HOLLINGER mining operations have required development by 24 vertical shafts having a total length of 28,160 feet. Seventeen of these are sunk from surface and seven are interior shafts. Four surface shafts and three interior shafts are now active and, excepting the recently completed new main ore-hoisting shaft, the remainder are either abandoned, or are used for passes or for ventilation. The new shaft bottoms 60 feet below the 3,050 level, but there is much work to be done before it is placed in service. The term 'shaft practice' is intended to include shaft construction and a general treatment o typical equipment. It is a large subject for an organization the size of Hollinger and this paper is intended only to present the salient features. "Slime coating is a recognized challenge in fine particle flotation, not only in decreasing recovery, but also in reducing the selectivity and hence froth quality. In this presentation, a novel method based on electrophoretic mobility distribution measurement to study slime coatings is described. By measuring electrophoretic mobility distribution of individual minerals and their mixtures, the interactions between these minerals can be evaluated.For illustrative purposes, a model system of fine coals, or oil sands with two different types of fine clays was studied. Flotation tests showed a significant decrease in coal (bitumen) flotation recovery with montmorillonite but not with kaolinite clay addition. When electrophoretic mobility distribution of a fine coal/montmorillonite clay mixture was measured, a single modal zeta potential distribution was obtained, in contrast to a bimodal distribution for fine coalkaolinite clay mixture. This finding suggests a stronger adhesion of montmorillonite than kaolinite clays on fine coal surfaces. In the case of bitumen, the bimodal zeta potential distribution was measured for the mixture of bitumen emulsion and kaolinite or montmorillonite, indicating a weak attraction of the clays by bitumen. In the presence of calcium, however, a single modal zeta potential distribution was obtained in the mixture of bitumen emulsion with montmorillonite but not kaolinite clays. These findings are in excellent agreement with bitumen flotation results, demonstrating that the electrophoretic distribution measurement is a powerful tool to study slime coating phenomenon in a complex fine particle flotation system."

Following initial discovery in 1991, BHP Billiton Diamonds Inc opened Canada?s first diamond mine, the Ekati Diamond Mine TM (Ekati) in the Northwest Territories on October 14th, 1998. Four short years later on November 29th, 2002, saw the opening of North America?s first underground diamond mine - the Koala North mine. Nestled between the original Panda open pit and the new Koala pit which is in the early stages of production, Koala North represents the only underground kimberlite mining venture in arctic conditions outside the new underground mines being developed by ALROSA in the Yakutsk region of eastern Russia. Extensive underground kimberlite mining has been practiced in the Republic of South Africa for much of the 20th century and continues today. Underground mining represents a key component of the long term business plan for the Ekati. As various open pits reach their economic limit, continued recovery of high value ore at depth is dependent upon the ability to productively mine the kimberlite pipes by underground methods. As a function of its location, size, and value, the Koala North pipe is ideally positioned to host the first underground mine at Ekati . In addition to being a production source for the operation, Koala North is designed as a learning mine, from which to gain valuable experience in preparation for the potential mining of other larger, higher value pipes by underground methods in the future. Fortuitously Koala North was available for development so the learnings could be integrated into the Panda mine design prior to completion of the Panda pit. Establishing our first underground diamond mine, and applying the open benching mining method in arctic conditions brings a unique combination of mining challenges together in a harsh climate and remote environment. This paper examines the design and establishment of the Koala North mine. Discussion includes experiences gained from the first year of development, production start-up, and provides a brief overview of our potential underground future at Ekati .

"Over the last decades, many authors have shown the importance of froth in the flotation process. Mineral recovery is related to froth recovery and flotation. Selectivity is affected by froth characteristics, especially structure and loading. The characteristics of froth textures could therefore be used for diagnosing flotation.Machine imaging, especially image texture analysis, allows on-line measurement of important froth characteristics and process state classification. The measured characteristics include froth texture, loading and stability indicators. To extract information from images, texture analysis tools are used as well as a block-matching algorithm (BMA). For process state classification, images are analyzed with the same tools and clustering is done with multivariate data analysis algorithms.Two case studies, Brunswick Mine Concentrator Cu/Pb circuit and LaRonde Mine Zn circuit, are presented to show that these indicators may be used for diagnosis and control. The influence of manipulated variables on measured froth features is shown as well as the relationship between froth characteristics, mineral recovery and flotation selectivity.INTRODUCTIONImaging is a way to depict abstract characteristics of a scene or an object; it is often related to other types of scientific observations, chemical component concentrations, for example (Geladi and Grahn, 1996). In this paper, the scene is flotation froth. Imaging can be especially useful in applications where it is difficult to obtain the measurements needed for process analysis – froth flotation, for example."

"The McArthur River uranium deposit is the single richest uranium ore body developed in the world to date. The ore body’s average grade is 15% U3O8. Proven reserves are in excess of 450 million pounds. The grinding circuit is located underground. The ground ore is pumped to a surface facility where the slurry is thickened and loaded into containers for shipping to the Key Lake mill 78 kilometers to the south.The paper will briefly describe the mining method employed. The underground ore handling and grinding circuit, and surface facilities including slurry load out, wastewater treatment and the freeze plant will be described in detail. The paper will emphasize radiation and safety procedures that are followed to minimize operator exposure to radiation risks.LOCATIONThe McArthur River mine is located 78 kilometres north of the Key Lake mill. It is located at latitude 57’ N in northern Saskatchewan, within the southern boundary of the Athabasca formation. The nearest town is Pinehouse, located 320 kilometres to the south. Access to the mine is by an all weather road and by a private airstrip.HISTORYThe McArthur River Operation is jointly owned by Cameco Corporation (69.805%) and Cogema Resources Inc. (30.195%). Exploration for uranium in the McArthur River area started in 1980 by the Saskatchewan Mining Development Corporation, a predecessor company of Cameco.In 1984, a 12-kilometre long basement conductor was identified at a depth exceeding 500 metres. Systematic exploration drilling of this conductor resulted in the discovery of the P2 North deposit. Subsequent surface drilling programs from 1989 to 1992 delineated a narrow ore zone over a strike length of 1700 meters at a depth of 500 to 600 metres. At this time, geological reserves for the deposit were estimated to be 2.4 million tonnes at a grade of 5.0% U3O8 for a uranium content of 260 million pounds U308"

"All gold deposits within the Tisdale Group are spatially associated with carbonate alteration zones; however, not all carbonate alteration zones are host to gold mineralization.Within the komatiitic and magnesium tholeiitic volcanic rocks at the base of the Tisdale Group, discordant and stratabound carbonate alteration zones occur throughout. The alteration zones consist of a ferroan dolomite - quartz inner assemblage which is enveloped by calcite-quartz and an outer chlorite-rich subzone. Factors which control the distribution of carbonate alteration include joint systems, flow contacts, synvolcanic faults and bulk composition of the host rock.Two environments of carbonate alteration can be recognized: 1) The subsea-floor alteration zones developed within the volcanic rock succession where hydrothermal fluids did not discharge directly onto the sea floor. Insignificant gold production has come from this alteration environment. 2) Seafloor zones, which represent points of hydrothermal fluid discharge into the hydrosphere, are spatially associated with felsic volcanic rock complexes and are host to syngenetic, auriferous cherty dolomite.Carbonatized, magnesium tholeiitic basalts, which are host to the auriferous, cherty dolomite, are enriched in antimony (>0.35 ppm), boron (>30 ppm), gold (>5 ppb) and lithium (> 35 ppm), but are depleted in copper ( < 70 ppm), with respect to carbonatized basalts not associated with gold. Orerelated, altered komatiitic flows can be screened using gold (>5 ppb), lead(> 10 ppm), arsenic(> 70 ppm) and antimony (>1 ppm).The habit, petrographic characteristics and certain geochemical characteristics of the altered volcanic rocks suggest that the hydrothermal fluid was of sea-water origin."

MR. E. L. Longmore (l), in presenting this paper at the Annual General Meeting, suggested that it was neither desirable nor necessary to read any but the briefest portion of the paper. He wished to emphasize that the scale of the milling operations at the Hollinger not only provided several units in continuous operation to ensure that the test work was being carried on under normal conditions, but also provided a large and competent staff to supervise such an extensive experiment and to criticize intelligently the recorded results. He wished to acknowledge the enthusiastic co-operation of the group of assistants whose excellent work was responsible for the confidence with which the conclusions could be presented. The following data were given as a supplement to the published paper. Following conclusion of the test work described in the paper, the size of the balls fed to the mill was changed from 3-in. diameter to 2Yz-in. Within a short time, a gradual rise in the tonnage rate took place and, as no other condition had been changed, the increased tonnage was credited to the changed character of the ball load. At present, the average daily tonnage for the mill with low discharge is 1,507 tons, an increase of 77 tons over the 1,430 tons ground when feeding a 3-in. ball. A similar increase in tonnage should be credited to the high-discharge test, if the 2;Y2-in. ball had been used at that time. This would raise the 1,117 tons ground at that time to a new figure of 1,177 tons. From a study made to determine those factors influencing the rate of pulp flow through the low-discharge mill, it became evident that the ball screen used on the high-discharge mill must have been restricting the flow through the mill, although this was not recognized at the time. Accord-ingly, it was decided to repeat the high-discharge run. Additional length was added to the 21-in. ring grizzly originally used, and the length of the reverse spiral was increased. The end of the grizzly was left open so that, if necessary, excess pulp might flow out. A coarse mesh 3 ft. by 3 ft. flat screen was provided to catch stray balls.

"Construction of the Cigar Lake uranium mine in northern Saskatchewan is well under way. Production is anticipated to begin in the first half of 2007. When in full production, the mine is projected to produce a net 18,000,000 pounds of U3O8 per annum from a high grade ore averaging approximately 20% U3O8.Water management was a major issue that required substantial effort in the Cigar Lake design. Not only is effluent quality controlled, a tight water balance to minimize effluent volume is also designed into processes in order to minimize environmental impact. This paper focuses on the water treatment process and water handling equipment, as well as the operating philosophies that will reduce fresh water consumption to a minimum. An overview of the mining and ore handling systems, as well as aspects of controlling water production from the ore formation and the mine development areas will also be discussed.INTRODUCTIONThe Cigar Lake ore body has proven and probable reserves that total 232 million pounds U3O8. Cigar Lake is the world’s largest undeveloped high-grade deposit. It is the second largest highgrade deposit surpassed only by the McArthur River deposit another Cameco - operated mine in the Saskatchewan Athabasca Basin. Cigar Lake is owned 50% by Cameco Corporation, 37% by AREVA (COGEMA Resources Inc.), 8% by Idemitsu Uranium Exploration Canada Ltd. and 5% by TEPCO Resources Inc. When production starts in 2007, ground ore slurry from Cigar Lake will be shipped to the McClean Lake mill (owned by AREVA) some 80 km away. All of the Cigar Lake uranium will be leached from the ore at McClean Lake. During initial production ramp up, all uranium will be processed at McClean Lake to yellow cake (uranium oxide). After the average production has exceeded a 10 million pound per year rate, Cigar Lake uranium will begin to flow from the McClean Lake Mill to the Rabbit Lake Mill. At this point, subject to regulatory approval, 57% of the Cigar Lake uranium, in a uranium rich solution, will be transported to Rabbit Lake mill (owned by Cameco) for purification to yellow cake. A complete summary of the flow of uranium from the Cigar Lake ore body through to product at both McClean Lake and Rabbit Lake can be found in a recent paper titled “The Cigar Lake Project – Mining, Ore Handling and Milling” in the March 2004 issue of the CIM Bulletin. "11.1. IntroductionThe recovery of platinum-group elements (POE) from ores is a subject which has received almost no mention in the literature. Edwards (1975) refers to the process used for refining of the POE, throughout the Western World, as a so-called ""conventional"" process .... ""not because of the simplicity or convenience of the operations, but more probably because of the inertia of established processes and the aura of secrecy with which the major platinum refiners have surrounded this process."" There is no doubt in this writer's mind that the latter is also applicable to the dearth of knowledge of the mineralogy, geochemistry and ore deposits of PGE and that the poor recoveries, mainly attributed to the mineral beneficiation stages of concentration, are also affected by this traditional secrecy. Fortunately, this attitude is changing, due no doubt to the advantages that accrue from more open research which may be critically assessed in the literature in the traditional manner. Examples of this more open approach to recoveries and recovery problems are represented by Newman (1973), who gave some typical recovery percentages for Merensky Reef ores, and the recent encouragement and cooperation on mill samples from the Sudbury area by lnco Metals Company (cf. Cabri, 1981a).In general, platinum-group elements are recovered from an ore by the use of a physical concentration method, such as gravity separation or flotation, followed by further upgrading using further physical, wet chemical or pyrometallurgical techniques. The final process of refining in which the individual platinum-group elements are produced in pure form is outside the scope of this chapter.Platinum-group element deposits naturally fall into different categories according to the recovery process best suited for them, viz. those amenable to gravity separation, those amenable to flotation, and those where platinum-group elements are by-products of base metal sulphide, chromite and miscellaneous other deposits."

The historical development of the elemental sulphur recovery industry in Western Canada is reviewed for the period 1952 to 1965. A brief technical description of a typical modified Claus sulphur recovery unit is presented. Some predictions are made concerning the future of the elemental sulphur recovery industry in Western Canada. THERE are evidences of sulphur or its compounds having been used for religious and medicinal purposes as far back as we have a recorded knowledge of history. As typical examples, sulphur was burned as a sort of inverse incense to drive away evil spirits at religious festivals, sulphur ointments were used by the early Egyptians to cure eye ailments, and hot sulphur-spring water was used as a cure for a variety of ailments. Thermopyle was called "Hot Gates" be-cause of its fame as a spa as well as a mountain pass. The Romans discovered the sulphur deposits in Sicily and mixed sulphur with bitumen for incendiaries; and, of course, anyone familiar with the travels of Marco Polo knows about the Chinese development of gunpowder, which contains sulphur. In some aspects things haven&apos;t changed much today. We still use sulphur-bearing ointments, and we still use the hot sulphur springs such as the one at Banff in Western

"Ironstone Resources Ltd. is developing the Clear Hills oolitic iron ore deposit in northwest Alberta, Canada. Sources of oolitic iron ore worldwide are abundant and ubiquitous, but there is currently no commercial technology to extract iron from oolitic iron ores. Mineral processing of the ore to generate a commercial iron ore concentrate is very challenging due to the nature of these ores. Accordingly, Hatch and Ironstone are developing a new pyrometallurgical process (Hatch Ironstone Chloride Segregation) to produce metallic iron from high silica and high phosphorus oolitic iron ores. Following the chloride segregation process, the treated ore is subjected to fine grinding. The iron is then separated by magnetic separation. The iron grade and phosphorus content of the final product shows a strong dependence on the separation methodology and the grind size. The pyrometallurgical process has been developed and tested at a lab-scale pilot plant. The commercialization of this technology could provide an opportunity for the development of a new alternate iron making technology. This paper presents the results of test work done on the raw iron ore to create a concentrate and also on the products of the pyrometallurgical process for the production of a high grade 90% metallic iron product.INTRODUCTION Oolite is a sedimentary rock formed from ooids – spherical particles with concentric layers. There are a number of large oolitic iron deposits where the mineralogical form features a low iron content and high concentration of impurities making them presently impossible to exploit on either a technical or economic basis. The fifteen largest oolitic iron ore deposits in the world are estimated to contain approximately 337 billion tonnes of iron ore, which would be a significant source of supply for worldwide steel production. A viable process that can economically recover iron from these oolitic iron ore deposits could become an important new technology to meet future demand in the steel industry. Hatch and Ironstone have demonstrated that oolitic iron ores can be exploited to produce direct reduced iron (DRI). Direct reduction ironmaking is a method for producing solid metallic iron using different techniques compared to the blast furnace process, which is the more conventional ironmaking route. The demand for the construction of direct reduction ironmaking plants has increased in response to the increasing demand for crude steel. It is viewed as a method of providing low-residual iron sources to scrap-based steelmaking in electric arc furnaces."

The mineralogy of the feed, concentrates and tailings from the Heath Steele mill in New Brunswick was studied in detail to determine the liberation and recoveries of the major ore minerals, and to characterize the occurrence and distribution of the trace elements. The ore milled during August 1977 contained an average of 4.34 wt % Zn, 1.25 wt % Cu, 1.64 wt % Pb and 90 gr/ton Ag. The main trace elements in the ore are silver, cadmium, indium, cobalt, antimony, bismuth, arsenic, mercury, tin and gold. Silver is carried in solid solution in tetrahedrite-tennantlte, galena, Ag-Sb sulfosalts and Pb-Bi-Sb sulfosalts. Approximately half of the silver is recovered in the lead and copper concentrates and the remainder is lost in the tailings and Zn concentrate. As the major silver-bearing minerals also contain Sb and Bi, recovering silver by ore dressing would involve recovering elements that are troublesome in extraction metallurgy. Cadmium and most of the indium and mercury occur in solid solution in sphalerite and consequently are recovered in the zinc concentrate. Some indium is also recovered in the copper concentrate in a second unidentified indium-bearing mineral. Cobalt and arsenic occur principally in arsenopyrite, cobaltite, a Co-Fe sulfarsenide, pyrite and pyrrhotite, and follow these minerals into the tailings. Recovery of the valuable element cobalt, therefore, would involve recovering the environmentally hazardous element arsenic. Most of the tin and gold report to tailings. The ore was ground to about 80% minus 270 mesh. At this grind, 71 wt % of the sphalerite, 66 wt % of the chalcopyrite and 59 wt % of the galena were liberated. Recoveries of free sphalerite, free chalcopyrite and free galena in the Zn, Cu and Pb concentrates were 85 wt %, 76 wt % and 80 wt %, respectively; recoveries of unliberated sphalerite, unliberated chalcopyrite and unliberated galena in the respective Zn, Cu and Pb concentrates were 48 wt %, 5 wt % and 7 wt %. Some of the unliberated sphalerite and chalcopyrite grains in the tailings are large and would have been liberated at a finer grind.

"An enhanced gravity concentrator was installed in conjunction with an Intensive Leach Reactor at the Sadiola plant in Mali last year and commissioned in Dec 2007.There has been much debate over the years as to the effect of gravity concentration on overall plant performance. The late Dr Laplante suggested that for every 10% of gold recovered by gravity, there was a corresponding 0.1% to 1% additional overall plant recovery. The results at Sadiola are consistent with this hypothesis with an overall 4% gain in plant recovery.With total gold recovery of 12% in the gravity section, grades are increased from 3.54g/t in the gravity feed to an average of 2 600g/t in the concentrator feed to the in-line reactor. The recovery of gold in the in-line reactor is in excess of 98.5%.This paper discusses the background to the project, the laboratory testwork prior to the equipment selection, the operational results of the system, as well as the benefits of the future application of high mass yield centrifugal concentrators in base metals, sulphides and industrial minerals. Bench scale, pilot scale and plant practice examples are also presented.INTRODUCTIONBesides picking nuggets off the ground or out of riverbeds, gravity concentration is arguably one of the oldest methods of recovering gold. In circa 6000BC people discovered that gold can be found behind the rocks and in depressions of creek beds. By placing rocks in a stretch of channel with the proper slope the first sluice is built, probably around 4,000 BC, and this method is still practiced today."

"This contribution is concerned with adaptive processing decisions, where the process parameters are optimally adapted to the varying properties of the material input stream. Our starting point is the geometallurgical paradigm that the varying properties of the input stream are considered known e.g. from a geometallurgical model of the mined ore body, and optimal processing parameters are computed from them, by finding the parameter seaming optimal in a computer simulation.This approach however has to work with a lot of uncertainties: The prediction of the geometallurgical ore parameters can only be done with some geostatistical uncertainty. The parameters themselves are only proxies for true ore properties. Model prediction can differ relevantly from actual process results, due to model simplifications. Due to these uncertainties the computed processing choices can turn out to be inferior to simple non-adaptive processing. In this contribution we focus on the uncertainty of the ore properties and analyse this effect systematically, by modelling this uncertainty effect mathematically and in computer simulations. The most important findings are:(a) Processing choices not taking into account the uncertainty sometimes even perform worse than simple non-adaptive processing, for the sole reason of ignoring the uncertainty effect.(b) Ore properties, not adequately reflected in the ore description, might require different approaches, in which the observed processing behaviour feeds back into process control.(c) Bayesian decision theory allows computing optimal processing choices combining the information from the mine (geostatistical predictions) and from the process feedback. These choices give much more robust choices and do not suffer from the drawbacks described for the simple approach we started from.These new approaches can substantially improve the performance of adaptive processing in existing plants."

"A new sensor based sorting system has been developed, providing a possibility for laboratory scale testing and further scale-up of the separation results to the industrial operation. The new system contains different sensors as: X-ray detectors, visible light cameras, NIR cameras, ultraviolet cameras and magnetic sensors, in the same sorting unit. The sorting unit allows advanced calibration options and fine-tuning of the installed sensors to achieve the best separation effect under controlled conditions. Finally, the processed material can be analysed and separated by the rejection mechanism, similarly to the industrial scale operation. At the same time, the process is carried out with limited amount of material allowing detailed statistical calculations for processed particles and all sensor types. The optimal settings and sensor types are specified for the industrial application.The paper describes the scale up of the results achieved for iron ore and coal, where the test work was first carried out using the new laboratory sorting system and where the industrial scale sorting system has been built, in the final stage. The industrial scale sorting results showed a very good correlation between the laboratory and full scale operation. Thanks to the detailed study carried out in the laboratory equipment, the settings of the sensors in the full scale operation provided much better separation efficiency. It was especially important to provide proper setting for the X-ray sensor data calculations, which can be very critical for achieving the best results. During the industrial scale sorting of coal, the input material had 40-55% rock particles as the direct source of ash in the coal stream. The optimal laboratory unit settings and transferring these settings to the industrial sorter, provided 98.8% efficiency for removing rock particles with only few % losses of coal."

Peñasquito is Mexico's largest gold producer, consisting of two open pits - Peñasco and Chile Colorado - containing gold, silver, lead and zinc. Over the next three years, mining activities in the pit are expected to be focused on lower grade ore in the upper parts of the Peñasco pit while stripping is emphasized to ensure an economically optimal pit shell design to maximize the net asset value of the operation. By 2019, Peñasquito’s gold production is expected to benefit from an improvement in mined grades as it recommences mining higher grades at the bottom of the Peñasco pit and significantly enhanced metallurgical recoveries with the planned completion of the Pyrite Leach Project ("PLP").

"AEROPHINE@ 3418A is a unique sulfide mineral promoter produced by Cyanamid, based on phosphine (PH3) chemistry. It has proven effective as a collector for the sulfide minerals of copper and particularly lead (galena), as well as for secondary gold and silver values. AEROPHINE 3418A has widest application as a Cu and/or Pb collector for complex ores of Cu-Zn and Pb-Zn, which frequently have significant quantities of associated precious metal values. Advantages shown in the use of AEROPHINE 3418A are improved selectivities against Zn- and Fe-sulfides, increased precious metals recoveries, reduced total collector consumptions for Cu and/or Pb flotation, and increased flotation kinetics leading to higher recoveries of these values. Operating plant, pilot plant and laboratory test data from treating different ores are presented, demonstrating the advantages in use and preferred application of AEROPHINE 3418A.INTRODUCTIONCyanamid operates the only phosphine and phosphine derivatives plant in North America, located in Niagara Falls, Ontario. Specialty chemicals manufactured at this facility are used in many diverse applications, including solvent extraction reagents and textile flame retardants. A unique phosphine-based sulfide mineral promoter, AEROPHINE 3418A, is also produced. The origins of AEROPHINE 3418A promoter date back to the 1960's, when it was established that sulfide mineral collectors based on phosphine chemistry demonstrated efficacy. PUBLIC debts, and the policies guiding public finance in Canada today, are in such a state that every intelligent citizen should be familiar with them, and should be concerned about them. None of you have robe reminded that taxes have already risen to a point where they both annoy and hurt you, but they should also alarm you; alarm you, not so much because of the taxation, but because of the mounting expenditures represented by that taxation. I have no hesitation, therefore, in presenting a paper dealing with public finance at a meeting of the Mining Institute, since all present are concerned,. both as individuals and as representatives of the industry. Moreover, it is important that engineers, particularly, should become better acquainted with the interlocking relationships of economics, public finance, government, and technology. While I am neither an economist, a tax expert, nor a chartered accountant, I shall try to tell you, from my viewpoint as an engineer and an interested voter, the story of public finance in Canada today and of certain causes and effects, and I shall venture certain conclusions. In doing so I may merit criticism by experts, but I will risk this in the hope that sufficient interest will be stimulated in the subject to persuade you, as individuals and as groups, to advance, or to institute, your own studies in public finance, and in turn to interest others. I hope that some of the ideas which will be expressed, or which may develop, will bear fruit. I fully realize that several eminently qualified men have spoken on this subject during recent months, and that many authoritative articles have been written. However, I approach it with confidence, because I propose speaking to you not as an authority, bur as one of you, having similar interests and similar engineering knowledge, who only a few months ago became particularly interested in the subject, studied it, and who now sets before you a summary of his findings, with the conviction that the situation is so serious that constructive planning and constructive action by all thinking citizens are imperative.
