HAVING been requested to prepare a paper referring especially to my patents as applied to blast furnaces, I shall confine my discussion to those improvements and inventions pertaining directly to the blast furnace itself, omitting a number of patents pertaining to blast furnace operations. I spent the early part of my life in the construction of blast furnaces, from rivet-heating to drafting and designing, much of the work relating to repairs and rebuilding. Later, as I became more interested in maintenance and operation of a group of blast furnaces, one fact especially made a lasting impression on me, namely that a very expensive piece of equipment was very short lived, and the expense of replacement, relining, etc., in many instances consumed most of the profits made while in actual operation. As far back as 1910, I began to lay plans to build with a view to permanency and not merely for a blast, the common expression at that time, which really meant only one or two years in southern practice. Since we did not then blow so hard most failures occurred in the bosh and hearth. The failure of either generally meant a complete new lining, as the inwall did not look good enough to last another blast. At that time we were using two types of hearth, one of heavy steel plate protected by well and sprays on the outside, and .one of heavy. cast iron, made in sections and bound together with wrought-iron bands. The former type proved dangerous, for if the iron should come through, as it frequently did, it would cut away the steel plate, quickly turning large quantities of molten iron into the water, causing a severe explosion and costly repairs. The cast-iron type gave trouble also by the iron finding its way through the joints between the sections, which was' not so serious; since the iron would not cut away the heavy cast-iron sections very quickly, and generally caused only small damage, and repairs-were easily made. Both types have been improved; the former by the introduction of cast-iron -water-cooled plates, placed on the, inside of the steel, jacket. This has proved to be very good construction, but has no real claim to permanency: As the cast-iron plates cannot be replaced from the outside, therefore the operator must assume that some time, at no late date, he must replace them from the inside, which will mean a blowing out of the furnace. THE discovery of the auriferous cement gravel deposits in and near Deadwood Gulch, Lawrence County, Dakota Territory, in 1876, created a mining excitement, and rush to the Black Hills. Numerous ten and twenty-stamp mills were built on Deadwood Gulch ; Central City and the town of Deadwood sprang into existence, and became the centres of the mining industry of the Hills. Gold quartz deposits were subsequently discovered and located on a so-called mineral belt, extending from Whitewood Creek on the south, to Deadwood Gulch on the north. A northerly group of these quartz locations was purchased in December, 1877, by parties in San Francisco,, who formed a company, incorporated under the name of the Father de Smet Consolidated Gold Mining Company. This company immediately commenced the work of exploration. The deposits were proved to be extensive, and easily mined, but it was found that the ore, on an average, would not. yield more than $10.00 per ton* of 2000 pounds. At this time the cost of supplies and materials in the Hills was high. Miners' wages were $3.50 per diem, and custom mills charged $6:00. per ton. The successful working of mines on "the belt" necessitated cheap milling. The ores being of so low grade,† this could be accomplished only with large and economically running mills. To insure the greatest possible economy, the Father,& Smet mill * Up to December 31st, 1879; the de Smet mine had produced bullion of the value of $718,211.68 from 76,155 tons of ore, being an average value of $9.41 per ton. During the year ending December 31st, 1879, the mine produced 46,344 tons, which yielded $425,360.42, or $9.18 per ton. The total gross cost of working for the corresponding period, including deadwork, exchange, legal expenses, fete., wits $219,914.82. The yield of the mine for the year 1880 (Engineering and Mining Journal, February 5th, 1881), was $600,011, with total expenses of mining and milling, of $313,108. † The first 4083 tons extracted from the de Smet mine, were selected, yielding $62,783.97. The next 25,728 tons produced $230,067.24. The total 29,811 tons were weighed, and worked at custom mills. The yield of the first 409 tons from tine Golden Terra Mine was $11.44 per-ton.

A year ago, Marshall and Bird presented a paper in which a new method of measuring the agglutinating power of coal was described.' The procedure used was to determine the strength of a button containing 10 parts sand and one part coal, formed by carbonizing the mixture in a crucible in an electric furnace. The result of the determination was reported as the total weight in grams required to bring about complete destruction of the button. Correlations were shown between the agglutinating value and some of the characteristics of the different coals that were investigated. This agglutinating test has been in use fairly continuously during the past five years for coals of widely differing coking qualities, and it has shown reasonably concordant results accurate enough for commercial use, although there are many features of the test which should have further scientific study. During the past year a study has been made of some coals of low coking strengths, and incidental to the main investigation some data which appear to be of interest and value were obtained on the loss in agglutinating power caused by exposure to the air. Three coals were investigated, all of which were of the Tertiary age; two were from one field in Asia, and one from a field in the United States. The three were similar, as shown by the proximate and ultimate analyses in Table 1 (moisture-free basis). Coals SA and RA generally contain about 5 per cent. moisture and coal P about 3.5 per cent. moisture on the as-received basis. The large difference in the ash contents of the coals, amounting to practically 10 per cent. between SA and RA, and P, makes difficult a direct comparison of their qualities. In the second section of Table 1 the figures have been put upon an ash-free basis., This table shows that these coals are closely alike. BIRINGUCCIO was born in Siena in 1480, the son of Paolo and Lucrezia di Bartolommeo Biringuccio.* He was baptized on October 20 of that year with the given names Vannoccio Vincenzio Austino Luca. His father appears to have been an architect, for in 1504 he was paid 600 scudi for his work on the walls of the Communal Palace and at the same time he was superintendent of streets for the city. The course of Biringuccio's life followed closely the checkered fortunes of the Petrucci family of Siena. A warm supporter of Pandolfo Petrucci, Biringuccio did not falter in his allegiance to the family and their party during his lifetime. It was probably to the protection and patronage of this lord that he was indebted for the opportunity to travel widely through Italy and into Germany during his early years and so to lay the foundation for the extensive knowledge of the subjects he was to describe in the Pirotechnia. In 1507, as he himself indicates (p. 48), he was 'in Friuli and. Carnia in northern Italy after having traveled in Germany,, and he also visited the, brass, works in Milan. After returning to Siena; he was sent by Pandolfo to direct the iron mines in near-by Boccheggiano. When Pandolfo died in 1512 (in which year Biringuccio's s father also died), Biringuccio continued to support the Petrucci family in the person of Pandolfo's son, Borghese, who succeeded, to the rule. Under his patronage, Biringuccio was appointed to a post in: the Armoury of the Siena Commune in 1513. In ISIS a popular uprising forced Borghese and his followers, including Biringuccio, to flee from Siena. Biringuccio and the goldsmith Francesco Castori, head of the mint, were accused of having debased the coinage alloy with the knowledge and consent of Borghese. When he failed to appear in 1516 to answer these charges-which may well have been invented by the opposing political faction-Biringuccio was declared a rebel and was exiled as a traitor to the Republic. He then traveled about Italy, was in Rome and Naples, and visited Sicily in 1517.

Legal and legislative matters constituted the outstanding features of proration in Texas in 1932. From East Texas emanated most of the political, legal, technical and industrial activity. Conroe and Thompson developed into fields of major importance. Proration orders were issued by the Railroad Commission on many of the producing fields of the Gulf Coast and West Texas not covered in previous years. In Yates, Penn Pool, Winkler, Van, the Panhandle, North Texas and West Central Texas there were 110 changes of importance, except in allowables. New proration schemes were introduced in East Texas, Conroe, Thompson, Saranosa, Government Wells, Tuleta and Howard-Glasscock. Little progress was made in administration or technical development. Legal and Legislative Matters Proration first began in Texas in 1927 as a voluntary attempt to divide the market outlet of a field on an equitable basis. The statutes then in existence were considered somewhat archaic and the Railroad Commission's authority was limited. Subsequent efforts to strengthen the laws were not wholly successful. The 1929 Conservation Act made no mention of market demand but declared that the term "waste" did not mean " economic waste." With the passage of the Pipc Line Act of 1930, providing for ratable purchasing, it was the opinion of many lawyere that a legal means of proration had been found. The 1931 law had ths same provision as that of 1929 with respect to economic waste but specifically prohibited limiting of production to market demand. The law passed Nov. 12, 1932, omitted reference to economic waste and specifically provided for limitation of production to reasonable market demand. Vigorous attacks were being made in State and Federal Courts on the constitutionality of the laws and the validity of the Commission's orders. In Peoples Petroleum Producers, Inc. et al. vs. Lon A. Smith et al., which had been heard before a three-judge U. S. District Court in Houston on May 28, 1932 and again on Sept. 19, the Court's decision for plaintiffs, released Oct. 2, influenced in a large measure the calling of the Legislature and the passage of the Market Demand Law on Nov. 12.

Shales containing "kerogen," or bituminous matter, which on destructive distillation yield oily and tarry matters resembling petroleum are here designated as oil-shales. They differ from oil-bearing shales from which petroleum may be obtained by so-called mechanical means. The educts obtained by the destructive distillation resemble some or all the varieties of petroleum, depending on the character of the shale and the mode of treatment. Some shale oils have a paraffin base, some an asphaltic base, or a combination; some run high in sulfur compounds. The methods of refining and cracking, therefore, are essentially the same as are used in refining petroleums. In 1860, in this country, over fifty companies were successfully distilling various natural bituminous materials for the production of " coal oil," used for illuminating purposes. The discovery of petroleum and the failure of these companies to save and utilize the valuable byproduct, ammonia, brought about their inevitable doom. Prior to that time, more or less successful efforts were made to produce from the shales of Scotland oils for illuminating and heating purposes. Competition of native petroleum from the United States early eliminated some of these companies and with the entrance of oil from the Russian and other fields into the world's markets, the Scottish oil-shale industry underwent serious and trying experiences until, in 1916, only four (Scottish) were paying concerns. These survived only through energy and the application of skill in saving valuable byproducts. A few companies have successfully operated in France and New Zealand. The Canadian Government showed active interest in the New Brunswick shales, which exist in quantity and are more valuable than the Scottish shales. The retarded development of that valuable asset of the Province of New Brunswick was most unfortunate, especially when the product was so much needed in the prosecution of the war. Harry HaRkness Stoek, whose sudden death on March 1,1923, was a great shock to his friends in all park of the country, was a man of remarkable personal characteristics and mental ability. Through an acquaintance with him of nearly 35 years, during 12 yeam of which I was intimately associated with him both in business and socially, I learned to appreciate his many high qualities, his strict adherence to high professional and social ideals, and his lovable traits of character. In this appreciation I was joined by every one who was thrown in close personal contact with him. He was a conscientious student, not given to hasty judgments, but when he formed an opinion he was positive in upholding it. At the same time, he was most courteous and kindly in combatting that which he believed was erroneous. In fact, I never knew a person of his attainments more modest, forceful and kindly, or one who had a keener sense of clean humor. In his private life,he was a devoted husband and father, a consistent communicant and worker in the Episcopal Church, and was charitable in all things. In fact, his whole life was marked by helpfulness to others and a determined and successful effort to "make the world better by his having lived in it." Doctor Stoek was born in Washington, D. C., Jan. 16, 1866. His early education was obtained in the public schools of that city and he graduated from the Central High School in the first class to graduate from a high school in Washington. He entered Lehigh University in 1883, graduated in 1887 with the degree of Bachelor of Science, and after a year of post-graduate study in mining and metallurgy he received the degree of Engineer of Mines. During the summer vacation in 1885, he served as an assistant in the Department of Mineralogy in the National Museum at Washington, and during the summer of 1887 acted as U. S. Government inspector of dredging on the Tharnes River, Connecticut. From June, 1888, to January, 1900, he was assistant engineer for the Susquehanna Coal Co., at Wilkes-Barre, Pa. From January, 1890, to June, 1893, he was Instructor in Mining, Metallurgy and Geology at Lehigh University, and had charge of all courses in mining and metdlurgical design, and the visits of students to mines and metallurgical

For the purpose of developing combinations of higher strength and conductivity than are obtainable by heat treatment alone in the age-hardening copper alloys, an investigation has been made of the effects of combinations of heat treatment and strain hardening on the properties in question. The investigation was limited to a study of the alloys containing nickel and silicon; nickel, silicon and cadmium; and cobalt and silicon. The experiments made in the course of the study arc described in this paper in three groups: 1. The effect of hard drawing subsequent to heat trcatment on the mechanical and electrical properties of the alloys. 2. The effect of low-temperature aging on the properties of heat-treat,ed and hard-drawn alloys. 3. The effect of strain on the rate of aging of quenched nickel-silicon-copper alloys. Preparation and Compositions or the Alloys The alloys were prepared by melting cathode copper in an electric resistance furnace and adding sufficient of the hardening elements to bring the compositions to the desired values. The purities of the hardening elements were as high as could be obtained in commercial practice. The metals were what are designated in the trade as electrolytic nickel, cobalt rondelles, commercial stick cadmium and fused silicon. The alloys

At the Pittsburg meeting of the Institute, in March, 1910, the death of Mr. Metcalf was announced, and Col. H. P. Bope, of Pittsburg, delivered in memory of him a brief but eloquent address, which, though expressing the Norrow of Mr. Metcalf's friends, and, in general terms, the debt of gratitude which his country and his profession owed to him, was not intended to be a complete survey of his life and work. With Colonel Rope's permission, and with the aid of some of the statements in his address, I substitute for it, in our Transactions, this more cletailed, yet still inadequate memorial. As Colonel Rope justly remarked, the men who could do justice to this theme—such men as Jones, Chalfant, Bennett, Oliver, and Park—passed away before Metcalf, leaving him almost the last of the generation of great steel-makers who made Pittsburg the Sheffield of America, and who discharged a double function, as the rearguard of the old metallurgical practice and the ran-guard of the new. I knew many of them; would that I were better qualified to celebrate their achievements. William Metcalf was born Sept. 3, 1838, at Pittsburg, Pa., where his father, Orlando Metcalf, was an eminent member of the bar. At the age of sixteen, he entered the Rensselaer Polytechnic Institute, at Troy, N. Y., from which he was graduated in June, 1858: Returning to his native city, he became an assistant engineer in the Fort Pitt Foundry, of which he was made Superintendent in 1859. This famous establishment produced the largest castings and heaviest machinery then knolrn in the United States; and Mr. Metcalf's intense, intelligent and incessant study of his business prepared him as a manufacturer for a patriotic service to his country more valuable than, as a soldier, he could have rendered in the field. The call came in 1862, when the government needed, above all things, a supply of field, naval and siege artillery. The

FoR reasons unnecessary to enter into here, I was called upon to contradict the statement that " closed metallic vessels, partly filled with water and heated, do not become shattered by violent explosion, but simply rupture by over-pressure;" and the following experimental results were obtained in support of my position : A piece of drawn brass tubing (telescope-tubing) 1 1/2 inches in diameter and 15 inches long was closed at both ends by screwing on heavy caps of bronze. Before closing the second end the vessel was half filled with river water, the cap was then screwed on, and the closed vessel was supported upon two iron anvils, and heated in the interval between the supports by a large Bunsen lamp. The resulting explosion (which was doe to over-pressure only and not to any more occult cause) was exceedingly violent. No small damage was done to the room in which the experiment was undertaken; and the noise was like that of a cannon. Those of the pieces which could be recovered are shown in Fig. 1. Upon examining the wreck, it was noticed that one of the heavy bronze end-caps had preserved its circular section and still contained that portion of the barrel of the tube which had been screwed into it, while the other end-cap contained no portion of the tube, and was moreover sprung into a shape more or less elliptical, as if from excessive lateral strain. It was also observed that the large pieces of the shattered boiler predominated towards the end which had been closed by the un-sprung end-cap. The reasonable explanation, in view of the facts, was, that over-pressure had caused the boiler to yield through the screw-threads at A B, Fig. 2, and the righthand end-cap had blown off, thus leaving the boiler half filled with water, greatly super-heated for the new (atmospheric) pressure to which it was suddenly reduced; that this water had consequently sprung instantly into steam with dynamite effect, shattering the tube and springing the remaining end-cap. The large pieces would be expected at the open end of the boiler, as at that point the "tamping "would have been that of the atmosphere only. DURING the past fifteen years there has been a great change in the methods of treating employ-ment and discharge throughout industry. Perhaps nowhere has this change come more abruptly than in the metal mining districts of the West. In 1909, when I went to work for the Phelps Dodge Corporation in Bisbee, their operations were roughly arranged accord-ing to shafts in seven divisions, each employing from 100 to 250 men underground, and the mechanical department employing some 250 men, mostly on the surface. The underground divisions were each in charge of a foreman who had under him a night foreman and from two to four shift bosses on' each of two shifts. These foremen reported to the underground superinten-dent and he in turn to the superintendent of the mine department. The mechanical department was in charge of the master mechanic who reported to the superintendent of the mine department. RUSTLING A JOB IN THE OLD DAYS It was customary for men seeking employment to "rustle" the division foreman at the shaft during the lunch hour or at the close of the day shift and the master mechanic at the shops. There was no real attempt at interviewing the applicants for underground work. They simply filed in and out of the foremen's office-50 to 150 strong-in ten or fifteen minutes. If the foreman needed men, and he generally did; to replace those that he and the shift bosses had removed during the morning, he picked out those he knew or strangers who took his' fancy. The former in many cases were chosen for negative reasons rather than positive. In selecting the latter, the foreman felt that if they failed to show ability promptly, he could replace them the next day, and often did so. Even if these foremen had been skilful and well trained in the art of selecting men, it would have been impossible under the pressure of other duties to exercise that skill and experience in so doing. The conditions in the mechani-cal department were little better. About all that can be said in favor of such a method was that with a sur-plus of labor it "got by." The labor shortage brought about by the war disclosed its fundamental weakness.

At Cobalt, Ontario, Canada, a lake was drained to facilitate mining, by the Mining Corpn. of Canada, during the spring and early summer of 1915. Previous to pumping out the water, great quantities of sands and slimes from concentrating plants had been discharged into the lake and during and after the lake's drainage, its basin was a receptacle for tailing products. As the writer was at work along the shore line as the lake was being drained, he had a good opportunity to observe the changes that took place as the water was withdrawn. Some adjustments between the incoming sands and the mud in the lake had taken place before pumping was commenced. One of the most interesting results was the appearance of a small dome in a path the writer traversed twice a day for several months; he remembers distinctly the difficulty of crossing this. Cobalt Lake owed its existence to the gouging out of a rock basin by glaciation. The long axis of the basin closely follows the strike of a thrust fault of about 500 ft. (160 m.) vertical displacement. The lake was originally shaped somewhat as shown. The length was about 3000 ft. (914.4 m.), the width at the lower lobe was about 1000 ft., and the width at the narrows probably 400 to 500 ft. The original depth of water varied from 20 to 30 ft. (6.1 to 9.1 m.), near where the island later was formed, to 60 to 70 ft. (23.6 to 27.6 m.) in the widest part of the lower lobe. At the narrows, the depth was 30 to 40 ft. Above the bed rock was sand, with boulders near the bottom, and mud. During the building of the railroad in 1903, considerable filling was done along the right of way. With the commencement of mining operations, about 1905, waste rock and mill tailings were dumped into the lake. One of the mining companies operated a hydraulic giant to remove the glacial debris from several hundred acres of rock surface; much of the sand and clay from this operation was deposited in the lake. About 1,500,000 tons of mill tailings, composed of sands and slimes, were discharged into the lake's waters previous to 1915. Most of this material

SIX different samples of anthracite, each a firm compact lump, were finely pulverized and immediately put in bottles. Portions of these were weighed and placed upon an ordinary water-bath and dried for one hour; the average loss was 1.24. The same portions were then placed in a hot-air oven, and for two hours kept at a temperature of 285' F., and, after cooling in a dry chamber, were again weighed, when there was found a further average loss of 1.22, making a total so far of 2.46. They were then immediately returned to the oven and for two hours more kept at a temperature of 530' F. and cooled and weighed again, when no further loss was found, but an average gain of .55 upon the previous weighing. The same portions were a third time placed in the oven and for about ten minutes kept at the last-mentioned temperature, and then, while still hot, were poured into one-quarter inch glass tubes, each with a bulb at one end, and heated over a Bunsen burner at a temperature below a red heat, when more water vaporized and condensed in small clear globules on the cold parts of the tubes. Fresh portions of the coals were then taken, and the total amount of water determined, and the average was found to be 3.04, or 1.80 more than was found at the temperature of the water-bath, which was perhaps a little below 212' F., and .58 more than at 285' F. INTEREST in the reserves of phosphate rock in the United States and their proper conservation has recently been aroused by hearings held in different parts of the country by the "Joint Committee to investigate the adequacy and use of phosphate resources of the United States." This committee was appointed within a few days after a Presidential message to Congress on the same subject, dated May 20, 1938, and began to function almost immediately. Hearings were held in Washington, D. C., Pocatello, Ida., Wilson Dam, Ala., Knoxville, Tenn., and Lakeland, Fla. The resulting testimony, when published, comprised a volume of 1182 pages.1 At the earlier hearings held in Washington and Idaho the seeming disparity between the great reserves of the West and the smaller reserves in the East led to some suggestions as to the desirability of curtailing or even prohibiting the exportation of phosphate rock so that eastern producers, becoming alarmed, cooperated in making available for the use of the committee information hitherto closely guarded. This information has provided an opportunity for new studies by official agencies, for a restatement of the reserves of Florida and Tennessee, and for some modification of figures for the Western States. The writer, representing the Federal Geological Survey, was given free access to the Florida material and has prepared for publication a report,2 some features of which are summarized in this paper. The Tennessee material was studied by Dr. G. I. Whitlatch,3 of the Tennessee Division of Geology. Prof. J. Stewart Williams,4 of the Utah State Agricultural College at Logan, has published a recent study of the phosphate resources of Utah and the writer has given some further study to reserves of western phosphate from the viewpoint of including material of lower grade than that hitherto considered. The Canadian magnesite deposits are situated in Grenville township, about 8 miles from Calumet station, on the Canadian Pacific Railway, but the poor transportation facilities have hindered their development. Magnesite was discovered in the boulders near White Rock Lake by Rev. W. P. Boshart in 1900. Observing that the material of these boulders was more glistening and whiter in color than Grenville limestone, he sent a specimen to the Department of Mines, Ottawa. An analysis showed this to be almost pure carbonate of magnesia and of commercial value if present in sufficient quantities. That summer, Boshart and McAllister found numerous outcrops, both of boulders and of bed rock, that gave promise of being magnesite of a commercial grade, and decided that this mineral deposit, if developed, would rival that at Veitsch, Austria. So they procured options on most of the land on which they knew the magnesite occurred. But the transportation difficulties were too great for the deposits to be mined at the prices offered for the product. In 1907, T. J. Waters organized the Canadian Magnesite Co. and opened a quarry on the north half of lot 18, range IX, and later on lot 15, range IX, of the same township. A lirnestone kiln was erected and the calcined rock was hauled to Calumet. In 1914, the North American Magensite Co, took over the quarries and shipped both crude and calcined magnesite until January, 1923. During 1915, S. Melkman organized the Scottish Canadian Magnesite Co. and opened a quarry on lot 15, ranges X and XI, Grenville township. A light, narrow-gage railway connects this quarry with the C. P. R. at Magnesite station. but shipments are made only during the summer months. Since the adoption by the U. S. Bureau of Standards several years ago of specifications for standard 100- and 200-mesh sieves, frequent requests have been received that this Bureau test and certify sieves of other sizes than these. With a view to the adoption of a series of standard testing sieves which might be of use to all industries making fineness tests, this Bureau for two years has been studying the question of such a standard screen scale. Various scales that have been proposed were considered, and information was sought of representative firms in the various industries interested as to their requirements. Manufacturers of sieves have also been consulted as to the desirability of different screen scales and the practicability of their manufacture. As a result of this study of the question, a conference was called at the Bureau of Standards, Apr. 20, 1916, of representatives of various committees of the American Society for Testing Materials, American Society of Civil Engineers, American Institute of Mining Engineers, American Foundrymen's Association, Mining and Metallurgical Society of America, American Water Works Association, American Institute of Metals and the American Spice Trade Association; also representatives of the Committee of Revision of the U. S. Pharmacopæia, the U. S. Geological Survey, the U. S. Bureau of Mines, the U. S. Office of Public Roads and Rural Engineering, the U. S. Office of Grain Standardization and the U. S. Bureau of Standards; also representatives of a number of private firms engaged in industries in which sieves are used, such as the glass, the drug milling, the abrasive, the asphalt, the mining, the spice, the chemical, and the graphite industries; also representatives of the firms in this country manufacturing wire cloth and sieves.
