The Queensland Department of Natural Resources and Mines (NR&M) accepted the environmental liability for the Mount Morgan minesite in 1991. This gold and copper mine located 38 km southwest of Rockhampton had been in operation for more than 100 years. Mining leases are still active while the feasibility of a reprocessing operation is carried out. From 1993, NR&M have operated a seepage interception pumpback system which has reduced the chronic load of acid rock drainage (ARD) to the adjacent Dee River, a tributary of the Fitzroy River system. In early-2000, it was recognised that a ten-year plan for rehabilitation of the mine, along with significant funding would be required if a long-term sustainable rehabilitation strategy was to be implemented at this minesite, ultimately making the seepage interception system redundant. A rehabilitation planning workshop coordinated by NR&M was held in May 2000. This workshop brought to the mine a range of technical expertise and key stakeholder groups. This workshop provided a technical forum for review of studies undertaken and to identify priority projects, which needed to be undertaken in the future to more clearly define contaminant sources on the mine site and to prioritise the rehabilitation program. Stakeholder consultation enabled the project team to be clear on community and other government (eg Environmental Protection Agency) expectations. It is clear that the future of the economically depressed community of Mount Morgan will be reliant on the careful management of the significant heritage values at the minesite for tourism, education and research. In the first year (2000), priority studies were initiated, which included whole of site studies on water balance, contaminant sources and a review of occupational health and safety and environment of the minesite and conservation and heritage scoping. Baseline vegetation and soil materials surveys were also initiated. The outcomes of these studies helped to shape the work program for the following year, while providing a basis for an additional funding application, which was granted. The second year of studies focused on building upon the existing baseline studies completed. In addition, studies focussed on addressing the priority issue of contingency planning for overflow from the open cut pit in accordance with best practice management of release water and river monitoring strategies were completed. Completion of these projects over the next six months will enable the optimal rehabilitation strategy to be defined in 2003. This optimal strategy may require the use of a water treatment plant for part of the ten-year program to provide space in the open cut pit for the deposition of ARD contaminant sources (eg waste dumps, tailings). It is envisaged that some sources will be rehabilitated insitu while others will be relocated to the open cut pit. Implementation of this strategy will be dependent on subsequent funding.

There is today widespread concern about the future of the mining industry. In attempting to understand the underlying causes the paper probes in some detail, the long term structural changes affecting growth of metal demand and the development of excess mineral supply capacity. This examination reveals an industry characterised by an unfavourable combination of high barriers to exit and low entry barriers. While rising entry barriers are expected to herald some improvement in the profitability of mining over the next decade, this adjustment is likely to be slow and will require a more economically rational assessment of the industry by corporations and governments Alike.

Since early 1968 the Bureau of Mineral Resources (B.M.R.) has carried out VLF-EM test surveys in various parts of Australia and Papua. The aim of the work, primarily, was to examine the effect- iveness of the method as an exploration tool under a variety of Australian conditions. Selection of test areas was determined by the availability of geological, geophysical and drilling information and by the desirability to include a variety of physical variables such as depth of weathering and topography. The aim of the present account is to review the results of this work and to make an assessment of the method available to the mining industry. The author wishes to acknowledge considerable assistance both by way of data and discussion provided by Messrs. A database of over 1300 earthquakes has been used to investigate the relationship between seismicity and tectonics in two areas of eastern Queensland and NE New South Wales. These areas have been monitored by several networks that were installed primarily to monitor seismicity associated with the impounding of large reservoirs. Events that occurred prior to the installation of these networks have been excluded from the analysis because they have large uncertainties in location.Seismicity in SE Queensland and NE New South Wales is concentrated in the coastal regions. Activity also extends off the coast of Queensland and beyond the continental shelf. The coastal activity is mainly within the New England Fold Belt. An area of the fold belt overlain by the Clarence-Moreton Basin is also active. There is an area of activity near St. George that correlates to the Wunger Ridge. Fraser Island and the adjacent onshore area, near Maryborough, are notably aseismic.Within the New England Fold Belt there is a NNW trending zone of concentrated activity that includes the South D'Aguilar Block and the Esk Trough as far as Gayndah. The Nambour Basin, the Gympie Province, and the southern portion of the Yarrol Block are significantly less active.Composite focal mechanisms of several groups of accurately located earthquakes in SE Queensland indicate predominantly reverse faulting. This faulting is the result of the crust being compressed horizontally in a NE-SW direction.Activity in the Burdekin Falls Dam area of central eastern Queensland is confined to the Drummond and Bowen Basins. There is also significant activity offshore from Townsville and Bowen.

The excessive displacement of the seam floor in headings (i.e. roadways) called 'floor-heave' is often experienced in the underground mines of the Southern Coalfield of New South Wales. Apart from interfering with the mining operations, the phenomenon could be detrimental to the stability of the pillars left for support leading to an unpredictable increase in the subsidence of the overlying strata. The latter could pose a serious problem, particularly in the design of partial extraction layouts of mining for areas where subsidence is to be controlled. The susceptibility of the floor of different rock materials and thicknesses in a given `panel and pillar' partial extraction geometry was examined by two- dimensional Finite Element Modelling of the displacements, stresses and failure zones around the excavations. The modelling, assuming elastic behaviour of the materials, indicated that the maximum vertical displacements of the floor increased substantially as the Young's Modulus of the material decreased to less than 7GPa and the thickness of the layer increased. The results also discount the possibility of a properly designed panel and pillar geometry in the Southern Coalfield of New South Wales being unable to adequately control surface subsidence through the pillar, or its core independently of the yielded ribs, penetrating the floor.

At the Highway gold deposit, 37 kilometres south of Charters Towers, gold mineralisation occurs in several stratiform layers and is enriched near the surface by lateritic weathering. The host rocks of the mineralisation are ferruginous and baritic, intensely sericitised, kaolinised and silicified rhyolitic tuffs and pyroclastics of the Cambrian-Ordovician Mount Windsor Volcanics. The geology of the deposit is illustrated in Figures 1 and 2.Forty-six reverse circulation percussion drill holes were completed by North-Queensland Resources N.L. for a total of 2,093 metres of drilling to further outline and test the open pit resource. The drilling indicated a resource of 171,000 tonnes averaging 4.4 grams per tonne gold and 5.0 grams per tonne silver.A shallow initial pit, approximately 30 metres deep, has been designed to mine the high grade upper portion of the western stratiform layer and part of the eastern layer. This initial pit is designed to mine 45,400 tonnes of western mineralisation at an average grade of 7.84 grams per tonne gold and 22,200 tonnes of eastern mineralisation at an average grade of 1.42 grams per tonne gold. Waste is estimated at 110,900 tonnes.

Drilling is one of the most, significant cost components of any stoping or develop- ment operation. Two of the factors contri- buting to the drilling cost are the supply and servicing of consumable items such as drill rods and bits. The purchase cost of consumable items can be controlled to a large extent by using the correct balance of quality and price. However, the service cost is a less easily controlled factor and it is in this area where potential savings are significant. In June, 1976 a six month trial period was commenced at The Zinc Corporation, Limited and at New Broken Hill Consolidated Limited with two separate suppliers supplying and ser- vicing all longhole drilling parties (one supplier for each mine) at a guaranteed cost per metre. As a result of this six month trial period a new contract was commenced in December, 1976 with one supplier supplying and servicing all longhole drilling parties at both ZC and NBHC for a twelve month period. This concept has now been in operation for over twelve months and has proved to be a significant means of slowing down the increas- ing cost associated with drilling operations.

For all mineral resource-based companies, it is important to reach the right balance of investment between acquisition and exploration to allow the best chance of achieving long-term corporate goals. The Broken Hill Proprietary Company Limited (BHP) provides an excellent example of success from generative exploration and supports the belief that exploration can be justified, not only in terms of investment criteria, but also because it is essential to a company wishing to build a dynamic profitable growth path based on world-class deposits as cheaply as possible. BHP was incorporated in 1885 to mine a lead/zinc/silver discovery at Broken Hill. The Company has since gone through a steel development phase (1911-1965) and is now in a major phase of growth partly based on exploration success. This third phase was marked by decisions taken in the 1950's to search actively for mineral and energy resources above and beyond the requirements of the steel industry. The commercial successes of this period have been Bass Strait oil and gas, Groote Eylandt manganese, Deepdale iron ore, Gregory coal and Carnilya East nickel. In total at least 22 new resource discoveries have been made in the last 25 years, of which 11 have been developed and several are undergoing feasibility studies. A financial analysis shows that the real value of the returns seeded by discovery covers the real exploration cost many times over. Moreover, the major discoveries have had a spectacular impact on the growth and development of the Company. BHP's present exploration effort is directed towards geological targets which most frequently meet attractive financial criteria and also promote diversification from steel-related earnings.

The advent and easy availability of fast and powerful digital computers has marked a transition from one era to another in the field of process control in many industries. Mineral processing is no exception. Aims, practices and problems associated with process control of mineral beneficiation plants in the 'old days' are compared with those available at present. Although basic processes remain generally the same, there have been simultaneous social and economic developments, which directly relate to the development and present value of process control. Lower head grades are now treated, plant capacities have increased, and a large proportion of future capital in the mineral industry will be associated with large capacity plant, treating still lower grades. Environmental considerations have pressurised moves to better control in some areas. With these changes, economic operating incentives have changed, and process control has, in many plants, become more critical. Finally, while computer technology has developed recently at a very rapid rate, developments in the fields of instrumentation, basic on-line measurement and sampling have in general lagged behind, limiting the progress possible in process control. This paper concerns a pragmatic approach to a problem that is common to many operations in the mining industry: how, over the short-term, to grasp the extent and distribution of long-term financial risk from environmental causes and reduce these risks strategically, in order to maintain stability and flexibility in the operations. Surprisingly, many companies operate without an environmental master plan or tools that can help managers measure and reduce financial risks. Such companies may be subject to unknown unacceptable financial risks from environmental causes. While many companies have some kind of internal system of environmental standards, it is often the case that such systems have uneven or limited effect, and offer no opportunities for visualising, measuring or managing aggregate financial risks from environmental causes. `Aggregate risks' are defined here as the calculated total expected financial costs to a company, or a subdivision of a company, from environmental causes at nominated operations over a defined time period. Aggregate risks take into account the type and magnitude of an environmental problem set, the likelihood of occurrence, and the time frame during which the problems will develop or solutions are required. For the large corporation, the 'amount of' aggregate environmental risk is a statistic that can be managed, along with other financial parameters, at the corporate level to improve the stability and predictability of operations, and protect the interests of shareholders. This paper concerns development of a management framework and a tool for the large corporation that responds to the need for managing aggregate environmental financial risks. The logical framework proposed to overcome the need for strategic vision is the Environmental Master Plan, and this is described in the next section. The analytical tool proposed to measure aggregate risks and provide relevant data and insights to managers, is called an Environmental Risk Management Information System, and its mechanics are described in a subsequent section.

The behaviour of chalcopyrite and pyrite in the rougher-scavenger and regrind-retreatment circuits in the Warrego concentrator is discussed. The effects of change in xanthate addition on the separation of chalcopyrite and pyrite is described. The effect of the regrind mill on the (flotation rate of particles containing chalcopyrite and pyrite is discussed with particular reference to the importance of removing sub-mesh particles from the feed to the regrind mill.

In South Africa, as in many other countries, the young engineering graduate is promoted quite soon to a management position where he uses less technical skills and more people-oriented skills. In the standard undergraduate curriculum for engineering, little attention is paid to the non-technical issues of the profession. An undergraduate course in management techniques cannot be a substitute for a MBA or Masters degree in engineering management, but can at least create an awareness of the practical problems facing the engineering manager. The aim of this paper is to provide an outline of such a course structure at the University of Stellenbosch. A survey is also presented on management training in the South African and Australian mineral industries. Feedback from students and graduates indicates that the fresh graduate does not fully appreciate the value of such a course until he/she achieves a position of responsibility after two or three years. Nevertheless, the management course appears to be successful in widening the perspectives of the engineer. As explained frequently in management journals, the technically oriented person (the engineer) has a convergent thought pattern, which could be in conflict with the more divergent thought pattern of the top, personnel or marketing manager. It becomes increasingly imperative for the young minerals engineer to be externally oriented instead of the traditional internal focus of engineering. The engineer should not only be aware of environmental issues in the technical design and operation of plants, but should also understand the inter-relationship between public relations, political pressures and environmental perceptions vis-d-vis technical facts.

The evolution of economic precious metal and copper-gold deposits in high-level igneous terranes is dependent on very efficient fluid focussing. This is most readily achieved by contemporaneous deformation, igneous intrusion and hydrothermal activity. Mineralisation in these environments generally occurs in fault and fault-vein arrays developed in the cover sedimentary and volcanics sequences above older regional scale fault systems. Such reactivated fault systems an particularly prone to developing the complex fracture arrays, extreme local dilation and dramatic increases in permcahilit} that are necessary to efficiently focus hydrothermal fluid and produce large mineral deposits.

The rights of nations to explore and exploit minerals in the continental shelf were recognized by the 1958 Convention on the Continental Shelf. The Commonwealth Government has expressed the view that, as a party to the Convention, it has, by virtue of its foreign affairs power, full rights to legislate with respect to offshore minerals. States have taken the view that the rights recognized as extending into the continental shelf are land mineral rights, which belong to the States, and the Commonwealth legislative power in this field is strictly limited. Without prejudice to each other's rights, Commonwealth and States agreed to "mirror" legislation in relation to offshore petroleum. Commonwealth and State legislation, of which the operative parts are in identical terms, are both administered, in relation to areas adjacent to each State, by State Ministers of Mines. The legislation has functioned well in practice, though difficulties are encountered by the Commonwealth Government due to lack of direct accountability to Commonwealth Parliament. An alternative scheme designed to overcome this problem is outlined.

Environmental considerations were key factors in the design of the Ranger Uranium Mines treatment plant. The mine is located adjacent to the Kakadu National Park and has an average rainfall of 1.6m per annum. Initially, no contaminated water or liquid effluents are to be released from the project area and thus water management is a key design and operating fact. Particulate and gas emission criteria influenced design as did occupational hygiene factors (dust, radon, housekeeping, maintenance access). Equipment selection and engineering standards were conservative and resulted in the plant attaining design performance in less than three months from the date of commissioning. A number of mechanical and operational problems were experienced and are discussed in the paper, however none of these problems have had a significant effect on production.

Slope stability has now become a practical tool in the design and oper- ation of open pits. The stability of rock slope depends on many factors, including not only structural geology, the existence of weak layers, ground- water, blasting and weathering, but also the virgin stress field. This paper presents an application of a numerical method to investigate the effect of the virgin stress on slope stability. The finite element method is employed to simulate the excavation of open pits. Redistributed stress fields in the slope of open pit are computed for several different virgin stress fields. Based on the redistributed stress fields, the shear force which tends to produce sliding of a rock mass and the frictional resistance to sliding are evaluated. The possibility of potential failure is assessed by the limit equilibrium method. The combination of the finite element method with the equilibrium method provides a powerful analytical tool for slope stability. The significant effect of virgin stress on the stability of slopes is shown by studying a typical case.

Most text books on rock blasting claim that the relationship between burden and borehole diameter is linear. The statistical calculation presented here with real values from one hundred open pit and underground mines indicates that the relationship is exponential. For underground mines the burdens are consistently lower than those for open pit mines because of higher ore densities, greater confinement in blasting, and finally greater demand for well fragmented rock. The results shown in this paper are recommended to be considered in basic teaching of rock blasting technique. The formulas can be used for a first rough estimation of practical burden and spacing. The formulas do not however give any information about the fragmentation. For that purpose it is necessary to use other formulas not described in this paper.

FOR some time past keen interest has been shown in both America and South Africa in the mining drill-steel problem. This interest has extended to Australian mining fields, and Australian drill users, ever desirous of increasing efficiency, are vigorously attacking the problem. The writer has recently been engaged in the investigation of the problem on two of ,the biggest mining fields in Australia, and has formed very definite conclusions concerning the causes of many drill-steel casualties. He puts these views forward in the hope that they may be of interest to, both drill manufacturers and drill users. The subject is here dealt with mainly from the aspect of the properties of the steel and the modifications of these properties whensubjected to various manipulations. It is generally admitted that the drilling machine has greatly increased in power and efficiency during recent years, and the consequence is that the machine is demanding better service from the steel. This is being impressed on the drill users by an increase in steel casualties. This fact has led many mining people to the view that the machine has developed so rapidly that the steel maker has not been able to keep pace, and that consequently the steel isfailing by fatigue 0:1; so-called crystallization. This view is rather depressing. The writer, on the other hand, is inclined to discountenance fatigue as a serious factor under good normal working conditions where the steel is carefully manufactured and supplied to the user under suitable structural and sound conditions, and has subsequently received kind treatment at the hands of the drill sharpener and the drill user.It is not reasonable to attribute failures to fatigue until it has definitely been proved that the steel is fundamentally sound and is in the best structural condition to resist the stresses it is called upon to withstand, and, this being so, that all fundamental principles of...

The orebodies at Kambalda are complexly faulted, folded and intruded. It is realized that the ore reserve calculations will be wrong and steps are taken to minimise the errors. The calculations are a combination of computer data handling and manual input. Initially Geological Ore Reserves are calculated and then production data and experience are used to produce a Planned Mining Reserve. At all stages maximum professional judgement is incorporated. The basis of the calculation is the polygonal method of area estimation, and production reconciliations together with the style of data available indicate that it is a most suitable technique. It is also a tech- nique that is easily communicated to all levels from operators to management.
