This paper describes the new legislative regime that will apply to the regulation of the minerals industry in New Zealand. The reform of New ZealandÆs minerals legislation was initiated in January 1988 when the Minister for the Environment, Rt Hon Geoffrey Palmer, announced the Governments intention to review all the major laws governing New ZealandÆs resources. The Resource Management Bill is scheduled for introduction to the House in December 1989 and its date of enactment is scheduled for June 1990. With some matters still to be determined (at the time of writing), this paper cannot be a definitive review and description of the new legislation, it is instead an attempt to outline the major features of the Bill, to date, that are seen as important to the mining industry.

Tapira Mine (Tapira, MG, Brazil) is the largest phosphate ore and concentrate producer in Brazil. The mine is an open pit, which until recently operated with a large equipment fleet and now uses a smaller fleet operated by contractors. The annual production reaches 17 Mt of ore plus 14 Mt of waste at a stripping ratio of 0.82. Defining the geological boundaries and forecasting the annual production can be a difficult task if not performed on a reliable model. The geological model has been totally reviewed as well as the estimation process. Ordinary Kriging has been used to build the new block model with P2O5 and contaminant grades. After estimation, block model validation and classification criteria definition to assess resources and reserves, the result is given by the life-of-mine plan is defined after pit optimisation and design. The Lerchs-Grossmann algorithm implemented in the NPV Scheduler was used to define the long-term production targets based on the main parameters P2O5 and the contaminants that are just important to the beneficiation process.

Igneous phosphate deposits located in tropical and subtropical regions of the world are characterised by low P2O5 grades, very diversified mineralogy and intensive lateral plus vertical variations in chemical composition, mineralogical assembly, rock texture, grain size, slimes content and morphology plus surface coating of apatite particles. Those variations characterise ore types with distinct behaviour in mineral processing plants. This work reviews the main challenges to concentrate those ores, addressing developed solutions. Apatite concentration requires long chain anionic collectors to conduct reverse flotation of barite (alkyl sulfate) before direct flotation of apatite (sarcosinate, sulfosuccinate and oleate) at basic medium. The long chain collectors decrease the surface tension of the flotation solution (?LV) and a particular value of 51 mN/m was found to promote the most selective separation between apatite/gangue at a particular plant. Effective control of the magnitude of ?LV in industrial plants has not been realistic because there is a lack of reliable instruments to carry out in-situ measurements. Regarding gangue depression by starch, a review is made on possible mechanisms that promote its remarkable ability to depress some minerals (Fe-oxides, ortho plus meta silicates and calcite) vis-a-vis others (quartz, apatite and layered silicates). Flotation recovery (R) of fine (20<R<30 per cent) and coarse (30<R<60 per cent) apatite particles is considerably lower than the recovery of the intermediate ones (R>70 per cent) and inadequate hydrodynamic conditions within flotation cells are the main reasons for that behavior. Once the best hydrodynamic conditions to float coarse particles are not the same to float the fine ones, flotation of coarse and fine particles is commonly conducted at separated circuits in industrial scale. Entrainment of very fine gangue particles is an important source of contamination of apatite concentrates, mainly when weathered ores are treated. In most cases, adjustments in flotation equipment (columns or mechanical cells) promote considerable improvement in the quality of final concentrates.

The removal of rock blockages in mining operations has long been a risky undertaking, especially in high overhead conditions. Moreover, the assessment of where to put charges and the placement of them has been difficult due to the lack of visibility and safe access to the area. Traditionally, wedging long poles with explosives on them to keep the operator at a relatively safe distance has been the tried and true method of attempting to remove the blockages. Unfortunately, this is not a perfect system as it usually takes several attempts to remove the blockage. Each successive attempt results in even more dangerous conditions for workers and/or damage to the mine due to the successively larger amounts of explosives used until the hang-up finally comes down.Over the years, different ideas have been proposed to improve this process and reduce the inherent safety risks. Some of the technologies that have been trialled include projectiles fired at the hang-up; large, cumbersome arms; and massive amounts of explosives, each of which come with their own inherent safety risks that result in dangerous situations for miners and the mine.After gaining a thorough understanding of the process, Penguin Automated Systems Inc has developed a robotic system that is capable of working in a rock blockage safely. The idea combines the latest in telerobotics technology with 3D scanning and underground geospatial positioning. The hang-up removal is performed by scanning the inside of the hang-up to rapidly develop a geospatially placed 3D model for the operator to use. The 3D model is detailed enough that the operator can attempt to pick the ‘keystone’. A blasting engineer or the operator can then determine the exact position where the explosive charge should be placed in the 3D model and thus at the actual hang-up. The operator, controlling the robotic arm, uses the 3D virtual reality model of the robot system and the actual drawpoint information model to display the location information, the arm can then reach into the hang-up to position the charge using the kinematic model of the robot system. The 3D model is used to provide views inside the hang-up so that the operator can move the arm safely and precisely. This process allows the operator to place the charge (using the 3D representation of the drawpoint) from a long distance away. As the process continues, the end of the arm drills the rock and precisely loads the explosives. The robot then returns the blasting cable to the command station, which is located in a truck at a safe distance from the blockage.This paper will review the development of the system and present the results to date.CITATION:Baiden, G, 2016. In the Archaean of the Kalgoorlie-Norseman area, the layered rocks have been subdivided into two sequences, both containing basic igneous rocks and sediments. The lower sequence is distinguished by the presence of acid volcanic flows and large acid sills. The upper sequence is unconformable on the lower one.In some areas, clastic sediments become coarser and pass into conglomerates. Th:s passage is accompanied by thinning of the beds.These features and their distribution suggest a basin of subsidence flanked by areas of shore-line conditions.Repeated igneous activity, including vulcanism, has occurred along the flanks of this basin. These different igneous and sedimentary environments have played an important part in the primary distribution of metals.A chronology of all basic and acid igneous activity, as well as sedimentat:on, has been established for the Precambrian of this area.INTRODUCTIONThe subdivision of Archaean rocks into those of basic igneous or of sedimentary origin has formed the basis for the nomenclature appearing in past literature. Semi-arid regions suffer from two afflictions; evaporation may exceed precipitation by multiples of two or more and variations in precipitation can be both extreme and difficult to predict. Many Australian mines are situated in semi-arid areas where communities are reliant upon locally sourced water or special purpose infrastructure is built as part of the mine construction. As the question of climate change looms, issues related to future water supply and sustainable water management become increasingly important. Across Australia several mining operations co-exist in a single surface water and/or groundwater catchment area. The management of water on a mine by mine or a community by community basis is illogical and must be reconsidered based on a single water catchment and a whole-of-community basis. Mine water should be considered on a full life cycle basis where the quality is assessed for specific mine site applications. This paper addresses technical challenges that include surface water and groundwater supply in semi-arid regions, operational water in the mining industry, beneficial uses of water, water economics and demand management. In much the same way as emissions trading evolved into a multi-stakeholder forum, mining regions offer scope for innovative thinking in water supply and reuse. In addition, this paper considers a number of initiatives taken by Australian mining companies that are entering a prefeasibility stage and contrasts these initiatives against the established success within a South African mining region. The challenges and potential solutions to this initiative are presented for future consideration.

The use of solid state detector and radioisotope x-ray source for x-ray fluorescence analysis is illustrated by analysis for iron, copper, zinc, tin, and lead in about 700 samples taken from Australian mineral process streams. Limits of detection based on counting statistics (3 standard deviations) range from 0·001 to 0·004 per cent by weight element. The analysis accuracy was usualIy between 2 to 10 per cent (rms) of the mean element concentration and was determined by comparison with assays supplied by mineral companies. In most cases the main cause of error appears to be due to this assay and not the x-ray fluorescence technique.Some potential fields of application of solid state detector and radioisotope x-ray source for analyses in the mineral industry are indicated.

There is now a new generation of mobile crushing and screening plant systems available which have been developed based on the motivation of reducing truck haulage. Newly designed mobile crushing and screening plant systems have the advantages of mobility, flexibility, economy and reliable performance, making this system very appealing for small- to medium-sized projects or projects where a number of resources are separated by distance.A brief review of the past history and experience with transportable crushing plants provides an insight into some of the issues with transportable plants in mineral processing. A closer look at a simple model based on exploiting small but high-grade orebodies suggests the concept has merit, however there are many more engineering, logistics, legal, technical and management aspects which have limited the application of such a concept in the resource sector. This paper explores the concept in detail and endeavours to analyse the preferred commodities and scenarios under which the concept could be used and the economic and logistical limitations for iron ore. The paper also looks at the risk assessment criteria to be applied in selecting the type of resource projects where the model could be applied successfully. Other aspects considered in this paper are the project planning requirements, technical and economic feasibility, bankability and operability. A small static bed was used to study the thermal cycles required for the heat hardening of pellets based on synthetic magnetite concentrates and a naturally fine hematite. This apparatus can be employed to yield broad process data for the design of a recuperative strand system operating on the magnetite concentrates.Various alternatives are given for a process to heat harden the hematite ore but a preference is given to the production of a self fluxing pellet. Bond types and general mineralogical structures are interpreted against the optimum firing cycle necessary to produce a defined quality of pellet.INTRODUCTIONThe work reported in this paper extends that on the "Heat Hardening of Artificial Magnetite Pellets", which was described at the International Symposium on Agglomeration, sponsored by the American Institute of Mining, Metallurgical and Petroleum Engineers at Philadelphia, U.S.A. in April 1961. "Recognising that the mining industry is wedded to the break-even cut-off grade rather than a cut-off grade that optimises value, the author examines some perils and pitfalls in the use of break-even grades that lead to what the author calls ‘negatively geared ore reserves’.Negatively geared ore reserves occur when a portion of the ore reserves actually has a negative value and is effectively being subsidised by the more profitable portion of the ore reserves. This situation is generally difficult to detect with the level of information available to the public investor. The ore reserves can still be quite profitable in total, but now possess a level of risk that may not be appreciated.The risk profile (financial risk) of a negatively geared ore reserve is far greater than for a non-negatively geared ore reserve. Like a negatively geared investment property in a falling property market (for readers familiar with the Australian tax minimisation investment strategy), when the price of a commodity falls, a company that possesses a negatively geared ore reserve loses value at a magnified rate relative to a company that has a neutral or positively geared ore reserve. In the extreme case of a major commodity price reduction, as happened with the gold price in mid-2013, the negatively geared ore reserve can easily become negative value in total, not just in part.The negatively geared ore reserve is sometimes intentional – for instance in order to increase published ore reserve tonnages and meet the CEO’s key performance indicators – but is also often unintentional, resulting from various errors in the break-even calculation. Amongst the unavoidable studies of the mining engineer who desires to reach the maximum efficiency, is the subject of patents. With the fundamental principles of the patent laws of this and other leading countries he should of course befamiliar, but still more should he keep abreast of that practical knowledge which will enable him to act or advise wisely when the patenting of a new invention, or the sale, purchasing, or adoption of a new patented machine or process becomes amatter for consideration. As every engineer worthy of the name is an inventor and more particularly every mining engineer he has a direct interest in watching the progress of legislation and administration concerning patent monopolies.His worldly prospects may indeed, to a considerable extent, depend upon the defeat of bad patent laws and the removal of incompetent officials, or the appointment of better ones. It is well known that the ability to influence project value reduces significantly as planning progresses and decisions regarding project parameters are made. However, at the prefeasibility stage in particular, where one of the main aims should be to evaluate a wide range of options in order to select the best for more detailed further study, there is often a reluctance to spend the time and money needed to do this rigorously. This paper demonstrates, by a number of case study examples, how significant increases in value may be obtained by fully evaluating the combinations of alternatives for various project design parameters, including (though not limited to) mining methods, haulage methods, mining rates, processing methods and rates, sequencing of mining, and cut-off grades, with changes and upgrades over time where applicable. The additional value unlocked is typically orders of magnitude greater than the additional cost of the more comprehensive study. The dangers of misuse of simplistic sensitivity analyses and failure to identify how strategies might change in response to changes in external factors are also illustrated, and the importance of selecting the best ægrade descriptorÆ is discussed.

Reconnaissance geochemical exploration in the vicinity of low angle detachment faults which bound the core of the Paparoa metamorphic core complex yielded Au up to 14 ppm, with 35% of greywacke, granitoid and quartz vein samples in the northern range exceeding the 0.01 ppm detection limit. Au is associated with Ag, As, Sb and Cu anomalies consistent with epithermal-type mineralisation. The Ag and Cu anomalies also distinguish this mineralisation from older, mesothermal Au deposits widespread in the Ordovician 'slate belt' greywackes, which comprise much of the upper plate of the core complex. Baryte, molybdenite, fluorite and stratiform U mineralisation in the northernPaparoa Range may also be related to hydrothermal activity along the detachment fault zones.

Lenders do not normally participate in any project upside. The economics of lending dictate that banks can only accommodate a low probability of loan default and consequently banks' principal focus in mineral ""valuation"" is ensuring an acceptably comfortable probability of debt repayment. A simple conceptual explanation of lenders' risk / return position is outlined.

Development of Process for Beneficiation of Low-Grade Iron Ore Samples from Orissa, India The paper deals with the results of characterisation and beneficiations studies undertaken on two low-grade Indian iron ore samples (IO-1 and IO-2) with a view to develop process for beneficiation of composite of the two samples to a high-grade concentrate, suitable for iron making through pelletisation. Indian iron ores contain relatively high iron but cost effective reduction of alumina within the specified limits has been a challenging task. Characterisation of the samples revealed the ore to be laminated and fine grained with hematite as the major mineral. Clay is the dominating gangue in most of the ore pieces followed by silica. Occasionally goethite and quartz/jasper were recorded. Clay occurs either as patches within the hematite mass or as cavity/fracture fillings. Liberation studies on the representative samples crushed to 2 mm indicated that around 95 per cent of the grains are liberated below 105 micron. Beneficiation of the two individual samples and their composite based on gravity and magnetic separation techniques resulted in products with varying yield and grade of the products. The effects of various process parameters were studied. Granulometry of the feed was observed to be important for improving quality of concentrate. The results of bench-scale studies were validated through pilot-scale continuous trials. Based on the studies undertaken a suitable process was developed for beneficiation of the composite sample, comprising 60 per cent IO-1 and 40 per cent IO-2, to a high-grade product assaying over 65 per cent Fe and material balance was computed. A commercial plant for beneficiation of low-grade iron ore to produce DRI pellet grade concentrate is proposed to be installed.

Geochemical data on Australian granites and pegmatites, and the mineral components of these rocks, are compared with that obtained in similar studies in the U.S.S.R. and elsewhere.The geochemical character of tin granites and the trace chemistry of their component minerals, particularly biotites, have some significance as ore guides in prospecting for tin.The primary geochemical dispersion of tin can be readily tested both in the laboratory and field by colourimetric methods, after volatilization with ammonium iodide, using modifications of the method described by Wood (1958).Secondary dispersions of tin in residual soils or alluvia can likewise be readly tested by rapid colourimetric methods in the field, but simple hydraulic methods, handling larger sample volumes, give reliable outlines of dispersion patterns.INTRODUCTIONThe search for tin ores, whether lode or placer in type, is usually directed on genetic grounds to country within or adjoining acid intrusives.A long established means of prospecting is to test samples for cassiterite by panning or other hydraulic separation.These methods can be used on crushed lode material or the natural materials from placers.With the advent of new techniques for extraction and for colourimetric analysis for tin (Wood, 1958 and Ross and White, 1961) a means is available for rapid analysis of materials not susceptible to quantitative testing by hydraulic methods because of the fine sizings of cassiterite or the occurrence of tin structurally held in minerals. The new methods thus opened up the field of tin prospecting by extending the search for ore guides to genetically associated rocks and minerals, wall ror-ks of veins and a wider range of superficial deposits.

The lead concentration of flotation feed ore slurries is determined using two ?-ray absorption gauges mounted directly on a 6 in. diameter flotation feed pipeline. One gauge is a conventional "density" gauge using CS137. The other is a "lead-sensitive" gauge, which depends on the preferential absorption. by lead of 225 key y-rays resulting from Compton backscatter of CS137 y-rays.Gauge outputs are combined using an analogue computer the output signal of which is directly proportional to the lead concentration of the pulp. The accuracy of measurement of the pulp lead concentration is ± 3·6 per cent for ore slurries with lead concentrations in the range 0'07-0·16 g/c.c. and pulp densities 1.43-1.60 g/c.c.This paper sets out the development of the technique and details are given of the two experiments (1964, 1966) conducted in the plant at North Broken Hill Limited. The installation of the two-gauge system inthe plant during May 1968 is described. Details are given of the calibration technique used and the results obtained.

Central Norseman Gold Corporation was established in 1935 and has been mining on the Norseman field in Western Australia since then. It is Australia’s longest continuously operating gold mining operation at nearly 80 years, although it has had its periodic challenges in the intervening years.Over the last 40 years, a series of open pit mines around the Dundas Goldfield have supplied lower cost mill feed to the Phoenix Mill at Norseman from time to time but this has largely come to an end for the foreseeable future. Now that underground ore sources are once again the principal mill feed, there are several challenges to be met for an ongoing profitable operation.During the last 20 years, there have been three different owners and this has affected the manner in which the operations were managed quite significantly. These differing approaches are contrasted and examined in some detail from both the operational and financial aspects.Planning of a downsized operation to ensure sustainable profitability in the future in a mining environment where there has rarely been more than two to four years of reserves ahead of the mill for planning purposes has been a significant challenge.
