During the post-war period, and particularly during the past few years, coal production has been maintained at a reasonably constant level. This is in contrast to the greatly expanded demand for oil and natural gas. Certain markets for coal, such as the railroad and for home heating, have tended to decrease, but this decline has been offset by an increase in demand for other uses, particularly for electric power. Since the United States has very large reserves of coal and relatively limited reserves of natural gas and oil, from the conservation viewpoint, it would be better if the increased demand were to fall more heavily on coal. Where coal has lost certain markets, the decision has not always been made on the basis of price, and, in fact, in many instances, the markets have been lost where coal could show a price advantage. There are various reasons for this situation but it can be attributed in the main to the preference of certain consumers for the convenience offered by liquid and gaseous fuels. In the production of chemicals such as benzene, phenol, or ammonia, coal still plays an important role. As co-products from coke-oven operations, a wide variety of aromatic chemicals are available. In recent years, however, the production has not been sufficient to supply the demand, and it is not profitable to build coke ovens to make chemicals unless there is a market for the coke as well. As a result, the petroleum industry is beginning to take a stronger part in the production of aromatic chemicals. Natural gas has almost displaced the coke-oven water-gas machine for the production of hydrogen for the synthesis of ammonia, as well as for the synthesis of methyl alcohol and other oxygenated compounds. This information is not new and is given here only as a basis for the discussion of the broad significance of the development of the gasification process. It is clear that if coal is to regain some of its old fuel markets, as well as to maintain a position in the field of chemical synthesis, processes must be available for converting coal to the type of fuel the customer wants, and for a cheap method of furnishing gaseous raw material to the chemical industry. The operation of coke ovens and water-gas machines is not the answer to this problem for at least two important reasons: (1) the limited supply and relatively high price of good coking coals, and (2) the relatively high costs of the combined operations of coking and manufacture of water gas.

The Agua Fria mine is in eastern Honduras at Lat. 140" 06' N., Long. 86" 36' W. Danli, the seat of the local municipal government, is the nearest town. The property is approximately 44 miles east of Tegucigalpa, the terminus of a truck road from the Pacific coast. The mine lies at an altitude of 3300 ft. with surrounding elevations as high as 6000 feet. For 20 years the oxidized croppings of the Agua Fria vein had been worked intermittently when in 1927 an attempt was made to open the property. A shaft was sunk 300 ft. and considerable ore was blocked out, but before a mill could be installed financial difficulties arose and the mine reverted to the original owners. Erle Y. Halliburton, of Los Angeles, purchased the property in 1934. At that time a careful consideration of all factors involved showed that air transport was the only practical method of moving the equipment and machinery necessary to commence production. The other alternative was by muleback, which required sectionalizing all equipment to a maximum load of 200 lb., and during the rainy season this type of freighting was subject to serious delays. It was decided to purchase a trimotor Ford powered by three Pratt and Whitney Wasp B motors developing 400 hp. each. There were several reasons for the choice: (1) this type of plane was available at a reasonable price, owing to its replacement by faster models on most of the airlines in the United States; (2) the ship was capable of carrying a pay load of 3000 Ib. over the required distance; (3) since this airplane had been widely used there would be no difficulty in securing competent personnel or in purchasing spare parts. It was necessary to rebuild the plane for cargo servicc. The windows were removed and the fuselage was entirely covered. A hatch was cut in the top of the fuselage to receive heavy crane loads and pieces of freight that were too large or too long to go through the rear door. The seats were removed and the interior of the plane was lined with Duralumin sheets. A heavy-duty landing gear was installed and the floor was reinforced. The nearest site for an airport was two miles north of the mine. The necessary grading was done by a small track-type tractor with a wheeled grader, which was brought in overland. In another paper' the writer has shown that the low permissible maximum fiber stress in a loaded zinc sheet demands a much closer support spacing than is used for steel. The limiting fiber stress in 13-gage (0.032 in.) sheets having a 1-in. depth of corrugation was found to be about 5000 lb. per sq. in. on a 37-in. span under a load of 40 Ib. per sq. ft. Corrugated steel sheets are commonly laid with spans varying from 48 to 60 in. In order to increase the span in 13-gage zinc to 54 in. (a common spacing) the metal must be capable of withstanding, under long-continued loading, a maximum fiber stress of about 10,000 lb. per sq. in. This is known to be impossible with unalloyed zinc. In this paper the writer describes a series of experiments leading up to the development of an alloy capable of safely sustaining this fiber stress. The effect of alloying on the slow creep of zinc was studied by means of static tensile tests, accurate determinations of apparent elastic limits and finally by means of loading tests on full-size roof sections. Two industrial buildings roofed with alloyed zinc sheets on spans involving fiber stresses in excess of 10,000 lb. per sq. in. have been under observation for over two years without signs of sagging. Experimental Work Two methods of increasing the maximum permissible fiber stress in zinc were considered. Cold rolling, which' increases the stiffness and tensile strength, was found to decrease the resistance to slow flow. Alloying, therefore, provided the only feasible means of obtaining the desired result, It was recognized that the improvement secured by the solid solution of natural impurities was insufficient. THE ability of galvanized sheet steel to withstand severe bending is of very great importance as relates to all such sheet material which, in service, is not used in the flat condition in which it is purchased. A "bend-test" clause is found in, all specifications for material of this kind. In the attempt to draw up a specification for galvanized sheet steel the subcommittee of the Federal Specifications Board having this work in charge, soon found that there was a surprising lack of published data and apparently very little available from manufacturing sources upon which to sustain or reject the various requirements embodied in the tentative specification which, in turn, had been based largely upon other specifications submitted to the subcommittee for this class of material. Specifications from 25 sources were received; 10 Government specifications, 10 from private users of such material, and five from manufacturers. The main points raised were: (1) The minimum mandrel thickness, expressed in terms of the thickness of the sheet tested, over which sheets with different weights of coating can be bent 180°, without serious damage to the coating; (2) the minimum radius of curvature on the inside of the angle in 90°-bends in such material; (3) effect of double seaming on the coating; (4) uniformity in the thickness of coating over a sheet, particularly as relates to the results of bend tests. In view of the uncertainty existing, it was considered very desirable for the subcommittee to conduct a series of tests in order to secure reliable information.

It is not known when kaolin mining was first begun in North carolina, Evidence, in the form of excavations and primitive tools, indicates that some of the deposits were worked in prehistoric times. It has been suggested that the prehistoric mining was for mica, but the workings were all in altered or partly altered pegmatite material and the dumps do not represent the amount of material removed. some of the early openings may have been made in search of kaolin or semi-kaolinized feldspar which was sold to English1 traders along the coast and used in some Of the early English porcelains. In 1744,2 an application was made for an English patent to produce porcelain from an earthy mixture obtained from the Cherokee Nation in North America. It is well established, however, that the occurrence of kaolin in western North Carolina was known in England by 1767. In that year, Josiah Wedgewood sent T. Griffiths3,4 to what is now Macon County, North Carolina, to secure a supply Of kaolin for use in England. Griffiths diary, now in Etruria Museum, Stokes-on-Trent, contains a most interesting account of his experience. Kaolin was discovered at St. Austell, England, shortly after the voyage Of Griffiths, which probably accounts for the lack of further interest in American kaolin. Between 1767 and 1888, there are no records of kaolin mining in North Carolina. In the latter year, however, mining was begun near Webster, Jackson County, and, in the intervening period, has become an important industry. 'Or some 20 years, kaolin mining was carried On chiefly in Jackson, Macon, and Swain Counties. About 1904, it was begun in the Spruce Pine district and for the past 20 Yea's most of the kaolin mined in the State has come from Avery, Mitchell, and Yancey Counties. Distribution The kaolins of North Carolina are limited in occurrence to the Piedmont Plateau and Appalachian Mountain area of the State. While kaolins are widespread in the Piedmont Plateau, having been prospected for in Rutherford, Cleveland, Gaston, Granville, Lincoln, Catawba, Ire-dell, Richmond, Moore, Randolph, and Montgomery Counties, the production from that area has never been important. The known deposits of commercial importance are limited entirely to the mountain area of the State. While kaolins occur widely distributed throughout the mountain area and have been prospected for in many counties of that area, commercial production has come chiefly from two districts. One of these includes Jackson, Macon, Swain, and Haywood Counties. The other includes Avery, Mitchell, and Yancey Counties. International Nickel has 15 operating mines in Canada, and. 3 mines which are being maintained on a standby basis. Annual production is about 20 million dry short tons of ore, most of which is from underground mines, the remainder from open pit mines. Although some of the underground mines are served by ramps for trackless vehicles, most men, materials and ore are hoisted in vertical shafts. In addition to shafts and raises for ventilation and service purposes which are not equipped with hoisting plants, there are now 28 vertical shafts at Inco mines served by 47 hoists. Of these, 22 shafts and 36 hoists are located in the Sudbury District of Ontario, one shaft and two hoists are at the Shebandowan mine in Western Ontario, and 5 shafts with 9 hoists are located near Thompson, Manitoba. This paper describes the components of Inco hoisting plants-which have been applied at different times and under different conditions, and indicates the rationale for the various designs. Some engineering and maintenance practices, considered advantageous, are also described. MINE SHAFTS Many of the shafts sunk in the early days of the Sudbury District, on what are now Inco properties, were inclined shafts. Of the identifiable shafts sunk between 1885 and 1920, thirteen were inclined and at least four were vertical. Since 1920, thirty vertical and two inclined shafts have been sunk. All of the inclined shafts have been abandoned for hoisting purposes but the majority are still in use as service or ventilation ways. Shafts at Thompson- and Shebandowan are all vertical. The vertical shafts range from 2 or 3 compartment exploration and development shafts to 6 compartment shafts for ore, man and material hoisting. They vary in depth from 1,050 to 7,137 feet and in addition to hoisting compartments all contain manway and service compartments. Prior to 1948, unlined rectangular shafts with timber sets and guides were used. The rectangular cross-section was favoured since the rock is competent, the shape compatible with timber set framing, and since available shaft space could be used efficiently. Resistance to air flow was not of prime importance. Concrete linings were introduced for the first time at the Creighton No. 7 Shaft which was collared in 1948. All major shafts since that date have been concrete lined. Vertical set intervals were increased in steps, with the introduction of structural steel sets secured to the concrete linings. Whereas 7 foot set intervals were used with timber framing, this increased to 10 feet 6 inches with steel sets and more recently to 15 feet with steel and steel backed wood guides. With the advent of deeper shafts, or shafts which are expected to be deepened, the trend is to circular concrete lined shafts. The majority of shaft guides in service are of select Douglas Fir. IN both Sweden and England rapid progress is being made in metallurgical development, and the steel industry in both countries is distinctly on the mend. There has been some industrial trouble in Sweden in the iron mines and the wood pulp mills, but at the same time all the steel works have a sufficient stock of pig iron and ore to continue their operations for many months to come. Consequently the strike, unless long protracted, will not affect the output of steel in Sweden. Several of the steel manufacturers in Sweden, most notably Forsbacka and Sandviken, have been very suc-cessful recently in securing large orders, particularly from the continent, for ball-bearing steel, both hollow and solid. Whereas some years ago they ran into-se-rious competition with the German mills, the quality of the steel from these Swedish mills is such that they are now firmly established, and are selling some of the lead-ing manufacturers of bearings on the Continent, as well as automobile manufacturers. The secret of their success seems to lie in a better selection of ores, in more careful control of blast-fur-nace operations and better equipment. Rule of thumb in steel making is taboo, and strict reliance is placed on the laboratory. They are constantly experimenting, and metallurgists and chemists are sent to different countries for study and investigation. In their native ores they have, of course, a unique advantage in pos-sessing iron ores extraordinarily free from phosphorus. At Forsbacka, they are not content with the ordinary chemical analysis of the ingot; but also test the physical properties, as well as make metallographic investiga-tions for slag inclusions, segregations and oxides. In both England and Sweden they watch the nitrogen con-tent of the steel very carefully, a feature which does not appear in the ordinary analysis. In testing carbon, they do not use the color test, but employ an electric .induction device.

The rate of dissolution of alumina in carbon-saturated liquid iron has been studied experimentally in a system where alumina was in the form of a cylindrical rod immersed in an iron bath contained in a graphite crucible. Data obtained consisted of the concentrations of aluminum in the melt as a function of time. In the case of static experiments, the data are shown to agree with theoretical prdictions based on the diffusion of aluminum.. The rate of dissolution was greatly increased by the rotation of the alumina rod. It is concluded that the diffusion of aluminum from the alumina/metal interface is the rate-controlling step. In the past, thermodynamic investigations of systems encountered in ferrous process metallurgy have received widespread attention. More recently, considerable work has been devoted to the study of kinetics associated with these systems in an effort to determine their rate controlling mechanisms. The alumina-iron system is of great importance in ferrous metallurgy. Yet information concerning kinetics of reaction in this system is seriously limited. The present study was made in order to establish the rate-controlling step for dissolution of solid alumina in liquid iron. LITERATURE REVIEW A number of papers concerning dissolution of solid metals in liquid metals have been reported in the literat~re. Generally, for these simple systems, dissolution is controlled by mass transfer of the dissolving species. Complex systems involving dissolution of solid metal carbides and oxides in liquid metals and slags have been studied to a much lesser extent. Skolnick5,6 reported on the reaction between liquid cobalt and poly-crystalline cylinders of tungsten carbide, in which the cylinders were dissolved while being rotated about their longitudinal axes at various speeds and temperatures. As a result of unexpected preferential grain boundary attack by the liquid cobalt, large errors in the measured dissolution rates occurred because of loss of tungsten carbide grains to the liquid cobalt. Nevertheless, it was possible to establish that the liquid Co-W carbide reaction was not controlled by mass transfer. In a similar approach, cooper7 was able to show that artificial sapphire rods, (alumina single crystals) dissolving in lime-alumina-silica slags obeyed a mechanism of mass transfer control. Here, again, the rods were rotated at various speeds and temperatures, and the process was followed as a function of these variables. Forster and Knacke8 took a practical approach to reaction between slags and refractories. By blowing argon through refractory cylinders of silica, silli-manite, or dolomite and directing the gas to rise along the slag-refractory interface, it was possible to increase the rate of mass transfer. Although the method was admittedly crude, it nevertheless permitted an evaluation of the relative stabilities of refractories with respect to slag attack. Data were interpreted on the basis of mass transfer control. EXPERIMENTAL TECHNIQUE Apparatus. An illustration of the apparatus used in this study is shown in Fig. 1. The furnace consisted of a Morganite recrystallized alumina tube wound with a molybdenum coil. A secondary molybdenum heater was mounted around the upper half of the primary coil to aid in controlling the thermal gradient within the furnace. The primary heater tube was 3 in. in ID and 30 in. long. A reducing mixture of 95 pct N and 5 pct H was maintained around the heating elements. Thermal insulation was provided by alumina powder. The chamber within the primary combustion tube contained a boron nitride block near the top to assist in controlling the thermal gradient to the furnace and also to provide a bearing surface for the rotating graphite shaft. The outside diameter of the graphite shaft was $ in. A separate threaded graphite specimen holder was screwed into the end of the shaft. The holder contained a tapered hole drilled into the end to guide the oxide specimens as they were pressed into it for mounting. Additional guidance for the rotating graphite shaft was furnished by a water-cooled bronze bushing attached to the top of the furnace. A steel clamp was fastened to the upper end of the graphite shaft and rested on a thrust bearing; the shaft and clamp were driven by a dc motor through a set of gears. Two O-rings located immediately above the bronze bushing maintained a gas-tight seal about the graphite shaft. The lower half of the alumina tube housed the crucible and charge, which were placed on a 3/4-in. diam movable alumina support tube. With this arrangement, charges could be inserted into or removed from the furnace while the hot zone was maintained at or above 1000°C. To control the temperature of the furnace, the thermocouple was mounted inside the support tube and in contact with the crucible bottom. Stray electric fields in the furnace were of sufficient intensity to cause erratic indications by the thermocouple. By enclosing the thermocouple protection tube in a molybdenum sheath and grounding this shield, the problem was eliminated. Output of the thermocouple went to an automatic continuous balance controller. Procedure. A typical run was as follows. Many direct processes have been proposed for the treatment of oxidized ores of copper by reducing the copper oxide to the metallic state, and by separating it from its impurities by a subsequent fusion. The radical objection common to all the methods which have come to my notice, except those in which sulphur plays the prominent part, is that the very deoxidizing agent which effects the reduction of the copper oxide, inevitably reduces at the same time a very considerable part, if not the whole, of the iron which almost invariably accompanies copper in its ores. The result is that, when the ore is subsequently fused, a very great quantity of the already reduced iron separates from the slag along with the copper, alloying with it, and necessitating costly subsequent operations for its separation. Thus, at Perm, in the Urals," the product of the fusion of ferrnginous copper oxides is a mixture of one hundred and fifty-tive parts of highly cupriferous pig iron with two hundred and fire parts of very impure and ferruginous black copper, containing Pome 10 per cent. of' carbon and iron, though free from sulphur, and of course very difficult to refine. If, in order to avoid this reduction of iron to the metallic state, the reducing action be made feebler, it inevitably results that a considerable part of the copper as well escapes deoxidation; and, consequently, the slags are so rich that it becomes necessary to treat them subsequently in order to recover the copper which they contain. Thus,. in treating native copper, at Lake Superior, where the reducing action is purposely made feeble in order to prevent the deoxidation of the iron, the slags from the first fusion of the ore carry so much copper as to render it imperative to treat them again, which is done in a cupola. And yet, in spite of so far weakening the reducing action as to cause a notable slagging of the copper, a very considerable reduction of iron actually takes place. These are the two dangers which threaten the smelter of oxidized copper ores. If he wishes to avoid slagging his copper, he must have so strong a deoxidizing action as to reduce a great deal of his

The following description of methods for conducting gas-producer tests is probably the first attempt to give the subject an analytical, thorough and comprehensive treatment. In some cases where tests have been made, the methods have been so unsystematic and ambiguous that it has been impossible to secure comparable results. To eliminate this difficulty, the following provisional code of gas-producer tests— which has some resemblance to the code of boiler-trials of the American Society of MechanicalEngineers—has been developed. The primary object in testing a gas-producer is to determine whether the producer is working satisfactorily or, what is the same thing, to see if the efficiency is as high as it should be with the type of producer in question; and also to find out if the composition of the resulting gas is adapted to the work it has to do. In order that the test shall be of any value, it must be thorough and comprehensive, and must be conducted with skill and care. When so conducted, the test will reveal the economy of the'producer; and, by making suitable changes, the efficiency will often be increased very much. As a result of the tests made by Jenkins,' the efficiency was raised from 56.2

WIENER and Bergerl reported the existence of the nitrides Fe3NiN and Fe3PtNwith a cubic L1'2 structure. The present note shows that a similar nitride Fe3PdN can be observed and that the composition range between the iron nitride Fe4N and the nitrides Fe3NiN, Fe3PdN, and Fe3PtN is occupied by single-phase cubic nitrides with structures intermediate between L1' and L1'2. The materials used in this investigation were electrolytic iron of 99.9 pct purity, carbonyl nickel of 99.7 pct purity, sponge platinum of 99.95 pct purity, and palladium sheet of 99.8 pct. purity. Binary alloys of the transition metals were induction-melted in a crucible of fused alumina, powdered, and screened to a particle size of - 200 mesh. The powders were nitrided at 600°C in a gas mixture of ammonia and hydrogen, and the crystal structure was determined with the aid of a Wilson powder camera. The results are compiled in Table I together with information from the paper of Wiener and Berger.1 The compound at the nominal composition Fe3PdN has a diffraction pattern with prominent reflections of a face-centered cubic lattice (h2 + k2+l2 = 3, 4, 8, 11, 12, 16) and weaker superstructure lines (h2 + k2 + 12 = 1, 2, 5, 6, 9, 10, 13, 14). With decreasing palladium content the superstructure lines become weaker and approach the intensity of those of Fe4N. No analysis was made of the intensities, but it can be assumed that the structure is that found by Wiener and Bergerl in Fe3NiN and Fe3PtN, namely L1'2 (perovskite structure) with both palladium and the interstitial nitrogen fully ordered. The dependence of the lattice constant upon the solute atom (Ni, Pd, Pt) content can be explained tolerably well by simple lattice expansion due to subsequent work confirms this suggestion, it will be of significance to order-disorder theory. The results of scale-up studies on a continuous, multistage horizontal mixer-settler extractor are presented. The chemical and mechanical system involves the separation of lanthanum from a mixture of rare earth chlorides using di(2-ethylhexyl) phosphoric acid as the solvent and dilute HCl as a scrub solution in a bench scale extractor. Each stage has a hold-up of 2.6 l. A single stage unit is utilized for scale- up studies. Results are obtained on four sizes of geometrically similar units, the largest being six times the volume of the original bench size. A unit operations technique is chosen so that mixing and settling can be examined independently. Variables examined include type of continuous phase, flow rate of inlet streams, and power input to the mixer. Inlet flow-rate ratios are kept constant for all tests. TWO potential methods of unbaffled pump-mixer scale-up are explored; the maintenance of constant impeller tip speed and constant power input. For the settler, the previously successful method of basing design on constant flow-rate per unit cross- sectional area is used.

THE large increase in the wages of mine workers makes it imperative that all factors tending to limit production per miner be eliminated, if possible. The trolley and storage-battery locomotive, mining machine, hoisting engine, mining system, etc. have increased the possible output per man. But this output is still limited by the capacity of the hoisting engine and cable and by the size of the mine car. The superiority of skip hoisting in metal mining is shown by its almost universal adoption. By varying the size of skip and the rope speed, any desired hoisting tonnage can be secured and, since only one kind of material is handled and breakage is unimportant, the loading of the skips can be easily and cheaply effected from bins into which the cars are dumped. The cars may then be designed to fit the conditions in the mine instead of being a compromise between hoisting and mining conditions, very likely suiting neither. In coal mines, the usual practice has been to hoist the car to the surface, either on platform or self-dumping cages. Of late years the number of skip-hoisting plants in coal mines has been rapidly increasing, but there is more or less inertia to overcome in establishing so radical a change in practice; also the earlier skip operations were not uniformly successful. As a result, it became evident that metal-mining practice would require radical modification before skip hoisting could be successfully used in coal mining.

Dating back some five years ago, various foundries made inquiries as to the probable total carbon content in a given specification and grade of pig iron. Up to that time we had no data, and except for a few occasional determinations of total carbon, no attempt had ever been made to set up routine determinations of total carbon. In fact, at that time, a cast analysis was considered sufficient, without examining at further length into possible variations of analysis between ladles of the same cast. In view of the various inquiries as to total carbon, we sampled all piles of all grades of pig iron, making complete analyses. Finding some variation in carbon content, we secured more samples and plotted the carbon content with respect to silicon in each grade of iron except for the higher phosphorus foundry iron, where it was necessary to divide the group into twenty-point phosphorus ranges. This is easily understood, owing to the falling off of carbon content with the increase in phosphorus content, silicon in each case being the same. In addition, these curves clearly demonstrate the lowering of the carbon content as the silicon is increased. In order to insure accuracy and reliable determinations the following method of sampling and analysis was employed: Two pigs selected from each end of the car, each car containing iron from one 50-ton ladle, are drilled with a 5/6-in. drill all the way through from top to bottom in the center of one section of the pig. The drillings are collected and transferred to an 80-mesh sieve; the portion passing through and the portion retained are placed in separate envelopes and labeled accordingly. The amount of sample in each envelope is weighed to obtain the proportionate amount of coarse and fine drillings, then a 1/2 factor weight of sample (1.3636 grams) made up of proportionate

UNGER,*Pittsburgh, Pit., (written discussion?).-From the subject of the paper it is natural to expect that the data presented must be results secured from an open-hearth furnace working under normal conditions, but such is not the case, as the conclusions are based on the results of laboratory tests, which do not approach service conditions. The early basic hearths were made of burnt lime, then followed burnt dolomite, bricks made of calcined dolomite and a 'binder, usually tar, and finally magnesite bricks covered with a layer of sintered magnesite. When this material became scarce, special dolomitic refractories were used. In the summary, it is claimed that magnesite low in lime, or of greatest purity, ranks first in the resistance to slaking and to corrosive slags. It is well known that neither pure lime nor magnesia has much value as a refractory. By the addition f fluxes, such as silica and iron oxide, lime is rendered inert to slaking in the same way as are the special dolomitic refractories. An example on a large scale is the ordinary basic open-hearth cinder, produced every clay, which does not slake. Pure magnesia, regardless of the lime content, is not any better fitted for a refractory than pure lime. The pure natural varieties, such as Grecian or Washington magnesites, must be burnt with sufficient silica and oxide of iron to produce a satisfactory material. Grain magnesite, either artificial or natural, is, not used in burning in a hearth in the state in which it is received. To make a satisfactory hearth, it must be made more impure by adding about 20 per cent. of basic open-hearth cinder, otherwise it will-not remain in place.

In February of this year at the Washington, D.C., hearings of the Interior Department on the Alaska pipeline, the author was amazed to hear speaker after speaker oppose not only pipline construction but any development whatsoever in the State of Alaska. In one case, a man objected to development in Alaska because his neighbor in Maryland had cut down some shade trees. Another man recited at length from the poems of Robert W. Service. While it seemed inconceivable that such thoughtless opposition should have any effect, a check with the offices of some congressmen showed that mail was largely against any development of Alaska. In the barrage of words and redundant phrases directed against Alaska, it is difficult to find a thought worthy of study. Fortunately, there is a statutory guide towards resolution of the problem of development versus non- development. This law, the Environ- mental Protection Act of 1969, has indeed given much of industry the jitters; copper smelters see no way to comply with the new sulfur- emission standards, the Alaska Department of Highways estimates that the Act has nearly doubled the cost of planning and engineering for highway construction. In spite of these and many other troubles and costs, the Act provides a sound legal basis for defeating nihilistic emotions and, since Alaska is relatively undeveloped, adoption of environmental safeguards will be simpler than correcting longstanding abuses.
