Pollution problems from smelters may be unique in industry since the pollutants cover the wide range of SOx, particulates, carcinogens (arsenic), plus a number of heavy metals, the health implications of which are not clearly understood. In addition to this wide range of pollutants, many of the plants are extremely old; and fugitive emissions may, in fact, be the most significant air pollution problem. The Environmental Protection Agency, both in an in-house and contract effort, has assessed the quantity of pollutants emitted and evaluated the health impact. This paper will review the status of EPA's regulatory efforts in both new and existing smelters in light of these pollutant assessment studies.

Test work conducted in the 6.4 and 10.5 m (21 and 34 ft) Aerofall mills at the Iron Ore Co. of Canada Carol project showed that conventionally used "deflector" type liners, which form the basic principle of Aerofall Mill grinding, did not necessarily provide the best grinding performance. A new design, using low profile liners incorporating radial ribs of proper height, actually improved the mill throughput 9-20% without sacrificing grinding efficiency. In addition, the new design reduced liner weight and scrap losses, resulting in a 25% reduction in liner consumption. It provided better protection to the mill shell and reduced the overall maintenance cost for the mills.

The most important decline in drilling activities during the past three years was in the Boryslaw-Tustanowice-Mraznica fields and at Bitkow in Eastern Poland. A small drilling increase in some fields of the Jaslo and Drohobycz districts, notably Wankowa, Ropienka and Rypne, cannot compensate in new production for the decline in the large fields.

In Archean greenstone belts, ultramafic lavas occur interbanded with basalts, commonly at the base of volcanic-sedimentary cycles. The lavas form part of a recently recognized extrusive rock series, the magnesian series, in which liquid compositions range from peridotitic (33 wt-% MgO) to basaltic (8 wt-% MgO). Rocks of this series occur as peridote, pyroxenite and magnesian basalt flows, and intrusive/extrusive bodies of dunite (49 wt-% MgO) grading outwards into a peridotitic marginal zone. The nickel sulfide deposits are of two main types: (1) basal accumulations of massive and disseminated pyrrhotite + pentlandite associated with some of the thickest and most magnesian (<40 wt-% MgO) of the peridotite flows, and (2) widespread zones of disseminated sulfides in the dunite lenses. Massive sulfide segregations may occasionally occur within the dunites.

Major reserves of phosphorite were found in the Georgina Basin of northern Australia in the period 1966-1968. Geological investigations by various companies and the Bureau of Mineral Resources of Australia show that these phosphorite deposits are associated with siltstones, cherts, siliceous shales, and limestones of the Beetle Creek formation or its equivalents, all of lower Middle Cambrian age. The discoveries resulted from systematic Australia-wide exploration programs by several companies utilizing, in concept, the relation of basin stratigraphy, lithologic associations, tectonics, and phosphate occurrences to paleogeography in respect to its paleolatitude and areas of supposed oceanic upwelling. In terms of field techniques, the first discovery at Duchess, North Queensland, resulted from the recognition of a phosphorite interval at depth in a stratigraphic oil well followed by prospecting of the nearest outcrop of the equivalent aged rock succession. In Northern Territory, the Wonarah-Alexandria deposits, which do not crop out, were discovered by analysis and interpretation of gamma radiation logs followed by drilling.

PRIOR to 1914, there was little demand for antimony in this country; its use was limited almost entirely to the manufacture of type and bearing metals. Practically no antimony ore was mined here, the market being supplied principally from China, and the alloy was produced by a direct mixing of lead and antimony. The great world war, with its demand for shrapnel in hitherto undreamed of quantities, precipitated a great boom in the price of antimony. Nominally quoted at 6 c. to 7 c. in 1914, the price increased by leaps and bounds to 45 c. in March, 1916. Under the stimulus of high prices many shall mines were opened, for it became profitable to work ores containing as low as 20 percent. antimony. High-grade sulfide ores (stibnite), containing 55 per cent. to 60 per cent. antimony, were received from Bolivia, China, and Alaska. Low-grade sulfide ores, running from 20 per cent. to 45 per cent., were produced in Nevada, California, Idaho, Utah, and Mexico; much of this ore was fairly rich in silver. The principal oxide ores came from Mexico and Oregon. The charge consisted of a variety of sulfide ores containing Sb 20 to 60 per cent. and Si02 6 to 45 per cent., oxide ores containing Sb 20 to 40 per cent. and SiO2 10 to 45 per cent. Secondary materials, such as battery plates, battery mud, lead oxide, paint, etc., together with refinery skims, softener skims, and other refinery byproducts, were treated along with the antimony ore to furnish the lead required. All silver-bearing antimony ores were treated in the residue furnace, the sulfur, iron, and copper forming matte that carried part of the silver, the balance going into lead bullion. The

THE United States Bureau of Mines established at Bruceton, Pa., in 1909, an experimental mine, for the purpose of testing the means of preventing and limiting mine explosions. During the last ten years numerous explosions have been caused to originate in .this mine for investigative purposes and the rate of propagation of the explosion wave, the pressure developed per unit of area by the explosions, and, the general results of the explosions have been carefully recorded and. studied. Means of preventing mine explosions or of limiting them to the areas in which they originate have been developed. A great deal of valuable information has been derived from the work in this mine and much more useful and valuable information will be obtained in. the future. The writer would plead, not for the opening of experimental mines in all the important coal-producing fields in the United States, but for the opening of demonstration mines, or mines in which experiments could be made with the various details of coal mining. The United States Department of Agriculture has established, in nearly every state, stations that undertake experimental work for the benefit of the agricultural interests. In addition, small demonstration plats are set aside, in suitable locations in the farming districts, where various crops are grown under scientific direction, so that the farmers in the neighborhood can note the results obtained and profit thereby. Something like this should be done for the coal-mining industry. If experimental or demonstration mines were established, methods of working adapted to local conditions could be worked out. Owing to competition in the same markets, small capitalization, or low profits, it may be an utter impossibility for any one company to try a new method of mining. Labor conditions may prevent the trial of a new method of working. It may be impossible or inadvisable to disturb existing working conditions for fear of causing trouble among the miners through real or fancied changes in the scale of wages.

Although the term &apos;rock mechanics&apos; started to become popular about the time of the First U.S. Rook Mechanics Symposium in 1956, study of the mechanical behavior of rock certainly pre-dates this event. Bucky, Phillips, Von Karman, Fayol, Galileo...the list of significant contributors can be traced back over centuries, - not surprising for the oldest structural material used by man. Started with a strong mining orientation by the Colorado School of Mines, University of Minnesota, and Pennsylvania State University, joined soon after by Missouri School of Mines and the University of Texas, the Annual U.S. Symposium on Bock Mechanics has evolved into the main U.S. form for discussion of all aspects of rock mechanics, basic and applied - tectonophysics to comminution; near-surf ace foundations to deep mine support design. Although dominantly a U.S. event the annual symposium has benefitted from regular and important contributions from abroad. It would be presumptuous to attempt a comprehensive statement of significant developments over the 25-year history of the U.S. Bock Mechanics Symposium. This anniversary address will attempt instead to present a personal view of developments that appear to be of broad general significance and that may indicate directions for the future. The Bureau of Mines investigated selective extraction of Au and Ag from a low-grade Au ore containing Hg. Gold and silver were extracted from the ore in cyanide slurries, and Hg extraction was suppressed with sodium or calcium sulfide. Maximum Au extraction and minimum Hg extraction were obtained using solutions containing 17 kg NaCN/t of solution (0.34 lb NaCN/st). Increasing the cyanide concentration increased Hg extraction without increasing Au extraction. Mercury extraction from the ore was suppressed with 0.5-2.9 kg CaS/kg Hg (0.5-2.9 lb/lb) in the ore. Gold-to-mercury ratios of 100:1 to 400:1 were obtained in the leach solution, and on the activated carbon in a CIP circuit.

In 1947, only a year after its own establishment, the Australian Bureau of Mineral Resources, Geology and Geophysics formed a Mineral Economics Section. Originally, this Section consisted of a mineral economist, four geologists and three auxiliary employees. Then, in 1954, it was reorganized into a professional body of six members, all mineral economists, one of whom was the chief mineral economist. At this time, a mining statistical officer from the Bureau of Census and Statistics was attached to the Section to bring about a closer liaison between these two agencies. The addition of another mineral economist in 1961 brought the Section&apos;s professional staff to its present strength of seven. In recent years, the Mineral Economics Section has gained considerable support by becoming part of the Mineral Resources Branch of the Bureau of Mineral Resources. This Branch, which has the general role of monitoring the performance of the mineral industry in Australia, has two other specialized sections- Mining Engineering and Petroleum Technology-which bolster and complement the Mineral Economics Section.

Coal operators have been justified in spending most of their efforts and capital expenditures on improvements in productivity at the working face, on better transportation facilities, and on surface plants for improvement of the product by means of modern cleaning and drying equipment. Although the above subjects will continue to receive close study for further technological advances, there are other operations involved in the production of coal, which can be improved by the application of ingenuity and modern equipment.

I have attended these meetings, every year, since 1926 and have served on both the Pittsburgh and the National Executive Committees, so that I am fully aware - of the ruling of this organization regarding, "No Papers by Vendors". Since I am now classified as a VENDOR, I wish to express my sincere appreciation for the invitation to formally discuss these very interesting papers --all of which herald the coming of an entirely new era in the manufacture of quality steels. The American Society of Civil Engineers, by a vote of its membership of six to one, has favored the acceptance of the invitation of the three present Founder Societies, namely, the American Society of Mechanical Engineers, American Institute of Electrical Engineers and American Institute of Mining Engineers, to become a, fourth Founder Society and share with the rest the occupancy of the Engineering Societies&apos; Building. Fortified by this vote, the Board of Direction of the American Society of Civil Engineers has caused a contract to be entered into between, that Society and the present Founder Societies and the United Engineering Society. Work has already begun on adding three stories to the Engineering Societies&apos; Building at a cost not to exceed 1250,000. This cost will be borne by the American Society of Civil Engineers, thereby making its contribution approximately equal to that of the other Founder Societies.
