The use of computer models to design the ultimate open pit limits during feasibility studies as well as during long-range mine planning is becoming an enforced practice in all types of mining, e.g., ferrous, non-ferrous, and coal. As a result, the state of the art in computerized ultimate pit limit design methodologies and associated computing and optimizing techniques has advanced considerably in recent years. Unfortunately, very little has been published to date regarding the preferred ultimate pit limit design philosophy, i.e., optimizing us satisfying, or regarding the modeling approaches being used for different types of orebodies. This paper reviews the current state of the art in various modeling approaches and optimizing techniques that are in use for different types of deposits, through available literatures and personal communications.

The increase in electrical resistivity, ?pT,at 78°K was measured as a function of elongation, E, at 78°K for a 2 pct (approximately) by weight finely divided alumina in silver material. The amount of increase in electrical resistivity (?pT) is a function of the amount of alumina present and can be represented by: ?pT = cen where c and n are constants. The constant c increases and the exponent n decreases with increasing alumina content. Approximately 33 pct of the resistivity increase is recovered upon annealing at room temperature. RECENTLY, dispersed phase alloys' have shown promise for use at elevated temperatures. These materials have a high creep resistance, a high-temperature strength considerably above that of the pure matrix, and a high electrical conductivity. These materials also show other properties such as retardation of re crystallization and resistance to flow even above the melting point of the matrix.' It is believed that high-temperature creep is retarded in these materials because the dispersed phase blocks the motion of dislocations. According to schoeck3 and also Weertman,4 the rate controlling process is the climb of dislocations around the dispersed phase particles. Any mechanical property of these materials, or any other material for that matter, can be explained on the basis of defect structures and their interrelations. It would certainly be interesting to learn something about the effect of a dispersed phase on dislocation densities and also their effect on point defect concentrations following cold work. This is the purpose of the research discussed herein. The method used was the measurement of the electrical resistivity as a function of elongation at low temperatures. This scheme has already been applied to the studies of pure metals.5 Electrical resistivity measurements conducted on pure metals such as copper, silver, gold, and so forth, have indicated that defects such as vacancies and dislocations are formed during deformation.5 It has been shown by van Bueren6 that the resistivity change, ?p, should increase with elongation, E, according to the following relation: Ap=Al/2 + B£3/2 where A and B are constants of the system; ?p is in µ? cm. The first term refers to the amount of resistivity change associated with line defects and the second term with the change associated with point defects. A later calculation yielded exponents of 3/4 and 5/4, respectively.6 Manintveld7 has shown that the resistivity of copper increases with strain according to a 3/2 power law, whereas van Bueren has shown that the resistivity of silver increases according to a 5/4 power law. Assuming then that van Bueren's calculations are correct, it appears that line defects contribute very little to the electrical resistivity. There is some doubt, however, as to the validity of van Bueren's expressions for all cubic metals.' In fact, the data on copper and silver are not conclusive. In this in-

FEATURES of the second fall meeting of the Petroleum Division for 1941, held at the Ambassador Hotel, Los Angeles, Oct. 29-30, were the forum on the Paloma Plan on Thursday after- noon, the large attendance from east of the Rockies, and the dinner on Wednesday evening sponsored by the Southern California Section and at which President Suman spoke on the strategic minerals and metals situation. The attendance was large and the technical fare uniformly good ; the presiding officers had the proceedings well in hand at all times and kept things humming. Some- times it was necessary to taper off the discussion because of pressure on time. All this was due to careful groundwork before the respective sessions. These presiding officers deserve citation: L. W. Huebel, Howard Pyle, E. K. Parks, Carlton Beal, E. G. Trostel. R. W. French, Jr., John Dodge, and H. N. Marsh. The Los Angeles local commit- tees and the Southern California Section deserve much credit for the arrangements, which were recognized by suitable resolutions at the end of the meeting.

Survival of the mining industry as a viable economic entity in the United States is being seriously threatened by declining grades of ore reserves, rising operational and capital costs, and increased governmental taxes, restrictions, and subsidizing of third world competition. Discovery of major high-grade deposits is becoming increasingly unlikely. International competitiveness of the U.S. deposits will depend upon 'Yankee Ingenuity, ' innovations in mining methods, metallurgical treatment, and financial arrangements, and a viable national strategy. This will require not only effective management for control of operations, but management that encourages breakthroughs in technology, financing, labor relations, and in public and governmental understanding. The mine geologist and the exploration geologist both have important roles to play in all aspects of this fight for survival of the industry.

(Pittsburg Meeting, March, 1910.) IN connection with the work of testing structural materials for the use of the U. S. Government at the laboratories of the technologic branch of the U. S. Geological Survey at St. Louis, Mo., from September, 1904, to April, 1909, and since then at Pittsburg, Pa., large quantities of sand, gravel, and crushed stone have been needed from time to time, besides samples of building-stone, clays, and other quarry-products. In many instances it has been necessary to obtain single samples of sand, gravel, or crushed stone in lots of a car-load or more. For obvious reasons all these collections have had to be made by a representative of the Survey. As the work progressed it was found essential that numerous geologic data should be gathered regarding the materials collected, in order that they might be properly classified as to kind of material, source, geologic age, etc., and that they might be rated according to quantity available, accessibility to transportation facilities, approximate costs, suitability for special purposes, etc., and that notes might be taken regarding undeveloped deposits of possible value. Furthermore, it was desired that the selection of materials for tests should be made broadly, so as to cover, first, the representative types of material, and later, if possible, the typical materials of the more important building-centers in the United States. In order to insure a certain degree of uniformity in this work and economy of effort and expense, it was decided that as much of the sampling as was practicable should be done by a member of the. geologic branch, whose regular field-trips could be combined conveniently with those necessary for procuring materials for the laboratory. During parts of the last three years I have been engaged in field-work of this sort.

THE Executive Board of The American Engineering Council met in Pittsburgh, May 26 and 27. Its actions on the licensing of engineers and on the Employment Bureau are printed at length elsewhere in this issue. The board announced plans purposing the solution of the national problems of water power and forestry, upon which "the industrial development of the nation and the standard of living of future generations largely depends. The whole Federal water-power situation is in so critical a condition that immediate constructive action by the Government to conserve the public interests, involving vast consequences of economic and Federal policy, is necessary. After a long discussion during which the water-power problem as it affects Government reorganization was reviewed and Henry Ford's Muscle Shoal's plan was discussed, the board decided to lay the entire question before President Harding. A national movement to conserve the nation's forests, in which engineers, the U. S. Forestry Service, the forestry services of the states, universities and technical schools, and other groups such as the farmers, the railroads, and lumbermen, shall pool their efforts, was set in motion by the engineers. The work will be in charge of a Reforestation Committee of the Council, headed by Charles H. MacDowell of Chicago. Mov-ing picture interests will be asked to aid. The board pledged its support to President Harding in his plan for Government reorganization. In adopting the report of its Committee on Public Affairs, headed by J. Parke Channing of New York, the Executive Board of the council determined, in the event of the failure of the President's efforts to bring about greater economy and ffieciency in national affairs by regrouping of Federal functions, to press independ-ently a nation-wide movement for the establishment of a Department of Public Works. Progress in a national survey of the two-shift day in American industries was reported by the Council's Committee on Work Periods in Continuous Industries. This survey, called the most extensive of its kind ever made, has been in progress for more than a year; and purposes an exposition of industrial conditions which shall form a basis for establishing the relative merits of three shifts of eight hours each and two shifts of twelve hours each.

The faster that aircraft fly the sooner some new and stronger material must be found to take the place of the present aluminum alloy used in all-metal planes. Experts of the National Advisory Committee for Aeronautics. in studying hi-speed aircraft, are convinced that the present all-metal plane, of semi-monocoque, aluminum alloy construction, is not the ultimate in aircraft design. Magnesium alloys and steel are under consideration.

TEE purpose of this paper-is to describe a new process for the refining of secondary copper-base metals and a specially designed high-temperature electric-resistor furnace used in the process for the distillation of zinc from these metals. The process was used for the conversion of nickel silver to cupronickel and to recover the zinc content in metallic form. It also proved applicable and economical for the treatment of scrap brass for separating and reclaiming the copper and zinc. The relatively large furnace developed for the distillation of zinc is described in detail, for it made economically possible the direct recovery of metallic zinc from scrap brass, which is a new step in the processing of such material. Considerable interest has been shown in the utilization of the distillation furnace for other metallurgical processes, where it is of advantage to operate in a controlled neutral or reducing atmosphere, or to avoid having the processed metal in contact with refractories other than carbon, or to operate at temperatures between 3000 and 4000°F. PURPOSE OF DEVELOPMENT It was recognized early in the war effort that nickel would become a critical metal, therefore all nickel stock and alloys containing relatively high percentages of nickel were frozen immediately. Among these alloys were considerable quantities of various grades of nickel silver, an alloy containing copper, nickel, zinc, and in some grades lead, also minor amounts of iron, manganese and other constituents. At the time there was no existing plant or process to eliminate the zinc, lead, and minor constituents so as to convert this metal to cupronickel, one of the important alloys needed by the U. S. Navy for condenser parts. Therefore the Bureau of Industrial Conservation of the War Production Board requested the executives of the leading nonferrous metal companies to have their metallurgical staffs study the problem of converting this metal to cupronickel conforming to U. S. Navy Specification 44T40. The composition specified therein is as follows: nickel, 29 to 32 per cent; zinc, 1.00; iron, 0.00 to 0.60; lead, 0.05; tin, 1.20; manganese, 0.00 to 1.00; total of other elements (maximum), 0.50; copper, remainder. The problem in converting these alloys to cupronickel was the elimination of zinc, lead, iron, manganese, and other elements without appreciable loss of nickel to slags or other by-products. Revere Copper and Brass Incorporated, through its Research and Development Department, undertook to solve this problem. A Government-owned plant was built at Rome, N. Y., and there the con- version was successfully made.

Discussion of the paper of James Douglas, presented at the New Haven meeting, February, 1909, and published in Bulletin No. 29, May, 1909, pp. 439 to 451. JAMES DOUGLAS, New York, N. Y. (communication to the Secretary*) :-In my paper on the Conservation of Natural Resources, I referred to the slow replacement of bee-hive ovens by the by-product ovens as a most notable instance of waste. And I quoted from Mr. Parker's report for .1906 an explanation given by him in accounting for the small production of by-product coke. It was that the markets for the by-products of the coke-ovens was so limited that some of the ovens constructed were out of operation. His report on the manufacture of coke in 1908 1 does not record an improvement, and attributes the strange fact that we alone, of all the industrial peoples, delay the adoption of this cardinal improvement from the continuance of the same almost inexplicable cause. To quote again from his report, lie says (p. 241): "The year 1908 was not marked by any notable gain in the construction of by-product coking plants, though some new work was done. There was a net increase of 115 in the number of completed ovens in 1908 over 1907, the totals for the two years being, respectively, 3,892 and 4,007. The additional equipment consisted of 140 Koppers regenerative ovens built at Joliet, I11., by the United States Steel Corporation, but this increase was partly offset by the dismantling of Y5 Semet Solvay ovens at Sharon, Pa., the net gain being 115 ovens. Included in the total of 4,007 completed ovens in 1908 are 152 Newton-Chambers ovens at Vintondale, Pa., but as no recovery of by-products was made at this plant in 190S, the production of coke is included with that from beehive ovens. The 56 ovens of the same type at Pocahontas, Va., have not been in practical operation since they were first. installed. In addition to these there was one other by-product plant of 120 ovens. Oat. was not operated during the year. The number of retort ovens producing coke in 1908 was 3,679, as compared with 3,811 active ovens in 1907." SINCE the Saar started. the real progress in scrap-metal recover is in the change of point of view regarding secondary metals. The tendency had been to regard scrap as the normal outgrowth of obsolescence, fluctuating somewhat from periods of depression to periods of prosperity. but nevertheless an unwieldy economic factor more to be contended with than embraced. Now, metals above the ground are being looked upon as semi-permanent reserves or stock piles in various stages of repeated use or revolving life cycles. The change in point of view is due to the forced realization that domestic supplies of new metals are limited and many foreign sources are at least temporarily closed. The stock piles must be cultivated. The reserves must be made more nearly permanent. Steps are being taken : (1) develop methods for recovery of scrap metals heretofore not recovered, and (2) restrict strategic metals to uses ensuring a large percentage of re-use, which in turn means substitute materials in the dissipative uses.

Samples of coal from an adit in the Fording River District of British Columbia showed hydrophilic properties between depths of 0-24.5 m (0-80 ft) and was naturally hydrophobic at greater depths. Laboratory experiments indicated that weathered samples (i.e., those mined at 0-24.5 m) could be upgraded by froth flotation at pH32 following slimes removal. The i.e.p. of samples varied regularly between pH = 1.6-4.1, the weathered fractions being at the lower end of the pH scale. These values followed a pattern comparable with the flotation behavior of samples. A patchwise structure for coal surfaces determining the resultant disjoining pressure which in turn determines flotation-non-flotation relationships is postulated.

BaLatoc mine, the principal gold-producing mine in the Philippines, is 10 miles southeast of Baguio, in the Cordillera Central of northern Luzon.' The region is a deeply dissected plateau, ranging in altitude from 3000 to 5000 ft. above sea level. The rocks consist chiefly of granodiorite, diorite, and remnants of metamorphosed sediments, cut by dikes of andesite porphyry and quartz-diorite porphyry. All are intruded by a volcanic breccia plug, oval in horizontal section, about 3200 ft. long and 2300 ft. wide, which is the north central part of the mineralized area. Three main vein systems have been developed (Fig. I): 96, 231 and 364, which strike about N.70°E. and dip 50° to 90°S. Each system is a braided zone consisting of many individual components. They are disturbed by a series of premineral faults or shear zones striking about N.4s°E. Twelve of these produce important effects on the persistence, character, and quality of veins. From west to. east the faults are named (after claims): Hog, Big Gun, Bull, Pine, Lolita, Bar No. I, Bar No. 2, Curt, Sun, Helen, Itoe, and Frog. They are early breaks formed prior to the N.70°E. vein fractures. Mineralization occurs on them but, with several prominent exceptions, they are too low grade to mine. A number of northwesterly striking faults complete the structural pattern. Although they are relatively abundant, the effect on the veins is so small that they do not present any problems in mining or development. All of these faults that have been observed are later than the N.70°E. veins and offset them to the left. Northeast Faults The early northeast faults* are notably continuous in spite of their small displacements, 20 to 100 ft. Frequently they appear so weak that their importance is masked and their identity clouded. The gouge along any of these faults may vary from exceedingly weak at one point to very strong at another point only a short distance away. In other words, the amount of gouge depends on the changes of attitude of the fault plane, and is no indication of the extent of the movement. Places where walls are spread apart are filled with gouge squeezed from tight places. Also, mineralization sometimes obscures fault gouges by replacement. Single crystals of aluminum, brass, and copper oriented for (100) and (110) slip were extended at 25°, 400°, and 600°C in simple shear. Aluminum specimens oriented for nonoctahedral slip began to shear at a higher critical resolved shear stress than specimens oriented for octahedral slip. Parabolic stress-strain curves were obtained from zero strain. The initial rate of parabolic hardening was lower for specimens sheared on the (100) plane in a close-packed direction <110>, than for specimens sheared in a nonclose-packed direction <100>. metallographic evidence, however, showed that all slip traces could be explained in terms of (111) <100> slip. All attempts to cause nonoctahedral slip in copper and 70-30 a-brass single crystals were unsuccessful. Instead of shearing, the crystals bent, allowing {111} type planes to come into action. NONOCTAHEDRAL slip in aluminum has been reported under three different conditions: first, as the main mode of slip in tension experiments at elevated temperatures;&apos;-&apos; second, as the main mode of slip in direct shear experiments at room temperat~re; and third, as a minor mode of deformation, i.e., as cross-slip, in tension, shear, and bicrystal experiments at room and elevated temperatures."-l2 However, as far as the author knows, nonoctahedral slip has not been reported in either copper or 70-30 a-brass. The present study was undertaken to determine whether nonoctahedral slip could be obtained in aluminum, brass, or copper at room or elevated temperatures when the shear stress was approximately constant over the cross-section, a maximum at the center, or a maximum at the surface. EXPERIMENTAL PROCEDURE A detailed description of the crystal preparation and shearing apparatus has been given previo~sly. Cylindrical crystals 1/2 in. in diam and 8 in. long were grown from the melt in a temperature-gradient furnace. The aluminum contained 0.001 pct Zn, 0.001 pct S, and 0.001 pct Fe; the 70-30 brass contained 0.015 pct Pb, 0.001 pct Fe, 0.01 pct Ni, 0.02 pct Sn, and 0.005 pct Se; the copper was certified OFHC of 99.98 pct purity. All samples were electropolished prior to testing. The shear apparatus was a modified Bausch type. The strain sensitivity was 4 x lob4 Load was applied by clamping the rods attached to the shear plates in an Instron tensile machine. The rate of loading was 0.02 in. per min. In all cases a 1/8-in. gage length was used. For the tests performed at 400° and 600°C the shear plates, collars, and rods were made of stainless steel. These elevated-temperature tests were performed in an argon atmosphere. A) Aluminum at Room Temperature. Values of a and ß for the various slip planes and slip directions investigated are shown in Table I where a is the complement of the angle between the specimen axis and the slip direction, and ß is the angle between the specimen axis and the normal to the shear plane. The shear stress is a function of a (assuming ß - 0);10 when a is less than 27 deg, the shear stress on the slip plane for which the specimen is oriented has a maximum at the center of the crystal; at a = 27 deg the shear stress is constant across the slip plane; for a greater than 27 deg the shear stress is a minimum at the center. Fig. 1 shows the stress-strain curves for specimens cut from crystals 1, 2, and 5, which were sheared on the (010) plane in the [loll direction at room temperature.
