The development of engineering rock classification systems has received considerable at tent ion during the past few years. The purpose, application and method of assigning an index of rock quality, vary considerably between these systems. Several of them are directed toward the assessment of stability and support potential of an excavation whereas other systems are estimating a particular response of the rock, i.e. blastability or ripability. In the most widely accepted engineering rock classification systems, rock quality is expressed either in terms of meaningful descriptions or by a quantitative evaluation of a geomechanical property or properties. The application of sonic wave parameters in the engineering classification of rock mass and rock material has been the subject of considerable interest amongst investigators. The advantages of utilizing such techniques include minimal sample preparation, capabilities for large scale testing and the ability to perform non- destructive as well as reproducible tests. The purpose of the research presented in this paper was to determine the most appropriate sonic wave parameters for engineering rock classification purposes, to utilize these findings in developing new or modifying existing classification systems and, finally, to apply this information in the prediction and analysis of blasting wave characteristics.

The regulatory process by which governmental authorities acknowledge and, in turn, permit the location, construction, and operation of large scale energy-related facilities has become extremely detailed in recent years. One example of the detail that is entailed in the regulatory process is the number of permits that must be acquired by operators prior to the construction and operation of energy-related facilities. It has been estimated, for example, that 75 permits are required prior to the opening of a new coal mine in Pennsylvania while 50 are required in Kentucky. From the perspective of facility owners and operators the regulatory process often appears overly complex and may be perceived as a constraint to the corporate decision making process. From the perspective of those responsible for administering regulations, the process is perceived as a means by which public desires-pursuant to social objectives such as environmental protection and occupational safety-can be achieved. As a result of conflicting organizational interests, the clash between energy facility owners and operators and their regulators appears to be inevitable. Furthermore, the resolution of this conflict lies in the trade-off between objectives and the costs of regulation. The balance of objectives and costs is a subject of the political process and not a topic of consideration in this paper. This paper is concerned with the actual administration of regulations, that is, the implementation of that which arises from the interplay of organizational interests. The paper assumes that environmental control laws will not likely be repealed, that regulations to implement the intent of these laws are here to stay and thus the paper seeks to assess how regulations are administered at various levels of government pursuant to objectives. The paper hypothesizes that the administration of objectives (or policy) has an impact on decision making which affects energy facility decision making. While recognizing the fact that regulatory policy cannot be totally divorced from administration, this paper proceeds under the assumption that elements of the regulatory process may be examined individually. The subject of this study is limited to the interplay between regulatory agencies and their clientele.

It has been shown by Walton and Chalmers,&apos; that the mechanism of the development of solidification textures in castings involves the preferential growth of dendrites along certain crystallographic directions as determined by the influence of prevailing heat-transfer conditions. Specifically, this growth is parallel to the direction of heat flow. The purpose of the present investigation was to determine the applicability of this mechanism to: 1) commercially pure aluminum (99.75 pct) solidified to coarse columnar crystals, 2) an aluminum-silicon casting alloy (5.25 Si, 0.38 Fe, 0.02 Cu, 0.10 Ti, 0.002 S) cast to a fine-grained structure under complex and reproducible heat transfer conditions. PROCEDURE AND RESULTS 1) Specimen Preparation—Using a technique similar to that employed by Northcott and Thomas,2 samples were melted in the directional solidification mold, Fig. 1, by heating the entire assembly to 670° C. The mold was then end cooled using a water jet. From considerations of harmonic analysis, the likely distribution of isotherm normals encountered by the growing crystals is shown in Fig. 1. 2) Orientation Analysis—The pure aluminum sample froze to large columnar crystals, nucleated close to the metal diaphragm, with the growth direction parallel to the mold axis. Using the back-reflection Laue technique, the growth direction of these crystals was determined to be a <100>, which coincided within 53 deg to the mold axis. Metallographic examination of the relatively fine-grained aluminum-silicon sample revealed a dendritic mode of growth having its primary dendrite arms along isotherm normals. Back-reflection Debye-Scherrer patterns, taken with the specimen rotating about its cylinder axis, yielded rings displaying symmetrical arcing, thus proving that the sample did, indeed, possess the solidification texture inferred from the preliminary metallographic examination. For more than 100 years, the Republic of Chile has been one of the leading copper-producing countries of the world. Between 1877 and 1880 Chile accounted for over 50 pet of total world copper production. Today it has the world&apos;s largest known reserves of copper ore and a capability of producing over 600,000 tons per year. This capacity can and will be increased as the world demand for copper grows steadily during the remaining years of this century. The Potrerillos mine of Andes Copper Mining Co., a subsidiary of The Anaconda Co., was developed in the rugged, high Cordilleras in the early 1920&apos;s, and the townsite, concentrator, leaching plants, smelter, railroad, power and port facilities were completed so that it came into full production in 1927. Since then and until the closing o f the mine in June of last year, 1,762,192 tons o f copper were produced.

NO previous determinations of the deformation or recrystallization textures of titanium or of titanium-base alloys have been reported in the literature. The room-temperature structure of titanium is hexagonal close-packed with a c/a ratio less than 1.633. It would be expected, therefore, to have a rolling texture similar to that of other hexagonal close-packed metals, namely (0001) [1010]. Burgers and Jacobs1 have shown that zirconium, a metal isomorphous with titanium in its structure and similar in many of its properties, has such a texture with a scatter of the basal plane toward the transverse direction. This scatter is in the opposite direction from that found in magnesium by Bakarian2 but similar to that reported by Smigelskas and Barrett3 or beryllium. The rolling and annealing textures reported here for high-purity iodide titanium are significantly different from the . textures of any other hexagonal close-packed metal. All titanium used during this investigation was prepared by the iodode process." The annealed hardness of this material varied from 73 (material used for sample No. 2) to 97 Vickers hardness number. An estimate of the chemical composition of this grade of titanium has been reported by Finlay and Snyder.5 With one exception, shown in table I, the as-deposited titanium was cast into 10 to 20 g ingots in an electric arc furnace in purified argon before being rolled to sheet. The cast ingots were forged and ground until their cross-section was approximately rectangular, annealed 1 hr at 700°C in vacuum and cold rolled. Rolling was carried out in a two-high, 4 in. diam mill, using reductions no greater than 10 pct per pass. The direction of rolling was reversed after each pass, and, in order to avoid temperature effects, the sheet was allowed to cool after each pass. Unless the rolled sheet was sufficiently thin for X-ray penetration (about 0.004 in.), it was reduced to this thickness by pickling. Because of the possibility of introducing twinning or other deformation during grinding, no attempt was made to maintain uniform thickness of the sample during pickling by intermediate grinding or sanding operations. Those samples to be used for determining the annealed texture were recrystallized by vacuum annealing the cold-rolled sheet for 1 hr at 500°C. These thin samples were held between thick titanium sheets during annealing to prevent distortion. Table I outlines the rolling and annealing schedule of those samples for which photograms or texture patterns are shown. X-ray Techniques The usual techniques for determining textures were employed during this work. Molybdenum radiation was used for the transmission exposures and copper radiation for the glancing angle ones. Since titanium fluoresces under these conditions, it is necessary to employ a filter between the sample and the film. The Kß radiation filters are very satisfactory for this purpose. Sufficient grains having favorable orientation were present in both the cold-worked and in the cold-worked—500°C annealed samples to provide satisfactory patterns with the samples stationary. The Mine.-For some years attention has been drawn to the copper deposits of the Appalachian range of mountains, and especially to those in that portion crossing the corners of Virginia, North Carolina, and Tennessee. Certain it is that in many places in this locality available deposits of copper await the miner, and one after another are being opened and worked. The parts of these three States alluded to are but sparsely settled, and communications are insufficient to meet the demand for transportation. Railroads are wanted, as the existing wagon roads are unfitted for heavy hauling; these circumstances increase very much the difficulties in the way of mining enterprises. Notwithstanding this, the success of some of the mines of this section is an established fact, and Ducktown has for some years held a high rank among the copper-producing localities of the United States. Of all these deposits, however, none is more interesting or more deserving of attention than the one now under consideration. The works of the Ore Knob Copper Company have been energetically pushed forward, since the reopening of the mine, in the spring of 1873, by Mr. J. E. Clayton, the superintendent and one of the chief owners of the property, and if one thing more than another can insure success it is the combination in this gentleman of rare business capabilities with the deepest personal interest in the pros¬perity of the undertaking. The copper vein -at Ore Knob* is a clearly defined fissure traversing the gneissic rocks of Pre-silurian age in a direction 61° east of north. * The reader is referred to a paper by Dr. T. ARSENIC, antimony and phosphorus are now used in the brass industry as standard inhibitors in preventing dezincification in [ ] condenser tubes. This subject has been thoroughly covered by Barry,1 who described the testing procedure by total immersion of suitable specimens in a I per cent cupric chloride solution at definite temperatures. Effects of dezincification were then determined by loss in tensile strength and elongation of the test specimens after definite periods of immersion. In the crystallography of the chemical elements as tabulated by William Hume-Rothery,2 phosphorus (metallic), arsenic, antimony and bismuth are placed in group V-B and the type of crystal lattice for arsenic, antimony and bismuth is given as rhombohedral. The Metals Handbook3 [ ] lists them as "rhombohedral hexagonal," with the additional notation that for arsenic this is the ordinary form at 20°C.; other modifications known or probable at other temperatures. In view of these statements and of the fact that phosphorus, arsenic and antimony are effective in increasing the resistance to dezincification, it was natural to assume that bismuth would act in the same manner. A series of tests was therefore carried out employing the methods described by Barry. Much to our surprise, bismuth did not inhibit dezincification, but rather seemed to accelerate it. With the object of improving the melting, casting, and working of palladium and 95.5 pct Pd-4.5 pct Ru, the effects of different melting atmospheres (reducing, oxidizing, and neutral), crucible linings, and annealing atmospheres have been studied. Some interesting observations are included about the solubility and diffusion of gases in palladium. THE object of the present work was to ascertain the effect of oxidizing, inert, and reducing ambient atmospheres on the melting and casting of palladium and a Pd-Ru alloy commonly used for jewelry. The need for such a study was indicated during World War I1 when jewelers experienced difficulty in their attempts to make small castings of the torch-melted Pd-Ru alloy by the lost-wax process. When the metal was melted under oxidizing conditions similar to those used for platinum, the castings were gassy; on the other hand, if the melting atmosphere was reducing, the castings were hot-torn and brittle. General Experimental Procedure Pure palladium sponge (99.9 pct Pd) and pure ruthenium powder (99.8 pct Ru) were used for making small ingots (50 g) of palladium and 95.5 pct Pd-4.5 pct Ru by induction melting. The coil, 3 in. high by 2 in. ID with 16 turns, was energized by a 20 kva Ajax high frequency converter. The melting crucibles, so-called sand crucibles, which were made of a highly refractory fireclay, were lined with different materials, including proprietary magnesia, alundum, zircon, and zirconia

The work suggests an approach to the problem of optimally planning the drilling and development of gas fields. The approach is based on systems analysis and allows a joint optimal choice of the total number of wells in the field, their spacing in the reservoir, the diameter of production tubing, drilling dynamics, the number and spacing of drilling platforms and well pattern schemes for each plat- form as well. The optimal solution satisfies the set of technical- economical requirements and provides a minimum value of discounted total expenditures (capital costs plus operating costs). A mathematical model of the problem is presented. This work represents an extension of the authors&apos; previous investigations that formulated and solved problems of optimal drilling of oil and gas deposits by directional wells [1] and problems of optimal control of the number of active wells in multi-reservoir oil and gas fields [2], [3]. For construction of the mathematical model we choose a range (Nmin, Nmax) of possible values of the total number of wells, N, which should be drilled in the deposit. Here Nmin, Nmax are minimum and maximum numbers of wells correspondingly, that should be drilled into the reservoir. N[€](Nmin = N1, ... N[o], ..., Nm = Nmax). For simplicity a one-reservoir gas field is considered. It is assumed that: (a) wells are spaced in the reservoir uniformly, (b) there is a certain algorithm providing a uniform spacing of the given number N[o] ([0]=l, . . . , m) of wells in the reservoir, (c) the diameters of the production tubing for all the wells are the same. The relation Qz (x), i.e. the dependence of the cumulative output of gas from the cumulative "well-years" of operations is constructed for each diameter dZ from the given range of diameters d1< ...< dr.

ON the 6th of February 1684, Dr. Martin Lister mentioned at a meeting of the Royal Society1 that "brass is magnetical," and promised to give an account of that assertion at some other time. He repeated his promise but never fulfilled it, and it was left for William Arderon2 to show, in 1958, that brass could be made magnetic by hammering and that it would retain polarity after magnetizing. Twenty-seven years later Cavallo3,4 examined the matter in great detail. Working with cast calamine brass, he showed that it could be made magnetic by hammering and nonmagnetic by subsequent annealing at a red heat. He found that annealing at a very high temperature caused the samples to lose their magnetic quality permanently, even after subsequent cold-working, but that remelting and cold-working restored it. He encountered some samples of brass that could not be rendered magnetic by any treatment. Experiments in which these were remelted with iron additions gave negative results, and Cavallo concluded that iron impurity was not the cause of the magnetism. He worked with 50-grain (3-gram) samples melted under the blowpipe, hence cooled very quickly. Bennet5 made whole crucible charges from copper and zinc, and found the resulting brass ingots to be magnetic only when iron had been added and then only after cold-working. All these observations applied to material in the cast condition, in which coring would produce a continuous spectrum of composition and cooling would result in varying degrees of precipitation. This knowledge of the subject seems to have been forgotten in the nineteenth century. The older brass was made by the calamine process and frequently contained iron in amounts of 0.5 per cent or more, absorbed from the impure ore with which the copper and charcoal were heated in making the brass. When metallic zinc became available in commercial quantities, calamine brass gradually disappeared, and with it the knowledge of its curious magnetic properties. Only when sensitive apparatus replaced the compass needle of the earlier investigators could the effects be detected in relatively pure metal. The effect of cold-working in inducing ferromagnetism was rediscovered by Bitters in 1930 in a sample of impure copper, and this was confirmed by Lowance and Constant,9 Honda and Shimizu, 10,11 and others. In the same year, Tammann and Oelsen12 showed that copper-rich copper-iron alloys after certain heat-treatments could be rendered ferromagnetic or made more strongly ferromagnetic by cold-rolling. Kussman and Seeman13 showed that the change of susceptibility of relatively pure copper on cold-working was associated with the iron content, and concluded that actual precipitation of iron was caused by cold-working, which is a satisfactory theory until one considers the improbably high rate of diffusion that this would involve. JOHNSON, JR., Ashland, Wis. :-Is it true that titanium reduces the chill in chilling iron? If so, as I think Mr. Stoughton has stated elsewhere, then I do not see how titanium is beneficial in car-wheel mixtures. One of the most difficult things to do is to get a proper chill and a proper degree of toughness, and the goodness of an iron of the given composition for charcoal-iron purposes is denoted by the chill which it will take as compared with its composition. If titanium reduces that chill, then it does not seem to me as good for car-wheels as its absence would be, and I should like to have it explained what effect titanium has on the chill of a given iron. MR. STOUGHTON : It is true that titanium reduces the chill of iron quite noticeably, yet, at the same time, if I am correctly informed, 90 per cent. of all chilled-iron rolls are made to-day with the titanium treatment, and a great many car-wheels, but one has to make changes in the silicon added and also, if I am correctly informed, in the manganese. The advantage of titanium is that when the proper changes are made, so that we get the same depth of chill with the titanium as we otherwise would without, the chill is much harder than before, and also the body of the roll or wheel is tougher and somewhat stronger, especially under shock. Fassell (University of Utah, Salt Lake City)—The authors of this paper should be complimented on the experimental techniques they have employed to investigate the rate of solution of galena in sodium hydroxide solution. Studies of this type are important not only as a practical means of leaching normally non-leachable substances, but also to determine the mechanism of solution at the solid-aqueous solution interface. There is some question, however, as to the conclusions which have been drawn by these authors concerning their proposed mechanism. Unfortunately, the contribution of OH- was not definitely established in their work, and concentrations less than 0.5 N NaOH evidently were not investigated. The pressure data at 123°C and 0.5 N NaOH were used to determine pressure dependency and the subsequent model proposed was taken as correct on the basis of the three points presented in Fig. 5 of the paper. This paper describes the observed variability of the chemical composition of coal preparation plant refuse for the major producing seams of Kentucky. Both the Appalachian Coal Field of eastern Kentucky and the Eastern Interior Coal Field of western Kentucky are represented. Also reported is the variability observed in the chemistry of the coal refuse due to cleaning, and the observed chemical variations between past and present production samples. This represents part of a larger study directed toward characterization and utilization of Kentucky coal refuse.

THE development of the natural resources of any district of any magnitude, inevitably gives rise to many problems off title, usually due to the greatly enhanced value of the land. The development of the mining industry in the Quapaw Agency has been no exception to this general rule. Our problems, how-ever, have not been many or particularly serious. The Quapaws were allotted and patents issued by the United States Government in 1895. These patents contained a restriction against alienation for a pe-riod of twenty-five years. The effect of the restric-tion was to prevent the Indian from selling, leasing, or in any way encumbering his land. The Govern-ment, in a paternalistic spirit, sought to teach the Indian thrift and industry and to insure him a place of residence. This is evidenced by the first Leasing Act passed by Congress, which permitted only incom-petents and those physically disabled to lease their land for either agricultural or mining purposes. The able-bodied Indian was denied the right to lease. It soon became apparent to the Government, how-ever, that this was a mistaken policy, and in 1897 a General Leasing Act was passed by Congress and it was under this act that the mining industry in the Quapaw Agency was developed. The act, reads as follows: "That the allottees of land within the limits of the Qua- paw Agency, Indian Territory, are hereby authorized to lease their lands, or any part thereof, for a term not ex-ceeding three years, for farming or grazing purposes, or ten years for mining or business purposes. And said al-lottees and their lessees and tenants shall have the right to employ such assistants, laborers, and help from time to time as they may deem necessary: Provided, That when-ever it shall be made to appear to the Secretary of the Interior that, by reason of age or disability, any such allottee cannot improve or manage his allotment properly and with benefit to himself, the same may be leased, in the discretion of the Secretary, upon such terms and conditions as shall be prescribed by him. All acts and parts of acts inconsistent with this are hereby repealed." It was the interpretation of this Act that gave rise to our first serious problems. It will be noted that the Act says that "allottees of land" within the limits of the Quapaw Agency are authorized to lease their land. Thus, the first question was presented by the use of the term "allottee," and the question was as to whether or not Congress intended to limit the Quapaw Indian to the leasing of his own allotment or did Congress mean that the term "allottee" was synonym-ous with "Indian" and intend to give the Indian a right to lease both his allotment and his inherited land and was an Indian without an allotment an "allottee" even though he was a member of the Qua-paw tribe and the owner of the Quapaw land by in-heritance, and not being an allottee, could he lease his inherited Quapaw land under the authority granted in this Act?

Magnitude and Econonmic Importance THE magnitude and economic importance of the problem of correctly valuing natural-gas leaseholds become evident when we consider that: (a) Natural gas is handled in 55 per cent. of the gas distributing plants in the United States. (b) Present known natural-gas acreage forms 47 per cent. of the total known mineral-land acreage in the United States. (c) Five acres of land are now required to protect and maintain continuous service to each of the 2,000,000 domestic natural-gas consumers in the United States. (d) The cost of acquiring and maintaining this acreage of an expendible resource represents a substantial part of the cost of the natural-gas service to the consumer. (e) "The right of a citizen by means of his ownership of or his mining leases on land to draw gas from beneath its surface is property and sometimes valuable property."1 A large number of other court decisions have established the basic legal principle that the right to drill for gas within a given area constitutes an interest in the land itself, and is necessarily an exclusive property right.
