In the introduction to an excellent pamphlet, John Gross' makes the following statements: Although marked progress has been made along mechanical lines, the theory and conception of underlying principles have not advanced so rapidly. This lack of advance in theory may be attributed to the unfortunate situation resulting from the controversy as to whether the Rittinger or Kick law is applicable to crushing. Many pages of the technical literature are burdened with theoretical discussions in favor of one or the other of these laws, which have tended to cloud rather than to clear the atmosphere. Realizing the situation, the Milling Committee of the American Institute of Mining and Metallurgical Engineers, through its secretary, E. A. Hersam, studied the milling industry and, because of the apparently hopeless lack of agreement in the Kick versus Rittinger dispute (5, 13, 14, 0, i8, 19, 21, 22, 23. 24, 30. 34), concluded that a foundation for the theory of crushing was of primary importance. The numbers in the paragraph quoted refer to papers listed by Mr. Gross in his Bibliography on Crushing and Grinding.1 One is obliged to infer that these papers show "hopeless lack of agreement in the Kick versus Rittinger dispute." No. 22 is a paper by Arthur O. Gates2 and No. 23 is one by the writer.3 Employing the subject matter contained in papers Nos. 22 and 23 2,3 the writer will show that their authors formulated identical conclusions, based solely on experimental evidence. Exactly the same defect in the Stadler hypothesis was described in each of the two papers, although entirely different experimental methods were employed in uncovering it. Both of the authors, independently, formulated the conclusion that Rittinger's was a true hypothesis and Stadler's false. The evidence in a third paper4 will be employed to prove that Stadler's hypothesis, when examined experimentally, is worthless. STADLER'S HYPOTHESIS WORTHLESS It is the writer's opinion that the evidence available in 1915 and the corroborating evidence in 1916 was amply sufficient to eliminate the need for any further consideration of Stadler's hypothesis. Certainly the evidence produced in 1918 dealt this hypothesis its coup de grace. It follows, therefore, that in the year 1918 there was only one credible hypothesis left-the Rittinger hypothesis. Gates' Opinion What information is available in Mr. Gates' paper?2 His conclusions are not consecutively summarized, none the less they are perfectly clear. On page 876, Gates says, and it is a very significant utterance: But my results show, among other things, that many more of Stadler's energy units are obtained per foot-pound-applied in coarse than in fine crushing. This suggests a doubt as to the correctness of his unit, since one would expect a foot-pound-applied to produce the same number of "energy units," whether the feed and resulting product were coarse or fine. APPROXIMATELY 90 per cent of the steel that is melted and refined in the United States and poured into ingots is made in basic open-hearth furnaces, as shown in Table 1-1. The annual ingot capacity of the steel industry reported January 1,1950, by the American Iron and Steel Institute8* was 99,040,160 tons, of which the basic open-hearth process accounted for 85,896,580 tons, 86.7 per cent of the total. The capacity of the individual furnaces varies over a wide range, a large majority falling within limits of 50 to 200 tons (Fig 1-1). Most of the units constructed [ ] since 1942 are in the larger size groups, between 175 and 225 tons capacity.

The crystal orientation in silicon iron that has been given a particular treatment described by Goss,l has been studied by Goss, by Bozorth2 and by Sixtus,3 but their results do not agree and are almost entirely qualitative. The following pages give a description of the orientation of the crystals in the material as determined by means of X-rays and expressed graphically in a pole figure. The treatment consists of hot-rolling the material into strip and then giving it two cycles of cold reduction followed by recrystallization. This produces remarkably good properties in the rolling direction, the product having a maximum permeability in this direction of more than 25,000 and a permeability at 16,000 Gauss of more than 2200. It is now generally agreed that Goss's original conclusion1 that the crystals in the final product are randomly oriented was incorrect, since Bozorth2 and Sixtus,3 using different methods, have shown that there is a decided preference in orientation. Those writers, however, expressed their results only in terms of one or more ideal orientations with deviations therefrom. X-ray Data A strip of the material containing 3.1 per cent Si, prepared by Goss,† 1.2 by 0.0125 in., was etched rapidly in warm dilute hydrochloric acid until it was 0.005 in. thick, in order to eliminate the effect of the two surface layers. The specimen was then mounted in an integrating camera similar to one described in the literature.4 The purpose of this camera is to translate the specimen during exposure, so that a statistically large number of grains contribute to the pattern photographed. The camera also allows the plane of the specimen to make various angles with the X-ray beam. An area 5 by 1.2 in. was scanned by a beam of unfiltered radiation from a molybdenum target tube operating at 37 kv., and the measurements were made principally on the peak of the white radiation. Sixteen executives, technicians and operative personnel from the French mining industry, now touring mining operations in the U.S., will wind up their visit to this country at the AIME Annual Meeting. Traveling under ECA auspices, they will be in Denver on Feb. 5, Salt Lake City, Feb. 8 to 13, Bonne Terre on Feb. 16. Four of the group are engaged in bauxite mining, nine in lead and zinc, two in pyrites mining. All are interested in American mining equipment and methods, and hope to contact manufacturers' representatives in the various areas they visit. A $600,000 manganese pilot plant is expected to be put into operation by Sept. 1, by the Bureau of Mines at Boulder City, Nev. S. R. Zimmerly, chief of the Bureau's metallurgical div. for the region, recently completed the mill design and flow sheet; and the Bureau is awaiting steel priorities before building. Ore from the Artillery Peak area, 60 miles south-west of Kingman, Ariz., will be used in the mill. Construction will be handled by Rex Lloyd of Boulder City.

The subject of this paper does not embrace the consideration of ways and means for the increase of analytical accuracy, or the question what could or should be attained in that direction. I desire simply to call attention to the degree of accuracy exhibited in actual every-day practice. In estimating this, little weight will be given to the evidence afforded by the agreement of duplicate or multiple determinations by the same chemist; for I am convinced that such agreement is a delusion and a snare. Nor will special importance be attached to the agreement of two or even three analyses in special cases, or to the agreement between two methods practiced by the same analyst. I propose to compare the results obtained by several chemists, working upon the same sample and by various methods, in order to exhibit, as I have said, the actual condition of practice. The available material for illustrating this phase of the question is unfortunately scanty; but something has been done; and I hope, by calling attention to some of the work in this line, to stimulate further work in the same direction by inducing others to prepare suitable samples and submit them to various chemists who are competent and willing to make the necessary determinations, and fully describe the methods they employ. I draw most of my illustrations from the Transactions of the Institute, the Proceedings of the Association of Official Agricultural Chemists, and from personal experience. There is considerable interest in beryllium because of its low density (1.84 g per cu cm), high modulus of elasticity (40 X 106 psi), high melting point (1280°C), and special nuclear characteristics. Moreover, it has fair resistance to corrosion and oxidation. However, the purest beryllium known to the authors is relatively brittle at room temperature, and cannot be fabricated readily. The search for improved properties leads naturally to investigations of beryllium alloys and the phase relationships upon which they are based. The present paper is concerned with the alloys of beryllium and iron, primarily from the standpoint of the equilibrium diagram. Iron was selected (1) because of its all-round importance in metallurgy, and (2) because the beryllium-iron system is known to be quite complex. The most recent diagram in the literature is that of Gaev and Sokolov,' and covers only the iron-rich end up to 16 wt pct beryllium. Beryllium markedly restricts the austenitic field, closing the gamma loop at about 0.4 wt pct (3 at. pct). On the other hand, beryllium is soluble in a-ferrite up to a maximum of 7.5 wt pct (34 at. pct) at the eutectic temperature of 1160"C. The eutectic composition lies at 10 wt pct beryllium (42 at. pct) and corresponds to a mixture of or and FeBez (called j3 in the present paper). The solid solubility of beryllium in the a phase decreases with decreasing temperature, and makes precipitation-hardening possible. These findings substantiate the earlier work of Oester-held,2 Wever and Mueller3 and Laissus.4 In addition to the FeBe2 (ß) mentioned above, Misch6 has reported on FeBes, and indicated evidence for another compound containing still more beryllium. A preliminary diagram by Gordon,5 not hitherto published, is given in Fig 1. Besides the phases previously named, there are shown a solid solution of extended range (e), a compound of limited solubility (t), and a high temperature phase (7). Beryllium is designated as 8. The t field contains the compound composition FeBea, and the f phase undoubtedly corresponds to the beryllium-rich compound found by Misch.6 The region around the { phase was proposed by R. J. Teitel based on Gordon's data. The details of the diagram are self-explanatory. It was the unusual complexity of this system that prompted the authors to undertake the present studies. By the same token, more emphasis was placed on the beryllium-rich than the iron-rich end of the diagram. Exprimental Details RAW MATERIALS The beryllium employed in this investigation was one of the purest grades available. Its chemical analysis after vacuum melting is given in Table 1. The metal assayed 99.4 wt pct beryllium. Vacuum melted electrolytic iron of purity shown in Table 1 was the source of iron.

The methods for preparing operating cost estimates for a proposed mining venture are outlined. The procedures for estimating the direct and indirect operating cost for proposed mining and ore processing facilities are reviewed. Profits from the by-products are credits to the total operating cost, direct plus indirect, and are subtracted to obtain the total net operating cost. The non-operating costs which are a part of the total expenses are defined but are not considered in this manuscript. A method for developing the operating cost for a typical copper concentrator in the southwest is described in detail.

There was optimism on 14th Street on April 22, Earth Day. We only have the report second hand because the demonstration conflicted with another appointment. Fifth Avenue was closed to vehicular traffic from 14th Street to the Park for a few hours and the crowd that showed up to promenade rivaled anything that can be imagined, even one at a country fair in Merry Old England. Certainly the domestic animals were there and the costumes were wild-as they are almost any day on 5th Avenue. However, the mood was friendly, happy and optimistic according to one of our neighbors who filmed and taped interviews with some of the characters. People think the air is going to be clean, and the water pure in the future. Land is going to be treated with respect. Even if the demonstration temporarily fouled the streets with litter, it served the purpose of dramatizing awareness. In talking to our friend about his experiences we didn't miss the opportunity to sound out his impression of whether or not people recognize that no group of people nor industry has a monopoly on pollution.

INTRODUCTION Over the years, Congress has written into the Internal Revenue Code various provisions aimed at lessening at least one financial burden faced by taxpayers in the mining industry - the federal income tax burden. These provisions include the election to deduct exploration expenses, the election to defer deduction of development expenses, and the percentage depletion deduction. Careful tax planning from the very beginning of a mining venture is essential in taking maximum advantage of these tax benefits. A major decision to be made is the choice of organizational structure. (For a more detailed discussion of this subject, see McCabe, John J., "Developing Structures for Investments in Mineral Property," New York University Institute on Federal Taxation, 42 NYU 24, 1984). One such structure is the use of multiple corporations, with mining activities conducted by one corporation and nonmining activities, such as manufacturing, financing and administration, conducted by the other corporation. This technique, which will be discussed in detail below, can be particularly advantageous in delaying recapture of previously deducted exploration expenses and in maximizing depletion deductions. TAX BENEFITS IN MINING Exploration Subject to certain restrictions discussed below, exploration expenditures (i.e., expenditures paid or incurred during the taxable year for the purpose of ascertaining the existence, location, extent, or quality of any deposit of ore or other mineral, and paid or incurred before the beginning of the development state of the mine are deductible at the election of the taxpayer (Section 617(a)).* Were it not for this option, exploration expenditures would be required to be capitalized and recovered through depletion, after production begins. Exploration of a mineral deposit can be very costly and may not result in commercial production for some time. If the taxpayer has income to he offset by the deductions, a mining venture can usually be structured in such a way as to allow the offset of mining losses against the other income. With today's high interest rates, this election can be quite valuable in present value terms. Corporate and noncorporate taxpayers are subject to different restrictions on this tax benefit. Corporations may elect to deduct only 85 percent of eligible exploration expenditures (Section 291(b)). (The Tax Reform Act of 1984 reduced this to 80 percent effective for expenditures after December 31, 1984, in taxable years ending after such date). The remaining 15 percent (20 percent after December 31, 1984) is capitalized and recovered at the same rate as five-year ACRS property (Section 291(b)). Individual taxpayers are not subject to this 85 percent rule; however, any amount deducted in excess of ten-year straightline amortization is a tax preference item for individuals (Section 57(a)(5)). Individuals may avoid the tax preference by electing to capitalize exploration expenditures and amortize them over ten years (Section 58(i)). In order to prevent the taxpayer from, in effect, converting ordinary income into capital gain by selling property that has given rise to exploration expense deductions, the Code requires recapture of such deductions upon the occurrence of certain events (Section 617): 1. Upon disposition of the property, adjusted exploration expenditures are recaptured to the extent of gain realized on the disposition (Section 617(d)). 2. If the property is leased, the lessor is disallowed any depletion deduction until his adjusted exploration expenditures have been recaptured in the form of foregone depletion deductions (Section 617(c)).

ABOUT one hundred were in attendance when Donald M. Liddell opened the session* on non-ferrous metallurgy at 2 p. m. on Tuesday. F. F. Col- cord was vice-chairman. For the first part of the session the chair was turned over to Frank G. Breyer, who introduced G. L. Spencer, Jr., to read his contribution (T.P. 378), "High Silica Retorts at the Rose Lake Smelter," which was an account of the method of manufacture of high-silica zinc retorts at the Rose Lake smelter, and of the service given by these retorts. The materials used are, by volume, 50 per cent clay, 25 per cent silica flour and 25 per cent grog. Written discussion of the paper by E. M. Johnson, W. R. In- galls and M. M. Neale was read by Mr. Breyer. Mr. Johnson explained that their practice in manufacture differed very little from Rose Lake practice, but that their retorts did not last as long, possibly because Eagle-Picher does not use a hydraulic retort press or sintered ore. He ascribes the longer life of silica re- torts to the fact that they do not bend under heat. Mr. Ingalls pointed out that silica retorts are no better as heat conductors than clay retorts, but that they do have a superior rigidity in the furnace. The peninsula of Nicoya contains virtually all of the known manganese deposits of Costa Rica. These are south and west of the Tempisque River, which flows across the peninsula near its juncture with the mainland. This peninsula forms the westernmost part of the province of Guana-caste, which is the northern. of the two Pacific Coast provinces of Costa Rica. The larger villages are connected by ox-cart roads and trails. The area may be covered on horseback without difficulty except during the rainy season, when rivers are in flood and difficult to ford. This is particularly true of the Rio Seco-Guay-jiniquil area, where there are no inhabitants and few open trails through the tropical jungle. Santa Cruz and Sardinal are served by the Taca Airlines, two planes a week from San Jose and Puntarenas. The port of Puntarenas has excellent loading facilities but none are available nearer the manganese districts; there ore must be lightered to vessels standing offshore. Physiography In Costa Rica there are three physiographic divisions: (I) the central plateau (Mesa Central), a somewhat dissected lava platform upon which are superimposed volcanic peaks, some of which are still active; (2) the Atlantic lowlands and (3) the Pacific lowlands. The peninsula of Nicoya and the larger part of the province of Guanacaste lie within the Pacific low- lands. The term "lowland" indicates relation to the central plateau, as the peninsula of Nicoya is largely mountainous. The mountains of Nicoya form the southern extremity of a range of low hills, which are almost continuous along the Costa Rican coast to the Nicaraguan border. The coast line shows evidence of subsidence. The Gulf of Nicoya obviously is the drowned valley of the Tempisque River. The west coast of Nicoya shows many rocks, shoals, bays, inlets and small islands as evidence of a sea encroachment. The altitude of the manganese deposits ranges from 0 to 800 ft. Topography is of the mature type of wide valleys and low hills, often with abrupt slopes. The climate is tropical and humid; rainfall of 125 in. falls largely between Sept. I and Jan. I. Vegetation often is very dense, the Rio Seco-Guayjiniquil area being truly tropical jungle, containing many hardwoods. History and Production The production of manganese ore in Costa Rica apparently dates from the first World War. It reached a peak of about 10,000 tons in the year 1919, then declined rapidly. Evidence of this period of prospecting has rotted away or been swallowed by the jungle. The war now in progress apparently revived the interest in Costa Rican manganese and has encouraged further prospecting. The chief value of a paper like this consists in its statistical tables, putting on record material useful to future inquirers. The data here given have been compiled from time to time as far back as 1874, and subsequently brought up to date. Much of the data could only be procured by personal inspection of the catalogues, as for example those relating to the Lawrence Scientific School, which were taken at that time from the catalogue of Harvard University, on file in the University Library, by the present writer, then an instructor in that institution. These tables of statistics were first prepared for publication by the present writer in 1888-1890 and published in his "Report to the Board of Control of the Michigan College of Mines " (Michigan Mining School) for 1886 to 1890. Later they were revised, enlarged and brought down to date in his reports to the same Board for 1890-92; and since that time they have been, at his request, revised, greatly enlarged and kept up to date by Mrs. Frances H. Scott, the efficient Librarian and Secretary of the Michigan College of Mines. Great credit is due to her for her devotion to this work and her untiring efforts to have the statistics complete as far as possible. The accompanying running commentary is given simply as a string to hold these statistics together, and in order to call attention to a few points. In compiling any tables like those accompanying this paper, one is confronted by serious difficulties, some of which render these results only approximate. In order to insure greater correctness and fullness in the statistics to be published the writer's reports for 1890-92 were sent to the president of every college, university, and technical school in the country, so far as known. Accompanying this was a personal letter which asked of each one his aid in correcting any errors, and in giving fuller statistics. But relatively few answers were obtained, and subsequently from one to many letters have been sent to each institution not formerly reply-

The principle of airborne electromagnetic prospecting is well-known. The basic geophysical texts in most cases discuss the main elements involved in electromagnetic prospecting. However, there is certainly little information available to the public concerning the present types of airborne electromagnetic systems being flown today by both contracting companies and some of the mining companies which have their own instruments. This is unfortunate since it is difficult for those people not conducting such operations to understand thoroughly the large variation in the electromagnetic instruments available.

The technique of decorating dislocations was employed to investigate deformation and fracture resulting from Precipitation of hydrogen in Fe-3 pet Si single crystals. It is shown that cracks are produced on (100) planes inside crystals, as a consequence of the precipitation of hydrogen gas, either when crystals are quenched from a hydrogen atmosphere at elevated temperatures or cathodically charged with hydrogen at room temperature. Plastic deformation in the vicinity of cracks, observed as arrays of decorated dislocations, is in conformity with the calculated stress distribution about a crack containing an internal pressure, and the observations provide information permitting a detailed analysis of the mechanics of crack growth. The fracture characteristics of crystals containing internal cracks were evaluated at 25o and -196°C and the results are related to the mechanism of hydrogen embrittlement in terms of the growth of preexisting cracks. HYDROGEN in bee iron or steel produces two characteristic changes in mechanical properties: I), a decrease in ductility (macroscopic strain at fracture) that depends on temperature and strain rate, and 2), spontaneous fracture under static load that depends on time and apparent stress. Resolution of these phenomena into the microscopic processes that combine to produce the macroscopic effects is especially difficult in the Fe-H system in which the active component cannot be directly observed and only maintained in equilibrium with great difficulty in the temperature and pressure range in which embrittlement phenomena appear. As a result of these complications, verification of the numerous hypotheses'-5 that have been proposed to explain the microscopic mechanism of embrittlement depends on self-consistency with measured changes in macroscopic properties that are averaged over the volume of a specimen. It is obviously important to obtain a more direct evaluation of the microscopic processes that combine to produce embrittlement. Accordingly, the present investigation was designed to identify and observe, as directly as possible, the microscopic effects of introducting hydrogen into a bee crystal. It was concluded from a previous investigation6 of X-ray line broadening, produced by introducing hydrogen into pure iron at room temperature, that the only effect that could be associated with the introduction of hydrogen was plastic deformation; in particular, dilation of the lattice was not observed, within ± 0.01 pet, and no evidence was found that could be interpreted to support the idea7'* that hydrogen occupies tetrahedral interstitial sites in the iron lattice. The absence of lattice dilation is consistent with the extremely small solubility of hydrogen in bee iron9,10 (0.015 at. pet at 900oC and 1 atm pressure), and the evidence of plastic deformation is consistent with the fact that hydrogen, introduced by cathodic charging, eliminates the carbon yield point.11-13 Following this investigation, the immediate problem was to devise a method by which plastic deformation could be observed directly. The technique employed by Hibbard and Dunn14 to observe the movement of dislocations during bending and subsequent polygonization of Fe-3 pet Si single crystals was adopted and modified for the present purpose to include the observation of dislocation arrays in the volume of the crystal, and their association with the fracture process. EVENTS during and since the war indicate that the nations of the world are trying to initiate an era of international co-operation. Definitions and objectives include social, economic, and human considerations no less than political considerations. The mineral resources of the world and the absolute and relative position of each nation enter into this situation. The possible use of armed might, the application of sanctions, the international flow of commerce, the ways in which this flow may encourage or hamper international well-being, and the influence of international and domestic well-being upon one another are all matters that must take mineral resources into account. If the United States is to act wisely and forthrightly in such matters we must be thoroughly informed as to our position with respect to mineral resources. What is the mineral position of the United States? A variety of widely conflicting opinions are held in authoritative and intelligent quarters: (1) For practical purposes our mineral resources are already exhausted.

The following specifications, proposed by a sub-committee of the American Society for Testing Materials, are still to be adopted and subsequently submitted to the International Association for Testing Materials. Standard Specifications for Pig-Iron and Castings. I. Analysis.—It is recommended that all purchases be made by analysis. II. Sampling.—In contracts where pig-iron is sold by chemical analysis, each carload, or its equivalent, shall be considered as a unit. At least one pig shall be selected at random from each two tons of every carload, and so as to fairly represent it. Drillings shall be taken so as to fairly represent the fracture surface of each pig, and the sample analyzed shall consist of an equal quantity of drillings from each pig, well mixed and ground before analysis. III. Allowances and Penalties.—III all contracts, in the absence of a definite understanding to the contrary, a variation of 10 per cent. of silicon, either way, and of .01 in sulphur above the standard is allowed. A deficiency of over 10 per cent. in the silicon, up to 20 per cent., and a further increase in sulphur up to .01 over the above allowance subjects the shipment to a penalty of 1 per cent. in the price for each element so affected. IV. Base Analysis OF Grades. —In the absence of specifications the following numbers, known to the trade, shall represent the appended analyses for standard grades of foundry pig-iron, irrespective of the fracture, and subject to allowances and penalties as above. Description of Pipes.—The pipes shall be made with hub- and spigot-joints, and shall accurately conform to the dimensions given in Tables Nos. I. and 11. They shall be straight and shall be true circles in section, with their inner and outer surfaces concentric, and shall be of the specified dimeneions in outside diameter. They shall be at least 12 feet in length, exclusive of socket. For pipes of each size from 4-inch to 24-inch, inclusive, there shall be two standards of outside diameter, and for pipes from 30-inch to 60-inch, inclusive, there shall be four standards of outside diameter, as shown by Table No. 11.

In recent investigation of drilling processes, the U.S. Bureau of Mines measured the operating characteristics of two percussive drills. Basically, this entailed measuring maximum piston velocities while drilling. The maximum piston velocity is not necessarily the same as the striking velocity. The latter is usually somewhat lower1 because most commonly used drills provide an air cushion which slows the piston just before it comes in contact with the drill rod. Penetration rates for the two drills were determined in nine rock types, and the physical properties of the same nine rocks were measured and tabulated. Then the penetration rates were plotted against the individual properties to determine the general relationships on which methods for predicting drilling rates could be based.2

MECHANIZATION of coal mine, is radically changing the requirements for under-ground transportation. It has increased materially the need for reliability and belt conveyors are the most dependable means of moving coal away from the place where it is mined. Their record of freedom from delays is almost 100 per cent. Why then are- not belt conveyors in more general use. Part of the answer lies in the pour records made at some of the earlier installations, and in the fact that belts have so long been identified as a type of equipment suitable, in the main, only to thin seams. Another reason is lack of knowledge of the full potentialities of belt transportation.
