FROM the beginning of its activities, the members of the National Production Committee have felt that the following points were essential to the success of its work: The operators must. feel that their operations were not 100 per cent. efficient; that they should be courteous and fair in their treatment of their employees; and that they should set an example of hard work and patriotic interest in increased production. Every move made must appeal to the sense of fairness of all parties concerned. The men must feel that in working more faithfully, and consequently producing more coal, they are rendering a distinct service to their Government in the time of its great need. As the workers feel that greater efficiency on their part results only in greater profits to the operators, the advantage to the operator should be lost sight of, as far as possible, and the advantage to the Government in fighting the war emphasized. Both operators and workers should know that the Government considered increased production an obligation, and opportunity for service, resting on both parties and not on the operators or the workers alone, and that both parties could very much better the efficiency of the pre-war period. Had the committee intimated that it thought the coal shortage was clue entirely to the idleness and inefficiency of the workers, its campaign would have failed, for the men would have resented the charge because only too frequently their efforts to produce more coal were thwarted by bad management; besides the operators would have lacked stimulus to better effort. On the other hand, had the impression been given that the committee thought that the coal shortage was clue entirely to bad management, the operators would have resented the charge because only too frequently their efforts to produce more coal were thwarted by the idleness and inefficiency of the workers; and the workers, having been thus indirectly pronounced 100 per cent. efficient and patriotic, would have lacked stimulus to better effort.

CIRCULAR steel sets have proved to be more economical for supporting slusher drifts in the block-caving mining used by the Miami Copper Co., at Miami, Ariz. The first steel sets were installed in July 1950, and up to July 1, 1951, about 474 sets (approximately 1896 ft of drift) were placed; the bulk of this work was done in the latter six months. All of the places selected for the steel were in heavy ground. Based on this experience the following definite conclusions can be drawn:

The solidification of Al-Zn alloys (2 to 70 pct Zn was investigated at different rates of solidification. The resulting structures were studied; the amounts of nonequilibrium eutectic were measured and compared with the amounts calculated on the assumption of no diffusion in the solid. The compositions of the cored primary constituent were investigated by quantitative autoradiography after activation of the zinc by neutron irradiation. These compositions were also determined from microhardness values. IN a recent investigation of the soltdification of aluminum-rich AI-Cu alloys,' the amounts of non-equilibrium eutectic were measured and compared with the amounts calculated on the assumption of no diffusion in the solid. The compositions of the cored primary constituent were investigated by quantitative autoradiography. The work reported here extends the investigation of nonequilibrium solidification to the Al-Zn system in the range from 2 to 70 pct Zn. In addition to autoradiography, microhard-ness values were used to determine compositions on a micro scale. Solidification Experiments The alloys contained approximately 2. 6, 12, 20, 30, 50, and 70 wt pct Zn and the balance aluminum. According to published diagrams the eutectic reaction occurs at 382°C between the eutectic liquid (95 pct Zn), a (82.8 pet Zn), and $ 498.9 pct Zn). Solid-state reactions at lower temperatures (due to the miscibility gap between 350" and 275"C, the eutectoid at 275'C, and the precipitation from supcrsaturated a) did not affect this investigation. Even if they occurred to any appreciable extent, they did not alter the evidence pertaining to the solidification structures. The alloys had to be of high purity to avoid radioact~ve contamination during activation. The aluminum analyzed 0.015 pct Si, 0.009 pct Fe, less than 0.004 pct Cu, and less than 0.006 pct Mg with traces of sodium and titanium; the zinc was reported to be at least 99.99 pct pure with traces of iron and magnesium. The alloys were prepared under argon in an induction-heated, bottom-pouring furnace, and poured into a coated steel mold, which could be preheated to temperatures up to 700°C in order to control the rate of solidification. The pouring temperatures ranged from about 40" above the liquidus for 2 pct Zn alloys to about 130°C above the liquidus for 70 pct Zn alloys. As soon as the melt entered the mold, the readings of a thermocouple placed % in. above the bottom of the mold were recorded by a recording potentiometer. Cooling at the rate induced by the initial temperature of the mold was continued to a temperature 100°C below the liquidus; the mold with its contents was then quenched in icy brine. Quenching from a fixed interval below the liquidus was used to provide a standardized procedure, since the solidus and liquidus temperatures and the interval between them vary greatly over the composition range investigated. The temperatures from which the samples were quenched were below the equilibrium solidus, but under nonequilibrium conditions some liquid was still present. Officers of the Institute have been entertained by, members at nine meetings in different parts of the country during the months of March and April. Institute policies have been discussed by the officers and by members present at the different meetings, with the result of bringing about a better understanding of Institute policy among the members; it has also been made clear how various suggestions are viewed by members who are not all in close touch with Institute activities and with the policy of the Board of Directors. President Jennings devoted his remarks chiefly to an account of Institute activities in connection with Government service for the war, and presented an able address on the relations of labor and capital; with special relation to possible changes that may be necessary during the reconstruction period following the war. This carries forward the suggestion made by him in taking up the reins of government at the Annual Dinner on February 20, 1918, and makes available a paper which has aroused great interest at the different meetings; this address will be found on a following page. In referring to Institute activities in connection with the war, the President mentioned especially the Naval Consulting Board, the War Committee of Technical Societies, the War Minerals Committee, and the census of engineers prepared not only by the Institute in connection with the Bureau of Mines, but also by the American Society of Civil Engineers, the American Society of Mechanical Engineers and the American Institute of Electrical Engineers. He announced also the appointment of two committees, one on ferrous and one on non-ferrous metals, advisory to the Tariff Commission, and the appointment of a member of the Committee on the Excess Profit Tax, having especially to do with the question of excess profit taxes on gold mines. He also announced the appointment of a new committee known as the Committee on Industrial Organization, which will devote its energies largely to the question of relations of capital and labor and of "human engineering."

In the past, little attention has been paid to the costs of ventilation, since it seldom represented a significant portion of the total mining cost. However, in recent years adverse mining conditions and increases in power charges have caused ventilation costs to rise. The federal regulations have set minimum standards for volumetric airflow rates in underground coal mines. As a mine develops, the air volume and pressure requirements increase. There are several methods by which the quantity of airflow to the mine and working faces can be increased. Some of the methods include (1) increasing main fan output or replacing the main fan by a new higher capacity fan, (2) reducing leakage across stoppings and overcasts, (3) adding a new ventilation shaft or borehole, (4) reducing resistance to airflow by reducing the resistance factor of the individual airways, increasing the number of airways (especially the parallel airways), or re- arranging the air courses by using the available entries, and (5) using auxiliary ventilation systems. This paper addresses the cost-benefit analysis of several of these alternatives as applied to a large operating coal mine located in southern Illinois. Pressure and quantity surveys were conducted under-ground, and measurements were taken at the main exhaust fans on the surface. The existing ventilation network was modeled by using the Penn State ventilation simulator. The input data included the configuration of branches, resistance of each branch (including a component for shock losses), and changes in pressure and volume. The results of the simulation were compared with the survey data to check the merits and accuracy of the model network. The net- work was designed to take into account shafts, major entries, overcasts, regulators, gob areas, working faces, and major leakage paths. The model network served as the basis for the cost analyses of networks designed for increased airflow. The applicable alternatives for increasing airflow were simulated. Performance data obtained from these simulation runs were utilized to conduct the cost-effectiveness analysis. The costs for each f the alternatives included capital, operating and maintenance costs. These costs were expressed as annual costs in terms of dollars per cfm of circulating air, taking into account the economic life associated with each of the alternatives. The benefits were expressed as increased airflow quantity in the critical sections. The result of these analyses show that for the short-range plans evaluated, the most cost-effective way of increasing airflow at this mine would be to reduce leakage through stoppings and overcasts.

Oscar Rohn was born in Jackson, Wis., June 27, 1870. He attended the University of Wisconsin and there gained from Professor Van Hise his inspiration for scientific effort and useful attainment. While a student at Wisconsin he was interested in athletics and was a member of the first eight-oared crew that Wisconsin sent to compete with Eastern crews at Poughkeepsie. He was an instructor in the gymnasium for several years. He received his B. S. in 1895 at Wisconsin, specializing in engineering and geology. 1229

A series of organic collectors has been developed which successfully float synthetic secondary uranium minerals, such as autunite, carnotite, and torbernite. Recoveries up to 97 pct have been obtained. With cleaning of rougher concentrates, ratios of concentration as high as 15:l are possible on head assays of 0.10 to 0.50 pct U308. Additions of certain base metal salts aid in recovery and materially in- crease the rate of flotation and selectivity of the collectors for the synthetic minerals. Flotation tests on natural uranium minerals have not yet equaled results obtained on the synthetics, although these collectors do give better results than conventional collectors for nonsulfide minerals.

Ball mills 5.5 m (18 ft) in diameter and larger tend to use energy delivered to the mill less efficiently than smaller diameter mills, particularly when the large mills carry 40% by volume ball charges. This paper will explore factors used in scaling up ball mills, showing where the advantages of one factor can possibly be negated by another factor. The paper will propose possible operating limits and areas for further study to establish selection and design limits.

Studies have been made of the method of propagation of yield in iron single crystals in the range of 205' to 295OK by microscopic and X-ray techniques. 'The results show yielding in two stages, of which the second corresponds closely to the Lüders extension in polycrystalline iron. IRREGULAR macroscopic markings On the polished surface of a polycrystalline mild steel test piece during the lower yield extension were first observed by Liiders.' The lower yield stress was not very constant. Sylvestrowicz and Hall2 showed that it was possible to obtain a constant lower yield stress by using a specimen in the form of a moderately flexible thin strip; the macroscopic markings in this case then appeared as a band of deformation (Lüders' band) which propagated steadily from one or occasionally

During the year 1928 ten new producing areas have been discovered and several extensions in oil and gas fields have been found in southwestern Texas. This year, however, will reveal itself as one of small profits in spite of considerable increase in production for the area as a whole over the previous years. At the beginning of 1928 the fields in this area (Fig. 1) were producing a daily average of 7500 bbl. from 730 wells, whereas at the close of the year the daily average had increased to approximately 14,000 bbl. from 827 wells. Production for the year was 3,453,938 bbl. The total oil produced in Southwest Texas since its discovery has been 16,955,-388 barrels. (Table 1.)

In the course of some experiments more than five years ago, made for a totally different purpose than the investigation of the oil used, I placed a small quantity of a transparent yellow lubricating oil in a bomb-like vessel and heated it to a relatively high temperature. At the end of the experiment I removed the oil from the vessel and was amazed to find that instead of bearing any resemblance to the oil which I had put in, it now had the appearance of ordinary crude oil. The green color by reflected light and the rich red-brown by transmitted light were so unmistakable as to at once lead to further investigation. I subjected the material to fractional distillation, and the surprise which I experienced at the appearance of the oil, changed to amazement when I found that it yielded, on distillation, 15 per cent. of gasoline and 30 per cent. of burning oil, and that its constitution resembled crude oil quite as much as did its appearance. Furthermore, the gasoline and kerosene distillates which it yielded were of a clear water-white color, entirely without treatment with acid or alkali, and were entirely free from the odor familiar in "cracked" petroleum distillates. The result of this experiment was quite too remarkable to be credited without further confirmation, and I at once filled the vessel with some of the same oil that I had used before, and again heated to about the same temperature that I had previously used, and for the same period of time. Upon opening the vessel and removing the contents I found, not the material resembling crude oil that I had obtained before, but apparently only the same oil that I had put in, somewhat darkened in color, but nevertheless far different in appearance from the material obtained in the previous experiment. Evidently some condition existed in the first experiment that had not existed in the second test, and here began a series of tests in which I sought by the change of one variable after another to arrive at the identical conditions which must have existed in the first experiment. In the course of a return flight from Olympia, Wash., to Laramie, Wyo., an airborne magnetometer profile was recorded continuously. The level of flight was controlled at barometric levels along segments of the flight. Barometric altitude was changed from 3000 ft to a maximum of 12,000 ft above mean sea level to take care of topographic variations. Terrain clearance varied from 800 to 7300 ft. Horizontal positions were obtained by recording and tying to cities, towns, airports, river crossings, and other landmarks in the course of the flight. Figs. 1-6 show the course of the flight and the general geologic and tectonic features traversed. The flight line begins south of Olympia, Wash., and proceeds south across the Puget-Willemette depression to the Columbia River. Thence it proceeds eastward along the Washington-Oregon border across the Cascade Mts. and lava flows and the Umatilla basin to Pendleton, Ore. From Pendleton it traverses the Blue Mts. uplift of Oregon in a southeasterly direction, and then to the Boise basin of southwestern Idaho. The flight line swings in an easterly direction as it passes over the Snake River downwarp to the south of the Idaho batholith. It then passes over the northern portion of the Great Basin and the heavily overthrust area at the intersection of the Utah, Idaho, and Wyoming borders. The flight then assumes an easterly course to cross the series of basins and uplifts of southern Wyoming and terminates near the western flank of the Laramie uplift.

The sudden death of Captain Jones, September 28,1889, became known to his fellow-members on the eve of the Ottawa meeting of the Institute; and at that meeting, Mr. Charles Albert Ashburner, of Pittsburgh, expressed with unaffected feeling and unpremeditated eloquence the sorrow of all. Mr. Ashburner subsequently undertook to revise and extend, for in in the Transactions, the remarks he had made at Ottawa; but death surprised him also, in the midst of his labors; and it has become my duty and privilege to prepare from the memoranda he left behind, the present brief and inadequate notice. To me, who knew and loved them both, this task of double sorrow recalls them both, with a peculiar sense of presence and of absence. They seem to speak from another land, not far away, yet not with human voices—like an echo and its echo. William Richard Jones was born in Luzerne county, Pennsylvania, February 23, 1839. His father was Rev. John G. Jones, a Welsh minister, who had immigrated to the United States in 1832. William was the eldest son, and his father's failing health made it necessary for him to begin early the work of self-support. At the age of ten, he was apprenticed to the Crane Iron company, of Catasauqua, and in this humble capacity entered upon the profession in which he was to become famous. Unquestionably, the thorough acquaintance with all details, acquired by working his way from the bottom to the top, was one secret of the conspicuous executive ability which characterized him in the height of his career. According to a letter from Mr. J. H. Geer, Assistant Chief Engineer of the Cambria Iron Company, Mr. Jones entered the service of that company in 1858 or 1859 as a machinist, and continued to work in that capacity until July, 1862, when he enlisted as a private in the 133d Regiment of Pennsylvania Volunteers, in which he afterwards commanded a company. The regiment was mustered out of service in 1863, and Captain Jones re-enlisted in the 194th

This paper presents two tentative models of the use of a notional metal in a country like Britian, which have been developed using the System Dynamics modelling method. Computer simulations have been carried out using one of the models. These show the effect on the recycling of the notional metal of a wide range of possible future values of world market price and demand for the metal.

The only technical session on Thursday was a continuation of the Symposium on Pyrometry. The members not attending the symposium -made the trip to La Salle. They were welcomed by the Mayor, to whose speech Major Arthur S. Dwight briefly responded. After luncheon the party divided and was taken by automobile to the various chosen points of interest, such as the cement works, the various zinc smelters, the coal mines, and underground cement-rock mines, where underground steam shovels were operating, etc. A special scenic trip was arranged for the ladies. The party returned by special train to Chicago, arriving at 7:30. Those desiring to visit the coal mines at Franklin and Macoupin Coun-ties left by train that evening on a special car for Benton, and were piloted through the field by Mr. Putnam, superintendent of the Old Ben Coal Corpn., Mr. Carroll, assistant general superintendent of the Chicago, Wilmington & Franklin Coal Co., and Carl Scholz, general manager of the Vallier Coal Co. Through the courtesy of the various railroads the visitors were furnished a special coach which took them to the various mines with the least delay and enabled them to see more than would be otherwise possible. Mines 8 and 9 of the Old Ben Coal Corpn., at West Frankfort, were first visited; thence the party proceeded to Orient mine of the Chicago; Wilmington & Franklin Coal Co., where luncheon was served, and then proceeded to Vallier, where both the top and the under-ground workings were inspected. The party returned to. Benton and from there proceeded in automobiles to inspect the washery plant of the United States Fuel Co. at that point; and boarded the train reaching Chicago Saturday morning. Several left Benton for their homes without returning to Chicago.

Because of U.S. Forest Service regulations and the consequent cost of leaving several diamond drill holes open at the same time, it was necessary to develop an electrical method that could be used in one hole at a time to extend known mineralization. This was achieved by balancing the surface current electrodes so that the two potential electrodes in the hole being surveyed were in the same equipotential surface. This condition eliminated stratigraphic response but enhanced any asymmetry due to ore between the hole and either current electrode. This method was successfully used in mineralized holes at West Fork, Reynolds County, Mo., to show the direction in which to extend the drilling into areas of better mineralization.

The recovery of arsenic was started at the Washoe Reduction Works (later called the Anaconda Reduction Works) in 1904, when an arsenic plant was constructed adjacent to the lower end of the 60-ft. main flue.' This plant originally consisted of a Brunton roasting furnace for treatment of flue dust and a small reverberatory furnace for treating the crude arsenic produced in the roasting operations, together with the necessary kitchens for condensation of the fumes and grinding and barreling apparatus for preparing the refined white arsenic for market. The Brunton furnace was fired with wood. It was 14 ft. 6 in. in diameter with two outside fireboxes. The hearth revolved upon a central shaft. The charge was fed through a dust-tight hopper on to the center of the hearth and slowly moved to the outer edge of three rows of stationary rabbles fastened in the roof of the furnace. There was a 3-ft. space between the hearth and roof. A crude arsenic was condensed from this furnace. The hot flame from the fireboxes passed directly over the charge, vaporizing the As203 that was carried through brick flues to the condensing chamber. This chamber was 8 ft. high, 16 ft. wide and 240 ft. long, divided into small kitchens by partitions spaced every 7 ft. It was connected with the main flue system to provide draft and to receive any losses from the chamber. The small kitchens were connected by openings in such a way that the fumes took a zigzag course, causing them to come in contact with the cold walls and ceiling and condense the arsenic. There was an opening from the outside into each kitchen, for the removal of the deposited arsenic, which was closed by a wooden door. The refining furnace was a small coke-fired reverberatory having a hearth 10 by 20 ft. in dimensions. It had three hoppers through which the crude charge was introduced, and one firebox placed at one end. The hot gas from the burning coke passed over the charge, volatilizing the arsenic and carrying it to the kitchens.

Computer use in mine planning has evolved from theory to practical application at the Bingham mine of Kennecott Copper Corp.’s Utah Copper Division. Traditional mine planning methods have been combined with computer technology to produce a more realistic calculation of ore reserves and mining plans. The techniques used are not revolutionary but are an expansion of previous mine planning methods using the calculating power of the computer. These methods can readily be adapted for planning use by practical mining men.
