(communication to the Secretary?).-In discussing the question of the deoxidation of steel and material suitable for performing this function at the end of the heat, it would seem logical also to include the question of prevention of oxidation in the steel or the formation of iron oxide, FeO. I refer to the use of manganese in the basic open-hearth and basic Bessemer processes. The advantages of high manganese in pig iron for these processes have evidently been clearly understood in Germany for a number of years, although little has been written in regard to the exact manner in which the benefits are obtained. In this country, while we make no steel by the basic Bessemer process, our basic open-hearth process is becoming more and more important. Until 10 years ago, in this country, manganese in the pig iron for this process was considered of little value and by many writers it was spoken of as a disadvantage. During the past 10 years, however, in certain parts of the United States, higher contents of manganese in basic pig have been used with considerable success, although there is apparently nothing in our technical literature to show the reasons for this trend. A German book, "The Basic Open-Hearth Steel Process" by Carl Dichmann does, however, offer an explanation. Dichmann says that if the charge for either of the above-mentioned processes contains 3 per cent. of manganese or above, satisfactory steel.

An experimental and theoretical treatment of the depressing effect of inorganic electrolytes on the amine flotation of quartz is presented. Experimental data obtained for the amine flotation of quartz as a function of pH with potassium nitrate as depressant was used to test the models for the effectiveness of inorganic ions as depressants. The validity of commonly used assumptions are examined. The surface tension data obtained for dodecylammonium acetate solutions as a function of KNO3, concentration indicated that the collector adsorption on bubble cannot be neglected in the treatments, since this adsorption changes significantly with the addition of the inorganic electrolyte. It also indicated the possibility of significant changes in the specific adsorption potential of the collector occurring with the addition of inorganic electrolytes.

A recorded in the account of the Annual Meeting, on another page, the report of the tellers showed that all men nominated by the committee, which included Messrs. Wilber Judson, E. DeGolyer, W. A. Weldin, J. A. Norden, J. D. MacKenzie, Wilfred Sykes and S. Skowronski, were duly elected to the offices for which they were nominated. Robert Tally, who was elected to the presidency for 1931-2, is well known to all our members not only because he has served on the Board of Directors since 1928, but through a brief outline of his great achieve¬ments in his chosen profession pub¬lished in our issue of December last. The vice-presidents, Howard N. Eavenson and H. A. Guess, are also well known to our members. Mr. Eavenson has not only been chairman of the Coal Division since its organization, but was also a Director during 1917, 1918 and 1919., Mr. Guess was Director in 1926, was elected a vice-president by the Board last year to fill the vacancy created by the election of Mr. Bassett to the presidency, and is now elected to the usual three-year term.

Electrical double-layer properties of the silver sulfide-solution interface in different electrolytes and the influence the properties exert on the adsorption of dodecylammonium acetate (DAA) were studied using an electrochemical titration technique. The flotation behavior of silver sulfide was observed using DAA as collector and the results were correlated with adsorption measurements. Silver and sulfide ions were identified as the potential determining ions and their adsorption densities were measured as functions of the pAg and of the ionic strength at two different pH values. The point-of-zero-charge (PZC) was observed to be at pAg 10.2, the value being independent of pH and of the nature and concentration of the electrolyte used. The surface charge of silver sulfide in these electrolytes was positive for pAg values less than 10.2 and was negative for pAg values greater than 10.2. The adsorption of amine on silver sulfide surfaces at pH 4.7 was found to be strongly dependent on the pAg. A shift in the PZC towards a lower pAg due to the adsorption of amine indicated a specific affinity of dodecylammonium ion towards silver sulfide surfaces. At pH 9.2 a strong adsorption of the undissociated amine molecule was indicated. The PZC shift towards a higher pAg and the adsorption of the amine was virtually independent of the interfacial electrical conditions.

EARLY in the month of August, 1877, a miner in Gold Hill, Nevada, made the unlucky remark that, according to his observation, that month was usually quite free from accidents in the mines. Never was presage wider from the truth. When the month closed twelve mishaps had occurred, killing six and wounding nine persons, and for the rest of that year the Comstock mining communities were kept in a ferment by the frequent occurrence of appalling disasters. There was a real tidal wave of calamity sweeping over the mines, which has not been repeated since, and according to common report was never known before on the Comstock. I was much interested in studying the character of these misfortunes, which also aroused concerted action on the part of the miners, and I have collected a list of the accidents which took place from July, 1877, to May, 1879. The following data concerning the general dimensions and district-location of the blast-furnaces of the United States are intended to supplement a paper of similar title, which appears in volume xiv., pages 561 to 577, of the Transactions, and bring the record to the end of the calendar year 1886. The reasons for presenting the figures at so short an interval since the former paper are that the American Iron and Steel Association has lately issued a new directory of iron and steel works (edition of 1886) from which many of the plants which have been inactive are omitted and new industries added, to such an extent as to materially affect the figures presented in the first paper; and also that the improvement in business has encouraged a production of pig-iron in 1886 in excess of any previous outputs, and the results obtained in the industry at large as well as at individual plants form a better index of what the American furnaces can accomplish than those heretofore presented. The statement will not be extended beyond the production of pigiron, although it could well be made to include the manufactured iron and steel; and while the data given have been verified as far as possible up to the close of the year 1886, no attempt, except in special cases, has been made to note the changes which have taken place since that time—changes which within the next twelvemouth will affect some of the figures here presented. At the close of the year 1886 there were 579 blast-furnaces reported on the active list—an apparent decrease, as compared with my former paper, of 97 stacks; but this was not an actual decrease, since most of the furnaces dropped from the Directory were those which, owing to location, inefficient equipment, or fake of ore-supplies, etc., were considered likely to remain inactive, although a number of them will possibly be temporarily put into blast with iron advancing in price. Boliden Metall Aktiebolag, the prime base metal mining company of Sweden, treats some 10-10.9 t/y (11-12 stpy) of sulphide ore in nine concentrators. During the years considerable effort has been devoted to the development of all phases of the technology of ore prospecting, mining, milling, smelting and refining. This has been necessary due to the complex and low grade ores. The autogenous grinding technique was first studied within the company as early as 1945. Basic test work commenced during the early fifties, whereby the merits of pebble grinding could be evaluated.

The interest which has been aroused in prospecting for oil in the foothills of southern Alberta, and in the oil possibilities of the known gas fields situated in the less-disturbed areas, called for a much closer examination of the structure, thickness, and composition of the underlying rocks of the region than had hitherto been made. The areal geology of the larger part of the great plains was outlined by Dawson, McConnell, and Tyrrell, between 1881 and 1885. The foothill area was not critically examined at that time, owing to the time which would have been required for its proper study and the difficulty that was found in recognizing in the foothills the divisions which had been adopted in the mapping of the formations of the plains. This was due in great measure to the paucity of exposures in continuous sections of the lower divisions of the Upper Cretaceous. Since the pioneer work on the plains was published, the beds which form continuations south into Montana have been critically examined, The Canadian beds arch over the end of a flat anticline which rises to the south; and two sections in Montana, one on each side of the anticline, help to explain some of the difficulties previously encountered in the mapping of the measures found in the foothills. The index map, Fig. 1, shows the area studied, and its relation to southeastern Alberta, and to Montana. Problems of Correlation The principal difficulty experienced in correlation was in connection with the measures known as the Montana group. The beds of this group did not seem to agree in the two Montana sections. They showed the same differences to some extent as are encountered in comparing the foothill measures with those of the plains. The Montana group in Dakota and Manitoba consists of a series of shales of marine origin. In the eastern Montana section two sandstone members appear, leaving a shale member at the top and another

Resource based companies have been inundated with changes in government tax legislation during the past few years. To cope, capital investment planning analysts have turned almost completely to computer simulation modeling to react quickly enough to determine the effect on their companies' major investment projects and on the projected financial picture of the companies. This paper will examine various royalty and tax structures as applied to coal, oil and gas, and minerals in the U.S. and Canada with particular emphasis on recent changes in the Canadian tax scene and their implications to capital project economic evaluation in other parts of the world.
