This paper compares and evaluates the impact of income tax and value-added tax on the decision to explore for minerals or to develop a mine in four countries: Australia, Papua New Guinea, Argentina and Indonesia. Three aspects are considered in depth:- domestic tax rules applicable to mining projects;- taxation of foreign mining investment and foreign providers of expertise;- taxation of project finance (other than equity) from foreign sources.Specific tax issues discussed include tax deductibility of various costs, treatment of tax losses, special tax incentives, comparative treatment of various corporate structures, non-resident withholding taxes, and tax costs of various forms of project finance. The paper also illustrates the comparative impact of income tax on rates of return by means of a simulation of a mining project in each of the four countries. The simulation demonstrates why the highest rate of return may be obtained in Argentina and the lowest in Australia.Relevant features of the income tax systems in each country (at 15 February 1990) are summarized and compared in several tables annexed to the naner.

Currently there are in excess of 200 companies listed on the New Zealand Stock Exchange and the total market value of all the listed shares amounts to $4.6 billion. The number of listed mining companies stands at nine and with a market value of $35 million accounts for less than one per cent of the total market capitalisation. In comparison, the Australian mining and energy sectors account for nearly 50 per cent of the total market capitalisation, which currently exceeds A$41 billion. Surprisingly the share markets in both countries were primarily founded on the discoveries of minerals last century.

The application of tunnel boring machines (TBM) for reef mining is a unique practice with benefits over current mining methods given the right geology and geometry of the orebody. The Stillwater Mining Company (SMC) of Nye, Montana, USA operates two mines for obtaining platinum metals. The operation is currently using a 5.5 m diameter open-type machine for further mine development, as well as another TBM that they own.The latest 7.1 km bored tunnel, known as the Blitz Tunnel, will be routed parallel to the ore deposit in igneous mafic intrusive rock, and will be used for the life of the mine operation. It will be used to map the ore deposit, and provide a rail haulage route.Detecting the reef in relation to the TBM requires careful analysis. Diamond core drilling occurs ahead, above, and alongside the machine at every 150 m. The core is drilled, logged, and interpreted on the spot, concurrent with boring. Based on the data, the TBM is readjusted so that it stays on the correct bore path.This paper will highlight the application and benefits of TBM usage for reef mining, with detailed descriptions from the mine site.CITATION:Willis, D, Jacobs, C, Luxner, T and Shanahan, A, 2014. The Highlands Region of Papua New Guinea has 3 major national highways. The locations of these national highways are shown in Figure 1. The Highlands Highway begins at Lae City on the coast and passes through the Highlands towns of Goroka, Kundiawa and Mt Hagen. It terminates at Togoba approximately 10km out of Mt Hagen town. The Enga Highway begins at Togoba and passes through the towns of Wapenamanda, Wabag and Laiagam. It terminates at the giant Porgera Gold Mine. The Southern Highlands Highway also begins at Togoba and passes through the major towns of Mendi, and Tari. It terminates at Koroba station, near the Hides Gas Field. Two separate Feeder roads intersecting the main highway service both the Kutubu Oil Project and the Hides Gas Field. These national Highways play a very important role in the development of Papua New Guinea. Goods and services are delivered to the bulk of the population of the Highlands Region using these highways. Heavy machinery and equipment for the mining and petroleum projects of Porgera, Hides and Kutubu are transported using these roads.

The operation of quarries for the production of crushed stone and aggregates, depends heavily on rock blasting efficiency, which usually represents a major share of total production costs. After investigating the causes of this situation, a series of technical aspects have been detected, and they are described for the purpose of contributing to the minimization of costs, which also reduces the effects of blasting on the environment. Utilization of empirical design methods, of inadequate explosive types, and of erroneous drilling pauems with respect to rock properties, are the main factors to be corrected, as a consequence of poor engineering criteria, with scarce use of computational methods and field instrumentation. Several concepts of blasting optimization are pointed out, and their application to industrial operations in a Portuguese limestone quarry indicated clear trends for the reduction of production costs, as well as some of the deleterious consequences of blasting on the environment.

An improved method of sample recovery for use with rotary percussion drilling has been developed. Cuttings can be recovered continuously from either dry or wet drilling, and the recovery under dry conditions is seldom below 99% of the cuttings brought to the surface by the rig. The system is designed for use with top drive drilling rigs using flush-jointed drill rods. The key feature of the system is a self-aligning mechanical seal around the drill rods. The sealing unit is removably fixed to a collar section of cas ing. the cuttings are recovered in a plastic bag attached to the bottom outlet of a cyclone. A valve at the bottom of the cyclone permits the cuttings representing various depths to I,e recovered separately for examination eind 0(iclysis. Remapping of the Burdekin Basin has resulted in subdivision of the three interfingering basin-wide megafacies previously recognised in the Early to Middle Devonian Fanning River Group. Eleven carbonate and siliciclastic facies are now identified within the three megafacies, representing coastal plain, shoreline, nearshore, and shallow marine shelf depositional environments. The facies reflect two phases of a major transgression. An initial phase, in the Early Devonian, was confined to the far north of the basin, whereas a second, main phase, resulted in the encroachment of the sea from the east or southeast in the Middle Devonian.The proposed depositional model begins with the drowning of a coastal plain and the transgression of shoreline and nearshore facies between granitic and metamorphic headlands and/or islands. This was followed by the deposition of a patch reef and fringing reef complex including stromatoporoid and coral bioherms, biostromes, and oncolitic, crinoidal, and brachiopod-dominated banks/shoals, together with foreslopes and submarine channels, carbonate rubble deposits and terrigenous sediments. Sedimentation during the peak of the transgression was dominated by sheltered carbonate shelf facies, the maximum, flooding surface being recognisable across most of the Burdekin Basin. Progradation of muddy and sandy nearshore bay and shoreline facies soon followed, terminating carbonate deposition.

Blast vibration control and assessment techniques have been developed which supplement traditional charge mass scaling methods. The improved techniques, which can be used to predict air and ground vibration levels at the planning stage, and to assist in the control of blasting operations, have reduced the level of operating risk concerning blast vibration. In addition to such factors as charge mass, distance and blast vibration levels, these additional techniques take account of orientation of the blasting face, topographic shielding, wavefront reinforcement, and meteorological conditions. They have assisted in compliance with specified blast vibration levels for environmental licence and mining lease conditions, the reduction of blast vibration nuisance to residents in the area surrounding a mine, and control of building and rock structure response in adjacent areas on the mine lease area.

The Esperanza deposit is located 120 kin N of Mount Isa, Queensland at approximately lat 19¦20'S, long 139¦22'E on the Camooweal (SE 54-13) 1:250 000 scale map sheet. It is one of several structurally controlled copper ¦ cobalt deposits developed along the Mount Gordon Fault zone and related faults, within the Western Fold Belt of the Mount Isa Inlier (Figure 1). Together with the nearby Mammoth orebodies it forms the basis of the Gunpowder operation of Aberfoyle Limited. Until recently ore was mined from the Mammoth orebodies by open stoping with decline haulage to surface leach pads. Leaching of in situ broken ore (in place) and surface heaps, followed by solvent extraction and electro-winning (SX-EW), produced copper metal on-site. In March 1997, mining was suspended at Mammoth and the focus of the Gunpowder operation switched to development of the Esperanza orebody, which is expected to begin open cut production in mid 1998. SX-EW methods will produce 44 000 tpa of copper from an expanded plant. The pre-mining mineral resource at Esperanza (measured, indicated and inferred) is estimated at 4.6 Mt averaging 7.7 per cent copper.

Up to 80 per cent of the copper in a bornite ore can be quickly leached with percolating acidified ferric sulphate solutions. The upper limit for rapid copper extraction is set by the conversion of bornite to slowly dissolving chalcopyrite. The dissolution occurs in two stages: a rapid linear initial stage, followed by a slow, non-linear stage. The initial step is largely controlled by the rate of oxidant supply (Fe2(S04)3); temperature is not an important variable during the initial reaction. The second leaching stage is controlled by chemical and physical factors and is temperature dependent. The initial copper leaching rates are insensitive to both the concentration of the ferrous sulphate reaction product, and the sulphuric acid concentration.

The technology applied by lonex Pty Ltd provides an important breakthrough in geochemical exploration, enabling the discovery of concealed mineral deposits to great depths below surface. Most mineral discoveries have been made in areas of outcrop or relatively shallow cover; deposits at greater depth have been beyond the range of conventional geophysical and geochemical methods. Quite apart from the need to explore to greater depths in regions of major current or past production, most continents have vast areas where prospective host rocks are concealed by more recent material. There are numerous case studies where Ionex methods have located deeply-buried metal deposits, up to 500 m below surface, beneath thick younger sedimentary, volcanic, or transported cover. Research leading to the development of this technology was initiated by Dr I S Goldberg at the Rudgeofizika Institute in St Petersburg (CIS), and the methods have been employed there - and in other countries - for many years. Ionex technology became available in Australia in 1993. It comprises: ò geochemical and geoelectrochemical sampling and ultra-high-sensitivity analysis for mobile and weakly-bonded elements (I S Goldberg); ò the delineation and interpretation of regional zones of enrichment and depletion of the prime elements within geoelectrochemical systems (GES) (I S Goldberg); ò the investigation and interpretation of the three-dimensional geochemical zoning within geochemical anomalies (G J Abramson); and ò multi-variate computer modelling of the geochemical fields and systems (V L Los). lonex technology has been adapted to the environmental conditions in Australia with the participation of C 0 Haslam.

In the development of novel sulfide collectors, especially for the low-lime and acid circuits, flotation of chalcopyrite, chalcocite, covellite and pyrite was studied with both new and commercially available S- containing collectors. The natural float- ability of sulfides, water quality, and redox potentials - all of which were considered im- portant in assessing collector strength and selectivity - were also investigated. Chalcopyrite exhibited the highest natural floatability. The response to most collectors, however, was chalcocite > covellite > chalcopyrite > pyrite. Water quality had a very significant effect on both natural and collector-aided floatability. De- ionized water and tap water had a flotation suppression effect compared with doubly- distilled water. Flotation results with single minerals are correlated with those for copper and pyrite from natural ores. Several novel collectors have now been developed for sulfide flotation in acid, neutral or mildly alkaline circuits. The results for four of these collectors, which have shown promise in commercial applications, are discussed in this paper.

In 1991, the first horizontal raise drill hole in Australia was successfully completed by Australian Raise Drilling Pty Ltd (ARD) at the Perseverance nickel mine of Western Mining Corporation's (WMC's) Leinster Nickel Operations in Western Australia. At that time, WMC were experiencing considerable difficulties in developing the horizontal drill drives through the orebody using conventional drill and blast techniques. Following the success of the initial hole, a further two holes were drilled as part of the evaluation program. The technique has proved so successful that it has been accepted by WMC for on-going development of drill drives at Perseverance.This paper describes the program. It relates how the project evolved, the modifications that were required to the equipment used, the performance experienced during the program and the future of the method in this and other applications.

Pyrite and Cu-concentrate were roasted in vertically suspended state in an externally heated tube. Tubes of three different lengths of reaction zone were used for three different reaction times. Roasted ores were submitted to chemical analysis and the extent of roasting reactions was determined. In case of pyrite, extent of roasting reactions was not affected much by reactor length and heating temperature (above 500¦C), but was considerably by ore/air ratio. Micro- scopic and XMA examinations led to the conclus- ion that pyrite particles decomposed to pyrrho- tite and then pyrrhotite was oxidized to give Fe-S-0 melt, magnetite and hematite. The extent of reaction was not uniform in all particles but had a wide distribution from unreacted pyrite to completely oxidized particles. Combustion of Cu-concentrate from Kuroko complex sulfide ore ) was unstable under a uniform wall temperature of 450¦C, but proceed- ed rapidly at temperatures above 500¦C. Sticking of roasted ores to the wall of the reaction tube induced choking of the tube, caused by melting of roasted ores, at tempera- tures above 950¦C. Enrichment of oxygen exterted less influence on reaction rate than heating temperature of the tube. Particle size of ore had a big effect on reaction rate.

In the search for significant new economic base-metal resources within Australia during the early 1970s BHP's Exploration Department had observed that the majority of lead and zinc con- centrate production in Europe and the USA came from carbonate- hosted Mississippi-Valley-type (MVT) zinc-lead deposits, but Aus- tralia had no history of production from this class of deposit despite several very favourable geological environments, par- ticularly in the large Palaeozoic sedimentary basins. An exploration-research team was established in 1975 and the Lennard Shelf region, near Fitzroy Crossing, was selected as a most promising geological environment. Previous exploration for this class of deposit by other companies in Australia had largely used conventional exploration philosophies (geological mapping, geophysics and geochemistry to identify specific drill targets) but BHP sought specialist advice from a North American expert and adopted a grid-drilling philosophy, which involved wide spaced relatively deep diamond drill holes on a regular grid pattern, and statistical evaluation of the results. This technique resulted in the discovery of the Blendevale Deposit in 1978 in an area which had previously been explored by other companies using conventional methodologies. The deposit was delineated and a pre-feasibility study carried out in 1985 indicated that the resource of 20 Mt @ 8.3% Zn, 2.5% Pb was a marginal proposition.

Coal Mining Land Use on the southern coalfields often preceded other land uses. Over the past century overlying land use has altered significantly, particularly with water supply storage development, road system building, railways, pipelines, electricity reticulation schemes and general urban develop- ment. National Parks were declared over coal bearing lands. Little regard was paid to the coal under the land surface by land developers, Government instrumentalities, central planners and the Metropolitan Water, Sewerage and Drainage Board and others, and little value was placed on this valuable energy source. These bodies derived no benefit from the under- lying mineral. In these circumstances, mine operators and such surface land users were put into adversary roles. Mass sterilisation of coal resources resulted. The loss of reserves continues, although the problem has become better under- stood. An Energy Impact Statement (EIS) submission by all surface land developers has been proposed as a means to justify the impact of the development on the coal reserves Beneath.

The Queensland Mining Act 1968-1972 has now been in force for almost two years. The Act was completely re-written and has made for easier working, e.g., there is no distinction now between Gold Mining Leases and other Mining Leases. For the first time in the history of Queensland, provision has been made for caveats, so that options etc. can be protected. The chief problem which has arisen so far has been the question of the Government issuing mining leases to the holder of an Authority to Prospect over areas which are included iri its Authority. Litigation has taken place and an Appeal, it is understood, will shortly be heard by the Privy Council. The provisions dealing with labour conditions have been brought up-to-date and generally speaking, they are quite clear as to the responsibility of the Lessee. The Mining on Private Land Act has been repealed and the provisions relating to mining on private land are now a part of the Mining Act itself. Field investigations recently undertaken by Utah Development Company (U.D.C.) have been developed to allow the assessment of ground conditions relevant to the use of large bucket wheel excavators for pre-stripping overburden. "Bucketwheel diggability" predictions were made on the basis of a wedge test which was perform- -ed in the field on nominal 150 mm diameter drill core samples. Specific separation force (calculated from the wedge test results) for different rock horizons were theoretically related to the excavation rates of various sized bucketwheels, i.e., "bucketwheel diggability". The specific separation force was shown to vary with lithology, structure, weathering and moisture changes. By correlating these features between boreholes, an overall assessment of bucketwheel diggability was then made. The approach adopted to assess bucket- wheel diggability incorporated various levels of investigation. Initially, a reconnaissance stage provided information from widely spaced 150 mm cored holes to compare and contrast areas with differing bucketwheel digging char- -acteristics. The following stages progressive -ly added to this information, until finally, between hole correlations, allowed calculations to be made of volumes of materials of similar
