The operation of a one tonne submerged combustion pilot plant for the recovery of copper from anode furnace and converter slags is described and the effects of variables discussed. Using coal as reductant, copper levels of anode furnace slag were lowered to 1% or less, with batch times of approximately 120 minutes. Fluxing with limestone was required to produce a fluid slag at temperatures of 1200 - 1300¦C. For converter slags, reduction to 0.5% Cu or less was achieved in batch times of 35 minutes. The chemistry of the pyrometallurg- ical recovery of copper is briefly reviewed in relation.to copper recovery methods.

Prediction of large-scale underground opening stability in quite complex mining circumstances is being undertaken on a routine basis at The Zinc Corporation, Limited, (ZC) and New Broken Hill Consolidated Limited (NBHC) Broken Hill, Australia. A three- dimensional numerical modelling technique has been developed that gives good correspondence with the observed behaviour in many stopes. New insights into the rock mechanics of under- ground mining are flowing from this work. The modelling practice can be taught to engineers in a reasonable time-frame. In-house computing facilities including graphics workstations are needed. The RMS software is designed to be user-friendly and very robust.

A zone of northwest trending dykes extends for over 600 km in the hinterland from Cairns to Mackay. In sate regions the zone is up to 120 km wide. Figure 1 shows their approximate extent, compiled from published regional maps and from specific studies in more limited areas : Palm Islands, Cardwell Ranges, Jourama Falls, Townsville area and Burdekin Delta. The context of the dyke swarm is the Tasman Orogenic Zone, the region of Eastern Australia conprised of Palaeozoic metamorphic, sedimentary, volcanic and plutonic rocks which has experienced a complex history and evolution. In the Whitsunday region, the Tam-an Zone also involves Cretaceous volcanism and plutonism. Geological relationships indicated a wide span of ages for the intrusions in the dyke, swarm zone. They intrude a range of volcanic and sedimentary rocks, and in some areas plutonic rocks. Older dykes, apparently part of the same regional swarm are intruded by sate of the granites.

Kidston Gold Mines Limited (70 per cent Placer Pacific and 30 per cent Public Shareholders) has been mining the Wises Hill Pit since late-1984. The Wises Hill Deposit is a large low grade gold deposit and as such is highly sensitive to economic parameters. The uniformity of the orebody has allowed a bulk mining method to be used, with minimal dilution. Total reserves defined to-date are 64 160 OOOT at a grade of 1.60 g/t gold. Mineable reserves remaining as of January 1992 are 36 357 OOOT at a grade of 1.28 g/t gold.Mining investigations to reduce the impact of lower gold prices, the effect of decreasing headgrade and increasing mining costs have focused on wall steepening.

Fleet operational effectiveness is fundamental to any operation, becoming highly topical in mines experiencing less than optimal output from their fleets. It is an all encompassing aim to identify those factors that could be improved within production and suggesting solutions in order to optimise the existing fleet and obtain the highest return on capital expenditure. The fleet operational effectiveness of a large open pit truck and shovel operation in Western Australia was examined and a study was undertaken allowing identification of areas falling below target. The annualised hours and production downtimes were investigated to quantify the potential gains of improvements in these areas. The project aimed to maximise direct working hours through determination of the main issues hindering performance. External and internal factors were considered and a continuous improvement program (CIP) was developed. The CIP aimed at internal site-based improvement teams to identify and implement solutions for improvement on a day-to-day basis. Strategies were then identified for the implementation of the proposed changes.

Reduction of waste oxides from steel plant operations was investigated in a laboratory tube furnace at different temperatures and furnace atmospheres. The results have shown that the waste oxide pellets are reduced rapidly to very high degrees of metallization irrespective of the furnace atmosphere and that the reduction is simultaneously accompanied by significant low- ering of the original impurities. It is shown, for example, that treatment at 1000¦C for 30 min. can reduce the Zn content from 0.98% to 0.0065% and K and Na contents from 0.19% and 0.76% respectively, to less than 0.01%. However, pellet strength at 1000¦C was low but this, as shown in the paper, can be very significantly improved by treatment at 1250¦C. The results indicate that the reduction of the waste oxide pellets of this investigation proceeds almost certainly by a chain reaction mechanism and that this principle could be advantageously extended to the reduction of iron ores and other oxides in general.

The difficulty of successfully imple menting a landscape policy is almost incom- prehensible. Landscape design is recognised as an essential component in the integration of engineering and architectural projects into the landscape, but the factors which prevent the achievement of a successful result are rarely recognised or assessed. In many cases these prohibiting factors are due to a lack of understanding of the effect of major planning decisions on the existing landscape, the importance of the landscape plan and the significance of appro- priate specified techniques to prevent un- necessary damage and to ensure retention of existing vegetation in a healthy condition. The role of the landscape architect in incorporating new land uses into the landscape provides the background against which factors which inhibit policy achievement can be con- sidered.

The need to estimate the block size distribution of a jointed rock mass is of great importance in the design of blasting rounds to attain a pre- established fragmentation. Other Geomechanics topics, such as ,hydraulic behavior of rock-masses, as well as the determination of their strength properties, also require the accurate prediction of a rock-mass composition in terms of block size taking in due account the three dimensional interference of joints and other geologic discontinuities. In this paper, a method for computing the block size analysis of a jointed rock mass is described, using as input the common geologic data (dip and strike) of fracture planes existing in a rock bench prior to blasting.

Taxation is a major factor in evaluating mining project developments. The availability or otherwise of effective tax relief for project expenditures can have a crucial bearing on the decision to proceed with a project. The special position of the mining industry is recognised within the Income Tax Assessment Act (the "Tax Act") by special legislation, namely Divisions 10, 1OAAA and 10AA. The legislation both extends the scope of items which are eligible for deduction and affects the timing of deductions. Generally, the legislation separates expenditure into 3 categories: 1. Expenditure on exploration 2. Capital expenditure on the development and the running of the mine; and 3. Facilities used in the transport of minerals. Companies evaluating a project should carefully analyse their proposed expenditures, allocating them between these categories so as to identify potentially non-deductible expenditures and to determine the period over which tax relief will be Obtained.

The Sto Tomas II orebody of Philex Mining Corporation is a porphyry copper deposit located at Padcal, Tuba, Benguet, Philippines. It was mined through open pit method for the first two years starting 1958 and subsequently through underground method using the Block Cave System. The slusher type of draw was employed at the upper levels of the orebody from mid-year of 1959 up to 1994 and then shifted to LHD as the ore became more competent at the lower levels. Application of rock mechanics played a vital role during the conceptualisation of the LHD method of draw, the first of its kind in the Philippines. Rock mechanics is a combined responsibility of the geology and the mine engineering staffs, with the geology providing the vital information to the mine engineering to include in the mine planning the following:the general geology of the orebody; the ground characterisation through rockmass classification; determination of the cavability of the ore column (this includes our experience on airblasts which occurred during the early stage of our last slusher blocks); undercutting sequence; fragmentation of the rockmass in the ore column; drawzone spacing; proper draw control procedure; lay-out of openings; and the design of ground supports based on the rockmass condition. For the proper interpretation of the rockmass that would cater to the diverse mining situations, Philex adopted the modified geomechanics rockmass classification (Mining Rockmass Rating, MRMR) as this system is recognised and used by most of the block cave mine worldwide. This paper aims to discuss and present the role of rock mechanics in the analysis and determination of geomechanical issues encountered in Philex mechanised block cave operation.

Pyritic black shales present several challenges to mining operations due to their reactivity. The risk of predetonation of explosives in blastholes, spontaneous combustion of fractured rock and the generation of acid rock drainage must be managed for safety, operational and environmental reasons. At the Mt Tom Price iron ore mine there is a need to differentiate between reactive and non-reactive shale in order to assess risk and make decisions on materials handling. The current approach uses a combination of stratigraphic information and sulfur analysis of blasthole samples. The time taken for sulfur analyses can be a constraining factor on mine production. A new instrument developed by ANSTO Minerals overcomes some of the current limitations on material characterisation. The IOR MeterÖ measures the intrinsic oxidation rate (IOR) of samples of broken rock by circulating air through a sample and monitoring the oxygen concentration over time. The intrinsic oxidation rate is given by the rate at which oxygen is consumed per unit mass of sample, in units of kg(oxygen) kg-1(sample) s-1. Up to eight samples can be measured simultaneously and the turn-around time can be less than 12 hours. Initial trials of the IOR MeterÖ were undertaken at the Mt Tom Price mine in July 2004. The measured IOR of samples from a blasthole pattern spanning different geological layers containing black shale, correlated strongly with the expected reactivity of those layers. The correlation between position in the geological sequence (detailed stratigraphy) and IOR MeterÖ results were much stronger than that between stratigraphy and sulfur content. The new characterisation technique offers the prospect of improving the ability to identify and predict the behaviour of reactive black shales and to differentiate more precisely between different materials. Mine planning, operations, safety and environment all stand to benefit from the success of further trials of the technique.

Throughout industry in Australia, time lost through work accidents and illness is three times greater than strikes. In 1978 in New South Wales alone, 400 workers died, 125,000 were injured, 6,000 were indust- rially deafened, and 3,800 people died of occupational cancer. It has been estimated that less than 10% of workers injured make claims for common law damages. The figure is probably in fact much lower than that. However, common law damages claims are starting to become a boom industry and employers are only now starting to see the effect of the increase in Claims. I predict that within 5 years the number of common law damages claims made will increase dramatically.

Any project carries a number of challenges and risks. Inappropriate design, poor project management, time, industrial disputation and capital over runs are all areas which can impact on a project cash flows and return on investment. In the resource Industry you have the added complexity and risk of geology which is difficult to predict and sometimes unforgiving. The Dartbrook Mine was designed and constructed as a high output longwall mine and has overcome a number of hurdles to produce over 2.3 million tonnes for the first year of operation. A number of problems were encountered during construction which resulted in the inseam development being delayed for six months. Dartbrook people have demonstrated they can manage adversity and produce world class results. The mine has been through a very steep learning curve during 1997 and with this experience behind the mine is now producing at an annualised rate of 3.4 MTPA.

In recent years there have been a number of excellent towns built for mining communities in remote parts of Australia. Planning has been thorough, and very large capital expenditures have been made by companies to provide high standards of accommodation, services and amenities. But so often the phrase 'company town' comes to be applied, expressing the frustrations of the residents, working for a single employer who dominates their lives, and of the company, which would prefer not to have to build and operate a town. The much-vaunted early success of some iron ore, bauxite and coal projects has led to a belief that the success of all mining projects is assured. Those holding this belief ignore the vagaries of mineral deposits and of markets, and the need to amortise large high-risk capital expenditures, much of which is spent on social and industrial infrastruc- ture. The excessively high cost of production in underground coal mines has made the survival of many coal mines around the globe economically non-viable. The global competitive coal market speaks itself of the desirability of a lower operating cost in conjunction with a higher productivity performance, particularly in underground coal mines, and calls for an optimal production planning under a host of constraints. Such a task of optimal planning is not an easy exercise like that of traditional planning based merely on intuition, experience and subjective judgement. It essentially demands a thorough understanding of the complex interaction of mine sub-systems for judicious application of optimisation tools and techniques available with operations research. A few large mines around the globe have made an effective use of a sizeable number of operations research packaged programs for optimal decision-making (Grayson, 1989). The success of practical applications of operations research techniques made in a variety of mining problems in large mines in different parts of the world will hopefully make inroads to smaller mines in years to come. The present paper is an addition in the series of such applications of operations research tools to mining problems, particularly with reference to an underground coal mine in India. The paper is based on research work (Jawed, 1990) and deals with the development and use of a mathematical model for production planning in underground coal mines under multiple objective environment subject to a host of constraints.

Electromagnetic methods used in geo- physical prospecting for conductive ore bodies have proved successful in Canada,Sweden and other countries. In Australia however the depth of weathering generally exceeds 30 metres. This introduces a problem of highly conductive overburden and renders equipment useful elsewhere virtually ineffective. A discussion of several EM prospecting techniques is presented and a new system under development at James Cook University using V.L.F. transmissions capable of indicating changes in impedance (not only highly conducting media) is outlined.

Two continuous computer controlled, remote air analysis (RAA) systems operate at The Zinc Corporation, Limited (ZC) to give early warning in case of an underground fire at ZC or New Broken Hill Consolidated Limited (NBHC) mines. Air drawn from underground sampling points via a tube bundle system is analysed for carbon monoxide and carbon dioxide. An alarm is sounded if the concentrations of these gases exceed bench mark figures.

THERE is available a considerable amount of literature concerning the practice, and, to a smaller extent, the theory of ventilation as it applies to coal mines. Publications considering the subject of ventilation of metal mines from a practical viewpoint are much less numerous, whilst the treatment of the theoretical aspect of the question (except in so far as is common to coal mining) appears to have been almost neglected. This may be due to one of two causes (a) That in many metal mines (especially those which have not attained a great depth), on account of the greater number of connections with the surface, as compared with coal mines, natural ventilation has sufficed.(b) That in metal mines where the foregoing is not the case the solution of the ventilation problem from theoretical considerations has been regarded as involving so many complications that any attempt at the determination of a set of concrete ventilation figures applying to and throughout the mine would be futile. Whilst it is freely admitted that the difficulties inherent in the application of theory to the ventilation of metal mines are numerous, it must also be admitted that few attempts have been made to overcome them. The ultimate aim, of course, would be the collection of sufficient data to enable the probable behaviour of the air-currents throughout the whole of the workings of any mine to be accurately predicted under any particular set of circumstances. While I contemplate the formidable catalogue of bodies and organisations participating in this Conference and the impressive array of qualifications chalked up after the names of the representatives I am indeed honoured to be invited to address you. When I consider the theme you have chosen for your conference I am also somewhat daunted: "The Twenty First Century - Mining for Mankind". It is indeed dramatic, challenging. But what, I ask myself, can a mere KCMG say to all you professional fellows and doctors and academicians? It is not for me to stray on to the more esoteric areas that you will be covering, thereby running the risk of teaching my grandmother how to suck manganese nodules. On the other hand it seems to me that you deserve more than the courtesies, not to say banalities, that are sometimes - sadly, and unjustly - regarded as the stock in trade of diplomats.

Rehabilitation has been very effective in the short to medium term in providing a cost effective and reliable means of containing the side effects of land disturbance. However, there is still insufficient data to critically evaluate the sucess of rehabilitation in the long term. There is an urgent need to develop objective criteria to monitor the sucess of rehabilitation. The aim of rehabilitation in Australia has traditionally been to return disturbed land to natural vegetation compatible with the surrounding area. This objective has often been accepted instinctively without adequately addressing alternatives.
