The Water Act 2000 includes provisions to manage the take of overland flow water. Overland flow water is water that runs across the land after rainfall either before it enters a watercourse, after it leaves a watercourse as floodwater, or after it rises to the surface naturally from underground. To ensure adequate environmental flows and long-term security for water users, it is necessary to balance the amount of water taken as overland flow water and the amount left to flow into watercourses. A water resource plan made under the Water Act 2000 establishes the basis for the sustainable management of this type of water. Of the water resource plans that have been prepared for Queensland catchments, six include provisions to manage the take of overland flow water. This paper discusses some of the common features of these plans and the management approaches adopted. The paper identifies and explains key aspects of the Water Act 2000 framework for managing the take of overland flow water by the mining industry. In particular it explains key concepts of this framework, such as the ability to take overland flow water using existing works, uses of overland flow water that a water resource plan permits, situations where a specific entitlement under the Water Act 2000 is required, and the means for controlling works that take overland flow water. Future initiatives for the regulation and management of overland flow water are then identified and particular challenges for the mining industry associated with using overland flow water highlighted.

In 2012, in response to an increasing potential unfunded liability, the Western Australian Government passed the Mining Rehabilitation Fund Act 2012. The intent of this Act was to introduce an annual levy on tenements covered under the Mining Act 1978 based on the area of disturbed land. The fund generated from these levies could then be used to rehabilitate mining sites where all other options to ensure rehabilitation had been exhausted. The fund could also be used to rehabilitate abandoned sites or features which, in Western Australia, number over 10 000.The Mining Rehabilitation Fund (MRF) was implemented on 1 July 2013 for an initial voluntary year. It becomes compulsory on 1 July 2014. By the end of March 2014, nine months into the voluntary period, over $6.5 million had been paid into the fund. The incentive for tenement holders to voluntarily enter the fund was the opportunity to have unconditional performance bonds held against their tenements retired. While there will be circumstances where bonds will continue to be applied, it is the State Government’s intention to retire most of the bonds.The MRF has received mostly accolades from industry and companies that have entered. Most have found the system easy to use. The MRF was also cited as a reason for Western Australia’s improved position in the Fraser Institute’s annual survey of mining jurisdictions. Work is now starting on processes to select priority abandoned mines for rehabilitation.This paper explains the background to the MRF and its development, and reviews its implementation during the first, voluntary, year. It also discusses how the fund will be managed into the future and what this will mean for both abandoned mine features across Western Australia and any future abandoned mine sites.CITATION:Leybourne, M L, 2014. By reducing their hourly ownership, operation and maintenance costs and increasing their hourly production, the cost per unit of material mined will be optimized.

Geomembrane (GMB) liners are being used more frequently for the storage or capping of mine waste due to stricter regulatory requirements relating to environmental protection. The longevity of any liner system will be a function of environmental conditions, design (including materials selection), construction and condition monitoring during operations or closure. Based on experience and case studies, this paper presents a review, from design to handover, of some of the smaller and often overlooked details that can have significant impacts on the performance of the GMB and the project overall.The topics covered will include approaches to selecting and testing GMBs to ensure they are suitable. Design considerations to aid installation and quality assurance during construction. Understanding action leakage rates and the consequences of leakage when it creates whales. Two Hg-Au occurrences west of Bangko, Sumatra occur within the West Sumatra Permian Volcanic Plutonic Arc. The Melipun Hg-Au occurrence was exploited in the past and mineralisation occurs within a hydrothermally altered cupola of a buried intrusion. The Salak Hg-Au occurrence occurs within the outcrop of the Dusunbaru pluton, likely within the remnants of a caldera in which hydrothermal mineralisation was developed. Both occurrences formed late in the history of the volcanic arc, probably between the Triassic and early Jurassic. Operational Grade Engineering (GE) is the early (pre-processing) discard of low-grade mineralised and/or barren rock to improve the ore grade and/or reduce deleterious elements within the run of mine ore to be processed. GE activities generally have an impact on primary and ancillary mining activities, equipment utilization and overall equipment productivity. By discarding material which would have reported as ore (in a non-GE mine plan) means that GE must increases the total ore and total rock mining rate requirements to sustain mill feed targets. One challenge of GE and the planning of GE activities is that there are several indirect parameters which impact operational productivity. Modelling these potential impacts and determining if they can be overcome with alternate mine sequences, equipment application or possibly a different equipment fleet altogether is a key question requiring investigation. Overcoming these potential productivity obstacles associated with a more complex operation by introducing new operational parameters and destinations for ore and possibly sub-grade blocks, requires a GE mine plan that is coupled with detailed equipment productivity metrics and a sound operational plan incorporating all GE infrastructure requirements. Several GE mine plans and equipment productivity models indicate that mining rates generally need to increase by approximately 5% to 15% to sustain mill targets and often negatively impact equipment unit productivity metrices through increased cycle times, additional queuing and destination changes. These changes to productivity metrics are however offset by step change increases in asset value. This paper details a methodology to develop GE mine plans that incorporate equipment modelling, flexible mine sequencing and equipment-based production scheduling. In addition, the paper will outline impacts of GE planning on equipment unit productivities through worked examples and models.

At the inception of the gold-mining industry at Kalgoorlie the small supply of firewood required for steaming purposes was naturally all drawn from the limited local areas, which promised soon to become denuded. With the advent of the railway toKalgoorlie came the ever increasing machinery and steam power, and the accompanying demand for firewood so increased that the fuel contractors began their operations, by following the timber belts along the Yilgarn railway line, and graduallygetting further westward, until at present we find them as far as Woolgangie, 63 miles from Kalgoorlie, and with the regular railway rates, I0. per ton per mile, this maybe considered the limit of payable timber at current rates. Although in the early days the reserve of timber along the railway line must have appeared as incalculable and inexhaustible as that of coal did in Europe a couple of centurys ago, the day is now near us when even this source will fail to meet the demands made upon it, for, although a good two years' supply is available or the areas under the axe, yet it is time to look ahead and find from whence the future supplies are to be drawn. Along the railways we find the zone of felling operations limited for want ofcommunication, and only such portions of the forests as are within six or seven miles of the railway come under the axe at present while virgin forests to the rear remain practically unexploited. It is only in the course of the past sixteen months that the firewood industry has developed...

"Cayeli Bakir Isletmeleri is an underground copper-zinc mine in turkey. The ore is highly variable with feed grades ranging from 1–4 per cent copper and 1–10 per cent zinc. Due to this variability, ore characterisation and blending strategies are crucial for performance optimisation.This paper presents a case study for a multidisciplinary approach to process optimisation, integrating Geometallurgical and advanced control methods to achieve optimised plant performance. The results from comprehensive metallurgical tests and surveys were used to develop a mathematical model utilising SGS’s Integrated Geometallurgical Simulator® (version number 2.5.24.0). The model was employed to determine the most appropriate operational settings required to ensure that optimised grades and recoveries are achieved for each ore type.SGS’s Modular Expert Technology (MET) expert system was then implemented to target these optimum operational ranges utilising online grade and froth velocity measurements. Laboratory-scale studies aimed at developing a process for solubilising manganese values from a low grade pyrolusite containing material using low grade pyrite, both available in India, are described. Leaching 21 parts by mole of pyrolusite with 6 and 26 parts by mole of pyrite and sulphuric acid respectively results in good manganese dissolution (98 per cent) at 100°C within one hour. The probable kinetics of the leaching process has also been given.

This paper deals with the evolution of Canadian shaft sinking technology over the last 15 years. Most, if not all, shaft excavation projects in Canada prior to 1990 were sunk using traditional benching methods with labour intensive equipment. In the late-1980s, J S Redpath Limited of North Bay, Ontario, Canada, were contracted to deepen the shaft at Atomic Energy of Canada LimitedÆs Underground Research Laboratory (URL) located in southern Manitoba. The laboratoryÆs role was underground hydrological and geomechanical research, so the project offered both time and opportunity to conduct additional experiments while sinking. The offshoot of the research program was the true birth of the Canadian version of full-face, long round shaft sinking technology. Throughout the 1990s, this sinking method has been further refined over a number of shafts. The results have been faster sinking rates, a safer work environment and an overall improvement in project economics.

All commercially available zircon sands contain radioactivity sourcing from the decay of trace amounts of contained uranium (U) and thorium (Th). The fine particle size zircons of the Horsham area in the Murray Basin region of Victoria, Australia, contain significantly more (about twice) Th+U than those commercial zircon sands. The marketability of these fine-grained zircon sands is likely to rely on the removal of these radioactive impurities. CSIRO Minerals have been working for some time to develop processes for the removal of the radioactive impurities from zircon. It is generally agreed that it is quite impossible to leach U and Th from zircon, however, the Heat and Leach (HL) process, described in detail in Aral and McDonald (1999), reduces the radionuclide levels significantly. The identified (HL) process aims to leach uranium and thorium selectively from a decomposed zircon. The novelty of the process is that a large part of the leached product can be reconstituted to a low radiation zircon by a subsequent heat treatment. The HL process uses a flux mixture of sodium carbonate and calcium borate to decompose the zircon at relatively low temperatures (900 to 1150¦C) and a weak acid (0.5M HNO3; 80¦C/0.5 h; pulp density ten per cent) to leach the radionuclides selectively. The process leaves the major components (ZrO2 and SiO2) behind with little loss. The HL process for example lowers the U+Th content of a Murray Basin zircon from 1000 ppm to 400 ppm U+Th. Among the radionuclides more U progeny is removed than the Th series radionuclides. This is very significant as the radioactivity of U series is 2.5 times more that from the Th series. Therefore the reduction in the radioactivity level of zircon is more than the reduction in Th+U indicated by XRF analysis. A schematic flow sheet of the HL process is shown in Figure 1. Although the HL process successfully lowers the radionuclide levels in zircon sands, the final product contains significant amounts of sodium (up to 14 per cent Na2O) and small amounts of CaO. By comparison, the sodium content of the commercial zircon sands is in general 2O. Zircon is used mainly as an opacifier in tile glazing where the addition of ten to 15 per cent zircon to a translucent base glaze gives the sanitary white colour to the tile surface. Opacification is the result of the refractoriness of zircon particles at the glaze firing temperatures that is generally around 1050¦C.

This paper is concerned with the influence of engineering geology on design of Wall Control Blasts. In the Introduction, the Blast Management Framework and the Blast Design Requirements classification system (previously developed by the author) is drawn upon to set the context. Blasting objective for all wall control blasts involves both profile and damage control. Four classes of approaches for blast design are outlined and briefly discussed. Five distinct wall control blasting techniques are summarised. The general relationship between geology and blast design is explored in the paper. Influence of geology on pre-split and post-split design and blasting direction is highlighted. Wall damage modelling from the closest row of blastholes is also introduced using the Analytical Damage Model (ADM). The relationship of rock properties and explosive selection and in particular the Mach wave generation is introduced to assist blast designer in this regard. Finally a Conceptual Model that relates vibration, damage and rock mass condition has been presented along with some applications that have been undertaken by the developer. Eight conclusions have been formulated based on extensive work in this area and the current study.

Most world-class high-grade (60 - 67 wt per cent Fe) hematite iron ore deposits are the product of enrichment of Precambrian iron-formations but processes responsible for enrichment are still unclear. Different models, ranging from syngenetic and diagenetic (King, 1989), deep-seated hydrothermal (Powell et al, 1999; Barley et al, 1999; Taylor et al, 2001; Gutzmer et al, 2002) and ancient supergene (Morris, 1980; 1985; Van Schalkwyk and Beukes, 1986) to modern supergene (MacLeod, 1966) have been suggested. The high-grade hematite deposits stand in contrast to martiteûgoethite ores which are generally accepted to be the result of supergene enrichment of iron-formation because they are found along Cretaceous to Tertiary lateritic weathering profiles (Morris, 1980; Harmsworth et al, 1990). Uncertainties about the origin of the high-grade hematite ores appear largely due to the monomineralic composition of the ores. They are almost exclusively composed of hematite (as microcrystalline hematite and martite), a mineral with wide stability field and very simple chemical composition that reveals little about its origin. Second, many of the deposits have been overprinted by later deformation and chemical weathering obscuring primary ore characteristics and zonation (Taylor et al, 2001). Third, surprisingly few detailed geological studies have been undertaken on the deposits with the aim of unraveling ore genesis. Most studies focus on the present-day structure of orebodies and their general physical-chemical composition for mining and beneficiation purposes. A more thorough understanding of the origin of high-grade hematite iron ore deposits may be gained by combining available mining-orientated data with systematic petrographic-geochemical analyses of different ore generations and hematite phases. This paper presents a first summary of results of an ongoing study, started some two years ago, of high-grade iron ore deposits in South Africa, India and Brazil, including a comparison with the rather well studied deposits of the Hamersley Province in Australia.

The extra information brought by further drilling may seem necessary to achieve control over block grades if elementary estimation techniques are used. However a geostatistical study of an Australian deposit shows that better estimation techniques at the end of the first drilling campaign are sufficient to achieve required control.Subsequent drilling would be essentially wasteful.

New developments are taking place in the recovery of gold from leached pulps that are based upon the adsorption of the metal cyanide species onto ion exchange resins. Despite the success of several resin-in-pulp pilot plant operations in the Western World and large-scale plants in the former Soviet Union, the process is yet to gain recognition as a viable alternative to the carbon-in-pulp process. An experimental research program has investigated the use of a variety of different types of resins for the recovery of gold, but to-date no resin studied has the desired properties of high selective loading capacity for gold cyanide and a simple inexpensive elution procedure. In addition very little is known concerning the physical strength of resins and their ability to resist shattering due to osmotic shock during cycles of adsorption and elution. The ability of ion exchange resins to enhance the leaching of refractory and re-adsorbing ores has not been investigated. This paper highlights the necessary factors that need to be addressed before commercialisation of ion exchange technology for gold extraction is feasible.

I am honoured and very pleased to have been given the opportunity this evening to say a few words of thanks not only on behalf of all the guests but especially for the delegates and accompanying persons attending the 13th Congress of the Council of Mining and Metallurgical Institutions. Firstly, I would like to congratulate Sir Hamilton Whyte,KCMG for his most interesting address. In his far ranging talk, when he showed knowledge of widely diverse subjects, I had a brief fear that he was going to be talking about the details of support methods in deep level mines, or how to avoid flotation problems in multi-metal mines. Although he did not go that far, he touched on subjects which have arisen this week - long term planning and secure supply of minerals at acceptable prices. The dire predictions of the Club of Rome have been debunked with a far more elastic supply of minerals having been proved. Combined with the importance of a falling birthrate in some parts of the world, this will lead to many changes in the future, when hopefully governments will take the long term view rather than look at the next budget or the next election. Maybe some of them are not too lazy to do this for all of us. However as a fellow Ukranian, I feel that he might have been called something different if he had been in Australia. Sir Hamilton, thank you for your talk. Once upon a time - and this is not a fairy story - there was a cobbler who had two sons; one very bright who became a professor of mathematics; the other, dim, who became a millionaire shoemaker. Asked for the secret of his success, the millionaire attributed it to a vital piece of economics which his father had imparted, "Be content with small margins on a large turnover." "So", said the millionaire, "I make my shoes for $2 a pair and sell them for $5. I am very happy with the three per cent profit."

Alluvial platinum was recovered during gold mining operations in Maud Creek, a tributary of the Howard River. Average electron probe analyses give Pt 88.75, Fe 5.27, Ir 0.70, Os 1.06, Pd 0.34, Ru 0.14, Rh 1.29, Cu 1.06. Rare grains of a Pt-Fe-Cu alloy are also present and an unusual feature of all grains is the relatively high rhodium content which finds expression in segregations of rhodium arsenide, cherepanovite. Platinum is found in the Orepuki area of Southland, where it is probably partly derived from the mafic rocks of the Longwood Complex. Rocks of the Rotoroa Complex, similar to those of the Longwood Complex, form bedrock in Maud Creek and are possibly the source of the Howard platinum. Alternatively, it might be derived by glacial transport from the Matakitaki ultramafic block 30 km to the southwest. Origin from the Rotoroa rocks is preferred as, if the Matakitaki rocks are part of the Dun Mountain Ophiolites, they might be expected to contain osmiridium rather than platinum. The ratio Pt:Ir-Os has been widely used to distinguish low Pt:Ir-Os ophiolitic from high Pt:Ir-Os gabbroic assemblages. Mafic complexes such as Longwoods, Darran, Rotoroa, and Riwaka might be expected to show similar high Pt:Ir-Os ratios and be targets for platinum exploration. Detrital platinum examined from the Parapara area, Golden Bay is mainly osmiridium, with rare grains of rutheniridosmine, very similar in composition to that found in concentrates from the Kaniere dredge, West Coast.

This research concerns the mineralogical study of the physico-chemical reactions taking place at the pozzolan-binder interface. Lime binder/ pozzolan mixtures have been prepared for different natural zeolites. Analcime, phillipsite, chabazite, erionite, mordenite and clinoptilolite were mixed with portlandite and water, after which the progress in the reaction was quantitatively determined by thermogravimetrical analyses from three to 180 days. A first and important step was the thorough characterisation of the raw materials by quantitative X-ray diffraction (XRD), X-ray fluorescence (XRF), scanning electron microscope energy- dispersive X-ray (SEM-EDX) measurements of the zeolite minerals, Brunauer-Emmet-Teller (BET) specific surface area measurements, grain-size analyses and cation exchange capacity measurements. Beside these zeolite samples with varying Si/Al ratios, two clinoptilolite samples exchanged to the calcium, potassium and sodium form were studied and the difference in their short- and long-term reactivity was assessed. Also the difference in reactivity between identical clinoptilolite samples ground to different grain sizes, obviously having different specific surface areas, was determined experimentally. The results indicate that the external surface area only influences the short-term reactivity, whereas the cation content has effect on both long- and short-term. Na-exchanged samples combine clearly more portlandite in the first few days, whereas the reaction slows down afterwards compared to K- and Ca-exchanged samples. The early reactivity of the unexchanged zeolite samples could be explained by these two parameters, but their long-term reactivity seemed to be related to their Si/Al ratio. Samples with zeolites rich in Si reacted faster then their Al-rich counterparts.
