IN order to get an idea as to the strength of steel rails, it will be well to review the tests to which iron rails have been subjected. In England, Mr. Ashcroft found that the best 80 pound rails broke under a 300 pound weight, falling 15 feet. In Germany the Society of Railway tyfanage1-s determined 011 and have long applied a test of 1000 pounds falling 101/2 feet, as the standard which all first-class iron rails must reach. In this country no inspection nor test is applied, but tests made show that iron rails fro; our most reliable makers, break under a G foot fall of a 1500 pound drop as an extreme test, most of those tested breaking under a far less test; some breaking with less than a 3 foot fall of the same weight. Everywhere where steel has been used, engineers have come to the conclusion that some test is required to show the regularity and strength of the product. As compared with iron, the tests which steel will stand are wonderful. After numerous experiments partially based on the experience of the rail-mill at Graz, belonging to the Southern Railway of Austria, the Society of German Railway Managers fixed upon a test of 2000 pounds falling 138 feet. They found that this test represented the steel which suited their necessities, and also found that with steel of otherwise average purity, this test represented about one-half per cent. of carbon, and made it a rule to take no steel containing under three-tenths of a per cent. of carbon, because it was too soft. They expressed a hope that a harder steel could soon be made tough enough to stand the same test. I n England, a test was adopted of 2240 pounds, falling 15 to 17 feet on the rail on heavy bearings. The law of supply and demand is, in general terms, that law which governs the price of any commodity in an unrestricted competitive market. There are several variables which, for the purpose of this discussion, will be defined only as they apply to the petroleum industry: Production: The volume of petroleum that is moved from leases. Stocks: The volume of petroleum that is in the hands of the tank farm and pipeline companies. Inventory: The value of the stocks at the market. Consumption: The indicated delivery of oil to others than those who hold stocks. Demand: The potential absorbing power of the consuming market. Demand is the expression of the needs of the consumer and may depend on the economic value of the oil to the consumer. In times of low prices, the demand is the same as the consumption but during periods of high prices or deficiency in supply, the demand may be greater than consumption. A general expression of the law is as follows: production or consumption Some relation between stocks and or controls price or demand inventory The Law as Applied to Crude-oil Market The above general expression of the law shows that there are six relations between variables that must be investigated in any attempt to establish the exact status of price control at any time. Production vs. Consumption If stocks of crude oil were very low, so that the flow of oil to the market was directly from the producer to the consumer and not, in a large measure, through stocks, some relation between production and consumption would be proportional to price changes. The world's production of petroleum during 1926 is estimated at 1,096,000,000 bbl., an increase of about 29,000,000 from that of 1925 and somewhat larger than the average during the last 4 years, which is about 1,049,000,000 bbl. The daily average during the year may be estimated at 3,000,000 bbl. of which the United States produced 2,123,000 and other countries 877,000. The outstanding developments during the year have been the decline of the Mexican fields, the counterbalancing of this decline by the increase in Venezuelan and Russian production, and increases in Roumania and Colombia. During 1926 the United States, Mexico and Russia retained their relative positions as the three leading producers, while Venezuela probably outranked Persia for fourth place, Roumania passed Dutch East Indies for sixth, and Colombia moved from sixteenth to the eleventh position. It further appears that should present conditions develop normally throughout 1927, it is not improbable that Mexico will be outranked by Russia as the second oil-producing country and that the increased yield of Colombia will place this country in the eighth or ninth position, and ahead of India. The United States and Mexico should produce in 1926 about 79 per cent. of the world's total and the aggregate of the seven leading countries should be close to 95 per cent. of the total. It is interesting to note that about 85 per cent. of the total comes from fields on the American continent, the United States accounting for about 71 per cent., and Spanish-American countries and Trinidad for 13 per cent. Production of countries other than the United States and Mexico has gradually increased during the last four years and now represents about 21 per cent. of the total. The United States easily retains its long standing leadership with a total yield of 775,000,000 bbl., or an average daily yield of 2,123,000, representing about 71 per cent. of the total, which is about equal to that of the previous year. An increase in production of about 11,000,000 bbl. is indicated by the statistics so far available. It will be noted that the American production in the last 4 years has averaged about 746,000,000 bbl. yearly and that this uniformity, as well as the marked increases

THE first method of working coal mines in the middle western states, more particularly in Illinois, Indiana and Missouri, was by means of the so-called single-entry method. In this method a single main passageway, or entry, was driven in the coal seam. with no parallel passageways, and from this pas-sageway or entry there were turned at intervals sim-ilar cross-passageways or entries, and from these cross-passageways, if the coal seam worked lay fairly horizontal, rooms were turned right and left. These crude methods of working were followed when the com-panies opening the mines were small and of very limited capital, and when the demand for coal was small and irregular. The principal desire was to produce coal in the short-est possible time and at the cheapest price. The chief evil resulting from such method of working was de-fective ventilation, although there were other serious drawbacks. There were then few or no good mining laws and no restrictions on those operating the coal mines. The hours of labor were long, the wages low, and the miners accordingly worked hard. All the coal was either sheared or undercut with a pick by hand. Very little solid shooting and no machine mining was done. What little air entered the mine, openings was introduced through the entries or. headings and thence conducted through the rooms by means of curtains; in many cases, as the workings became more exten-sive, the number of curtains added so materially to the mine resistance that ventilation was extremely in-efficient. Shots were fired by the miners at any time during the working shift and consequently there was more or less powder smoke or fumes in the mine work-ings all day long. Moreover, the working days were much longer than at present. The fine, dry coal-dust falling from the miners' picks while they were shear-ing or undercutting the coal filled the mine atmosphere and was taken into the lungs of the mine employees.

Prior to World War I there was no Government stockpiling program. Prior to World War I1 relatively few items were included in Government stockpiling and the start of that war found most objectives for even these few materials far from complete. Profiting from the experience of materials shortages in two wars, Congress in 1946 passed the Strategic and Critical Materials Stock Piling Act, which stated that it is the policy to decrease and prevent wherever possible a dangerous and costly dependence of the U. S. upon foreign nations for supplies of strategic and critical materials in times of national emergency. However, as of mid-1950 few stockpile objectives had been achieved. Shortly after the start of the Korean War it was obvious that in the absence of adequate stockpiles, the defense program could not be successfully carried out without broad authority to expand supplies of strategic and critical metals and minerals and at the same time to channel limited supplies of these materials to essential defense purposes. Accordingly, in September 1950 Congress passed the Defense Production Act, which provided broad powers for allocating materials and for making arrangements, including financial, to expand supplies.

As a result of studies distributed over the earth- including ocean basins as well as continents- some tectonists recognize four dominant structural trends: 1) northwest; 2) northeast; 3) nearly east- west, or equatorial; and 4) nearly north-south, or meridional. Baker' proposed a theory to account for these trends and Sonder5 called their world-wide arrangement the regmatic shear pattern. Moody and Hill6 proposed a much more complicated shear network which, although fascinating and perhaps ultimately useful, will not be followed here. In a recent review of deformation within the Cordillera, Wisser7 mentioned the four fundamental directions. The fact that many geologists deny the existence of the regmatic shear pattern implies that the fundamental structures are far from obvious. It may mean, also, that some geologists are not accustomed to examine regional and world maps analytically. The maps require much study, and certain features, should be isolated on overlays. Even so, with the present limited knowledge, uncertainties remain. The following analysis is a qualitative experiment, subject to change as information accumulates, and should be supplemented by the western sheet of the Tectonic Map of the United States.8

Deep-seated human instincts urge us to positively mark the passage of time. We celebrate the passage of each year. Years give way to decades, and decades to half centuries and centuries. At all these mileposts we are inclined to pause, take a look around and catch our breaths before embarking on the next leg. We are at such a point now and this meeting I am sure will give direction to the road ahead into the decade of the seventies. In looking around at this point, 1979, it is obvious to all of us that the environment in which we must mine, mill, smelt and refine lead and zinc has radically changed. These changes have, of course, occurred over a long period of time. They have, however, all been in the same general direction. They have all had the same motivation. The period of greatest contrast is probably the fifteen years just before World War II and the fifteen years following the end of that war. I thought that I might review briefly with you what seems to me to be four of the more important changes that have developed since World War II that profoundly affect our activities in the lead and zinc industry. I mentioned before that all these changes have been in the same direction; that is, they have all tended to restrict our freedom of action in pursuing our objective of producing lead and zinc on a competitive basis at a profit. Consequently, in discussing them you may think that I am merely viewing with alarm. This is not the intent. This is merely supposed to be an objective analysis. I think it appropriate before discussing these trends in detail to examine the position of lead and zinc today.

CLARENCE M. HAIGHT, Franklin, N., J. (communication to the Secretary*).-In that hart of Mr. Wilson's paper describing the Gilman cut-and-fill system, a few features do not appear to be fully explained. In what way is the waste used for filling obtained? The text mentions that, if waste is encountered when driving the filling raises, these raises are stopped until the fill is needed; that seems to suggest mining the capping for fill, which might make the backs of the stopes had as the stopes approach the top of the ore. If, on the other hand, the fill is brought to the raises in cars, are the crosscuts that are necessary in ore or waste? Is the cost of this fill included in the stoping costs given?

Dr. Gardener, in Chapter 2, has presented a comprehensive state-of-the- art review of site investigations For tunneling. Nearly all of the techniques he discussed will also be required for future site investigations. Therefore, this chapter will be devoted to a few rather new exploration techniques plus ideas for improving some of the present-day methods. In March 1962, the first symposium on "Remote Sensing of Environment" was held at the University of Michigan.l Since that time, four additional symposiums have been held at the same University. Also, the technical Literature has recently included a number of articles on remote sensing techniques. A recent one appeared in the February 1968 issue of Materials Research and Standards.Vt was entitled "Developments in Remote Sensing Applicable to Airborne Engineering Surveys of Soils and Rocks," and was written by Dana C. Parker. Mr. Parker predicts that aerial reconnaissance will someday supplant soil augers, rock drills, surface reconnaissance, and geophysical surveys as the engineer's primary means of obtaining information about soils and rocks. He states, "The engineer wishing to survey a route or a site or to locate rock and soils suitable for construction projects will be able to push some buttons in an airplane and record all the data required for determining the relevant conditions. In a short time after he returns to earth with his rolls of film and charts, he will be able to reduce and analyze the data by partially computerized techniques and to compile a concise and comprehensive engineering report that gives all the relevant information about rocks, soil, water, and vegetation in the area he surveyed. Most important he will feel as confident with his recommendations, derived primarily from image characteristics and spectral power distributions, as his predecessors did with recommendations based on more tangible evidence obtained from drill cores and surface reconnaissance." The airborne sensors for engineering surveys of soils and rocks are those that sample some electromagnetic property of the materials that com- prise the terrain and cover its surface. OVER the past two decades, the Cr-Ni stainless steels, popularly termed 18-8 steels, have been used in ever increasing amounts in the aircraft, automotive, chemical, transportation, and building industries.' The contribution of nickel to these steels is associated with its strong austenite forming tendencies which assure good hot and cold forming characteristics, and with its beneficial influence upon corrosion resistance, especially in oxidizing acids. The adjustment of the chromium and nickel contents has been used advantageously in controlling the rollability and the response of the mechanical properties of these steels to cold reduction. With the advent of the jet age and the government stockpiling of nickel, considerable emphasis has been placed upon the development of satisfactory low nickel or nickel-free substitute austenitic stainless steels, especially for nonmilitary applications.2 Fer-ritic 17 pct Cr (AISI Type 430) stainless steel has been effectively substituted for the austenitic grades in applications with mildly corrosive exposure. However, the limited formability and ferromagnetic behavior of this grade do not permit its satisfactory use for many applications. To achieve better formability in a nenmagnetic steel and conserve nickel, a number of low nickel substitute austenitic grades of stainless steel have been developed in recent years. In most of these steels, manganese and nitrogen have been substituted for a portion of the nickel content, for example, 17 pct Cr-4 pct Ni-6 pct Mn (AISI Type 201), 18 pct Cr-5 pct Ni-8 pct Mn (AISI Type 202), and 16 pct Cr-1 pct Ni-17 pct Mn, all of which contain approximately 0.15 pct N.1 The precipitation of ferrite when large ingots of these Cr-Ni-Mn-N steels are heated to temperatures high enough for conversion to slabs on conventional universal slabbing mills has seriously affected the hot workability of these steels. This has been especially true in the case of the 16 pct Cr-1 pct Ni-17 pct Mn (sometimes referred to as 15 pct Cr-1 pct Ni-15 pct Mn) composition." Because it is possible that little, if any, nickel will be available for nonmilitary stainless steel applications in the event of a national emergency, a need has existed for a nickel-free austenitic stainless steel containing hot and cold forming characteristics similar to 18-8 steels and corrosion resistance at least comparable to the 17 pct Cr ferritic steel. The aforementioned deleterious effect of ferrite upon the hot working characteristics of the 16 pct Cr-1 pct Ni-17 pct Mn, steel indicates the importance of establishing the austenite-austenite plus ferrite phase boundaries as the first step in the development of nickel-free or low nickel substitute steels. This paper presents the data collected in an elevated temperature constitutional study of the Cr-Ni-Mn-N system at the South Works of the United States Steel Corp. Experimental Procedure The 300 compositions used in the investigation were melted in a 26 Ib induction furnace and cast in 3 14 in. diam by 18 in tall hot-tcpped ingot mo1ds.

WE are here to honor again the memory of Henry Marion Howe, one of the foremost metallurgists of his time, and it is indeed a great privilege to be called upon by the Board of Directors of .this Institute to give the memorial address this year. Professor Howe started active investigation of corrosion of iron from a metallurgical standpoint in 1887, and made several important contribu-tions to the subject from 1895 to 1908.(1) ? The papers named in the bibliography are only a few of his valuable papers, but in all his works he sets a high standard of scientific accuracy, together with a clearness and power of expression rarely equaled in engineering literature. There-fore it seems appropriate on this occasion to review the work on corrosion of this distinguished gentleman and then endeavor to make a brief inventory of what has been accomplished since his time. Howe saw the beginning of the steel industry in America and before he died (May 14, 1922) witnessed it develop to a production of 45,000,000 tons per year. He was naturally very much interested in the infant industry and was quick to see the importance of the question of corrosion. It was my privilege to discuss the subject of corrosion frequently with Professor Howe at various times from 1905 to 1908; in this, as in other metallurgical problems, he sought the truth without bias and always insisted on proving an opinion or conclusion before accepting it. We should remember that when Howe started his investigation of corrosion, in 1887, steel was rapidly supplanting wrought iron. Certain papers in the early eighties (now forgotten) claiming much greater durability for wrought iron than for steel aroused Howe's interest. He could not reconcile the statement that steel was intrinsically and incurably less durable than wrought iron with the continued and widening use of steel,

Tun mines of the Calumet & Arizona Mining Co. are situated in the Warren Mining District, Cochise County, Arizona, between Bisbee and Warren and adjoin those of the Copper Queen Consolidated Mining Co. and the Shattuck Arizona Copper Co. Paleozoic limestones of considerable thickness have been intruded by granite porphyry. A great stock of the intrusive outcrops boldly near the city of Bisbee and is known as Sacramento Hill. From this central core the porphyry has tongued out into the limestone for many thousands of feet as dikes and sills of irregular shape and variable dimensions. Churn drilling has recently developed a large tonnage of secondarily enriched copper ore in the main porphyry mass of Sacramento Hill. While some ore has been found in porphyry in other parts of the district it is relatively unimportant compared with that which occurs in the Paleozoic limestone as irregular lenses replacing favorable beds near porphyry contacts or associated with well-marked fracture zones often many hundreds of feet away from the intrusive. In a zone extending from Sacramento Hill for a distance of from 1,500 to 3,000 ft. the limestone has been extensively metamorphosed and in this contact metamorphic zone the ore occurs through a known vertical thickness of upward of 900 ft. and individual orebodies often show extension in a vertical direction of over 200 ft. At a greater distance from the intrusive stock the ore occurs as lenses of greater horizontal than vertical dimensions with an average thickness of approximately 30 ft. An exception to this rule is found in the occasional steeply dipping mineralized fractures, almost true tabular veins, which are found long distances away from the zone of contact metamorphism.

Man's material advance from one level of civilization to the next has involved the development of new, more useful tools and the utilization of energy greater than he alone could produce. These two essentials for material progress have developed at an ever increasing rate in the last century. While the first really successful use of mechanical energy derived from burning fuel was in James Watt's steam engine which pumped water from coal mines in Cornwall about 1770, there was still very little use of mechanical energy in mining by 1900 except for pumping and hoisting. Compressed air, having some of the characteristics of steam and which operated engines not unlike steam engines or steam hammers, powered the first attempts to mine coal with energy greater than human muscle could provide. When direct current-powered traction cars replaced horse-drawn transportation cars on city streets, it was natural that direct current locomotives should begin to replace animal and human power in mine haulage. Slowly, trolley and battery locomotives were developed and introduced. INTRODUCTION AND PREVIOUS WORK IN the search to find a copper-base alloy with high strength properties, it was considered that the addition of a small amount of an age-hardening element to a binary system with useful strength properties might result in a series of alloys of theoretical and practical importance. [ ] The copper-nickel system was selected for its basic properties and chromium was added as the age-hardening element in view of the small percentage involved and its decreasing solubility with decreasing temperature. A study of the Cu-Cr binary alloys was undertaken as a preliminary investigation. The above assumption was not made tacitly. On the contrary, it is based upon the very experiments embodied in my paper. Indeed, most of those experiments were undertaken with that end in view, i.e., to ascertain the existence of such a relation. Stanley D. Michaelson retired in 1976 as chief engineer, Metal Mining Div. and director of the Engineering Center for Kennecott Copper Corp. An active consultant on mining and metallurgical assignments, Mr. Michaelson is also currently adjunct professor of mining engineering at the University of Utah. He received his B.S. degree in mining engineering from Lehigh University in 1934 and an honorary E.M. degree from the Montana School of Mines in 1961. Mr. Michaelson received AIME's Robert H. Richards Award in 1962 and was named a Distinguished Member of the Society of Mining Engineers of AIME in 1975. He has served as a Director and as a Vice-President on the AIME Board of Directors and is a Past President of the Society of Mining Engineers. He became an Honorary Member of AIME in 1978.

AT A MEETING of the Shareholders of the Russo-Asiatic Cons. Ltd., in London, Oct. 23, 1922, LESLIE URQUHART, chairman of the com- pany made the following statement:* I come now to our recent negotiations with the Soviet Government and to the agreement which has resulted from them. You will remember that the conference at The Hague broke up without having achieved anything very definite. It was not, however, a failure. It elicited from M. Litvinoff an offer which will, I think, come to be regarded as a milestone in the progress of Russia from a ruinous and unpracticable Communism towards a modified form of capitalism. The offer made by M. Litvinoff at The Hague amounted in effect to this: that in return for political recognition on our part the Soviet Government would first acknowl-edge its liability for Russia's national foreign debts, and, secondly, would give the original foreign owners of property in Russia effective compensation. A very great advance that. It showed-and there have been many other signs to confirm it-how real and persistent has been the internal evolution of Russia during the past year from Marxism to the economics of the Western world. I will not now detain you with the reasons why M. Litvinoff's highly promising and significant offer came to nothing. The fact that it had been made and the further fact that The Hague Conference had separated indefinitely were the important things. The first fact seemed to indicate that the Soviet rulers, after all, proved to be people with whom one could do business. The second fact rather emphatically showed that the way to do business with them was not by unwieldy poly-glot conferences of ministers, officials and experts representing a few dozen different governments and a few dozen different sets of national interests. That method had been tried at Genoa. It was tried again at The Hague. Each time it failed, and having failed it left the road clear for a simpler and more direct approach.

Muscovite was the crystalline material used in the experiments discussed in this paper. It was both wet and dry ground for various periods of time. The effects (physical and chemical changes) produced in grinding are analyzed by use of thermal analysis. That grinding may change a crystalline material both in a physical and in a chemical sense has been shown by a number of authors in recent years. Mackenziel and Bartha2 reported the effects of careful grinding on muscovite, quartz, gypsum, dolomite, etc. Increase in specific surface produced by grinding implies increase in total energy of a system. Newly produced surfaces are chemically more reactive; dislocations may be introduced during grinding and, on the other hand, existing strain may be released by the same process, as shown by Holt, et a1.3 All these changes are easily detected by thermal analysis, but it is not easy to separate the multiplicity of effects registered and to arrive at quantitative interpretations. This paper is an attempt to analyze, by the use of thermal analysis, some effects produced in grinding. In differential thermal analysis (DTA) one measures the sum of all thermal changes occurring in a substance during heating or cooling; e.g., chemical changes, such as decompositions, synthesis, oxidation, reduction, etc., and physical changes such as phase transformations, changes in specific surface and thermal conductivity, strain release, etc. By thermogravimetric analysis (TGA), on the other hand, only chemical changes involving weight loss or gain are recorded. Similarly, gas evolution analysis (GEA) will register only reactions involving gas evolution. By performing two or all three of these methods of thermal analysis simultaneously and on the same specimen, one can separate the different effects registered and, by difference, evaluate their magnitude. The results of TGA are usually plotted as percent weight against furnace temp. When one differentiates weight against furnace temp, a rate of weight-change curve is obtained, and the resulting differential thermogravimetric (DTG) plots are similar in appearance to DTA thermograms for the same reaction. While the integrated area under a DTA peak represents enthalpy and can be expressed in calories per gram the area under the corresponding DTG peak represents the weight change which took place during a reaction. The similarity of DTA and DTG thermograms obtained from one material can be seen in Figs. 1 and 2. EXPERIMENTAL A Fisher mortar grinder and a porcelain mill with burundum balls were used for both dry and wet grinding. Muscovite was first carefully hand-filed and screened on 20 and 100 mesh. The middle fraction was considered essentially unaltered muscovite.

The solubility of hydrogen in pure iron and pure nickel, and of nitrogen in pure iron, has been determined and agrees well with earlier data. Nitrogen is insoluble in pure nickel and cobalt. The solubility of nitrogen in Fe-Ni alloys also confirms earlier- work. The solubility of hydrogen in Fe-Ni alloys increases non-linearly with increase in nickel content, but the solubility of hydrogen in Ni-Co and Fe-Co alloys reaches a minimum at 75 and 50 at. pet, respectively. The solubility of nitrogen in Fe-Co alloys decreases approximately linearly with increase in. cobalt content. Nitrogen is insoluble in Ni-Co alloys. Determined interaction parameters are in good agreement with predictions of Gokcen and Ohlani. THE solubility of hydrogen and nitrogen in liquid iron and iron alloys has been studied by various investigators.'-l' The method of solubility measuremerit due to Sievertsl is usually preferred when the vapor pressures of the liquid components are sufficiently small, but other techniques such as sampling the equilibrated melt and then analyzing by vacuum fusion have been used quite often. Previously reported data on the solubility of hydrogen and nitrogen in ostensibly pure liquid iron are summarized in Table I; certain of the quoted results were obtained by interpolation of the published data. Agreement between the various investigators is only fair, indicative of the experimental difficulties involved in obtaining gas solubility data. The only report found on the solubility of hydrogen in pure nickel is that of Sieverts.2 The solubility of nitrogen in iron-nickel alloys has received some attention, 10, 11 the results indicating that the solubility decreases with increase in nickel content, becoming zero for pure nickel. There is no published information on the solubility of these gases in either pure cobalt or alloys containing cobalt EXPERIMENTAL PROCEDURE Sieverts' method of solubility measurement was used throughout the investigation.
