IN a recent survey of the literature, the author has found evidence incompatible with prevalent views regarding the technical cohesive strength and yield strength of metals. Some of the evidence regarding the technical cohesive strength was presented in a previous paper,21 and views were presented that are believed to be in better accord with the evidence. In that paper, it was shown that the technical cohesion limit (contrary to prevalent views) varies with the combination of principal stresses,† and that the influence of plastic deformation on the technical cohesive strength is not in accordance with prevalent views. In this paper, consideration will be given to both the technical cohesion limit and the yield stress as affected by the combination of principal stresses. Evidence will be presented that the variations of the yield stress and the technical cohesion limit with the combination of principal stresses are not in accordance with prevalent views. Consideration will also be given to ductility and work-hardening capacity, which depend on the initial difference between the technical cohesion limit and the yield stress. By the "technical cohesion limit" is meant the mean stress at actual or potential* fracture. An example of a technical cohesion limit is the "true" breaking stress of a tension-test specimen, the breaking load divided by the sectional area at fracture. The cohesion limit thus obtained for a ductile metal, however, has been greatly altered by the plastic deformation. It is important to consider the cohesion limit of the metal prior to this deformation, and the variation of the cohesive strength with plastic deformation. The relation between the cohesion limit and the corresponding flow stress† determines the ductility of a metal and the energy that it will absorb before fracture. In this paper, as in the previous paper,21 tensile stresses will be viewed as positive and compressive stresses as negative. The algebraically greatest principal stress will be designated S1, the least principal stress will be designated S3, and the intermediate principal stress will be designated S2. In the previous paper, attention was confined to stress combinations with two of the principal stresses equal (with the intermediate principal stress S2 equal either to S3 or S1). In this paper, consideration will also be given to the effect of stress combinations with all three principal stresses unequal. It has been demonstrated in previous work1'2 that wetting of aluminum alloys by liquid mercury can cause fracture to occur with substantial suppression of prior plastic flow. This has been interpreted as the action of a critical liquid species in reducing the cohesive strength of a stressed solid at sites of potential crack nucleation. In this way the critical transverse stress for fracture nucleation is reached at much lower stresses than is normally the case. The stresses for both fracture nucleation and fracture propagation are depressed by the same mechanism. In so doing the plastic-energy component of fracture energy is reduced to a level which is of the same order of magnitude as the surface, interfacial, or cleavage energy. Recent work2 has illustrated the influence of dispersed precipitates, cold work, and combinations of these on brittle fracture associated with plastic strains of the microyield order of magnitude. This has been rationalized in terms of the contribution of internal microstress fields to the stress magnifications at points of obstruction of active slip bands in a stressed metal. The presently reported studies on an Al-4-1/2 pct Mg alloy amplify this subject by introducing thermal-mechanical conditions which can produce strain aging. As amply demonstrated by Phillips, Swain, and borall, the tensile behavior of aluminum alloys containing magnesium reveals a yield-point elongation and successive discontinuous elongations over the whole plastic-strain range. This gives a stepped or serrated character to the stress-strain diagram. The yield-point elongation is not temperature-dependent. On the other hand, the discontinuous extensions in the plastic-strain range are gradually suppressed by lower temperatures of testing. At -78"C, only the yield-point elongation persists. The yield-point elongation itself can be suppressed by rapid quenching to room temperature from an annealing temperature of 500°C. The argument presented by Phillips et 1. and Cottre114 is that the yield-point elongation derives from surmounting at a critical stress the restraint to slip by grain boundaries which have been reinforced by appreciable magnesium-atom segregation. The serrated character of the plastic-strain range is the result of rapid strain aging during the test. This is made possible by the inevitable proximity of magnesium atoms to any dislocation line. In the Al-4-1/2 pct Mg alloy there is one magnesium atom for every twenty-two aluminum atoms and, with a coordination number of 12, a magnesium atom is on the average only about two atomic distances from any given lattice site. Rapid strain aging is therefore a reasonable expectation. A study of mercury embrittlement of the Al-4-1/2 pct Mg alloy (commercial designation 5083) provides an opportunity to relate the interplay of grain size, grain boundary restraint to slip and strain aging in the brittle-fracture process. One lot of commercial sheet material of 0.125-in. thickness was used for all of the tests. The specimen shape and test procedures used were the same as those described in a previous publication.2 A range of grain sizes between 0.0057 and 0.0125 mm was produced by various combinations of plastic prestrain and annealing. The coarsest grain was somewhat elongated in shape. In this case the measurement was taken in the direction transverse to the axis of tension as more meaningful to a brittle-fracture process. In the annealed condition, specimens wetted with mercury failed with zero permanent elongation at stresses slightly below the normal yield point, i.e., stresses at 0.05 to 0.2 pct strain. Since this occurs before yield-point elongation can begin, fracture derives from slip contained within individual grains and restrained from propagating across grain boundaries. No significant difference in wetted fracture stress was observed between specimens which had been water-quenched or furnace-cooled from the annealing temperatures. ALTHOUGH everybody is familiar with coal, few persons have an exact idea of, the great impor-tance of this precious fuel. Coal is the black bread of industry. Without it, industrial activity is much restrained; and so the great industrial countries of Europe and the United States of America are the great producers of coal. The 1913 production of coal in Belgium was 22,842,-000 tons, valued at 418,700,000 fr., nearly a half billion. In 1919, it was 18,483,000 tons, about 81 per cent. of the production before the war; in 1920, it had reached 22,414,000 tons, approximately the production before the war. To show the importance of coal production of Belgium, let us say that the coal industry employed 168,000 workers in the year of 1920, the metallurgical industry only 129,000 and the textile industry 103,000. The coal industry, then, employs the greatest number of workers. The value of the coal production in 1919 is estimated at 1,121,000,000 fr. On the basis of the production before the war, the value of the production of iron in 1919 would have been 701,000,000, of finished steel 1,086,000,000, and of zinc 415,000,000; therefore, in 1919 the value of the coal industry was greater than that of the metallurgical production.

THE method usually employed in accurate determinations of sulhur in pig-iron and steel is to treat a weighed sample of borings in a flask with muriatic acid, and to pass the gaseous products through an alkaline solution of lead or silver, which precipitates all the sulphur of the sulphuretted hydrogen in the form of sulphide of lead or silver. The sulphide thus formed is subsequently oxidized by aqua regia, bromine, or other oxidizing agent, and the sulphuric acid formed precipitated in the usual way by chloride of barium. I have substituted for the alkaline metallic solution, a solution of permanganate of potash in the strength of one gramme of permanganate to 200 cubic centimetres of water, and find that it gives results quite as accurate as those obtained by using an ammoniacal solution of silver. By the employment of the permanganate it will be readily seen that there is considerable saving of time and work. In order to test the accuracy of the method, six samples of pig-iron borings were weighed out (about six grammes each) and treated identically

INTRODUCTION The two prior Seeley W. Mudd books on mineral economics devoted their final chapters to themes having to do with the future. In 1932, the last chapter in Mineral Economics8 was "The Future Value of Mineral Property" by J. R. Finlay. Both the first edition (1959) of Economics of the Mineral Industries7 and the slightly revised second edition (1964) closed with "Minerals and Man's Future" by Zay Jeffries. We are not inclined in this third AIME volume on mineral economics to ignore the tradition of the prior volumes. Moreover, it always is fitting and proper to close a book about the mineral industries by examining in a rather general way the challenges and uncertainties that are perpetually strewn in our path as we pick our way into the future. Unlike its predecessor volumes, which were written to acquaint the nonspecialist with the economic characteristics of mineral resources and to provide data about the mineral industries, this edition was also designed with the mineral economics student and practicing specialist in mind. Thus it is anticipated that it will be both a reference as well as suitable for use as a textbook. Consequently, this closing examination of our changing perspectives about mineral resources devotes some space to the past events and current status of mineral economics as a field of study. The fears and forecasts of the past can be a perceptive and usually deflating way to begin an examination of the future. As we look up and down the track of time from the 1975 platform, we find that many of the past views of the future were transient in character, others were imperfect in their prognosis, while others were based on fears that now seemed unfounded. But down through the years some of the observations or expressions of concern have a persistency which perhaps reflects some elemental characteristics of mineral resources. On these "truths" rest our contemporary understanding of the economics of the mineral industries. The uncertainties and priorities for the next 25 or more years, not surprisingly, have a somewhat different mix than those that seemed most compelling to our predecessors in 1932 or 1959. So it is appropriate that we review how the perspective of the mineral economist has changed over the span of a half century. In light of the particular interest of AIME on the role technology must play, it is fitting that we close with some observations on that topic. (communication to the Secretary): Mr. Howe remarks (nuns., xxiii., 656) that, running through my paper, there is a tacit assumption that there is a constant and known relation between the coarseness of the grain of steel and its quality. The above assumption was not made tacitly. On the contrary, it is based upon the very experiments embodied in my paper. Indeed, most of those experiments were undertaken with that end in view, i.e., to ascertain the existence of such a relation. Mr. Howe calls attention to the fact that of two pieces of manganese-steel, originally from the same bar, the coarser-grained showed the greater strength and ductility. INTRODUCTION The primary tool which is available to improve the stability of an open pit mine at a given slope angle is control of groundwater pressure. This paper sets out the methods by which water pressure control can be achieved in large mines in different materials. The emphasis of this paper is on large mine slopes because. these slopes exhibit the greatest need for groundwater control, the greatest economic benefit from groundwater control, and the greatest technical challenge in achieving groundwater control. STABILIZATION USING MTER PRESSURE CONTROL Groundwater pressures reduce the stability of slopes in two fundamental ways, as shown schematically in Figure 1. In the example, a horizontal failure surface intersects a vertical joint or weak zone. Water pressure acts: o On the base plane to reduce the normal force on the sliding surface and hence reduce frictional resistance to sliding, and o On the vertical back plane, to create a driving force for the system.

The Ebliden Company, originally entering the field of mining with the workings of the gold-copper-arsenic deposit at Ebliden, commenced zinc benificiation at Kristineberg in 1940 and lead mining at Laisvall in 1943. During the three last decades a number of mines has been developed for production, Today the Mining Division of BOLIDEN produces ore from 22 mines, operates 7 ore dressing plants and produces: [ ] Over two thirds of the lead contents are treated in the lead smelter of the company at Ri6nnskarsverken. The other part of it is sold abroad. The zinc content of the lead concentrates is recovered from the lead smelter at Ri6nnskarsverken. The zinc concentrates are shipped abroad to European smelters in Norway and Germany. Today BOLIDEN has its plants in the northern and the middle parts of Sweden. Figure 1. Straight lead ore, lead-zinc ores, lead-zinc-copper bearing ores and complex lead-zinc-copper and pyrite ores are treated in local and central plants with a capacity of 8.600 tpd. BOLIDEN also operates the low grade copper ore at Aitik at 7.000 tpd.

A brief paper on this subject (which might readily be made to, fill a volume) is suggested at this time by several considerations, among which may he named the meeting of the Institute on the borders of Ontario, not far from some of the mining undertakings which are hereafter mentioned ; the mineral developments made in the Province quite recently ; the highly creditable collection of most of the minerals of Ontario, for the first time got together, and exhibited this year at Cincinnati, in the Centennial Exhibition of the Ohio Valley ; and, finally, the recent appointment, by the Government of Ontario, of a Commiesion to inquire into, and report upon the mineral resources of the Province, and the best means to be adopted for their development. The Province of Ontario has no Department of Mines or official geologist, to take note, and keep record, of mining and mineralogical development and discovery. Within the last few years some valuable statistics have been collected by Mr. A. Blue, the Deputy Minister of Agriculture; but recently a desire has risen on the part of the people to obtain further knowledge of these subjects, and the government has appointed a Commission, the report of which is expected to be issued in part, if not in completed form, this winter.

ATLAS shaft was sunk to explore at depth a portion of the eastern end of the dry belt, or silver belt, of the Coeur d’Alene mining district. The Atlas mine is a mile east of Mullan and is on the south side of the Osburn fault. Equal partners in the venture are Hecla Mining Co., Newmont Mining Co., New Jersey Zinc Co. and Atlas Mining Co., the financing being equally shared by Hecla, Newmont, and New Jersey Zinc. As outlined the project had as its goal deep exploration of prominent structures developed in the Atlas in upper levels. Plans called for deepening the shaft from the 800 level to the 2400 level with subsequent drifting, crosscutting, and diamond drilling on the 2400.

Geological Relations. In his second report upon the Geology of Alabama, Prof. M. Tuomey calls attention to a rock occurring near Florence, in the Tennessee valley, the composition of which is as follows: Per cent. Carbonate of lime,.. .. .. ..16.41 Phosphate of lime,.. .. .. ..14.19 Peroxide of iron,.. .. .. .. .36 Quartz and other insoluble matters,. .. ..68.72 99.68 This rock was referred by Prof. Tuomey to the Carboniferous, because he found the Carboniferous limestones always resting conformably upon it, whilst both rest uncomformably upon the underlying Silurian or Devonian rocks. The recent discovery in Tennessee of phosphate-rock of this age (or approximately so) has stimulated the search in Alabama for similar rich material; but our search has been, up to this time, unrewarded by the finding in quantity of anything of better quality than the rock whose analysis is given above. It is, however, in high degree probable .that the rich phosphaterock of Tennessee will at some time be found to have its counterpart in Alabama. Materials of several kinds, containing a notable quantity of phosphoric acid, have been found in Alabama in both the Cretaceous and the Tertiary formations, and for our present purpose they may be most conveniently considered in their geological relations.

RECENT contributions to the literature relating to the problems of coal mine management have discussed the pros, and cons of unionism among the miners as bearing upon the immediate problems of the industry, but have devoted singularly little thought to the underlying causes, and the fundamental reasons. for the remarkable growth of union sentiment among the miners, a growth paralleled only in the case of the railroad workers. It is all very well to revile their organization, its obvious stupidity and stubbornness, its multitude of economic and social crimes, but it is also well to realize that there have been deep-seated causes for all these things, causes that, while operating in all industries and amongst all workers, have in none of them found the optimum conditions for development such as exist in the coal mining industry. The rise of the United Mine Workers of America to a position of importance in the industry synchronizes roughly with the introduction of short-time operation; of course seasonal shutdowns and slow-time working have always been evident in our bituminous fields, but these evils have grown steadily worse since 1895 and the U. M. W. of A. has grown steadily stronger; yet short-time operation alone cannot account for this tremendous growth for, witness the signal failures that have always attended the attempts to organize the harvest workers, the fruit packers and other highly seasonal workers.

A comprehensive investigation has been undertaken to clarify how pellets are affected by alkali circulating in the blast furnace. The investigation has been performed with acid and basic pellets in a special furnace. Experiments were carried out to ascertain the influence of potassium on swelling and reducibility when added at different stages of reduction. After that, the significance of the quantity of potassium added in the hematite stage was studied. A parallel experiment with sodium as the alkali component was also con- ducted. Besides these vaporization experiments the effect of alkali on softening and reduction characteristics at high temperatures was investigated. The results showed that alkali always increases swelling, especially when added in the hematite stage. The addition of alkali increases reducibility of acid pellets during reduction from wustite to 70 % reduction. The softening temperature is significantly lowered by the addition of alkali and is, in any case, lower for acid pellets than for basic pellets. The microscopic studies showed that alkali ferrites can be formed irrespective of the influence of alkali on the slag phase.

A STUDY of the structures arising from the decomposition of the a solid solutions in the Cu-Zn and the Cu-Al systems is of peculiar interest in the study of the mechanism of precipitation from solid solutions. It is possible in these alloys, by varying the composition within the ß field, to precipitate from the same basic lattice phases having different lattice structures. It has been rather generally assumed heretofore that the type of structure originating from the decomposition of a solid solution-the Widmanstätten structure-is determined by the lattice structure of the parent solid solution alone. In the first paper of this series1 evidence was advanced which threw doubt upon this hypothesis; but definite proof of the correctness or incorrectness of the hypothesis should be forthcoming from a study of these alloys, for if the structures originating, for example, from the precipitation of the a phase from ß and of the -y phase from the ß in the Cu-Zn system should be shown to be crystallographically different, the hypothesis would necessarily be held as definitely disproved. Furthermore, the newer proposal enunciated in the first paper of this series-that the origin of the Widmanstätten structure lies in a cooperation between the lattice of the parent solid solution and that of the precipitate-which at present seems the only alternative hypothesis, would in such an event be given added weight. The work here reported shows that the Widmanstätten structures originating in the precipitation of the a phase from the a and in the precipitation of the -y phase from the ß in the Cu-Zn system are indeed crystallographically different; and incidentally presents some new descriptive information on the Widmanstätten structure from a more general point of view.

THE Tom Reed Extension and Big Jim mines of United Eastern Mining Co. are situated in the Oatman district, Mohave County, Ariz., about 28 miles southwest of Kingman, the nearest railway point. Articles descriptive of the mine surface plant, mill construction, and plant operations have been written by Otto Wartenweiler1, the designing engineer; Wheeler 0. North,2 when he was assistant general manager for the company, and Earle M. Bagley, mill superintendent.3 The last article covers average costs for the full time the mill was operated. The geology of the mines is described by F. L. Ransome4 of the United States Geological Survey. Production was started in January,. 1917, and the known orebodies were exhausted in May, 1925, showing a life of seven years and five months. On account of the comparatively short life and the fact that stoping operations were confined to two orebodies, little experimenting was done with mining methods. The two orebodies were in what is generally called the Tom Reed-United Eastern vein, which occupies a fault fissure having a normal displacement of several hundred feet. Seven or eight very productive ore shoots were mined along this vein in a distance of 1 ½ miles, the two worked by the United Eastern being 1 mile apart. The maximum dimensions of the Tom Reed Extension ore shoot were height, 750. ft.; length, 950 ft.; thickness, 48 ft. The vein structure varied from a solid quartz-calcite filling to a series of parallel stringers separated by andesite. From this body, 511,976 tons of ore were mined. (Fig. 1.)

Stanley D. Michaelson retired in 1976 as chief engineer, Metal Mining Div. and director of the Engineering Center for Kennecott Copper Corp. An active consultant on mining and metallurgical assignments, Mr. Michaelson is also currently adjunct professor of mining engineering at the University of Utah. He received his B.S. degree in mining engineering from Lehigh University in 1934 and an honorary E.M. degree from the Montana School of Mines in 1961. Mr. Michaelson received AIME's Robert H. Richards Award in 1962 and was named a Distinguished Member of the Society of Mining Engineers of AIME in 1975. He has served as a Director and as a Vice-President on the AIME Board of Directors and is a Past President of the Society of Mining Engineers. He became an Honorary Member of AIME in 1978.

The First Conference of the Powder Metallurgy Committee convened in the East Foyer of the Hotel Waldorf-Astoria, New York City, at 9:45 a.m., on Feb. 21, 1944, Mr. John Wulff, General Chairman, presiding. THE CHAIRMAN.-In behalf of the American Institute of Mining and Metallurgical Engineers I welcome all members and guests to this conference on Powder Metallurgy. We hope that this meeting will give expert and novice in the field a chance for discussion. Unfortunately, the subject has been overemphasized by some, and, of late, severely criticized by others. We have here today powder producers, fabricators, and engineers of different viewpoints, who can make the meeting a success. Such success depends not only on the caliber of the papers presented but more so on the discussion. To give you time for a free exchange of views, the papers have been shortened purposely. With the hope that you will all benefit by this conference, I shall turn the meeting over to the Chairmen of the morning session, Mr. Roland P. The term "segregation," as here used, means the separation of certain natural resources into groups, consisting of one or more members, with the idea that when thus segregated, each group may be more easily and effectively administrated. We may, for example, consider surface rights as distinct from underground rights, and stop there; or we may go further, and deal separately with timber, water, and agricultural rights, or, going underground, we might deal separately with such groups as precious and base metals, clay, oil, gas, etc. The present paper contemplates only the separation so far as practicable, for administrative purposes, of surface from mineral rights. " Classification," in this paper, has reference to the groups into which the government has divided, is dividing, or will hereafter divide its natural resources; first, into the broad classes of mineral and agricultural lands; and, second, into coal, oil, phosphate, brine lands, etc., the central idea being the separation into natural groups for the purpose of simplifying administration and for the purpose of encouraging maximum development and minimum waste. The two subjects are in some respects quite distinct, but as my argument develops, I think it will be obvious why they are discussed in the same paper. In the pursuit of our professions as mining engineers, geologists, or operators, we are continually confronted by conditions with which our present mining laws or regulations are incompatible. It may be a conflict, hardship or injustice, a piece of favoritism, or of unnecessary red tape; or we may see lack of development in a promising locality, and wonder what is the reason. Often we can see where a modification, slight or radical, in the laws would have obviated the difficulty without doing harm to any of those immediately concerned. Such alterations as individuals could intelligently suggest would be based on a relatively small number of situations occurring in their experiences. The published replies to the queries formulated by the various committees on mining law appear generally to reflect personal experience.
