THE proper material of construction for a given purpose is that material which meets the requirements satisfactorily at the lowest ultimate cost. It is consistent with this principle that most aluminum castings are made of an alloy containing about 8 per cent. copper. This alloy possesses mechanical properties satisfactory for general engineering purposes together with manufacturing characteristics leading to the production of finished castings at low cost. It is to the aluminum industry what gray iron is to the iron and steel industry. Just as some services require "semi-steel," malleable castings or steel castings instead of gray iron, there is a certain and growing demand for aluminum castings of superior strength or ductility, or both. Since the beginning of the industry producers and others have sought to develop alloys or processes by which such castings could be made. Out of these efforts have emerged many alloy compositions and special processes, of which only a few have had sufficient merit to survive. It is the purpose of this paper to describe those which seem to the authors to offer the greatest promise for the production on a commercial scale of aluminum castings of superior mechanical properties, with special reference to heat-treated castings. The suitability of an alloy or process for actual manufacture is affected by so many factors that the problem of appraisal is not a simple one. Since this is such an important part of the whole subject it is proposed to discuss briefly some of the requirements. The final verdict is of course the result of commercial trial and experience. It will therefore, perhaps, be profitable to employ a somewhat historical method of treatment in discussing the subject of alloy development.

The International Law of the Continental Shelf, so far ratified by 35 nations, extends the national boundary of any coastal nation to the edge of the continental shelf, this normally being at a continuous water depth of 200 m. The Law further extends this boundary to include the floor of the deep ocean to any depth that can be mined by advanced mining technology. In effect, proof of mining can constitute proof of ownership of the subaqueous land and the minerals on or below the sea floor. Irrespective of the fact that present technology is too limited to permit mineral exploitation in the high seas-and the law regarding the right to mine appears hazy-the U. S. Treasury Department's Bureau of Customs, has a ruling that would further deter mining operations on the high seas. This law contends that minerals mined on the continental shelf of the United States are actually mined within the continental United States and are free of tariff, but mined products or other articles obtained from the ocean or the sea floor beyond the continental shelf, if brought into this nation, must be considered as imported and are subject to such customs duties as are applicable under the tariff schedules of the United States.

Until recently, the only commercial method of producing magnesium has been fused salt electrolysis, despite a considerable amount of experimental work on the direct reduction of magnesium oxide. In this early work, a number of investigators demonstrated that magnesium oxide would react with any one of several reducing agents to produce magnesium vapor, but that the mixture of magnesium oxide and reducing agent must be heated to a high temperature even in a vacuum. In particular, it was demonstrated that silicon and aluminum are effective reducing agents and that when either of these is used the magnesium vapor can be condensed to massive metal. In spite of this knowledge, no successful commercial reduction process was developed, at least in this country, because of the operational difficulties imposed by the requirement of high temperature and vacuum and because of the high cost of the reducing agent. The outstanding experimental work done by Pidgeon, who carefully reviewed all of the known methods of making magnesium and then selected ferrosilicon reduction, overcame some of the operational difficulties. The process developed by Pidgeon comprises briquetting a mixture of calcined dolomite and reducing agent, preheating the briquets to about 600°C. in an externally heated alloy retort, reducing the MgO with silicon in an evacuated horizontal alloy retort heated externally to about II50 C., and condensing the magnesium vapor to a solid in a cold extension of the retort projecting beyond the front of the furnace. A major advantage of Pidgeon's process is that the retort is not cooled down between charges. Earlier investigators had used apparatus that necessitated cooling and reheating of the retort between charges. Early in January 1942, when the War Production Board was considering the Pidgeon process for quickly increasing the production of magnesium, The New Jersey Zinc Co. offered to have a research investigation of the process carried on, with the hope of assisting in its further development. This offer was accepted, and a two-retort pilot plant was built at Palmerton and put in operation on Jan. 29,1942. An intensive investigation of certain phases of the process was carried out in the ensuing four months. This investigation was completed in the last part of May 1942) and the pilot plant was then shut down. Subsequently, The New Jersey Zinc Co. was requested to have further development work done on the process, and a more extensive investigation was undertaken in August 1942 under contract with the War Production Board and under the supervision of the War Metallurgy Committee. This paper describes the ,phases of the investigation that are thought to be of sufficient general interest to merit publication.

The flow stress of a series of Ni-Cr-A1 alloys consisting of a dispersion of y' (based on Ni3Al) in a rnatrix of nickel-base solid solution y has been measured at temperatures up to 950°C as a fwzction of the volume fraction of y'. At high temperatures the flow stress is controlled by the amount of Y' in the alloy, i.e., the higher the volume fraction of y', the greater is the flow stress. This simple relationship is not obeyed at low temperatures in so far as a peak in the flow stress-volume fraction relation occurs at about 25 pct y'. The variation in the mechanical properlies of these alloys as a function of both temperature and volume fraction of y' has been correlated with changes in distribution of both the dislocations and y'. The results are interpreted on the basis that at low temperatures the y matrix is strengthened significantly bv the presence of a hyperfine y' precipitate due to decomposition on cooling; at high temperatures the y matrix is a single phase of low strength. It is clearly recognized that the high temperature strength of most nickel-base superalloys depends upon a dispersion of the ordered fcc phase y', based on Ni3A1, in a fcc solid solution matrix y based on nickel. Although the volume fraction of y' varies widely from about 0.2 in Nimonic 80A to about 0.6 in Mar-M200, all such nickel-base alloys manifest an unusual insensi-tivity of the flow stress with respect to temperature. In Mar-M200 for example, the 0.2 pct flow stress remains essentially constant from room temperature to 750°C. The conclusion has been drawn1 that the characteristically low temperature dependence of the flow stress of y-y' nickel-base alloys is obtained when the state of dispersion of y' is such that dislocations are forced to cut through the y' particles at the onset of yielding. When the spacing between the y' particles is so large that the flow stress is controlled by dislocation bowing between particles, then the initial flow stress decreases progressively with an increase in temperature at a rate determined by changes in elastic properties. The same conclusion is inherent in the detailed, mechanistic model of the deformation process in commercial superalloys which has been developed by Copley and ear' in which the temperature independent flow stress is attributed primarily to the contribution of the antiphase boundary energy created in the y' particles during deformation. In this theory the temperature insensitivity of the flow stress is a reflection of the constant antiphase boundary energy as a function of temperature. An important microstructural parameter that is relevant to the explanations that have been suggested' to account for the temperature insensitivity of the flow stress is the volume fraction of y'. To vary the latter to any significant extent in a given commercial alloy is clearly difficult. However, it is possible in a relatively simple Ni-Al-Cr ternary system which manifests analogous microstructures in terms of the distribution of y' in y and contains specific alloys which have flow properties that depend on temperature in a manner quite similar to their more complex commercial counterparts. Hornbogen et . have studied precipitation phenomena and deformation mechanisms in such alloys but only where the y' volume fraction was small (less than 0.2) and the y' particle size varied from less than 100A up to a maximum of -1000A. In the present study, a series of alloys was prepared in which the volume percent of y' at 900°C was varied from 0 to 100 pct with the y' particle size (of the order 0.5 p) comparable to the sizes obtained in commercial superalloys. Particular attention has been given to the relationship between variations in the volume fraction and distribution of y' and the temperature dependence of the flow stress EXPERIMENTAL TECHNIQUES The Ni-Cr-Al system was selected because it is well characterized, bears a close relationship to commercial alloys, and offers the advantage of an extra degree of freedom over a binary system. In the present investigation, a series of alloys across the tie line between NisA1 and Ni3Cr (Ni3Cr is not an in-termetallic compound, the nomenclature is only used to designate the composition) were vacuum cast. The pseudobinary6 and the composition of the alloys used are shown in Fig. 1. It is important to note that the compositions of the y phase and the y' phase in the two-phase alloys was always the same. Alloy compositions were selected from the binary diagram, Fig. 1, in order that aging at 900°C would produce from 0 (100 pct y) to 100 pct y' by volume percent. (The size of the y' particles produced during the equilibrium aging treatment increased as the volume fraction of y' increased, ranging from about 0.2 p at low volume fractions up to about 0.8 p at the highest volume fraction.) The y' phase is based on the inter-metallic compound Ni,A1 which has the fcc LIZ type superlattice structure, and chromium substitutes for aluminum in the structure. The y phase is a disordered fcc solid solution. The alloys were heat treated at 1150°C for 2 hr, air cooled to room temperature, and finally annealed for 16 hr at 900°C. The rods were then centerless ground to 0.25 in. diam and cut into compression samples 0.5 in. long. The compression tests were made on an In-stron machine at a strain rate of 7 x 10"4 sec-'. A rapid heating radiant heat furnace was used which minimized the heating and temperature stabilization time to 10 min for the highest testing temperature. All the tests were stopped after 5 pct plastic strain.

The Mining Engineering Society of the State College of Washington, Pullman, Wash., has elected the following officers for this semester: F. MASON, President, WILLIAM WHITE, Vice-President,. L. E. TRAEGER, Secretary and Treasurer. The Society holds meetings every two weeks at which papers on mining and metallurgical topics are presented by students and members, of the faculty. At the meeting of Oct. 25, Prof. H. R. Robbins gave an interesting talk upon the Rankin Process for the treatment of base-metal ores. In this process the metals are extracted by the use of nitric acid, the acid -being recovered almost entirely. Prof. Robbins thinks the process has great possibilities, but it has not yet been worked on a commercial scale. The Missouri Mining Association, the student organization at the Missouri School of Mines, Rolla, Mo., has. elected the following officers for the ensuing year: L. W. EHLERS, President, H. A. In the withdrawal of fluids from tilted aquifers it is of value to be able to predict pressure patterns during the course of the pressure decline. As an example of this, in the displacement of fluids from oil reservoirs being produced by water-drive, prediction of the reservoir pressure is an important factor in fixing production rate. The prediction of pressure patterns in the depletion of an inclined aquifer has conventionally been made by solving the well known flow equations for the pressure Patterns in a horizontal aquifer, and correcting these patterm for the pressure difference due to the hydrostatic head associated with the vertical distance between a point in the horizontal aquifer and the corresponding point in the tilted aquifer. Inasmuch as the equation describing flow in tilted strata is different from that for horizontal flow. there was question as to the validity of the simple corrective procedure current1y in use. To examine the magnitude of error made using this procedure, an inclined aquifer was chosen for which the error was expected to he large, and the equation for flow in this tilted stratum was solved numerically. The results of the conventional procedure of correcting the solution of the equation for horizontal flow was compared with the solution of the correct equation by studying the difference between predicted pressures by the two methods. Three forms of the hydrostatic head correction were studied. The results for all three forms of the head correction are similar. The error in the approximate solution is quite dependent on the position of the horizontal aquifer with respect to the inclined one. The error is greatest at the producing end ad increases with amount of fluid withdrawn. The magnitude of the errors is not large if a good choice is made for the position of the horizontal datum. The most satisfactory position for the datum in all cases is near or slightly about the mid-point of the inclined stratum. Use of the best approximate method studied with the best datum tested yielded predicted pressures in error no greater than 7 psi. INTRODUCTION The movement of water by expansion from an aquifer to displace fluids from a contiguous oil reservoir was first recognized over 20 years ago.9 Since that time much work has been done to relate this mechanism to reservoir behavior mathematically. The result of this effort on the part of many workers has led to an understanding of underground fluid movement which has enabled us to follow and predict the behavior of the water-drive reservoir. One reason that good progress has been made in the application of mathematics to the study of pressure patterns and water movements in aquifers has been that the differential equation which describes this process is of a relatively simple form. The equation for the isothermal, horizontal, viscous flow of water through homogeneous sandstone is identical with that for the diffusion of heat through homogeneous solids, and this equation and means of obtaining solutions for it with many types of boundary conditions have been studied extensively. The reprocessing of advanced fuels such as carbides, oxides, and cermets, containing up to 30pct pu has been studied. Dissolution of uranium carbides in nitric acid produces appreciable quantities of mellitic acid which has undesirable effects in subsequent stages of the process. Mixed oxides containing up to about 40 pct Pu in solid solution with UO, are soluble in nitric acid and a leaching type process in nitric acid for a stainless steel/UO,. PuO, fuel containing 30 pct Pu appears to be feasible. It offers considerable economic advantages THE reprocessing of the U-Cr alloy core of the Dounreay Fast Reactor was described by Buck and others at the Second Geneva conference.' This paper described the flowsheet and plant for processing a relatively simple fuel of good dissolution charac- over total dissolution routes. A new oxidation-sub -limation process is described for metallic fuels containing up to 12 pct Mo. New data is presented on the solvent extraction of uranium and plutonium nitrates into tributyl phosphate -odorless kerosene and of the influence of radiolytically produced acid phosphates on this part of the process. It is concluded that there are no insuperable difficulties which will prevent the satisfactory reprocessing of high burn-up plutonium fuels by a solvent extraction route. teristics and of low-plutonium content after irradiation. However, it has been clear for some time that more satisfactory operation of the reactor can be obtained by the use of a core with better irradiation performance than U-Cr alloy and a U-Mo alloy will be used for the next charge. CYCLONE thickeners are "hydraulic centrifuges" designed either to produce a maximum practical separation between the water and solids of a feed slurry or to classify the slurry solids according to particle settling rate. The possibilities of utilizing the thickener to "close" plant water circuits have been investigated. Since the thickener becomes an integral part of the plant water circuit when installed, the basic means by which the solids content of all circulating water systems must be controlled is reviewed. All coal not separated from the circulating water by means of dewatering screens or settling devices must be bled from the plant at the same rate as they are being fed or created by degradation. If this were not true, the circulated volume would finally be completely filled with solids. If the rate of bleed is low, the solids concentration in the bleed and circulating water generally will be high. To keep a reasonable circulating water concentration, large amounts of fresh water must be supplied and the bleed rate must be high. These conditions are usually undesirable because of the difficulty in securing fresh water, the loss of large quantities of coal, and the pollution of nearby streams. Thickeners are the primary stage in the separation of the water contained in the bleed from the coal. Since a thickener, when operating with reasonable efficiency, usually cannot be expected to deliver an underflow containing less than 50 pct water, secondary dewatering devices such as a slurry screen or vacuum filter must be used to separate additional water from the bleed. The surface area required by the filter or screen will be nearly proportional to the total water which must be handled, and therefore the thickener becomes necessary to hold down the original cost. The water separated from the coal is then returned to the plant circuit to maintain the water balance and thus becomes the source of fresh water. It is not necessary to return clear water to the plant to maintain control of the circulating water concentration. It is only necessary that the bleed dewatering devices remove coal in all sizes at a rate equal to that at which these sizes are entering the circulating water. However, practically speaking, in order to maintain low solids concentration, it is usually necessary that the thickener have good recovery characteristics on bituminous coals in those sizes down to 400-mesh. The thickener can remove the smaller sizes from the closed-circuit system at the "solids in" rate and prevent their "build up" in the circulating water as shown in Fig. 1. With the portion of the feed water going directly to the underflow, comes the very fine solids not concentrated by the cyclone. All the larger solids are removed from the feed and delivered in a concentrated condition at the underflow. To apply thickeners with some reasonable assurance that operating requirements will be met, it is necessary to know the rate at which solids of all sizes must be removed from the circulating water and to know the thickener characteristics. The required removal rate of fine solids not recovered by other dewatering devices may be estimated from the size distribution and tonnage of the plant feed with a reasonable allowance for degradation in the circulating water system. A more reliable estimate may be secured by sampling the plant bleed water during a constant load period.

(San Francisco Meeting, September. 1915) THE assay or estimation of the total gold content of an ore presents little difficulty, when circumstances permit of securing a thoroughly representative sample. The general practice has been fairly standardized, and such errors as occur in the results obtained are for the most part attributable to the methods of sampling rather than to those of assaying, while duplicate assays made by skilled workers usually agree closely. When it is a question of estimating the "free" or amalgamable gold of an ore, as opposed to the total gold, there is but little uniformity in the methods employed by different workers, and often equally little in the results obtained when duplicate determinations are attempted, no satisfactory standard method having been generally adopted. The methods in use are of two general types-"panning" and "amalgamation."

Discussion of the Paper of Dr. Douglas, presented at the Toronto Meeting of the Institute, July, 1907 (Trans., xxxviii., 455 to 471). EDGAR HALL, Silverspur, Queensland, Australia (communication to the Secretary*) :-Dr. Douglas has written on this subject before, and his influence has had a powerful effect on the side of freedom among the younger generation of engineers. Moreover, it is not the first time that he has attributed the decline of the copper-smelting industry in Swansea to the secrecy maintained by the firms there engaged in smelting-operations. In this latter statement I think his conclusions are open to criticism. Whether the firms referred to have suffered by their secrecy is their own business-I. bold no brief for them ; but that the decline of the copper-industry at Swansea was inevitable seems to me to be proved conclusively by Dr. Douglas's own writings. In his paper on The Copper Situation,1 Dr. Douglas says "In comparing iron and copper mining, . . . it must be remembered that 2 tons of average iron ore from the most prolific source now available will make 1 ton of metal; whereas from 33 to 75 tons (say an average of 50 tons) of copper ore must be mined to produce 1 ton of copper." And further: "Last year's production of iron was made from approximately 50,000,000 tons of ore. Our copper mines, to yield a production of 900,000,000 pounds, must have handled approximately 22,000,000 tons of ore, or nearly half the quantity raised from our iron mines." Is not this the key to the whole situation ? In transporting the 50,000,000 tons of iron-ore, 25,000,000 tons of the metal iron were carried so much nearer to the market, but the transportation of 22,000,000 tons of copper-ore would have carried only 450,000 tons of the metal copper nearer to its ultimate destination. THE Pilares mine of the Moctezuma Copper Co. is situated at Los Pilares de Nacozari, Sonora, Mexico, about 75 mi. (120.7 km.) South of the international boundary and about 7 mi. (11.26 kin.) east of the town of Nacozari de Garcia. It is situated at an elevation of 5000 ft. (1524 m.) in one of the northward trending ridges that form part of the mountain mass that culminates in the Sierra Madre de Mexico. To the east, south, and west, the topography is rugged and diversified; to the north less diversity exists, ranges of mountains rise sharply out of almost level ground and give the basin range structure characteristic of the southwest. The climate is dry, the average rainfall of 15 in. (38 cm.) being confined almost entirely to the months of June, July, and August. The

STUDIES upon the rates of oxidation of copper alloys containing small quantities of the alloying elements1,2 have shown that steady growth of the scales at predictable rates is limited to a small concentration range and to oxidation at temperatures above 600°C., whereas unpredictable and erratic oxidation behavior is found with alloys containing larger additions and at low temperatures. The latter effect appears to be associated with modifications in the geometric disposition of the oxides. At low concentrations of the baser elements in copper, simple oxidation behavior is typified by the formation of two distinguishable zones of oxidation: (I) a subscale composed of discrete particles of the oxide of the alloying element embedded in substantially pure copper and (2) an external scale composed of cuprous oxide (with a very thin layer of cupric oxide on the outside) containing particles of the alloying element distributed throughout, but most profusely near the metal surface (see Fig. 2, top). Where this type of structure obtains, the process of oxidation is believed to be implemented, and its rate controlled, by the diffusion of the reacting elements through a continuous matrix phase; i.e., through the alpha (metallic) phase of the subscale and alloy and through the cuprous oxide of the external scale. Copper is presumed to diffuse outward through the cuprous oxide layer to the external surface, where it reacts to form more cuprous oxide.3 Oxygen is delivered at the oxide-metal interface in the form of cuprous oxide, which may either react with the alloying element to deposit its oxide at the inner limit of the external scale or dissolve in the pure copper that remains at the surface of the metal after it has become depleted in its oxidizable alloying elements. Both oxygen and the alloying element are pictured as diffusing through the metal, the oxygen inward and the alloying element outward. Where the two diffusion streams meet in sufficient concentration the oxide of the subscale is precipitated. If the oxygen pressure in the surrounding atmosphere is just below the pressure necessary to maintain cuprous oxide undecomposed, no cuprous oxide can be formed; some of the oxide of the alloying element may form upon the external surface, if its decomposition pressure is below that of cuprous oxide, and a normal subscale appears. This condition is achieved experimentally by enclosing the alloy with cuprous oxide together with an excess of copper. At temperatures from 600°C. downward, the precipitated oxides tend to accumulate at the grain boundaries of the alpha phase where a relatively small volume establishes a partial barrier to the diffusion of the reactants. NATURAL GAS was secured in the Trenton limestone near Findlay, Hancock County, in 1884, and oil in the following year. Drilling was rapid so that the production increased by leaps and bounds; in 1896, it exceeded 25,250,000 bbl., the maximum for the field. Since that time, the yield has decreased steadily and in 1921 was only 1,447,243 bbl. The territory extends as an arc of a circle from near the western end of Lake Erie southwest into Indiana, which it enters in Adams and Jay Counties. Sixteen counties are listed in Ohio but five of them combined had a new production of only 264 bbl. and they might well be omitted. Progress in the Trenton limestone field of northwest Ohio in 1923 is shown in Table 1.

LESS than a decade ago the consumption of coal in Alaska was practically limited to the salmon canneries and the few lode-mines and settlements along the Pacific coast of the Ter¬ritory. The sparse population of the interior depended on the forests, that of the shores of Bering Sea and the Arctic Ocean on driftwood for fuel. All this has changed. The thousands who have sought and mined gold on the Seward peninsula since 1898 have much impoverished the long-accumulated supply of driftwood, and at the same time the constantly increasing demand for fuel, on the part of the placer-camps and steamers, has resulted in heavy inroads being made on the accessible timber of the Yukon and its tributaries. While on the one hand the immediately available store of wood has decreased, on the other the consumption of fuel because of the rapid expansion of the mining and fishery industries and the attendant growth of population has much increased. Alaska, therefore, offers a constantly growing market for coal and other fuels. As the local coal-production has been insignificant, the demand has been met by importations from Washington, British Columbia, and even from Pennsylvania and Australia. Fuel-Consumption Mr. D. H. Jarvis, Collector for Alaska, has kept systematic records of the trade of the Territory since 1903. The statistics of the coal-importations of the past two years are shown in Table I. If data were available for a longer period of years, the increase of coal-importations would be much more striking.

When this study was started very little information was available regarding the physical characteristics of West Virginia coals. This was particularly true of friability and of crushing strengths of the coals. Some work had been done on specific gravity studies but the available information applied to only a few coals. In practically all coal-classification systems thus far proposed, the predominating factors of classifications are largely based on the chemical characteristics of the coal. Recently some investigators have pointed out that a classification based on chemical and physical properties of coal might serve to place coals in their proper group better than classification systems based on chemical properties alone. One of the aims of this study was to obtain some data on the physical properties of coal which might help to classify West Virginia coals. The Samples Fig. I shows where the coal samples were obtained and the approximate division line of the high and low-volatile coal fields of the state. The relative geological horizons of the coal beds tested are shown in Fig. 2. In securing samples of coal for friability and specific gravity tests, it was the aim always to obtain a representative sample of lump coal produced at a particular mine. The samples were obtained from the loading boom, the railroad car, or the mine cars. Wherever it was possible to secure samples from a loading boom they were taken from it by taking shovelfuls of coal from the loading boom every minute until about 200 lb. of coal was obtained. If there were no loading booms used at the mines sampled, the coal sample was taken from a loaded railroad car by systematically taking shovelfuls of coal at definite intervals over the whole top of the car until about 200 Ib. of coal was obtained.

DEPENDENCY on foreign sources for many mineral raw materials is a characteristic of our economy which is becoming painfully evident. Although investment in foreign mining projects has increased, it has not kept up with the growing demand for foreign minerals. The sphere of American investment capital in mining ventures abroad has been severely limited by the rise of nationalism in many underdeveloped countries. Consequently, we can look back over half a century in which mining investment, exclusive of petroleum, has increased by 50 pct whereas other American investments abroad have multiplied by better than 300 pct. Investment in foreign mining or petroleum encounters different problems than capital investment for other industries. It is rarely invested in industrialized nations. Most of it goes to countries with expanding frontiers, like Canada, or to underdeveloped nations like Liberia. It must be used for building communities, recruiting and training labor, and establishing lines of communication and transportation. These complications are an accepted part of the mining game. However, the most complex problem is in those countries which consider mineral exploitation a usurpation of the people's natural heritage. This is a characteristic of the young government existing by a tenuous balance of power in an underdeveloped nation. American mining capital understandably has shunned these nations as being poor investment risks. However, they possess minerals which are needed by industry. Our government has attempted to stimulate mineral supplies beyond those provided from abroad by private capital. ECA, now under DMPA, makes loans to foreign mining companies. Since the ECA program cannot be expected to continue indefinitely, Point IV seems to be the logical next step to encourage foreign countries to fill our shortages. However, only 1 pct of the $35 million budget provided in the first year for Point IV was alloted for mining programs. Considering the need for minerals and the difficulties of procuring them by private investment, a larger share is needed and justifiable. Those who have been engaged in foreign mining can vouch for the fact that it takes many decades to teach the complex technology and economics of mining to the natives of under-developed countries. For this reason Point IV must be considered a long range program. Mineral requirements for the present must be met by more direct measures. Encouragement of private investment in foreign mining by such incentives as tax relief on profits from foreign sources, international bank-borrowing facilities for private capital, and diplomatic assistance in encouraging foreign countries to cooperate are imperative for our future mineral security.

THERE are comparatively few accurate data on the melting-or the freezing-point temperature of metallurgical slays, or on related physical phenomena, such as fluidity near the melting-point, specific heat, latent heat, etc. With the exception of the work of H. 0. Hoffman,1 and some older work by R. Akerman, P. Gredt, and H. M. Howe, no information is available that is of direct interest to the metallurgist. Hofman's valuable work is the only one that refers to slags produced in the metallurgy of copper and lead. The classic work of J. H. L. Vogt,2 who views slays from the standpoint of physical mixtures (solutions in which the entities are minerals), has opened up a. new field in the study of slags, and has placed the investigation of such properties as melting-temperatures, etc., on a rational basis. The recent work of A. L. Day, E. T. Allen, and W. P. White, of the Carnegie Institution, at Washington, and of European investigators 3 on certain systems of silicate minerals confirms the value of the investigation of silicate series from this standpoint, and it is my aim to apply this method to metallurgical slaws, in order to gain exact data of value in metallurgy. The work recorded in the present paper is the result of an investigation of reverberatory-furnace slags made for a Western smelting company to determine exactly the influence of change in composition, within comparatively narrow limits, on the melting-point. INTRODUCTION The toughest job for any mining company, large or small, is to locate and identify a property which it feels has the potential for development and which can be tied up through location, lease or option under terms within their means. In the case of a small company, this precludes grass-roots exploration with its attendant high costs and the extended time required to develop a prospect to the point of being a project. The small mining company, therefore must limit its search to known properties which, for various reasons, have been shut down or were never thoroughly developed at the time of discovery. These types of prospects are located either through literature search, familiarity with many mining areas in general, or through contacts and submittals from a variety of sources. In order to develop a marketable presentation to any investor, the basic requirements are the same: - the property must demonstrate the potential to provide a satisfactory return on investment - the evaluation study must be thorough and professionally developed. In order to promote any mining property, it is first necessary to know what you have. INFORMATION DEVELOPMENT We normally begin with a detailed literature search of the district, assembling all available data on the basic geology, production records, and old reports of this or neighboring properties and any other information which can be found. This will aid in the general understanding of the basic geology and hopefully allow a fairly detailed knowledge of the specific occurrence. With this information one can begin to speculate on the reserve potential and develop some high and low figures for estimating purposes as to mining method, production rate, metallurgy and begin developing estimated capital and operating costs. Cashflow runs are developed for varying tonnages (high and low), estimated high and low grades of metal and at differing market prices for the product. FINANCE CONTACTS Brooks Minerals, from its inception, has been an operating company and we have been able to assemble a small but experienced operating staff. For this reason we try to put together projects and joint ventures where we can be the operator and maintain a certain degree of control. Whether due to familiarity with many colleagues in the mining industry or due to unfamiliarity with the banking houses and securities markets, the approach to raising finance has generally been to contact the established mining companies. This requires a familiarity with the corporate philosophies of these companies with respect to their development goals and financial capabilities. A common mistake is to shotgun the proposal to many companies of different sizes and goals in hopes that one might be interested. It is more beneficial, when possible, to tailor a proposal to each company, stressing the positive points where the specific proposal best meets their interests. One company may be more interested in a development program with fairly certain and conservative return potential. The property may well contain both possibilities but a lack of understanding of the individual company's method of operation could spoil the deal. In another instance, one company may look at a property as a moderate income producer over an extended life, yet a second may elect to high-grade the deposit over a shorter period in order to provide early cash flow or take advantage of a favorable market situation.
