In order to conduct intelligently the sampling of copper of various forms and grades, solid or in molten furnace-charges, a knowledge of this subject is essential. Yet figures and tests have been persistently withheld from publication, and the books at our command give us little or no information in this regard. This gap in our copper-literature has led to a series of experiments, the results of which are given below. Nearly all gold- and silver-bearing copper, destined for shipment, is cast into the form of bars or pigs. For the sampler, the question arises, Does copper, so cast, remain homogeneous ? If it does, sampling should present no difficulties; but, from experience, we know that this is not the case, and we are thus led to study the behavior of the precious metals arid impurities in copper when the latter changes from the molten to the solid state. For the purpose of the experiments here described, all available grades of copper were selected, and all of them mere subjected to the same conditions, an important requisite for proper comparison. The molten copper obtained directly from reverberatory- and blast-furnaces was cast in a cast-iron mould, the sides and bottom of which were 1 inch thick, and would, therefore, give the copper a fair length of time to chill. The inside dimensions of the mould, and, consequently, of the block of copper obtained, were: length, 10 inches; width, 9 inches; and depth, 5 inches. BlANKS 8 in. long were cut from the as-received bar stock and austenitized at 1560° F for 1 hr, oil quenched, tempered at 1140°F for 1 hr, and water quenched. The heat-treated blanks were machined into tensile specimens which were subsequently used for the straining operation. Some of the tensile specimens were temper embrittled at 900°F for 24 hr and air cooled prior to or following the straining operation. The specimens were strained in tension up to 5 pct total strain (elastic plus plastic) either at room temperature or at 900°F. The reduced sec- tion of the tensile specimen employed was 5 in. long and 0.600 in. in diam. This size specimen was sufficiently large to permit two standard Charpy impact bars to be machined from it. One group of specimens was temper embrittled at 900°F for 24 hr under stress of about 20,000 psi applied with a hydraulic tensile testing machine. Approximately 0.34 pct plastic strain occurred during this treatment. A comparison of series "A" and "B" data in Table I at 0 pct strain, reveals that the steel was rather highly susceptible to temper embrittlement, the embrittling treatment causing the transition temperature to rise 165°F. The copper industry in the Province of Katanga, in the Belgian Congo, which is now controlled and operated by the Union Minére du Haut Katanga, had its inception many years ago in the vision of a Scotsman, Robert Williams, now Sir Robert Williams, Baronet. He it was who personally negotiated the mineral concession with King Leopold of Belgium, sent in the prospecting parties who located most of the present mines of the company, later arranged for the Belgian participation from which the present company was formed, and has been its active mentor ever since. The idea back of his efforts was the establishment of an industry on the Congo-Zambezi divide, of sufficient importance to draw up to it the head of the Cape to Cairo Railroad, the dream of Sir Cecil Rhodes, and the consummation of which he had left as a legacy to Mr. Williams, his successor. The reports of the prospecting expeditions showed that copper in profitable quantity was there, but many difficulties lay in the way of the establishment of the infant industry. The isolated location of the mines, various tribal wars, the Boer War, and many other factors contributed to making progress very slow. However, in spite of these difficulties the railroad was finally built and a blast-furnace plant erected at Lubumbashi, near Elisabethville, the capital of the Province. Operations of this plant were started in 1911, treating high-grade oxidized ores and producing pig copper by a reducing smelting. Production has been continuous since that time and the company has grown so that at present it ranks as the largest individual copper producer in the industry. It is a fitting monument to the foresight, optimism and driving force of its founder, and the progressive policies of his Belgian colleagues. In January, 1914, the Union Miniere du Haut Katanga engaged as its consulting engineer, Archer E. Wheeler, metallurgical engineer, at that time general superintendent of the Great Falls plant of the Anaconda Copper Mining Co. Mr. Wheeler was commissioned by the Board of Directors to proceed into Katanga, and make all necessary investigations to enable him to report on a comprehensive development program, and to recommend a scheme of treatment particularly for their low grade

DuRing the summer of 1919, the late Dr. Henry M. Howe, then Chairman of the Division of Engineering of the National Research Council, organized a committee to obtain a better insight into the behavior of carbon steels under the influence of various treatments by a proper control of the time and temperature factors. During part of 1919 and 1920, work in connection with this investigation was carried on at Dr. Howe's laboratory at Bedford Hills, N. Y. During 1921 there was an enforced hiatus in the work, occasioned by the illness which resulted in Dr. Howe's death in 1922. At that time one of the present authors compiled the results of the work which had been done and this was published in 1923.' Following the publication of this work, it seemed desirable to carry on in the same manner an investigation of steel of C 0.75 per cent., which steel had not been as fully treated as had the other steels of C 0.34 and 0.52 per cent., used in the published work. Furthermore, certain unusual results have been obtained in the treatment of C 0.52 per cent. steel by quenching and drawing, and repetition of this part of the work seemed advisable. This has been done during the past year at the School of Mines and Metallurgy of the University of Missouri at Rolla, Mo., by a cooperative undertaking of the School and the Bureau of Mines, working in conjunction with the Committee on Heat Treatment of Carbon Steels of the National Research Council. The present paper is a report of the results obtained in this work.

Introduction. THE Georgetown mining district is located in Deerlodge county, Mont., about 20 miles west of Anaconda. It lies along the divide between the headwaters of Warm Springs creek, draining eastward, and Flint creek, flowing west and north through the Philipsburg valley. The actual divide is formed by Cable mountain, a narrow ridge running north and south, terminating to the south in low hills overlooking Georgetown lake, and to the north in a high, rugged plateau that falls off to the west to the wide valley of Flint creek. Oil the eastern, or Warm Springs, slope of Cable mountain is the Cable mine, with the Hidden Lake mine a few miles north. On the western slope is the Southern Cross group, with smaller mines, the Twilight, Cincinnati, Red Lion, and Big Bill, at intervals to the northward. The Georgetown mines lie in the hills south of Cable mountain; the Philipsburg mines, of which the Granite Mountain, Bimetallic, Hope, and Trout are the chief, form a separate group to the north, overlooking Flint Creek valley and Philipsburg. (See Fig. 1.1) The region ranges in elevation from 5,000 to 9,000 ft. It is, with the exception of the lower valleys, well timbered with small fir and pine, although Cable mountain and the higher summits to the northward rise slightly above timber line. The main valleys have the smooth contours of glaciation, and their mouths are frequently choked with morainal deposits.

The problems of slope stability in open cast mines are examined. A criterion, the instantaneous stripping ratio, is suggested for use in the design of pit slopes and as an index of control at all stages of the exploitation of the orebody. This criterion may also be related to safety and to the maximizing of profits. Two approaches to safe design of slopes, one from the point of view of soil mechanics and the other from the point of view of rock mechanics, are described and critically compared. The effect on slope stability of the regional tectonic stress field is discussed. Explanation is given of the application of the Terzaghi effective stress concept to problems in both soil and rock environments, including possible effects when borehole deformation techniques are used to measure stresses in rock in situ. A company embarking on open cast mining is faced with two basic questions: 1) will the venture be profitable and 2) can it be carried out with safety? The two questions are obviously interrelated because both depend upon the slope angles adopted for the pit. The cost of open cast mining depends largely upon the stripping ratio, defined as the volume of overburden that must be removed to the volume of ore recovered. The steeper the slope angles, the more favorable the stripping ratio, but the stability of the slopes, and therefore the safety of men and materials in the pit, require that the angles be made relatively flat. Consequently, the design depends upon a compromise: the slopes must be steep enough to result in economical mining and flat enough to ensure safety. Today there is a world trend towards deeper mining by open cast methods. This is mainly due to the higher cost of underground mining and the lower cost of open excavation resulting from the introduction of large modern earth and rock-moving machinery. Deeper open cast mining has led to a very great increase in the volumes of wasted overburden, and much thought is being given to the considerable economic benefits which would result if pit slopes could be made steeper by even one or two degrees. The result has been an increasing interest in research into slope stability problems in the expectation that the application of scientific principles will provide solutions leading both to economies and to more predictable operation of the mines. In at least four places, the U.S., Australia, Western Germany and Southern Africa, comprehensive investigations are at present in progress, and it is the object of this paper to review some of the more important aspects of these programs. RELATION BETWEEN ECONOMY OF OPERATION AND SLOPE ANGLES The main object of any industrial enterprise in a free economy is to make a profit. In mining, where profits must be made from a wasting capital asset, a further definition of the profit motive is imposed, namely that the economic aim should be to maximize the total possible profit. But since profits deferred for a number of years are not as valuable as profits that are immediately available, it is usual to discount deferred profits at some rate of interest which reflects their current or present value in the hands of the investor. Thus, in mining the logical aim can be defined more closely still: to maximize the present value of the total future profits. In commercial terms the present value represents the market value of the operation as a going concern. Many factors enter into the forecast of current and future profits. They include the volume of production, the price of the salable product and the cost of production. Current profits can be estimated with reasonable accuracy by the operating engineers; but it is the task of economists and management to assess future trends in the mineral markets and in the economy as a whole, and together with the engineers, they can then estimate the future cost and profitability of the mining operations. In open cast mining, the rate of ore production once decided on remains a virtually constant factor unless a major change in the capital structure of the mine is made. The increased strength of a polycrystal-line metallic aggregate compared with that of its individual crystals generally has been associated with complex stress distributions at the grain boundaries resulting from atomic irregularity between grains. This disregistry, together with the necessity for adjacent crystals to deform compatibly regardless of the single crystal crystallo-graphic strain mechanism, complicates this mechanism so as to increase the metal's resistance to deformation. Although Taylor1 has shown from purely mechanical considerations the requirement for at least five active slip systems to absorb the complexities during the homogeneous deformation of polycrystalline face-centered cubic metals, experimental studies by Barrett and Levenson2 indicate that this is feasible only in a qualitative sense because of deviations from homogeneous deformation. Seitz and Read in their review3 state: " Unfortunately . . . present knowledge of the grain boundary influence is not sufficient to complement the work in single crystals and provide us with a good foundation for treating polycrystals." The purpose of this investigation was to attempt to clarify the gap between single crystals and crystalline aggregates by an analysis of the effects of dcformational stresses. Some of the results were described by C. H. Mathewson in his 1943 Campbell Memorial Lecture.zl Previous Investigations Since the performance of single crystals deformed under pure stresses has been relatively thoroughly investigated, the most significant researches are concerned primarily with deviations from single crystal behavior of large grained specimens. Qualitative grain boundary effects involving the observed amount of slip werc reported by Carpenter and Elam5 in 1921. Individual crystals in a two or three grained aluminum specimen deformed by tension acted in the normal manner described by Taylor and Elarn4 except for marked modifications at the grain boundaries. There the power to withstand deformation was considerably increased, leaving a ridge on the specimen where decreased slip occurred, often noticeable yi in. from the boundary. Adcock,6 Yamaguchi,' Seumel, Hirstg and others have also reported this phenomenon as a qualitative trend. Yet attempts by O'Neill'o and Ljunggrenll to measure a difference in hardness at grain boundaries in undeformed specimens were unsuccessful. Miller12 measured quantitatively the reduction in slip near the boundary between the single crystal and polycrystalline areas of zinc specimens. These effects consisted of two parts: I. ROSWELL H. JOHNSON:-There is one reason why the hydrostatic interpretation of gas pressure is not wholly acceptable. As we go clown in the sands we seem to get excesses of gas. Particularly in this field it becomes excessive in quantity relative to the amount of water in the sand. If this holds in other fields as well it must mean that there has been an ascension of water, because these sedimentaries when laid down, were filled with connate water. If we do get an ascension of connate water, produced by some such phenomena as its expansion by heat or by the formation of new gas by pressure upon organic materials at great depth, we can hardly expect the pressure to be controlled merely hydrostatically. * In reply to Mr. Wheeler's inquiry as to gas wells with pressure higher than hydrostatic pressure, I would cite the original wells given by Orton on which he based the hydrostatic theory. He used in his calculation a head of 600 ft. above tide, assuming the outcrop of the Manitoulin Islands to be in Lake Superior, whereas the Trenton does not outcrop at Lake Superior. The Manitoulin Islands are in Lake Huron, the level of which is 580 ft. above tide. No allowance is made for the lower density of the fresher water near the outcrop, the weight taken for the whole column being the water of high density found at the wells.

During the past five years, the mining industry has been subjected to new operating constraints that are unprecedented in number, scope, and urgency. The industry must operate in a safer, cleaner manner, yet produce more without large price increases. Compliance with any new sweeping legislation is always difficult-and particularly so in today's adverse economic climate, which is being aggravated by the steady stream of environmental control and tax-reform programs. In effect, while government is unwittingly but surely undercutting the country's productive capabilities, it blames industry for the resulting failure to meet consumer demand. Any such real or alleged failure then brings heightened bitterness from Congress. During the recent energy shortage, for instance, threats of nationalization were ventilated in public along with proposals to abolish the mineral depletion allowance.

IN Polk County, Florida, the mining of raw phosphates began some 50 years ago with dredging operations on the Peace River, and in other near-by places by removal of shallow overburden with negroes and wheelbarrows, or with mules and scrapers, and the excavation and screen-ing of deposits found close to the surface. There were many individual operations of comparatively short life. Later steam shovels removed the overburden, and still later hydraulic methods were substituted for the steam shovel. Within the last 10 years large electrically operated drag-lines have almost entirely replaced hydraulic mining for overburden removal. The matrix is still mined by hydraulic giants and pumped to the washer or recovery plant. The many small operations have long since disappeared and the most desirable phosphate lands have gradually been acquired through purchase or merger by the seven companies that are operating in the field today. These companies are producing and selling about 2,000,000 long tons of phosphate per annum, or about two-thirds of what the industry likes to think is the normal output, with 1929 and 1930 in mind. To produce these 2,000,000 long tons of raw phosphate, they mine and treat about 1,000,000 tons of tailings from older and less efficient opera-tions, about 11,000,000 tons of matrix, and remove from above this matrix some 22,000,000 tons of overburden. The mining practice that has made possible the excavation and handling of 34 million tons of material to win but 2 million tons of merchantable product, selling for probably an average of only $4 per long ton when dried, should be of interest to the mining profession, though little has been written of it. The Florida Pebble Field, as it has come to be known, comprises an area (Fig. 1) within a radius of about 18 to 20 miles centering around Mulberry in Polk County, a small town 30 miles east of Tampa, Florida's largest port on the gulf coast.

A serious disagreement as to the effect of titanium on the hardenability of steel exists in published references to this subject. Kramer, Hafner and Toleman reported1 that acid-soluble titanium decreased the hardenability, with multiplying factors less than unity according to Grossmann's system for calculating hardenability from the composition. Crafts and Lamont, on the other hand, showed2 how titanium increased the hardenability, with multiplying fdctors up to nearly I.; for about 0.1 per cent titanium, though reducing the hardenability with higher titanium. Their data, however, were obtained almost exclusively from steels containing more than 1.4 per cent manganese, and thus should be considered as applying mainly to manganese steels. Likewise, the results of Kramer, Hafner and Toleman regarding titanium are subject to the limitation that although they eliminated the effect of the insoluble titanium compounds from their calculations, they did not make a similar correc- tion for the carbon that was combined with titanium and therefore occurred in a similarly ineffective form. It is suggested by the literature referred to that titanium may have different effects on hardenability, depending on the mode of its occurrence in the steel. The different effects on strength, ductility, etc., have already been discussed by the author.3 In the present discussion some comparisons, on the basis of hardenability as revealed by the Jominy end-quench test, are given between three titanium and two non-titanium steels heat-treated in the same ways, and between other titanium steels heat-treated in several different ways. Comparison of Plain-carbon, Vanadium and Titanium Steels The five steels used for these experiments were cominercially melted and rolled products received in the form of 1.5-in. rounds from three different mills. Their analyses are given in Table I. Steels 2, 3, and 4 are from the same basic electric heat1 containing 0.009 per cent of phosphorus and the same amount of sulphur. ONE of the most common technical terms in the U. S. today is automation-a word not listed in the 1946 dictionary. The influence of automation on the national economy has been tremendous. It has even been the subject of congressional investigations. Automation, writes Aronson, substitutes mechanical, hydraulic, pneumatic, electric, and electronic devices for human effort and decision? Automatic devices and instruments are used extensively in some industries, but many others have yet to take full advantage of these great discoveries. The petroleum industry has been a leader in using automatic controls-some refineries are almost completely controlled by automatic devices. The field of geophysics is entirely dependent on instruments and has progressed at almost exactly the same rate as improvements in instrumentation. In metallurgy and mineral dressing use of instrumentation is increasing very rapidly. Mining engineers throughout the country are beginning to think in terms of instruments and controls.

It has been estimated that the value of the mineral products of the United States is about $2,000,000,000 a year; that about $25,000,000 is expended annually for explosives and that about double this sum is paid in wages where blasting is done. The value of the mineral products does not adequately express the importance of the industry involved in the excavation of rock and ore because of the enormous sums of money expended in tunnel driving, in quarries, and in open-cut excavation generally. We know that the Catskill Aqueduct in the neighborhood of New York, which is now nearing completion, has cost some $165,000,000 and that about one-third of this may be rated as rock excavation. These illustrations are given in order to call attention to the great importance of an industry the extension and development of which in our industrial life depend so much upon the economics of rock drilling. Reference has been made to the new Catskill Aqueduct. There are three aqueducts leading into New York, each built at periods separated by some 20 years of time. The first one, known as the Old Aqueduct, conveys the waters of the Croton river to New York City in a manner which reminds one of the old Roman aqueducts, the ruins of which are still in evidence. The engineers who laid out these old conduits sought to direct their lines around the hills and into the valleys, at all times avoiding the rock. When it was necessary to cross a river or a deep ravine, a bridge or causeway was constructed. High Bridge, over the Harlem river, is an arched masonry viaduct differing in no essential features from the aqueducts of the Romans. When the second Croton Aqueduct was built, about the year 1890, the art of drilling rock had been so far perfected, and the use of explosives, through the invention of dynamite, had become so general, that this waterway was planned and executed on straight lines, following rather than avoiding the rock. Ground control problems in sublevel caving become evident as the rock pressure increases with depth. Recently, a finite element analysis of the stability problem of the sublevel caving method was completed by the author. This paper summarizes the results of stress analysis in sublevel extraction drifts under different field stress conditions by using linear elastic and nonlinear elastic-plastic finite element modeling techniques. A critical stress concentration will occur in the uppermost sublevel drifts beneath the caved area or blasted ore area. During the blasting and drawing cycle, a tensile and shear failure condition could develop in the center extraction drift when it would be mined last. Under a high horizontal stress field condition, almost all tensile stress in the back of the extraction drifts will be eliminated and only slight yield can be seen in the floor of the extraction drifts. Compared to the cases under the stress field where vertical stress is the dominant factor, the total yielding zone will be greatly reduced because of an in- creasing horizontal stress field with depth. However, it is predicted that the center of each ore column side will experience excessive shear stress that probably will result in ore failure. The two major conclusions drawn from this study to improve the overall stability of sublevel caving are: (1) the drift width must be carefully controlled and an appropriate stoping sequence selected; and (2) the sublevel caving method can be used in deep min

Several years of rock-burst research conducted by the U.S. Bureau of Mines in cooperation with the mining companies of the Coeur d'Alene mining district, Idaho, in addition to progress made by others throughout the world, have led to a good understanding of the rock-burst problem. This paper describes conditions which have caused specific bursts, present capabilities of detecting stress buildup and bursts, control methods, and a suggested approach to analyzing any individual mine-burst problem. A rock burst is the sudden, violent release of stored strain energy in rock by some mechanism of rock failure, generally accompanied by expulsion of rock with consequent damage to the mine. A burst may be audible for only a few hundred feet, or on the surface it may sound like a sonic boom miles away. The Jeffrey mine of the Canadian Johns-Manville Co., Limited, is in the town of Asbestos, situated approximately 100 miles northeast of Montreal and about the same distance southwest of Quebec, in Richmond County, Quebec. Mining operations were started in 1881 on outcrops on a hill, as a side-hill cut, followed by a second and third cut. This development was the forerunner of the present large open-pit operations, the mine now ranking as the largest open-pit asbestos mine in the world. Operations were first carried on by hand, then by horsepower and later by stem cableways. By 1924 the derrick spans, 2000 ft. or more long, became unwieldy. To overcome this, and also to eliminate hand labor as much as possible, steam shovels and railroad haulage were introduced. The steam shovels were replaced in 1928 by larger electric shovels of the full-revolving type. The Ore Body The ore body is a serpentinized peri-dotite rock mass. The chrysotile fibers form a network of veins throughout, varying from microscopic width to two or more inches measured across the veins (Fig. I). The Jeffrey mine of the Canadian Johns-Manville Co., Limited, is in the town of Asbestos, situated approximately 100 miles northeast of Montreal and about the same distance southwest of Quebec, in Richmond County, Quebec. Mining operations were started in 1881 on outcrops on a hill, as a side-hill cut, followed by a second and third cut. This development was the forerunner of the present large open-pit operations, the mine now ranking as the largest open-pit asbestos mine in the world. Operations were first carried on by hand, then by horsepower and later by stem cableways. By 1924 the derrick spans, 2000 ft. or more long, became unwieldy. To overcome this, and also to eliminate hand labor as much as possible, steam shovels and railroad haulage were introduced. The steam shovels were replaced in 1928 by larger electric shovels of the full-revolving type. The Ore Body The ore body is a serpentinized peri-dotite rock mass. The chrysotile fibers form a network of veins throughout, varying from microscopic width to two or more inches measured across the veins (Fig. I). In the course of my professional work in China during the fall of 1907, I had an opportunity to visit the iron-ore mines at Ta-yeh in Hu-pei province (long. 114O 50t E., lat. 30' 20t N.). It occurs to me that a rescript and discussion of my notes taken at that time should be of interest, particularly as supplementing the exceedingly interesting recent paper of Thomas T. Read on The Mineral Production and Resources of China.' Ta-yeh is situated near the right bank of the Yangtze river. The mines are at an average distance of about 16 miles from the river-port Shi-hui-yao, which in turn is some 70 miles SE. of Hankom. The ores are shipped to the works of the Han-Yeh-P'ing Iron & Coal Co. at Hanyang, as also very largely to the Japanese government iron- and steel-works at Wakamatsu, Japan. Smaller qnantities have been exported to the Pacific coast of the United States. These ore-deposits have been briefly noticed in a number of publications, but, so far as I know, Mr. Read's description, in his chapter or1 the iron-ores of the Chinese Empire,2 contains the first attempt to define their geological character. In his more recent paper Mr. Read follows very closely the text of his earlier description. To quote briefly from the recent paper, he says : " The iron-ores at Ta-yeh .... lie along the contact between a marble and an intrusive body of a dark-gray syenitic rock." He refers to a figure which exhibits in plan, but not in section, the relative positions of the syenite, ore-bodies, and limestone. The contact is seen to trend approximately E-W., with the syenite on the north and the limestone on the south.
