Transport technology has produced social changes since the invention of the wheel five millenna ago when man was freed from the need to expend large amounts of energy to move goods and people. Further impetus came with the Industrial Revolution when mechanical power producing devices were applied to land and-water transport. This leap, together with the application to air transport has caused enormous social changes in our way of life. The state of technological advancement of transport modes has dictated to a large degree the develop- ment of Australia and Papua New Guinea. It is suggested that we should not make advances for technology's sake but examine the real needs of the users of transport and ensure that the un- necessary costs are not incurred. The transporting techniques for the ore, waste and slurries used by Bougainville Copper in Papua New Guinea are, in general, quite conven- tional but the scale of operations and the location has modified some modes. in particular the soft' overburden and concentrates were slurried for trans- port and the lack of experience in humid climates restricted the choice of the mine haulage truck. The near future of the transport. industry is seen as an expansion in equipment sizes but the suggestion is made that we need to examine more than the economic and technical aspects; it is necessary for the social con- sequences of our actions to bear examination by outside opinion

The Myojin Tunnel, located on the Shikoku Expressway being constructed by the Japan Highway Public Corporation, is 3,770 m long with a cross sectional area of 80 m2. Kajima Corporation, the contractor for the northern construction section of this tunnel, adopted here its newly developed "mini-bench" method of excavation. The objectives of this method were 1. to be able to perform all tunnelling operations using the whole cross sectional area of the tunnel under any ground conditions, and 2. to be able to vary the length of the mini-bench within the range of 0 to 7 m according to ground conditions. In order to achieve these objectives, original, sophisticated equipment was developed and employed in the work. One of the newly developed machines is a special jumbo, a hydraulic crawler jumbo with five rotary type booms. This machine is capable of accommodating variation in the length of the mini-bench accompanying changes in ground conditions and is equipped with a special mechanism by which the positions of the booms can be controlled by means of hydraulic cylinders. Also developed was a shotcrete robot for use with the mini-bench method which has the control board near the shotcrete nozzle for close control of application.

Geological. engineering is a field of engineering practice concerned with design and construction of excavations and structures in soil and rock masses. The role of geological engineering in mining practice is defined in this paper, and the scope of the various disciplines in engineering science and geoscience which support geo-engineering research is discussed. The current national research capacity in geo-engineering is considered, and current and future needs for geo-engineering research for mining practice are proposed. Education programmes to sustain the proposed level of research and its industrial implementation are Suggested.

The CSIRU Division of Mineral Engineering is developing various techniques for the on-line determination of moisture in coal and coke, and some instruments are now commercially available. These techniques permit accurate and rapid determination of moisture in materials directly on conveyor belts or in bins. The most promising techniques for direct on-belt measurement of moisture in coal are capacitance and microwave transmission. A non-contacting under-belt capacitance and gamma-ray backscatter technique has determined moisture in coal to better than 0.5 wt'/. in field tests at BHP Stockton Borehole Colliery, NSW. Mineral Control Instrumentation Pty Ltd have been licensed to manufacture the capacitance gauges and have installed five commercial units in the coal industry and other industries. Microwave transmission techniques have an advantage over the under-belt capacitance technique in that they are not sensitive to vertical segregation of moisture in coal on the conveyor belt. A laboratory prototype of a microwave transmission gauge has been constructed and tested. Microwave techniques, based on a measurement of attenuation and phase shift, are under development and are expected to be field tested in 1987. These new techniques will enable a wide range of thickness changes to be accommodated. Capacitance and microwave transmission methods are unsuitable for materials of high electrical conductivity, such as coke. CSIRO is therefore developing a fast neutron and gamma-ray transmission technique, which is proving very accurate in laboratory tests. This technique overcomes many of the limitations of thermal neutron moisture gauges and it is expected to be field tested in 1987.

It is a privilege for me to participate in this vitally important discussion of The Role of Governments in the Management of Resources. The distinction of my fellow participants is evidence that this event is a matter of extreme importance and attracts international attention. In the management of natural resources, government and private enterprise share awesome responsibilities for the economic well-being of nations. Mining and its relation to the prosperity of nations is almost as old as recorded history. Copper was being mined and extractive metal- lurgy practised at Timna in Israel's southern desert as far back as 4000 B.C., and the rich mines of Laurium not only saved the Greeks from Persian domination 2500 years ago, but also provided Athens with a monopoly of silver in the Mediterranean world. This bolstered the economic power of Athens and led to the golden age of Greek commerce and culture.

It is a great privilege to be invited to give this address at this centenary conference. A centenary is a time for recollection, for celebration and for looking ahead. The AusIMM has much to celebrate and many things to recall. I hope in this address to make some useful comments about Australia's future (and mindful of but not forgetting New Zealand), looking ahead for 25 years or so, and the mining industry's role in that future.

Commencing in 1956, Rio TInto Australian Exploration Pty Limited in association with Electrolytic Zinc Co of Australasia, Limited, has been carrying out a mineral prospecting program in North-West Tasmania over an area of about 4000 square miles.The program has comprised extensive airborne geophysical surveys, detailed geological mapping, ground geophysical and geochemical investigations. Out of the wealth of new data, and the examination of previous records, has emerged a new structural concept of regional ore control and distribution in North-West Tasmania. This roncept stems from the discovery of an ancient 'fossil' rift valley (graben), named the Owen Rift Valley, along which are located the major mines of the area and numerous well-known prospects. The known mines and prospects from north to south include Mt Bischoff (tin); the Pinnacles (zinc, lead, ropper); the Chester (pyrites); Rosebery-Hercules (lead, zinc, ropper, silver, gold); Mt Tyndall (lead, ropper, zinc); Comstock and Tasman (copper, lead, zinc); Mt Lyell (copper, pyrites, gold); Mt Jukes and Mt Darwin (ropper). The identification of the West Coast (Owen Conglomerate) Range as a fossil rift valley is due to Or B Campana, who carried out extensive geological mapping and interpretation work, and who, with S B Dickinson, are the senior authors of this paper.S B Dickinson, who introduced B Campana to the geological problems of West Tasmania, had previously investigated the Mt Lyell and Rosebery mining fIeld, to which reference is made in this work.D King assisted in the regional mapping and in providing numerous data on the mineral distribution of the area.R S Matheson rontributed to the fmdings on ore emplacement and rontrol in the discussions held on this subject. The major heavy industrial consumers of limestone are the cement, lime'and steel ind- ustries. Each of these requires large quantities of cheap raw material. Other ind- ustries such as glass and chemical manufactur- ing are significant consumers and agricultur- al and constructional activities provide additional demand which is usually more local in its occurrence. Limestone is widely dis- tributed throughout Australia but location in relation to major markets, and transport con- siderations render most deposits of no economic value. Among deposits which are sufficiently close to the major metropolitan markets many must be rejected as being unsuitable on grounds of quality, inadequate size for major.develop- ment, or other reasons such as environmental considerations. The major producing locations are sit- uated in a variety of geological environments. Most have limited reserves and require partic- ular attention to quality control. Planned extraction programmes based on detailed geo- logical investigations enable not only satis- factory grade control but also permit, by the adoption of appropriate quarry procedures, the use of sub-grade material, thus optimis- ing utilisation of the available reserves.

lbis new concept in geology is introduced by a reinteipretation of the Archaean stratigraphy of the greenstone belts of the Yilgarn Craton of Western Australia. Evidence is presented to show that the recorded Archaean succession of the Eastern Goldfields Province is composed of two distinct groups of mafic/ultrarnafic and felsic igneous rocks which, together with sediments, form alternating sequences represented by Cycles 1 to 4; Cycle 5 consists entirely of sediments. Recorded stratigraphy for the Murchison and corre1atives of the Southern Cross Subprovinces conform to this pattern. The five basic components are referred to as Unit 1 to Unit 5. A major erosional unconformity between Units 3 and 4 extending across the Craton is identified as a locus of potential major gold occurrence, including fossil placers, where suitable structural situations exist; Units 1 and 3 are identified as potential hosts of gold and nickel deposits; Units 2 and 4 for gold and base metals.

The operation of a one tonne submerged combustion pilot plant for the recovery of copper from anode furnace and converter slags is described and the effects of variables discussed. Using coal as reductant, copper levels of anode furnace slag were lowered to 1% or less, with batch times of approximately 120 minutes. Fluxing with limestone was required to produce a fluid slag at temperatures of 1200 - 1300¦C. For converter slags, reduction to 0.5% Cu or less was achieved in batch times of 35 minutes. The chemistry of the pyrometallurg- ical recovery of copper is briefly reviewed in relation.to copper recovery methods.

Underground mining with the cut and fill method has been declining during the past decade or so, being replaced mostly by sublevel open stoping methods. During 1983 the Australian Mineral Industries Research Association Ltd. (AMIRA) commissioned a review of the method, with the aim of compiling the state-of-the-art, indicating future trends and recommending topics for research that would be needed to support this future mining. Mines using the cut and fill method in Australia and three other countries were visited to compile current practices and expected developments.Cut and fill is mostly used where geological and ground conditions are unsuitable for open or caving methods. These range from narrow, irregular orebodies to wide, massive orebodies where pillars are retained in ore. There is significant potential for improvement and further development of the method. It may then be used in a broader range of conditions and for orebodies that may not otherwise be viable to mine.

The Fiji islands are the world's most ac- cessible Cenozoic remnant arc. They provide occasional subaerial exposures of an arc frag- ment some 750 km long and 80 km wide, or about the size of the NE Japan volcanic arc. The fragment is one part of the former Vitiaz Arc which once connected Fiji to Vanuatu and Tonga. The Fijian portion has the most completely stu- died Tertiary section which contains a history of arc volcanism from the late Eocene to late Miocene (the Early and Mature Arc stages), a rich diversity of subsequent magmatic responses to the most recent episode of arc rifting (Ear- ly Rifting stage), and an example of transition from arc to intraplate volcanism as this rift- ing proceeded (Late Rifting stage). The arc fragment is surrounded by younger backarc ba- sins. The chemical composition of magmas in both the arc and backarc changed with time, but in opposite directions. In the arc, magmas be- came enriched in sialic components from the Early Arc to Early Rifting stages, whereas in the basins the magmas became more similar to mid-ocean ridge basalts (MORBs) with time. In southwest Fiji, the oldest backarc basin has subducted obliquely beneath the remnant arc du- ring the last 3 Ma, resulting in chemically ex- otic calcalkaline volcanism. During the last decade over 150 radiome- tric age measurements and 650 rock analyses, many with trace element and isotopic measure- ments, have been obtained for samples from Fi- ji, Tonga, and the surrounding seafloor (Figs. 1 and 2). These data are summarized, drawing from the publications of Colley and Hindle (1984), Gill et al. (1984), Hawkins and Melchi- or (1985), Kroencke (1984), Malahoff et al. (1984), Scholl et al. (1985) and Whelan et al. (1985), from the specific research papers refe- renced therein, and from the half dozen or so manuscripts currently in preparation by these people and others.

In 1993 a detailed review of drill sample yuuluy was rouxluard through twin and triplet drill holes using open hole, crossover suhreverse circulation (RC) and diamond drill methods. Advances in face-sampling RC methods demanded a further review of the validity and reproducibility of drill sample data. A program was undertaken to drill three RC holes using the latest technology (new face- sampling bits, dust suppressers, cyclones and compressors). Volumetric and mass studies were undertaken to review sample recoveries. Modal analyses on indicator minerals were logged to interpret the relative degree of mineralisation. Ambiguities in the results were immediately apparent and the consensus was for follow-up twin diamond holes using HQ3 coring tubes. The most mineralised RC hole was selected for the first twin diamond hole. This RC hole (MS 313) encountered one intersection of >0.47 g/t; in contrast the diamond hole (MS 342) had nine intersections at > I g/t. Results at hand show definitively that face-sampling RC drilling is not acceptable as a method of exploration for gold deposits of the Woods Point type. Furthermore it is demonstrated that RC drilling should not be used for any type of exploration of high-grade gold vein deposits related to highly fractured or porous hostrock, or areas of previous mining activity. Methods are proposed for reviewing of rates of sample recovery, distribution and cross-contamination. Comparisons also show that in limited metreage reconnaissance drill programs, diamond drilling is more similar to percussion in per metre costs, than it is credited with, and always provides more bang for the Buck.

The Rum Jungle Uranium Province is lo cated on the western margin of the Pine Creek Geosyncline approximately 60km south of Darwin. Uranium was discovered in the Embayment area (Whites Deposit) in 1949, spurring active ex- ploration and leading to the discovery of the Rum Jungle Creek South Deposit in 1959. With the discovery of the Alligator Rivers Uranium Field, new criteria in the understanding of the controls for mineralization sparked a re- surgence of exploration activities in the Rum Jungle area. Uranerz Australia Pty. Ltd. (UAL) commenced exploration in the area in the late 1970's in joint venture and in its own right. Two domal Archaean granitic complexes, the Rum Jungle and Waterhouse Complexes, domi- nate the area. They are unconformably mantled by Lower Proterozoic sediments metamorphosed to middle to upper greenschist grade. The Lower Proterozoic sediments are unconformably over- lain by remnant blocks of Carpentarian sand- stone, generally preserved in downfaulted blocks. Over a six year period extensive geolo- gical, geochemical and geophysical programs were conducted to reinvestigate previous target areas and locate new prospective zones. Exten- sive shallow bedrock drilling showed that lo- cally the stratigraphic succession is quite variable and cannot always be divided into an ordered succession for correlation with groups and formations established by the Bureau of Mineral Resources (BMR). Deformational events resulting in intraformational recumbent folding and overthrusting also account for repetition of certain lithotypes.

The Australian mining industry isstill labouring under the impression. created by the Fitzgerald Report that it does not pay suffic- ient tax. This would appear to be the raison d'etre of the resource rent tax debate. The authors quantitatively compare the cash flows to the mine and government resulting from a large strip coal mine in central Queensland under a number of Australian and international taxation policies. The Liberal government policies are found to be internationally competitive while the Labor 1975 policy is excessively punitive. The present value of the returns to the public from the Liberal 1977 policy vary between three and six times the net present value to the mine, which belies the necessity for the imposition of a super tax. The levelling of a special royalty, excess rail freight, by Queensland could severely re- strict the development of new mines in the Bowen Basin. The impact of excessive freight rates is analysed on a combined strip-deep mine typical of the new projects nearing development in the region. Otherwise economic mines can be made marginal or even sub economic by this tax. Even with moderate rail freights, the mining tax laws of New South Wales are more favourable to the industry than are Queensland's.

The Queensland Department of Natural Resources and Mines (NR&M) accepted the environmental liability for the Mount Morgan minesite in 1991. This gold and copper mine located 38 km southwest of Rockhampton had been in operation for more than 100 years. Mining leases are still active while the feasibility of a reprocessing operation is carried out. From 1993, NR&M have operated a seepage interception pumpback system which has reduced the chronic load of acid rock drainage (ARD) to the adjacent Dee River, a tributary of the Fitzroy River system. In early-2000, it was recognised that a ten-year plan for rehabilitation of the mine, along with significant funding would be required if a long-term sustainable rehabilitation strategy was to be implemented at this minesite, ultimately making the seepage interception system redundant. A rehabilitation planning workshop coordinated by NR&M was held in May 2000. This workshop brought to the mine a range of technical expertise and key stakeholder groups. This workshop provided a technical forum for review of studies undertaken and to identify priority projects, which needed to be undertaken in the future to more clearly define contaminant sources on the mine site and to prioritise the rehabilitation program. Stakeholder consultation enabled the project team to be clear on community and other government (eg Environmental Protection Agency) expectations. It is clear that the future of the economically depressed community of Mount Morgan will be reliant on the careful management of the significant heritage values at the minesite for tourism, education and research. In the first year (2000), priority studies were initiated, which included whole of site studies on water balance, contaminant sources and a review of occupational health and safety and environment of the minesite and conservation and heritage scoping. Baseline vegetation and soil materials surveys were also initiated. The outcomes of these studies helped to shape the work program for the following year, while providing a basis for an additional funding application, which was granted. The second year of studies focused on building upon the existing baseline studies completed. In addition, studies focussed on addressing the priority issue of contingency planning for overflow from the open cut pit in accordance with best practice management of release water and river monitoring strategies were completed. Completion of these projects over the next six months will enable the optimal rehabilitation strategy to be defined in 2003. This optimal strategy may require the use of a water treatment plant for part of the ten-year program to provide space in the open cut pit for the deposition of ARD contaminant sources (eg waste dumps, tailings). It is envisaged that some sources will be rehabilitated insitu while others will be relocated to the open cut pit. Implementation of this strategy will be dependent on subsequent funding.

There is today widespread concern about the future of the mining industry. In attempting to understand the underlying causes the paper probes in some detail, the long term structural changes affecting growth of metal demand and the development of excess mineral supply capacity. This examination reveals an industry characterised by an unfavourable combination of high barriers to exit and low entry barriers. While rising entry barriers are expected to herald some improvement in the profitability of mining over the next decade, this adjustment is likely to be slow and will require a more economically rational assessment of the industry by corporations and governments Alike.

Pajingo Gold Mine Pty. Ltd. is a subsidiary of its United States of America parent the Battle Mountain Gold Company. Battle Mountain Gold Company was created in August 1985 as a spin-off of the United States of America Pennzoil Company's gold interests.Pajingo Gold Mine Pty. Ltd. currently has its headquarters and base for operations located in Townsville, Queensland. The Company's main current activities are the exploration and evaluation of the Pajingo Gold Property situated some 50 kilometres south-east of Charters Towers and in the northern Drummond Basin.The discovery of the Pajingo gold mineralisation by the Company was the indirect result of a regional program established to evaluate Carboniferous age volcanic plugs in north Queensland for gold mineralisation.

Since early 1968 the Bureau of Mineral Resources (B.M.R.) has carried out VLF-EM test surveys in various parts of Australia and Papua. The aim of the work, primarily, was to examine the effect- iveness of the method as an exploration tool under a variety of Australian conditions. Selection of test areas was determined by the availability of geological, geophysical and drilling information and by the desirability to include a variety of physical variables such as depth of weathering and topography. The aim of the present account is to review the results of this work and to make an assessment of the method available to the mining industry. The author wishes to acknowledge considerable assistance both by way of data and discussion provided by Messrs. The excessive displacement of the seam floor in headings (i.e. roadways) called 'floor-heave' is often experienced in the underground mines of the Southern Coalfield of New South Wales. Apart from interfering with the mining operations, the phenomenon could be detrimental to the stability of the pillars left for support leading to an unpredictable increase in the subsidence of the overlying strata. The latter could pose a serious problem, particularly in the design of partial extraction layouts of mining for areas where subsidence is to be controlled. The susceptibility of the floor of different rock materials and thicknesses in a given `panel and pillar' partial extraction geometry was examined by two- dimensional Finite Element Modelling of the displacements, stresses and failure zones around the excavations. The modelling, assuming elastic behaviour of the materials, indicated that the maximum vertical displacements of the floor increased substantially as the Young's Modulus of the material decreased to less than 7GPa and the thickness of the layer increased. The results also discount the possibility of a properly designed panel and pillar geometry in the Southern Coalfield of New South Wales being unable to adequately control surface subsidence through the pillar, or its core independently of the yielded ribs, penetrating the floor.
