THE term oil property, in this discussion, includes any type of easement or grant under which petroleum might be produced; it ranges from the mere right to drill on undeveloped wildcat acreage up to a fully developed oil property. The values of an oil property, as thus defined, vary widely according to the use for which it is intended, whether it is from the viewpoint of the speculator, the fraudulent stock promoter, the refiner and pipe-line owner, or the oil producer. The market value of a property is usually a combination of some two or more of these influences, and occasionally a combination of all of them, but we prefer to treat each viewpoint as distinct from the others, allowing the reader to make his own combination in such proportions as his inclination and property seem to require. This paper will treat the subject from the viewpoint of the oil producer. However, the other influences have such bearing on the cost of property to the producer and on the price he might obtain by its sale as to warrant brief discussion of them. Speculation, particularly lease speculation, is a parasitic growth on the oil industry, healthy enough, but of no economic value. The class of property usually dealt in for this purpose is the undeveloped lease. Its speculative value may have some relation to its probable productive value, but most frequently this value is the product of temporary excitement due to local development. The lease speculator, seeking out the trend of development or securing early information regarding a proposed test or a new discovery, immediately secures leases whose market value will be increased when the existence of such development becomes more widely known. His profits are purely unearned increment. Not proposing to spend money in exploration, he can afford to compete in purchase with the operator, who, in addition to bonus paid, must spend large sums in testing out his own acreage and that of the nearby speculator as well. It has a tendency to compel unduly high bonuses.

The nature of fracture in unnotched tensile and notched tensile sheet and round specimens and V -notched and precracked Charpy-type sheet specimens of both wrought stress -relieved and re-crystallized molybdenum was investigated over the temperature range of -78° to 300°C. The sharp rise in fracture stress, for unnotched tensile samples, as the temperature is increased above the brittleness transition temperature (Tb), is found to be a result of an increase in flow stress due to plastic constraint and an increased strain rate which results from the onset of necking at Tb . Quasi-brittle fracture in notched tensile samples is found to occur when the tensile stress at the elastic-plastic interface, beneath the root of the notch, reaches a maximum critical value, which is independent of test temperature over the range from —78° to 25°C, but dependent on microstructure. In the temperature range between 150° and 300°C, unnotched tensile and notched tensile samples alike are found to fracture by a ductile fibrous tearing process which is discontinuous in nature, as a result of the competition between the processes of tearing, through continued plastic flow, and local work hardening. Results from the V-notched and fatigue-cracked Charpy-type impact tests demonstrate that crack initiation is the governing factor in the low-temperature (-78° to 25°C) fracture process for molybdenum. In recent years, there has been considerable interest, and a commensurate number of investigations, concerning the duc tile-to-brittle transition in refractory metals. There has not developed, however, a satisfactory explanation for the uniaxial tensile fracture-stress transition which accompanies the well-known ductility transition. This matter therefore warranted investigation. In a similar manner, the increased importance of notched tensile strength values in evaluating materials and in design criteria requires a better understanding of the factors which control the fracture behavior of notched tensile samples. In a previous investigation1 of the nature of initial yielding and fracture in notched sheet molybdenum at room temperature, it was suggested that plastic constraint was the controlling factor in governing the fracture behavior of notched samples. The final portion of this investigation was concerned with the fracture toughness of molybdenum. Of particular interest was the comparison of effective surface energies for fracture in V-notched samples with fatigue-cracked, Charpy-type samples in order to ascertain the relative importance of the initiation and propagation phases of the fracture process. MATERIALS AND TEST PROCEDURE Sheet tensile, notched tensile, and V-notched Charpy specimens were prepared from 50-mil, stress-relieved molybdenum sheet.* Half of these specimens were vacuum-annealed for 1 hr at 1200°C and 7.5 x l0-5 Torr and furnace-cooled to produce a relatively uniform grain size of 0.30 mm diameter. Round notched and unnotched tensile specimens were prepared from warm-rolled and swaged 5/8-in.-diam bar.* These specimens were vacuum-annealed for 1 hr at 1350°C and 5 x lom5 Torr and furnace-cooled to produce a grain diameter of 0.11 mm. Material analyses in ppm were: C N O H Sheet 290 10 4 1 Bar 50 30 30 2 The unnotched tensile sheet specimens had a 1/4-in. gage width and a 1-in. gage length. The unnotched tensile round specimens had a 9/32-in. gage diameter and a 1-1/4-in. gage length. The sheet and round notch tensile specimens are shown in Fig. 1. All of the notched tensile specimens tested were tandem-notched in order to study the location and mode of fracture initiation. The tandem-notched specimens were carefully machined so that the largest variation in notch depth on a single specimen was 0.001 in. Thus, when fracture occurs, the extent of plastic deformation that exists in the un-fractured notch section is that which exists just prior to fracture. All of the tandem-notched sheet specimens were electrolytic ally polished and chemically etched prior to testing. The V-notched Charpy-type specimens machined from the 50-mil sheet material had the standard dimensions of 2.125 in. long, 0.394 in. deep, and a 0.010-in. root radius. Construction of the Ranger uranium project, located 230 kms east of Darwin in the Northern Territory, Australia, commenced in January 1979. Energy Resources of Australia Ltd (ERA) was incorporated in February 1980 to acquire all the rights in the project. The total cost to ERA of these rights was A$407 million, made up of A$125 million in cash to the Federal Government and the issue of 125 million A$1.00 shares at par, plus a payment of A$16 million in cash to each of Peko-Wallsend Ltd. (Peko) and EZ Industries Ltd. (EZ). ERA's cash requirements to complete the project were estimated in October 1980 to be A$553 million. Project loans, secured by first ranking debenture stock, were arranged for a total of US$390 million, while second-ranking debenture loans totalling A$60 million were [ ] obtained from the vendors, Peko and EZ. Overseas participants (power utilities who had agreed to purchase uranium yellowcake under contract) arranged to take up 25% of the equity capital for A$102.5 million; Peko and EZ were allotted 30.5% each as satisfaction of vendors' consideration; and 14% representing A$57.5 million was issued to Australian residents in an underwritten public flotation in November, 1980. The loan and equity financing arrangements required the successful resolution of many complex and interlocking factors, including technical and economic feasibility, agreement with Aboriginal interests, compliance with Government policies, and securing of sales contracts.

A PAPER recently presented before the Anthracite Section of the A. I. M. E. by S. J. Phil- lips, Mine Inspector, Fifth Anthracite District, Department of Mines of Pennsylvania, covering the water hazards in the anthracite coal mines of the Lackawanna River Valley, was especially timely because the conditions there are duplicated to a large extent in the Wyoming Valley, which is traversed by the Susquehanna River with its many large tributary streams. Also, in the southern anthracite field, where there are a number of large creeks, similar pumping problems and mine water hazards will in time be presented if mining is continued to its conclusion.

Zinc crystals were deformed in simple shear and it was found that anisotropic strain hardening occurred in which the inactive slip systems were hardened more than the active system. The formation of dislocation barriers by dislocation interaction was discussed as a possible explanation of the hardening of the latent systems. STRAIN hardening which accompanies slip in a metal crystal is not limited to the slip systems actively contributing to the plastic strain. There is also a strengthening of the latent slip systems which are crystallographically equivalent to the active system. In the case of aluminum deformed in tension, Taylor and Elam1 found that plastic flow on one set of octahedral planes caused either the same or a slightly greater hardening on an inactive set. Similar results have been obtained for crystals of a brass2 and of Cu-A1 solid solutions.3 Experiments by Rohm and Kochendorfer4 indicated that the hardening of the active system exceeded the hardening of any latent system for aluminum crystals deformed in shear. On the other hand, strain hardening in zinc and cadmium crystals tested in simple shear at —196°C was recently found to be greater in the latent than in the active slip direction." When the strain direction was shifted during testing to a direction 60" from the original, a higher stress was required for glide to continue than would have been needed for flow to proceed in the original direction. The relation between the hardening of active and latent systems must be complex, depending upon the relative orientations of the systems and upon the experimental techniques used to deform the crystal. A detailed knowledge of the hardening produced in latent systems would be valuable in choosing between possible dislocation models of the strain-hardening process. The experimental data now available are incomplete and even contradictory. The present study was undertaken to provide quantitative information regarding the relative amount of hardening of active and latent systems for a particularly simple case. Zinc crystals were deformed in simple shear along one of the three crystallographically equivalent directions [250], [1210], and [1120] in the slip plane, and the relative hardening produced in each of these directions was compared. Experimental Procedure and Results The single crystals of 99.99 pct purity zinc used in this investigation were grown from the melt in the form of 1 in. diam spheres. Shear specimens were acid-machined from the crystals by a method which has been described previously. The gage section of the test specimen was a cylinder having a height of 1/8 in. and a cross-sectional area of approximately 1/3 sq in. All specimens were machined with the axis of this cylindrical gage section aligned with the [0001] axis of the crystal. An innovation in the design of the shearing apparatus for these tests was the provision for a rapid shift in the direction of the applied stress from one slip direction to any other slip direction lying in the same slip plane. When compared to average shale composition, average coal is enriched in sulfur and selenium, has similar amounts of arsenic, beryllium, lead, antimony and molybdenum, and is depleted in at least 26 other elements. Within a coalfield, or region, some coals are enriched (10X average shale) in silver, arsenic, cadmium, cobalt, germanium, molybdenum, nickel, lead, selenium, uranium, and zinc. Important factors controlling element distributions in coal include geochemical conditions (primarily pH) in the peat swamp, composition and depositional environment of coal roof rocks, thermal maturity (rank), nature and intensity of any epigenetic mineralization, composition of ground waters that come in contact with the coal, and degree of weathering.

THE production of lead in the United States for the period from 1720 to 1912 was 10,432,668 tons valued at $924,600,000. The average price during this period was 4.4c. a pound, although lead sold at times below 3 cents. We know that in the early days of lead smelting in Montana lead was deliberately lost in the slag and only enough reduced as bullion to collect the silver. This bullion was freighted by ox team to Corinne, Utah, the terminus of the railroad at that time, and shipped to Swansea or Omaha, Neb., for refining. The slag from some of the above mentioned operations contained as much as 15 per cent lead and has since been resmelted. Since 1921 the production of lead has increased each year and the price and tonnage have been as follows :

Drilling activity in the South Texas area, which includes the South Corpus Christi and Laredo districts, showed a marked decline during 1941 from that of the preceding year. The rate of new discoveries, however, 'compared favorably with exploratory results of 1940 because of the many new productive sands opened in existing fields. South Texas completions for 1941 were about 12.3 per cent below the 1940 figure, compared with an increase of approximately 5.5 per cent in the total number of completions in the United States during 1941 over the 1940 total. During the year, 1452 wells were drilled in this area; of these, 1205 were drilled in or as extensions to the proven fields, and 247 were rank wildcats drilled in search of new producing pools. The comparable 1940 figures were: 1320 field or extension wells and 336 rank wildcats, a total of 1656 completions. This represents a decline in 1941 of approximately 8.7 per cent in proven-area wells, and of about 26.5 per cent in rank wildcats. It must be stressed that wells that were considered rank wildcats at the beginning of operations, but which opened production later classified as additions to existing fields, are not regarded as rank wildcats in this and previous annual reports on this same area. These wells are classified as semiwildcats (Table 2). There were 13 new oil or distillate fields and 4 new gas areas opened during the year, as listed in the next column. This listing represents a decline of 32 per cent from the 25 new areas found during the previous year, and to a great extent can be attributed to the 26.5 per cent decline in wildcatting. The rate of new discoveries based on the 247 wildcats was 14.5 to I, which compares somewhat unfavorably with the 13.4 to I ratio obtained in 1940 (Table 5). Dry wildcats totaled 230. The proof of the prolific character of the South Texas area as a source of petroleum reservoirs is to be found in the fact that of the 1205 field or extension (semiwildcat) wells completed during the past year 61 opened production from new sands or found crude in formerly distillate-producing sands. The 1940 total of 1320 such wells accounted for 50 horizons that provided either new production or crude in distillate sands, and in this respect the 1941 rate of discovery shows to greater advantage, the ratios for new sands being 19.7 to I for 1941 and 26.4 to I for 1940. The magnetic reflux classifier, which utilizes the combined effects of magnetic fields and a hindered settling classifier, is a new tool for determining the quantity and quality of middlings in fine-sized magnetite concentrates. Results are given for processing a typical taconite ore, and a sketch of the apparatus is included. IN examining magnetite ores and beneficiated products it often becomes necessary to make critical studies of the amount of grinding necessary to produce the desired degree of magnetite liberation. In the past this has been accomplished by laboratory heavy-liquid tests, which provide a method for selectively removing middling particles and free magnetite from various-sized fractions. Examination of the various products under the microscope results in fairly accurate determination of the degree of liberation. The method is quite efficient on sizes coarser than 325 mesh. Thus the heavy-liquid method of middling separation was satisfactory until the advent of present day magnetic taconite studies. When magnetite concentrates ranging from 70 to 100 pct —325 mesh are studied it becomes apparent that older methods of determining liberation size are not satisfactory and that there is need for a new method. For example, some of the low-grade magnetite ores of the Wisconsin and Michigan iron ranges require grinding to 100 pct —325 mesh to produce a magnetic concentrate containing less than 12 pct silica. Examination of concentrates from such ores often reveals that many of the middling particles consist of only very minor proportions of iron mineral. Thus it becomes important to be able to determine the degree of grinding necessary not only for complete liberation, but also for liberation of only 80, 85, or 90 pct of the total iron mineral content. Actually, complete liberation is never attained, but is often used to designate that degree of liberation necessary for production of high-grade concentrates. A rougher concentrate, produced after elimination of a coarse-sized tailing, can usually be subjected to a second grinding stage and concentrated into a higher grade product than could be produced from the same crude ore with one stage of grinding resulting in the same overall size reduction. This fact adds to the importance of being able to determine partial degrees of liberation on any magnetite ore. Standard laboratory methods such as heavy-liquid separation, microscopic grain counts, Davis tube magnetic separation, magnetic flocculation, classification, flotation, and others often are not applicable, or are prohibitive because of time requirements when large numbers of fine-sized magnetite samples are investigated. The Davis tube magnetic separator is an efficient tool to use in rejecting the non-magnetic mineral particles from an ore sample. The middlings discarded by the tube separator usually are so low in iron content that they can be considered relatively unimportant in liberation studies. This condition is caused by the extremely high flux density used in the Davis tube. This flux density ranges from four to eight times the flux density produced by most of the powerful commercial machines in use today. Thus the problem resolves itself into a search for a method of selectively removing middlings from Davis tube magnetic concentrates which will be both rapid and efficient. Those methods showing most promise in the development of a process for isolating middlings from extremely fine-sized magnetic concentrates were flotation and magnetic flocculation. The use of flotation to remove middlings from magnetic concentrates is reported in the literature.'.' The flotation process is effective in removing middlings from a magnetite concentrate, but physical entrapment of fine-sized free magnetite in the silica-bearing froth is an undesirable feature. The flotation method of removing middlings requires time, effort, and precise control of many variables, and does not meet the required degree of middling isolation. Magnetic Flocculation Magnetic flocculation has long been resorted to"-" in efforts to upgrade magnetite concentrates. One of the new magnetic taconite plants now under construction on the Mesabi Range includes magnetic flocculation in the flowsheet' as an accessory process to remove high-silica middlings and free silica which has been mechanically entrapped in magnetite flocs. The use of magnetic flocculation as a laboratory method of making precise separation of middlings was further investigated, since it offered a rapid, simple method of accomplishing the desired result. Magnetic flocculation involves the subjection of a magnetic concentrate to a strong magnetic field, passing the concentrate in a highly flocculated condition to a hydroseparator or other classifiers of various types, and removing free silica and middlings as overflow products. The four new oil-field discoveries made in the East and East Central Texas districts during 1941 were the East Long Lake field, Anderson County; Pickering field, Shelby County; Pleasant Grove field, Rusk County, and Tri-Cities field, Henderson County. The discovery of oil production in the Pettit lime of the Lower Glen Rose was made in the Groesbeck (Barron) field in Limestone County and the Willow Springs field in Gregg County. Important extensions were made to the Pittsburg field, in Camp County, the Chapel Hill field, in Smith County, and the Hawkins field, in Wood County. The Hawkins field was extended sufficiently to more than double the number of proved surface acres. As usual the East Texas field led the district in the number of completions for the year. The second most active field during the year was the Hawkins field, with 250 new wells completed. The third most active was the Long Lake field, in which 50 wells were completed. Approximately 964 wells were completed in the district during 1941. Production and Probation The district is credited with having produced 163,566,695 bbl. of oil and distillate during the year. This represents a decrease of 4 per cent from the 170,424,685 bbl. of oil and distillate produced during the preceding year. The production of 130,378,620 bbl. of oil and distillate from the East Texas field represents 79.7 per cent of the total production of the district; that is, 6.3 per cent less than the production for the year 1940, The district had an estimated basic daily allowable of 614,982 bbl. of oil on Dec. 31. Approximately 33 per cent of the state's annual production was produced in the district, compared with 34.9 per cent for 1940. Since the majority of the fields in this district are subject to proration, any change in the annual production is attributable largely to changes in proration schedules and number of shutdown days. Fields subject to shutdown days were closed in for 113 days during the year, with the exception of the East Texas field, which was shut down 111 days. An order was promulgated by the Oil and Gas Division of the Texas Railroad Commission for encouraging the disposal of salt water and reservoir-pressure maintenance in the East Texas field. Discoveries Tex Harvey Oil Company'sNo. I S. E. J. Cartmel was completed as the discovery well for the East Long Lake field, Anderson County. Production was found in the Woodbine sand, the horizon from which the Long Lake field produces. The Pickering field, Shelby County, secures its production from the Nacatoch sand, found at an approximate depth of 1510 ft., in A. E. McKiernan's No. I, Pickering Lumbering Co. THE data in this paper were collected to show both the volume and speed with which bituminous mines have indefinitely suspended operation while economic advantage in the industry has so gravely declined. The study was limited to the bituminous coal-mining states east of the Mississippi River, wherein conditions affecting production and demand are more common respectively to all of the mining districts included and represent about 95 per cent of the nation's coal mining. Data for the compilation of these statistics and for the construction of these graphs have been obtained in all cases from state mine depart-ment reports, except from those of Ohio and Virginia. In Virginia essential individual mine data were secured from an authentic source, but no individual Ohio mine information is obtainable, because all Ohio fact-gathering agencies are prohibited by law from revealing such data. In other states the facts were tabulated and later checked with the cooperation of Chief Mine Inspectors. In all, excluding Ohio, over 17,000 individual annual mine returns were examined. Special infor-mation was secured from each state mine department about suspensions in 1932. Accurate information was not available from all states about mine abandonment due to exhaustion of coal reserves, and while these were completed for several states, it has not been shown because it was not perfected for all states. The data in this paper were collected to show both the volume and speed with which bituminous mines have indefinitely suspended operation while economic advantage in the industry has so gravely declined. The study was limited to the bituminous coal-mining states east of the Mississippi River, wherein conditions affecting production and demand are more common respectively to all of the mining districts included and represent about 95 per cent of the nation's coal mining. Data for the compilation of these statistics and for the construction of these graphs have been obtained in all cases from state mine department reports, except from those of Ohio and Virginia. In Virginia essential individual mine data were secured from an authentic source, but no individual Ohio mine information is obtainable, because all Ohio fact-gathering agencies are prohibited by law from revealing such data. In other states the facts were tabulated and later checked with the cooperation of Chief Mine Inspectors. In all, excluding Ohio, over 17,000 individual annual mine returns were examined. Special information was secured from each state mine department about suspensions in 1932. Accurate information was not available from all states about nine abandonment due to exhaustion of coal reserves, and while these were completed for several states, it has not been shown because it was not perfected for all states. THERE is acute need for a method that will measure the size distribution of finely di-vided materials, particularly when the par-ticle sizes are smaller than the openings of the finest screen cloth regularly available for testing. Several methods and types of apparatus are in common use, but none are entirely satisfactory for all purposes. The commonest methods are microscopic grain counts, elutriation by liquids or air, and sedimentation. Valuable results have been secured by air elutriating devices, typified by the Haultain Infra-Sizer and the Pearson Air Analyzer. These are especially useful in obtaining sized fractions that can be examined and analyzed separately. They are particularly advantageous because the sizes of the sam-ples produced are adequate for a consider-able amount of subsequent manipulation and testing. The sedimentation methods, such as the Wagner and Klein turbidimeters, and the sedimentation balance, do not deliver sized fractions, but they do provide a means for reasonably rapid comparative determina-tions of fineness and surface area, which are important in many industries. The sedimentation balance consists essen-tially of a balance pan suspended in a liquid that contains falling particles. These are weighed as they settle onto the pan, and the time rate of settling is determined. The size distribution is computed from the set-tling rate. The balance appears to be in-herently more accurate than any of the other methods, and it has served a useful purpose in the study of numerous problems, but there have been limitations which have re-stricted its scope of application. Because of the essential simplicity of the method, it was felt that intensive investiga-tion might lead to modifications that would make it a valuable tool for the operators in industries that require precise information regarding the results secured from grinding equipment. A large number of size-distribu-tion determinations below 200 mesh were required in connection with a particular research problem in fine grinding. The sedimentation balance was used, in this investigation, and a technique was gradually developed that ultimately gave good results. A serious difficulty appeared, early in the work. It was discovered that less material always settled on the sedimentation pan and more on the bottom of the containing jar than could he accounted for by calculation, and also that the material that settled to the bottom of the jar outside the edges of the pan was considerably finer than that on the pan. This segregation was so great that the dis-tribution obtained for the finer sizes was obviously very much in error; material ground to about the degree of comminution of cement might have only 60 per cent of the calculated weight actually settling on the pan, and the error increased with the fine-

The following pages summarize the causes that led to the suggestion of unit operation of the paloma field, the organization of com-mittees, preparation of the Paloma Operators Agreement and the reasons for rejection of the plan. Introduction Long ago an Austrian physicist observed that under certain conditions the condensation of a liquid from gaseous mixtures resulted from pressure reduction. Some 50 years later he would have known that his research was not in vain. He would have seen a group of serious operators and engineers seeking to apply that principle to a conservation . program for unitized production in the Paloma gas field—but he would also have been saddened to see that forces unsympathetic to the application of science in oil production, with little or no appreciation of modern methods and the advantages of cooperation, so far have prevented the adoption of that program. Soon after the Paloma field was discovered it was realized that all the hydrocarbons in the reservoir existed in the gaseous phase. This condition was confirmed over a large area. Therefore, if the field was to be properly exploited with the greatest ultimate recovery of condensate, the hydrocarbons in the reservoir must be produced in the single or gas phase. They must be cautiously extracted with the least possible reduction of the natural pressure. If this could be accomplished, or if artificial pressure control were utilized, the condensation and underground loss of the valuable distillate would be preventable—otherwise it would not be. Wholehearted cooperation of all oper-ators was required in order to accomplish the conservation purposes of the program. To this end the production engineers of the several companies concerned lent their time and talents. They fully investigated the physical relationships of the products within the complicated gaseous mixture, prepared extensive reports on the subject and drew up a reasonably efficient plan of operations, which now is commonly called the "Paloma Unit Plan" but actually was entitled "The Paloma Operators Agreement." All of the engineers were not in perfect agreement on all the features of the plan, or even on all the engineering principles. However, it is safe to say that on all the important or essential factors there was a unanimity of opinion, particularly as to the objectives. These were fairly simple and reduce to one controlling item, "pressure control" by cycling or recycling. Organization The principal operators initiated the program by calling a meeting of all the lessees in the area, at which an organization was perfected, known as the "Paloma Operators Committee."
