"Antiscalants were evaluated for control of calcium carbonate (CaCO3) in gold processing applications. Under severely supersaturated conditions, 100 percent inhibition was achieved with 30 ppm antiscalant. Laboratory and field testing established that an antiscalant could both inhibit scale buildup and remove an estimated 0.5 kg/m2 per annum of pre-existing scale. A program was developed to control CaCO3 at a gold mill experiencing severe scale buildup. Annual accumulation of as much as 3 cm of scale in process piping was reduced to unmeasureable levels when 10 ppm antiscalant was applied. No scale-related upsets in mill operation occurred during a five-month trial period.INTRODUCTION Inorganic mineral scale is a crystalline deposit that forms when dissolved mineral constituents exceed the solubility of the respective mineral phase. Formation of mineral scale adversely affects a wide range of industries and is of particular interest in mining and metals processing. Scale affects numerous stages of metal extraction processes. Restricted flow in piping, nozzles, valves, screens, pumps and other components used to transport mineral slurries, metal concentrates, and tailings as well as scale in millwater and thickener overflow circuits are primary concerns (Alfano & Boffardi, 1994). Heap leaching, comminuation, flotation, vat leaching, carbon adsorption, and heat exchangers as well as oxidation steps used in processing sulfidic ores are among key unit operations that may be adversely affected (Simmons & Gathje, 2003). Antiscalant chemicals are designed to prevent formation and growth of mineral scales such as CaCO3. These chemicals, which include two primary classes – phosphonates and anionic carboxylate polymers and copolymers - are added to the gold processing stream at low parts-per-million (ppm) concentrations to interfere with nucleation and growth of scale forming crystals and to disperse fine particulate material. Application points may be located throughout the gold extraction process. Evaluation of the performance of antiscalants plays a critical role in determining the best product for a specific application. Performance evaluations include laboratory testing, pilot scale studies, in-plant trials, and ongoing performance monitoring during mill operation."

"The Key Lake uranium mine is the largest single uranium producer in the world. It is owned 2/3 by Cameco Corporation and 1/3 by Uranerz Exploration and Mining. Cameco is the operator. Current production is fourteen million pounds per year of uranium oxide (U308).The mine's location is 570 kilometres north of Saskatoon on the southern edge of the Athabasca Basin approximately at latitude 57° 11 'north and longitude 105° 34' west. Access to the mine is by an all-weather road and a private airstrip.The mill was commissioned in 1983. A molybdenum plant was constructed in 1989 in response to increasing molybdenum content in the yellowcake or final product. Early test work had showed that the first ore body to be mined, the Gaertner deposit, would present few problems with regards to molybdenum in the product. However, the test work also showed that the higher molybdenum content of the Deilmann ore, the second Key Lake orebody to be mined, would result in increased molybdenum concentrations. Without the molybdenum plant, penalties would become excessive and some product might not accepted by the refineries.This paper will describe the current Key Lake mill process with emphasis on the molybdenum solvent extraction process. It will cover the chemistry of the process, process development in the mid 1980's, and current operating practices.The Key Lake milling process consists of five individual plants, crushing and grinding, leaching -counter current decantation (CCD), solvent extraction, yellowcake/crystallization and bulk neutralization (Figure 1. "This paper reviews the Falconbridge- SMRQ’s Raglan project in northern Quebec and the process that was used in developing its current long-term mine plan. Challenges were many and not only limited to the longevity of the project, numerous ore deposits (both underground and open pit), and a 40 km property strike length. As a result of its remote northern location, other factors such as progressive reclamation, leachable mine waste, water treatment, and waste management were also part of the plan. A combination of modern planning tools were used to formulate the plan including DataMine, Mine 2-4D, AutoMod Simulation, and an Excel-based financial spreadsheet to bring the total plan together. The focus of the paper is to show the complexity of modern mine planning and associated economic modelling of mine processes. IntroductionThe Raglan project is located 1660 km directly north of Quebec at the northern tip of the Quebec Peninsula in Nunavik. The main property is 40 km in length stretching from the Donaldson airport area at the eastern edge of the property to East Lake at the western edge. The Deception Bay port is 90 km north of the main complex/mill situated at Katinniq which lies approximately in the middle of the property (Fig. 1). The mine processes 1 000 000 tpy of ore from both open pit and underground sources. The mill is forecasted this year to produce more than 150 000 t of concentrate grading more than 18% nickel. All personnel and critical cargo are transported to the site via a company-leased 737 jet from Rouyn-Noranda where the main administration office is located. The majority of cargo is shipped to the site via Deception Bay from Quebec and on the return trip, nickel concentrate is shipped back. From Quebec, the nickel concentrate is sent by rail to the Falconbridge smelter in Sudbury and on the reverse rail haul, nickel matte from the smelter is sent to Norway via Quebec."

Minerals containing uranium have been successfully pre-concentrated by flotation at Queen's University, Kingston. In particular, uraninite, uranothorite, euxenite, and fergusonite, have responded to flotation to yield grades of 0.2 to 6.0 .per cent U .o. with recoveries of 85 to 98 per cent, from heads analysing approximately 0.10 per cent U3Os. Of the ten or so radioactive samples examined to date, two distinct groups were recognizable, firstly, those samples in which uranium was the sole constituent of economic interest, and, secondly, those in which Columbium (with minor amount of tantalum) was present in addition to uranium. For the purpose of this paper, the results of investigation on two samples of each of the above groups have been selected as typical.

"Smoky River Coal Limited has successfully completed a major program involving the pattern rock anchoring of a high, steeply dipping footwall slope. The slope dips at approximately 65 to 70 degrees to the north, is benched for the upper 200 feet, is supported with rock anchors for another 240feet, and is unsupported at the pit bottom. In addition to the height and steepness, several structural features including shears, rolls and stratigraphic pinch- outs complicate footwall stability.This paper presents an overview of the project with descriptions of the engineering geology and footwall design, anchor installation, instrumentation and monitoring and a cost summary.IntroductionSmoky River Coal's mines are located in the foothills of the Rocky Mountains near Grande Cache, Alberta, approximately 200 miles west of Edmonton. The Smoky River coal leases were initially developed in the late 1960s and, except for minor shutdowns, have been in continuous operation since 1969 producing a low volatile metallurgical coal, mainly for the export market. Initial coal production was from underground mines; sur face mining started in 1971, and a large surface mine, No.9 Mine, was opened in 1974. Since that time, a number of open pits have been mined within the No.9 Mine area. Surface mining is by conventional shovel-truck method s with the use of a backhoe for mining the narrow pit bottoms.Coal recovery is mainly from the No.4 seam, which has a typical unstructured thickness of 20 feet. The most attractive opportunities for open-pit mining exist in areas of over thickening of the coal seam in the hinge zones of synclines and anticlines and in dip-slope situations. The mining of the more structurally complex pits and steeply-dipping footwall slopes requires that consideration be given to footwall stability."

"The SIDMIN program aims at filling the mineral processor’s need to know the deportment of ‘minerals of interest’ not just ‘elements of interest’ that pass through the processing plants. Generally, chemistry is used as a tool of routine monitoring on site. Mineralogy, which is relatively much slower, is used more as a tool of research and post mortem investigations and these services are usually provided by a distant facility. The SIDMIN program enables site management to receive chemical and quantitative mineralogical reports on their critical samples daily, simultaneously and affordably.The author developed the SIDMIN program at ZCCM Nchanga Division where it continues to be a powerful tool for monitoring the efficiency of operations. Outlines are given of procedures for quick sample preparation and quantification of significant minerals in process samples. A specimen report is presented, which shows the format of reporting the contributions of individual minerals to metal losses at critical stages of the circuit. It is shown that SIDMIN provides timely information to management, about trends and abrupt changes in the quality of ore, and its processing, in a way never achievable by chemical analyses alone. This greatly helps in resolving the age-old problem of ‘bad ore’ or ‘bad operations’ on a day-by-day basis. For example increase in copper mica in the feed indicates excessive ore dilution during mining. Increased loss of free sulphides was traced to insufficient reagent conditioning time at the Concentrator. Persistent losses of leachable oxides at the Tailings Leach Plant were traced to inadequate leach residence time.SIDMIN is affordable because it can be implemented using basic optical microscopes, minimal quantities of micro-chemical reagents and custom trained site staff who demonstrate good colour perception and an ability to follow laid down procedures consistently."

METHODS of coal preparation have been greatly developed and improved during the past few years. Under the pressing competition from substitutes that have been displacing coal as a source of heat or power, the coal industry has been able, in many cases, not only to hold its own but to regain much of the lost ground, by offering better products of a higher value. The purpose of this paper is to present, in a brief and simple form, the principles of the latest methods and machinery used in coal preparation, in order to enable the coal operator t0 select methods and equipment capable of solving his own problems in the most efficient and economical way. The paper will deal, in the main, .with coal cleaning. It must be emphasized, however, that a complete coal preparation study covers many other operations, such as handling, screening, de-dusting, dust-proofing, and ash-conditioning. Handling Coal From the producing face to the railway car, coal must be handled with great care, t0 prevent degradation, because the coarser sizes are not only easier to clean than fines but, for our markets, they are often the more valuable. Generally speaking, such care is less important or is unnecessary in the Old Country, where conditions are different. The best way to minimize breakage is to avoid gravity methods in coal transportation. All chutes in a preparation plant should be shaken mechanically, and cleaning processes requiring large surge bins must be avoided. De-Dusting De-dusting of coal is accomplished by the use of vibrating screens, fans, or classifiers, or by a combination of these. Fines below 1/32-in. (or coarser than this, with some coals) can very seldom be cleaned efficiently. Common practice is to discard them immediately, if the moisture content of the coal allows this to be done. Otherwise, they are liable to give unnecessary trouble, either in the form of dust or sludge, which are difficult to collect or to settle. Flotation is the only process which will effectively clean fines.

"A dynamic simulation of a mine-mill complex has been conducted using networked microcomputers (IBM PC/AT and IBM PC/XT). These models allow simultaneous operation of an open pit using shovels and trucks, a primary crusher, and a secondary crushing plant. Each process transmits information via the network, linking all operations together. The effects of blasting, ore quality, equipment utilization and configuration on productivity can be studied either interactively or from a report listing at the end of each shift. Programs are menu driven leading the user through the decisions required in day to day operations. The mine-mill simulator is currently being used as a teaching tool at Queen's University to provide senior mining and mineral processing engineering students with an experience and appreciation for the operating problems across the mine-mill interface. The need for coordination and close communication between the mine and mill can be aptly demonstrated using these models. The simulator could be used to contribute to the training of operating personnel in a real mining operation. INTRODUCTIONThis paper describes a computer simulator that is capable of showing the interactions and operating strategies between a mine and a secondary crushing plant. The simulator uses two models developed at Queen's University; one for open pit mining and the second for secondary crushing. PITSIM is a dynamic shovel/truck haulage model origin2lly developed by P.D.D. Chick (1) and K.G. Fytas (2) to solve shovel/truck scheduling problems. CRUSHSOFT is a dynamic secondary crushing plant model developed by R.J. Tucker (3) and C.A. Harris (4) to study alternative operating and control strategies in a crushing plant."

"This paper will initially outline the specific types of copper castings used in blast furnace iron production. Tuyeres, tuyere coolers and stack cooling plates will be discussed in some depth, with particular reference to their dimensional configuration and purpose.Following this, the failure of such cooling members will be discussed, with special focus on tuyeres. Tuyeres are the most common casting which often requires replacement. Reasons for failure and its effect on operations will also be included.The latter sections of the paper will deal with the strict specifications demanded by ironmakers regarding copper castings. The justification for such rigid demands will be explained through the material presented earlier in the paper.IntroductionThe modern 5000-tpd blast furnace, worth millions, is a large capital investment to be sitting idle. Consequently, ironmakers strive to minimize the loss in iron production and revenue from furnace downtime. Two major causes of downtime are furnace relines and shutdowns to replace damaged tuyeresor tuyere coolers. Copper ancillaries are important items in the production of iron. They are consumable items, therefore they contribute to the campaign life or to the downtime in blast furnace production.Several combinations of lining and cooling systems have been used with varying degrees of success. Blast furnace refractories have evolved from ceramic to carbonaceous linings. The Russians and Japanese have successfully introduced stave-cooled furnaces that may have several forms, such as evaporative cooling. Stelco has two furnaces which use the Russian-designed cast iron system. However, this paper will be confined to the use of copper cast cooling members in a conventional internally cooled furnace.Figure 1 is a schematic cross section of the E blast furnace. The three major sections of a blast furnace-the stack, bosh and hearth-are identified. Further, the locations of the various copper members are indicated. This furnace produces an average of 5300 tons of hot metal per day."

"Xstrata Alloys – Eland Platinum concentrator (South Africa) has recently been commissioned and is now initiating a challenging optimisation program encompassing the entire operation. Process control improvements are key elements of the program and initial results have demonstrated how leveraging from current assets can bring significant improvements through overall reduction of variability. This paper gives a brief overview of the operations and details how Eland is striving to become a top tier leader with advanced regulatory control strategies recently implemented. Results reveal that what can be achieved in a standard control system (PLC or DCS) should not be underestimated as the first interventions led to a steadier operation of the primary ball mill circuit. Following the improvements, significant and sustained reductions of standard variation were observed for key process variables around their set-point: primary ball mill feed rate (72 %), rougher feed density (58 %), and rougher feed flow rate (47 %). A path forward has been identified to tackle further opportunities around the primary grinding circuit: water balance management, throughput optimisation as well as charge and power draw control.INTRODUCTIONThere are numerous approaches to mineral processing plant optimisation. As the benefits of determining the right reagent types, mix, dosage and addition points, or the proper charge of grinding media in a mill are fully appreciated, there is still nowadays some misunderstanding and misconceptions about process control in general and how it can contribute to the whole optimisation process. The confusion between the various disciplines involved, i.e. instrumentation, control system programming, automation and process control, certainly does not serve the best interest of the industry with this regard."

The world’s first active power demand stabilization system for a 3-electrode electric arc smelting furnace was commissioned at PT Vale Indonesia in December 2012 on Furnace No. 2 using an SPLC (Smart Predictive Line Controller). The SPLC technology in combination with the Furnace No. 2 rebuild and other upgrades has enabled PT Vale to increase the electrical input to the furnace by up to 20% on a stable and sustainable basis by eliminating peak powers that overload and trip out the electrical equipment, and by reducing power unbalances. The SPLC technology maintains smooth arc power using a continuously variable thyristor controlled series reactor. The SPLC compensates variations in the furnace arc with predictive changes in the circuit reactance at a speed of up to 60 times a second. The system started up quickly and has been shown to be easy to operate and maintain by PT Vale. PT Vale’s Operations Team has been testing the new system at set points of up to 90 MW on the newly re-built Furnace No. 2. Over the last 12 months, the throughput of Line 2 has increased by approximately 10% on an annual average; however, debottlenecking in other design areas of the operation is required in order to achieve 90MW operation on a sustainable basis. This outstanding success results from a combination of the furnace and other upgrades, the SPLC active power stabilization, and the skill of PT Vale in quickly adopting new technologies and maximizing the combined benefits of each technology in their operation.

"During the last decade, mining companies have been overwhelmed by technological solutions to perceived problems. This is particularly true with information technology where rapid advances have resulted in a professional climate characterized by technomania — the perception that failure to adopt emerging technologies will result in a loss of competitive advantage. This paper describes the applicability of structured analysis and design techniques as an appropriate methodology for integrating emerging technologies in the mining industry. The potential of this approach to improve overall mine effectiveness through improved communication and co-ordination between operations and maintenance is discussed. IntroductionA strong working relationship between the operations and maintenance departments in both open pit and underground mines is fundamental to the overall success of the mining endeavour. Unfortunately, for many mines, this characterization is far from accurate. Short-range production targets dominate the day-to-day management of the mines. This can be seen in Bostwick and Buchanan’s (1993) report on American Barrick Resources efforts to achieve an aggressive 415 000 tpd mining program at their Goldstrike operation in Nevada. When production managers do not meet their quotas, the finger is often pointed at maintenance. As a result, a confrontational culture can develop between the two organizations, resulting in a lack of cooperation that exacerbates the problem. Historically, production planning has taken priority over maintenance planning. This is reasonable since production is the primary purpose of the mine with maintenance serving in a support role. This basic relationship remains intact today. However, the trends toward mechanization, increasing levels of automation, and larger equipment, have resulted in increased reliance on the equipment used in the mine. As a result, downtime costs now go well beyond the direct labour associated with the repair of the machine. Lost production costs due to downtime resulting from failed equipment are becoming an increasingly important factor in determining a mine’s overall economic performance."

"This paper reviews the chemistry involved in the recovery of gold from cyanide solution with anion-exchange resins, and also discusses the most critical aspects of the engineering of an effective resin-in-pulp (RIP) process. As far as the chemistry is concerned, the conclusions reached by a great many researchers, as well as the performance of the only operating RIP plant in the Western World, at the Golden Jubilee Mine in South Africa, support the view that the process is technically viable and, in many cases, could prove to be more attractive economically than alternative processes such as zinc cementation and carbon-in-pulp (CIP). On the engineering side, there is still a need for further development before larger scale ( > 50,000 tpm) RIP plants can be designed, built and operated with confidence. However, the experiences gained during nearly 3 years of operation of the Golden Jublee RIP plant indicate that the process can be engineered with confidence for smaller operations ( < 50,000 tpm), and this will probably be the scope of application of the first-generation RIP plants. INTRODUCTIONThe use of anion-exchange resins in gold processing has, for a number of years, been proposed as an alternative to more conventional processes such as zinc cementation and carbon adsorption, and detailed research programs that have been carried out at a number of laboratories have demonstrated the technical viability of the process. (Burstall et al, 1953, Davison et al., 1960, Tataru, 1973, Laskorin et al. 1978, Hosking, 1984, Riveros and Cooper, 1987 and Palmer et al., 1988)The main incentive for this work was the fact that resins have several characteristics that are quite different from carbon, which make them potentially more attractive substrates for the recovery of gold. TVI Resource Development (Phils) Inc. Canatuan mine is a polymetallic ore deposit located in the Province of Zamboanga del Norte on the island of Mindanao in the Philippines. The deposit consisted of an oxidized capping of gossan overlying a Besshi type volcanogenic massive sulphide lens which is near surface and flat lying. Construction and development of a sulphide processing plant began in early 2007 and commissioned in November 2008. During the initial stages of sulphide operation, high copper (Cu)-low zinc (Zn) ore was fed to the plant. Marketable copper concentrate at 91-95% recovery was produced utilizing a high-pH bulk sulphide rougher flotation and 2 cleaning stages. Because of increased levels of Zn of the ore body, a Cu/Zn separation circuit was initiated in early 2010 following an intensive laboratory test work program. This Cu/Zn separation circuit was necessitated because of the copper ion pre-activation of the sphalerite that lead to the zinc being readily recovered to the copper rougher concentrate. In-situ activation of zinc (in the pit and stockpiles) was caused by the leaching of secondary copper minerals in the ore (particularly from the dominant copper species, chalcocite and covellite). This problem required the development of metallurgically complex and intensive reagent regime to effectively depress the activated sphalerite. As well, the immediate reactivation of zinc after it has been depressed, at the onset of Cu/Zn separation flotation, added additional metallurgical complexity to the process. Subsequent to the Cu/Zn separation circuit, an unconventional, yet proven effective, simultaneous cyanide detoxification-zinc flotation circuit was set-up to recover the zinc. Laboratory test work results realized Cu-Zn recovery differential from a Cu/Zn separation circuit of over 40-45%. This performance has been achieved in the plant, at 72% Cu overall recovery. With the gradual improvements on-going with zinc circuit capacity and effective zinc separation being achieved, zinc recovery has currently reached 40%.

"The Nain Province (NP) of northern Labrador is a >600 km long by =100 km wide Archean craton that has undergone relatively little mineral exploration until economically signifcant concentrations of orthomagmatic nickel sulphide were discovered by Diamond Fields Resources (DFR) at Voisey’s Bay. Due to the great time span between crust formation andfnal intrusive activity (ca. 3.9 Ga to 1.27 Ga),there were, however, numerous metallogenic events within the NP.The NP was intruded by the ca. 1.3 Ga to1.2 Ga Nain Plutonic Suite (NPS) composite anorthosite-granite complex. The NPS dividesthe NP into the southern Hopedale Block (90 km by 150 km) and the northern SaglekBlock (375 km long by =50 km wide). These two blocks appear to represent two distinct Archean cratonic nuclei, each with its own distinct metallogenic history. The NPS is a coalesced assemblage of composite intrusions which include anorthosite, troctolite, norite, gabbro and granite.The Hopedale Block contains the Hunt River and Florence Lake greenstone belts, and the Weekes Amphibolite which represents remnantsf the older Hunt River greenstone belt. Geologically, these belts have some potential to host komatiitic Kambalda-style nickel, volcanogenic massive sulphide (VMS) and meso -thermal lode gold mineralization. The unconformity between Paleoproterozoic cover sequences and the trondhjemite-tonalite-granodiorite (TTG)suite which engulfed the greenstones was the locus for lead-zinc-bearing quartz-carbonate veins. Minor fracture-hosted uraninite showings are also present in the TTG.The Saglek Block is a high-grade gneissterrane with deformed Archean supracrustal sequences but no greenstone belts. Within the gneiss are variably-sized enclaves that range in composition from anorthositic to ultramafic; some of these latter xenoliths contain abun-dant fuchsite. There are also three small anorthositic to ultramafic meta-igneous complexes present in the gneiss near Okak Bay.Some Archean meta sedimentary and maficgneiss supracrustal sequences contain iron-oxide and sulphide members. The sulphide-bearing Tasiuyak parag neiss defines the cra-tonic suture between the NP and Churchill(Rae) Province. Along the cratonic suture between the NP and Churchill Province from Ramah Bay north are remnants of the Archean(or Paleoproterozoic) Hutton Anortho site Suite. Ultramafc layers within the suite contain chromite and elevated Ni values.Three ca. 2.0 Ga supracrustal sequenceswere deposited in small fault-bounded basins within the NP. The Snyder Group contains pyrrhotitiferous massive sulphide horizons. TheMugford Group contains SEDEX-like massive sulphide blocks in a debris fow and ultramafic sills with unusual PGE concentrations; alaskitic granite cutting basement gneiss to the group contains stockwork-like pyritiferous quartz veins. The Ramah Group contains numerous MVT-style zinc-lead sulphide occurrences.The Reid Brook Intrusion of the NPS contains enormous and high-grade nickel-copper-cobalt massive sulphide bodies at the Voisey’s Bay deposit. Exploration in the northern portions of the NPS in 1995 has indicated the presence of other potentially economic nickel sulphide horizons."

WE associate metals with hardness, toughness, and strength. But a curious paradox lies at the root of the valuable mechanical proper-ties of the metallic state: in order to be strong, a metal must be weak. This paradox, and the equally surprising fact that, in a sense, metals are not true solids at all, are among the topics here discussed by Sir Lawrence Bragg. (1) WHAT METALS MEAN TO US We employ various materials to build or fabricate the many objects we use in everyday life, choosing those whose properties are most suitable for the purpose which the object has to serve. Certain of these materials have been used from the earliest times, such as stone, wood, leather, and animal or vegetable fibres, each with its own peculiar valuable properties. Stone resists crushing and is very durable and permanent, as indeed it must be, since it has so long resisted change as a part of-the earth&apos;s crust. It is there-fore ideal for walls and buildings, and very early in his history man discovered how to make artificial stones by burning clay, with the advantage that they could be given any desired shape, and made into bricks or given elaborate forms as pottery. Wood is strong and tough and light, it resists tension as well as compression, and is nor brittle like stone. It forms beams and furniture and parts of tools or weapons. Leather is tough but at the same time iris flexible; it is ideal as straps or sheers. Vegetable fibres such as linen or cotton, and animal fibres such as wool and silk, owe their value to their flexibility and strength in resisting extension. They can be spun into yarn or rope, and woven into cloth. The technological age in which we are now living is replacing the natural products used by early man by a series of artificial products, but it is remarkable to see how in nearly every case we are copying Nature&apos;s materials. The wide use of concrete represents a developed art of making artificial stone. Artificial fibres such as rayon or ?nylon replace cotton, wool, and flax. Plastics are coming very much to the fore; they correspond to early man&apos;s use of horn, another substance with peculiar properties of roughness in all directions without the &apos;grain&apos; of wood. For the most part we are following in the footsteps of our remote ancestors, though we can make for ourselves what they had to cull from wood and field. There are exceptions; for instance, we have discovered comparatively recently the number of uses to which natural rubber can be put, and are now making it artificially. This is a really new discovery; our ancestors had nothing with such remarkable powers of elastic stretching without breaking, and resistance to being abraded.

As a result of ever increasing complexity, alternatives of process and remoteness of site, there is an ever increasing emphasis on accurate estimating and the attendant cost control systems in the international market of today for the Mineral Industry where initial plant costs are becoming a more important factor than operating costs. An undervaluation means trouble ahead. An over-cautious assessment may bring an unnecessary abandonment of a project. Consequently, the ultimate cost must be predicted early and accurately and must be controlled to this parameter during the design and construction phases. ASARCO LLC (Asarco) Hayden Copper smelter, in Hayden, Arizona, has operated continuously (except for minor labor and economic curtailments) since 1912. The current plant configuration comprises INCO flash smelting, Peirce Smith (P-S) converting and fire refining/anode casting. In order to comply with the U.S. Environmental Protection Agency (EPA) 1-hour National Ambient Air Quality Standards (NAAQS) for sulfur dioxide promulgated in June 2010, the Hayden smelter had to increase overall sulfur fixation from approximately 95 % to 99+ %, requiring a retrofit of the existing converter department and upgrade of associated emissions controls systems. The Converter Retrofit Project (CRP) involved replacing the five existing 13’ diameter Peirce-Smith converters (2 blowing, 2 hot standby) with three new 15’ diameter Peirce- Smith converters (1 blowing, 1 hot standby) to allow for more effective process gas capture using the existing acid plant contact section. Significant upgrades were made to the acid plant wet gas cleaning section and converter primary gas handling system to improve capture performance, reliability, and sludge handling. In addition, a new tertiary gas capture system was installed to further minimize fugitive emissions from the converter aisle. The existing furnace tapping ventilation ESP was replaced with a new baghouse to enable at least 50% SO2 removal using high-surface-area dry lime injection, which was also implemented on the existing converter secondary gas baghouse system. The first two converters and all gas handling system improvements were started up in April 2018, and the third converter was brought online in November 2018. This paper presents the regulatory context; genesis and rationale for CRP; detailed description of the project; challenges during commissioning; system improvements implemented, and design considerations made, and systems performance and process optimization achieved since startup.

"This presentation will provide an overview and understanding of Mine Safety and Health Administration (MSHA) and Ontario Regulations for Mines and Mining Plants. It includes discussions on the history and practical development of the standards and an overview of engineering best practices from a construction, maintenance and operational viewpoint. INTRODUCTION Ontario is one of the safest mining jurisdictions in the world and has some of the most comprehensive regulations for the construction, operation and maintenance of a mine. In the USA, several operators have adopted some or all of the practices prescribed by the Ontario Regulations as an internal procedure. Experience has demonstrated that these plants are indicating less unplanned downtime and fewer issues with MSHA inspectors in their hoist plants. HISTORY AND THE REGULATIONS Both Canada and the USA have had some form of laws governing the operation of mines since the late 1890s. The paths of legislation have run in reasonably parallel lines, continually improving the health and safety conditions in the mining industry. Ontario Mine Health and Safety In the 1970s the accident rates in mining were higher than any other industrial sector; this prompted a Royal Commission on the Health and Safety of Workers in Mines (the Ham Report). The recommendations of this report, published in 1976, generated several changes in the regulations regarding worker safety in mines. Following the release of the Ham report, the Occupational Health and Safety Act (OHS) was passed by the Legislature in 1978. The Act is a set of comprehensive laws governing almost all Ontario workplaces, and it replaced separate laws governing different industrial sectors. OHS is enforced by the Ministry of Labour (MOL), and this discussion will focus specifically on Ontario’s Occupational Health and Safety Act, R.R.O. 1990, Regulation 854, Mines and Mining Plants, Part X Mine Hoisting Plant (Ontario Regulations). USA Mine Health and Safety A coal mine explosion in West Virginia and medical studies on occupational disease led to the 1969 Federal Coal Mine Health and Safety Act (Coal Act). The Coal Act was the most comprehensive and stringent Federal legislation governing the mining industry to date. The Mining Enforcement and Safety Administration (MESA) was formed, following the 1973 Act, as a new departmental agency to assume the enforcement of safety and health in mines. The Federal Mine Safety and Health Act of 1977 (Mine Act) transferred enforcement responsibilities from the Department of the Interior to the Department of Labor and named the new agency the Mine Safety and Health Administration (MSHA). This agency enforces the Code of Federal Regulations (CFR), and this discussion refers to CFR Title 30 Mineral Resources, Chapter I Mine Safety and Health Administration, Department of Labor, Subchapter K—Metal and Non-metal Mine Safety and Health (MSHA)."
