In July 1994 the Premier, John Fahey MP, announced that the New South Wales Government would make available a total of $40 million over six years in new funding for the Department of Mineral Resources. These funds are to be applied directly to the generation of regional geological and geophysical information. The Government's initiative known as `Discovery 2000', is aimed at providing a major boost to the exploration industry. The Government expects new discoveries to be made and new mines to be developed because of the initiative and, perhaps, the first ever commercial oil or gas production in New South Wales. The Government's return will come from increased economic activity, and from the increased royalty return from higher levels of production. Quality information is the key to successful exploration. In the highly competitive business of mineral and petroleum exploration high quality regional geological and geophysical information improve both the efficiency and effectiveness of the area selection or project generation process. Using the `needle in the hay stack' analogy, Discovery 2000 will vastly improve industry's chances of finding the haystacks. It is up to the mineral and petroleum industries to find their respective `needles'. Careful target area selection is probably the most critical factor in mineral exploration. The ability to select the most prospective areas, or to identify prospectivity that others have failed to recognise, can make all the difference between success and failure. Government geological surveys clearly have a crucial role to play in providing the geoscientific information infrastructure that companies must have if they are to make the discoveries this country needs to pay its way in the world. It is the regional information generated by Governments that sets the scene for efficient exploration. This regional information includes regional aeromagnetics and radiometrics and gravity, regional geological mapping and tectonic analysis, and geoscientific databases. The New South Wales Department of Mineral Resources (by various names) has been providing such information for over 100 years and has led the way in many aspects of the generation and dissemination of geological, geophysical and metallogenic Information.

Mining activity has been an integral component in the New Zealand economy since the early days of European settlement. Recently in common with other Pacific Rim countries there has been a resurgence of investment in gold. A sustained and increasing exploration effort has resulted in the rapid development of alluvial gold mining operations, a number of hard rock gold discoveries, and a general optimism about New Zealand's prospectivity. New Zealand's attitude to mining development, in particular hard rock gold mining is influenced by high environmental values and a concern, largely through absence of examples, that modern mining may not perform to community standards. While these environmental concerns are wide spread there is a growing realisation that gold mining, if properly managed, can take place within acceptable environmental standards and that it has the potential to contribute significantly to New Zealand's economy. New mining developments have an important role to play in this process. The mining industry in New Zealand is now at a crossroads. Having invested substantially and confirmed the potential for gold mining developments it has found itself in a rapidly changing economic environment as the Labour Government puts in place a number of fundamental economic reforms. The reforms are intended to free up the economy removing the rafts of subsidies and protective measures which have stultified initiative and growth. A fundamental reform of the public service has been initiated including corporatisation of trading activities and the establishment of a Department of Conservation to administer estensive areas of Crown land. Both petroleum and mining taxation are being reviewed with the intention of creating a more neutral competitive environment. Mining legislation is also being re-examined with both efficiency and equity objectives. While the current environment is characterised by uncertainty and rapid change, the outcome will be a more market-oriented stable policy environment, to the mutual benefit of the industry itself and the New Zealand Community.

Diamond exploration in Queensland is influenced by the South African approach modified by the discovery of diamonds in Lamproite in Western Australia. The current approach is to explore for Kimberlite and Lamproite bodies using indicator minerals dispersed by fluvial and colluvial processes. In the north-west, diamonds are derived from kimberlitic and lamproitic sources, whereas those in the coastal and subcoastal areas of eastern Queensland are associated with xenoliths included in rocks formed during Cainozoic volcanism. In these areas, sapphire is commonly associated with diamonds. In New South Wales diamonds in economic quantities occur in alkali basaltic intrusions and a subduction model has been proposed for these occurrences (Barrows et al, 1996). Exploration for diamonds in Australia increased following the discovery and exploitation of the Argyle mine. State geological surveys have produced digital information on the local occurrences of diamonds. As part of the Smart Mining Initiative (2006 - 2010), the Geological Survey of Queensland compiled a database and report on microdiamonds and diamond indicator minerals from open file company exploration data from 1968 to 2008 from the Department of Mines and EnergyÆs QDEX system. Most exploration in Queensland was conducted with exploration for other commodities. There is no commercial exploitation of diamonds in Queensland and, to date, only rare occurrences of microdiamonds. There is a regional difference in diamond occurrences with the kimberlitic and lamproitic models favoured for the north-western regions of the State and the subduction (S-type model) favoured for the eastern coastal zone linked to Cainozoic alkalic basaltic volcanism. Further diamond exploration is warranted in Cainozoic basalt provinces along the eastern coastal and near coastal regions and in the north-west of the state in conjunction with airborne geophysics flown as part of current Departmental Smart initiatives. In this paper, the author briefly introduces the resource characteristics of Chinese iron ore, as well as the present increasing market demand for iron concentrate. The SHP-3200 wet high-intensity magnetic separator (HIMS) is used to separate complicated weak-magnetic iron ores being composed of specularite, limonite and siderite in Jiuquan Iron and Steel (Group) Co Ltd. Some technologies have been used to improve SHP-3200 HIMS, including modifying the angle of magnetic polar from 90¦ to 83¦, cooling the exciting coils by oil instead of air, adding reverse-washing equipment to wash off magnetic particles and adjusting the tooth-space of the matrix from 5.0 mm to 3.5 mm or 2.5 mm to enhance the recovery of fine particles. It is still difficult to meet the requirement for recovering more difficultly separated iron and the demands for high-grade concentrate of iron. In order to improve the recovery of difficult-separated iron, the film-magnetic separation technique is applied into the HIMS and a new LY matrix is designed to form magnetic gradient vertically. A flowing-film feeder is also added and the feed mouth is modified to make a slurry flow formed in the form of film along the wall of matrix. The microstructure and dissemination character of the mineral particles is studied, and the specific susceptibility of the primary minerals is measured. Then the distributive characteristics of a magnetic field for the separator with film-magnetic technique and the motion of particles in the process of separation are all analysed. By introducing the film-magnetic separation technique to SHP-Φ700 HIMS, the recovery of iron can be raised from 69.45 per cent to 76.07 - 78.96 per cent with the similar grade of concentrates of iron. Such an increase of 9.51 per cent in the recovery also shows that it is feasible for such film-magnetic separation technique to be applied into HIMS.

The Resource Management Act 1991 has been amended on a number of separate occasions since its enactment in 1991, and has recently be subject to further amendment by way of the Resource Management Amendment Act 2005. The amendments as proposed in the Resource Management and Electricity Legislation Bill would have had revolutionary and far-reaching consequences. However, as finally enacted, the amendments are a greatly watered down version of what was initially proposed.   Nonetheless, the Resource Management Amendment Act 2005 has provided for a number of amendments that will impact on the minerals industry to varying degrees. This paper discusses in particular the changes and impact of the changes to the definition of æcontaminated landÆ, clarification with respect to the duty to consult, amendments to the provisions relating to National Environmental Standards, and to the council and Environment Court hearing process.

Excavation engineering involves complex processes for primary and secondary extraction of materials. The shovel excavators bear varying mechanical energy input and stress loading across the working bench during excavation. These varying mechanical energy input and stress loading effects cause significant wear and tear and fatigue failure in equipment components. These effects further result in unplanned downtimes, reduced efficiency and high production costs. In addition, the mechanical and electrical control systems must be operated in efficient profiles to generate maximum outputs and efficiency from these excavators. Efficient technologies are therefore required to solve these problems in order to reduce production costs and increase efficiency. In this paper, the authors develop a rigorous simulator for a hydraulic shovel in a surface mining environment. The finite element model is used to capture the stress profile within the shovel components during excavation, such as, the bucket, stick and boom assemblies. The profiles are classified into normal, critical and extreme ranges, with appropriate corrective measures to avoid extreme loading conditions. The loading capability of shovel excavators can be examined by assessing its structural strength against all possible maximum loads working on the equipment. The dynamic model is used to define efficient profiles of the critical structural components of hydraulic shovels during digging operation. This assessment is used to locate the maximum possible loads and the critical sections of the structures. The method presented in this paper forms the basis for developing comprehensive simulator models for efficient shovel operations in constrained mining environments.

Kaltim Prima Coal, an open cut coal mine located in Sangatta, East Kalimantan, Indonesia, operates two deep pits and two shallow pits with a truck and shovel operation. KPC produced 17 Mt of coal in 2002 by removing 120 Mbcm overburden. Geochemical investigations have indicated 20 per cent of total waste rock is potentially acid forming; ie it has the potential to create acid mine drainage (AMD). In the early years of the KPC operation, the presence of AMD had been observed in the mined out areas and in the waste rock dumps as a result of sulfidic waste rock exposure. A strategy for management of AMD from waste rock was implemented involving: sampling, analysis, modelling, selective handling and validation of final dump covers. Samples of the waste rock lithologies are collected from exploration drill holes for geochemical analysis to determine their acid generating potential. The geochemical database is used to develop the waste rock model for the life of mine pit areas. The acid forming and non-acid forming waste rock is delineated for each mining bench area for selective handling and placement within the waste rock dump during the operational stage. Each mining bench is sampled and assessed to validate the model predictions. The final dump cover is sampled to meet strict Quality Assurance requirements to ensure non-acid forming waste material is used in the outer cover of the dump. The geochemical investigation of the waste rock is integrated with mine planning to design and construct the waste rock dump to minimise the risk of generating acid. This process links the exploration stage, operation stage, and rehabilitation stage for each Pit area. The paper briefly reports the waste rock characterisation, waste modelling and strategies used for management of acid drainage by KPC.

The behaviour and deportment of indium during the precipitation of sodium jarosite from Fe2(S04)3 - Na2SO4 solutions were investigated. Indium is readily precipitated with sodium jarosite, and the extent of In precipitation increases as the In concentration of the solution increases. It was shown that In 3+ substitutes for Fe 3+ in the jarosite structure to form a nearly ideal solid solution series. On a molar basis, the precipitation of Fe is slightly favoured over that of In, and the difference is reduced as the pH increases. Sodium jarosite precipitation becomes kinetically rapid at temperatures >70¦C, but increasing temperatures in the range 70 to 150¦C affect neither the relative precipitation of In and Fe nor the composition of the jarosite product. Low Na2SO4 concentrations result in reduced product yields and jarosite precipitates in which H3O' > Na+. The hydronium-rich precipitates have reduced In contents. Increasing the ZnSO4 concentration of the solution slightly increases the quantity of jarosite formed and results in the incorporation of -0.3 per cent Zn in the jarosite structure. Otherwise, the presence of ZnSO4 has no significant effect on the composition of the jarosite. Seeding accelerates the rate of jarosite precipitation but has a negligible influence on the deportment of In. The jarosite precipitation reaction at 98¦C is relatively rapid and near-steady state conditions are achieved in - 6 h even in the absence of seed. The initially precipitated jarosite is slightly enriched in In with respect to Fe. The ferric ion concentration of the solution has a significant influence on both the amount of jarosite formed and its composition. In particular, the jarosites precipitated from dilute Fe3+ media have significantly enhanced In contents. Hence, it may be possible to recover - 25 per cent of the dissolved In, at the 1000 mg/L level, in a jarosite precipitate assaying - ten per cent In by the controlled oxidation-precipitation of sodium jarosite from a ferrous sulphate processing solution.

The purpose of this paper is to provide some practical commercial advice in relation to issues of access and trespass during exploration. It is not my intention to provide a detailed analysis of the applicable law because this is not the appropriate forum for latin maxims and turgid case studies. Instead I will explain the issues in sufficient detail to enable those who are not familiar,with the legal concepts to understand their obligations and responsibilities in relation to exploration activities. Take as an example a situation where a company (for the sake of attempted light relief, called Rogue Mining) holds an exploration tenement adjacent to one held by Lamb Exploration. In conducting aerial exploration activities over its own tenement Rogue overflies the tenement held by Lamb, doesn't turn off its equipment and accidentally collects data in respect of the adjacent land. In analysing that data it becomes apparent to Rogue that there is a substantial anomaly on the adjacent land of which Lamb is apparently unaware. Rogue subsequently negotiates to purchase an interest in Lamb's tenement.

All industrial water users are required to hold Water Rights, which are in effect licences to take, use, dam, divert or discharge water. Water Rights are obtained through a legally defined process and any potentially affected party has the per to object to their granting. A special tribunal hears the evidence for and against an application, and issues its decision, which is reviewable in a higher court on Appeal. Rights, if granted, are issued subject to conditions and, in the case of mining discharges, limits would be set on flaw rate, suspended solids concentrations, turbidity, pH and the concentrations of any potential toxicants. This paper presents a case study of an integrated, catchment wide water management plan for Lake Waahi, that was prepared by the author, and others while the author was in the employ of CoalCorp, and its predecessor, State Coal Mines. Prior to resource modelling, sample scale data is normally grouped into spatial domains that reflect zones of homogenous properties. These domains are usually based on a combination of grade and other variables that reflect, for example, geology and alteration, or variables known to correlate with properties of the samples that affect downstream processing. Domaining and wire-framing sample scale data is a time intensive task and it is difficult to track more than a few variables simultaneously while establishing domain boundaries. This is especially the case in operations with complex data, for example, a combination of multi-element assaying of total element concentrations, and/or phase specific assaying such as sulfide sulfur, carbonate carbon, cyanide available gold, and/or downhole geophysical measurements. To minimise unintentionally grouping samples of contrasting properties within the same domain, unsupervised statistical methods are available that can automatically identify samples atypical of the domain, both as univariate tests, and as tests that take correlation within the domain into account. Unsupervised methods in this context means methods of identifying atypical samples that require just the selection of the domain and input variables. Thresholds are derived robustly from the data itself, and the results are therefore repeatable and operator independent. Atypical samples may be thought of as outliers, ie, samples that are separated from the ‘majority’ of the data. If these atypical samples are themselves spatially associated, they may be allocated to an alternative existing domain or allocated to a new domain. Care should always be taken to ensure that identified outliers are due to meaningful causes and not due to data coding and storage errors, although the identification of the latter is still valuable. *This is an abstract only. Optimising drill performance has always been a primary goal of drilling and blasting managers. Improving drilling rates and utilisation will ultimately drive the cost per foot or metre downward. Additionally, more consistent production will ensure shovel or dragline performance goals are met and the chances of machine idle time is minimised. Over the past 20 years, many studies have examined rotary drilling factors and performance issues. In most cases a common theory points to energy input versus drilling output. Indexes such as specific energy and total work energy have been -developed to quantify the drilling process. As general engineering principles dictate, energy is required to drill rock by overcoming compressive and shear strengths. Concurrently, the greater the energy input, the faster the penetration output. Therefore, by examining the basic drilling energy parameters, optimisation is possible. The principles of rotary drilling are driven by five factors. When optimised individually and as a system, drill performance will improve. Most recent studies all agree that a performance relationship exists between bit load, bit rotation, and hole flushing. Additionally, proper bit selection and most of all, the operator, can have a tremendous effect on drill productivity. By analysing these factors and establishing the best case scenario, an overall drilling system can be engineered to match the mining characteristics. Furthermore, by balancing these factors, a lower cost will be achieved through increased production rates, maintenance costs, and effective drill utilisation.

Ironstone outcrops on the Savage River were discovered by State Government Surveyor C. P. Sprent in 1877. The limonitic outcrops were initially regarded as the surface expressions of pos- sible tin-bearing lodes, the tin deposits at Mt. Bischoff to the east having been found in 1871. By the turn of the century, shafts, adits and trenches had been developed on the deposits in the unsuccessful quest for gold, silver and base metals. The deposits were first reported as a possible source of iron ore by Tasmania Department of Mines (TDM) geologists in 1919. Modern exploration began in 1956 with the area registering the best magnetic response during an aeromagnetic survey of North- western Tasmania by the Bureau of Mineral Resources (BMR). The area had previously been reserved by TDM in anticipation of the lifting of the iron ore embargo. Reconnaissance Geologi- cal mapping (TDM) and grid-based magnetometer surveys (BMR) indicated that resources of iron-bearing material could approach hundreds of millions of tons. The Collinsville Coal Measures consist mainly of arenaceous sediments but indude eleven named coal seams. The Formation outcrops around the northern end of tbe Bowen Basin where it attains a thickness of 700 ft. in the Collinsville-Scottville area and overlies Lower Bowen Volcanies with angular unconformity. Most of the members in the Formation thicken basinwards. The regional dip is about 8 degrees. The Formation thins southwards and does not occur south of the Bowen River on the eastern flank. On the western flank it is represented by 60 ft. of barren sandstone at the limit of our mapping, 12 miles south of the Bowen River. Two seams are mined, the Bowen and the Blake; coal from the former produces high grade metallurgical coke, and the latter seam is mined for steaming coal. Where mined, the seams are about 20 ft. thick. The coals are of medium volatile bituminous rank and the lower coals are of higher rank than those above them.Reverse faults striking across the Coal Measures have been delineated and the existence of areas of intrusive rocks has been established. Intrusions rose up fault planes and, as felspar porphyry sills, selectively intruded coal seams, decimating reserves of coalavailable for mining. One sill, in the Blake Seam, attains a known thickness of 115 ft. Because the distribution and thickness of the sills is rarely predictable, density of drilling has been greater than in most coalfields.INTRODUCTIONThe assemblage of sediments occupying the northern portion of the Bowen Basin (Fig. 1) may be divided into four formations of Permian age:The Upper Coal Measures (U. However, the future of these professions is under threat. The courses that produce such graduates are disappearing worldwide and the number of graduates available to enter the industry has been falling in English speaking countries for at least a decade. It is unlikely that this problem will be remedied by æsupply and demandÆ. Instead, some active intervention is required.

The key functions of project evaluation are to assess potential profitability and to develop an effective operational design. For mining projects, design aspects include mining methodology, ore treatment methodology and production rates. All of these characteristics impact on project economics and overall value. Resource models, which form the ultimate basis of project evaluation, typically consist of tonnes above cut-off, grade above cut-off and the spatial distribution (connectivity) of tonnes/grade above cut-off, for one or more variables. Dilution, ore loss and metallurgical recovery are all modifying factors applied to the resource model during evaluation and determination of profitability. A key issue is: how is the value determined? In addition to traditional combination of in situ tonnes/grade, the following merit serious consideration: the concentration of deleterious elements, throughput rates, mining/processing costs and û importantly û metallurgical recovery. Geometallurgy is an emerging field targeted at integrating these issues by identifying either direct measures or proxies for throughput (hardness, grindability), recovery (liberation, mineral shape/texture, etc) and concentrate quality from easily collected macro-, meso- and microscopic data. These ægeometallurgical variablesÆ drive project costs and revenues in a fundamental way. For geometallurgical characterisation to have a real impact on business design, it must enable improved mine planning. When creating spatial estimates for such variables, it is preferable to find proxies that can be measured as close to the intact rock mass as possible. However, spatial estimation of proxies for geometallurgical properties and responses is complex and requires special consideration. Unlike grades, both proxies and absolute measures of geometallurgical variables are not necessarily linear or additive and therefore require very careful geostatistical consideration. In some cases, models must predict extreme values of geometallurgical attributes rather than averages. Incorrect characterisation of metallurgical recovery/throughput can (and has) led to misspecification of the scale of projects, and thus can be seriously value destructive. Aspects of geometallurgy have long been important in iron, bauxite, manganese and coal deposits and are increasingly on the radar for base and precious metal miners. However, as more metallurgically complex deposits are developed and mining of large-scale, low-grade deposits becomes more commonplace, the importance of characterising the metallurgical response in order to generate properly optimised projects will rapidly increase. It is possible that in many ætraditionalÆ (ie grades and tonnes) reserve models, the variables that drive the project are missing!

Mining of the silver-lead-zinc orebodies at the George Fisher Mine officially started in 2000. A review of mining performance to date shows that many of the extracted primary stopes have experienced some degree of hangingwall dilution. The degree of hangingwall failure in the stopes became progressively more extensive throughout mining of the orebodies in 2001 and 2002, culminating in the unplanned catastrophic failure of the 744D stope in which the ore between 13C (2683RL) and 12L (2714RL) sublevels caved into the previously mined cavity between 13L (2654RL) and 13C sublevels. This was followed several months later by another unplanned caving event in a nearby stope, 740D. As a direct result of these unplanned failures it was decided to mine the stopes with a smaller span than had been previously planned and in a primary-secondary pyramidal stoping sequence. To limit the exposure of the stope hangingwall, a hangingwall drive is no longer developed and therefore geologists no longer have access to the detailed geological information that this provided. Geologists at George Fisher Mine have had to be adaptable and flexible in response to these proposed changes and rely more on data from drilling than mapping for their geological interpretation. The result is that the drilling cycle has become much more critical in the planning process.
