GENERAL INTRODUCTION To paraphrase comments made by Black and Hoek(1) on the status of rock mechanics, the general methods of applied science related to rock mechanics are: a. Observe the phenomena of nature as they occur and, wherever possible, quantify the observations. b. Propound a model or theory to explain the phenomena observed. c. Test and develop the theory by further experimentation in the laboratory and in the field. d. Use the theory developed to predict behavior in similar or extended circumstances. e. Insure by measured experiment and observation that the predictions made are valid, or that deviations from the predicted behavior can be accounted for. f. Modify the theory and practice as necessary, and continue the process until more general laws can be formulated and applied, with a useful degree of confidence, to practical problems. This paper will present an infant concept. It will, in fact, propound a possibly useful theory to help explain commonly observed phenomena. It will test and develop the theory for a material similar in nature to some rocks. It will be used to predict behavior in the extended circumstances of a

1750 to 1850: The scene shifts westward across the Alleghenys to the young town of Pittsburgh; charcoal gives way to mineral coal as furnaces grow larger and the blast is heated; above all, Pennsylvania iron is adding strength to the new Nation and building an empire in the West. TWO names are inseparably associated with the Pittsburgh iron industry-those of George Anschutz and John Hayden. The iron ore deposits of southeastern Pennsylvania were found and developed early in the 18th century, and several forges and furnaces were built and operated. It was only after the revolution that the iron men crossed the Susquehanna River, built furnaces in the neighborhood of ore deposits of Franklin County, then along the Juniata River and its valley. Juniata Iron found a ready market in the Pittsburgh area. However, difficulty in transporting it across the Allegheny Mountains induced iron mas¬ters to seek ore and plant locations in the Pittsburgh district. One of the first to reach this area was George Anschutz, who migrated to America in 1789 at the age of 36, reaching Pittsburgh in the fall of 1790. Anschutz immediately set out to organize an iron company in Pittsburgh, and was able to interest some residents in his project. After being informed of an iron ore deposit located only three miles out of town (on the site of the present 26th St. and the Allegheny River) he decided to build there his blast furnace and foundry plant. Total cost of the installation was $300. When the furnace was put in operation, Anschutz, now known as Red George, found that the ore deposit was only an insignificant one and would last no more than a few weeks. A new deposit was found on Roaring Run, in the southeastern corner of Armstrong County. Anschutz transported some of this ore to the mouth of Two Mile Run, where it was loaded on horse wagons and transported to the furnace. The red, or fossiliferous, ore is found in the Clinton group of the Silurian formation. This group is from 100 to 500 ft. thick in Alabama, and its outcrops have been mapped by the State or the U. S. Geological Survey. In some places, it is entirely missing (doubtless islands in the Silurian Sea). In Etowah County, in part of Greasy Cove and vicinity, the upper seam is a coral reef impregnated with the red ore; in this same county, step faults bring up the ore in three or four practically parallel ridges. In Blount County and on Raccoon Mountain, the ore runs under the carboniferous rocks and outcrops in the valleys. When examining the logs of holes drilled for oil, wherever the drill has gone deep enough, the writer has found the Clinton group underlying the Warrior coal field. The following records of holes drilled primarily for oil, given in Bull. No. 22, Geological Survey of Alabama, show the presence of either ore or red rock, and suggest vast resources yet to be outlined and developed for ore in the future. The locations are given by number on the map. Hole No. 1 was drilled 6 miles southeast of Russellville, Franklin County, by the Woodward Oil & Gas Co. It passed through 160 ft. of the Clinton, but only a small show of red ore was found at 1280-1400 ft. A test well, No. 2, drilled near Atwood, Franklin County, in sectioil 26, township 8, range 14, penetrated the Clinton at 1608 ft. and found 38 ft. of limy red rock, also 8 ft. of some blood red ending at 1820 ft., making 46 ft. of red rock in all. It is reported that some good ore was cut through but this work was done by a churn drill. At least 400 ft. of the formation was classified as Clinton. Well NO. 3, called Frankford Well, was bored by S. A. Hobson and associates in the northwest quarter of section 7, township 6, range 12, Franklin County. At 927 ft., it is supposed to have entered the Clinton; the log is as follows: Ft. A two year study was made of the waste disposal of the pebble rock phosphate industry. Solid slimes are impounded in large settling areas and the process water is re-used. Clear effluent was not found to be toxic to fish or animal life in field tests or in controlled experiments. Survey: The pebble rock phosphate mining and washing operations in Florida (fig. 1) are along the river basins of the Alafia to the west and the Peace to the east. The elevation of the area varies between 40 and 170 ft above sea level. Effluents from the operations find their way into one of the two river systems (fig. 2), the Peace River which flows into Charlotte Harbor and the Alafia into Tampa Bay, both along the Gulf of Mexico. There are no major industries along these rivers below the phosphate operations. On the Peace River, the town of Arcadia, approximately 50 miles below the phosphate operations, obtains its water from the river. No other communities along the rivers use them as a source of water supply. Small communities, farms, and ranches are located along the rivers and both rivers drain vast swamp areas. Complaints had been received at the office of the Chief Sanitary Engineer, of the Florida State Board of Health,' that both rivers were turbid at various times and that fishing in the Alafia River was "not as good as it used to be." Tests made by another agency on the dissolved oxygen content of the Alafia River revealed that the oxygen content, at times, was comparatively low.= However, it was not shown that the phosphate wastes had any effect upon the oxygen content of the stream. The river waters are normally brown in color due to drainage from vast swamp areas and are very shallow, from 2 to 6 ft in depth. Turbid waters have been noted in streams coming from the present phosphate operations and also from streams along which there are no operations at the present time. It was learned from "old timers" that, when many more companies than at present were operating along both the Alafia and Peace Rivers forty or fifty years ago, no attention was paid to prohibiting the disposal of slimes along the river basins. During dry periods now in some of the river swamps where drainage ditches have been dug, it is indicated clearly that phosphate slimes were disposed of directly into the river swamps for many years past. Places have been observed where there were alternating strata of phosphate mud, leaf mold, and quartz sand. The former practice of indiscriminate disposal of wastes accounts for some turbidity, particularly after heavy rains and washouts and during clearing of land and digging of drainage ditches. During a six months' period in which a large tract of land was being cleared and drainage ditches dug, a small stream (Six Mile Creek), which previously had been clear, showed a turbidity of 600 ppm and remained turbid until the clearing was completed; after which the stream again flowed clear. An interview with the operator of the municipal water plant, which is about 50 miles below the phosphate operations on the Peace River and which used this river as a source of supply, revealed that there had been no taste in the water for the past ten years, other than that occasionally encountered from increased growth of algae. The timing circuit generally employed in Carter Reservoir Behavior Analyzers consists of a synchronous motor driven cam which actuates a microswitch. A mechanically actuated timer of this type has several inherent disadvantages, among which are the following: 1. The first time interval may not be of uniform length, depending on the exact position of the cam at the conclusion of a previous run. 2. The positioning adjustments on the microswitch lever arms are critical and require periodic readjustment. 3. The mechanical system is subject to wear which will ultimately impair its accuracy. It was therefore considered desirable to devise an alternate method which would eliminate these difficulties without introducing others that would be equally troublesome. This note describes the design of an electronic timing device which has been incorporated in the analyzer constructed by the Field Research Laboratories of Magnolia Petroleum Co. The electronic timer circuit is built around a simple neon glow tube relaxation oscillator, the complete circuit diagram of which is shown in Fig. l. The operation of the circuit is as follows: Condenser C, is charged to the critical firing voltage of the neon glow tube VR-75 by battery B1 through resistors R1 and R2. THE four nomograms presented in this article were designed to simplify and make more, rapid the calculations connected with the compression and transmission of air. The formulae involved are rather complicated, but the graphic solutions are simple; their use requires an ability to follow explicit directions and to interpolate values on a logarithmic scale. ? For the sake of convenience, the nomograms will be divided into two classes, and the purpose and accuracy of each will be discussed. Compression It is frequently desirable to determine the horsepower necessary to compress a given amount of free air from atmospheric pressure to a certain final pressure. The nomograms in Figs. 1 and 2 present a rapid method of calculating the horsepower required to compress 1 cu. ft. of free air per minute by single or two-stage compression. The general formula for the horsepower required to compress air adiabatically is: HP = S X 144/33,000 PVn/(n-1) [(P'/P) n-1/Sn -1] (1) where: P = absolute atmospheric pressure at compressor, in pounds per square inch. P' = final absolute pressure of compressed air, in pounds per square inch. V = volume of free air compressed per minute, in cubic feet. S = number of stages. n = exponent of the compression curve.

MANUFACTURE is the transformation of material by the application of energy and power. The energy of a man exerted throughout a day is equivalent to about one horsepower-hour of mechanical work an amount which can be purchased for less than 2c. It is evident that manual labor is uneconomical if mechanical energy can be applied effectively, or without disproportionate expense. Since manual energy is relatively so costly, economy demands that mechanical power be employed so as to reduce the human effort connected with mining operations to a minimum. Power, like other commodities, is most efficiently produced in large quantities. Mechanical transmission, once prevailing, is being rapidly superseded by electric drive. There are many reasons for this change; such as increased production, ease and accuracy of control, convenient application, ease of moving, etc.

THE pressure distribution in a producing oil or gas reservoir has been obtained mathematically in a limited number of special cases where the boundary of the reservoirs are simple geometric figures with the wells conveniently located within them. Using some of the previous work as a basis, it can be proved that a number of additional problems of pressure distribution can be solved by use of soap film. This method is particu-larly applicable to a reservoir drained by a number of wells, or to a reservoir of irregular shape, or to both. Since this method obtains the pressure distribution, it also establishes the drainage boundaries of the wells. This paper derives the analogy between the equation representing the pressure distribution in a reservoir and the equation of the deflected membrane. It also describes the apparatus and the method of operation. The experimental method is employed to solve a problem whose mathe-matical solution is known and the results compared. These are found to be in good agreement. The method is applicable to any homogeneous liquid, compressible or incompressible, or to a gas, flowing in a reservoir of uniform thickness, permeability and porosity. The flow state may be either the steady state or the transient state wherein the density or pressure of the fluid in the reservoir declines at a constant rate.

When lime and magnesia are used as fluxes in the smelting of titaniferous ores fluid, digestible slags low in iron oxide and high in titanium dioxide are produced. The mineral phases present in such slags are (Fe,Mg)O.2TiO2, CaTiO3, and minor amounts of silicate glass (or its devitrification products). The flux additions are added to the ore in relative amounts to crystallize a ratio of (Fe,Mg)O.2TiO2 to CaTiO2, of near the eutectic proportions of 60 pct (Fe,Mg)0.2TiO2 and 40 pct CaTiO3. FeO-Ti02 (ilmenite) remains present in the slag until the FeO content is reduced to approximately 8 pct. Op- timum slag composition is obtained by reducing the FeO content to between 2 and 6 pct. Continued reduction shifts he (Fe,Mg) 0.2Ti02 to oxygen deficient structures classified as MgTi30e and MgTi204. Further reduction yields titanium oxycarbides and freezes the melts.

It has long been supposed that, regardless of the mechanism by which grain boundaries increase the hardness of a ductile metal, the effect should be linearly proportional to the grain boundary area. At the present time two methods for determining grain boundary area in an isotropic aggregate are available. The first, derived by Angus and Summers,' presumes that the grain boundary area is equal to 3vn, where n is the number of grains per sq mm in a random section through the metal. This estimate is based upon the assumption that the grains are equivalent to cubes whose faces correspond with the grains as observed in the micro-section. Measurements on copper, bronze, and a brass showed that a nearly linear relation exists between 3vn and hardness. This is illustrated, for the case of brass, in Fig. 1. The second method, developed independently by Smith and Guttman2 and by Duff in, Meussner, and Rhines,3 is absolute and employs a simple linear intercept count for measuring grain boundary area. It involves no assumptions with respect to the shape and distribution of the grain boundaries. The total surface in unit volume is 2 NL , where NL is the number of intercepts between grain boundary and unit length of a test line passed randomly through the sample. SEVERAL constructive and fundamental studies have been made in the analysis of data obtained from experiments carried on with batch ball and rod mills. The operating characteristics of ball milling in small continuous circuits have also been appraised. It is from these analyses that some of the theories of comminution have been developed. Relatively few studies of continuous rod milling have added significantly to the fundamental concepts, because seldom have they yielded sufficiently consistent results. Perhaps they have been too limited in their scope. Careful control of the variables in batch grinding is simple compared with that encountered in a continuous operation. This factor alone has discouraged many investigators. Occasionally results of systematic changes made in industrial rod mill circuits have been published, but usually the data are sketchy and are restricted because -of the unwieldiness of the equipment used. The work, in general, has not been comprehensive; nevertheless it has provided empirical relationships that have bridged the gap between postulate and practice so that by proper manipulation of formulae, a mill designer can anticipate mill size and power requirements.1-3 Although operating variables of a small continuous mill are not so easy to control as with the batch mill, with present day devices, and with careful experimental work, consistent results can be obtained.

REGISTRATION and licensing of engineers is now being given consideration by a special committee of the Institute, authorized at the March meeting of the Board of Directors. The subject is one that has recently been or is now actively before engineering organizations in many of the States of the Union. In Washington, D. C., the Washington Society of Engineers and the local sections of ten national engineering societies, including the A.I.M.E., recently had a joint committee investigate the subject: this committee formulating a proposed law that has been presented to Washington engineers for their consideration. At the same time, the committee has summarized the reasons for and against registration of engineers in Washington, D. C. As many of these reasons are of more than local application, they are here reprinted so that all members of the A.I.M.E. may be informed on the subject. It is expected that some report of the Institute's Committee on Registration, State Councils and Professional Development will he made at some forthcoming meeting of the Board of Directors.

These iron mines of Spain are located on the mountain ridge forming the boundary between the Teruel and Guadalajara provinces, called Sierra Menera. They form a property of 25 mines extending over an area of 1,677 hectares (4,140 acres) situated at a height varying from 1,200 m. (3,940 ft.) to 1,500 m. (4,920 ft.) above sea level. The deposit follows the direction north to south; huge masses of ore are being found both on the slopes and at the summit of the Sierra. The ore occurs among quartzites and magnesite limestone, in some places overlaid by quartzite 15 m. (50 ft.) thick; in some others (and this is more general) the ore is overlaid by earth and boulders of quartzite origin; this layer is about 8 m. (26 ft.) thick. The ore beds occupy the geological horizon of the Superior Trias or Muschelkask, which are here in direct contact with the Silurian quartzites. The lime-stones have been more or less transformed. There is ample evidence to show that these mines were worked in very ancient times—objects and tools employed in mining by the ancient Romans and Arabs are to be found plentifully in old workinigs which extend down into the deposits. It has been estimated that more than 10,000,000 tons of ore were mined in the old days in this district and carried to the primitive forges in the vicinity where iron of much renown in Spain was extracted. Remains of more than 20 of these forges are found in the neighborhood of Sierra Menera and are usually situated near waterfalls and forests. Much investigation has been carried on for the purpose of determining the quantity of ore to be found in these mines, but no exact calculations can be made at present. When the investigation is completed it will surely be found that the deposit contains a much larger quantity than the 100,000,000 tons indicated by the present workings. The mines are now worked as open quarries and this method can and will be followed for a long time, probably until the deposit is worked out. Figs. 1 and 2 give some idea of the quarries in operation and the reserves, the iron-ore stocks, screening installation and general arrangement. THE award from the fund established by Mrs. John-son, in memory of her husband, J. E. Johnson, Jr., to be given to some promising engineer, not over 40 years of age, because of meritorious research, inven-tion or contribution to the professional literature of iron and steel along the lines of blast-furnace process, has been given, for, 1928, to P. H: Royster. Mr. Royster was born at Raleigh, N. C., in 1888. and graduated from the University of North Carolina, in 1907, taking his A.M. degree at, the same school in 1908. He then went to Harvard where he continued research work in physics. After engaging for a while in commercial research in the turbine department of the General Elec-tric Co. and with Cutting and Washington he joined the staff of the Bureau of. Mines in 1916 and was assigned to work on the physical chemistry of the blast-furnace process. He worked with A. L. Feild on slag viscosity and they jointly presented-to the Institute the. papers on "Temperature and Viscosity Relations in the Ter-nary System CaO-A12O3-SiO2" (TRANS. LVIII, 658) and "Slag Viscosity Tables for Blast-furnace Work" (TRANS. LVIII, 650). He also presented a paper on "Production of Ferromanganese in the Blast 'Furnace" .(TRANS. LXII, 18), and jointly with T. L. Joseph contributed a paper on "Effect of Coke Combustibility on Stock Descent in Blast Furnaces" (TRANS. LXX, 236), and another on "Pyrometry in Blast-furnace Work" which was included in the special pyrometry volume published in 1920. The titles of these works perhaps sufficiently indicate the part Mr. Royster has played in the notable research work on the blast-furnace process carried on by the Bureau of Mines, and for which the committee recommended him to the Board of Directors to receive the Johnson award.

Discussion of the paper of Charles R. Keyes, presented at the Spokane meeting. Bulletin o. 34, October, 1909, pp. 867 to 903. A. M. STRONG, Bishop, Cal: (communication to the Secretary*) The paper of Mr. Keyes gives us the most complete account of the geology of the borax-deposits in the Death Valley region that has yet been published, and is a valuable addition to the geological literature of a very interesting though little-known territory. During the past ten years I have been over much of the northern part of the country described by Mr. Keyes and the region immediately north of it. Mr. Keyes seems to give the impression that Furnace creek is the northern end of these borate-bearing deposits, but such is not the case. Of the seven principal marsh-deposits which for years furnished the greater part of the borax supply in the manner described by him, four are north of the boundary-line as given on his map. The entire territory immediately east of the Sierra Nevada is composed of a series of sinks, each with a well-defined drainage-area.. Of these, Death valley is the deepest, and its drainage-area one of the greatest. The section given in the paper is typical of any line drawn eastward from the Sierra Nevada. At the lowest point of each of these sinks is a marsh, which, in times of heavy rain-fall in the mountains, is converted into a lake. These marshes always contain borax, which is now considered to have been derived from the washing of the Tertiary lake-beds in the surrounding mountains, of which they form a considerable part. Additional territory which I have studied shows that the boundaries given on Mr. Keyes's map should be considerably extended to the north. Just how far these borate-beds extend I am not prepared to say. J. E. Spurr says of them : 1
