The 15-year long debate between the industry, Government and Aboriginal people about the rights and wrongs of Land Rights, the right of Aboriginal people to control development on their land and the relationship between the parties, has been long and often bitter. It has so far been a war of words and often the truth has been the first casualty. This paper looks at the debate and presents the perspective of Aboriginal people, as well as looking at how the industry and Aboriginal people can work together for everyone's benefit. It addresses such matters as: ò why Aboriginal people believe they have the right to control development on their land; ò the perception that Aboriginal people are anti-development; ò the perception that Aboriginal land is 'locked-up'; and ò how companies can negotiate with Aboriginal people.

The Prospect to Pipehead Tunnel is a component of the Sydney Water Board's multi-million dollar Drinking Water Quality Program to improve the quality of Sydney's potable water supply to meet revised national health guidelines. The tunnel project involves the construction of seven kilometres of 3.9 metre diameter machine bored tunnel which is to be lined with a three-metre diameter steel liner. In a country richly endowed in mineral wealth, Climax Arintco Mining Corporation's ICAMC) Dinkidi porphyry Au-Cu deposit in Nueva Vizcaya, Philippines, represents the most significant mineral discovery in this country in recent times. The deposit is located within a belt of young intrusive and volcanic rocks in the Sierra Madre mountain chain of north Luzon, a region previously unassociated with porphyry -style mineralisation.Since 1989, drilling of the Dinkidi deposit has outlined a resource of 124 million tonnes of 1.0 g/t gold and 0.4 per cent copper. Regional exploration throughout CAMC's 37 000 hectare FTAA has identified a further 16 potential porphyry-related deposits.

British Coal has made a practical progressive approach to improving the reliability of its mining equipment. Reliability must be addressed at the specification stage but does not end there and routine procedures are used to procure equipment of adequate reliability. The techniques used to monitor and improve reliability during the operational phase of the equipment, providing engineers and operators with detailed printouts, together with the types of maintenance employed, ensure high levels of availability. Finally, the methods of repair and overhaul of British Coal equipment and systems ensure that the initial reliability targets outlined on the specification, can still be achieved.

The Pine Creek gold mining development consists of a 1000000 tonne/yr open cut mine, a carbon-in-pulp processing plant and support facilities. The operation is located at Pine Creek, 230 km south of Darwin in the Northern Territory. The mine was officially opened in late October 1985, having been designed and constructed in less than twelve months, despite front end expenditure constraints and unseasonal cyclonic rains shortly after commencement of site activity. Non-traditional methods and attitudes were required to be adopted by both Engineer and Owner to successfully bring the project from preliminary design through construction and commissioning in a minimum time. Those areas which differ from the more traditional approaches to Project Management are examined together with a review of the advantages and penalties of these methods.

This study introduces a new probabilistic approach to seismic stability analysis of embankments and slopes. The approach is based on Sarma's solution, which is modified through presentation of the seismic force by its horizontal and vertical components; i.e. the force may have an arbitrary inclination. The probabilistic modelling includes Monte Carlo simulation of the shear strength parameters of the soil mass, which are assumed to have a normal distribution. The probability of failure is determined based on the seismic co-efficient, which is treated as a random quantity. The probabilistic approach is illustrated through a solution of a numerical example from an opencast coal Mine.

Unprecedented political, economic, and social change throughout the world will have an increasingly profound effect on the dynamics of the world's mining industry. Analysis of the early financial trends in this development (statistics on exploration expenditure, and investment flows) gives some insight into the magnitude of structural change and its implications for established mining economics and companies.Increasing confidence in the stability of many third world and developing countries is attracting exploration and investment capital that had previously been largely directed to established mining economies in North America, Australia, Europe and Southern Africa. Some of the projects requiring capital and technology in the CIS, Africa and Latin America are technically very attractive. The end of the 'cold war' and the influence of the IMF is gradually changing their risk profile for mining investment.

Selective mining played a major role in saving a mine and a communityÆs existence as well as creating a working culture that is the model for all KumbaÆs mines. The successes that resulted from selective mining led to receiving KumbaÆs highest award (it was the Gold Medal Breakthrough project of 2003) as well as the productivity award at the National Productivity Institute award ceremony in 2004. Kumba was established in November 2001 (previously Iscor Mining). The new company identified Mineral Resource Management (MRM) as one of its key drivers and an initiative was launched to define MRM in the Kumba way. Best MRM practices at the Kumba mines were included in the definition. Selective mining was born out of this initiative. One of the key principles of good MRM practice was identified as: æThere must be a balance in the operational processÆ. This principle was applied with great success at Thabazimbi Iron Ore mine in the Limpopo province, South Africa. The emphasis of this paper will be to show how value can be unlocked throughout the whole mining value chain. In the past (up to 2001) the mine went through a number of crisis situations: planned production performances were not reached, the stripping ratio was extremely high with two new pits, the product beds were not of constant quality, slope failures were big risks, flooding could and did cut off half of the ore supply, and restructuring demoralised staff.This paper focuses on: selective mining throughput drivers, and selective mining and its role in achieving this balance.The results were dramatic, with huge improvements in production results, stockpiles, plant yields and product bed specifications. The mine was brought into balance and a self feeding loop was created with positive spin-offs up to this day.

Some attempt to minimise the importance of the greenhouse phenomenon. They do so by observing that global temperatures are still within the range of recent variations and that it is still not possible to predict with any certainty what the precise consequences of greenhouse will be. Both observations are true though the conclusion is dangerous. Ice core samples from the Antarctic and Greenland have established the composition of the atmosphere and global temperature over almost the last 200,000 years. The profile of these twin variables shows that they have moved together; when the concentration of CO2 has been up, the temperature has been up and when the former has been down the temperature has also been down. Over almost 200,000 years the CO2 content has ranged between lows of 190 ppm and highs of 270ppm. In just 200 years of industrialisation the CO2 content of the atmosphere has increased to 350 ppm, 50% higher that the mean of the last 200,000 years and 30% higher than at the start of the industrial age. Carbon dioxide is now increasing at 0.5% p.a. Methane, about twenty times more effective than CO2 as a greenhouse gas has doubled in concentration in the last two centuries and is now increasing at about 1.1% p.a. Methane, nitrous oxide, chlorofluorocarbons together with a number of lesser gases will double the greenhouse effect due to in creased CO2 over the next 40-50 years.

Key indicator hydrothermal alteration minerals formed from fluids of known fluid composition (neutral versus acid pH) and temperature have been mapped for New Zealand (NZ) geothermal fields by visible/near-infrared (VNIR) and short wave infrared (SWIR) reflectance spectroscopy. Smectite, interstratified illite-smectite and illite formed from neutral pH fluids have zoned distributions with higher temperature illite (>220ºC) in and around the upflow of chloride waters and low temperature smectite (<150ºC) on the margins (eg Ohaaki, NZ). In adularia-sericite epithermal deposits, Au-Ag veins are similarly surrounded by zoned clays, with mineralised veins enclosed by illite (eg Martha, NZ) or occurring at the illite/illite-smectite boundary (eg Favona, NZ). Reflectance spectroscopy is also highly effective in identifying minerals formed from acid fluids; both steam-heated acid-sulfate waters (eg kaolinite and alunite at Rotokawa, NZ), or magmatic-hydrothermal fluids (eg pyrophyllite and topaz at Ngatamariki, NZ). These same alteration minerals commonly show zoned distributions in high sulfidation epithermal deposits (eg Rodalquilar, Spain) and in lithocaps associated with porphyry deposits (eg Lepanto, Philippines). The Palaeoproterozoic Warramunga Formation is notable as the host to the enigmatic, so-called 'Tennant Creek style' mineralisation. These polymetallic (but mainly Au-Cu-Bi) ore deposits typically have a close spatial association with massive ironstone bodies, and frequently also with banded ironstone, known locally as 'haematite shale'. The Warramunga Formation is a polydeformed, turbiditic succession. Partial, or complete Bouma sequences variously comprising lithic arenite, wacke, siltstone, and mudstone constitute a classic flysch sequence deposited as a proximal (sandstone lithofacies) to distal (siltstone lithofacies) fan association. The Warramunga Formation has a substantial component of volcanic detritus and has generally been attributed to an essentially contemporaneous volcanic provenance. However, lithostratigraphic revision (Donnellan, Hussey and Morrison, in press) apparently precludes outcropping volcanic rocks of the Tennant Creek Block, or indeed Inlier, as the source of detritus. Warramunga Formation geochemistry indicates rapid derivation from a fractionated, predominately felsic igneous source (Palaeoproterozoic upper crust) with a minimum of chemical weathering; together with an admixture of mafic material. Warramunga Formation geochemistry cannot, however, be reconciled with that of the Bemborough Formation, which is here taken to be representative of Flynn Subgroup felsic volcanic rocks. Similarly, the Warramunga Formation is geochemically distinct from Flynn Subgroup sedimentary rocks. Geochemistry of the banded ironstone is consistent with its interpretation as Dine-grained turbidites.

Twenty-seven observation test pits were excavated at four different spoils dumps at three collieries in the Witbank Coalfield. The holes were dug into the upper three metres of the spoils to ascertain if any weathering profiles, variation with age or influence of topsoil covering could be gauged. Samples from these holes were also subjected to laboratory testing (ABA, humidity cells and mineralogy on several selected samples). The test pits showed that there was a good correlation between in situ paste pH-values and ABA results for samples taken from the pits. At all the collieries, no correlation between age of spoils and in situ acidity could conclusively be drawn. The depth of soil cover also appears to be a minor consideration in determining the eventual acidity of the spoil. In the pits where acidity was found, the weathering was evident when contrasted to areas still buffered. It is unclear if the weathering leads to the acidity or vice versa, as the soil covering appeared to be similar. The spoils proved to be extremely variable with regard to particle size and material on a micro and macro scale. Evidence from most of the holes suggested that there was enough water contained in the fine material in the spoils to support the initiation of acid generation. Conclusions from this investigation are that the mineralogy of the spoils is the most important factor in determining the eventual occurrence of acidic hotspots, and that prior characterisation and selective handling will provide the best management practice for these spoils.

Comprehensive occupational health and safety legislation in Australia is comparatively recent. It follows the examples set in U.S.A. and U.K. a decade or more ago. In Western Australia the Occupational Health, Safety and Welfare Act was proclaimed in April 1985. It still has a long way to go before it achieves all its objectives. The mining industry has developed a substantial body of health and safety regulations under the Mines Regulation Act. Considerable practical expertise in such matters already exists, much of it developed from hard won experience. As a result it would prefer not to become engulfed in the new legislation. It would prefer to build upon the cooperatively developed policies and workable practices in the field of occupational health and safety with which it is familiar. Associated Minerals Consolidated Ltd. is a leading mineral sands producer in Western Australia and has continuously developed its occupational health and safety policy and practices. Under the banner of "Resource Control", AMC seeks to provide a safe and healthy working environment at all times. This is being achieved through a strategy of a policy, a defined organisational structure and a detailed programme, which together comprise the "Resource Control System". Some of the activities and achievements of AMC in the field of occupational health and safety are compared with the objectives of contemporary legislation, and details of some of the specialised areas of the Resource Control Programme are discussed. The paper will also highlight and discuss impractical areas of potential legislation.

In the consideration of coal resources in this country one of the most neglected aspects and perhaps one of the most important is that of the geologic controls on coal formation. The composition, properties, thickness and distribution of the coal are all determined by geological factors. The extent and amounts of coal to be found in the South Auckland area have great economic significance, and are in the main considered here. Upheaval of the New Zealand geosyncline during the Rangitata Orogeny produced a system of parallel, north-south trending basement ridges and basins in the South Auckland area. A subtropical climate and relative tectonic stability allowed deep weathering of these mesozoic greywackes in the late Cretaceous and early Tertiary. Such weathering, markedly reduced the landscape relief, and provided vast supplied of very fine detritus for later sedimentation as the Waikato Coal Measures. This coal measure phase marked the beginnings of Tertiary  sedimentation in this region and represented a change from a sub-aerial weathering regime to a fresh water swamp environment.

Samples of the feed, underflow and overflow mediums from dense medium cyclones operating at low separation densities in eight commercial coal washeries were sized and analysed, to obtain comparative cyclone classification performance curves for the magnetite, shale and coal components in the circulating medium. The resulting component classification curves indicated that the dense medium cyclones hydraulically classify the magnetite and the shale to the underflow with a Stokesian size and density relationship at these low medium densities, ie the shale curve was shifted parallel to and appropriately coarser than the magnetite curve because of the lower density of the shale. However the lower density coal reverse classified to the overflow (ie away from the cyclone wall) with a similar Stokesian relationship. By correcting the magnetite and shale classification curves for the bypass inefficiency to underflow, and similarly correcting the coal classification curves for the bypass inefficiency to overflow, the corrected classification curves for the magnetite, shale and coal were reasonably parallel (considering that the coal has a range of densities). Using a value of five for the density of the magnetite, the displacement of the shale and coal curves corresponded to densities of 2.27 and 1.38 respectively for one circuit, although the data was not as good for the other circuits. This reverse classification mechanism was confirmed in a 140 mm diameter laboratory dense medium cyclone circuit using low density (1.20 - 1.30 RD) tracers, sized from 0.25 to 2 mm. These classification performance curves were corrected for bypass ineffiency (as above). The corrected curves were parallel and displaced according to tracer density, even though the lowest density tracers were reverse classified to the overflow. The data indicate that the rates of classification of all particles could be described by the same Stokesian relationship, regardless of the direction of travel, except for a narrow band at the partition density. Particles heavier than the partition density classified to the underflow, particles lighter than the partition density reverse classified to the overflow and particles identical to the partition density were not classified at all. Consequently it should be possible to simulate partition in dense medium cyclones, operating under free settling low density conditions, with a simple cyclone classification model, provided the partition density can be accurately calculated from, or correlated with the cyclone feed, underflow or overflow pulp densities. The tracer partition performance in the laboratory cyclone was an inverse function of the tracer particle size, as proposed by King and Juckes (1984) for medium/coal ratio in low density medium systems. Their sized coal data was parallel, with lower partition values due to a higher energy cyclone. Partition data with similarly sized tracers (Scott, 1988) showed a parallel shift to higher partition values due to the separate effects of higher viscosity medium and a larger diameter lower energy Cyclone.
