In magnetic taconite of the East Mesabi range, quartz, magnetite, and cummingtonite (OH}(Fe, Mg)(Si4O11)2) are the three major ore-forming minerals.' Fine grinding and magnetic separation of the taconite leads to a concentrate analyzing 64 to 65 pct Fe and 8 to 9 pct insoluble; the gangue content of the concentrate arising from the presence of locked magnetite-gangue particles, and of occluded gangue particles in magnetic floccules. To further upgrade such taconite concentrates, flotation appears to offer a particularly promising approach. To evaluate its effectiveness in separation, a knowledge of the flotation characteristics of each mineral comprising the concentrate becomes desirable. The floatability of magnetite and of quartz have already been reported in a previous paper,2 in which the flotation characteristics of the two minerals were correlated with the electrokinetic properties at the mineral-solution interfaces. Since cummingtonite has somewhat intermediate chemical composition between the above-named oxides, the electrokinetic and the flotation behavior of this mineral becomes of interest for both practical and fundamental reasons. In the present article the results of electrophoretic mobility measurements and of Hallimond tube flotation tests on cummingtonite are reported and are compared with those of quartz and magnetite. MATERIALS AND METHODS A sample of cummingtonite-rich taconite, received from the Mitchell pit, near Babbitt, Minn., was crushed and ground through 100 mesh, and the product was fractionated magnetically into three portions. First, a drum-type laboratory cobber was used to separate a highly magnetic portion, consisting mainly of free, but also containing locked, magnetite particles. The cobber tailing was then passed in two stages through a Franz isodynamic separator. The middle fraction was isolated, and, upon examination petrographically, was ascertained to be principally cummingtonite. The 100 to 150 mesh fraction of this sample was selected for the present study. It was cleaned by leaching briefly with hot, dilute HC1 and then by rinsing repeatedly with demineralized water. A ground and elutriated fraction of -5p cummingtonite was used for the electrophoretic measurements.

I. PRESIDING OFFICER. At each business meeting of the Institute the order of business Shall be as follows: 1. Reading of minutes of preceding meeting. 2. Report of the President. 3. Report of the Treasurer. 4. Report of the Secretary. 5. Election of Directors. 6. Reports of Standing Committees. 7. Reports of Special Committees. 8. Special Orders. 9. Miscellaneous business. This order of business may be changed at any meeting, by a vote of a majority of the Members and Associates present. At all sessions of the Institute, other than business meetings, the order of proceedings and the time of adjournment Shall rest in the discretion of the presiding officer. III. SECRETARY OF THE INSTITUTE. The Secretary Shall keep a record of the proceedings of all the meetings of the Institute. He Shall be custodian of the corporate Seal, of the minute books and of all the legal documents belonging to the Institute. He Shall have charge on behalf of the Institute of all correspondence. He Shall notify all Officers and Directors and all members of committees of their election and appointment; Shall issue notices of all meetings of the Board, and of the annual and other business meetings of the Institute; and Shall, in calling Special meetings of the Directors, Specify the objects of Such meetings. He Shall act as clerk at all the meetings of the Board of Directors and at all meetings of the Institute. The Secretary Shall be custodian of all technical or Scientific papers Submitted to the Institute for its consideration and Shall have general charge and supervision of the editing and proof-reading of all material published by the Institute, and. of the distribution thereof. Charles Mather MacNeill, President of the Utah Copper CO. and of the Chino Copper Co., and a life member of the Institute since 1899, died at his home in New York on March 17, after a very brief illness with pneumonia. Mr. MacNeill was born at Oak Park, Ill., in 1871, and began his connection with mining enterprises immediately after graduating from high school, his first position being that of cashier with the Pueblo Smelting and Refining Co. He later went to Aspen, Colo., as manager of the Holden lixiviation plant. In 1893, he went to Cripple Creek as manager of the Lawrence Reduction Works, in which Mr. Holden and the late Capt. J. R. DeLamar were large owners. It was at this plant that Mr. Jackling became associated with him. The plant was destroyed by fire and, early in 1894, Mr. MacNeill became associated with Messrs. Spencer Penrose and Charles L. Tutt in a plan to finance and erect a chlorination plant at Colorado City, Colo., for the treatment of Cripple Creek ores. This plant was erected and was known as the Colorado-Philadelphia Reduction Works. Mr. MacNeill was general manager of the plant, Mr. Tutt having been president and Mr. Penrose, secretary and treasurer. The plant was very successful and was expanded, hally being reorganized under the name of the United States Reduction & Refining Company. Late in 1903, or very early in 1904, D. C. Jackling called the attention of Messrs. MacNeill and Penrose to the copper properties in Bingham Cañon, Utah, which have since become the main properties of the Utah Copper Co. After extended examinations and milling tests, these properties were bought, Mr. MacNeill becoming president of the Utah Copper Co., Mr. Penrose, secretary-treasurer, and Mr. Jackling, general manager. Mr. MacNeill remained president of the company to the time of his death. Mr. MacNeill was also a director, a member of the executive committee, and was largely interested in the Ray Consolidated Copper Co.; he was also president and a member of the executive committee of the Chino Copper Co. He had a variety of other mining interests, but the ones mentioned were distinctly the meost important. He was a director

In the death of Major A. B. desaulles at South Bethlehem, Pa., on Dec. 24, 1917, the Institute lost a valued and esteemed member, one of the last few of those who, in May, 1871, at Wilkes-Barre, attended the first meeting of the Institute, in response to a call that had been issued by R. P. Rothwell, Eckley B. Coxe, and Martin Coryell. Major desaulles was born Jan. 8, 1840, at New Orleans, and was the son of Louis and Armidc Longer desaulles, each of French descent. As a boy he was privately tutored in the South, and then schooled in New England to enter the Rensselaer Polytechnic Institute, where he was graduated with honors in the class of '59. Following his graduation he studied in France and Germany for two years, returning to New Orleans in 1861 to enter the Confederate Army, in which he served with distinction as an engineer throughout the Civil War, rising to the rank of Major and the command of his Corps. After the close of the war he pursued his studies abroad for another year, returning to New York in April, 1866, when he became engineer for the New York & Schuylkill Coal Company, and remained at its plant near Wilkes-Barre until October, 1871, when it was sold to the Philadelphia & Reading Coal and Iron Company. He then returned to New York where for several years he was engaged in the practice of his profession. In 1869, he married Catharine M. Heckscher, daughter of Charles Heckscher of New York City. Mrs. desaulles survives him. In 1876, Major desaulles became superintendent of the Dunbar Furnace Company in Fayette County, Pa., with which company he remained until 1883. As a feature of the Pittsburgh meeting in May, 1879, Major and Mrs. desaulles entertained the members of the Institute at dinner at Dunbar on the occasion of the Institute's visit to Dun-bar furnace. In 1883, he took up the formation of the Oliphant Furnace Company in that county, of which he became and remained the head for five years. He was then called to the superintendency of the New Jersey Zinc Company at South Bethlehem, Pa., in which position he remained until his retirement,from active service in 1911, maintaining, however, hi.; keen interest in the metallurgy and smelting of zinc, in collaboration with his son Charles, a member of the Institute and a Director of the American Smelting and Refining Company. From 1888, until his death, he resided in South Bethlehem, a prominent and highly respected citizen of that progressive and stirring community. Major desaulles was a member of the Protestant Espicopal Church, and at the time of his death was a vestryman of the Church of the Nativity at South Bethlehem. He was president of the Men's Club of the Church of the Nativity. His kindly nature led him to take an active interest in the promotion of healthful sports among young men. He was ever active in all things pertaining to the general welfare and uplift of his fellowmen. In his death the profession has lost a distinguished engineer and mctallurgist and our country a patriotic able citi-zen and man of affairs—one greatly beloved by those whom he honored with his friendship, and respected and looked up to by all who were privileged to know him.

The plan of organizing a summer class of students of tha Bchool of Mines, for the practical study of mioing and miner's work, rewived at the outset the following cordial indorsement: ...." 1 have thonght over the plan proposed by you of taking the students to the mines during the summer, acd of having them actuaily ttrke part, under the direction of skilled worktnbn, in dl the various kinde of mining work; and of using them as a cerps of engineers to make inside and outside surreys, particularly with a view to the detailed study of the geology of the mine. I have no beitation in saying, that if the students have been previously instructed in the theoretical part of thrir studies, by lectitras and practice during the winter, the plan would be an admirable one. Of courae experience will suggest modiflcations of detail. Frorn the work you have done at our mines this spring, I feel sure that you would be perfectly competent to curry out your plan, and 1 shall gladly aid you in uny wny I can. " Yours, sincerely, The plan of the proposed summer school thus indorsed by Mr. Coxe was adopted by the trustees of Columbia College, and an appropriation of one thousand dollars, or so much thereof ss might be necessary, was voted for the experitneat. A volunteer class of thirteen students was formed, and the first summer school was held at Drifton, in July and August of that year (1877). The following extract, from an editorial notice in the iden of the organization of the school and the work required of the stiudens. "The students, on reporting to Professor Munroe, were divided into sqoade of two or three men each, and on Monday, July 2d, were aesigned to the qre of skilled miners, selected for the purpose by the mine boss, for instruction in gangway work. Half of the students worked in the morning and the other half in the atternoon, one squad at a time with each miner, The times of going and coming to and from work were so arranged that each student spent four to four and a half hours in the mine each day. In November, 1926, the American Engineering Standards Committee (now the American Standards Association) called a meeting of representatives of various professional societies and industrial, educational and governmental organizations to consider what action, if any, should be taken on the classification of North American coals. This meeting was called because a system for the use classification of coal, proposed by George H. Ashley, had been referred to the committee by the Coal Mining Institute of America. This meeting, at Pittsburgh, was well attended and was definitely in favor of taking up the whole question of scientific and use classification of coals, including all the various ranks from lignite to anthracite. The American Society for Testing Materials was recommended as the sponsor organization to take charge of the work and organize the sectional committee according to the rules of the American Standards Association. The American Society for Testing Materials proceeded with the organization of the sectional committee, holding a meeting in Philadelphia, June 10, 1927. Officers were elected, regulations adopted, and general plans for carrying out the work were outlined. The total membership of 28 comprising the sectional committee consists of 8 producers, 2 distributors, 9 consumers and 9 members representing general and scientific interest. From this committee three technical committees of 10 to 12 members each were organized: Scientific Classification, H. J. Rose, chairman; Use Classification, W. H. Fulweiler, chairman; Marketing Practice, F. R. Wadleigh, chairman. The Technical Committee on Scientific Classification was requested to formulate a system of coal classification based on chemical and physical properties of coal and with reference to origin and constitution. The Technical Committee on Use Classification was charged with developing a system of classification, if possible, based primarily on the uses of coal and commercial practice; this system to be correlated with the scientific system as far as possible and desirable. The Technical Commitlee on Marketing Practice was formed to collect and collate information on commercial practice for the benefit of the other two committees. CHARLES WILLIAM HENRY KIRCHHOFF was born March 28, 1853, at San Francisco, Cal., where his father, Charles Kirchhoff, was at that time employed in the consular service of his native country, Germany. A few years later, the family moved to Hoboken, N. J., in the public schools of which city the son received his preliminary education, proceeding later to Germany, where he was graduated in 1874 as mining engineer and metallurgist at the Prussian Royal Mining Academy of Clausthal, in the Harz. Upon his return to the United States, he became chemist of the Delaware Lead Refinery at Philadelphia, and retained that position for three years. But in 1877 he began what was to be an almost uninterrupted life-long association with David Williams, the publisher of The Iron Age, of New York, who established in that year, and continued for a brief period, a journal entitled the Metallurgical Review, on the editorial staff of which Mr. Kirchhoff received a place. The enterprise was doubtless an attempt to cover a wide metallurgical field outside of that which properly belonged to The Iron Age. But it was soon abandoned, and Mr. Williams wisely concentrated his energies upon the older journal, which, under his vigorous and skillful management, and the labors of the able editors and correspondents whom lie selected, became one of the greatest institutions off its class in the world. From 1878 to 1881, Mr. Kirchhoff was assistant editor of The Iron Age. From 1881 to 1884, he was managing editor of the Engineering and Mining Journal; in 1884 he returned to The Iron Age, to become for five years its associate editor, and in 1889, on the retirement of James C. Bayles, editor-in-chief. This list of dates and employments, without further comment, sufficiently indicates, at least to the eye of an expert, that Mr. Kirchhoff had found his congenial career in trade journalism. His qualifications for this profession were somewhat exceptional. He possessed the scientific training, the knowledge of foreign languages and literatures, and the power of making and keeping friends, which enabled him to get early notice of technical novelties; he had the taste for statistics which made him both industrious and intelligent in their collection and use; and to these traits he added a mastery of the meaning of such accumulated data, and a

SINCE our last meeting, the Institute has lost, by the death of Mr. Gowen, one of its most distinguished members. I shall only attempt in this place to give a brief account of his many accomplishments and achievements; but our records would certainly be incomplete without a recognition of the important influence which he exerted upon the mining and metallurgical industries of this country, and a testimony to his private virtues of character. Although Mr. Gowen was best known as a great lawyer and as the head of a great railway corporation, he began his career, before he was of age, as the manager of a small anthracite blast-furnace at Shamokin, Northumberland County, Pennsylvania. He left this position, to engage on his own account in the mining of anthracite coal at Mt. Laffee, near Pottsville. This proved an unprofitable business, and, after the panic of 1857, he began the study of the law. As soon as he was admitted to the bar, he at once entered upon the active practice of his profession, and soon achieved an extraordinary success. In 1869 he was made President of the Philadelphia and Reading Railroad Company, and he afterwards organized the Pliladelphia and Reading Coal and Iron Company, the largest coalmining corporation in the world. He became a member of. this Institute during the first year after its organization, and remained a member until his death. He always took a deep interest in the work, and was prompt to co-operate by all means in his power in furthering the objects of the Institute.
