Australian coal mines have spent considerable capital on dragline improvements over the last two years. This has included ~$30 M on UDD conversions, >$20 M on new buckets, boom upgrades, electrical upgrades, etc. This is a natural part of the response of mining companies to technology and replacement programs. Capital expenditure is a normal part of the ongoing success of most companies. There is however, a tendency for some people to rely on the capital alone to provide the ongoing improvements in equipment productivity. Implementing new technology through capital expenditure is only part of the equation in continuous improvement. For 80 - 90 per cent of the year, the operator controls the productivity achieved by the dragline. Variation between operators is huge. The average standard deviation in productivity is 12 per cent and maintenance impact is over 40 per cent. Robbins 2003, states: Contrary to what we were taught in grade school, we werenÆt all created equal. Most of us are to the left of the median on some normally distributed ability curve. Further, he states: The issue is knowing how people differ in abilities and using that knowledge to increase the likelihood that an employee will perform his or her job well. There are two options for reducing variability between operators; improving operator ability and getting the machine to take over what the operator is doing (automation). Dragline automation will be discussed, however, this paper will focus more on the æhuman factorÆ and how to establish a dragline with minimum variability between operators.

To discuss this relationship both the problems of the mechanisms of ore accumulation and the origin and cause of volcanism must be faced. Volcanic activity is associated with hydrothermal activity but the causes of volcanism are inseparable from the problems of the origin of magmas generally. To be more in accord with the inevitable reaction between water and silicates at high temperature, it is suggested that reconsidera- tion be given to the role of water in magmas such that our general concept of magmas becomes one of hot hydrous pastes rather than melts with water in them. It is claimed that a general concept of magmas as gelatinous hydrosilicate masses is a far better assumption because the rheological and diffusive properties of such materials enables an adequate explanation of a greater number of observations. It is consistent with the mergence of magmatic and metamorphic rocks and requires low to modest temperatures at the time of liquifaction allowing convergence with mobilised and disturbed sediment masses. The physical and chemical properties of both wet sediment pastes and magmas envisaged as hydrolised silicate masses are entirely dependent on the enormous internal surfaces of their disordered solvated components. The Coeur d'Alene mining district in northern Idaho, USA is the second largest producer of silver in the world. Mesothermal silver-lead-zinc veins occur in the metasedimentary rocks of the Belt Supergroup with five main types of associated hydrothermal alteration: 1) feldspar destruction, 2) hydrothermal bleaching, 3) carbonatisation, 4) sulfidation, and 5) silicification. Hydrothermal bleaching is characterised by hematite destruction with associated siderite and quartz veins and veinlets, coarse euhedral pyrite and magnetite. Bleached zones envelop both mineralised and barren veins and extend for metres to tens of metres into the wall rocks. Carbonatisation consists of addition of siderite, which occurs as veins, veinlets, stockwork, irregular blebs or spots, and coarsely disseminated grains, depending on the relative distance from the main vein structure. Siderite envelops nearly all mineralised veins, relates to all other alteration types and extends from several metres to tens of metres into the wall rocks. Pyrite and galena alteration dominate sulfidation and are associated with some mineralised veins. Pyrite alteration strongly correlates with siderite alteration and exists in three main forms: a) very fine-grained pyrite flooding, which can extend for metres to tens of metres into wall rocks; b) coarse-grained, euhedral pyrite, which is sporadic and associated with the redox boundary in hydrothermally bleached zones; and c) small isolated zones (6 - 15 cm) of medium-grained, subhedral to euhedral pyrite associated with pervasive siderite alteration. Where present, disseminated galena extends for metres to tens of metres into the wall rocks. Silicification is characterised by veins, veinlets, stringers, irregular patches and variable hardness in siltites and commonly appears in association with hydrothermal bleaching and siderite alteration. Although related to mineralisation, silicification is sporadic and in most places a clear envelope around mineralised veins cannot be identified.

During 2002, design and development of the worldÆs largest flotation cell was completed. The cell is the mineral industryÆs first 257 m3 flotation cell, and represents a major development in the design of larger flotation cells, with a 50 per cent increase in cell volume over the widely installed 160 m3 WEMCO« SmartCellTM flotation machine. It is anticipated, in the next few years, world-class copper sulfide concentrators will incorporate 257 m3 flotation cells in their rougher-scavenger flotation circuits. The prototype 257 m3 cell, No 250 SmartCellTM flotation machine is installed in Minera Los PelambresÆ existing rougher flotation circuit. The machine is located in front of the first cell in Row 1 and is followed by nine No 130 SmartCellTM flotation cells. The unit has been in operation since April 2004, and has proven itself in this duty. A key to the successful development of the equipment has been the emphasis placed on fundamental hydrodynamic scale-up criteria. Hydrodynamic factors include superficial gas velocity, water (pulp) circulation through the draft tube, and pulp mixing (distribution) characteristics. This paper will review the scale-up criteria of the No 250 flotation cell, and a case study will be presented on the in-plant testing of the equipment. The case study will document the metallurgical and hydrodynamic performance of the machine. It will also illustrate the economic benefits derived by incorporating larger flotation cells in a modern copper sulfide concentrator.

"DEEPHOLE " or "Longhole" drilling is the name given to the drilling of prospecting holes with the pneumatic hammer drill. The drilling bit is of the same form, and is prepared in the same way as ordinary rock drill steel, and is extended to the bottom of the hole by sectional hollow rods, through which water is forced.The cuttings from the hole provide a sample of the ground drilled.Deephole drilling was developed at an American mine where the cost of diamond drilling, owing to loss of diamonds, was excessive, and proved very successful, holes being drilled as deep as 220 ft., in limestone, at a cost of one dollar per foot. The use of the method in other mines, and in a variety of rocks, has since been described in the technical literature. From the published descriptions the following data are drawn:

Kensington is a joint venture between Echo Bay Mines and Coeur Alaska, a subsidiary of Coeur d'Alene Mines Corp. The venture is of equalparticipa- tion and is governed by a management committee with Echo Bay as the operator. The project site is 50 miles north of Juneau, Alaska on the eastern shore of the Lynn Canal. The mine and mill are being planned for a production rate of 4,000 stpd. Currently, probable reserves stand at just over 11.3 million tons grading 0.149 oz Au/ton. The project is now in final feasibility study with a production decision anticipated by the end of 1990. Commercial production would begin early in 1993. This presentation dis- cusses the anticipated mine, mill and support aspects of the project.

Exploration by Cyprus Minerals Australia Company (formerly Amoco Minerals) has successfully outlined significant Au-(Cu) mineralisation at Starra, 150 kilometres south-east of Mt. Isa. Mineralisation is stratabound and localized in deformed and metamorphosed ironstones (B.I.F?) and iron-oxide bearing schists of the mid-Proterozoic Staveley Formation. Over 90% of the presently outlined potential ore occurs in 4 discrete zones within a strike length of 3.5 kilometres. The inferred geological resource in these zones is approximately 6 million tonnes grading 5 grams per tonne gold and 2% copper. Roughly half of this is open-pittable, but more rigidly applied mining criteria will probably reduce the exploitable tonnage. Detailed infill drilling is in progress and a pre-feasibility study has commenced. The joint venture partners, Cyprus Minerals (75%) and Elders Resources (25%) expect to make a development decision by the end of this year.

The flotation of pyrite in ethyl xanthate solutions is presented along with electrokinetic results. The results have been analysed in view of recently published thermodynamic calculations as well as other published data on the pyrite-xanthate system including adsorption and voltarnmetry studies. The flotation response of pyrite in xanthate solutions is characterised by two maxima, one at pH 4 and the other at pH 8-9. The acidic maxima is also associated with a reversal in the electrophoretic mobility of pyrite, probably due to the formation of ferric xanthate on the pyrite surface through chemisorption of xanthate ions while the basic maxima is not associated with major changes in the mobility and flotation at this pH can probably be attributed the adsorption of dixanthogen. It is concluded that there is not sufficient experimental evidence to conclusively attribute the lack of flotation response in solutions at near neutral pH to any particular phenomena, either kinetic or thermodynamic.

I feel a little like the Parson delivering his Sunday Sermon, chastizing his parishioners for not coming to Church. Those who need to hear me are absent.Nevertheless, I hope that if you agree with what I am about to say you will go forth and spread the word.We often hear of the impact mining has on the community. I prefer tonight to deal with the impact some community attitudes have on mining, and I want to point out that the results of these attitudes rebound to the detriment of our society. I want to deal particularly with regulation, taxation, and proflts.In a civilization whose standard of living is essentially dependent on an adequate and reliable supply of cheap metals and fuels, it should be evident to Blind Freddie that mining must be encouraged.I must express concern at the constraints inflicted on the mining industry by our community. We tend to blame Government for our difficulties, but we must recognize that Government acts merely as agent for the community. It is fair to say that in a free society, if Government actions do not reflect the demands of the electorate, then it doesn't stay the Government. It is important though for Government, in framing its policies, to ensure that it is not unduly influenced by the loud voices of minority groups.The people of our nation have every right to demand that our industry meet certain criteria to be allowed to operate. We all wish to live in a healthy and congenial environment, and to have our individual comforts protected. It is essential, however, that the community realizes that its demands on the mining industry are affecting Australia's prosperity.Each new regulation and each new tax or impost has its effect on investment, employment, and national revenue. Restraints result in an increase in costs which in turn raises the minimum value of a mineral deposit which is economically mineable. It results in minerals, which could be mined under more favourable circumstances, remaining in the ground, perhaps lost for ever.

Although the diesel engine is normally considered a tried and proven power source, many new and exciting diesel design concepts are being evaluated in engine development laboratories around the world. Three such programs currently underway at Cummins Engine Company are discussed. The turbocompound engine converts into power exhaust heat energy which is normally wasted. It does this by incorporating after the turbocharger a low pressure gas turbine which is gear driven to the crankshaft. The adiabatic engine has no conventional cooling system. It converts into useful power most of the heat energy normally rejected to the coolant. The series boost turbocharged engine uses seperate low and high pressure turbochargers to increase engine output and improve transient performance. These design concepts make possible increases in diesel engine thermal efficiency from the current 33 to 38 per cent range to the 50 percent range.

Column Flotation cannot be used indiscriminately. Based on extensive pilot plant experience at Lakefield Research, a number of limiting parameters have been identified for the application of column cell flotation. Parameters of importance are the use of wash water, flotable mineral content, pulp viscosity, type of mineral selectivity being sodght and degree of mineral liberation. The paper discusses when wash water should be used and the positioning of a column within the circuit as this is important to maintain a sound water balance for the circuit and prevent excessive circulating loads. Other areas of debate are pulp chemistry, very low and high weight recovery, for which the conventional column is a poor selection of equipment, and treatment of complex ores, where the separation of valuable minerals is more difficult than non-sulphide, sulphide mineral separation. Based on these observations, the application of column flotation must be carefully considered or can be optimised.

Whilst decisions to commit projects have traditionally been heavily influenced by hurdle rates for d.c.f. analysis, it is suggested that evaluation of competitors' costs may be a desirable additional tool.The MICAS system developed over the past four years is described. This computer system uses standard costs modified by District and Mine factors to allow estimation of individual mine costs. The data base contains more than 15,000 items of data and more than 6000 costs are calculated.Recent applications include use for competitive analysis, predictive analysis, statistical analysis, and comparative assessments with scopes ranging from a few mines to the whole Australian export industry. Some areas where care is necessary are outlined and potential further uses are discussed.

Graham Hall and V. M. Cottle (Rosebery, Tas.) : In their paper on "The Mineralized Rift Valleys of Tasmania", Campana, Dickinson, King and Matheson have summarized a wealth of data from many sources. In proposing the new concept of a rift valley structure, they claim to have found a new guide to regional ore control and distribution in North-west Tasmania.Although the authors acknowledge suggestions made by us prior to publication of the pa:per, we are still at variance with their conclusions. We are not convinced that a rift valley structure exist~d when the Ordovician conglomerate was deposited. We are unable to find evidence for Cambrian deposition in a rift valley or reason to project the structure to embrace Hercules, Rosebery, and "possibly" Mt Bischoff.That the Great Lyell Fault (the authors' Owen Rift Fault) is a promising place to look for ore is not a new idea, but the existence of important ore deposits away from the structure reveals its inability to provide an adequate explanation of regional mineral distribution. A well-known structure that does have an influence on ore deposition is not discussed by the authors.STRUCTURAL CONSIDERATIONSThe great thickness of coarse unsorted Ordovician conglomerate lying in an elongate but narrow belt of country is presented as evidence of its deposition centrally within a rift valley, the position-of which is now said to be outlined by resistant slabs of the conglomerate. The marginal shears of the rift are said to show up well along the edges of the conglomerate.

In resource definition and mine development, major capital expenditures are committed on the basis of sparse information and even in production surprises such as bad ground are not uncommon. Drill holes constitute the principal source of information about the orebody and its environment and optimisation of drilling implies maximising the yield of useful information per dollar expended. Geophysical borehole logging provides new flexibility for optimising the drilling budget. Economic benefits can flow from geophysical logging at all stages of the mining cycle. The most commonly cited benefit is substitution of diamond delineation drilling with cheaper percussion or reverse circulation drilling in cases where geophysical logs can substitute for core. This approach can deliver an attractive direct saving in drilling costs (and time) if drill meterage is unchanged, or a potentially greater indirect benefit from better ore control if more holes are drilled within the original drilling budget. More ore contact intercepts per dollar can translate into lower dilution and enhanced ore recovery, thereby increasing revenue as well as reducing mining costs. Substitution of diamond drilling with percussion drilling is not always feasible. However, geophysical logging of diamond holes is often highly advantageous in its own right, both for geotechnical characterisation as well as ore delineation. Operational advantages of logging include data objectivity, speed of interpretation and reduced core handling and analysis costs. Geophysical logging assists mining engineers by providing a continuous measure of in situ rock strength, even over intervals with poor core recovery. The additional expense of geophysical logging in blast holes can be justified in terms of more accurate ore boundary delineation and rock strength evaluation. Precise ore boundary delineation permits refinement of charge placement, to minimise dilution and maximise recovery. Detailed knowledge of rock strength can enable optimisation of blast design. Rock strength can be evaluated in real-time via analysis of drill performance data recorded with measurement-while-drilling (MWD) technology. To successfully apply geophysical logging in mines, its technical, operational and economic viability must all be established. This entails verification of the existence of appropriate physical property contrasts, investigation of the best way to integrate the geophysical results with the mining method and an objective assessment of the value of the resulting mine performance benefit. Geophysical logging is already well established in many mining operations. The greatest impediments to its wider utilisation at mines are: lack of appreciation of geophysics by most mine geologists, engineers and managers; limited interpretational aids; and the necessity to re-enter completed drill holes. In this paper we endeavour to address these issues by informing mine geologists about potential applications of geophysics, by illustrating automated interpretation of geophysical logs and by highlighting the importance of emerging MWD and logging- while-drilling (LWD) technology.

During the past 18 months several import- ant hydrocarbon discoveries have been made in the Dampier Sub-basin, which is a sedimentary area lying entirely offshore from the Precambrian Pilbara Block in the southern part of 'he Northwest Shelf of Western Australia. This sub-basin is a major sedimentary downwarp forming a northern extension to the Carnarvon Basin. This extension is bounded to the north by the De Grey Nose, separating it from the Beagle Sub-basin. To the south the Dampier Sub-basin merges with the Barrow Sub- basin. Extensive seismic data combined with results from exploration drilling show that the Dampier Sub-basin is a complex depositional basin containing over 20,000 feet of sediments which are mainly Triassic to Recent in age. Tectonically the sub-basin can be divided into seven main structural elements. In a northwest to southeast direction these are the Rankin Platform, the Kendrew Trough, the Madeleine- Dampier Trend, the Lewis Trough, the Legendre- Rosemary Trend, the Enderby Fault Zone and the broad Pilbara Shelf. Permian sediments were encountered in only one well drilled to date in the sub-basin, but Triassic and younger sediments are extensive. The emerging coal seam gas (CSG) industry has the potential to provide a large-scale energy province for Queensland. Aquifer impacts and management of associated by-product water, both in terms of quantity and quality, are pivotal considerations for the development of a sustainable CSG industry.Legislative changes have been introduced to ensure that the CSG industry manages potential groundwater impacts and beneficial reuse of the by-product water to a level acceptable to both government and the community.The relevant new pieces of legislation covering petroleum and coal seam gas activities include the Petroleum and Gas (Production and Safety) Act 2004 (P&G Act), Petroleum and Other Legislation Amendment Act 2004 (POLA Act), the Petroleum and Gas (Production and Safety) Regulation 2004 and the Petroleum Regulation 2004. Other relevant legislation includes the Petroleum Act 1923 (Petroleum Act) and Part 7AA of the Mineral Resources Act 1989 (Coal Seam Gas Regime). The P&G Act introduces a full regime for managing water rights. This includes provisions for monitoring and reporting on the effects that the taking of underground water under petroleum tenure has on other bores in the area. The P&G Act also imposes a æmake good obligationÆ on petroleum tenure holders, which requires the restoration of bores affected by the taking of water or the payment of compensation. These provisions represent a significant departure from the Petroleum Act, which says very little about water rights and does not specify restrictions on the taking of water under petroleum tenure. This paper attempts to outline the requirements and obligations of the P&G Act for the CSG industry in terms of underground water rights, development impact assessments, aquifer trigger thresholds, monitoring and reporting requirements, as well as the make good obligations.

A suite of software programs has been written to provide the field engineer or geologist with the capability to collect and store data directly into small, portable handheld computers. This allows the engineer and geologist to collect data in a more efficient manner as the data is collected in sequence and is verified at the time. Typical applications for this software include geological and geophysical logging, trucking surveys, mine surveying, condition monitoring, ventilation surveys and maintenance systems. The software allows the user to construct his own electronic notebook by structuring data input to the computer in a similar manner as is now done on pre-printed forms. The user can store all valid entry codes or numeric ranges in a dictionary and all data inputs made are validated against this dictionary. Once constructed the user may call the electronic data sheet into the unit and collect data which will be stored into the unit which has the memory capacity to record data for up to periods of 60 hours. The data can then be automatically transferred to mini/microcomputers for immediate analysis and report generation. The software may be used on a variety of handheld computers.However the generally rugged environments found in the mining industry limit the choices. In particular the authors have selected a unit weighing a little over one kilogram, which is rugged enough to fall off an underground survey vehicle, and survive when accidentally immersed in water,without losing data. This paper describes the software developments in detail. The project development work to produce this system has been funded by a grant from the Australian Mineral Industries Research Association and is supported by a number of large Australian mining companies.

Lafayette Mining Limited, a listed Australian company, is developing a polymetallic Project on the island of Rapu Rapu, located to the east of southern Luzon in the Philippines. The Rapu Rapu Project is based on the Ungay deposit, which has proven and probable reserves of 6.0 million tonnes of 2.5 g/t Au, 28 g/t Ag, 1.2 per cent Cu and 2.1 per cent Zn. The Project will produce copper and zinc concentrates from a sulphide flotation plant as well as dore from a CIL gold plant. Average annual metal production over the projected six-year mine life is 9800 tonnes of copper, 14 000 tonnes of zinc, 50 000 ounces of gold and 590 000 ounces of silver. Despite a rich mineral endowment and long mining history, there have not been any significant new mine developments in the Philippines since the early-1990s. The investment climate has been affected by legal challenges to the 1995 mining code, civil unrest in parts of the country, the impeachment of the previous President and community concerns about the industryÆs environmental performance. As a consequence, the Rapu Rapu Project is viewed as a test case û within both the country and the international mining industry û on whether minerals investment in the Philippines is an acceptable business proposition from a risk perspective. Lafayette has faced formidable challenges in managing the development risks of the Project. The major risk areas of the Project for which the company developed strategies include: regulatory, environmental and approvals issues, technical evaluation, project development, social and community issues, land acquisition, and financial and marketing issues. This paper describes the risk management strategies successfully pursued by the company, and which have the Project on track to commence construction in 2003. Dealing with each of the areas in turn, Lafayette sought to develop strategies which either effectively neutralised, minimised or otherwise addressed the key risks most likely to be experienced.
