The interactions between hydrothermal fluids and seawater result in minerals that range in size from nano- to macro-scale and constrain mineral emplacement, whether in hydrothermal chimneys or metalliferous sediments. Although broad similarities exist, and sulfides are the most important component of seafloor massive sulfide deposits, the specific mineralogy, size and therefore reactivity of particles emitted varies between hydrothermal sites in the global ocean, and even at different sites within the same vent field. The oxidation of sulfide minerals results in one of the major impacts of terrestrial mining of volcanogenic massive sulfides as it creates acid mine drainage. At marine hydrothermal vents, the chimneys themselves, as well as the ‘black smoke’ begin to oxidize as soon as they are in contact with ocean water; the breaking of sulfide minerals during marine mining will expose further surface area to seawater and oxidation. Although the cold temperatures and circum- neutral pH result in oxidation proceeding less rapidly than in many terrestrial systems, there is limited data on the kinetics of sulfide oxidation in seawater. Here, the oxidation of sulfide minerals in seawater and the implications for marine mining will be discussed, with an emphasis on nano-ZnS and sphalerite, including reaction kinetics, processes, and oxidation products.

Much advance has been made in offshore hydrocarbon exploration and exploitation in India. But the same amount of success could not be achieved in the case of other offshore minerals which are amenable for mining. However, employing present technology, there should not be any difficulty in successful exploitation with minimum environmental hazards. A demonstration is provided by considering the conditions prevailing in the Kerala offshore (southwest coast of India) scenario of monazite, ilmenite, phosphatic mud and calcareous deposits. Mud banks are unique phenomenon of the Kerala coast during monsoon season. Acting as barriers to waves, mud banks protect portions of the beaches from being eroded and trap sediments from either side facilitating growth of adjacent beach. The easy minable possibilities of the phosphatic mud during non-monsoon season with less pollution hazards and dumping back the waste material after processing for phosphate at the breaker zones to reduce the erosional effects on the coast make the exploitation economic and ecofriendly unlike the benefication of the lowgrade phosphate ores on land on a comparatively larger area and subsequent crushing, transport and resulting pollution.

Diamond production from the reworked beach and river channel gravels along the west coasts of South Africa and Namibia is well known throughout the world, not only for the exceptional quality of the diamonds, but also for the sheer scope of the operations. To date an estimated 140 million carats have been produced from the resource worth some US$40 billion in today's money terms. It is therefore not surprising that it didn't take long before the attention turned towards the possible extension of this valuable diamond resource on similar submerged beaches in the adjacent territorial waters of South Africa and Namibia. This has proved to be a very successful move as the marine production in Namibia today constitutes 48% of that country's total diamond production. Although small scale recovery of diamonds from the sea commenced in the 1950's, the first large scale production came from the operations of the Texan entrepreneur, Sam Collins, in the 1960's. The De Beers Group, which took over Sam Collin's operations in 1969 had all the concession areas, as well as the financial and human resources to tackle the new mining frontier in the correct way by years of data gathering (ie diamond reserves and seafloor terrain studies) before commencing with large scale mining operations in the 1980's. Those who are familiar with the beach mining operations along the South African and Namibian west coasts will have appreciation for the daunting task of surgically removing the payable portion of diamond deposits from the non-payable material on the one hand, and the complex uneven fractured and gullied bed-rock floor of the deposits on the other hand. Not to mention the additional complexities of large boulders and hard calcretised diamond gravel layers (conglomerate) which are sometimes associated with the deposits. It was a natural development that the sea diamond mining operations were approached with the known information of the land operations, attempting to duplicate land mining operations in the sea, but taking cognisance of the variations of the terrain in the different areas. Subsea mining system are designed for the following, principally different, tasks: Dreding - The destruction and removal of seabed sediments overlaying the bedrock. Cleaning - The competence of the system to systematically remove the deposits from an undulating hard bedrock with irregular pulleys, channels and fissures. Factors that influence the choice of dredging equipment for a specific project are project requirements such as environmental conditions, location and water depth. However, the most important selection criteria are soil conditions. As a consequence, possible dredging systems, must be evaluated for the following, principally different, characteristics: Dredging proficiency - The destruction of the strata by the equipment. System stability - The capability of the soil to support the subsea equipment The above parameters are determined by the strength characteristics and the bearing capacitv_ of the soil. The author describes the processes involved in excavating the subsea deposits and (transporting the gathered soil as a water-soil mixture to the surface using different excavation and transport methods.

The International Marine Minerals Society has now come of age! Previously known as the International Marine Mining Society, it was an informal group without officers, by-laws or official status. Despite the lack of formal structure, the Society has cosponsored symposia both in Europe and in North America including the 16th Annual Underwater Mining Institute in Halifax, Nova Scotia, last year. The roster of members is now sufficient to emerge as a fledgling professional society. To this end an ad hoc committee was appointed to prepare by-laws stating the objectives of the Society, provide the procedures for the election of officers and other guidelines essential for the operation of the organization. This paper briefly summarizes the history of the group, the by-laws, together with membership requirements.

It is well known that significant quantities of mineral deposits exist in the oceans. Most of these resources cannot yet be classified as economic "reserves" in the strict sense of the term, but they serve as backstops to deposits of identical minerals produced onshore. The prospects for the commercialization of ocean mineral resources will depend upon factors affecting both supply and demand, including, among other things, changes in consumption patterns, technological developments, new discoveries, developments in markets for complements and substitutes, and environmental regulation. In this presentation, we examine broad trends in mineral prices, as one of the most summary measures of the prospects for the commercialization of ocean minerals. Further, we report on any recent developments in the relevant product markets that may affect the potential for commercialization.

Polymetallic nodules are a widespread resource in the Pacific Ocean, particularly in the areas of Clarion-Clipperton (Cronan, 2000). The most abundant mineral phases are formed by iron and manganese oxides, with minor elements such as nickel, copper, cobalt, molybdenum and rare earths elements (Cronan, 1977; Cronan and Moorby, 1981; Iyer and Sharma, 1990; Mangini et al. 1990; Banerjee et al. 1991). In the Clarion-Clipperton Zone (CCZ), several authors mention that there are three main mineral species of manganese oxides, which have been recognized and which are associated with different processes of formation: todorokita (Mn2+, Ca, Mg) Mn34+ O7. H2), vernadite dMnO and birnessite enriched in Fe and (Na, Ca) 0.5 (Mn4+, Mn3+) 2O4. 1.5 H2O. In nodules of hydrothermal origin have been found todorokite, birnessite, vernadite, goethite and pyrolusite. Although there are many oxides and hydroxides of manganese and iron in amorphous and microcrystalline phases that make up the bulk of the nodule (Frondel et al. 1960; Cronan 1977; Dymond 1981; Calvert and Piper, 1984; Aplin and Cronan, 1985; Martin and Lallier, 1993; Achurra et al. 2009), identifying specific mineral phases is difficult due to the intergrowth of different phases and associated detrital material.

The marine diamond industry off south-western Africa is maturing rapidly. Some of the larger explorers have reached an advanced stage in their resource development and new mining operations have been started in the last year. Most of the major exploration, mining and marine engineering companies have offices in Cape Town. As a result of the increased activity and experiences to date, new approaches to marine diamond exploration and mining are now evolving. Primary factors contributing the new approaches are namely 1) the concentration of expertise in a localised area 2) the significant increase in the base of available exploration and production results and 3) parallel advances in the marine engineering design and geophysical survey equipment. The sea floor geology and setting of the marine diamond exploration areas is now better understood. Consequently the strategy for exploration and the selection of appropriate survey equipment is improved. Due to new equipment developments, different exploration alternatives now exist, depending on the programme objectives. Significant advances have also been made in the data processing and modelling undertaken to assist in the identification and targeting of potentially diamondiferous prospecting features. Similarly, the design of appropriate prospecting tools and programmes has also been improved. Following exposure to the requirements of the marine diamond industry, the design engineering and operating companies have responded with innovative designs for new prospecting tools. In recent years the availability of relevant information on marine diamond prospecting and production has increased. As a result, there is now sufficient basis for the construction of meaningful financial valuation models that can be effectively used to control and guide the exploration projects, to the benefit of both the explorer and the investor.

A recently completed series of projects funded by the Commonwealth of Virginia and the U.S. Minerals Management Service was designed to assess the distribution of heavy minerals on the inner continental shelf adjacent to Virginia. These projects indicate that a suite of minerals of both strategic and economic interest is present. Analysis of several hundred grab and core samples shows that zircon, monazite, and titanium minerals (ilmenite, rutile, and leucoxene) occur in quantities that probably warrant further study by the mineral industry. Furthermore, side-scan sonography and shallow seismic profiles have provided information on the thickness and areal extent of the mineral-bearing sands. Possible development of the resource is enhanced by a potential use of offshore sand for beach nourishment. The results of the preliminary studies have been presented in open-file publications and oral reports in order that the mineral industry might have an up to date basis upon which to consider more exploratory work. Much of the effort south of the mouth of Chesapeake Bay was made in cooperation with and enhanced by an independent study of sand resources for beach nourishment and other needs. Preliminary review of the quantitative analyses of the heavy-mineral content of several hundred samples demonstrates that the distribution of high concentrations is non-uniform. Coastal and marine aggregate (sand and gravel) mining on US continental shelves is a major activity that supplies industrial and commercial demands for these raw materials. Because Pacific, Atlantic, and Gulf coasts contain significant shoreline segments that are in a critical state of erosion, sand-gravel and mixed sediment (sands with a high percentage of silt-plus-clay) deposits are mined in efforts to mitigate land loss. Sandy shores, and to a limited extent gravel coasts, erode by shoreline retreat due to relative sea-level rise and sediment starvation in littoral drift patterns. Mostly gravel shores occur in high latitudes and shorelines often advance seaward due to isostatic rebound following the LGM (Last Glacial Maximum 18,000 YBP). Sandy and fine-grained shores occurring in middle and low latitudes of the conterminous United States are problem coasts that require beach renourishment and reconstruction of barrier islands. Muddy coasts of the Mississippi Delta region are especially problematic because some islands are literally disappearing in response to subsidence. Replacement of sediments lost to the littoral drift system or returned to sedimentary sinks by drowning is thus a critical endeavor that involves annually dredging hundreds of millions of cubic meters of sediments from the continental shelf area. The types of shelf sediments that are amenable to marine mining techniques, their occurrence, and means of detection are highlighted in this paper. Minable Sediments on the Continental Shelf Wide varieties of sedimentary bodies that occur on the continental shelf are amenable to mining for beach renourishment and barrier island (beach-dune-marsh system) reconstruction. Relict terrestrial deposits make up a small but important proportion of shelf sediments that were deposited on coastal plains, now drowned by the post-glacial sea-level rise to form continental shelves. Examples of these deposits include drowned moraines, outwash plains, eskers, and kettles along the northern Atlantic coast in addition to siliciclastics along middle latitude Pacific, Atlantic, and Gulf coasts. Special cases include carbonate sequences along tropical costs of Florida and the muddy coasts of deltas, mostly in Louisiana. Specific types of minable deposits thus include shoreface attached sand sheets, dunes, and ridges in addition to offshore inter-reefal sands (between coral reefs in the Florida Reef Tract), bank deposits, and sand waves (ridges) that extend into US territorial waters. Nearshore siliciclastics include ebb-tidal deltas and bars. Drowned river valleys occur along all three US coasts and can be exploited for their fluvial sands if the covering mud sheets are thin.

The Marine Minerals Technology Center (MMTC) was authorized by an act of the United States Congress in 1996. The act established several marine minerals research centers in the U.S., including one at the University of Alaska Fairbanks. The Alaska MMTC is funded through the Minerals Management Service of the Department of the Interior and concentrates its research in the Arctic seas region. Recent research projects at the MMTC include, among others, application of a geographic information system (GIS) to the gold placer deposits offshore Nome, Alaska, development of a marine gold placer reserve definition model using a neural network, and development of an expert system model for submarine tailings disposal (STD) planning and decision-making. Although geostatistics remains the most prevalent method used today for ore grade estimation, researchers have made numerous improvements over the years for accurately predicting grades of ore using other estimation techniques. One such technique, the neural network, has recently emerged as an alternative to geostatistics for grade estimation purposes. A neural network is a non-linear, model-free estimator that is well-suited for noisy and/or sparse data environments. Neural networks perform best with non-linear spatial data, contrary to the stationary assumption of ordinary Kriging techniques. In the marine placer ore reserve definition model, the neural network technique was used to estimate placer gold reserves offshore Nome. This study demonstrated the utility of neural network modeling over other traditional ore reserve estimation methods, especially for high cut-off grades. Some of the relevant issues of neural network modeling were also addressed in the study. In testing, the neural network produced results that were close to those from geostatistical techniques including Kriging, polygonal, and inverse distance methods.

Gas Hydrates (Methane Hydrates) are solid, ice ? like substances composed of water and natural gas. They occur naturally in areas of the world where methane and water can combine at appropriate conditions of temperature and pressure and are found in the ocean bottom sediments and in some permafrost areas. Besides temperature and pressure, factors like bathymetry, sediment thickness, sedimentation rates, and total organic carbon content (TOC) also control gas hydrate formation in the sea. The stability of gas hydrates depends on the critical high pressure ? low temperature combination (0-17 bars, 0-25ºC), which in turn dependent on the mix of gases from which the mineral is formed. As the critical parameters can be altered by deposition, erosion or slumping of sediments, formation or melting of ice cover, rise and fall of sea level and sudden temperature changes induced by tectonic activities, current flows or volcanisms, the gas hydrates tend to be very unstable. It is becoming increasingly evident that naturally occurring gas hydrates are significant component of the shallow geosphere and are of societal concern in at least three major ways: as an energy resource, a geologic hazard and a major contributor for climatic changes.

Managing sediment plumes under multiple jurisdictions Management of activities in the New Zealand EEZ can be characterized as a distributed basis of decision-making with each independent and separate decision-maker focused on specific elements of a proposal (environmental, work place safety, wildlife management, fisheries, navigation, oil spill). The New Zealand EEZ Act 2012 was intended as gap-filling legislation to address the lack of an environmental assessment lens for permissions to undertake certain activities in the New Zealand EEZ. These activities relate mostly to marine scientific research, dumping and discharges, oil and gas exploration and development, and seabed mining. The regulatory decision-maker for most EEZ Act marine consents is the New Zealand EPA. Since 2013 when this gap-filling legislation took effect, the EPA and its decision- making committees have processed three seabed mining applications. Two consents were refused, one consent was granted in 2017. A common feature of all consents has been the assessment and consideration of the scale, significance and effects of sediment plumes arising from the activity. One consent is for irons and mining in about 40m of water where the plumes reach the nearby coastal waters and shoreline, the second consent is far offshore but plumes extend far beyond the mining area (850 km2) in to rare coral habitats and in to a significant offshore fishery. A significant consideration for decision-makers is how the assessment and management of plumes under the EEZ Act interact with, and potentially overlap, management of such plumes under other legislation (Resource Management Act, Marine Mammals Protection Act, and Wildlife Act). This is in a statutory context where the EEZ Act requires explicit consideration of the nature and effect of other marine management regimes over the matter under consideration.

On the western continental shelf of southern Africa diamonds derived from onshore sources are concentrated in gravels within drowned terrestrial and marine geomorphological features. First discovered offshore in the late 1950's, they are known to exist for about 1400 km along the Namibian and South African coast in water depths of up to 200 m. Shallow water operations yielded 1.5 Mct during the decade ending 1970 when De Beers acquired a majority of the offshore leases and commenced a 15 year exploration program. Deeper water and the prevailing sea conditions required the development of new, unique, marine mining equipment. The first large scale mining production of 22 kct was achieved by De Beers in 1989 with an output of 22 kct. Annual marine output from all sources now exceeds 0.6 Mct worth some US.$ 170 M, and rising to 0.7-0.8 Mct for 1998. Exploration has also been taking place in the waters of West Africa, Australia, and Indonesia. Exploration is by means of high resolution geophysics followed by sampling using a variety of drills, airlifts and seabed-mounted machines which imitate the eventual mining process. Surveying is now probing depths of 500 m. Smaller scale mining by several junior companies has traditionally involved diving and airlift systems. Increasingly, however, they are adopting different and improved techniques which to date have been employed only by De Beers Marine as contractor to Namdeb. Marine exploration and unit mining costs are high compared to those applicable to alluvial deposits onshore. By 1996 the total development costs incurred by De Beers alone reportedly had exceeded US.$ 500 M. However, the financial rewards are commen-surate because of the higher recovered grades. The operations are not without risk for the total of nearly 10 large and medium scale production vessels deployed by various organisations. The greatest shortfalls are experienced in the estimated throughput, not the grade.

The topic area for this paper covers the United States portion of the northern Gulf of Mexico, extending from the Rio Grande delta east to the Florida peninsula. Declaration of an Exclusive Economic Zone in 1983 expanded Federal economic jurisdiction on the continental margins from 12 to 200 nautical miles seaward from the coast. The nation-wide area of the EEZ totals 3 million square nautical miles, with approximately 186 thousand square nautical miles in the Gulf of Mexico. In the Gulf, the continental shelf has an area of 81 thousand square nautical miles, extending to a depth of 600 ft. and having widths of 6 to 120 nautical miles. Specific areas on the shelf offer the greatest potential for containing aggregate and other hard mineral resources. The primary geomorphic features along the Gulf coast include: barrier islands, chenier plains, tidal inlets, bays and lagoons, estuaries, and deltaic headlands. These features are composed of terrigenous siliclastic sediments, except for the west Florida coast, south of 29°N latitude, which is dominated by carbonate sediments. On the shelf, the primary features are linear sand shoals and associated sand sheets, relict delta lobes and channels, and banks related to salt diapirs and coral reefs. The composition and distribution of sediments in these coastal and shelf features are determined by numerous geologic factors including: seabed topography; riverine sediment discharge; sediment dispersal patterns due to currents, waves, storms and tides; tectonics and subsidence; and repeated fluctuations in sea level.

The seafloor occurrences of KODOS ferromanganese nodules can be classified into four facies based on the morphological types of nodules recovered and seafloor photographs. Facies A, B, and C are relatively unimodal whereas Facies D is bimodal in the size distribution of nodules. Both Facies A and B are highly covered by sediments, but Facies B is higher than facies A in nodule density. Facies C has a high density of small nodules and many traces of bioactivity. Facies D is irregular in nodule density, but occurs close to basement near scarps (Fig. 1). The transparent layer (TL) on subbottom profile records (von Stackelberg et al., 1987) is composed of three sedimentary units, which in cores are distinguished by color. The uppermost Unit I is postulated to be deposited during the past 0.21 Ma and the middle Unit II between 0.42 Ma and 0.21 Ma (MOMAF, 1997). There exists a hiatus between Unit II and Unit III. Unit III was deposited from 3.5 Ma to 1.5 Ma as determined by 10Be/9Be and/or 87Sr/86Sr dating (MOMAF, 2004). Internal textures observed on cut sections of nodules suggest four stages of nodule formation (Choi et al., 2000). The nuclei are either unbroken old nodules probably of hydrogenetic growth (1h and 2h) in Facies A and C, or nodule fragments probably of early diagenetic growth (2d) in Facies D, whereas there are both types in Facies B. The layers surrounding the hydrogenetic nodule nuclei are of hydrogenetic growth (3h and/or 4h) in Facies C, and are of early diagenetic growth (3d and/or 4d) in Facies A, B, and D. The layers surrounding the early diagenetic nodule fragments are mostly of early diagenetic growth (3d and 4d) in Facies A, B, and D. But hydrogenetic encrustations are also found as surface layers on the top in Facies B (Fig. 2).

Low- to intermediate-temperature, diffuse-flow hydrothermal fields and associated mineral precipitates have been found at many locations along oceanic spreading centers, back-arc basin spreading axes, and midplate hot-spots. However, this type of hydrothermal field has not been found in oceanic fracture zones until recently. We mapped and collected samples from an active hydrothermal field in the Blanco Fracture Zone (BFZ) located in the northeast Pacific. The BFZ connects the Gorda and Juan de Fuca spreading centers and is divided into east and west segments by Cascadia Depression, a small spreading center. Small pull-apart basins occur along both the east and west segments. A complex set of basins near the western end of the BFZ includes from east to west, Surveyor Depression, East Blanco Depression (EBD), and West Blanco Depression. The hydrothermal field described here is located in the EBD.

The research affiliate projects of the Continental Shelf Division of the Marine Minerals Technology Center concentrate on the development of technologies and methodologies for the exploration 4 and assessment of nonfuel continental shelf mineral resources within the U.S. Exclusive Economic Zone. Three of the FY 1990-91 research grants are summarized below. Scientists at the Center for Applied Isotope Studies at the University of Georgia have developed ?An Advanced Design for a Seafloor Gamma Isotope Mapping System? for the rapid collection of data on seafloor sediments. This system is designed to detect gamma radiation emitted by naturally occurring radioactive elements found in marine sediments. This data can be used to study seafloor lithology and has direct application in marine mineral surveys. The purpose of this study has been to redesign and calibrate the system for marine mineral survey work. Recent modifications of the sled design, gamma radiation detector, and supporting software have resulted in considerable improvements in sensitivity, functional operation, and data acquisition.

The United States is dependent on foreign imports for about 80 percent of its ilmenite, about 60 percent of its rutile, and virtually all of its monazite. Nearshore marine sand deposits and beach-complex sediments in the southeastern United States are important domestic sources of ilmenite, leucoxene, rutile, zircon, monazite, and a number of other less well known economic heavy-mineral (HM) species. Because global onshore reserves of placer titanium minerals may fall short of demand in as few as 20 years, offshore research in HM placers will become more important. The Atlantic Continental Shelf (ACS) defined by the shoreline and the 200-m isobath varies in width for the modern U.S. coastline from a fraction of a kilometer to about 150 km offshore of Cape Cod, Mass., and includes an area of about 3.91 x 105 km2. It probably contains 3-7 x 1011 m3 of sand and gravel which may locally contain commercially exploitable placer HM deposits.
