Outbursts of coal and gas are coupled both in their nature and mechanism and take place under varied sets of physical and geological conditions. The main interacting factors are geology and seam structure, seam gas composition and pressure and strata stress. By pre-draining the seam gas in advance of workings one of the factors contributing to outbursts is removed. One method of pre- draining gas from the coal seam or from areas of geological disturbance is to drill long horizontal holes in the coal seam. The technology to drill horizontal holes up to 600 m in the coal seam is now available by hydraulic control of the rotation and thrust on the drill bit and accurate survey methods to determine the vertical and horizontal position of the drill bit.

Na2CO3 is a powerful flux for both dephosphorization and desulphurization in oxidizing atmospheres. In order to study refining with Na2CO3 and the nature of the Na2CO3 slag itself, hot metal (4Kg) was melted in Al203 crucibles in a high frequency induction furnace and oxidised with oxygen under Na2CO3 slag. The behaviour of Na2CO3 at high temperature was observed by thermobalance. It was found that dephosphorization ceases in a few minutes and [,P] after refining is easily lowered to less than 0.010%. [%P] after refining is affected by [Si], [P] of hot metal, the refining temperature and the consumption of Na2CO3. Desulphurization also ceases in a few minutes but it shows curious behaviour, increase of [S], decrease of (S) and increase in sulphur lost, during the latter half of run. It is a very great pleasure indeed to participate in this interesting and important seminar. My two visits to Australia in the past have been extremely pleasant and this one is equally so. My task is to tell you what has been happening in the United States, in these past few years especially, in regard to the management of our air resources and to present in some detail the difficulties we in the copper, lead and zinc smelting industries have been experiencing. The sudden upsurge in interest in air pollution in the United States is a strange phenomenon indeed - strange because we've had air pollution a long time, just as long as there have been large cities using fossil fuels for heating purposes. And the problem has been studied for quite a long time. As early as 1919 studies by the U. S. Bureau of Mines were done in Salt Lake City, where I .live. In the winter of that year extensive measurements were made of airborne particles - dust and smoke. The average concentration of particles found was 870 micrograms per cubic meter of air. A very large number compared to levels we find today. A microgram of course is a very small unit, one twenty-eight millionth of an ounce. A fine human hair two inches long weighs about 100 Micrograms.

A resume covering currently accepted views on blasting vibration measurement, human response, and criteria for damage is presented as background information for readers who are not conversant with blasting vibrations. This is followed by sections on vibration level estimation and blasting techniques to control vibration. Emphasis is placed on making use of the scatter in the delay intervals of half-second delay detonators, the use of smaller explosive charges for early delay numbers, and the non- use of zero-delay (instantaneous) detonators in cer`a. n cases.

Every text book for blasting in Japan says that Hauser's law can be applied for practice. But recently it came true that there was no historical record about him and no actual datum of his own or other's to testify. According to his theory, the funnel ratio N = r/W in crater test is inversely proportional to the rock strength and proportional to the explosive amount: where r is the radius of crater and W is the burden. But experiment showed the opposite result, and revealed new information. Two kinds of experiment, crater test and boulder blasting of mortar, were carried out to investigate the effects of rock properties on blasting. The material used for test 1 and test 2 was a mortar block (60cm)3 cube, 4 vertical faces of which were used for crater test. The results from Test 1 and test 2 were summarized as follows. The funnel ratio ranges between 2.5 to 4.5 in proportion to rock strength and burden. The standard ratio of 1, reported by Hauser, was not observed in any instances. It was also noted that the funnel ratio is independent of the explosive amount. The material used for boulder blasting, test 3, was a mortar block (40cm)3 cube, in the middle of which was located a vertical borehole for the explosive charge. The results of test 3 were as follows. The necessary explosive amount for boulder blasting is in inverse proportion to the mortar strength. Fragmentation and throw are proportional to the mortar strength.

There has been little change in the lead smelting practice at Mount Isa since 1939 when the metallurgy and general practice were outline by Raney and Blott.The purpose of this paper is to descriqe some of the operational details that have influenced the overall production. The slag fall hns been increased by the lowering of the lead content of the concentrate. In order to formulate appropriate and useful education and training policies and practices, it is crucial to firstly consider the demographic environment of our workforce-and the direction in which it is (known to be) heading. We can predict with a degree of certainty, that the role and influence of training on the future survivability of organisations will- become increasingly critical. The future of any mining company depends on maintaining and growing its access to high-quality mineral resources. Often the true size of a given resource is not fully recognised until after mining has commenced. Also, the strong desire to increase production puts pressure to expand the resource base of the mine to get maximum value out of the capital employed. This, plus diminishing M&A opportunities and declining world-class greenfield discovery rates, makes brownfields exploration a high priority activity in any operating company. For the success and long-term survival of the company it is critical that this is done well. The primary aim of brownfields exploration is to find or acquire new deposits within economic transport distance of an existing mine that will add materially to shareholder value through: mine or capacity expansion, displacement of lower-margin ore from the mine plan, preserving and extending the mine life, and ensuring potential value is understood in order to maximise potential future mine development or exit. A number of strategic principles are important in any program designed to achieve these aims: understanding the life of mine (LOM) production profile and the related key drivers for exploration, understanding the dynamic nature of the brownfields search space, understanding and measuring depletion of the brownfields search space, understanding the potential of the near-mine region, investing in exploration technology to expand the search space, and investing in a basic geological understanding of the ore-environment. Examination of the LOM profile will highlight critical issues facing development plans for the mine including future grade and throughput issues, key technology requirements or innovations and scenarios for increased production. Exploration targets in the brownfields program should address these key issues. Often it is as æsimpleÆ as keeping mine development sufficiently far ahead of extraction to allow time for the various phases of exploration and resource assessment drilling. Because of the low additional capital costs required, expansion of the brownfields search space is strongly leveraged to: metal prices, development of new markets, incremental operating cost reductions, strategic changes in downstream requirements in integrated businesses, depletion of higher unit-value ores, and new technologies (both extraction and exploration). Therefore the brownfields search space is likely to incrementally expand through time and must be regularly reviewed. This is also important as any given search space will be progressively exhausted, resulting in smaller and higher cost discoveries. It is therefore important to monitor and critically review sustained trends of increasing brownfields discovery cost. The first wave of discoveries in any camp are usually empirically driven and do not need a strong geological understanding. However, an improved geological understanding is critical to making the next generation of hidden discoveries. To illustrate these points, a case study was carried out on the exploration and development history of the Kambalda nickel camp. Over a period of 40 years, more than 40 deposits were found containing over 1.7 million tonnes of nickel metal. Efficient mines need to maintain reserves for operating flexibility. Consequently, the company needs to clearly understand the global resource in order to maximise its full potential. In addition, understanding the full brownfields potential earlier in the development of a deposit rather than later, creates optionality through the flexibility that this understanding brings to future development choices. To ensure best practice in attaining this aim, the roles and responsibilities of the exploration team and the mine operation should be clearly understood. It is important for the explorers and the operators to have shared views about what needs to be done. Typically, mine operators would be accountable for identifying future resource requirements to support the life-of-mine production schedule whilst explorers would be accountable to ensure best-practice assessment of brownfields exploration opportunities. This would include an assessment of the global undiscovered endowment in the regional near-mine area. The balance between brownfield exploration drilling and resources to reserve conversion will need to be decided to ensure efficient operations are maintained. Both need to agree the optimum level of brownfields funding taking into account: urgency to replace or grow reserves, and quality of opportunities (relative to those elsewhere). The ultimate cost of ignoring the full brownfields potential of an operating asset can be significant, ranging from inefficient and poorly planned operations, lost opportunity cost and resultant value through under-utilised resources and, in the worst case, early exit from the asset at the bottom of the commodity cycle û leaving behind huge amounts of shareholder value.

Gas drainage has been practiced for many years mainly for safety reasons in various countries in Europe, in the U.S.A., the U.K. and Japan. Legislation has been developed to control the production, transport- ation and utilisation of methane and associated gases. Gas drainage is now being carried out at some Australian Collieries, but as this is a new venture little specific legislation is available. This paper briefly describes the drainage methods and legislation applied overseas, gives a brief history of gas drainage in N.S.W. and indicates the deficiencies of the present legislation. It outlines the approach to new legislation which will deal comprehensively with gas drainage operations and utilisation in New South Wales.

Asian countries are now facing very crucial aspects of urban living under the recession of the economy. The current situation is such that those hard aspects may make the living standards worse and worse in the next century, unless proper measures are taken on the infrastructure for urban lives. More than half of the population in Asian countries are now living in cities. The population inflow to big cities is inevitable as the Asian countries step into an industrialised economy. Such a tendency will be further accelerated when Asia becomes a centre of financial business in the 21st century. The government of any country has realised the situation very well. The United Nations has established a specific agency to solve the problems caused by the rapid urbanisation. This global agency for urbanisation is named United Nations Center for Human Settlement and it is so called Habitat. There are three Habitat offices in the world, Nairobi in Kenya, Santiago in Chile and Fukuoka in Japan. The activities of Habitat offices cover a wide field of issues such as housing, urban development, infrastructure and environment, etc. Habitat Fukuoka Office is serving Asia and Pacific in co-operation with the government offices concerned.

Rock bolting provides a supplement or alternative to conventional timber and steel supports. The tensile strength of the bolts lies within a range established by manufacturing quality control. Rock bolt testing determines the ability of the rock, anchor and individual bolt as an assembly to accept load. The.test is performed to the yield strength of the bolt or anchor and deflection is observed. The anchorage index, inches deflection per 1000 lb load increment, is a measure of anchorage quality. This allows comparison with anchorages under ideal conditions. It also permits comparative assessment of roof bolt anchors in a particular environment.

Recent developments in engine, transmission and control technology, likely to give rise to improved performance and efficiency of underground mobile equipment, are reviewed. Turbocharging and the electronic control of fuel pumps and injectors can improve diesel engine performance whilst minimizing exhaust emissions. Ceramic materials promise further improvements in engine efficiency. Nevertheless, electrically powered machines, equipped with trailing cables or 'travelling plugs' are expected to find increasing application where there is less need for flexibility and where the cost of ventilation and heating or cooling makes diesel engines unattractive. Voltage to frequency converters and induction motors appear to have a future in mains powered machines. Vehicles employing energy storage in the form of batteries or flywheels will find increasing application, but it is expected that they will remain a minority until there is a significant break-through in battery technology. Hydrostatic transmissions having high power density and efficiency are likely to be used more widely. Electronic control systems are likely to be used to simplify jobs and to improve performance and productivity. Enhancement of remote control systems is to be expected for work in unsafe areas, but true robot operation is considered unlikely for the moment. Attention to ergonomic factors should produce significant productivity gains.

Large Off Highway Trucks operated in this country are generally of Diesel Electric Drive, this system tends to employ the familiar Electric Wheel. A number of fleets now employ the Traction Motor System as an alternative. An investigation is made of the operation of two such fleets. A brief description is given defining the components and their basic functions in each system. Available life history is presented and system reliability, maintainability and operator reaction is examined. Although manufacturers are now offering mechanical or mechanical/hydraulic drives in the larger machines comments will be restricted to examining the Diesel Electric System. Since commencing operations in the mid 1960 period Hamersley Iron has made use of the diesel electric drive system using the familiar Electric Wheel. Mine-groundwater interaction at the Pasminco Rosebery Mine (PRM), western Tasmania, deserves special attention due to the unique climate and mining environment present. High rainfall and low evapotranspiration result in an excess of water, an uncommon problem at Australian sulfide bearing mines. Research is being undertaken to delineate current subsurface fluid flows and predict future fluid flows in order to improve management after mine closure. Acid mine drainage generation is well developed in abandoned mines throughout the area. If acid mine drainage is not controlled after mine closure, significant environmental degradation could occur in the receiving waters of the Pieman River system. The study area encompasses the heavily forested Mount Black, and underlying PRM workings. Groundwater flows beneath Mount Black through a crystalline fractured rock aquifer with faults and underground mine workings observed to act as the major hydraulic conduits. Recharge is controlled by local precipitation, and the ultimate discharge is thought to be the Pieman River system, which forms the topographic low in the area. Slug tests have been used in conjunction with the mineÆs extensive geotechnical database to spatially evaluate variation in hydraulic conductivity. In fractured rock terrain associated with mining, rock quality designation data can be a useful tool in delineating areas of similar hydraulic conductivity when combined with conventional hydrogeological methods. A GIS, mine planning software, an environmental and a geological database are linked to form the input for groundwater modelling.

Much of the data required for the evaluation of mine design is obtained from bore cores. It is essential to collect data that is useful and not to overlook features which might have adverse effects upon the mining practices and which might not be readily discernible to the untrained eye when examining bore cores. Interpretation of the data has progressed from the use of single-value properties, such as ultimate compressive strength or Young's modulus, to the utilisation of most measurable quantities. The simulation techniques used employ physical and mathematical models for prediction of mining conditions or strata behaviour. The application and capabilities of these methods to mine design are discussed.

The drilling and evaluation of bore cores provides the best available statistical basis for characterizing a coal prospect. Important, long-term decisions by management frequently must be based on the results. The majority of coal mined presently is used for steam raising or the production of metallurgical coke. Common bore core tests and analyses appropriate to this usage can be cate- gorized as non-destructive, chemical, physical, petrographic, caking/plastometric and propert- ies of non-coal material. The major tests within each category are described. Certain specific information from the bore cores is required by the coal geologist, mining engineer, coal preparation engineer and the user, either individually or as a group. The optimal bore core evaluation test pro- gramme is the one which satisfies the needs of all the professional disciplines with the grtatest speed and at minimal cost. The principal steps in such a programme are listed. There is an urgent need for a bold new Australian standard to provide the necessary guidelines to an industry which at present lacks uniformity in its approach to the task.

The factors which influence the reduction of chromite are investigated with special reference to Coobina chromite. This was compared with a South African chromite ore. The reduction characteristics are outlined and the reduction kinetics studied Temperature has the most significant effect, followed by particle size, silica addition and type of coal.Electron microprobe analysis of the products indicates that iron in the chromite is first reduced at temperatures above 1100°C, followed by chromium at around 1200°C. At temperatures greater than 1200°C metallic iron and chromium are formed simultaneously and subsequently give an iron-chromium-carbon alloy. It was observed that the metallic carbide contains a small amount of silicon. The decomposition of the chromite spinel was observed to pass through the FeO.Cr2O3, MgO.Cr2O3 and MgO.AI2O3 forms before slag formation. It is concluded that Coobina chromite is suitable for the production of ferrochrome if direct prereduction followed by intensive bath smelting is used.

Reliable sampling practices are the key to optimising the market value of a mining or chemical companyÆs stock. As a result, reliable sampling standards are needed. However, current standards on sampling present the æuniversalÆ Pierre GyÆs Sampling Theory in an ambiguous way. For example, the Total Sampling Error is divided into its basic components only in informative annexes, when it should clearly be the main body of the standard. Sampling standards are presently loaded with statistical concepts that actually belong in the annexes. Furthermore, many non-probabilistic sampling procedures are still mentioned which do not belong in a standard. The objective is not to criticise existing sampling standards, but to suggest better ones. Sections on the Sampling Theory should divide the Total Sampling Error into a sum of its nine basic components. Then, and only then, should they be addressed one at the time. Sections for establishing a sampling protocol should address the in situ Nugget Effect, the Fundamental Error, the Grouping and Segregation Error, the Long Range Quality Fluctuation Error, and the Periodic Quality Fluctuation Error. Sections for sampling methods, mechanical sampling, manual sampling, grab sampling, sampling of trucks, railroad cars, bags, and drums should be part of the critically important practical implementation of a recommended sampling protocol, called Sampling Correctness. It includes the increment Delimitation Error, the increment Extraction Error, the Weighting Error, and the Preparation Errors. Unless these errors are addressed one at a time, in an unambiguous way, the standard will remain ineffective in solving sampling problems for the industry. Therefore, a strategy is needed to create better standards required at the early stages of new projects, both by manufacturers of sampling equipment and by engineering firms. A logical sequence of important points that cannot be ignored in any sampling standard is presented. An analysis of the practical use of the words sampling uncertainty versus sampling error is recalled. Finally, as a practical example, an in-depth analysis of the correctness of cross-belt samplers is presented, and emphasis is placed on the correct ways to perform bias-tests for mechanical sampling systems.

The Bureau of Mines, with a history of mining research since 1910, still seeks improvement in safety and health along with improvement and competitiveness in the mining industry. Much promise of such improvements lies in new technology, and this is particularly the case in the still growing coal mine sector, although much Bureau research is long term, high risk, aimed at new concepts.The miner's environment is a primary concern, involving technologies of contaminant monitoring and control in high production scenarios. Contaminants arising from diesel use, alternatives to high speed rotary cutting and more efficient dust removal are being addressed, and drilling efficiencies, better monitoring through unitising operations and insitu rock dust monitoring are particular features.

Just what are the problems/issues of access to lands today? What is being done about them? What can be achieved? What is practical to achieve? And where does New South Wales sit in relation to all this? These and a range of other issues are addressed in this paper.
