A ceramic product or processed material is a solid composed of materials which have been subjected to heat above 875°F. The raw materials, which are blended together (or in some cases used singly), are selected and utilized for various reasons such as ease of fabrication, aid to processing, to yield desired properties after processing, lack or controllable degree of toxicity or hazard, availability, cost, and perhaps other considerations. Almost all solid inorganic, some organic, and some liquid and gaseous materials have the potential to be used individually in some ceramic product. There are several fundamental functions to be fulfilled in every ceramic product and a number of secondary functions are desirable in specified products. These functions are generally met by the most widely occurring minerals and rocks of the earth and their debris. This fact characterizes ceramics as a field utilizing the raw materials most available to man. Of course, specified products utilize synthetics, organics, and rare inorganics to produce desired results. Any solid nonmetallic product processed by subjection to temperature above a red heat may be called a ceramic product. Widely used construction materials and units, domestic utensils and units, industrial parts to facilitate manufacture, technical components, and aesthetic creations are very often of a ceramic nature because of the durability, inertness, hardness, ease of fabrication, cost, and availability of the ingredients. Often, organics or metals cannot meet desired specifications for some of these products. The rocks and minerals and mineral debris of the earth are largely siliceous. Oxygen and silicon comprise roughly 75% of the earth's crust with aluminum, iron, calcium, and the alkalies following in abundance. Silica ( SiO, ) and silicates can be melted to form glasses. Alumina (A1,0,), present in a mineral com- pound, gives greater durability, hardness, and strength, but lessens the glass-forming property. Iron, calcium, and the other alkalies flux silica and reduce melting points. Thus, sand, which is generally almost pure SiO,, and clay, which is generally hydrated alumina silicate, are the most widely used of all ceramic raw materials-principally because of the glass-forming propensities of silicates. In ceramic formulations, clay is generally a refractory filler or skeletal material, having in the raw state a plasticity derived from its colloidal grain size and its water-loving nature. On the other hand, silica sand is a glass former or nonplastic filler. Clay and silica sand in pure forms are quite refractory, i.e., not easily melted. Clay, although siliceous, is less of a glass former than pure silica and is more refractory. Natural contaminants, such as iron oxide or limestone, adulterate many clays and some sands. These contaminants act as fluxes and reduce the fusion points of the mineral or blends. Glass is made from silica sand by fluxing the sand with strong bases, usually soda ash and limestone. Red building bricks are hard and durable because the sand and clay have been partially fused with help of natural iron oxide serving as a flux. The iron oxide per- forms a dual function, serving as a pigment as well as a flux. In a blend of clay and sand and iron oxide, the sand is more susceptible to fusion than is the clay. Although silica sand and clay are the most widely used raw materials in most ceramic products, many other minerals, and some non- minerals are utilized in products where these materials can produce or aid in achieving desired results. COAL blending, in the preparation of coal before coke making, is so commonly practiced as to be almost universal. But the reasons underlying this practice, the benefits resulting from it, and the materials used in blending vary widely. This paper will outline the various phases of the subject and present information which may be correlated with work that has been done elsewhere. It will deal entirely with work done on the high-volatile coking coals of the western part of the United States, special emphasis being given to the coals of Colorado and Utah. A surveyL of the 86 coke plants in active operation in the United States during 1949 indicates that only 9 plants, or 10.5 pct of the total, charged one single rank of coal into their ovens, while the remaining 89.5 pcl made use of blending in some form. This report indicated that of these total plants 5 used straight high-volatile coal, 4 used straight medium-volatile coal, 47 used blends of high and low-vola-tile coals, 25 used blends of high, medium, and low-volatile coals, 2 used blends of high and medium-volatile coals, 3 used blends of medium and low-volatile coals. The fact that certain plants operated on a single kind of coal should not be interpreted to mean that no blending was practiced there, for invariably such plants secure their coal from more than one source and in the interest of uniformity do blend the coals as received. The general term coal blending covers two fields, the first of which is the mechanical mixing of a number of coals to secure uniformity. Often it is found necessary to secure coal for coke production from a number of different mines; these coals, though of the same general type or rank, may differ in their chemical composition or in the physical qualities they impart to coke made from them. Again, it is not unusual to find that coal from different sections of the same mine may show variations in quality. Under such conditions it may be necessary, in the interest of a uniform final product, to introduce a system of blending bins, a bedding yard, or other mechanical methods of securing a uniform mixture. Unfortunately this form of blending has received very little attention up to the present time; it has not received the consideration its value merits. The second type of blending, while also for the purpose of coke improvement, deals more particularly with the use of a blending agent differing in character from the base coal: it is this form of blending that will be discussed here. To consider only the western coals, for blending may be found necessary for other reasons with other coals, blending has been practiced experimentally or commercially under the following conditions: 1—When a single coal or mixture of coals of the same rank does not produce a satisfactory coke. For example, a high-volatile coal when used alone is likely to contract when coked so that a comparatively weak coke is formed. Or, if of very low rank, the coal may be deficient in the necessary bitumens required for good coke production. 2—When a product of some special quality is required, for example, when a plant ordinarily producing blast furnace coke must operate at slow coking rate to produce a high-grade foundry coke. Under this condition the reduced daily production of all products which accompanies slow coking time may be undesirable, and the use of some blending agent to increase the size of coke made at faster coking rates may be necessary. 3—When greater yield of coke or its coproducts is needed. Depending upon economic values of the products it may be found desirable to increase the yield of one or the other. 4—When supply of a particular coal must be used, either to protect reserves of high quality coking coal or to utilize a surplus or inferior product not otherwise usable. The application of the law of supply and demand to the sale of crude oil is generally conceded, but the motives underlying the buyer's (refiner's) demands are not always obvious to the seller (producer). In some cases this obscurity has led to the conclusion that the refiner may be unnecessarily particular when he selects one crude and rejects another. This preference, however, is very largely the reflection of the refiner's product demands and the quality of the stocks obtainable from the selected crude. The purpose of this paper is to point out critical characteristies of the major classes of refined products and to show how crudes vary in their suitability for such products. With relatively few exceptions, available processing methods and addition agents make it theoretically possible to produce any type of refined product from any crude source, although it may not be economically sound to do so. The widespread application of thermal cracking for converting higher boiling stocks into gasoline is well known. More recently cracking and refining in the presence of catalysts9 have been developed, as well as various processes for polymerizing lighter hydrocarbons into gasolines having desirable characteristics.6 For several years, selective solvents have been applied commercially to refining inferior quality kerosene, Diesel fuel and lubricating oil distillates.3 Improved methods for refining lubricating oils from crude residual4 formerly suitable only for fuel, are now in use and a number of special solvent processes are available for dewaxing lubricating oils to low pour point.5 These improved refining methods have been developed not only to meet the demand for improved product quality but also to enable the refiner to obtain quality products from crude sources that would not yield such products by the older refining methods. In many cases, the utilization of these modern refining tools necessitates an appreciable expenditure for equipment as well as added manufacturing costs, and their application therefore must be justified economically. Despite the availability of such tools, the added processing costs involved and yields obtainable may render their application entirely impractical. CURTAILMENT of the mineral industry as a whole undoubtedly will follow world peace, but the output of certain minerals should pursue a course well above the average on any curve of probable output projected beyond the trends exhibited through 1939. Without speculating on industrial conditions in the pending recomversion period, demand for fluorspar should be greater than before the war because of these factors, introduced by or resulting directly from military necessity: (1) Discovery and development of new deposits. (2) Improved technology in benefication. (3) New and expanded uses for fluorspar and its derivatives. The steel industry has been and continues to be the greatest consumer of fluorspar, and it wag largely to meet the wartime needs for steel that the domestic fluorspar industry has been expanded so greatly. Not only were the search for and development of new deposits of this mineral considered esstinal but the marginal nature of some of the,c- domestic deposits made it necessary to improve mineral dressinc and processing techniques to utilize them

RUDOLF GAIL, Miami, Ariz.-Since I wrote the paper on flotation which is in your hands, important developments have taken place, and, for this reason, I will try in a few words to bring it nearer up to date as far as the Inspiration plant is concerned. You, may have noticed that in the Inspiration concentrator, flotation is not solely relied upon for the recovery of the coarser material, but that flotation tailings are split into a sand and a slime product on drag classifiers. The sand product is treated on tables which thus supplement the work of the flotation machines. Extensive tests have shown, us that, if we wanted to, we could leave out these tables and substitute additional flotation machines, as they will make fully as good, if not a better recovery than tables on the deslimed feed, but the treatment would be more expensive, especially in view of the fact that oils are required which cost more than those which we are now using in our main flotation plant. We have, however, decided to apply flotation treatment to our table middlings. I would also like to add a few words regarding the treatment of oxidized copper ores. Although our experience shows that the addition of hydrogen sulphide and other soluble sulphides effects a very good recovery of copper carbonates with certain ores, we have not been able to prove that we could use it advantageously for the ore mixture which we are treating in our concentrator, and for this reason, have looked toward leaching for extracting the carbonate and silicate copper that we are losing now. Experiments in this direction are going on and are giving very encouraging results. It may interest you to hear that we intend to use limestone for the precipitation of the copper which goes into solution, as electrolytic precipitation seems to be out of the question on account of the diluteness of the resulting solutions, and precipitation by iron was rightly objected to on account of the unavoidable contamination of the water supply. We feel very hopeful about the success of our limestone precipitation which, if it holds what it seems to promise, will develop into a novel feature of copper metallurgy.

Some uranium minerals are paramagnetic and hence are amenable to concentration by high gradient magnetic separation (HGMS). This paper describes effects of the HGMS parameters-pulp velocity, field strength, matrix loading, and magnetic field gradient-on the product recovery and grade. Unsatisfactory separation of uranium minerals by HGMS is related to ore-specific properties, such as lack of liberation, fine dissemination of uranium minerals, uniform distribution of magnetic minerals throughout the ore matrix, and interference of fine-sized slimes. Experimental techniques to identify and resolve some of these problems are outlined.

correlation of waters and identification of mixtures of two and three waters is important in secondary recovery evaluation studies and studies involving underground movement of waters. The importance of such studies suggests the need for a method to correlate a great number of water analyses to accurately identify and improve the understanding of mixtures of waters. Geochemical analyses of waters furnish a quantitative measure of each of the ions present in a water. Table L shows a portion of the data on many oilfield water analysis report forms in use today. Under "parts per million" are listed the quantitative amounts of each ion in milligrams per liter. Following the work of Stabler' and Palmer", some laboratories have reported additional data to indicate the reaction capacity, or reacting value of each ion. Table I lists data under two subheads for the "reacting value". Under the first subhead, the reacting value is reported in gram equivalents per million, hereinafter called equivalents per million. This value is determined by multiplying milligrams per liter of the ion by a factor equal to the reciprocal of the equivalent weight of the ion. Under the second subhead (per cent) is listed the percentage of each ion based on the total equivalents per million. Sodium is not usually an analyzed value in routine analyses, but is determined by the difference between total negative equivalent per million values and the sum of all of positive ion values for which analyses were made. This difference is reported as sodium, hereafter labelled "sodium". On this basis, the subtotals of the equivalent per million and per cent reacting values of the positive and negative ions are equal. CORRELATION OF WATER ANALYSES DATA Previously reported methods for correlating oilfield waters have used part of the data in Table 1, and can be classified into two categories. Correlation by Chemical Character Correlation methods using the chemical character of waters, as represented by the per cent reacting values of the ionic constituents, have been used by Palmer2 and Tickell. These methods have the limitation of neglecting the ionic concentration of the waters. This limitation can be serious in areas where waters have the same chemical character, but differ in concentration. Correlation by Concentration of the Ionic Constituents The Reistle' and the Stiff methods use the ionic concentration in parts per million and equivalents per million. These methods are effective in differentiating waters of similar chemical character and varying concentration, as in the highly saline waters of the Mid-Continent area. These methods have the disadvantage that they correlate waters by comparing many graphs of individual water analyses to determine the similarity to, or the variance from "type" waters. PROPOSED METHOD OF CORRELATING WATER ANALYSES DATA Correlation graphs presented in Fig. 1 represent water analyses data as points to facilitate the correlation of waters. THE bases of the work by the committee whereof I am chairman were (1) the abolition of extra-lateral rights and (2) the preservation of the maximum of the existing laws. The matter of extra-lateral rights had been under prolonged discussion among mining men and up to the time when our com-mittee began its work (in 1917) the expression of opinion in every way whereby it could be made known -and those ways were extensive-was only a little short of being unanimous that extralateral rights ought to be abolished. I have not observed important evidence indicating a change of opinion on the subject since 1917. ABOLITION OF DISCOVERY LOGICAL Now, when it be decided that extralateral rights ought to be abolished, there can not be merely a simple change to that effect, but it is found that consequential changes are necessary all the way through the existing laws. Abolition of extralateral rights implies abolition of discovery as a prerequisite to location, for otherwise there would be no legal means for locating claims on the dip of a vein. Quite apart from this consideration, abolition of discovery as a prerequisite to location is supported by other good reasons. Among these are the occurrence of orebodies with no exposure on the surface and which often are hidden at great depth. A prospector who has reason to suspect the occurrence of such an orebody must have legal means for the location of a claim within which to explore, and obviously he may. not be able to make any discovery on the surface sufficient to locate and hold legally such a claim under the terms of the law as it stands at present. As a matter of fact, discovery as a prerequisite to location was abolished by common consent many years ago, not only for the reasons that I have given here-inbefore but also for others. It is highly desirable to revise the mining law in this respect, so that it will conform to the conditions of practice and not require people to perjure themselves in making locations, even if it be for praiseworthy purposes.

ALTHOUGH Kennecott's orebody has long been outlined, it is still necessary to define further its limits. This mine, long an advocate of churn drill methods, recently supplemented its practice by using a diamond drill. So far, the diamond drill holes have been along the main canyon floor which traverses the mine area. This zone, highly fractured, is cut by numerous friable quartz veinlets encountered within the porphyry. These veinlets, formed by filling contracted porphyry fractures with hot, siliceous, mineral-bearing solutions, are often more highly mineralized than adjacent porphyry. They pulverize on contact, yielding only slight amounts of core. For this reason neither analysis of core recovered (amounting to 37.5 pct of approximately 10,000 ft of hole drilled) nor sludge analysis considered separately would give correct assays. The following equation has been adopted: actual weight theoretical actual weight core — theoretical weight sludge Drilling is done un.der contract. Collection of core and sludge samples together with double-checked assaying is done by the company. Microscopic, specto-graphic, and X-ray examination of rock specimen saved is carried on at the University of Utah. A fund, set up by Kennecott Copper Corp. at the University, has encouraged cooperation in solution of mining research problems. The drill used is a Longyear hydraulic powered by a Waukesha 26-hp gasoline motor. A pump, Bean Royal type, is powered by a 7-hp Briggs-Stratton gasoline motor. Weight of unit is 4000 lb and is placed under tripod of 35-ft wood poles within a 25-ft sq area. The following results have been attained: Avg depth of hole drilled, ft 1215 Avg drilling depth per 8-hr shift, ft 10.11 Core Size, In. Avg depth of NC casing, ft 21 2 11/16 Avg depth of NX casing and size core, ft 178 2Ye Avg depth of BX casing and size core. ft 427 1% Avg depth of AX casing and size core, ft 585 1 5/32 Through the use of metal sludge collection boxes, 12 ft long, 18 in. wide, and varying from 12 to 24 in. in depth, sludge recovery has been maintained above 95 pct. Samples, both core and sludge, are assembled for each sample interval and averaged in 50-ft bench increments. Determinations for mineral values are made at both the mine and mill. Assay results varying in excess of 0.05 of copper assay values are rerun to determine correct assay. The organization chart for the Kennecott Utah copper mine is shown in Fig. 1. The Utah mine requires approximately four men per shovel shift to drill solid rock, properly slope banks, and trim loose material from the top of bench sections in making them safe for men and equipment working below. During recent years, while the mine has been worked day and night, powder crews have worked day shift only. Series of toe holes drilled back of advancing electric shovels comprise approximately 70 pct of all mine drilling. These holes, spaced about 21 ft apart, have a depth of 24 ft. Of the footage drilled, 25 pct is for vertical holes either 24 or 28 ft deep, spaced about 28 ft centers along the top rim of banks. This combination of toe holes, using an Ingersol-Rand DA 35 drifter mounted on a tripod and the vertical holes using an Ingersol-Rand Type X71 wagon drill is standard practice above the pit elevation. These benches are 68 ft high, with a few exceptions, while benches below the pit elevation are 50 ft high and require very little drilling other than toe holes. Five benches, varying in height from 80 to 100 ft, require a combination of toe holes plus vertical holes and bank holes or electric churn drill holes. Bank holes using the DA 35 drifter and electric churn drill using Bucyrus-Erie Model 29T, account for 5 pct of feet drilled. Until the past year, drilling of fill material on upper levels was accomplished by churn drill method. Wagon drills are now used for fills because they can be set up and drill a hole an hour. It is necessary to run an air drill 7 hr for each 8-hr shovel shift. Average drilling rates during the past year were as follows: DA 35 drifter using 2 and 3-man crews — 4.36 ft per man hr X 71 wagon drill using 2-man crews — 6.45 ft per man hr DA 35 drifter bank holes, 3-man crews — 2.53 ft per man hr Bucyrus-Erie churn drill, 2-man crews —1.9 ft per man hr Total mine avg — 4.57 ft per man hr Mine practice assigns powdermen to job locations where they perform all drilling and blasting work within the area. Almost as much labor is consumed in springing and loading holes as in drilling them. Average powder consumption is approximately as follows: Per Electric Shovel Shift, Lb To spring and chamber holes — 50 Blasting — 500 Trim banks — 50 One fifth of all powder used is Hercules hercomite bag powder while four fifths is Hercules gelamite 65 pct strength in 1 Vi in. x 8 in. sticks. Frozen material, overhanging from top banks, creates a winter hazard to shovel operators and equipment. Experiments are being conducted with a high-speed Hercules powder in an effort to eliminate this condition. Banks are trimmed by powdermen who lodge 8 or 10 bundles of powder, containing 15 or 20 sticks each, across the upper surfaces of each working face. To each bundle of powder is attached a primer with 6-ft fuse which is lighted as the powdermen, who have lowered themselves down the bank on ropes, ascend to safety. Three angle dozers, D8 caterpillars, make grades and move supplies for the average 31 drilling machines working daily. Compressed air is furnished by three Ingersol-Rand compressors, each with rated capacity of 3750 cu ft of air per min at 100 lb reservoir pressure.

The Magma mine at Superior, Arizona, has produced over 13 million tons of ore yielding 1.5 billion pounds of copper. It is a mesathermal deposit, and, although the bulk of the ore has come from the Magma vein, most of the recent production has come from replacement deposits in limestone. The mine lies in a Precambrian and Paleozoic sequence of rocks that includes schist, diabase, quartzite, shale, and limestone; nearby, these rocks are intruded by igneous bodies of Mesozoic age that were probably the source of the ore-bearing fluids. Locally, these rocks are overlain by Cenozoic volcanic rocks and conglomerate. Layered rocks at the mine dip eastward about 30°. The area is extensively faulted, and surface faults are grouped into an earlier east-trending set and a later northtrending set. An additional set of diagonal faults that trends northwest and northeast is recognized underground. The east-trending Magma vein-fault, with its splits and branches, is the principal mineralized structure of the district. The bulk of the ore occurs in large ore shoots that plunge steeply westward and are sporadically connected by irregular ore shoots dipping gently eastward. The main ore controls apparently are selective zones of permeability related to the transverse faults. A bed of crystalline limestone near the base of the Martin Limestone (Devonian) is the host for the replacement ore bodies-discontinuous tabular pods dipping eastward parallel to the bedding. Selective permeability is again the apparent ore control, caused both by local hydrothermal solution of limestone and by deformation along faults. The principal copper minerals in the vein are chalcopyrite, bornite, enargite, tennantite, chalcocite, and digenite; these minerals vary in abundance according to a distinct zoning pattern. The upper part of the mine yielded considerable zinc as sphalerite, and the oxidized zone was rich in silver. The chief gangue minerals are pyrite, quartz, and hematite. In the limestone replacement bodies, chalcopyrite and bornite are the chief ore minerals.

T HE ore-dressing problem at Tul Mi Chung is complicated by the unusually complex nature of the ores. These come from replacement ore- bodies in limestone at the contact with a granite batholith, and contain copper, gold, silver, bismuth, molybdenum, iron, arsenic, zinc, and lead, the first two metals constituting the principal sources of profit. Iron is present as pyrite, magnetite, and hematite. Arsenic occurs both as mispickel and lollingite (FelAsa), the latter carrying a certain amount of finely divided gold. The gangue minerals are those typical of limestone con- tact-metamorphism and include a large percentage of garnet, together with diopside, serpentine, calcite, epidote, zoisite, actinolite, 'mica and other minerals. A part of the gold occurs in a free state; some is combined with chalcopyrite and lollingite, and a consider- able proportion is contained in the pyrite. Researches towards the improvement of recovery have been energetically conducted since 1915. Amalgamation, gravity concentrating tables, vanners, can- vas plants, etc., have all been tried and discarded in favor of flotation. It was very quickly established that fine grinding was essential for satisfactory recovery. This was and is still accomplished in Hardinge ball and pebble mills. A comparative test showed that when the ore was crushed to the point at which it contained 20 to 26 per cent. coarser than 100 mesh, the gold recovery was only 55.9 per cent., whereas when crushed so that only 11 to 15 per cent. was coarser than 100 mesh, the gold recovery was increased to 82.5 per cent. No particular difficulty was ever experienced in making a satisfactory recovery of copper but the losses in gold were considered serious and led to the investigation described in this paper.

Arrangements have been completed in New York whereby the re- sources of The Engineering Foundation, under the auspices of the four principal national engineering societies, are placed at the disposal of the National Research Council, which was appointed by the National Academy of Sciences* at the request of President Wilson. The object of the Council is to coordinate the scientific research work of the country in order to secure efficiency in the solution of the problems of war and peace. The Council was without funds until The Engineering Foundation, established to further scientific and engineering research, offered to place its resources at the Council's disposal, including the services of its secretary, Dr. Cary T. Hutchinson, to act as-secretary of the Council. The offer was accepted and plans for immediate activities have been placed in the hands of an executive committee. In indicating how thoroughly, every branch bf science and engineering is represented, Dr. George E. Hale, Director of the Mt. Wilson Solar Observatory, and Chairman of the Council, when he was in New York attending to the details of the arrangement, called attention to the personnel of the body, saying that it is the purpose to enlist the cooperation, in the solution of our industrial and military problems of a scientific character, of every possible established agency. Medicine, for example, is represented on the Council by Dr. William H. Welch, President of the National Academy of Sciences, Brigadier General William C. Gorgas, , Surgeon Crenera.1 of the United States Army, Dr. Simon Flexner, Director of the Rockefeller Medical Institute, and Dr. Victor C. Vaughan, Past President of the American Medical Society; biological science by Dr. Edwin G. Conklin, Professor of Zoology, Princeton University; chemistry by Dr. A. A. Noyes of Massachusetts Institute of Technology and Dr. L. H. Baekeland; physics by Dr. A. A. Michelson of the University of Chicago; and electricity by Professor M. I. Pupin, of Columbia University.

THE-Institute of Metals Division opened on Tuesday afternoon with Wheeler P. Davey as chairman and G. E. Edmunds as vice-chairman. Four papers were on the program, two being of a fundamental character. A paper on "Internal Surface in Minerals and Metals," by R. S. Dean and J. Roster, was presented by the latter; C. H. Gottschalk discussed coercive forces in powders. In answer to a question by the chairman. The author stated that he had not investigated [he temperature coefficient of resistance. A paper on "Recrystallization and Grain Growth in Cold Worked Polycrystalline Metals," by L. W. Eastwood, Arthur E. Bousu, 'and C. T. Eddy, was presented by Mr. Eastwood. A. great many quantitative data were given, with little reference to the theory. Theoretical considerations were discussed by Dr. Gottschalk, and C. A. Edwards of the University College of Wales, contributed very interesting comment on the relationship of size and critical strain. Dr. Edwards discussed the necessity of considering strain with time and temperature.

The electrolytic zinc plant of the American Zinc Company located at Sauget, Illinois started operations in April 1941. The plant had a designed capacity of 45(T) per day. The original flow sheet was quite simple, incorporating the low density process. Through the years the capacity of the plant has been increased to the current design of 214(T) cathodes per day. This paper describes the current operation along with typical metallurgical data.

The work of Americanism is getting under way slowly but surely. The purpose of the Auxiliary is to build for all time and it therefore wishes to lay its foundations securely, feeling that the true understanding and adoption of the ideals of Americanism are the safeguards of our country from the perils of anarchy, and the bond of union between labor, brains, and capital. We hope to have reports from several directors to print next month and here append the report of the Director for the New York Section, Mrs. W. Y. Westervelt.

Mechanical moles have developed through a tedious process of evolution. At times it has seemed that tunnel borers have been subject to the same Darwinian rules of evolution as their zoological namesakes who, despite their efficiency, are highly specialized and still restricted to soft soil conditions near the surface of the ground. HISTORICAL HIGHLIGHTS The Robbins Co. began its work in this field in 1947 with the development of a twin-bore continuous coal miner. Although these machines were used primarily in coal, two of the early prototypes were used to bore tunnels through shale. Disk cutters were first used on these machines and showed promising results as core breakers between drag-bit kerfs. In 1953, James S. Robbins and Assocs. undertook the development of a 25-ft 9-in.-diam circular tunnel borer for Mittry Construction Co. to be used at Oahe Dam in South Dakota (Fig. 1). This is believed to be the first rock tunnel-boring machine built since the end of the 19th century when short sections of the Channel tunnel were successfully bored in chalk from both the English and French shores. Another Oahe Dam machine was built in 1955, and then a series of three small-diameter machines for the company's first real experience with medium-hard and hard rock (Fig. 2) None of these three could be considered a success, although they laid the groundwork for the success that followed. Interbedded shale and limestone in Pittsburgh and hard limestone in Chicago quickly pointed up the weaknesses in these machines which were used by Perini, Dravo, and Healey. Among the problems were the high breakage rate of tungsten-carbide drag bits, too much flexibility in the drive shafts, failure of high-pressure hydraulic systems, chain-conveyor failure, and general lack of rigidity and strength. In 1956 another attempt at medium-hard and hard rock-boring proved this time to be a success and a significant turning point in the development

Before describing the experience with the Chinese on the Rand and the work they have accomplished, it will be necessary, first, to give a brief account of labor-conditions in the Transvaal since the war, and then to show how the necessity of importation of labor arose. As is well known, the Transvaal mines are run on the dual system of labor—that is, the rough work is done by colored laborers under the superintendence of white men. From the start of mining operations in South Africa there has been the cry of shortness of native labor, due in great measure to the failure of Kaffirs to work continuously in the mines. While he works, the Kaffir is a satisfactory laborer, but his period of service is short, averaging about nine months. People unacquainted with the Kaffir have maintained that, by offering a higher wage and better accommodation, better results would be obtained from the native workers, but an increased wage simply aggravates the trouble. The Kaffir's wants are few. While at work Be spends little of his money, and before long has sufficient capital with which to buy wives and become a gentleman of leisure. Doubling the wage of the Kaffir means that he acquires a competency in half the time, so that his period of service is correspondingly reduced. In 1899, before the war, there was always a cry about the scarcity of Kaffir labor. The highest number of natives at work was in July and August, 1899, when nearly 100,000 were employed. At the outbreak of hostilities the Kaffirs were scattered far and near, many doing well during the war by working for the military authorities. On the resumption of mining operations on the Rand a serious mistake was made. Based on past experience, it was argued that if the whole industry decided to start anew with

The Institute is one of the five national societies that joined in organizing the Congress, the others being the American Society of Civil Engineers, the American Society of Mechanical Engineers, the American Institute of Electrical Engineers, and the Society of Naval Architects and Marine Engineers. Each society has pledged from its general funds or some special fund a certain sum to guarantee the success of the Congress. To this the engineers resident on the Pacific Coast added $13,000, the total guarantee fund amounting to $37,000. It is hoped that this money, iii part or in whole, can be repaid to the guarantors of the Congress. The sums necessary to conduct the latter and to publish the proceedings, are to be derived from membership fees paid equally by all participating. A member of the Institute as such is not a member of the Congress and will not receive any of the publications of the latter. He is eligible to become a member of the Congress and it is hoped that he will do so. The membership fee is $5, and this entitles one to receive the introductory volume of the Congress containing the proceedings; a digest of the other volumes and a general index. It also entitles the member to one other volume of the transactions, to be chosen as he will. For moderate sums he can buy additional volumes, the whole set costing delivered, $30 or less. On Jan. 12 the total membership was 2,350, of which only 290 were recorded as mining engineers. Full details regarding the Congress have been sent to every member of the Institute, and the failure of the members to take a more active interest in the matter is believed to be due to some misunderstanding of the situation.
