Zener's two-parameter theory of the y a reaction in Fe-X alloys is extended to encornpass austenite-stabilizing as well as fewite-stabilizing elements, and is then cottzbitzed with statistical thermodynamic theories of Fe-C alloys to permit development of a ther-modynamic description of the proeutectoid fewite reaction in Fe-C-X alloys. Equilibrium tielines are calculated for tile a + y rep'on from experimental data and frort extrapolations of the y/y +a equilibrium surface. Cotarison ofno- patitzoa free-energy changes and y/y i a curr,es in Fe-C-X alloys with the equilibrium 11al1es of these quantities in Fe-C alloys furnishes additional qualitative insight into the irqluence of allojling elements upon the kinetics of the proeutectoicl ferrite reaction. THE introduction of a substitutional alloying element, X, appreciably complicates calculation of the thermodynamics of the formation of proeutectoid ferrite from austenite. As noted in the preceding paper,' the positional entropy of the interstitial species is the principal component of the free energy of an interstitial solid solution with which theory has so far been able to deal. One would expect, however, that other components of the free energy of this type of solid solution may be significantly altered by the addition of a substitutional alloying element. Even if the assumptions are made, by analogy to the case of Fe-C alloys,' that changes in the positional entropy of carbon represent a significant part of the thermodynamic effects of an alloying element, and that the remaining effects can be taken into account by fitting the equations developed on this basis to experimental data on Fe-C-X phase diagrams or on the activities of carbon in alloyed austenite and ferrite, the experimental information available on either of these quantities is not yet sufficiently accurate or extensive, respectively, to make such an approach useful. An attempt made by Zener on the former basis to explain the effects of alloying elements on the thermodynamics of Fe-C alloys in terms of a temperature-independent "free-energy change" (actually enthalpy hane') required to transfer 1 mole of an alloying element from austenite to ferrite, in which the "free-energy change" was determined by fitting the theoretical relationships developed to Fe-C-X phase diagrams, thus proved inadequate in part because of deficiencies in the available ternary-phase-diagram data.= Other difficulties of a more fundamental nature, however, also indicated the desirability of a different approach to the problem.3y4y6 zener6 subsequently proposed that the free-energy change associated with y — a transformation in pure iron can be decomposed into magnetic and nonmagnetic components. Alloying elements were assumed to affect those components separately. One parameter was used to describe the quantitative effect exerted on each component. These parameters were evaluated from Ms (martensite-start) temperature data and from other experimental information usually either readily available or measurable with acceptable accuracy. Zener applied this treatment only to the calculation of Fe-X phase diagrams in which X is a ferrite-stabilizing element. In the present study, this treatment is extended to include austenite-stabilizing elements, and then combined with treatments previously considered for Fe-C alloys1 to permit calculation of the thermodynamic quantities of interest in the austenite - proeutectoid ferrite transformation in Fe-C-X alloys, where a number of representative, and commonly used alloying elements are chosen for X, including Si, Mn, Co, Mo, Al, Cr, and Cu. The results are used to explain important features of the partition of alloying elements between austenite and proeutectoid ferrite, as reported in a companion paper7 on the basis of electron-probe analysis, and to provide some additional understanding of the influence of alloying elements upon the kinetics of nucleation and growth of proeutectoid ferrite. Portions of this treatment6 have been clarified in the course of a review by Kaufman and Cohen.3 The consolidated summary of these developments with which this section is begun provides a basis for further clarification of the treatment, from which extension to include austenite- as well as ferrite-stabilizing elements is a natural consequence. MINAS DE MATAHAMBRE, S.A. is a Cuban mining corporation with mines located in the Matahambre district about 100 miles westerly from Havana in the Province of Pinar del Rio. The port of entry is the subport of Santa Lucia on the north coast of Cuba. The mines are located six miles inland at the town of Minas de Matahambre. Minas de Matahambre and Santa Lucia are connected by a 9-mile automobile road, and a 30,000-ft. Leschen aerial tramway. At the subport of Santa Lucia the company maintains docks, concentrate bins, tugs, lighters, and miscellaneous shipping equipment. The power plant of the company is also located at Santa Lucia. Connection between the power plant and the mine is effected by a 30,000-ft. transmission line. In the town of Minas de Matahambre are located the mines, concentrator, shops, and warehouses. The con-centrates are transported to Santa Lucia by the Leschen aerial tramway. The mines are equipped with three shafts, viz., Nos. 1, 2, and 3. (Fig. 1.) No. 1 Shaft is a three-compartment vertical tim-bered shaft and has reached a depth of 1825 ft. This is the present main hoisting shaft. No. 2 Shaft is a four-compartment vertical shaft lined with steel sets and native hardwood lagging. Certain portions where the ground is heavy have been lined with re-inforced concrete. Practically all production will be hoisted eventually through this shaft. No. 3 Shaft is a three-compartment vertical timbered shaft. It has reached a depth of 1090 ft. Its purpose is for prospecting, ventilation, and handling men and sup-plies through the north section of the mine.

The equilibrium of gaseous H20-H2 mixtures with liquid iron-columbium alloys in the range 0.2 to 2.4 pct Cb shows that the activity coefficient of oxygen is strongly diminished by Cb. The oxide in equilibvium with the melt is identified as CbO2. The equi-librium constant at 1600 deg C is [%Cb][fo. % 0]2 = 2.9 x 10-4 where log fo= —0.14 [%Cb]. The deoxidizing power is comparable to that of vanadium, COLUMBIUM (niobium) is finding increasing use as an alloying element in steel. It forms several stable oxides and is removed from the steel bath by oxidizing slags. The specific oxide formed in steel-making is not known although Sazanov snd Shvarts-man,' in their study of its partition between slag and metal, have assumed this to be Cb2O5 It is the purpose of this study to determine its deoxidation equilibrium at 1600°c, the nature of the oxide formed and the interaction between columbium and oxygen in the melt. The investigation was based on the reaction H2 + O=H2O; Kl=ph2o/(pH2[%O]) [1] in which 0 signifies oxygen dissolved in the liquid Fe-Cb alloy. The method and equipment of recent studies2,3 were utilized. In brief, the molten alloy, contained in a small crucible, is held in a controlled mixture of steam, hydrogen, and argon until equilibrium is reached. It is then cooled quickly in a stream of helium and analyzed for columbium and oxygen, the latter by vacuum fusion.4 The solubility of the oxide in liquid iron is determined by visual observation of scum formation on the surface of the melt. Crucibles of MgO proved unsatisfactory because of partial reduction at the metal interface. Pure A12O3 crucibles were heavily blackened by the melt and could not be used at high concentrations of columbium. Silica crucibles were more satisfactory but these introduced some silicon into the melt thus necessitating an uncertain but small correction for its effect on the activities of the other solutes. In silica it was possible to observe the scum formation when the melt became saturated and there was no apparent reaction between scum and crucible. The procedure for saturated melts was as follows. The alloy charge composed of electrolytic iron and columbium grain was melted and held at constant temperature. The gas ratio H2O:H2 was progressively increased by raising the saturator temperature until a point was reached at which a bright film appeared on the surface and covered it completely. This film could be dissolved by raising the temperature of the melt and it reappeared when the temperature was lowered. Under a partial film covering, utilizing bare areas for temperature measurement, the melt was brought to equilibrium with the atmosphere by holding at temperature for about 1 hr as suggested by Dastur.5 INTERACTION IN THE MELT Several experiments were made without columbium to establish a base in silica crucibles. The results are shown in Table I. Except for one run, they agreed well with Floridis1 comparable results in other crucibles. The value of log K1 is taken from Table I as 0.58. This is slightly larger than Floridis' result, probably because of less elaborate safeguards against thermal diffusion. Results obtained in the Fe-Cb-0 series in which no scum formed are shown in Table 11. The equilibrium ratio Kl is defined as ph2o/(ph2[%O]). It is related to the equilibrium constant K1 as follows:

THE mysterious Lake Erie price for iron ore, established each spring, determines the maximum price that will be paid during the following season for ore of Mesabi Non-Bessemer base grade. This price is impor-tant to the ore producers, but since most of the ore in the Lake Superior district is owned or controlled by consuming inter-ests, the really important question to them is not the price of ore but how much it will cost them to mine and transport their season's requirements to their furnace plants. However, a few million tons are actually sold each year, and considerable quantities are traded for mixing purposes, and the negotiations for these sales and trades usually begin with some reference to the Lake Erie price. There is no difficulty with the Lake Erie price itself or with the manner in which it is established, but the system prescribed for determining the values of ores that are not exactly base grade is incomplete. The Lake Erie price takes into consideration only the iron and phosphorus contained in the ore, but when the ore producer is negotiating a sale or trade, he is confronted by the fact that his ore must be studied and the price adjusted, not only on the basis of the iron and phosphorus analyses, as specified by the Lake Erie price, but also on the basis of silica, alumina, man-ganese, structure, etc. The vague and unsatisfactory methods used in making these adjustments bear some relation to the manner in which the ore is supposed to act in the blast furnace. The ore producer may not understand all of the idiosyncrasies of the blast furnace, but if the smelting-plant operators have a system more accu-rate than the Lake Erie price method for determining the relative values of different ores, why not pass this information on to the ore producers, so that they can make use of it and perhaps modify their practice in such a manner as to benefit both them-selves and their customers? There is a lack of understanding and appreciation between these two groups that may, to some extent, be unavoidable, but in the interests of efficiency and conservation rules that are more accurate and complete than the Lake Erie price method in use at the present time should be established for the guidance of the ore producers.

This paper discusses education and training for economic geologists other than petroleum geologists. Candidates enter economic geology through liberal arts colleges, engineering schools and university graduate study. Whatever their backgrounds, rigorous courses are desirable-now conceded in theory, but not adequately recognized in practice. Besides basic sciences (each studied long enough to give a fair comprehension of its basic tenets), a functional command of English and two modern foreign languages is needed, as well as a broad understanding of mining, milling and metallurgy. A year of economics and finance is recommended. Surveying and drafting are essential skills. Yet geology should be represented in each term; otherwise the initial enthusiasm for the science, once contact is broken, may never be regained. A five-year curriculum is thus designed to take care of all major requirements and culminate in the M. S. degree. This curriculum reduces "cultural" courses below the average liberal arts requirements, but this is regarded as necessary. The pursuit of "culture" is assigned, as in most engineering and medical curricula, to extra college years or extracurricular time. To avoid the danger of over-crowding the schooling, the Doctorate in geology is preferred wherever possible. Its two added years should permit wider professional education; more browsing in "cultural" pastures; due attention to broader social implications; and some training in the research now increasingly required of the mineral industry. "In-course" training through cooperation between school and industry is especially advocated. The Institute should take the initiative in stimulating this practice.

It has always seemed to me that there is a certain similarity between the work of the mining engineer and that of the doctor of medicine — each has very often to be governed in his actions by conditions which he cannot see. It is not necessary to detail the unseen conditions with which the mining engineer or geologist has to deal—the further extension of ore-bodies, the existence of new ones, the throw of a fault, the probable change in grade' or character of the ore with advance of the workings, are a few of the conditions which the mining engineer has to determine as well as he can from the deductions he is able to make from what he can observe. Just so the physician is often confronted with conditions that he can not observe. Probably less than half of human ills make a manifestation at the surface of the body from which definite and certain conclusions can be drawn. The diagnostician must observe various things and, from these observations in combination, conclude what his course should he to bring about the cure of the trouble. Both professions would be assisted immensely by any agency that would permit them to look below the surface, something that would make more certain the diagnosis which each is called upon to make. The physician has had such an agency since 1895, when Röntgen discovered the X-ray; which, by making possible shadowgraphs of the osseous portion of the human body, advanced immensely the diagnosis of bone lesions Later, with improvement in the technique and more understanding in the interpretation of what the photographic plate shows, other portions of the human anatomy could be examined and at the present time there is hardly an instance of internal disorder to which the aid of the X-ray is not called. Some organs are made opaque by administering mineral substances; in other cases, conclusions are drawn from barely perceptible shadows on the photographic plate. Generally the surgeon's knife is directcd with exactitude to the seat of the trouble and so not only is the difficulty revealed but the necessity for an exploratory operation is averted. The Mont Klahoyo magnetite deposit is located about 600 km (373 miles) northwest of Abidjan, Ivory Coast. During an exploration period ending in 1977 an international joint venture group investigated the deposit and proved reserves of 670 Mt (739 million short tons) grading 36% iron. The deposit occurs at the northeast end of the Baoubly-Kiriao chain of Precambrian iron formations with associated amphibolites, pyroxenites, and gneisses of the Liberian Shield. The ore body is represented by a highly metamorphosed banded quartz-magnetite iron formation with alternating beds of iron silicates and quartz-magnetite. Amphibolite-pyroxenites and sillimanite-cordierite-garnet gneisses form hanging and footwall rocks. The iron formation has been folded into an elongated, overturned 2-shaped major drag fold with axes trending and plunging approximately northeast. Beds are vertical or dip steeply to the southeast. The ore zone has an average thickness of 130 m (427 ft) and outcrops intermittently over a distance of approximately 5.5 km (3.4 miles). Based upon detailed studies of drill cores and the results of ore dressing test work, eight stratigraphic units, identified as K- 1 to K-8, are recognizable in the iron formation. Four interbedded units are low grade silicate zones (silicate facies) while the remaining quartz-magnetite units are oxide facies, representing the important Mont Klahoyo deposit ores. Ore-bearing "K" units are subdivided further into 11 ore types, based upon their specific lithologies, iron content, and concentration characteristics. Identification of these ore types proved particularly useful to mine planning and flowsheet design. A cap of oxidized material overlies the primary quartz- magnetite iron formation, but no enrichment has occurred. It is thought that the Mont Klahoyo iron formations were deposited chemically in a volcanic environment as a siliceous iron formation with volcanism the primary source of iron and silica. Metamorphism converted the siliceous iron formation to a coarse-grained, quartz-magnetite-silicate iron formation.

FROM the viewpoint of practical economic engineering the main value in studies of demand and supply lies in the information they give concerning the next movement of price. The title of this discussion is too comprehensive for detailed analysis and it will, therefore, be narrowed to the question of price measurement. The oil operator is interested primarily in net profits. Prices, costs and production determine them. Production is here used in its broadest sense. It includes refining and marketing. It is an operating problem. Prices and costs are economic considerations. Though costs are an important element of prices and profits, the subject is too large to be treated in a brief paper of this sort. In the long run, costs govern prices, but for the purpose of gaging prices in the immediate future the relationship of current demand and supply are more significant. Operating, expansion, retrenchment, sales and storage policies of oil companies are largely influenced by the feeling of executives concerning this relationship. The stockholders of companies whose executives are wrong may suffer. Investors who err in their judgment may likewise lose. On the other hand, oil companies and investors who appraise these factors correctly and move accordingly will profit. It is an important subject worthy of careful consideration.

The study of an entirely new series of alloys may be undertaken from a desire to obtain knowledge applicable to the perfection of industrial alloys, or merely to test certain theoretical considerations. In the case of antimony-tellurium alloys, the theoretical side only is at present important; but it is hoped that the results of this investigation may have some industrial value, at least indirectly, by furnishing one more example for comparison when studying commercial alloys. The statement is found in various places that antimony is isomorphous with arsenic, bismuth and tellurium; but very little experimental evidence has been offered in support of this assumption. All four metals crystallize in rhombohedra, and the ratio of the axes a: c is approximately the same—which seems to indicate, but does not prove, their isomorphism. The close association of these metals in minerals also seems to indicate that they are isomorphous. There are, however, certain differences in their properties which render this coriclusion somewhat doubtful, and it is therefore desirable that inde-

For a number of years the Bureau of Mines has been investigating certain problems relating to the blast furnace. In the course of these investigations it was desirable to measure, with the optical pyrometer, the temperatures occurring in the hearth of the furnace. Since no systematic measurements of these temperatures have been published a statement of the results may be of interest. The data given in this paper were obtained it thirty-two blast furnaces operated by seventeen companies; twenty of these furnaces were making iron, eight ferromanganese, and five spiegeleisen. The collection of this information was made possible by the cooperation of the American Manganese Co., Bethlehem Steel Corpn., Brier Hill Steel Co., Buffalo Union Furnace Co., Clinton Iron & Steel Co., Donner Steel Co., John B. Guernsey & Co., Jones & Laughlin Steel Co., E. E. This paper records the results of the earth resistivity surveys made in the Godavari River in connection with the Ramapadasagar project. After describing the topographical and geological features of the area, the results of the investigation at the several sites have been mentioned. Further, a detailed account has been given of the resistivity methods adopted, the apparatus used and the interpretation of the curves. The resistivity measurements carried out over the water course have been specially outlined, and a review of the verification of the electrical indications by drilling in a number of cases, has also been presented. Introduction The Government of Madras has under consideration the Ramapadasagar project which is estimated to cost some Rs.660,-000,000 (about two hundred million dollars). The most essential feature of this project is the construction of a high dam across the Godavari near Polavaram for impounding the waters of this great river of South India, whose maximum discharge is 2 million cu secs in flood time. It is estimated that when the proposed reservoir is constructed, about one million tons of rice could be produced annually under irrigation. To those who have had any acquaintance at all with the recent distressing famine conditions which India has passed through and is still undergoing, the Lounteous effects which this project will bring about to the country in the future, are obvious. In the region of the proposed reservoir, the river flows for several miles through a hilly tract, hemmed in between flanks of hard, solid rock; but the river bed is mostly sandy. A few bore holes put down in this sandy bed touched rock at a depth of 180 to 200 ft. The river bed is about jo ft above the mean sea level (m.s.l.) and the bedrock was found at —125 to —160 ft m.s.l. The crest of the dam is proposed at +162 ft m.s.l. The proposed dam mould therefore be about 120 to 130 ft above the river bed, and the foundations would have to reach down nearly zoo ft below the bed at the deepest part. A number of alternative sites were proposed for investigation, and it became necessary to quickly ascertain the bedrock topography at these sites. Dr. M. S. Krishnan,* who was consulted in the matter, furnished a detailed account of the geological features of the region and suggested a geophysical investigation which the writer carried out from February to April 1944, employing solely the electrical resistivity methods. The total length of the survey lines for the electrical measurements amounted to 62,600 ft and the number of resistivity determinations was about 2500. ISLAND Creek conditions are generally referred to as ideal; yet, as at all other properties, there are all known hazards of coal mining. The hardest of these hazards to combat is the human element. The basic thought in the minds of the management of these properties is to produce coal with the utmost safety, and it has impressed upon its supervisory force that it does not want a ton of coal unless it can be produced safely. This company has instituted a mine inspection department, which reports direct to the general manager, and all matters pertaining to safety come under the direction of this department. Through the medium of the inspection department, the management is kept in touch with the actual conditions existing in general at all mines. Inspections are made regularly and continuously; that is, at all times while the mines are in operation some sections of some mines are being examined. These inspections cover all active and inactive workings. Miners are con-tacted in their working places and other employees at their respective work. A thorough check is made to see that the state mining laws are complied with and that company safety rules are being observed. Night shifts receive the same attention as day shifts. All violations and dangerous practices are brought to the attention of the plant supervisory force with suggestions and recommendations; major hazards of emer-gency nature are taken up immediately with the management. Peri-odical inspections are also made of all tipples, preparation plants, dumping and hoisting equipment, to see that all machinery is properly guarded, and walkways and platforms properly fenced; conditions of equipment and mechanical defects are also reported. Reports of inspection are written in letter form and in such a manner as to give the management a picture-of the existing conditions at the time of inspection. Copies of inspection reports are forwarded; to the superintendents with the general manager's comments.

(Butte Meeting, August, 1913.) . THE manifold inconveniences resulting from the absence of a uniform standard of mass for determining the weight of precious stones have long been obvious. This lack has been keenly felt in commercial transactions, and those who have devoted time and research to the study of historic diamonds and precious stones have had frequent occasion to deplore the absence of such a standard in the past. In a paper read in Chicago in 1893, before the International Congress of Weights and Measures, held in connection with the World's Columbian Exposition, the writer suggested dividing the carat into 100 parts, and constituting a standard international carat of 200 mg. ; that is, 5 diamond carats or 20 pearl grains to a French gram, making 5,000 carats or 20,000 pearl grains to a kilogram. He also called attention to the fact. that while this would depreciate the present diamond carat or pearl grain only about 2.5 per cent., it-would abolish the troublesome discrepancies between the various carat-weights now in use, and could be easily explained and understood everywhere.1 The subject of the various diamond carats, their incongruity, and the resulting confusion as to the correct. weights of historic gems when definite records of them are searched for, has been fully treated by me in an extensive study of this subject in The Book of the Pearl.2 To the earnest and unremitting efforts of C. E. Guillaume, Director of the Bureau Internationale des Poids et Mesures at Sèvres, is largely due the eventual success of this eminently desirable reform, which he has constantly urged both by articles on the subject and by addresses delivered in Paris before the International Committee for Weights and Measures.2

THE gravity magnitudes obtained by means of observations with the Eötvös balance in the field are necessarily resultant or total effects due to all abnormalities of mass distribution, including even the effects due to the ellipticity and rotational motion of the whole earth. Since the object of the survey is to isolate the effects which arise solely from some particular subterranean feature, and to deduce therefrom the configuration and extent of this feature, the first step is to eliminate from the observed effects all those due to "disturbing" (i. e., unwanted) features, whether above or below the surface of the ground. The disturbing features have different characteristics, according to their situation relative to the center of the balance and to the horizontal plane through the foot of the balance, or station point; this diversity was recognized by Eötvös, who divided the total effects into so-called Normal, Terrain, Topographical, Cartographical and Subterranean effects. This classification has been adhered to by most subsequent investigators, but the writer prefers to employ the term "three-dimensional," which really indicates the essential character of the class of effect known as "Subterranean," at any rate from the standpoint of the computer of effects. Before disturbing effects can be eliminated, the features must be measured up or surveyed, whether by topographical, mining, or boring methods, and then the effects of each feature calculated and subtracted from-the total observed effects. After this the problem of interpreting the residual effects will itself necessitate the computation of the assumed feature, or even a series of trial features.

Soviet industrial expansion depends on coal as a source of power and raw materials for the USSR's metallurgical and chemical industries. Knowledge of the Soviet Union's coal resources and production outlook is essential for a critical evaluation of the Soviet industrial potential. Although there is considerable literature on the Soviet coal industry, no single source provides an authoritative study of how the coal industry functions and how well it per- formed its job. Soviet reports are singularly lacking in the precise data in terms that are comprehensible to a westerner. It is essential, therefore, to clarify the terms in Soviet parlance. These terms are not comparable to those in common use in the West and are the cause of most inaccurate results. Official Soviet data on labor productivity refer to a limited group of "production workers" while in the West all wage earners are counted. Statistics are based on unprepared or run-of-mine coal, whereas it is customary elsewhere to measure productivity in terms of marketable coal. Thus, many western publications, while diligently and accurately reporting published Soviet data, overstate the case, presenting an exaggerated picture of Soviet progress in coal production and technology. WHAT are the opportunities for the services of engineers in the coal mines? The best answer perhaps can be made by detailing the present lines of development in the bituminous coal mining regions. They are just at the beginning of a period that can be conservatively termed revolutionary. A few glimpses of new possibilities in economic mining that will reduce the cost of bituminous coal at the mines by at least one half have convinced almost everyone that a change must shortly come about. The cost of housing has become such a burden, especially in mountainous regions, that development which demands the hiring of more men and constructing more houses would not be profitable. The introduction of mechanical aids to mining, transportation and dumping suggests a way of obtaining a large tonnage with the same or a smaller number of men with no further house construction. At the same time the restriction of immigration has made it increasingly difficult to obtain men inured to hard labor. Modern civilization is not productive of muscular energy and at the same time it provides men who are not indisposed to the use of the mental effort required to direct the physical forces now available for the replacement of such energy.

THE anthracite-producing region is in the northeastern section of Pennsylvania, and has an area of approximately 484 square miles. It is divided geographically into three separate fields, known as the Northern, Middle and Southern. The Northern field, with Wilkes-Barre approximately at its center, is a basin about 60 miles long and almost 6 miles wide at its greatest distance across. Generally speaking, it may be said that the coal meas-ures in this field lie horizontally, or on slight pitches, and consist of from 11 to 19 veins of coal, varying in thickness from several inches to several feet. The intervening strata between veins may be composed of slate, clay, rock or shale, or a combination of several, and are sometimes very thin. This condition often causes a treacherous roof, therefore roof sup-port and the attending hazard of mining are problems of concern. The Middle field is made up of a number of small basins of not very great depth, and the measures, which are in like number to those of the Northern field, are varying inclinations running from nearly flat to steep pitches.

Early in 1917, it became evident, owing to existing and pending market conditions, that a substitute for crude petroleum must be found for firing the smelter furnaces. After a review of the plants then existing, it was deemed advisable to depart from their practice and to adopt the following described system of distributing pulverized coal to the furnaces. The principal advantages of the proposed system, which influenced this decision, were: (I) Equal safety; no pulverized coal is stored at the furnaces; (2) greater ease of operation, furnace fires being controlled by regulating valves in burner branches, as in gas firing; (3) better organization; all machinery, including pulverized coal feed, is under one roof, and the organization is separate from the furnace department; (4) greater cleanliness; all machinery is under vacuum; (5) greater flexibility of application, the coal and air mixture can be piped where needcd. The design of the plant is the result of the combined efforts of the local engineering staff and of the machinery manufacturers. Many new features were embodied in this design to insure greater safety, cleanliness, and efficiency of handling. After 14 months of continuous operation, the plant has proved entirely satisfactory. The building is of structural steel, covered with corrugated steel, with many windows and is painted light gray inside and out. The building floor is of concrete with ample drains to the sewer, and the building is equipped with fire and service water piping. Fig. 1 shows the east side of the building and the incline conveyor from the raw-coal bins. The plant is operated entirely by electric power. All alternating current is 550 volts, 3-phase, 60 cycles. The aim of this work was the preparation of nickel-steels from elemental metal powders by powder metallurgy techniques. It was known that plain carbon steels could be made from a mixtufe of iron powder and graphite and that the effect of carbon on iron in powder form was of the same nature as that produced in fusion metallurgy. The problem in making nickel steels from elemental powders consisted therefore in finding out whether sufficient diffusion of the nickel and other incidental metals . normally present in such steels could be induced in the solid state to modify the properties of plain carbon steels made from powders and produce the beneficial effect of alloying. The composition selected originally was that of an S.A.E. 2330 steel. Metal powders, in the proportion correspending to that composition, were mixed with graphite, pressed, and heated at different temperatures for different periods of time, to produce bonding of the metal particles and mutual diffusion of the various elements without melting. Temperatures up to 1325°C and sintering periods as long as 6 hr were first investigated because it was expected.that such conditions would produce maximum diffusion with an accompanying improvement in the properties of the alloy. It was found that, although diffusion proceeded to a large extent under the conditions investigated, it would not be complete unless sintering were carried out at a high temperature for much longer than 6 hr. Relatively high temperatures and long sintering times are objectionable from a practical point of view, particularly when a low COSt material is to be produced, because they necessitate the use of special, costly equipment. Work could be done to improve the diffusion of iron and nickel by changing conditions other than the sintering temperature and time, that is, finer primary or alloy powders could be used. However, a marked change in the properties of the steel had been observed even with only partial diffusion. It was thought, therefore, that instead of trying to improve the diffusion, advantage might be taken of its incompleteness to produce a special structure consisting, in the unquenched condition, of a hard constituent, rich in nickel, dispersed in a tough pearlitic matrix. Steels with such a structure, not readily obtainable by fusion, should have desirable mechanical properties. Besides, it should be possible to prepare them from elemelltal powders under economical conditions. This latter alternative was therefore adopted for the second phase of this work. This report is divided into four parts: I. General Procedure. 2. Effect of Sintering Temperature. 3. Effect of Varying the Nickel Content. 4. Effect of Alloying Elements. General Procedure The general technique of cold pressing as used in powder metallurgy was applied.

Although the work on which this paper is based was carried on by the writer as Special Commissioner of the Petroleum Department of the Mexican Government, the opinions expressed are only his personal views for which the Mexican Government can in no way be held responsible. Notwithstanding that the appointment covers all phases of the so-called petroleum question, as the one question of immediate importance was that relating to taxation, it was decided to devote all the time to this phase of the work. The present report has been divided into two closely related parts, the first dealing with the production and marine transportation of Mcxican petroleum, and the second, with the Mexican taxation on petroleum and its products. The writer wishes to acknowledge the loyal cooperation rendered by Mr. M. C. Ehlen, who had charge of the statistical work, and by Miss S. Stern and Messrs. E. P. Heiles and J. E. Morrissey. The aim throughout the work has been to pave the way for a thorough understanding between the Mexican Government and the oil operators and to present a true and clear statement of facts relating to the questions at issue. Mexican Oil Fields Development The salient features in the development of the Mexican oil fields may be summarized as follows: 1901. First commercially productive well in Ebano field. 1902. Tehuantepee field came in; Diaz Government granted concession to Pearson & Son on practically all Federal lands along the Gulf of Mexico. 1907. First producing well in the Furbero field. 1908. Dos Bocas well caught fire, advertising tremendous productivity of Southern oil fields of Mexico.
