THE RELATION OF THE ENGINEER TO RECONSTRUCTION FIFTY-THIRD MEETING OF BOSTON SECTION The fifty-third meeting of the. Boston Section was held April 28. The speaker of the evening was the new president of the Institute, Mr. Howard V. Winchell, who spoke on "The Relation of the Engineer to Reconstruction." He told of the part engineers had played in the war and paid tribute to Herbert E. Hoover as an example of what engineers can do. He said that engineers are not taking enough interest in politics, although it is badly needed as shown by the evidences of Bolshevism even in America. Conditions have suddenly changed; whereas we formerly borrowed money we are now loaning widely to foreign countries and our investments, abroad have to be protected. A committee is badly needed to investigate and determine the actual conditions. The Government has already been invited to cooperate with the Institute along professional lines and this should lead to closer contact between our Society and the Government. Mr. Winchell then went on to describe some of the mining conditions in Russia. He brought out the point that the rich platinum deposits are exhausted and only the poorer sands remain. The largest copper properties average less than 2 per cent. copper and there are some 4,000,000 tons available in .the Caucasus region near Batum. There are approximately 100,000,000 tons of high-grade manganese ore scattered in small deposits in the eastern Ukraine. There are some copper mines in the East, butt they are almost exhausted. The Baku oil field is the second largest in the world and there is probably oil in Persia. There are also manganese in Siberia and coal veins of enormous thickness.

IN spite of the very general employment of nitride hardening, there is still considerable doubt as to the real nature of the mechanism involved. Experience has shown that the addition of small amounts of hardening elements to iron or steel results in a wide variety of desirable properties in a nitrided case. Perhaps the foremost of these elements is aluminum and in this investigation an attempt has been made to study the behavior of aluminum during the hardening process. It is believed that the establishment of a complete atomic picture of the metal at various stages of the process will indicate the relationships between the several kinds of atoms and their individual influences on the physical properties in a clear and direct fashion. A consideration of the problem suggests a surprising similarity between the mechanisms of nitride hardening and of age-hardening. It is now generally understood that age-hardening may take place by one of two distinct processes, the first involving the precipitation of a finely dispersed phase and the other being concerned with the modifica-tion of an existing phase. Following much the same line of reasoning, two theories of nitride hardening have been suggested. The first expla-nation, which has been generally discussed, particularly by Fry,1 states in brief that the presence of aluminum causes the precipitation of alumi-num nitride during nitriding and that this finely dispersed phase is the primary cause of hardening. The second explanation, which has not been published but which has been freely discussed by those interested in the problem, postulates the substitution of aluminum atoms for certain of the iron atoms in the several iron-nitrogen phases in the same manner that the substitutional iron-aluminum solid solution is formed. FRED J. MILLER was born in Ohio, in 1857. He had a common and high school education, supplemented by personal study and special instruction. After serving a 4-year apprenticeship and working in various capacities in machine shops, he became a contributor to mechanical journals and finally a member of the editorial staff of The American Machinist, where he remained for twenty years, the last ten years as editor-in-chief of the magazine, and vice-president of the publishing company. On retiring from journalism, he was for nine years general manager of a group of typewriter factories, and was then commissioned Major of Ordnance in the U. S. Army, being stationed during most of his service at Rock Island Arsenal, where he organized the Civilian Service Division of the Arsenal. He is now a member of the Technical Advisory Committee of the War Claims Board at Washington. Major Miller became a member of the American Society of Mechanical Engineers in 1890, and has always taken an active interest in its affairs, having served on a number of important committees, and as a member of Council from 1904 to 1907, inclusive. He was elected President in December, 1919.

THERE has been comparatively little work on the importance of strain rate and temperature as variables in the formation of deformation textures. For this reason the present work was started, the choice of compression being in part that of convenience and in part because of the absence of quantitative data in this area. These do not turn out to be important variables within the range studied which permits the results to be condensed into this note. Samples 1/4 in. in diam and 1/2 in. long were machined from 99.9 pct pure commercial aluminum and recrystallized to a fine grain size. A set of five samples were deformed between a spring-driven weight and an anvil resulting in roughly 20 pct strain each time. The strain rate varied because of decle-ration and shortening of the sample but would average about 10&apos; per min. Deformation at temperatures over the range of -76" to 150°C were obtained by heating or cooling the samples. Complete lubrication could be obtained by oil since the short time of contact did not permit its escape. The samples were compressed to a total true strain of 1.4 to 1.6. A larger sample was prepared similarly with spiral grooves in the ends to hold paraffin which provided essentially complete lubrication. This sam ple was compressed slowly at room temperature at a rate of about 2 per min to a total strain of 1.0. Cylindrical samples were carefully machined from these discs with a radial direction as an axis. They came from the center half of the samples and were roughly 1/16 in. in diam. The samples were etched down 15 pct to remove any surface effects. Diffraction data were then obtained for six different kinds of planes by the use of the Norton technique as applied to a fiber texture. Direct comparison between the raw data failed to reveal any significant difference between any of the samples and consequently the data from only one sample was completely reduced. The particular sample had been deformed at O°C The background was subtracted from the intensity data which were averaged over the four quadrants and then normalized to random. These data were then used to obtain fiber-axis distribution charts as previously described.2 For this sample the (422) plane was also run to assist in this inversion. The final result, Fig. 1, provided a comparable fit to that previously obtained from fiber data. About 85 pct of the material forms an elliptical texture around the <110> direction. The radius (at half height) is 5.5 deg along the (111) boundary and 8 deg along the (100) boundary. The remaining 15 pct forms a ridge running from this texture to near the <311> direction. The regions around the (100) and (111) planes are devoid of material. The earlier qualitative results of ~arrett~ are in complete agreement with the present results. The possibility has been dis-cused that the material around the <311> results from friction between the sample and compression plates.4 The present results are considered proof that such is not the case because of the uniformity of sample deformation and the requirement of axial symmetry before fiber-axis distribution charts can be accurately obtained. Recently results have been obtained to show that strain rate and temperature are important variables in the extrusion of aluminum.5 Perhaps the most important observation was that the partial recrystal-lization occurred even at room temperature. Strain rate was considered to be a factor only in that it produced a temperature change. There are many differences between the two experiments, the most important possibly being that their material was roughly ten times the purity of the present material. The present experiment, however, may not be as definitive as desired in this respect since it has been shown that compressed aluminum recrystallizes without a texture change6 although supplementary

The long-talked-of conversion of oil refining into a true chemical industry using petroleum as a raw material was hastened, particularly in the realm of motor-fuel manufacture, by the increased understanding and use of catalytic processes. The petroleum refiner&apos;s vocabulary has been extended to include alkylation, cyclization, aromatization, and isomerization. There are other devel: opments of a similar nature, but these are now considered commercially feasible under proper conditions. New Equipment Less expensive equipment and processes encouraged new construction and replacement. Estimates of money spent in the United States on building new plants and remodeling existing installations during 1938 place the sum at not less than $200,000,000, a noteworthy amount in a year marked by a business recession. The commercial application of small-scale catalytic polymerization of refinery gases made one of the latest advances available to the smaller operators, who usually are faced with unit installation and production costs higher than the large refinery enjoys. Competition was thereby fostered. Outstanding in this respect was the construction of two or more polymerization plants in small refineries at extremely low installation costs, with amortization measured in months instead of years. Houdry Processes Bursting like a bombshell late in the year was the disclosure of the extent of the development of the Houdry processes of catalytic cracking, viscosity breaking, gasoline treatment, desulphurization, and polymerization, said to be applicable to almost any raw petroleum stock and yielding gasoline of exceptionally high octane number. This process is claimed to be particularly adapted to once-through cracking of aliphatic hydrocarbons, and when combined with any of the conventional thermal

The oil industry was built from its humble beginning a few decades ago into a potent force in world economy by human hands and human brains. One of these great leaders in the busy world of oil is Wallace Pratt, of the Humble company, who has been called to a position as director and member of the executive committee of the Standard Oil of New Jersey. Much has been said and written about the various uses of die castings, their applications in the various industries and their advantages and disadvantages. Examination of this literature, however, fails to disclose any data concerning the effect of temperature upon any of the physical properties of die-casting alloys. The uses and applications of die castings are so numerous, and of such a varied nature, that far too lengthy a manuscript would be required to list all of them. Brief mention of some specific cases will suffice to illustrate the temperature ranges in which certain die castings function. Automobile hardware, such as hub caps, door handles, radiator caps, etc., can be used as one example. Castings of this type are constantly exposed to varying climatic conditions, temperatures ranging from below zero to upwards of 100" F. Refrigerator parts, such as ice-cube trays, etc., form another example. Approaching the other temperature extreme, we encounter conditions such as are found in kitchens in which oven-heat indicator parts, cooking utensils, waffle grids, etc., embody use of die castings, where temperatures as high as 500" F. are often met with. Because of this variation in service temperatures, it was felt necessary to ascertain the effect of these temperatures upon the physical properties of die-casting alloys. The Charpy impact test was chosen first because of its simplicity, and because of the fact that brittleness is more likely to be objectionable in die castings than hardness or other physical properties. Alloys Investigated Two types of alloys were used in this investigation—zinc-base and aluminum-base alloys. Two alloys of each group were included. Those most generally employed in the industry at present were selected. Alloys A and B are of the same nominal composition, and correspond to A. S. T. M. alloy XXI, containing 4 per cent aluminum, 3 per cent copper, 0.1 per cent magnesium, and the balance zinc of 99.99 per cent

The beneficiation process at Northampton is described and reasons are given for installing a flotation plant. The economics of running the plant, the difficulties of operation, and subsequent remedial action are discussed. CEMENT rock from a quarry operated by the Northampton plant1, 2 of the Universal Atlas Cement Co. has a relatively low average CaCO³ content. To meet specifications required for cement manufacture it was formerly necessary, over succeeding years, to add increasingly larger amounts of high-lime, low-alumina rock, which was obtained from a quarry operated by the company at a point along the New Jersey-New York state border, 79 miles from Northampton. Previous to 1940, 8 pct of total kiln feed consisted of high-lime rock. From 1940 to 1943, this figure jumped to 13 pct. Today it would be necessary to use 18 pct of this high-lime to meet current specifications. Increasing transportation costs made this an expensive operation. In addition, this high-lime rock quarry was contaminated with granite and high magnesia pockets. As there was no available high-lime rock in the Lehigh Valley, it was decided in 1936 to install a pilot plant where experimental work was done on processing local cement rock with flotation and burning the resulting product in a small kiln. This plant was in operation for six months and at the end of that period a suitable method of flotation had been established. From these studies it was also found that if the proportion of shipped-in rock rose slightly above 10 pct it became economically advisable to use the flotation process. It is the object of this paper to present briefly the operation of the flotation system at the Northampton plant. It seems advisable to comment on the raw material used in this process. The Northampton quarry lies geologically in what is known as the Jacksonburg formation of Trenton limestone.&apos; In Pennsylvania this extends in a southwesterly direction from Portland, through Nazareth, Bath, and Northampton and across the Lehigh River to Ormrod. This argillaceous limestone was formed from marine deposits laid down during the early Ordivician period when a shallow sea covered most of Pennsylvania. Carbonaceous matter in the original deposit formed graphitic carbon under later metamorphic forces. From this graphite the cement rock of the Lehigh Valley derives its dark color. Most of the graphite must be removed before lime flotation can proceed. The quartz in this rock is desirable from the chemist&apos;s point of view, as it furnishes him with a form of silica necessary in the calcining process, but its abrasive properties damage pumps and piping. Aluminum silicates of potassium, sodium, iron, and magnesium are found in the form of sericite. Cal-cite averages from 69 to 76 pct. Iron in the form of iron pyrites is also present and has no deleterious effect. Talc is present in minute quantities. The

The slip and twinning behavior in extended titanium crystals were studied in some detail. The formation and appearance of coarse kink bands are discussed. Their crystallographic geometry was determined by X-ray analysis. A phenomenological interpretation of the complexities in kink band development is also presented. The critical resolved shear stress, coefficient of shear hardening, and plane of fracture were determined for several crystals extended at room temperature. THE slip and twinning elements observed in the room-temperature deformation of titanium were enumerated in a previous paper1 in which considerations were advanced regarding the nature and selection of these elements and their effect on the known mechanical properties of this metal. The present study concerns the crystallographic, microscopic, and mechanical aspects of flow in relation to the slip and twinning elements, and includes a prediction of slip systems, nature of slip and twin markings, inhomogeneities of plastic flow, and stress-strain characteristics. Unless otherwise noted, arc-melted titanium sponge (99.77 pct) was used in these experiments. The method of production of crystals, their dimensions, and the surface preparation for micrographic examination have been reported.&apos; For obtaining stress-strain characteristics, only those crystals which traversed the entire width of the specimen and were at least 8 mm in length were used. Tensile deformation of the crystals was performed with conventional grips for sheet specimens and a constant-stress loading beam, designed after the method of Andrade and Chalmers.&apos; The specimens were loaded by allowing sand to flow from a reservoir into a bucket suspended from the longer end of a balanced 6:1 lever arm at a rate controlled to load the specimen approximately 2 kg per min. Strain measurements were made using the Baldwin SR-4, bonded, resistance-wire strain gage, Type A-8, which permitted a reading accuracy of 2 microinches per inch. The formulas used in the evaluation of shear stress and shear strain, as in deriving the coefficient of shear hardening, are given by Schmid and Boasv n terms of the original orientation and change in length of the crystal. For calculating the critical resolved shear stress, the standard equation was used. The crystallographic nature of the unpredictable slip observed in a number of specimens was determined by the single-surface X-ray method of analysis as described in ref. 1. Experimental Results Prediction of Slip System: It was reported&apos; that room temperature slip in titanium takes place predominantly on {10i0} and in a <1120> direction, giving three potential slip systems. Hence, it should be possible to predict the operative primary system in the manner used by Taylor and Elam&apos; for alu- minum (i.e., the one with the greatest component of shear stress in the direction of slip). The stereo-graphic construction in Fig. 1 shows that this is true. In all cases, slip was found to occur initially on the (0110) plane and, in a number of cases, in the [21f0] direction. (The direction of slip was not determined for all orientations.) It follows that duplex slip can be expected when two slip systems are geometrically equally favorable for slip, as demonstrated in Fig. 2. In both crystals slip took place simultaneously on the (1700) and (olio) prismatic planes, as indicated by Fig. 2a and b. In the case of crystal B the movement of the specimen axis with increasing extension was toward the (10i0) direction, which represents the stable end orientation resulting from alternate slip on the [2ii0] and [1120] directions. This is analogous to the duplex slip process in face-centered cubic metals." Unpredictable Slip: In a number of crystals whose orientations were well within the operation of a single slip system, secondary slip occurred on planes not predicted by the criterion of maximum shear stress. THE first authentic description of an iron bath for the deposition of iron is probably that of Bottger in 1846, who used a bath containing ferrous sulfate and ammonium chloride. In 1861, Kramer deposited iron from ferrous chloride solution. Electrolytic iron was produced in 1.869 by Bietz, who used it for making some magnetic tests. In the same year, Klein is said to have worked out his process. Jacobi1 in 1869 described the results obtained in electroplating with iron on copper for making dies and plates for bank notes, by Klein&apos;s process. A letter from Klein to Jacobi describes the bath more fully. It consisted of FeSO4 + (NH4)2S04. Lenz2 described ?some properties of electrolytically precipitated iron. He used Klein&apos;s bath, FeSO4 + MgSO4 + MgCO3, to neutralize and obtained fine-grained and hard iron. His conclusions were as follows: 1. Electrolytic iron and copper contain gases, notably hydrogen. 2. The volume of gas absorbed by iron varies within wide limits, but it is easy for iron to take up very considerable quantities of gas. 3. The absorption of gas is principally in the first formed layers of iron. 4. When iron is heated, gas begins to come off below 100°, principally hydrogen. 5. Heated to redness, reduced iron oxidizes in water, in part at least at the expense of the oxygen of the water, decomposing it and setting free hydrogen, which is partly or wholly absorbed. Siemens,3 in 1889, was the first to propose a general process embodying a step for leaching a sulfide mineral with ferric chloride or sulfate and a step for regenerating the leach and depositing iron on a cathode in a diaphragm cell. TWO papers on health and safety were given Thursday afternoon when a joint session of the Health and Safety Committee and the Mining Methods Committee was held. T. T. Read presided and the first paper, on ventilation at Climax, was presented by the author, L. H. Glanville. In the subsequent discussion by Cloyd M. Smith, P. B. Bucky, B. F. Tillson, D. F. Haley, J. L. G. Weysser, and others a number of interesting points not covered by the paper, which appears in full in the January Mining Technology, were brought out. Ventilation troubles in mines so often hinge on the air being too hot and damp that it was interesting to hear of one where it is frequently too cold and too dry.

THIS paper deals with recent geologic studies in the slate belt of Northampton, Lehigh and Berks counties, Pennsylvania. The work was conducted under the auspices of the Pennsylvania Topographic and Geologic Survey. Three years have now been spent in detailed consideration of the economic geology of this region. In the field, particular attention was paid to the bearing of geology on quarry development and property valuation and the object of this paper is to summarize the results from that viewpoint. Excellent studies of a somewhat similar nature have already been carried out by Bowles,1 but with the emphasis upon the details of quarrying and fabricating methods, rather than upon the geologic relations. THE NORTHAMPTON-LEHIGH-BERKS DISTRICT Location The region here discussed lies in east-central Pennsylvania and extends southwestward from Delaware River, on the New Jersey line, to the Schuylkill in north-central Berks County. It is an elongated belt occupying the northern sections of the three counties mentioned and lying along the southern edge of Blue Mountain. Its length is about 50 miles and its average width five or six, though in places it attains a maximum of 10 miles.

For mining engineers and geologists accustomed evaluating metallic mineral deposits, the problems inherent in determining the worth of non- metallic industrial minerals deposits for the chemical processing industry often comes as a rude shock. These difficulties lead to different, and often much greater, problems in financing the development of such deposits than would normally be anticipated for economic sources of copper, molybdenum, iron, nickel and other metallic minerals. The chemical processing industry is one of the two principal consumers of non-metallic mineral production, the other being the construction industry. In the last decade, the volume of industrial minerals consumed by chemical processers has in- creased by 30%, and further increases are forecasted. To satisfy this growing demand, many new sources of these minerals must be found and developed. For those of us who will become involved in such work, the following brief analysis of the major problems to be expected may be of help in developing a realistic approach to evaluating and financing such a deposit and selling the product to consumers.

THE investigation of aluminum alloy systems prior to 1923 was severely handicapped by the low purity of the best aluminum available. However, by that time, the electrolytic purification of aluminum had been developed by the Aluminum Company of America,(1)? and in May, 1923, there was initiated, under the direction of E. H. Dix, Jr.,(2) a program for the investigation of the aluminum-alloy systems using the purest electrolytically refined aluminum. Up to the present time 15 papers (a) have been published, most of which are on the binary aluminum systems. Work is now in progress on the ternary systems, and it seems probable that most of the future work will be on ternary systems. Therefore this survey of the binary aluminum systems investigated up to the present time (the sixteenth paper of the series) concludes the first phase of this program. Certain qualitative relations between corresponding portions of the various binary diagrams as well as between different parts of the same diagram were noted some time ago by R. S. Archer.(4) In the present . paper these relations and others are considered quantitatively by the application of well-known thermodynamic equations or by newly discovered empirical relations No attempt will be made here to present the history of the develop-ment of the thermodynamic equations defining equilibrium or their application to metallic systems, although a list of references is given at the end of this paper for those who are interested in this phase of the

The annual meeting of the Woman&apos;s Auxiliary was held on February 19, at 10 a. m. The president, Mrs. Sidney Jennings, said in her greeting "it is a matter of congratulation that during the past year when the demands upon women for work of all kinds has been so large our membership has grown from the 50 enrolled at the first meeting a year ago to over 300 today. Some women, when. asked to join the organization, say that they are doing so much work in other ways that they have no time for work in a new organization, but the director for Canada struck the right note in her report when she told us of the splendid work the wives of mining engineers are doing in Canada, as individuals and as leaders and members of various organizations doing patriotic work. We do not want to divert such women from the work they are now doing, but we do want them to enroll as members of the Woman&apos;s Auxiliary and let us know what they are doing, that they play give inspiration to others." Reports were made by the directors of the following sections: Canada, Chicago, Colorado, Columbia, New York, Puget Sound and St. Louis, in some of which sections excellent progress has been made in food conservation, foreign war relief, including the adoption of fatherless French children, and in work for our own engineering regiments. These reports were read, accepted, and placed on file. The reports of the corresponding secretary, of the recording secretary, and of the treasurer, were read, accepted, and placed on file. Various amendments to the Constitution were proposed and accepted, and copies of the Constitution, as amended, will be mailed to all the members of the Woman&apos;s Auxiliary.

Approximately 850 delegates from 24 countries met in Tokyo, Japan, May 24-27, for the second MMIJ-AIME Joint Meeting in 55 years, to exchange technical knowledge and experience in the fields of exploration, mining, metallurgy and petroleum engineering. The first such meeting was held in 1917 in Kyoto, Japan. Although the Mining and Metallurgical Institute of Japan was the sponsor, the entire meeting (machinery exposition, technical program, and tours) was a joint effort of the two institutes.

Studies of the possible effect of plant water chemistry on the strength of unfired iron ore pellets apparently have not been reported in the literature. Naturally occurring soluble salts were removed from magnetic concentrate filter cakes obtained from several iron ore concentrators. Laboratory balling tests showed that unfired pellets made from these "clean" filter cakes were 50-100% stronger than the usual unfired pellets containing the salts. The fact that certain chemical additives dissolved in the water used for balling "clean" concentrates decreased the strength of unfired pellets indicates that salts in the plant process water may be responsible for lower strengths. According to chemical analyses of plant process waters at these plants, calcium and magnesium are probably the most detrimental salts in the plant circuits. It is suggested that calcium, magnesium, and other polyvalent cations in the mill process waters ion-exchange for lower-valence cations in the bentonite and thereby destroy the electrostatic-charge bonding in the green pellet. Some practical guidelines are also included for plant balling practices.

THE present Hecla Co. is a Washington corporation; the Hecla Co. of Idaho was the old company. The older corporation owned two claims, the Hecla and the Katie May, and was incorporated for 500,000 shares of one dollar par value. The principal shareholders and officials of the older company were among the early mining men of the camp. Among the active officials were John A. Finch and A. B. Campbell. Among the directors and share- holders were Patrick Clark, J. R. Smith, Frank Upman, F. J, Kipp, Chas. Kipp, B. A. Kipp and Carl Landsee. F. J. Kipp and Carl Landsee are now directors of the Company. All of the others mentioned have died, but the surviving members of their families retain their ownership in the Company&apos;s shareholders. B. A. ,Kipp, who recently died, was the largest shareholder at the time of incorporation and Patrick Clark was the second largest shareholder. B. A. Kipp is a brother &apos;of F. J. Kipp, director of the Company.
