The creep-rupture properties of nickel, in as-prestrained or prestrain-polygonized condition, were studied at 1300°F and 4000 psi, and also at 700°F and 26,000 psi. An improvement of strength was noted in both the as -prestrained and the prestrain-polygonized tests at each temperature. The as-prestrained tests, however, showed superior creep resistance to the prestrain-polygonized ones. From the results of X-ray and etch-pit studies, the strengthc gain was interpreted in terms of dislocation density and the stability of preformed substructures. COLD work is known to improve the strength properties of metals at low temperatures. At high temperatures, however, the strength improvement is often lost if gross structural changes, such as re-crystallization, take place prior to or during the test. Even in the absence of recrystallization, a prestrained metal may undergo structural changes— polygonization and the formation of well-defined subgrains—which importantly effect the resultant properties. The relationship between substructure and creep properties has received considerable attention in recent years. The work of wood1 indicated that the creep strength of aluminum and its alloys was closely related to the subgrain size. Hazlett and Hansen,2 and Ancker, Hazlett, and parker,3 working with nickel and nickel alloys, had shown that small amounts of prestrain at room temperature followed by a recovery anneal at 800°C (1470°F) improved the strength at both low and high temperatures. The strength gain was attributed to an increase in the number of subgrain boundaries as a result of the prestrain-polygonization treatment. More recently Coldren and Freeman4 studied the effect of substructures on the creep rate of nickel at 1550°F. Their conclusions indicated that the substructure size as measured by the number of boundaries was the factor that controlled the creep rate. In addition, the perfection of the subgrain boundary has been indicated to have an important role on the strength.' On the other hand, there are data which disagree with the above observations. Grant, Chaudhuri, Silver, and Ganow6 found no creep strength improvement by a prestraining treatment. In reviewing the role of subgrains on high-temperature creep, Shepard and Dorn7 concluded that the contribution of the subgrains to high-temperature creep strength was a minor one. Guard,8 in a recent study on poly-gonized nickel, has cast doubt on the validity of the postulate that subgrain size controls the creep rate. In the majority of the previous studies, the subgrain boundaries have been singled out as the most important factor in determining creep strength; however, there is no firm theoretical ground for the postulate that the subgrain boundaries act as effective barriers to dislocation motion.B910 Little effort has been directed toward the study of the relationship between creep strength and other structural variables, such as dislocation density, lattice strain,

THE increasing demand for greater speed and more accuracy, in making daily assays of ores and products from mills treating material containing but very small quantities of lead and copper, has caused the older analytical methods to be supplanted by new ones devised to meet the needs of modern work. For " control " work in copper analyses, I had, previous to the present equipment, introduced in my laboratory the ordinary electrolytic method, using hollow cylindrical electrodes, and with these I began a series of experiments in determining the lead-content of daily mill-samples and controls. The results, proving accurate and satisfactory, I then devised, with Mr. H. E. T. Haultain, a cheaper electrode than the ordinary jacket electrode, which costs from $15 to $20,-the expense of the older form making the installation of many units very costly. The form of cathode finally adopted as the most satisfactory, shown in Fig. 1, is cut from 0.001-in. platinum foil. It is 12.5 cm. long, and is divided into a blade 4 cm. wide and 6.25 cm. long, and a tongue 0.7 cm. wide and 6.25 long, the immersion area being 50 sq. cm. and weight 1.5 grams. The blade is first sand-blasted and then corrugated lengthwise, in order to impart the necessary rigidity. Strips of platinum foil 0.001 in. thick, 12.5 cm. long and 0.5 cm. wide, having a median corrugation, form the anodes. Three electrodes are used in each cell, one anode in the middle and one cathode oil each side of the anode. These electrodes are connected to slotted alumi¬num terminals, in which they are held by contact pressure. The terminals are -in. rods, projecting 2 in. horizontally in front of the wall of the cabinet.; at the back the middle electrode (anode) is connected with one pole of the current, and the two outer ones (cathodes) with the other pole.

NO one who has visited our Western mining districts, and studied the economical part of the beneficiation of the ores occurring all over that vast extent of country, can underrate the high importance of the above subject. By far the larger number of the districts which contain smelting ores, i. e., argentiferous and auriferous lead, or copper ores, are situated in the Great Basin, that great plateau between the Rocky Mountains on the east, and the Sierra Nevada on the west, almost the whole of which is comprised at present in the boundaries of Nevada, Utah, and part of Arizona. This region is essentially a barren country. The extreme dryness of the atmosphere permits but a scanty vegetation in the plains; and even in the detached mountain-chains running through it-generally from N. to S., or from N. W. to S. E.-there are no trees found except dwarfed pines and mahogany, at the head of sheltered ravines, and a few cottonwoods and willows, which fringe the insignificant streams, before the water sinks in the arid plains. Nearly all the mountain-chains in this region are rich in silver ores. That class of these ores which is adapted to amalgamation, and rich in silver, has been worked with profit for more than ten years. But before the advent of the transcontinental railways, mining was restricted to these ores alone, and the consumption f fuel could be met with the scanty supply of forest trees in the immediate vicinity of the mining districts. Since, however, the Union and Central Pacific Railroads have brought the Great Basin nearer to the commercial centres of the East and the Pacific coast, thus reducing the expenses of freight and labor materially, other silver deposits, containing poorer ores in greater abundance, have been rapidly taken

The kinetics of the inter granular penetration and embrittlement of [100] tilt boundaries in 99.998 pct pure nickel upon exposure to bismuth-rich Ni-Bi liquids have been determined in the temperature range from 700° to 900°C. The kinetics of penetration are parabolic in time at constant temperature over most of the temperature range. In a series of 43-deg bicrystals the rate of penetration is anisotropic with respect to the direction of penetration into the grain boundaries. In lower-angle bicrystals the penetration rate is isotropic. The rate of penetration decreases with tilt angle at 700°C. The activation energy for penetration in the 43-deg bicrystals is 42 kcal per g-atom independent of direction. It is concluded that the intergranular penetration and embrittlement in the presence of the liquid proceeds by a grain boundary diffusion process and not by the intrusion of a liquid film. This was confirmed by a determination that the kinetics of penetration and embrittlement were the same in the 43-deg bicrystals upon exposure to bismuth vapor under conditions such that no bulk liquid phase would be thermodynamically stable. WhEN solid metals are exposed to a corrosive liquid-metal environment, the grain boundaries are sites of preferential attack. Depending on the temperature, the composition of the liquid, and the composition, structure, and state of stress of the solid, a number of modes of attack are possible. This paper reports a study of the kinetics of intergranular penetration and embrittlement of high-purity nickel bicrystals upon exposure to bismuth which, together with an earlier study by Cheney, Hochgraf, and Spencer,&apos; demonstrates that there are at least two modes of intergranular attack possible in the Ni-Bi system. In the study by Cheney et al., columnar-grain specimens of 99.5 pct pure nickel were exposed to liquid bismuth presaturated with nickel in the temperature range 670" to 1050°C. They found that the majority of the boundaries, which were predominantely high-angle boundaries, were penetrated by capillary liquid films, the attack proceeding by a process which will be termed grain boundary wetting. This process occurs in a stress-free solid when twice the liquid-solid surface tension is less than the surface tension of the grain boundary,* i.e., when 2yLs < YGB In this case the penetration of the grain boundary by the liquid occurs at a relatively rapid rate, resulting in the severe embrittlement of a polycrystalline solid. Grain boundary wetting is a common mode of intergranular attack in systems in which the lower melting component is relatively insoluble in the solid, but the solid has an appreciable solubility in the liquid, for example, the Ni-Bi system, Fig. 1. In systems of this type at temperatures above the range of stability of any intermetallic phases, once the liquid is saturated with respect to the solid so that no gross solution occurs, chemical gradients are small, and surface tensions become major driving forces for attack, provided the solid is stress-free. The results of Cheney et al. appear to be typical of those encountered when grain boundary wetting occurs.&apos; Capillary films were observed in the boundaries after quenching from the exposure temperature. The mean depth of penetration increased linearly with time, and the activation energy for the process was found to be 22 kcal per g-atom. In a study of the Cu-Bi system Yukawa and sinott4 found that the depth of penetration of bismuth into high-purity copper bicrystals of orientations from 22 to 63 deg of tilt about (100) at 649°C ranged from 0.05 to 0.25 in. after a 12-hr anneal. This corresponds to a linear rate of 6 to 15 X 10~6 cm per sec. At the same reduced temperature of 0.68 the rate for the Ni-Bi system&apos; was 7 x lo-&apos; cm per sec. In another study of the Cu-Bi system, Scheil and schess15 determined the kinetics of grain boundary wetting in hot-worked commercial rod. While there were several complicating factors present in this study, there is general agreement with the above results. The kinetics of penetration were linear, the activation energy was 20 kcal per g-atom, and at 650°C the rate of wetting was 2 to 5 x 10-6 cm per sec. An increased demand for brown iron ore in the Birmingham district during the past 18 months has caused renewed activity both in prospecting and mining these ores. In recent years the production in Alabama has ranged from 41,559 tons in 1932 to 639,351 tons in 1928. During the last 9 years about 83 per cent of the total brown ore produced in the United States has come from Alabama (Tables 1 and 2). Prospecting Two methods of prospecting are used in this district: (1) test pits, (2) churn-drilling. Usually there is certain quite definite information on an area to be prospected; some of the indications are float ore such as small gravel or small and large boulders known as "dornicks" scattered over the surface, and ore exposed by erosion in gulleys and ravines, which have cut or eroded through the overburden. Often these natural erosions furnish an indication of the thickness of the ore and to some extent of the area of the ore body. Deposits of brown ore are very irregular both in thickness and extent. Deposits are often lens-shaped or long narrow leads, some of which may be parallel and separated from one another by sand, clay or gravel. The bottom—the footwall—is also very irregular. This footwall is usually lime clay—disintegrated limestone, locally called "white horse," which usually is found at a depth of 6 in. to 20 ft. overlying the limestone. At some places sand and gravel is found under the ore instead of clay. No ore is found under the lime clay, although often the ore has sunk or slumped and is found in the upper portion of this clay, as at some of the Sloss workings at Russellville. The origin of these ores has been discussed by Major E. C. Eckel and Dr. E. F. Burchard in U. S. Geological Survey Bulletin 400, and recently the latter has done further work on ores in the Russellville district, of which reports undoubtedly will be published.

A JOINT meeting of the Canadian Institute of Mining and Metallurgy and the American Institute of Mining and Metallurgical Engineers was held at Spokane, Wash., and Cranbrook and Kimberley, B. C., on Oct. 13 to 16, 1926, with a total attendance at one or another or all of the meetings of about 300 members, ladies and guests. At the opening meeting, on Oct. 13, in the Davenport Hotel, Spokane, about 175 were present. The morning was occupied with addresses of welcome by M. H. Sullivan for the Columbia Section, who called on Mayor Charles A. Fleming, President John F. Davies for the Chamber of Commerce, and E. R. Hannibal, president of the Associated Engineers, each of whom heartily welcomed the visitors. Philip N. Moore, former president, and special representative of President Samuel A. Taylor, replied for the A.I.M.E., and Lewis Stockett, president, and Charles A. Banks, chairman, British Columbia Division, Canadian Institute of Mining and Metallurgy, and Henry M. Parks for the visiting A.I.M.E. sections, made appropriate responses on behalf of those they represented. The members and ladies had luncheon with the Associated Engineers. Philip N. Moore addressed the assembly on "The Opportunity of the Engineer"; an excerpt from his address appears on another page. At the afternoon meeting, with Lewis Stockett in the chair, Frank M. Smith was asked to make a brief statement of the proceedings of the Silver Producers Association in Denver. Supplementing his talk by placing a well-prepared statement on "Silver and the Plan of the Royal Commission on Indian Currency and Finance" in the hands of those present, he narrated what had been undertaken by the Silver Producers Association and what they hoped to accomplish.

MnSi alloys containing from 2 to 24 at. pct Si have been investigated by metallographic and X-ray methods. Contrary to published data, the temperature of the ß-manganese to a-manganese transformation is lowered by the addition of silicon. The existence of two additional intermediate phases E and ( is demonstrated. E, ranging in composition from 12 to 15.5 at. pct Si, forms by a peritectoid reaction between ß manganese and the second new phase, (. The latter phase is homogeneous at silicon contents from 16.2 to 18 at. pct and forms peritectically from the 0 phase and liquid. The eutectic reaction occurs between the ( phase and MnsSi rather than the ß phase and Mn3Si. As a result of this investigation, a modification of the manganese-rich section of the MnSi equilihrium diagram is proposed. The binary diagram of Mn-Si, according to Hansen,&apos; Fig. 1, exhibits in the low-silicon region (below 24 at. pct Si) a peritectic transformation at 900°C of 0 manganese + Mn3Si to a manganese as determined by R. Vogel and H. Bedarff2 as well as a thermal effect at 980°C between 16.2 and 22.6 at. pct Si reported by the same authors. The nature of the latter transformation was unknown. K. Amark, B. Boren, and A. westgren3 reported indications that possibly four more phases existed in the range of 10 to 27 at. pct Si. The present investigation deals with the phase relations in the range of 2.1 to 17.7 at. pct Si. A few spot checks were conducted up to 23.84 at. pct Si. EXPERIMENTAL PROCEDURE Small experimental heats were prepared by induction melting in a vacuum furnace using argon as a protective atmosphere. The crucible was of commercial-quality magnesia. The furnace charge consisted of silicon metal and dehydrogenated electrolytic manganese. The typical analysis for these materials is shown in Table I. The molten alloy was tapped into 2-in.-square, 7-in.-long ingots. The Upper Santa Cruz Basin lies in the drainage area of the Santa Cruz River in Arizona, and extends upstream from the community of Rillito to the international boundary [(Fig. 1)]. The principal water use area lies between, and includes, the cities of Tucson and Nogales. A subsurface geologic barrier near Rillito provides a reasonable dividing line between the ground waters of the upper and lower Santa Cruz basins. The upper basin contains the Tucson and Sahuarita-Continental critical ground water areas. The Tucson water use area encompasses the Tucson metropolitan area and extends from the northern boundary of the basin south to the boundary between the Tucson and Sahuarita-Continental critical ground water areas near San Xavier. The San Xavier use area is the San Xavier Indian Reservation. The north and south boundaries of the Continental use area coincide with the limits of the Sahuarita-Continental critical ground water area. The first study of ground water in this valley was initiated by Dr. G. E. P. Smith in 1905, and the results were published in 1910, followed by a series of bulletins of the Arizona Agricultural Experiment Station, University of Arizona, covering the general field of ground water development and utilization. Beginning in 1939, the ground water branch of the US Geologic Survey, in cooperation with the Arizona State Land Department and the Arizona Water Commission (AWC), published a series of bulletins concerning ground water occurrence and utilization in various areas of the state. In 1975 and 1977, the AWC published the Arizona State Water Plan (Arizona Water Commission, 1975) comprising a detailed inventory of water availability and use in Arizona and a study of alternative futures. The importance of ground water supplies in the Upper Santa Cruz Valley cannot be overemphasized. Metropolitan Tucson, surrounding agricultural areas, and the mineral industry are completely dependent upon ground water. Agriculture has been the largest user of ground water. The land distribution of the Upper Santa Cruz Basin is rural in character with large tracts of land included in national monuments and national forests. The Upper Santa Cruz is one of several state basins that does not depend upon one single industry as its major economic activity. Agriculture, mining, tourism, international commerce, and manufacturing all contribute to a viable economy. The city of Nogales, on the Mexican border, and the city of Tucson, to the North, are the centers of commerce in the basin.

INTRODUCTION The degree of success of an association between parties in establishing a new venture ultimately depends on three factors: a. the venture&apos;s underlying economic strength, which is based on the complementarity of the comparative advantages brought by each party to the negotiating table; b. the ability to reach an agreement which satisfies each party&apos;s objectives and constraints; and, c. the capacity to design and implement a funding structure which is consistent with the project economics. A thorough assessment of the venture&apos;s profitability and associated risks under alternative technical and economic scenarios is the basis for a sound "go" or "no go" decision. In-depth evaluation of the risks and rewards to each of the parties involved under alternative legal and financial structure must be the foundation for a long lasting "how to go" decision. The allocation of risks and rewards should be consistent with the objectives and constraints of all parties and the sharing mechanisms, established in the contract, should be flexible to assure the long-term stability of the agreement. Rapidly changing economic conditions during the last decade have had a dramatic impact on the envisaged allocation of risks and rewards between host countries and private investors. The effects of these changes, and the fact that the relative strengths of the parties involved may shift during the life of a project (e.g. before and after major capital investments have been made), have forced the renegotiation of a multitude of contracts. Therefore, the present and future stability of an economic agreement would depend not only on the originally designed provisions, but also on provisions which allow for the automatic adjustment of rewards to project sponsors under a variety of future economic situations. A pre-condition for the allocation and quantification of risks and rewards is the definition of standards of measurement used by each of the parties. This is critical in international negotiations when one of the parties represents the national interests of a country. The understanding and use of different standards for the measurement of rewards for risk taken between a government and private enterprise facilitate the negotiation of a satisfactory agreement. This is possible because certain trade-offs between the negotiating parties may have different relative values. STANDARDS OF MEASUREMENT OF REWARDS FOR RISK TAKEN The negotiating process takes a step forward when the parties are able to focus on their interests, explore different alternative solutions and then base results on a set of objective standards. Unfortunately, the parties frequently put more effort into "staking out" and defending positions, than into understanding their intrinsic interests. Moreover, when one party, such as a governemnt owned corporation, represents a country&apos;s national interests, the negotiation process increases in complexity. Private firms focus on commercial profitability, using discounted cash flow techniques such as NPV, IRR, or ROE. In contrast, the government is also concerned with the project&apos;s impact on the local socio-economic environment. Without entering into a discussion of alternative economic development theories and approaches, there exist several possible measures that could be pragmatically utilized by each party in evaluating the socio-economic impact of a project. The more complete measure is the National Profitability (NP). The NP is a discounted cash flow procedure similar in structure to IRR or NPV but in which the project&apos;s financial cash inflows and outflows and discount rates are adjusted to take into consideration the local conditions. The NP is calculated on an unlevered basis and all taxes and duties are removed from the project

One of the major improvements in ore grinding economics in North America has been the introduction of autogenous grinding. Pickands Mather & Co. has been active in the development of autogenous grinding since 1957. This early work led to the application of autogenous grinding to the Wabush mines ore in 1965, with the installation of six 24 ft diam by 8 ft long, 1750-hp mills. Development work recently completed in 1971 on another ore has led to the decision to install five 36 x 15-ft, 12,000-hp mills when this project goes ahead. Between these two decisions lies a tremendous amount of research, development and application of autogenous grinding to a variety of ores. The Pickands Mather Metallurgical and Research Laboratory in Hibbing, Minn., has tested ores from 9 different deposits in its pi- lot plant facility. Some of these deposits have as much difference within their own ore types as there is between the various deposits. Therefore, it is safe to say that over twenty different ore types have been tested and flowsheets developed for commercial applications. Of the nine projects, three are in operation. These are Wabush mines in Labrador, Canada,&apos; Savage River mines in Tasmania,&apos; and The Griffith mine in Red Lake, Ont., Canada.&apos;

IN connection with the question of coal waste and economy in mining, we would call the attention of those interested to an apparatus invented by M. Dernencourt, Superintendent of the Anzin Division of the Anzin Coal Company, North of France. This apparatus is known in France and Belgium under the name of prop screw-jack (vis botte), and has been used with good results in the above-named countries for some years past. M. Ponson gives, in his " Trait6 de I&apos;exploitation des Mines," a description of it (page 533), but as the description given is old, the work not widely known in this country, and as some valuable improvements have been made since, I thought it might be useful to give a description of it, having seen it in &apos;operation in 1867, while in Europe to attend the great Exposition, and on a scientific tour to the mining districts of France, Germany, Belgium, and Italy. The prop screw-jack is composed of the following pieces : I. The body or column B, Fig. 4 [Plate (I)], of oak or yellow pine, sawed square, the bark taken off, and any length, proportionate to the vein. The smallest are 10 inches diameter at the base, and 9 inches at the top, the height being from 12 to 15 inches less than the size of the vein. In the axis of this column, and at the top end, is a cylindrical opening or hole, C, 22 inches diameter, 10 inches deep, for the screw, S. II. Two wrought-iron rings, R R, to strengthen the two extremities of the column ; the rings must be put on hot. III. A cast,-iron washer, E, with hole in centre a little larger than the screw, to be put on the top of the column, and on which the nut is to rest; the top side of this washer must be faced on the lathe, also the bottom of the nut, to prevent friction. IV. The screw, S, having a total length of 12 inches and a diameter of 24 inches (for very high veins this diameter may be increased to 3 inches), and has on its top a wrought-iron plate, T,

A serious disagreement as to the effect of titanium on the hardenability of steel exists in published references to this subject. Kramer, Hafner and Toleman reported&apos; that acid-soluble titanium decreased creased the hardenability, with multiplying factors less than unity according to [ ] Grossmann&apos;s system for calculating hardenability from the composition. Crafts and Lamont, on the other hand, showed2 how titanium increased the hardenability, with multiplying factors up to nearly 1.7 for about o.&apos; per cent titanium, though reducing the hardenability with higher titanium. Their data, however, were obtained almost exclusively from steels containing more than 2.4 per cent manganese, and thus should be considered as applying mainly to manganese steels. Likewise, the results of Kramer, Hafner and, Toleman regarding titanium are subject to the limitation that although they eliminated the effect of the insoluble titanium compounds from their calculations, they did not make a similar correction for the carbon that was combined with titanium and therefore occurred in a similarly ineffective form. It is suggested by the literature referred to that titanium may have different effects on hardenability, depending on the mode of its occurrence in the steel. The different effects on strength, ductility, etc., have already been discussed by the author.3 In the present discussion some comparisons, on the basis of hardenability as revealed by the Jominy end-quench test, are given between three titanium and two non titanium steels heat-treated in the same ways, and between other titanium steels heat-treated in several different ways. COMPARISON OF PLAIN-CARBON, VANADIUM AND TITANIUM STEELS The five steels used for these experiments were commercially melted and rolled products received in the form of 1.5-in. rounds from three different mills. Their analyses are given in Table I. Steels 2, 3, and 4 are from the same basic electric heat, containing 0.009 per cent of phosphorus and the same amount of sulphur. They were made by, adding aluminum and low-carbon ferrotitanium to different ingots. No. I is a plain-carbon coarse-grained S.A.E. 1040 steel made by the basic open-hearth -process. No. 5

In the Journal of the Iron and Steel Institute for 1881 (vol. ii., page 379), will be found an article upon this subject. The analyses there reported mere of samples taken from an ingot made especially rich in impurities and then cast in a sand-mould in order to give the elements a better chance to redistribute themselves, on account of the steel solidifying more slowly than when cast in an iron mould. Wishing to ascertain how much, if any, segregation takes place when the steel is cast in the ordinary way, I placed the subject in the hands of Mr. W. J. Olcott, a graduate of the Michigan University, who has carefully collected and analyzed samples taken from different parts of ingots and billets. In this undertaking he found himself somewhat embarrassed on account of being distant from steel-works, and therefore unable to supervise the selection of samples. He found, however, a competent and willing aid in the person of E. F. Wood, M.E., chemist of the Pittsburgh Bessemer Steel Company, Limited, who has spared no pains in collecting the desired samples and furnishing drawings and descriptions of the ingots from which the samples were taken. The following are the results obtained: Ingot No. 1. This ingot was about 5 feet long and 13 X 131/4 inches at the point of fracture, which was 2 feet from the bottom. The samples
