The use of walk-through inspections, approvals and ad hoc investigations to ensure risk is kept within acceptable levels is reaching its limits of effectiveness. Further improvement in occupational health and safety requires a systems approach, and the use of Quality Management principles is an obvious basis for this. SafeGuard, a æbest practiceÆ model health and safety management system and audit criteria based on AS/NZS ISO 9001:1994, has been produced by the Department of Mines and Energy. Quality style audits of mine and quarry health and safety systems are now being carried out by the Inspectorate.

In the north of the Netherlands, in the environment of Harlingen, an industrial waste incinerator was installed in 2011. The population in the region is concerned about adverse health effects related to possible emission of dioxins. This study compares the relative merit and reliability of four sampling approaches aimed at quantifying the possible pollution patterns surrounding the incinerator: short-term versus long-term isokinetic flue gas sampling, spatial sampling of grasses and a novel approach developed by the Toxicowatch Foundation, based on local composite sampling of ten eggs from backyard chickens (local area pollution load averaging by accumulating bio-entities). Based on the latter approach results of a new analytical bioassay, DR CALUX®, from 15 locations near Harlingen harbour show distinct above-threshold dioxin levels in the environs of the incinerator. Currently only short-term flue gas sampling is mandated by the authorities; based hereupon, under normal operating conditions, the incinerator appears to be compliant with emission standards. This short-term sampling scheme is seriously flawed, however, in that it only demands one continuous 12-hour sampling period per annum – an extreme grab sampling transgression in the time domain. In starkest possible contrast, significantly elevated dioxins emissions were measured in flue gas during events of unstable combustion conditions by continuous long-term measurements. The dioxin congener patterns from long-term flue gas sampling show similar patterns as the congeners found in backyard chicken eggs and grass, evidence that elevated dioxins in eggs is due to emissions from the incinerator. These results make it mandatory to perform long-term, continuous measurements for all sources where similar high-temperature combustion/emission processes take place. Backyard chicken eggs are a prevalent regional bio-accumulating sample type in rural and agricultural regions, which is relevant to air pollution emission monitoring. There are interesting relationships between this type of sampling bio-sensors and the special bioassay DR CALUX® features, which, although quite outside traditional contexts, never-the-less all can be well understood in the context of the Theory of Sampling. We venture to unravel the complex interactions between correct and incorrect sampling errors and the extraordinary complicated analytical issues involved in monitoring and source tracking using accumulating bio-sensors. The mineral industry is an important element in the human environment and in varying degrees contributes to the general standard of living throughout most of the world, both by supplying the basic materials required for heavy industry, transportation, construction, scientific equipment, and many labour saving tools and also by its contribution to the international economy.When projecting population growth and per capita resource utilization against a finite amount of nonrenewable mineral resources, it is apparent that at some future time, if the established trend continues, the supply of industrial minerals will progressively become exhausted according to their relative scarcity and world demand.In one way or another all of nature's mineral resources are used in the sel'vice of man. Some of the products of their manufacture are essential to the survival and further development of our civilization, others are luxuries, desirable but not essential. Marine vessels are essential to maintain a flow of resollrces around the world, and as trade increases the size of the fleet will grow and the quantities of metals needed will be greater.The commodities they transport, may be used in an inefficient or extravagant manner causing unnecessary depletion which may adversely affect the activities of future generations. An example that comes readily to mind is fuel oil, the international transport of which uses a vast tanker fleet. When refined, large quantities of motor spirit are used in motor vehicles. The U.S.A. alone uses 70 billion gallons annually in the 90,000,000 automobiles in use.Much of this is used in private cars-of which there is one for every 2'3 people-for transport between home and city. Well organized community transport would serve the same purpose, conserve a scarce commodity, take some of the stress out of livingdriving in a major city can hardly be considered a relaxing experience-and minimize the problem of atmospheric pollution.Whilst man has demonstrated his great versatility...

The gold province of Otago occupies an area of upwarped basement, the Otago Schist, comprising predominantly quartzofeldspathic and volcanogenic metasediments. This assemblage is the product of collisional tectonic deformation and associated metamorphism, mainly to lower greenschist facies, during the Rangitata Orogeny (200-100 Ma). Historically this region has produced 240 tonnes of gold, 4% (10 t.) of which was from the mining of Cretaceous goldquartz mineralised vein systems. Auriferous vein systems in the Otago Schist are mainly hosted within NW trending normal fault-fracture arrays, however NW trending reverse fault-hosted vein systems also occur. We propose that the Late Cretaceous-mid Tertiary Otago Schist structure represents a regional anticlinorium containing flexural folds of at least two wavelengths. The anticlinorium structure has been quantified by determining variations in angular discordance between schistosity and the Otago Peneplain, a Late Cretaceous-mid Tertiary erosion surface covering most of the Otago district. A structural model for the evolution of the post-collisional anticlinorium requires the cooling surficial zone (carapace) of a retrograding metamorphic belt to behave as an elastic lid. Erosion of topographic load on the carapace drove isostatic uplift, which was greatest in the tectonically thickened core of the orogen. In this way differential uplift produced flexural deformation in the elastic carapace, expressed as a large scale arching of the orogenic belt. Flexure created tangential longitudinal strains in the outer-arc, leading to extension and the formation of mineralised normal faults. These structures are separated by a neutral surface from shortening and associated mineralised reverse faults in the inner-arc. Our structural model predicts that the distribution of auriferous lodes should be localised about zones of maximum flexural curvature, where the tangential longitudinal strains are highest. As a result, NW-SE hinge regions separating schistosity dip domains in the Otago gold province may have new found significance as potential exploration targets.

The depletion of iron ore deposits at the face of the mine site dictates the necessity for the exploitation of formerly less attractive orebodies to meet the demand of the modern world. These orebodies will typically be found close to or even beneath the water table where an increasing clay and moisture content will result. Problematic iron ores, colloquially termed as ‘wet and sticky’ material (WSM), can have a significant impact in the material handling stream due to the expensive downtime of processing equipment, which is attributed to the inter-particle and boundary cohesion and adhesion forces of the bulk material.In order to gain a better understanding of the causes of poor handleability, experimental test methods to determine wall adhesion, and inter-particle adhesion within bulk materials were developed. Based on the combination of wall adhesion and inter-particle adhesion measurements, with traditional methods of assessing bulk material handleability, a new method to assess the potential of bulk materials to cause handling problems is proposed. This method reduces the multitude of factors leading to problematic behaviour to a handleability index (HI) [0,1], which is easily assessed and understood. The method is suitable for adhesive materials and applicable for a wide range of material flow, from gravity reclaim stockpiles to transfer chutes and carry back on conveyor belts.Additionally, this research presents an assessment of the HI derived by experimental testing of three iron ore samples. The Singapore Land Transport Authority Contract C917A is for the design, construction and completion of all outstanding works under the original Contract 917, including taking over the design and construction responsibility for the works carried out by previous contractor. Construction works connect the bored tunnels between the stations at King Albert Park and Sixth Avenue on the Downtown Line two in Singapore.The original contractor became insolvent leaving the works incomplete. On 29 August 2013 McConnell Dowell were awarded the completion contract following a fast-tracked tender process. The completion contract required a quick start and therefore the recruitment of some of the original workforce. A large majority of the original workforce was from Malaysia, Indonesia, China, Philippines, Bangladesh, India and Thailand. In order to ensure that the safety standards were upheld, and that the new workforce embraced a safety culture, a behaviour based safety (BBS) approach was implemented.The BBS approach was implemented to overcome the existing poor cultural safety behaviours, and to ensure that high standards and expectations for safety were implemented. This ensured that the workforce were comfortable in identifying hazards, avoiding shortcuts, and changing poor safety behaviours.This article outlines how a BBS program was delivered on the C917A project, containing defined goals, communication tools, and assessment and feedback models.CITATION:Brown, R, 2014. The New South Wales coal industry is a highly mechanised well organised industry which has developed from an annual production of slightly less than 13 million tons in 1950 to over 33 million tons in 1969. Although continuous miners were not introduced into the mines until 1950, by Jillle 1969 the percentage of coal won by these units was 87.3. The paper describes mining conditions in the various coalfields of the State, their complexities and problems and how these have been dealt with. The introduction of fully mechanised long wall faces has presented a challenge which has been accepted and descriptions of systems in use are discussed. Major expansion of the industry is anticipated to meet the requirements of the growing Australian steel industry, for local power generation and to meet the increasing demands of overseas markets.

Rehabilitation of mining sites helps to achieve the purpose 5(2c) of The Resource Management Act 1991 û æavoiding, remedying, or mitigating any adverse effects of activities on the environmentÆ. The environmental outcomes for recent and current mining operations on the West Coast are variable. There are some exemplary mining operations which are restoring or even improving land use and environmental factors in the region, particularly those operated by the larger mining companies. There are also examples of an exploitative mentality where the environment and land have been severely degraded by mining activities. Technology has been developed to prevent a repetition of the historical destruction of the environment through mining. Failure to rehabilitate mined land is no longer acceptable to the New Zealand public in the 1990s and damages the credibility of the mining industry. Examples of successful mine site rehabilitation to pastoral farming and to production or plantation forestry are illustrated from the alluvial gold mining industry. Planning, sequencing of operations, the utilization of sailor plant growth materials, and aftercare are key factors in successful land rehabilitation to these productive uses. There is also a recent focus on restoring indigenous forests and wetlands at both coal and gold mining sites, particularly for mines on or adjacent to the conservation estate. The results of scientific research and efforts by the industry on techniques for rehabilitating rainforest and pakihi wetland after mining are presented, particularly from the Giles Creek Dunoille Coal Mine. There is a need for further research and trials to apply and extend rehabilitation techniques to other geological and environmental situations, particularly to mines in mountainous areas and to difficult environments like the coal measures ecosystems of the plateaux above Westport.

Platinum-group minerals (PGM) are recorded from a number of localities along theWaiau River, western Southland, and the south coast of the South Island, New Zealand. At each locality, small amounts of PGMs were recovered as by-products of historical gold mining operations. During the period 1890-1950 an estimated 1000-2000 oz. of æplatinumÆ were recovered from the region, the only area within New Zealand where PGM have been commercially exploited. The PGM suite of southern New Zealand consists of Pt-Fe alloys, IPGE (iridium subgroup, platinum-group elements) alloys, sperrylite (PtAs2), cooperite (PtS) and braggite ((Pt,Pd)S). The composition of Pt-Fe alloy exhibits considerable variation and two compositional populations are recognised. Some Pt-Fe alloy grains are chemically zoned. Iridium is the most abundant IPGE alloy phase and often contains considerable Pt, in contrast to osmium and ruthenium alloys. Cooperite and braggite grains are characterised by extremely low concentrations of Ni.   Exsolution of osmium and iridium from Pt-Fe alloy and Pt-Fe alloy from iridium is observed Several PGM host mineral inclusions which vary from single to poly-phase, display rounded to equant outlines and range in diameter from greater than 100 ¦m to less than 5 ¦m. Olivine and Ni-sulphide inclusions are only present within IPGE alloys. Pt-Fe alloy, cooperite, braggite and sperrylite host Cu-Fe sulphides, a wide variety of PGM, clinopyroxene, amphibole, magnetite and plagioclase within inclusions. Sperrylite also hosts Pd bismuthiotellurides, gold and several potassium-rich silicate phases. Similarities in inclusion phases and mineral chemistry from several localities suggest that the PGM are derived from a single (as yet unidentified), probably calc-alkaline magmatic source. This source is situated somewhere along the margins of the western Southland sedimentary basin where PGM liberated by erosion are transported down the Waiau River and dispersed eastwards along the coast by strong longshore currents.

The Tui Mine is an abandoned Pb-Zn mine giving rise to water quality problems in the Te Aroha region of Coromandel, New Zealand. When sampled in September 2002, for example, both the Tui and Tunakohoia Streams draining the mine site exceeded ANZECC (2000) water quality guidelines for aquatic life protection (Cu, Cd and Zn) and recreational quality (Cd). Based on trace metal mass flux (kg/yr) from parts of the mine site, the principal pathways by which Cu, Zn and Cd contamination reach these streams have been identified as:the tailings dam leachate,the diverted stream water from above the dam,the drainage from Adit 5 (which accounts for 95 % of Zn and Cd contamination in Tunakohoia Stream), andto a lesser extent, run-off from waste rock piles below Adit 4 level. Of the various remediation options, which have been proposed for the site, the following are identified as providing the best protection for the Tui and Tunakohoia streams:stabilising the tailings dam embankment and capping the embankment and tailings,constructing and/or cleaning out engineered diversion drains around the perimeter of the tailings dam to divert surface water away from the tailings dam, andinstalling bulkheads within Adit 5. A formal postal survey of the people of Te Aroha (66 respondents from 230 surveys) indicated that their priority was that the site be made safe for the public to visit, and used for recreation. As soil samples in potential recreational areas of the mine site, significantly exceeded guideline values for Cu, Pb, Zn, Cd and As, soil removal or capping clearly also needs to be part of a remediation plan. Development of the site as a historical/ecotourism area was viewed favourably, as this may encourage more visitors to the Te Aroha area as well as educate local residents.

A brief review of the Waipipi Iron Sands Limited company history and operations over the past ten years is made along with a summary of the benefits of this mining company to New Zealand. Land rehabilitation procedures in coastal dune lands are described in detail and brief mention is made of a study of animal health and copper uptake. The paper concludes with a summary of the increased emphasis on agronomy and restoration as the mining operation commences dredging in a better class of grazing land.

The morphological changes that gold undergoes during transport in gravel-bed rivers are a function of transport distance in particular, as well as bedload material, river gradient and velocity, and bed roughness. Gold size, shape and outline are modified by abrasion, flattening, folding and breakage during transport. The resultant morphological characteristics can be used to predict source types, source location and transport distance, as well as the origin and dispersal patterns of gold in ancient placers where the transport history is unknown.

Brisbane’s Airport Link is Australia’s largest road infrastructure project, worth a total value of A$4.8 billion. The project is using surface and underground blasting to excavate hard volcanic rock, Brisbane Tuff. This paper tells the story of the most challenging and difficult blast of the whole project: the removal of a remnant pillar of rock (approximately 2250 m3) next to a major arterial road and within 100 m of existing infrastructure including a number of heritage listed buildings, residences and privately owned sensitive receivers. The pillar consisted of a hard rock wall (Brisbane Tuff) between 2 m and 6 m thick, 15 m high and 35 m wide; with in situ precast concrete piles embedded within 1 m of the boundary of the pillar. Orica Australia Pty Limited was contracted by Thiess John Holland, to perform the work in this area, including design, modelling, drilling and loading of the explosives, as well as blast clearance and shotfiring. Access to the area was limited so all explosives and equipment, including the 20 t drill rig, had to be lifted in and out by crane. Due to the nature of the blast, with infrastructure 5 m directly in front of the 15 m high face, there was only ever going to be one chance to get this blast right. This was an extremely complex blast which required the use of a number of different types of packaged explosives, as well as special timing techniques only made possible by using electronic initiating systems. This type of blast is high risk, and is more typical of a building demolition in the urban environment. The blast was fired on the 25 September 2010, and was highly successful. The environmental results for vibration and overpressure were well under the imposed limits, and the embedded concrete piles remained undamaged.

The lignite resource in the southern part of the South Island is New ZealandÆs largest source of indigenous primary energy. The ten deposits evaluated by the Liquid Fuels Trust Board (LFTB) have a total recoverable reserve of 6.2 billion tones equivalent to 74 000 PJ of energy or 20 times the original energy content of the Maui gas field. Updating the economics of the original LFTB studies indicates that lignite could be mined for between NZ$1.0 and 3.0/GJ. Its conversion to synthesis gas for production of petroleum products, chemical methanol, ammonia/urea fertiliser or electricity would be in the national benefit and likely to be commercially economic at todayÆs product prices.

For establishing sustainable material cycle process in human system, a brand new concept should be created, which could recycle the waste materials, which are land-filled and discarded under present economical situation. The concept of 'RtoS' (Reserve (of waste) to Stock) to create 'artificial deposit' of the materials concentrate is one of the best ideas to be applied. From this viewpoint, separation technology, in especial, solid phase separation such as mineral processing technology contributes much to the concentration, making 'artificial deposit' with less energy consumption compared with melting and/or dissolving technologies. Results of rare metals concentration in the e-waste are also introduced as an example with combining novel comminution and parts/powder separation.

It is a great honour to address our Institute as President, but the choice of a suitable subject was not an easy one. In the past when the presidential address was given at an annual conference the subject usually related to the conference or industry concerned; more recently the subjects have been more philosophical and this is a distinct advantage to me.I appreciate that I am addressing an informed audience and I am sure' that you are well advised in many of the points that I hope to leave with you. Unlike the specialist who gets to know more and more about less and less and eventually knows everything about nothing, I am one of the group who gets to know less and less about more and more and eventually knows nothing about everything.I hope you will appreciate this point whilst you are listening to me.In recent years I have been closely associated with the problem that troubles most governments of our time: the competition of many groups of differing backgrounds for the land that is available to the nation.This is of particular interest to the industry with which we are concerned as it is of critical importance to the discovery and development of future reserves of minerals and metals. Part of my daily task is involved with the administration of legislation for mining operations and the conditions under which such operations may be undertaken, in implementing government policies relating to mining, and in designing and administering legislationdirected to safety and health in mines.Most of our members are involved in exploration or in day-to-day problems associated with the production of minerals or the management of companies in these pursuits and would be aware of many of the conflicting viewpoints on priorities.F. F. Espie in his presidential address of 1975 'On being a minority', made the point that our Institute found that the mining industry had a great communication 'Problem with the Australian people.I believe that this is one of our major problems.

Interest in industrial minerals in recent years has increased to such an extent that it has taken them into the mainstream of the Australian mineral industry. Notwithstanding that time series data on the values of production, exports, and imports show that industrial minerals are overshadowed by metals and energy minerals, their contribution to the national economy is important and more significant than would seem to be indicated by the statistics. Whereas the ex mine value of metals generally includes some processing (at least to a concentrate stage), most industrial minerals are valued at little more than their extraction cost, in addition to which such costs are generally low because most industrial minerals are exploited in low-cost surface operations. Consequently, values of mine production of metals and industrial minerals are not strictly comparable in that values of mine production of metals tend to be overstated Short term growth of the industrial minerals sector is assured because of several new projects already commissioned but not yet reflected in the statistics. Longer term growth is also assured, based on various other major projects that are likely to come on stream in the early to mid 1990s.

Field studies of the radiations backscattered by iron ores from a 60Co source of primary gamma radiation located in a borehole logging probe have confirmed thatthe P" factor, a ratio of high energy gamma ray intensities to low energy intensities in selected energy windows of the backscattered gamma-ray spectrum, is a valuable measure of grade for sedimentary iron ores of the Pilbararegion of Western Australia.Laboratory studies of model boreholes have shown that variations in borehole diameter and variations in bulk density of the formations have a significant influence on the measurement of P" ratios. If these influences 'are taken into account the mean ore grade in a new blast hole, for instance, can be predicted with a probe of suitable configuration to within 0·8 per cent Fe at the 95 per cent confidence level, while the grade of a single 120-cm split can be determined to within 2·6 per cent Fe. These results were obtained by pooling data from five blast holes covering the range of iron concentrations 20-68 per cent Fe and apply to the mean hole grades 54-68 per cent Fe.Results for two development holes were generally comparable to those obtained from individual blast holes95 per cent confidence limits of ±0·9 per cent Fe for mean ore grade and ± 4·1 per cent Fe for single splits. A greater number of data points is needed before these confidence limits can be further improved.The technique utilized to obtain these results was derived from a "multiband" approach to collection of backscattered spectral intensity data, an approach which permitted selection at the data processing stage of the most statistically significant P" ratios for the type of mineralization encountered in the field. The multiband technique also permitted selection of the most significant of another set of windows in the backscattered gammarayspectrum to measure a newly developed "S-factor", a ratio sensitive to borehole diameter. Another window provided information on bulk density. All these measurements were made with a single pass of the same loggingprobe.

"In project evaluation there are two matters of keen interest to non-executive directors: the process by which an investment recommendation is reached, as well as the investment itself, as presented. It is sometimes mistakenly believed that Boards of directors are interested only in the result. That is not so. The process by which project evaluations are derived and socialised with the Board is as important as the result, sometimes more so.Setting aside the gloomy predictions of the doomsayers and looking through short-term volatility in supply and demand, the overall availability of mineral resources more often than not exceeds demand. There are in reality more development projects in prospect at any one time than are needed to meet the market. Only the fittest will prosper, although some others may survive.Optimism springs eternal in the mining industry and every project promoter, executive or entrepreneur has a convincing project development case. Some will create value for shareholders, but the historical evidence suggests that many will fail to meet the expectations set in their evaluation.Boards of directors make the final decision to invest, or not, in a new mine. Knowledge is power, and on that basis the balance of power favours management. Management has the facts (or in some cases, what passes for fact) and the passion to invest. The non-executives have the power of approval – yes or no – but before making a decision directors must demonstrate due diligence, the essential precursor to project approval.Management has a vital part to play in facilitating that due diligence process and in encouraging the independent thought processes of the Board. A closed approach by management fosters a negative, risk-averse attitude on the part of the Board. One that encourages an understanding of the rigour of the project evaluation process and the robustness of the result will allow directors to understand better the implications of their decision.CITATION:Knight, R, 2016.
