As the Mount Morgan electrolytic chlorine plant is the first of its kind installed in Australia, and as the details of this method of producing chlorine have, up to the present time, been kept more or less secret all over the world, the author trusts that this paper may fill a gap in the technical literature of the subject.When an electric current is passed through a strong solution of sodium chloride the following reaction takes place -2 NaCl + 2 H 20 = 2 NaOH + C1 2 + H 2 Chlorine gas is liberated at the anode or entering pole of the current, while caustic soda and hydrogen are formed at the cathode or leaving pole of the current. If the two electrodes be simply immersed in a vessel containing salt and the current be turned on, there will be no result save slight smell of escaping chlorine gas. The passage of the current will have certainly split up the salt water according to the above equation, but as the products would be in juxtaposition they would immediately reunite, and the electrical energy would have been spent without any beneficial result having been obtained. The eastern part of the Yangtze craton (eastern China ) is marked by a number of medium to small size porphyry Cu-(Au-Mo) deposits. A detailed geochronological study and existing data suggest that these deposits were emplaced in the 144 - 136 Ma interval. They are spatially and temporally related to voluminous mafic and alkaline magmatic rocks ranging in composition from gabbros, syenites, A-type granites and their volcanic counterparts. This indicates that the porphyry Cu-(Au-Mo) deposits in the eastern Yangtze craton were generated in an intra-craton extensional tectonic setting, which is distinctly different from the compressive environment of oceanic or continental arcs of the Pacific Rim where numerous giant porphyry Cu deposits were formed. The paper describes a computer model developed within the State Electricity Commis- sion of Victoria for use in open cut planning. The purpose of the model is to simulate all the typical occurrences in, and influences on, the coal supply and overburden disposal systems in order to be able to assess their performance. The model incorporates much of the long term and day-to-day operations planning logic required for the allocation of resources within an open cut. This logic takes account of power station demands, bunker stocks, plant and crew availability, the balance of reserves between dredgers, planned maintenance, etc. The perfor- mance of plant within the system is simulated using random selections from statistical distri- butions of Time to Failure and Time of Failure for each plant item. The application of the model in selecting a suitable bunker capacity in a notional open cut development is described to illustrate the potential of the model in optimising plant selection.

The Greenhouse Effect, with its potential for global warming, is strongly linked to industrial carbon dioxide emissions. Global carbon mass balances indicate that absorption in sea water is the major natural sink of carbon dioxide. However the surface waters of the oceans are close to chemical equilibrium with the atmosphere with respect to carbon dioxide, while the deep ocean waters are not. Consequently, the transfer of carbon dioxide from the surface limits the rate at which the oceans can absorb carbon dioxide. It is proposed that direct transfer of carbon dioxide from industrial installations to deep ocean waters be evaluated as an interim measure to slow the rate of increase of carbon dioxide concentration in the atmosphere and hence allow time for the development of sustainable industrial practices. As an aid to thinking on the development of suitable technology, equilibrium calculations are presented which demonstrate that sea water in equilibrium with flue gases will dissolve six times the quantity of carbon dioxide that is dissolved in equilibrium with the ambient atmosphere. Sea water saturated with calcium carbonate and in equilibrium with flue gases will dissolve 20 times the quantity of carbon dioxide that is dissolved in equilibrium with the ambient atmosphere. However the absolute concentrations of dissolved carbon dioxide are still very small.

The geotechnical and environmental aspects of heap leaching are very closely tied during design, operations and closure. Potential environmental impacts from heap leaching are mostly due to land disturbance and water quality issues, including both groundwater and surface water. Water quality issues are mostly related to containment design, which is primarily a function of proper sizing of the facilities and site specific liner design. Geotechnical analyses is the dominant discipline in providing cost efficient, operationally effective and environmentally sound heap leach facility designs. Much has been published on geotechnical aspects of heap leach design, for example Van Zyl, Hutchison and Kiel (1988) and Van Zyl (1987). This paper will emphasize a few specific aspects related to the geotechnical and environmental consideration for heap leach projects. These aspects are: ò site investigation; ò containment design; ò slope stability; ò heap flow dynamics; and ò closure design. Design of a heap leach project must consider not only the operating life but also closure and post-closure considerations. As a matter of standard practice, designing for closure is an extremely important concept. Not only is it important for environmental aspects, but experience also shows that projects designed for closure will be overall more economical for the total life cycle of the project. Closure considerations are also important during project feasibility evaluations to ensure that total life cycle costs are evaluated.

The procedure used for Truck Maintenance is described systematically in this paper. Emphasis is given to manpower required, work facilities, daily maintenance and oil sampling procedure. Scheduled Preventative Maintenance Service, Electrical Service, Component Change, Truck Overhaul and Outside Contractors are also discussed. The system used, achieves the required results with an average haul truck availability in 1981 of 87.9 per cent. INTRODUCTION Situated on the Island of Bougainville, in Papua New Guinea, the Bougainville Copper mine nestles in a valley near the crest of the Crown Prince Range, between 600 m and 980 m above sea level. The mine is serviced by two towns, Arawa - an open town on the Coast and Panguna at the Mine Site. Currently Bougainville Copper operates an open pit mine removing an average of 198 000 dry metric tonnes of material per day (115 000 tonnes ore and 83 000 tonnes of waste) with a fleet of electric shovels and 154 tonne electric haul trucks.

Projects to be undertaken in remote locations require special attention with regard to constructability from the very first stages of design. This is to ensure not only that the project is compatible with the environment in which it' is proposed to be built, but that it does not require facilities or special construction equipment and expertise that is not available in the proposed location. This paper draws on experiences gained on projects in Alaska, Northern Canada, South East Asia, outback Australia, and more recently Bougainville, in Papua New Guinea, where over the past 5 years Minenco has undertaken in excess of A$120 million of work on a number of different projects for Bougainville Copper Limited Although many of these projects have been close to large populous cities, which have been served by regular shipping and airline services, the locations have not had the availability of construction facilities which exist in major cities of Australia and thus can only be considered as remote locations by current day standards. EARLY HISTORYIt is 91 years since the epic discovery of gold at the eastern end of Kalgoorlie's main street appropriately named Hannan's Street after the prospector who found the first gold here on17 June, 1893.The Spirit that motivated the early prospectors in their search for gold in this thirsty sun-burned land, unmapped, uncompromising and difficult is characteristic of gold prospectors the world over. Conditions have changed since then substituting comparative comfort for previous austerity and privation, but the quest-ing spirit, the everlasting optimism, the perseverance in the face of frustration .and disappointment still exists.It exists with the prospector who more often than not is a company geologist; it exists with the shareholder enjoying through his investment a vicarious participation in this wonderful, exciting industry and not the least with those people who have chosen the goldmining industry as their career.

This is a brief introduction of a sewer pipeline constructed with a pipe jacking method in combination with a 1 200 mm finished inner diameter tunnel boring machine developed for the first time in Japan. The pipeline is located under a national highway running through a densely built urban area and is 185.7 m long and 2.9 m to 3.7 m deep from the ground surface. The geological features along the pipeline show mostly slate and partly silt. The pipeline was constructed with a newly developed multi-application type tunnel boring machine equiped with a fluid transport system. The construction consisted of tunneling by a tunnel boring machine followed by pipe jacking operations. The excavated materials were dis- charged off the tunnel by a fluid transport System.

South Bulli is the oldest and largest underground coal mine in Australia. Two longwall units are in operation and current production is 2.5 to 3 million tonnes of run of mine product per year with a workforce of 600. Prior to 1984 a workforce of around 1,200 produced 1.5 million tonnes. Advances in technology can. of course, account for some of this gain, but the changes made in the human resources area are also seen as playing a major role in South Bulli emerging as a reasonably stable operation.The human resources strategy adopted recognises the value of the workforce and is aimed at not only fostering cooperation as all levels, but also making employees aware of the direct contribution they can make to the success of the enterprise.

Coal pillar design has been based on generalised formulae of the strength of the coal in a pillar and experience in localised situations. Stress measurements above and in coal pillars indicate that the actual strength and deformation of pillars varies much more than predicted by formulae. This variation is due to failure of strata surrounding coal. The pillar strength and deformation of the adjacent roadways is a function of failure in the coal and the strata about the coal. When the pillar is viewed as a system in which failure also occurs in the strata, rather than the coal only, the wide range of pillar strength characteristics found in the UK, USA, South Africa, Australia, China, Japan and other countries are simply variations due to different strata-coal combinations and not different coal strengths.This paper presents the measured range of pillar strength characteristics and explains the reasons. Methods to design pillar layouts with regard to the potential strength variations due to the strata strength characteristics surrounding the seam are Presented.

A novel system has been developed using computer imaging techniques to make on-line measurements of material on a moving conveyor. Meas- urements of the mass or volume of conveyor materials are important in large open pit mining operations such as those operated by the State Elec- tricity Commission of Victoria (SECV). Such on-line measurements can be used for monitoring and controlling the production and transport of coal or overburden, and to assist in maintaining production levels. This paper describes a conveyor burden volume measurement system which is currently under development at the Research and Development Department of the SECV and although targeted initially for use in the Commission's open cut mines, the system is suitable for use on any open conveyor system. A basic developmental system has been built to demon- strate the viability of the technique used and further work on the system is planned. The measurement technique and the major components which have been developed as part of the system are described, some comparisons are drawn with other existing measurement systems and potential errors and future development are discussed.

A resource rent taxation scheme is based on the concept of taxing the rent or surplus profit generated from primary industry activity. Rent has been defined as profits that remain after deduction of company income which corresponds to the minimum return necessary to attract private investment to a new project.Rent taxation schemes on the mining industry within the Australasian region have been examined and widely discussed during the decades of the 1970s and 1980s. Forms of resource rent taxation schemes have been imposed on Papua New Guinea mining, some sectors of Australian petroleum, the Roxby Downs venture and are being discussed for the New South Wales coal industry. While no introduced applications have been pure rent taxation schemes, the concept has generally come to encompass arrangements which tax rent at a partial rate which may or may not vary with the level of profitability or return.An examination is made of a number of the more recent schemes. Aspects which should be considered in implementation of new forms of this taxation are discussed. It is concluded that there is an increased acceptance for this form of taxation on the Australian mining industry.

Today, coal production accounts for about 65 per cent of the nationÆs gross energy in China. By the year 2010, the output of coal is planned to increase to 1.65 billion tonnes and by the year 2020 to 1.9 - 2.0 billion tonnes. To meet these energy needs the Chinese coal industry is developing underground coal production on a massive scale. The new drive introduced by using direct torque control (DTC) is now proven technology for mine shaft hoisting. The drive offers unequalled speed and torque control performance as well as a low impact on the supply network by controlling the power factor to unity with a minimum of harmonics distortion.

The North West Queensland Branch of the Institute decided that the time was ripe for an open forum where issues involved with developing the region's assets be presented and discussed between members of the industry and also the general public.That then is the aim of this meeting: it is to be a place of learning and discussion about issues relevantto the developmentofthese deposits. Cracow is a high-grade; low-tonnage underground gold mine located approximately 500 km north-west of Brisbane in Central Queensland. It is a steeply dipping, narrow vein, epithermal gold and silver deposit that is accessed via a decline from surface. Cracow is owned by joint venture between Newcrest Mining (70 per cent) and Sedimentary Holdings (30 per cent). The orebodies are 5 m wide on average and the ore is extracted via sublevel open bench stoping. Stopes are extracted to a strike of approximately 25 m before being backfilled with waste. Prior to the introduction of electronics, the mine would remove a small amount of the previous backfill out to create a void, and then begin blasting two to three rings at a time, with the ore being extracted between each blast. This method caused the ore to be blasted onto the waste backfill resulting in dilution of the high-grade ore. It also meant that the extraction of each stope took a number of weeks and numerous blasting events. In the fourth quarter of 2005, the mine struck a geotechnically sensitive stope, where all 20 rings had to be extracted in a single shot or risk possible geotechnical problems that could sterilise the ore. Due to the limitations of NONEL« delay detonators the mine could not fire all the rings in a single shot and needed to use an electronic detonator system to extract the stope. Some unexpected benefits to the mine were increased fragmentation, reduced vibrations, reduced dilution, improved efficiency and improved hanging wall and footwall conditions. After the success of this first electronic shot, the mine has since moved to firing all their stopes with electronic detonators. With electronics the mine has been able to fire much larger blasts, and has in fact moved to firing their blasts in the opposite direction, firing towards the draw point instead of into the waste backfill, thus reducing ore dilution.

The distribution of a contaminant in a bulk mass greatly influences the effectiveness of sampling procedures. Most currently used sampling guidelines for genetically modified organisms (GMO) testing have stringent distribution requirements. Specifically, all these protocols are based upon the assumption that GM material, if present, is randomly distributed. Yet, assuming randomness is risky because the applied sampling plan may not provide an accurate estimate of the content of the contaminant. Despite the general consensus that an evaluation of the possibility of non-random distribution of GM materials within lots is a pre-requisite for the definition of effective sampling protocols, no experimental data on the distribution of GMOs in kernel lots are available anywhere in the world. Additionally, to date there is no distribution-free statistical model to estimate sampling errors, thus making the theoretical definition of optimal sampling technique impossible when randomness cannot be assumed. Here we present preliminary results of the KeLDA project, which is the first study investigating the distribution of GM materials in large soybean lots imported within the European Union. The extensive variability of GM content, observable both within and among soybean lots, indicates that heterogeneity issues cannot be overlooked when defining sampling strategies for large lots of particulate material and that randomness cannot be assumed a priori. A new statistical model free from any distribution assumptions, developed in order to estimate the sampling error associated with different sampling protocols together with the risk of false-negative results, is also presented. The new model, which is applicable to any consignment of particulate material with respect to any kind of contamination, presents two novelties: first, freedom from any distribution assumption; second, the possibility of estimating the magnitude of the sampling error associated with different sampling protocols as a function of specific distributional properties.
