop the copper-type texture. The present communication describes some initial results of experiments designed to investigate this possibility. The rolling textures of ordered and disordered Cu3Au samples were determined after various amounts of deformation. The ordered sample had an initial long-range-order parameter of S = 1, determined from X-ray diffraction. The grain size of both the ordered and disordered samples was the same, and the initial textures of both were also identical and approximately random. No obvious differences in the deformation textures of the ordered and disordered materials were detected up to 35 pct reduction and the (111) pole figures of Fig. 1 resemble that of pure copper. However, with reduction larger than 35 pct and less than 50 pct, a marked deviation from the copper texture was noted in the ordered material. -4s a result of world economic conditions brought about by the European war and the consequent loss of European markets for Venezuelan crude, production in Venezuela decreased from 205,433,000 bbl. in 1939 to 186,134,000 bbl. in 1940, or 9.4 per cent. This decline interrupted a steady annual increase in production from the country, which had been continuous since 1932. The Maracaibo Lake Basin in western Venezuela accounted for 135,738,000 bbl. during 1940, or 73 per cent of the total, as against eastern Venezuela's production of 50,396,000 bbl., or 27 per cent of the total for the country. Corresponding figures for 1939 were 167,688,000 bbl., or 82 per cent of the total from the Lake Basin, and 37,744,000 bbl., or 18 per cent from the east. These comparisons indicate the increasing importance of the newer developments in eastern Venezuela, but it is unlikely that production from the east will ever exceed that from the west. In all, 429 new wells were completed in Venezuela during 1940 as compared to 438 in 1939. Of the 1940 completions, 411 were in proved areas and 18 were wildcats; 389 (95 per cent) of the exploitation wells drilled were producers, I was a gas well and 21 were dry holes, while 6 (33 per cent) of the wildcats drilled were producers and 12 (67 per cent) were dry; 263 of the exploitation wells and 4 of the wildcats were in the Maracaibo Lake Basin and 148 exploitation wells and 14 wildcats were in the east, mostly in the State of Anzoategui. Exploration of the light-oil areas in the Tia Juana and Lagunillas fields was con- tinued during the year with favorable results. Along the lake shore, drilling was confined principally to fill-in wells in the La Kosa, Tia Juana, Laguni!las and Bachaquero fields, although some important semi-exploratory drilling was done in the Pueblo Viejo area between Lagunillas and Bachaquero fields. The only other developments of particular interest in the west were the successful completion of a step-out well lying to the south of the former southern limit of Mene Grande field, which adds considerable proved acreage to that field; and the failure of two wildcats that were drilled near the Colombian border to determine whether the productive sands of the Petrolea field in the Barco Concession, Colombia, extend into Venezuelan territory. In the east no new fields were discovered during the year, although five wildcats were completed as producers. Three of these, Guario No. I, Jusepin-56 and LM-I (Leona), discovered important extensions to previously proved areas and the remaining two, Cantos-I and SPN-I (Socororo), were subsequently proved to have tapped productive sands of small extent and operations in these areas have been suspended. The greatest activity in the east was concentrated in the Oficina field, where 105 new wells were completed during the year and production was increased from 22,540 bbl. per day during January 1940 to 57,627 bbl. per day during December 1940. Important development work was also done in the Jusepin. San Joaquin and El Koble fields.

Ball wear in wet grinding mills has been the subject of considerable discussion in the last few years. Its importance to millmen is obvious in view of the fact that ball wear may cost from 2 to 4 per ton of ore for the more fortunate operators and many times this cost when a refractory ore must be reduced to a fine state of comminution. Consequently, any factual information that may be obtained on the nature of ball wear may be applied to introduce changes leading to lower ball consumption and therefore also to lower costs. In 1940, while employed with the Britannia Mining and Smelting Co., Britannia Beach, B.C., I had occasion to investigate factors that might affect ball consumption. We performed a number of tests, which will be briefly described. These tests originated as a result of changing from a 3½-in. ball to a 2-in. ball of different type of manufacture and were motivated by the desire to obtain the best possible type of 2-in. ball. Our testing was helped by the fact that the company operated a one-ton electric furnace, so that it was quite easy to make steel changes. It should be emphasized at the beginning that these tests produced results that in their general application to milling should be interpreted qualitatively rather than quantitatively. As will be evident in the description of the method used in testing, the balls were subjected to an intermittent batch grinding treatment, which may have produced results in rate of steel wear that may not have an accurate correlation with steel consumption in full scale mill operation. However, with this bed and rather arbitrary method of testing, results were obtained that may be of some interest and may stimulate further work on this subject. Unfortunately, owing to pressure of war work, our tests, which we had intended to repeat on a continuous grinding operation, had to be discontinued. Method of Testing Tests Were made in a Small cylindrical mill, rotating at 72 r.P.m. Internal dimensions of the mill were 10½-in. dia. by 9 in. The cylindrical inner surface was lined with rubber and the two ends were formed by steel plates. A charge of 2000 grams dry feed and 2000 C.C. of water was added evev 2 hr., the mill being drained of pulp before the addition of each charge, by tilting and sluicing with water. The mill was run On afternoon and night shift for daily periods of about 15 hr. total grinding time, and each test lasted from 60 to 150 hr. This batch method of testing involved a higher average pulp temperature in the mill, which undoubtedly affected comparative results in Some of the tests. Hardness oF Ball vs. Wear In these tests, special "eutectoid" steel balls were used, some of which were chill-Cut and quenched, some sand-cast and quenched, and some sand-cast and annealed to a dead soft condition. IN 1945-1946, the author measured temper brittle-ness in ingots of varying composition prepared by remelting SAE 3135 bar stock under vacuum. Since other investigators1-" have been referring to this hitherto unpublished work, belated publication seems worthwhile. Steel in 7 lb batches&apos; was induction melted with nickel additions in a magnesia crucible under a pressure of 10 microns of Hg or less and cast into a 2 in. diam chill mold. The compositions of ingots A, B, and C prepared in this way are shown in Table I; the vacuum melting lowered carbon, manganese, sulphur, and nitrogen content. Ingot B was homogenized 24 hr at 1095°C; ingots A and C were not homogenized. Blanks, M in. square, were cut from each ingot, austenitized 1 hr at 870°C, water quenched, tempered 1 hr at 595"C, and water quenched. Half the blanks from each ingot were given an embrittling treatment of 50 hr at 455°C and water quenched. A few specimens, embrittled and unembrittled, were finally heated 1 hr at 580°C and water quenched. Charpy specimens machined from the blanks were V-notched on the side closest to ingot mid-radius and paired as to radial position in the ingot, one of each pair having received the embrittling treatment and the other not. Specimens were broken in a standard impact machine at various temperatures, the same temperature, in general, being used for both bars of a pair. Fig. 1 shows the results. It is evident that temper brittleness, as measured by the increase in temperature of transition from brittle to tough failure introduced by the 455°C treatment, was decreased but not eliminated by reducing carbon to 0.006 pct, manganese to < 0.004 pct, and nitrogen to 0.001 pct. In another study," temper brittleness was apparently eliminated by -reducing carbon to 0.003 pct, with 0.80 pct Mn and 0.0015 pct N (ingot D)." • Analyses given for carbon below 0.02 pct were made by Jensen method; for nitrogen, by Kjehldahl method. Values quoted else-where&apos;-&apos;." for carbon content of ingot C and for nitrogen content of ingot D were obtained by conventional combustlon and by vacuum fusion methods, respectively, and are considered much less accurate. The 580°C final treatment removed previous em-brittlement (ingot B particularly), indicating that this was "reversible embrittlement."" Metallographic examination of ingot C with 1 pct nital etch revealed only ferrite; ingot A had carbide spheroids uniformly distributed in a ferrite matrix. With ethereal picric acid plus zephiran chloride etchant.&apos; no differences between embrittled and un- embrittled specimens of ingots A, B, or C were noted. Fracture of C and D below the transition temperature was predominantly transcrystalline, with traces of intercrystalline, in both embrittled and unembrittled conditions. The corresponding fracture of unembrittled B was mixed transcrystalline and intercrystalline; of embrittled B, predominantly intercrystalline with some transcrystalline areas. . . .
