In the Renison Bell area of western Tas mania, a series of Lower Cambrian quartzites, shales, carbonate beds ("dolomites"), cong- lomerates, tuffs and argillites have been folded into a broad monocline whose general strike is NW-SE, plunging slightly north and dipping NE. The downwarped eastern side of the monocline is disrupted by a steep (50-800) east dipping normal fault, known as the Bassett Structure, whose throw is in excess of 500 m. A series of flat north dipping normal faults, each with a throw of approximately 50 m, further disrupts the sequence. All major faulting was pre-mineralization. A cassiterite- bearing Devonian quartz porphyry body intrudes this Cambrian sequence 2 km south of the currently operating mine. Of economic importance is the presence of three carbonate beds in the sequence. These carbonates consist of a mixture of calcite, dolomite and siderite. The No. 1 (youngest) and No. 2 carbonate beds are each approximately 15 m thick and are separated by 20 m of hematitic conglomerates and tuffs. The No. 3 (oldest) carbonate bed is approximately 5 m thick and is separated from the No. 2 horizon by 50 m of dark grey, finely laminated shales and quart- zites. Small mines exist because of a restricted deposit or a small market. With the right management at the present time the small mine can have lower total costs than larger mines. Charbon is an example of a small mine with a restricted deposit and a specialised product. The development which incorporates a unique rail loading facility and flexible coal preparation plant was achieved with a modest capital outlay and in record time. To remain competitive in future with large scale mines who seek increased production the small mine must achieve increased productivity through automation, higher speed equipment and a multiskilled workforce. Deregulation of the industry, scrapping the Coal Industry Tribunal and the Joint Coal Board would benefit small mines greatly. Management of a small operation also requires multiskills which need to be supported by outside help in the form of consultants and temporary staff. In the 21st century small mines will continue to provide a service to the market.

The value of water is defined by its marginal utility. Challenges arise where the marginal utility is difficult to estimate. Therefore, when two or more interested parties wish to access water and they cannot use commensurate units for marginal utility; other means of value comparison must be sought. It is asserted here that sustainability principles can be used to guide this valuation if this is supported by a transparent decision framework. This paper proposes that the ICMM sustainable development principles provide appropriate guidance. In addition, a generic framework for decision making is suggested as a complement. Indicators of water management are recognised widely as an integral part of the accountability of minerals companies towards meeting sustainability goals. Less widely recognised are the ways in which sustainability principles can be used to guide decisions on water management which demonstrate growing awareness of its value. This paper illustrates the use of this logic in water issues associated with global sustainability challenges. It then goes on to demonstrate, using examples, that these links exist at all levels of the minerals industry and that indicators of this type are potentially as powerful as those currently being used. The reason for this is that the path from cause to effect is transparent and direct.

As a part of Solid Energy's progressive rehabilitation of the Stockton Mine, it was determined that significant rehabilitation of the existing Mt Frederick Sidecast would be required to ensure the long-term stability of the sidecast. The goal of this rehabilitation is to reshape the existing stockpile into a more stable slope configuration, and the construction of a comprehensive stormwater collection and discharge system. The reconfigured slopes will facilitate the final revegetation of the exposed surfaces and the management of surface and groundwater discharges from the area. This paper briefly describes the specific details of the project and the significance of seismic conditions on the long-term stability of the reconfigured stockpile.

I am honoured to be given the opportunity to share with you my thoughts on what will be the essential characteristics of æThe Mining Company for the 21st CenturyÆ. For me the 21st century is all about globalisation and the challenges and the opportunities that globalisation presents for the mining industry. To play on the global stage the successful mining companies must develop profiles that are global in: their operations diversity, their partnership relationships diversity, their customer relationships diversity, their workforce diversity, and their shareholder diversity. In my view æbigÆ will count in the 21st century, but big overlaid with quality: quality assets, quality people, quality partners, quality customer relationships, and quality image and reputation. Last year, Rio TintoÆs Leon Davis said when he addressed the Minerals Council of AustraliaÆs annual conference that Australian resource companies that wish to become global operators must develop an unequivocal international identity that will make that company a known and trusted quality wherever it seeks to do business. He went on to say that structuring and operating a business in a way that consistently manifests the qualities that inspire respect and evoke confidence is vital. I absolutely concur with what Leon said. Unfortunately, the fact is that, as we stand at the beginning of the 21st century, our industry and many of our companies are no better accepted by the world community than was the case five, ten, 15 or even 20 years ago. In fact, in some cases, the warmth of the acceptance may have subsided. To some extent the demonstrations that we saw recently in Seattle and Davos reflect a growing distrust, disquiet and cynicism in our communities. Here, however, I see an opportunity. While on the one hand the mood of disquiet presents many challenges, it also provides those of us who are willing to get out on the front foot in addressing the issues, and engaging in the dialogue, with a very significant opportunity to create a major competitive advantage. It provides the opportunity to earn respect and the opportunity to develop a reputation as a company that is sought as a joint venture partner and a company that is welcomed by governments and communities. Importantly, also, people will seek employment with such a company and will invest in such a company. The challenge is to change the way we behave and the way we are perceived by all the key stakeholders. Many of our industryÆs traditional skills are now commodities à many can be à and are out-sourced. The new critical skill for the 21st century à the real competitive advantage à will come from creating a real and genuine understanding of our role and what we stand for. Everything we do should demonstrate not only sound business principles, but also an understanding of the political, social, cultural and environmental impacts of our activities - at an international and a local level. This concept isnÆt new - but for large companies such as BHP, where we operate in more than 20 countries with diverse cultures, languages and religions - it requires enormous energy and dedication. It is complex. It is difficult. But I believe it is absolutely fundamental to our future.

This paper presents the water management plan of the Mae Moh Project in the North of Thailand, which includes a large lignite opencast mine and thermal power plants. Lignite production will increase from the present 5.5 million tons per annum to approximately 20 million tons per annum by 1995 when the pit area will be about 20 sq.km. and the depth at over 300 meters. Seven power plants are proposed of which two are under construction. The total capacity to be installed is 2,925 MW. The principles considered for water management are firstly flood protection, including drainage of the mining pit and diversion of the Mae Moh stream away from proposed future mining areas; and secondly, a plan to meet the water requirement of the thermal power plants, while maintaining downstream supplies for irrigation and other purposes. The limited annual run-off of Mae Moh and Mae Chang watershed basins are inadequate for the proposed power plants. A study has been prepared to compare two approaches, namely conveying water from remote watersheds to meet the water requirement of the power plants up to total installed capacity; or by limiting future total generation, at the existing site, to only 2025 MV.

Flow maldistribution in the iron blast furnace has been studied analytically by the use of the vectorial form of the Ergun equation and experimentally via packed columns and a cold model of a blast furnace. Experimental results are presented showing the effect on fluid flow patterns of the following types of nonuniformities in a packed bed: the increased voidage at the wall ("wall effect"), the decreased voidage at the interface between layers of materials with different sizes and shapes, and the differences in resistance to flow of bulk regions of a column with different sizes and shapes. The proposed theory is applied to the calculation of fluid flow patterns for these nonuniformities. Velocity profiles, as calculated from these flow patterns, were found to agree reasonably well with experimental measurements obtained via hot wire anemometry techniques for laboratory scale packed columns. Calculated fluid flow patterns are presented for blast furnace burdens which show how flow patterns are affected by (a) coke segregation and (b) the relative differences in resistance to flow between coke and oxide pellet layers. For the cold model study, calculated flow patterns are presented based on photographs of a given burden distribution. The velocity profiles calculated from these flow patterns were found to agree reasonably well with the velocity profiles measured from the cold Model.

Sunburst PCF (Penetrating Cone Fracture) technology has recently undergone extensive underground field trials at Leinster Nickel Operations, Western Australia. Trials with the Sunburst machine started in September 1994 and continued through to December 1994 during which approximately 130 metres of tunnel were developed. The Sunburst technology was used to excavate sub-levels through ultramafic nickel ore for future sub-level caving operations at the Perseverance nickel mine. The Sunburst machine demonstrated reasonable instantaneous advance rates, however, there are still a number of future developments/design changes which need to be addressed prior to the PCF technology being trialed again in a production environment. This paper benchmarks conventional drill and blast at Leinster against the Sunburst Excavator machine performance within similar tunnel dimensions and rock conditions. In addition to productivity and cost information; environmental considerations, support and labour requirements are also discussed. Problems with the current machine design are highlighted and possible future design changes are suggested. The Sunburst machine could be a suitable technology for advancing development through weak to moderate rock conditions and may also reduce overall support costs. With the potential for automation and the ability to reduce rock damage into the development tunnel walls, it is proposed that the Sunburst machine warrants further consideration.

With the use of 86 rock drills of the jackhammer type at the West Lyell Open Cuts of the Mt. Lyell Mining & Hailway Co., it is of importance to determine the economic as well as the physical life of these machines. With this purpose in mind records have been kept of the footage bored and the cost of new parts placed in each machine, and the following procedure adopted.A graph is plotted for each machine showing the footage bored as a horizontal line and at each 5,000 feet of boring the total cost of new parts noted on this line. (See l"ig. 1.) Thus at a glance it is possible to see... the amount of work done by each machine and the money spent on it in new parts. However, it is difficult to visualise from this graph the increase in the cost of new parts for each machine as its life advances. To obviate this difficulty a curve is plotted with the cost of new parts as the vertical component and the distance bored as the horizontal component. As before the cost of new parts are taken at each 5,000 feet bored. (See Fig. 2.) The curves so obtained are particularly interesting for two reasons:1. Each machine has its characteristic curve.2. The curve always steepens.Some machines are found to have relatively flat curves, others flat curves for approximately 15,000 feet of boring, and others steep gradients from the begining.This demonstrates that it is not always economic to discard a drill after it has been in service for a certain length of time or after it has bored a specified number of feet. Each drill has its own characteristics and so must not be regarded as one of a class, but considered on its own performance.The following use of these curve diagrams has been made to determine whether a machine has reached the end of its economic life. This paper focuses on the significant impact that geological information has in relation to the valuation, both equity market and accounting records, of mining companies. There are many different measures adopted by investors and analysts in valuing mining companies. In particular, focus is primarily on calculation of profit as it is the authors primary expertise. The importance of geological information to the calculation of profit (and to many other measures of a mining company performance) is not always understood by the geologist. The aim of this paper is to raise the awareness of geologists (particularly those who are competent persons under the JORC code) of the impact that reserve statements û and changes to û have on profits. This is the first time that this subject has been presented directly to geologists. Similar versions of this paper have been presented at other forums where other important users (directors, auditors, accountants, analysts, investors) or preparers of financial statements have been made aware of the importance of the geological information. In essence, all mining companies prepare annual financial statements, which are adopted by directors and audited. The major items that require judgement generally revolve around two areas û commodity price outlook and the accuracy of reserves and resources. Reserves and resources are important, and that there is undoubtedly a lack of understanding about the assumptions and accuracy of reserves and resources by accountants, directors and auditors, and a general lack of understanding by geologists as to how the information that they prepare is used. Across the globe the majority of mining companies are listed on stock exchanges (with the main exception being nationally controlled mining companies û eg Codelco). In a very simplistic manner, I have divided all mining companies into three types: exploration plays û these companies are still in the finding or proving modeÆ and typically the stock market and investors rely on geological information and remaining cash in determining their assessment of the company; single mine companies û the major items that investors and the stock market look for are reserves, inferred resources, commodity price outlook and discounted cashflow calculations; and multiple mine companies û the investment community and stock market are looking at reserves, inferred resources (generally to a lesser extent at this stage), commodity price outlook, discounted cashflow calculations and profit and loss accounts. Regardless of the type of company, the equity markets, including analysts, try to determine appropriate valuations for mining companies. In doing this the major two areas that require judgemental consideration are the commodity price outlook and the level of reserves and resources. Generally speaking, most mining companies have a strong understanding of their cost structures û in particular their cash costs as distinct from their accounting costs of production û and therefore this area generally gets less consideration than the other two matters mentioned above.

Worthy of note in Miss Bailey's paper are her comments on the attitudes of mining companies and their managers where women were employed, she says, "..another possible pitfall is reverse discrimination where in an effort to avoid being branded as having shown a person favouritism, supervisors end up treating the person in a manner much less than they deserve. This is manifested in denying an employee such things as challenging work, educational opportunities, promotions, or in the case of staff, fair merit increases." and further she says, "It has been observed that the treatment of women in non-traditional roles such as mining is different than for men in the same environment. There are people who treat women worse and some who treat them better simply because they are of the other sex." These statements may sound unjustified to today's audience, and whilst we need to credit pioneering women with having tolerated, understood and worked towards improving the mining culture, the move towards total inclusion of women in the workplace is still growing.

The Australasian Institute of Mining and Metallurgy brings together, voluntarily, people with a professional interest in the disciplines and skills which are employed in the mineral indus- try, and in relation to that industry. We come together because we have a mutual interest in improv- ing what is done by the mineral industry, in all its aspects. It is this sense of continuing improvement, of doing better, of doing as well as we can, as our knowledge and skills improve, that unites us in creating and fostering a professional association of like- minded people. We know from our professional training and experience that enormous progress has been made, at an ever-increasing rate, in the mineral industry, particularly in this Century. We know that the mineral industry has played a very major role in providing the means by which so many more people survive to live longer, healthier and more interesting lives, than ever before. Indeed together with the oil and gas industry, which is an integral part of the mineral industry but has achieved its own commercial dis- tinction, it is fair to claim that the mineral industry has played the major role in providing the means for the advancement of the human quality of life.

The mineral exploration and extraction industries have gained major cost and efficiency benefits from the use of computers. However these industries are now at a cross-roads with two seemingly disparate developments - that of an increasing number of complex geoscience databases and, at the same time, the merging of all known data for the particular regions at minimal cost. These two developments can be managed by the development and of an industry accepted geoscience data model and dictionary. This will provide a common basis of understanding for geoscience data through a common language and a common structure for geoscience information. Integration of specialist systems and databases can then proceed efficiently. The development of a data model is going ahead with consensus from the mining industry. This is a joint government and industry funded project and managed through the Australian Mineral Industries Research Association, AMIRA. AMIRA is a well known research broker to the Australian mining industry obtaining sponsorship for projects both from private and government groups. The AMIRA project, P431, called the Geoscience Data Model, is to be the Australian standard data model for geoscience disciplines. The requirement for a standard geoscience data model has been recognised in Australia for some time. In October 1991, the Australian Government Geoscience Database Policy Advisory Committee (GGDPAC) established a Geoscience Data Standards Working Group which drafted a comprehensive list of data categories of the geoscience area. An AMIRA project called AMDEX was established to develop a transfer standard for the mining industry data at about the same time as this committee was in operation. The first AMDEX sponsors meeting was held in May 1991. It was proposed to use the US Spatial Data Transfer Standard (SDTS) as the basis to transfer mining data in AMDEX. A limited data model of mining data to be transferred was developed for the AMDEX standard under SDTS. The Australian Geological Survey Organisation (AGSO) saw the need to extend this and develop a complete data model for the geosciences and proposed this as a new project to AMIRA. This was strongly supported by GGDPAC which lead to sponsorship of the project from most state geological surveys. The Geoscience Data Model can be broken down into separate data models for a number of geoscience themes and sponsorship obtained so far will enable models to be developed for a comprehensive set of themes selected by the project sponsors. Further sponsorship is required to enable a more complete coverage of the geoscience area to be developed. Sponsorship for the Geoscience Data Model has been strong from the geological surveys and there was some effort by GGDPAC to promote the project in these organisations. An Australian geoscience data model is of immediate use to the geological surveys in assisting the standardising of huge quantities of geoscience data held by government agencies and it is preferable that this be an Australia-wide standard.

A joint project between the Fan Kou Mine, the Guangzhou Research Institute of Non-ferrous Metals, the Julius Kruttschnitt Mineral Research Centre, and the Changsha Design and Research Institute of Non-ferrous Metals has implemented grinding control on a circuit consisting of two primary mills and a single secondary mill at the Fan Kou mine in northern Guangdong province, PR China. This paper describes the initial design of the control system and the changes made during its implementation. The initial design was to obtain maximum throughput at a constant product size. This was changed so that the control provided a constant product density at a set feed rate. The set feed rate is reduced when necessary to prevent overloading of critical components in the circuit. The reasons for the changes in the control strategy are discussed.

The fluorspar deposits at Okorusu, Namibia are closely related to an alkaline igneous ring complex of late Cretaceous age (125¦7 Ma). The fluorite ores consist of relatively fine-grained purple replacement fluorite and subsequent coarser-grained purple and green vug-filling fluorite crystals. Homogenisation temperature measurements for 38 primary fluid inclusions shows that main stage purple to green fluorite crystals were deposited over a temperature range from 166¦C to 144¦C, and minor late yellow fluorite was deposited at lower temperatures from 132¦C to 128¦C. Homogenisation and freezing temperatures measured for 18 primary fluid inclusions shows that the fluorite-depositing fluids were less saline than Mississippi Valley-Type (MVT) ore fluids and overlap the lower temperature range of fluids that deposited epithermal ore deposits. Mining in three open pits (A, B and C) at Okorusu has gradually provided exposures which reveal that the fluorite orebodies have been emplaced primarily by the preferential replacement of carbonatites. Evidence for the replacement of carbonatite includes: replacement remnants of carbonatite within the fluorite ores; goethite pseudomorphs after the carbonatite minerals, pyroxene, pyrrhotite and magnetite, which are disseminated in the fluorite ores; andpartial replacement by fluorite of a large sill-like carbonatite body in the A pit. Electron microprobe analyses of minerals in unreplaced portions of the carbonatites show that their mineralogy consists of titaniferous magnetite, diopside pyroxene, apatite, biotite and calcite. Magnetite contains 6.97 per cent to 10.46 per cent TiO2, averages 8.44 per cent TiO2, and has an average V2O3 content of 0.35 per cent. At high magnifications under the scanning electron microscope (SEM), the magnetite shows abundant fine ulv÷spinel exsolution lamellae arranged in a cloth texture. Apatite contains moderately high fluorine contents that range from 3.21 to 5.0 per cent and average 4.2 per cent, and apatite crystals range in total rare earth oxides from 1.7 per cent to 2.61 per cent. Pyroxenes in the carbonatites are iron-rich diopside, and they contrast to pyroxenes in the fenites that are aegirine-augite. All of the microprobe analyses for mica crystals in the carbonatites give biotite compositions. Microscopic examination of fluorite concentrates from Okorusu provides mineralogical information important to the resolution of beneficiation problems. Fluorite ores that are related to carbonatites are typically accompanied by phosphorus benefication problems. The cause for the presence of phosphate in some of the Okorusu fluorite concentrates is a function of the presence of binary locked fluorite-apatite particles. The fluorite ores have also replaced marble locally in the A pit, especially along the A band in the B pit, and dominantly in the orebody proposed for the new C pit. Those ores are characterised by fine grain sizes, faint remnant bedding, lack of carbonatite mineral pseudomorphs and local presence of remnants of unreplaced marble. Concentrates derived from those fluorite ores are devoid of phosphorus, but commonly have elevated silica contents due the presence of free quartz. Carbonatite and marble were preferentially replaced by fluorite because the calcite was readily soluble in the presence of the fluorite-depositing fluids and the dissolution of calcite provided calcium for the formation of fluorite.

THE auriferous sulphide ores of the eastern end of Gippsland, and notably of the Cassilis and lVIitta districts, are amongst the most complex and refractory in Victoria-perhaps in Australia. The minerals occurring in these ores are pyrite, arseno-pyrite, zincblende, galena, and (in smaller amounts) some of the copper, sulphides, as chalcopyrite and covellite; and some of the antimonial minerals, notably stibnite and jamiesonite. In the oxidized portions of the lodes, the oxidized lead and iron minerals, and small amounts of the hydrated arseriiate of iron, are found.In the Cassilis mine, near Omeo, copper is present usually in quantities of under 1 %. The magnetic sulphide of iron is of fairly common occurrence. In, the upper levels of the Cassilis mine tin was usually present, the amount going up to 3% in some samples of concentrates. These minerals occur sometimes banded, but usually as an intimate mixture-pyrite and arseno-pyrite predominating. The gangue is usually quartz (blackened by enclosed particles of sulphides). Calcite, magnesium silicate and felspar are also present in varying amounts.

The CSA Mine has a long and varied history from initial discovery in 1871 through to the present. Lead-zinc mineralisation was mined historically near the surface. Today copper and silver are extracted from the deeper regions of the mine. The mine has passed through a number of owners over this time, each with a unique operating philosophy and understanding of the mineralisation. Cobar Management Pty Ltd re-opened the mine in 1999 and has undertaken extensive drilling programs to expand the resource and gain a better understanding of the mineralisation characteristics. Presently mineralisation has been located over a strike length of 1.2 km and to a depth of over 2.0 km with over 30 mineralised lenses from four identified ore systems. The refinement of geological and mineralisation models led to further discoveries and prompted a review and modification of resource modelling processes. Advanced statistical analyses prompted the implementation of ordinary kriging as a grade estimator. Improved stationarity from enhanced geological domaining has been supported by variography and kriging neighbourhood analysis studies. Resource models at CSA are now quantifiable in terms of mineralisation style and estimation reliability. The new techniques are assisting the definition of more mining fronts, which are creating new opportunities to increase mine output.

This paper looks at the problems associated with surface settlements and other subsidence effects from the underground extraction of coal in relation to consent applications under the Resource Management Act. The main features of subsidence are examined with respect to identifying the adverse effects as defined under the RMA. Particular attention is paid to sites where little or no data is available as in the case of greenfield sites or at mines where new or different mining methods are being introduced. In these situations it is not possible to make accurate predictions of settlements or strains and therefore other factors need to be considered. The long term effects which might occur post mining are examined in relation to mitigation and management options.

As an older member of The AusIMM, I received my 30 year æPearl AwardÆ in June and had my 50th birthday two weeks ago, I am honoured to be here today. I thank those responsible for their confidence in me and in my ability to hopefully hold captive a broad group of individuals who are here as equals, sharing an interest, no a passion in blasting technology and associated works à over the two days you will hear some excellent operational and technical presentations I am sure. But today I will digress; I want to talk about the importance of leadership and how it indeed can be the catalyst for success, improvement and change. There has been much written about leadership, its principals, the charismatic leaders, the doÆs and donÆts and so on à and I for one am not about to give you the Holy Grail; there are many experts with greater wisdom than I on this subject matter. What I do want to do is explore the application of this passion to examples within the world stage and some examples drawn from my experience in mining.

Most mineral products exported from Australia to Japan, with the notable exception of coal, are purchased with weight and quality determined on discharge. Sampling of imported minerals for purpose of payment is done at facilities owned and operated by the purchaser. The selling shipper is represented at the weighing, sampling and testing by an independent inspection group who supervises the whole procedure. Sampling and testing are done within the provisions of the contract between the two parties, and normally in accordance with the relevant Japanese Industrial Standards (JIS). These JIS specify such things as the number and mass of increments to be taken; the practice of taking these increments; the method of determination of moisture, size distribution and quality. The JIS concerned with sampling however, are meant to be basic guides rather than rigid rules. Hence sampling and testing practice varies from plant to plant. In general Japanese sampling facilities and methods are elaborate and efficient. Opportunity is given for the discussion of varying technical viewpoints between consumer and shipper. However the resolution of differences and the implementation of changes normally takes a long time. Such discussions seem best reduced by prior contract agreement on reasonable specifications and detailed testing methods. The independent inspectors
