Allan Gibb, Mount Perry, Queensland, Australia (communication to the Secretary):—In drawing conclusions from his observations, Mr. Van Liew has apparently overlooked the reduction in weight that takes place in the content of the converter. The percentage-compositions of the matte, etc., are not directly comparable for determining the rate of elimination of the impurities; and, in the absence of exact weights (which in such an operation could not be obtained), it is necessary to determine the relation between the impurities and the copper with which they are combined at various stages, in order to get data that are comparable. Owing to a portion of the copper being removed in the slag, etc., the weight of copper in the converter is not a fixed quantity, but.it is sufficiently approximate to permit very reasonable comparison. The analytical data given by Mr. Van Liew, reduced to this basis (a ratio between the impurities and the copper with which they are combined), are shown in the table on page 958. From this table it will be evident that Mr. Van Liea's conclusions as to the source of heat at digerent stages are not quite correct. During the first 10 minutes, no iron is scorified, the heat being derived from the oxidation of the sulphur, of which 7 per cent. of the total is removed in this time. Prom

This is a story of progress through research, invention and innovation-progress that made a small mine in Missouri into a large and prosperous corporation. The St. Joseph Lead Co. was founded in Borne Terre, Missouri, in 1864. At that time, the mine consisted of a narrow trench eight feet deep; the mill was a hand-operated jig; and the smelter, a charcoal oven with a sloping hearth. During the first year, production was suspended for two months because of an invasion by the Confederate army. There have been few interruptions since that time.

G. Derge—With the development of this last weapon, there is not much of a chance for hydrogen. It is certainly a very interesting paper, and it gives us more confidence in sampling liquid steel for hydrogen than we have ever had before. This satisfactory work gives considerable confidence to all of the chilled methods of sampling which should be more or less successful depending upon the degree of chilling obtained. J. T. MacKenzie—How do you handle a nonmagnetic specimen in that device? D. J. Carney (authors' reply)—I left that out in going over the analytical procedure. For the 18-8 steel, what was done was to get some iron wire which was degassed. One turn of wire was made around the sample; it was inserted into the analytical apparatus, and that was enough to allow the magnet to pull the sample and drop it in the furnace. Other methods could be devised for this apparatus to do the same thing. This was just a quick method. C. E. Sims—This method of sampling and analysis is very ingenious, and the results obtained attest to a satisfactory degree of accuracy. It was noted in the paper that the samples are satisfactory only when there is a complete absence of pipe. This should be empha- sized, particularly in view of the fact that they are cut off under water. Some reservations are held in regard to the adequacy of the method of sample storage prior to analysis. Cooling on dry ice undoubtedly slows down the rate of diffusion to a marked degree, and it obviously suffices when the analysis is made within a few hours. All of the samples, except some of high-nickel steels, were analyzed within 12 hr. It is still unknown how long this method would be safe. In the work at Battelle Institute, it was impracticable always to start analysis within 12 hr for various reasons. Some samples did not reach the laboratory for several days, and some were held as long as a month before analysis. During this period, they were held over mercury, and the gas evolved at room temperature was collected and analyzed. It should be mentioned that both the mercury and the container must be kept very clean.

THE experimental work herein described is presented in support of the following broad hypothesis: Conditioning of metals and metallic sulphides by amine collectors involves metathetic reaction at the solid surface between the collector and an oxidized metallic compound, to produce a coating comprising an amine-bearing compound of low solubility in the system. The type of reaction is different in acid and in basic solutions; both types may occur simultaneously in near-neutral pulps. EXPERIMENTAL The experiments comprise contact-angle tests with a variety of metals and metallic sulphides and extraction tests on ground chalcocite. Contact-angle tests were made principally on metals. Covellite paralleled metallic copper in amine solution at pH 8.8 (Table 3) and in alkaline water, but maintained an angle of about 70° in 10-3 HCl solution, where metallic copper lost its angle. The tests with anionic collectors (Table I) indicate that the behavior of metals in general is parallel to that of their minerals in anionic solutions. It is believed that this is generally true with cationic collectors also, but the covellite test is a warning against a broad assumption to this effect. All test specimens were mounted in Transoptic.* All tests in conditioning solution were preceded by a test in distilled water; cleaning and polishing were continued in every case until the angle in water was zero. Subsequent transfers into and out of solutions and test cells were made in such a way as to prevent exposure of the surface to air.1 The amine used was primary laurylamine, Armour and Co., AM-1120. It was used in the form of the hydrochloride, obtained by precipitation with gaseous hydrochloric acid from an ether solution of the amine, and purified by two recrystallizations from ether-alcohol.2 Inorganic and other test reagents were standard laboratory grades. [ ] Temperatures were not controlled; the probable range of test-solution temperatures is 65° t0 80°F.

INTRODUCTION The economy of the Philippines, like that of many other developing nations, has been severely strained by the rapid escalation of imported crude oil prices over the past decade. In an effort to reduce its dependence on imported crude, significantly increased emphasis, both in the public and private sectors, is being placed on the rapid development of Philippine coal resources. This paper is designed to present an overview of the Philippine coal industry, its historical development, present status, and future potential. COAL RESOURCES AND RESERVES In 1977, a British consulting firm collated all available data on Philippine coal resources and estimated the total coals potential at about 0.9 to 1.4 billion metric tons (mt). In 1981, using more recent data the Philippine Bureau of Energy Development (BED) estimated the potential at 1.7 billion mt. The BED estimated the proven coal reserves at 257 million mt. These coal resources are scattered throughout the major islands comprising the Philippine archipelago. However, about 52 percent of the currently proven reserves are located in the tiny island of Semirara between the islands of Mindoro and Panay. About 25 percent is located in the Cagayan Valley in northeastern Luzon while 13 percent is located in Mindanao. The remaining 10 percent is scattered in the islands of Cebu, Samar, Mindoro, Negros, Polillo, Batan, and Catanduanes. The bulk of Philippine coal is sub-bituminous in rank. Some bituminous coal with coking properties has been reported in Malangas, Zamboanga del Sur in western Mindanao, and in Catanduanes, but the exact tonnages have not been accurately established. It is believed, however, to be at most 5 million tons. A little semi-anthracite coal exists in Malangas with the remaining unmined reserves estimated at a little more than one million tons. Table 1 shows the quality ranges of Philippine coal deposits.. Figure 1 shows the distribution of known Philippine coal resources PHILIPPINE COAL PRODUCTION In 1981, total coal production was 330,720 mt. Though modest by world standards, this was the highest production figure in Philippine coal mining history. This came from 25 mines, mainly small scale underground mines of capacities varying from 10 to 100 tons per day (tpd). The actual production capability was about 800,000 mt in 1981, but the producers had to scale down production to the level of local demand. Even then, some 50,000 tons of coal remained unused by year-end. The 1981 production came from the following areas: Cebu 224,751 mt (68%) Zamboanga del Sur 57,095 mt (17%) Semirara 13,222 mt (4%) Polillo 17,132 mt (5%) Cebu has always been the main source of Philippine coal production. Coal mining has been carried out in Cebu for the last 50 years, although it has been characterized by a very crude mining technology. Due to the limited size of coal deposits and complicated geology, however, Cebu's share of the total national production is expected to go down to only 10 percent by 1985. Except for Semirara's open-pit production, the balance of Philippine coal production comes from underground mines. These underground mines generally use room-and-pillar methods, except for those at Zamboanga del Sur and Polillo which use modified longwall methods patterned after those used in Taiwan. Due to the much higher mining recovery, most underground mines are now planning on switching to longwall. At Semirara, an open pit mine is now being developed for a one million ton per year capacity by 1984, and will then be the largest Philippine coal mine. While present earthmoving work is done with bulldozers, loaders, and trucks, the main coal extraction equipment will be bucket wheel excavators imported from Austria. PRESENT COAL UTILIZATION Existing coal production is sold mainly to coal- fired cement plants and power plants. The balance is sold to a sugar central, a coconut oil mill, a food processing plant, and two plants producing carbide and ferro-silicon alloys.

During isothermal recrystallization, the rate of grain growth in dilute Fe-hlo alloys decreased rapidly with increasing Mo content, up to -0.04 at pct, and less rapidly therea-fter. Rate of growth also decreased sharply with time at constant temperature. The observed rates of boundary migration did not cor,espond to predictions of the Lucke-Detert theory. It is proposed that the growth of recrystallized grains is inhibited by clustering of solute atoms at inzperfections in the unrecrystallized matrix. It is now firmly etablished" that the rate of re-crystallization of cold-worked metals, i.e., the rate of growth of recrystallized grains into the deformed matrix, is greatly inhibited by the presence of alloying elements in solid solution. The effect is greatest with the first very small quantity of alloying elements, and additional increments cause much less pronounced retardation of growth. The early papers on this subject were reviewed in Ref. 6. The mechanism of retardation of growth is not clear; only one theory, due to Lucke and Detert? has been advanced. This assumes an elastic interaction between grain boundaries and solute atoms which tends to increase the concentration of the latter in the grain boundaries. Except at very low solute concentrations or at high temperatures, the mobility of the boundary is assumed to be controlled by the rate of diffusion of the accompanying solute atoms. Abrahamson and Blakeney2 have noted a correlation between "recrystallization temperature of binary alloys of iron and the number of d-shell electrons in the solute atoms. There is need for considerably more experimental data on the effect of solute elements on the rate of migration of grain boundaries into the deformed matrix, to provide the basis for an understanding of the annealing process in metallic solid solutions. Only a start has been made in this direction. To avoid unnecessary complications, alloys in which precipitation does not occur should be used, but to produce the maximum effects it is desirable to select alloys with a large difference between the sizes of the atoms of the solvent and solute. For these reasons, alloys of iron and molybdenum sen for this study. MATERIALS AND PROCEDURES A 30-lb. ingot of iron and four similar ingots of Fe-Mo alloys were vacuum melted in magnesia crucibles and poured into cast-iron molds. The molybdenum contents were planned according to the results of Abrahamson and Blakeney2 sothattwoalloyswould fall in the region of rapid change of recrystallization kinetics with change in composition (0.006 to 0.015 and 0.030 to 0.045 at. pct Mo) and two alloys would fall in the region of gradual change (0.18 to 0.24 and

I HAVE now the duty—the very pleasant duty—to perform, of presenting to the Hon. Abram S. Hewitt the Bessemer gold medal for distinguished services to the iron and steel trade. When this matter was brought under consideration in London it was well known that, as Mr. Hewitt would be the first to acknowledge, there is more than one man in America upon whom we would gladly have cm ferred this distinction, and to whom this merit might be justly at tributed ; but Mr. Hewitt has been long known to our distinguished members on the other side of the Atlantic as one of the most active minds in the investigation of new methods of manufacture, and one of the most enterprising metallurgists on this side of the Atlantic. Well, gentlemen, we proposed to Mr. Hewitt that he should receive this gold medal, but I think it is quite right, and is his due, that I should state that he at once declined to receive it; and he declined in a manner which rendered it impossible to any one but very per sistent friends and very obstinate Englishmen to refuse. When we heard that our American friends had conferred once more upon Mr. Hewitt the distinction of President of the American Institute of Mining Engineers, and particularly with reference to our contem plated visit, and when we heard that he had been elected unani mously to that position, we felt that we had received the stamp of approval from this side. Gentlemen, as I said before, Mr. Hewitt has long been known to many of us in England as an advocate of scientific education. A report which he made of the metallurgical products at the Paris Exposition in 1867 was one of the matters which drew very clearly and distinctly the attention of the English iron and steel trade to the necessity of further improvement in our technical education as to iron and steel; and it was one of those beginnings which led ultimately to the foundation of the Iron and Steel Institute. NUCLEI that are formed during the recrystallization of a grain following plastic deformation generally have orientations that differ from the original. This aspect of recrystallization may be described in terms of orientation changes. It was shown previously, in an investigation on recrystallization in silicon ferrite,1 that the observed orientation changes were highly improbable on a chance basis, and that some mechanism must be involved. Analysis showed that the data could be satisfactorily classified into the smaller of two subclassesf of the 36 third- order twin transformations. No attempt was made at that time to classify the data within the special class of 12 third-order twin transformations, although results did indicate a greater probability for some of them to occur. A classification of this type would be more valuable, of course, with more data on orientation changes per old deformed grain. The present work fulfills this condition to some degree and also extends the scope of the investigation to include the effects of original orientation and the amount of plastic deformation. The effect of original orientation is of considerable interest because of the known effects of orientation on plastic deformation, particularly with regard to degree of fragmentation and the formation of de- formation bands, and because the orientations produced by deformation should influence the orientations obtained through recrystallization. Barrett and Levenson2 reported that single crystals of iron deformed in the range 82 to 97 per cent could be put into three general classes; namely, crystals in class I maintained a reasonably sharp single orientation, those in class 2 transformed into two distinct orientations, and those in class 3 changed into a large number of major and minor orientations. Something similar would be expected for silicon ferrite crystals, and verification of this for a few cases of types class I and class 2 deformation has been reported elsewhere3 for single crystals of silicon ferrite cold-rolled in the range 10 to 20 per cent. As an example of class 2 deformation, it was shown that a crystal of silicon ferrite cold-rolled in a {110} plane in a < 100> direction developed two layers, or deformation bands differing in orientation. When this happens it is possible to etch away one band and leave a single structure for use in studying the orientation changes that occur during recrystallization. when preferred crystal orientations are obtained in recrystallization, it is notparticularly necessary to evaluate groups of common orientation, as was done previously (ref. I, Table 6); but an

Airborne respirable dust levels on longwalls can be reduced if operators approach the dust control problem in a logical and fundamental manner. This can be accomplished through the proper application and continued use of effective dust control techniques. The Bureau of Mines is currently assessing the effectiveness of longwall dust control techniques in use today to provide mine operators with guidelines for selecting the most appropriate control technology. This paper presents a fundamental approach to the problem of shearer dust control. Three dust control techniques to be discussed are: deep cutting/increased pick penetration for reducing the amount of respirable dust generated; drum water sprays/improved water supply system to suppress the amount of airborne respirable dust; and improved external water spray system, the “shearer-clearer, "to push the dust close to the face. The techniques have been evaluated infield trials and have been shown to be both practical and effective in applications to control shearer generated dust.

VERY few studies of the aluminum-sodium system have been reported. Heycock and Neville1 were unable to detect any solubility of sodium in liquid aluminum. Mathewson2 prepared an equilibrium diagram consisting of two horizontal lines at the melting points of the two metals. He was unable to detect solubility at either end of the system. Scheuer3 first developed a method for the chemical determination of sodium in aluminum and then studied the solubility of sodium in liquid aluminum. His method involved heating aluminum with excess sodium under hydrogen until the two liquids were at equilibrium, chilling the melt, and analyzing the aluminum-rich layer. He reported the solubility to be 0.l0 pct sodium at 700°C, 0.115 pct at 750°C, and 0.128 pct at 800°C. This paper on the aluminum-sodium system is the twenty-first in a series from the Aluminum Research Laboratories describing equilibrium relations in aluminum alloy systems. MATERIALS The alloys for this investigation were prepared from electrolytically refined aluminum (99.99 pct) and sodium of reagent quality conforming to specifications of the American Chemical Society.4 Chemical analysis of the aluminum showed the following impurities: 0.002 pct Si, 0.002 pct Fe, 0.002 pct Cu, <0.001 pct Mn, 0.002 pct Mg and 0.001 pct Na. The sodium content of all alloys was determined by either chemical or spectrographic standard procedures5 No. IIA and No. SII respectively. DETERMINATION OF LIQUIDUS The boundary of the miscibility gap was determined by a modification of the method of Scheuer3 and of that used by Henry and Cordiano.6 As finally developed the method was as follows: A fused alumina crucible 25 mm id with 75 mm depth and 1.5 mm wall thickness was placed on the bottom of a container made from a 4-in. length of 1 ½ -in. iron pipe and pipe caps. The space around the sides of the crucible was filled with 40 mesh crystalline alundum. A charge of 60 g of aluminum and 10 to 15 g of sodium was placed in the crucible, the sodium first being trimmed and rinsed with iso-pentane to remove kerosene. The container was tightly capped, filled with argon (99.6 pct pure), and heated to the desired temperature (between 670 and 800°C). A positive pressure of argon (about 8 mm of mercury) was maintained through a small pipe to the upper cap. After soaking for from 2 to 5 hr, the container was quenched by directing a stream of water onto the base, so that solidification of the aluminum-rich layer was rapid and essentially unidirectional. The perusal of Mr. Willard P. Ward&apos;s " Notes on the Behavior of Manganese to Carbon," presented at the Washington meeting of the Institute in February, 1882, has suggested further reflections on the same general topic, and has led to the preparation of the present paper. The same observation that Mr. Ward has put on record in his "Notes" was also made by myself at about the same time (in August, 1875), and under almost the same conditions. From a blast-furnace that was very hot, as was the furnace mentioned by Mr. Ward, I obtained a pig-iron containing about fifteen per cent. of manganese, gray in color, and very tough. It could be pulverized, but could not be cut with the chisel. I analyzed this iron and found that it contained, as I had suspected,a large amount of silicon. From this fact I drew the conclusion that the silicon had deprived the manganese of its power of dissolving carbon, since the latter, instead of occurring in the pig in combillation, appeared as graphitic carbon. I thus saw reproduced on a large scale, and demonstrated in a visible way, the property that Colonel Caron, a French scientist, had discovered in silicon,—the property of obstructing the process of hardening in steels by keeping the carbon in the graphitic condition. An attentive study of the conditions under which the phenomenon observed by Mr. Ward takes place led me to go back to operations of synthesis, and to make as I wanted them pig-irons containing varying quantities of silicon, manganese, and carbon. An iron, thus prepared, was intended to serve me as a chemical reagent in the production of steels cast without blow-holes, such as my lamented friend, Mr. A. L. Holley, has introduced and made known to the United States. THE Cerro de Pasco Railway Co., owned and operated by the Corporation, is a common carrier whose chief functions are transportation of ore and concentrates from the mines at Cerro de Pasco to the smelter in Oroya, and haulage of coal from the coal mines at Goyllarisquisga to the coal washery at Fundicion. Connecting with the Peruvian Central Railway at Oroya, the C. de P. Railway maintains joint, daily freight and passenger service from Lima and the port of Callao to Cerro de Pasco, terminal of the C. de P. main line and gateway to the Huanuco Valley. Extending from Oroya to Cerro de Pasco the main line is a standard-gauge roadbed of 70-lb. rail, 132 km. long with a maximum compensated grade of 2.25 per cent and a curvature of 16°, climbing from an elevation of 12,272 ft. above sea level at Oroya, lowest station on the line, to 14,208 ft. at Cerro de Pasco. The highest point reached by the C. de P. is on the coal branch at Alcacocha where the rails are 14,385 ft. above the sea.

ALTHOUGH there have been some developments during the last five years which have had far- reaching and important bearing on lead smelting, it cannot be said that any basic principles of pyrometal-lurgy have been discovered. Eighteen or twenty years ago the Dwight & Lloyd sintering machine was intro-duced and literally turned the roasting end of lead smelting upside down. There has been nothing com-parable to the advent of the sintering machine during recent years. Actual blast-furnace practice today is slightly, if any, better than it was five years ago ; although immeas-urably better than it was twenty to thirty years ago. Some tell us that as far as cleanness of slags is con-cerned, it is no better today than in the days of the old Romans. The metallurgist of a generation ago did very good work, considering the equipment he had available. It is true he was working with the cream of the ores, the clean oxides and carbonates and the low-zinc sul-fides. He was troubled very little with high zinc and selected his type of slag according to preference of -some authority such as Eilers, Iles, Raht, Hahn, etc. As these free-smelting ores were depleted the complex ores were encountered, and the metallurgist gradually discovered that he had to forget the old type slags and run a slag according to the percentage of zinc on the charge. I believe it is now universally agreed that SiO2 and CaO must be lowered and FeO raised in a slag as the ZnO increases. The ratio of these variations is practically uniform and can be relied upon over wide fluctuations of the determining element, zinc. These "bastard" slags, as they are sometimes inappropriately designated, are actually in daily use, and the metallurgist of today has been forced to adopt certain standards, as a guide to successful operation. These slags practically refute the old Eilers&apos; theory that all good slags are chemical combinations of SiO2 with FeO and MnO, and CaO and MgO. Eilers&apos; and the other type-slag theories were based upon the assumption that a good slag must con-form to a definite formula, such as 3 (FeO)2 SiO2 + 2 (CaO)2 SiO2 or 2 (FeO)2 SiO2 + 2 (CaO)2 SiO2 which respectively figure 31.3 and 36 per cent SiO2. The SiO2 was supposed to remain constant even with the entrance of impurities such as Zn and A1,0? into the slag. The increasing amount of impurities, espe-cially Zn, soon discredited the theory, for in actual practice the slag failed to run freely.

This paper describe; open pit studies where blasting damage introduced in the remaining rock has been investigated. Results from two open pit mines are described and discussed. Parallel performed laboratory experiments, where simulated blasting damage has been introduced into samples before shear strength testing took place, are also reviewed. These studies are tied together in order to throw some light upon how the blasting damage influences the slope stability. A mathematical model is also described which will make it possible to optimize the blast design for a specified damage zone in the rock mass.
